1. Determine the cost to provide state essential services and a reserve fund. 2. Subtract funding available for distribution of a Permanent Fund Dividend (PFD). 3. ONLY if additional revenue is needed to balance the State’s budget, should additional fees and taxes be considered. Increasing taxes, before full utilization of the PFD to provide state services, is taxation to pay a PFD- a nonessential need. State welfare programs should be expanded to protect those who have become dependent on the PFD to meet their essential needs. Retention of PFD funds to cover state essentials will better support out state economy by avoiding loss of up to 25% of PFD funds to federal taxes.

George Sterling Trimble Jr. October 20, 1937- March 3, 2018
Long-time Juneau resident, George Sterling Trimble Jr., died March 3, 2018, at Wildflower Court, Juneau Alaska. George was born October 20, 1937 in Wichita, Kansas and moved to Seattle in 1965 with his wife Jeana (Jimmie Jean) and their children Derrick and Lisa. George referred to himself as a “cheechako” when he arrived to Juneau in early 1970 with his second wife Sharon and daughter Connie. In December 1970 Derrick joined George. After a short period of living in Scio, Oregon, Derrick and George returned to Juneau in 1976. In the winter of 1977, George met his wife Joan while square dancing. They married in June 1982 and raised Julie and Jason together. George and Joan were married 34 years when Joan passed away in 2016. George moved to Juneau to work as a computer operator for the Department of Labor. He then began a career with the Alaska Marine Highway as a Wiper in 1978 eventually retiring in 1997 as Chief Purser. Juneau was his home for 48 years. George loved God, his family, and most everyone he met. George was a long-time member of Juneau Church of the Nazarene, serving on the Missions Board, cleaning the church, greeter, and helped to build the current parsonage. He enjoyed talking to his son and daughter in Europe whenever he could, watching movies, root beer floats, reading, painting, model trains and fishing. George loved helping others as well—generously and selflessly sharing his heart and time with countless people. There isn’t a church building in the world that could hold the people he touched. He is survived by his son Derrick (Georgina) Trimble of England; daughter Lisa (Marvin) Klein of France, daughter
Julie (Jared) Yancey of Juneau; grandchildren, Ian (Brendan) Klein of California; Brittany (Max) Bender of Colorado; Caleb (Megan) Trimble of Maryland; Elyse (Nick) Zylstra of Washington; Devon (Katelyn Brown) Trimble of Colorado; Amélie Klein of Idaho; Lexie (Walter) Malika of Idaho; Alex (Julie) McCord of Arizona; Nicole Yancey of Juneau; great grandchildren, Kenzie and Aric Trimble of Maryland, Lotus Brown-Trimble, and Gunnar Bender of Colorado, his mother-in law, Rosemary Townsend of Maine; his brother and sisterin- law, Kerry and Robin Townsend of Maine; his brother and sister-in- law, John and Linda Townsend of Massachusetts; numerous nieces, nephews, cousins, church family, and many friends who loved him. He is preceded in death by his father, George Sterling Trimble Sr. and his mother Louise; his sisters Anita Parks and Karen Kay Rose, son, Jason Hutchinson, and grandson Nolan Bender. Friends are invited to a celebration of his life on Saturday, March 24, 2018 at 2:00 p.m. at Juneau Church of the Nazarene located at 3220 Mendenhall Loop Road in Juneau, Alaska. You are welcome to come in bright colored clothes, and ready to share your favorite memories of George. Anne Ruth Blackwell December 30th, 1917 -March 11, 2018
Anne Ruth Blackwell, passed away peacefully, surrounded by her family on March 11, 2018, having celebrated her 100th birthday on December 30th. Anne was born in Madisonville, Texas on December 30th, 1917 to Julian and Guy Bates. Anne spent her early years in Texas, she married Lee Roy Blackwell in 1938, they had one son, Weldon Blackwell, born in 1940. During WWII she lived in Stamford Texas, while waiting for Lee Roy to return, after his return, they moved to Monahans, Texas and were in the commercial laundry business until they sold the business in 1967 when then decided to live their dream of moving to Alaska. Anne joined her husband, first, in Fairbanks in 1967, the next year they moved to Juneau. Lee Roy opened and operated the Glacier Village Barbershop. Anne worked as a bookkeeper for Irwin’s IGA grocery and Skinners Ace Hardware, then on to various positions with the state of Alaska until her retirement in 1978. Upon retirement they moved to Washington state to a small plot of land, growing a huge garden, raised calves, and enjoyed having their grandchildren every summer. They moved back to Juneau in 1985. Anne enjoyed her retirement in Juneau by volunteering at the City Museum, at the airport for the Juneau Convention Bureau,
and the Emanuel Baptist Church. She also took up new hobbies of oil painting and joined the senior bowling league. Anne was preceded in death by her parents Guy and Julian Bates her husband Lee Roy Blackwell, her brothers Lawton, Guy, and Stratton Bates and sisters Nedra Bates Smith and Helen Bates Luttrell. She is survived by her son and wife, Weldon and Ruth Blackwell, her grandson Keith Blackwell and wife Traci, of Missoula, Montana and granddaughter Cassy Blackwell and husband Jay Walling of Juneau, Alaska, her four great grandsons, Connor Blackwell and Rayne Walling of Juneau, Ben Blackwell and Daniel Blackwell of Missoula, Montana. Also surviving are her dear nephews Billy West (Kay), of Spring, Texas and Wayne Bates (Linda) and dear nieces Julian Womack (Karen) and Glenda Bates, of Juneau, Alaska, and Patricia Lonergan, of Juneau, Alaska. Anne moved to Juneau Pioneer Home in August of 2013. Her family will always be so grateful for the loving kind care that she received throughout the years of her residence there. Services will be at the Emanuel Baptist Church, 104090 Glacier Highway on March 21, 2018 at 5:30 pm.
Dr. Cary Douglas Jones February 8, 1984 - February 21, 2018
Dr. Doug Jones, longtime Juneau resident, local chiropractor, team doctor, hockey player, hockey coach, and friend to all, lived a full, exciting, spontaneous, and joyful life in his 34 years. One of the most important things in Doug’s life was his family; he was a wonderful father to his two sons Sean and Steven. Doug was born on February 8, 1984 in Ada, Oklahoma. He moved cross-country to Western Alaska with his mother, Deborah Morse, in 1988. They lived in Newtok, Quinhagak, Dillingham and Adak before moving to Juneau in 1993. Doug passed away February 21, 2018. A memorial service will take place at 1:00 PM March 18, 2018 at Centennial Hall in Juneau, followed by a celebration of life reception at the same location. Doug graduated from Juneau-Douglas High School in 2002, where he was active in soccer, stunt team, student council, and served as the student representative on the school board for multiple years. For several years he was the disc jockey for school dances, and was known by his peers as “Doug E. Fresh.” In high school he began dating his future wife, Stefanie Messerschmidt. After high school Doug attended the University of Alaska-Southeast before transferring to Palmer Chiropractic College in Davenport, IA, where he and Stefanie both earned Doctor of Chiropractic degrees in 2009. Doug and Stefanie married on February 28, 2009. Afterwards Doug did his preceptorship in Kalispell, Montana before moving to Owasso, Oklahoma where they set up their first chiropractic practice. Doug and Stefanie returned to Juneau, Alaska where their first son, Sean Douglas, was born on March 15, 2010 and Doug practiced for several years before they set up Jones Chiropractic Center in 2015. Their second son, Steven Scott was born December 19, 2012. Doug was an avid hunter, sport fisherman, hiker, hockey player, snowboarder, skier, and snow-machine rider. Doug volunteered in the community by supporting both JuneauDouglas High School boys’ basketball and football teams at JDHS and Thunder Mountain
High School. Because of his interest in team sports and a desire to serve the youth of Juneau he completed additional classes resulting in him becoming a certified chiropractic sports physician. Doug and Stefanie sponsored many youth sporting programs through Jones Chiropractic Center. Doug loved his family, his community, and living in Alaska. It was important to Doug that his boys were active and engaged in activities and enjoying the natural wonders of Alaska. At Treadwell Arena he would help his two boys into their hockey gear, and would be on the ice as they practiced, and played each Saturday morning. A yearly ski pass at Eaglecrest allowed Doug to have his family on the slopes, in addition to the cross-country skiing they did. When Stevie was too young to ski, Doug pulled him in a covered sled allowing him to participate in the family outing. If the weather was good, Doug had the kids out enjoying Alaska, including fishing adventures in the family boat, family bike rides on trails, and hiking the amazing trails of Juneau. Most summers included a road trip north, either to the Yukon or the road system of northern Alaska, where Doug made sure his kids enjoyed hot springs, camping, horse riding, and nature trails among many other activities. Family, and particularly being a father to his boys, was important to Doug. A dear family friend recently shared some stories about Doug and one of his high school buddies that brought joy to the family, writing that with each story Doug was the hero with that big grin and his twinkling eyes. A relative visiting Juneau said walking with Doug downtown was an opportunity to meet everyone in Juneau because he knew each local we passed, and always had an engaging question or conversation. Doug was constantly active and on the go, a trait he has passed on to his two boys. Doug was preceded in death by his grandfather Oscar Douglas Jones, and his father Jackie Leon Jones. Doug is survived by his wife Stefanie, sons Sean Douglas and Steven Scott, mother Deborah Morse and step-father Les Morse of Juneau, sister Tera Simpson and her husband Patrick of Ada, Oklahoma, brothers Carl Jones of Oklahoma and Jason Jones, maternal grandmother Barbara Jones of Earlsboro, Oklahoma, Godmother Sandy Craig of Pahoa, Hawaii, and numerous aunts, uncles, nieces, nephews and cousins. The family encourages people who knew Doug and have memorable stories to write those down and bring them to the memorial service, or send them to the family to be put together in a memory book for Stefanie, Sean and Steven.
