ABOUT US The JurongHealth Fund was established on 4 August 2011 as a company limited by guarantee. It is registered as a charity under the Charities Act and is an approved Institution of Public Character (IPC). JurongHealth Fund aims to promote all medical and health-related services that are exclusively charitable and for the benefit of the Singapore community.

Board of Directors JurongHealth Fund is governed by a Board of Directors that comprises experienced practitioners from the public and private sectors. In addition to their strong commercial links, they are also known for their philanthropic work and are passionate about transforming healthcare delivery and bringing health closer to the community. The Fund looks to the Board for guidance and approval on strategic plans to support various programmes that are aligned to JurongHealth Fund’s priorities.

Governance The Board of Directors and Management of JurongHealth Fund are committed to maintaining high standards of governance that are aligned to the Code of Governance for Charities and Institutions of Public Character (IPC). The Audit Committee, comprising Mr Ng Tiak Soon as Chairman, Mr Foo Hee Jug and Emeritus Professor Robert Pho Wan Heng as Members, was formed in June 2013.

Policies & Procedures JurongHealth Fund has incorporated policies and procedures to ensure that the requirements for IPCs are met. Grant Making, Fund Raising, Conflict of Interest, Donations & Receipts, Procurement & Payments and Reserves & Investment policies have been established.

Reserves Policy Reserves are maintained to fund current and committed obligations to meet the goals and missions of the organisation. Funds designated for grants are included in the reserves.

Facilitating patient-centred care NEEDY PATIENT FUND

JurongHealth Fund has been supporting Needy Patients since 2012. With an annual disbursement of $50,000, the number of needy patients JHF has assisted has grown steadily over the years. The Fund has supported needy patients in consumables such as mobility aids, respiratory support devices; and also in dialysis treatment. No. of Patients Receiving Assistance

Facilitating patient-centred care H.E.A.L.T.H. PLANNING

105 The HEALTH* Planning Project aims to empower the elderly to take charge of their health and well-being and age gracefully in the community or home. Co-funded by the Tote Board (80%) and JurongHealth Fund (20%), a grant amount of $312,500 was awarded to JurongHealth in January 2013 to pilot this 2-year programme amongst a group of elderly residents in a Bukit Merah community. As of 31 March 2014, 71% of these funds have gone into helping the 105 participants adopt a more holistic approach to taking care of their physical, mental, emotional and financial well-being. The staff of Thong Kheng Senior Activity Centre was also trained to continue the work of this pilot programme.

The next phase involves rolling out the programme to a similar community in the West, and training the staff of eldercare agencies such as NTUC Eldercare, Fei Yue Community Services, St Luke’s Eldercare and Viriya Community Services on a wide spectrum of topics ranging from physical mobility, nutritional risk to topics on suicide, Lasting Power of Attorney, Advance Care Planning; and on conducting a HEALTH Planning interview.

Facilitating continuing education JURONGHEALTH INSTITUTE OF CLINICAL EDUCATION The JurongHealth Institute of Clinical Education (JICE) Programme aims to set up and fit-out the 2,245sqm Training and Simulation Facilities at Ng Teng Fong General Hospital (NTFGH). Funded over a 5-year period at $7.3 million, JICE will upgrade the skills and knowledge of Clinicians, Nurses and Allied Health Professionals. JurongHealth recognised the need to focus on clinical education beyond medical knowledge. To ensure high and consistent standards in patient care, clinical staff need to be competent in personal clinical skills, individual and collective resuscitation skills, and teamwork skills. The new training and simulation facilities at NTFGH will enhance clinical education through the use of hi-fidelity clinical simulations conducted in multi-disciplinary care settings.

Facilitating continuing education NURSING EDUCATION TRIPS

$244,000 was granted to the JurongHealth Nursing team for a series of study visits to selected healthcare institutions in Australia, China, Hong Kong and Taiwan to learn how these institutions had successfully developed a multi-disciplinary healthcare system of patient care. The team gained invaluable insights into the healthcare systems of Hong Kong and Taiwan, for example, which have evolved to accommodate the “All-inclusive care within the Cluster” model. This model depicts an integrated continuum of care within the same geographical setting from the acute phase through to convalescence and rehabilitation; and the achievement of community care through the integration of multidisciplinary teams. With this newfound knowledge, JurongHealth is exploring ways to implement a framework of patientfamily and health institution partnership delivery system to improve the care of elderly patients who live with multiple co-morbidities; and where family members and others are welcomed as “partners” in healthcare JurongHealth will also review best practices and design improved and innovative methods of providing coordinated support and care to patients and their families.

60 Nurses visited 15 healthcare institutions in 4 countries to study and adapt from the good principles of integrated and multidisciplinary care practices that have been successfully deployed.

Donations and Fund Raising JurongHealth Fund received another $25 million donation in FY2013 as part of the $125 million commitment from the family of the late Mr Ng Teng Fong. SMRT made a second donation of $10,000 for financially needy patients from Alexandra Hospital who require point-to-point transport. We thank our donors for their generosity. No fund raising expenses were incurred in FY2013.

Looking Ahead in Financial Year 2014 In addition to the recurring grant for the Needy Patient Fund, JurongHealth Fund has awarded grants to 4 other programmes that support Community Care, Pilot Projects and Research.
