简介 Introduction

海南作为中国唯一的热带岛屿省份正面临着振兴其未来的巨大机遇。前所未有的旅游开发 与城市发展吸引来自国内外数百万的游客和新定居者,推动了海南从未有过的强劲经济发 展。2009年,中国政府宣布宏伟计划在2020年前将海南发展成为“国际旅游岛”。自此 海南便成为世界规划和建筑界常提及的名字之一。 但是,好的机遇并非意味着没有挑战。新的度假村与社区眨眼间在海南海岸线上生发出 来,缺乏对生态环境的考虑和地方感的塑造。丰富的历史与独特的文化在这些新区中往往 被忽视了,而同时在发达国家的开发趋势则是对本地景观的生态修复和环境意识的加强。 海南岛富饶的自然资源往往被既不可持续也不经济的人工景观所取代。 福源西区坐落于海南岛北岸南海和东水港间。 这片116公顷的优势土地有潜力成为该区域 最引人注目的目的地。但是,宝贵的自然资源和独特的文化并非是项目成功的唯一法宝。 对新滨水社区的总体规划必须超越点缀着地标建筑和现代景观的漂亮平面。它必须包含混 合多样的指标,创造生机勃勃的空间,在高度整合的环境中吸引广泛的业主与客人。一个 成功的度假区并非只是葱郁土地上的一群漂亮酒店建筑。它更应是一种由多样的活动、空 间体验和记忆组成的触摸不到的感觉。 Hainan, the only tropical island province in China, is facing tremendous opportunities in reshaping its future. Unprecedented tourism development and urban growth is attracting millions of visitors and new residents both domestic and international, fostering a strong economy that has been historically absent on the island. In 2009, the Central Chinese Government announced its ambitious plan of transforming Hainan to an “international Tourism Island” by 2020. Hainan has since become one of the frequently mentioned keywords in the world’s planning and architecture media. However, it is not without challenges. New resorts and planned communities emerge along the coast in a blink of an eye without paying close attention to the sensitive environment and often lack a strong sense of place. Rich history and unique culture are often neglected in these new towns, Meanwhile, ecological restoration of native landscapes and a higher level of environmental consciousness prevail in today’s developed world. Valuable natural assets in Hainan are often replaced by manufactured landscapes that are neither sustainable nor cost effective. Fuyuan West, a 116 hectare primary site situated between the South China Sea and the Easter Water Bay on the north shore of the Island, holds great potential to become a premier destination in the region. However, its precious natural assets and the unique cultural context are not the only key components to success. The master plan for this new waterfront community must go beyond a beautiful plan with iconic buildings and contemporary landscapes. It must also include a diverse mix of programing, create vibrant spaces, and appeal to a broad range of users and guests in a highly integrated environment. A successful resort is more than just a collection of beautiful hotel buildings on lush grounds – it is also an intangible feeling that is created by a diversity of activities, spatial experiences, and memories.

区域环境 1.1 Regional Context

2020年成为国际旅游岛 International Tourism Island by 2020

常被比作中国的夏威夷,海南岛正努力成为盛名的热 带岛屿目的地。2009年,中国政府划拨3.5万亿从事 旅游开发。仅2010年,就有468亿人民币(74亿美 元)的投资,旅游收入年增21.7%。

Often referred to as China’s Hawaii, Hainan Island is positioning itself to become a premier tropical island destination. In 2009 the central government launched an ambitious plan of investing 3.5 trillion RMB in the island tourism. In 2010 alone, 46.8 billion RMB (7.4 billion US dollars) were invested and the returns in tourism revenue have been strong growing at a rate of 21.7%/yr.

Benefiting from the investment in infrastructure improvements, Haikou, the capital of the island, is well connected to over 80 domestic and international cities by air.

Traveling between Haikou and the island’s other major city, Sanya, has never been easier. The east coast high speed rail line currently transports more than 26,800 passengers daily. In the near future, the proposed west coast line will add an alternate and scenic route between the two destinations. Proposed 30km Guangdong-Hainan Bridge reduces the traveling time to 20min.

福源西区得名于周边历史古镇福源,取义“幸福的来 源”。福源这个有着丰富历史与文化的古镇对自己独 特的个性与传承感到十分荣耀。基地内重建的永庆寺 已经是区域主要景点。东水港对岸的古镇通过一系列 真实的历史与经典建筑展示着自己1400多年的历史。 海口市独特的骑楼街区为可持续建筑与空间塑造提供 了灵感。骑楼建筑不仅有效适应当地热带气候,而且 也是本地建筑风格受到东南亚影响的展示。

Fuyuan West, named after the adjacent historical town of Fuyuan meaning the origin of the happiness, is also proud of its strong identity that is enriched by its cultural and historical context. the reconstructed yongqing temple is already a major attraction of the region. the old town across the east Water Bay exhibits its 1,400 years of history through a numbers of authentic historical and architectural attractions. In Haikou city, the unique Qilou district offers great inspiration on sustainable architecture and space making. Qilou buildings not only cope with the tropical climate efficiently but also showcase the influences from south east Asian architecture.

基地环境 1.3 Local Context

福源西区具备滨水度假区所需的几乎所有优势。它绵长的基地涵盖1890亩土地(1.16平方 公里)。南北两条迥异的海岸线各长达2.5公里。沿南海的北岸线由起伏的沙丘主导,而沿 东海港的南岸线层因为其曾经拥有的独特的潮汐滩涂与丰富的红树林,栖息着丰富多样的 野生动物。半岛与内陆跨水距离仅约600米,人们可以毫不费力地看到对岸以及远处的风 景。这令人印象深刻的景观为创造高价值滨水开发提供了良好的条件。 Fuyuan West is gifted with almost all the assets it needs to be a waterfront resort. The elongated site covers 1890 mu (1.16 square kilometers), and stretches over 2.5km with two distinct shorelines on both sides. The northern shore situated on the South China Sea is dominated by rolling coastal sand dunes, while the southern shore on the East Water Bay was once home to diverse wildlife with its unique tidal flats and extensive mangrove forest. With a leaping distance of approximately 600 meters between the peninsula shore and the mainland, one can easily see the opposite shoreline and distant landscape horizon with little to no effort. This impressive vista creates significant potential for high value waterfront development.

由于基地位于盈滨半岛敏感的岸线上,福源西区总体规划对基地环境与文化背景做了慎重 考量。为了达到同时创建生机勃勃的城市滨水目的地和静谧度假生活体验的目标,我们通 过一系列策略试图找到实现开发指标和保护自然资源的平衡点。在整个规划与设计过程 中,我们特别关注了本地生态、地质、地形、水文和气候。用动态与综合的方法研究与理 解基地有助于创造可持续的并且在多种层面具有可行性的先进设计。 Given its sensitive coastal location on the Yingbin Peninsula, the master plan for Fuyuan West has been developed with a strong consideration of the site’s environmental and cultural context. In order to achieve the goal of establishing a vibrant urban waterfront destination and a tranquil resort living experience, at the same time strategic decisions were made to find a fine balance between accommodating the given development program and preserving the natural assets. Throughout the planning and design process, special attention was paid to local ecology, geology, topography, hydrology, and climate. Examining and understanding the site in this dynamic and holistic approach helps to create and advance a design that is sustainable yet practical from multiple perspectives. 3 4

Concentrating density around the infrastructure and amenities to create a mixed use urban center supporting and supported by different low density residential neighborhoods in and beyond the site.

Maximizing direct view & spatial connections across the peninsula between the sea and the bay to further strengthen the connection from development to the waterfronts; providing inland amenities and diversifying landscape experiences.

微气候与生活舒适度优化 Micro-climate and living comfort optimization

分析与利用开放空间框架与街道布局以优化自然通风、建筑朝向与遮荫;减少降 温成本与碳排放;从最适宜当地气候的本地建筑风格与材料中吸取灵感。 Configuring and utilizing open space infrastructure and street layouts to optimize natural ventilation, building orientation and shading; reducing cooling cost and carbon emissions; drawing inspiration from vernacular architecture that best fits the climate and local materials.

人行与公共可达性 Pedestrian and public accessibility

任何社区到滨海空间或主要绿地维持在5-10分钟步行范围内。 Maintain a 5-10 min walking radius from any neighborhoods to the waterfront or a major green space.

规划一个高度连接的多功能开放空间系统,以加强本地景观与生态特征,提高滨 海生物多样性与生态服务以增加环境应对压力的韧性并减少维护费用。 Planning a well-connected multi-functional open space system to promote native landscape and ecological identity; improving coastal biodiversity and ecosystem services to enhance resilience to environmental stresses and reduce maintenance costs.

设计是一个循序渐进的过程以达到最合适与全面的方法解决基地问题并实现开发目标。遵循 上述设计原则,团队进行了数个空间组织与指标分配实验,包括但不限于:‘蜿蜒中心绿地 脊线方案’、‘城市网格方案’与‘一半保护一半城市方案’等。 The design evolved as an iterative process to approach the most appropriate and holistic solution for the site and the preset development goals. Following the design principles, the team conducted a number of experiments on the spatial configuration and program distribution including but not limited to: serpentine central green spine scheme; urban grid scheme; half preserve half city scheme; et al.

框架概念 2.4 Framework Concept

上述诸多方案的精华被提炼成最终的规划框架“一个半岛两条不同的岸线”,由两条滨海 岸线和三个大型公园界定的四个独特的社区组成。设计完全尊重岸线风力与动态,利用不 同的规划策略应对外海岸线与内海岸线。由于巨大的风力,北侧外海岸退线区域将会保留 为滨海沙丘公园与公共沙滩,而南侧东水港则修复红树林与盐沼并成为多样滩涂湿地物种 的家园。同时,滨海公园与跨岛公园间有机融合,以形成连续的景观体验。 The essences of the aforementioned options were distilled to the final framework, “One Peninsula, Two Distinctive Shores”, composed of four distinctive neighborhoods delineated by the two waterfronts and the three large parks. With the full respect to the coastal wind forces and dynamics, different planning strategies were employed along the sea front and the bay front. Due to the high wind energy, the northern sea front setback zone will be preserved as coastal sand dune parks and public beaches, while the southern East Water Bay front will be home to diverse tidal wetland species along with restored mangroves and salt marshes. Meanwhile, the character of the waterfront parks spills into the cross-land parks to help create continuous landscape experiences.

开发与土地利用规划 2.5 development Plan + Land use Plan

福源西区由多样的用土组成以形成既充满活力又静谧的滨海社区。三个主要居住和 度假社区占据半岛的东端和西半面。 新骑楼街区,一个集零售商业、文化、现代loft居住和永庆寺的集群将开发固定在 南北两个大型走廊公园之间。 规划根据可达性与基地景观资源分析土地利用来决定开发密度,结果是基地密度从 东至西逐渐降低。稍高密度的小型别墅在基地东端,充分利用其方便可达的区域优 势,将成为项目的先导开发。随着基地向西变窄,开发密度在新骑楼区后逐渐降低 同时别墅尺度不断增加。在基地风景优美的西端,所有街区都具有到海滨或内部开 放空间的直接视角。在最远端,一座五星级度假酒店和大型别墅隐藏在热带丛林 间,酒店大堂与周边的花园环抱两岸间安静的泻湖。这里所有的地产都可以看到旁 边的大海或南边修复的红树林或郁郁葱葱的内部景观。

Fuyuan West is comprised of a mix of diverse land uses needed to create a vibrant yet a tranquil waterfront community. three major residential and resort neighborhoods occupy the east end and the west half of the peninsula. the new Qilou district, a concentrated cluster of retail commercial, cultural, contemporary loft living and the yongqing temple anchors the development in between two major north south corridor parks. Land use is configured to arrange development density according to accessibility and onsite amenities, which results in a gradient of decreasing density from the east to the west across the site. smaller villas at a higher density are concentrated on the east end taking advantage of the location’s easy access and will become the pilot development for the project. As the land becomes narrower to the west, density gradually decreases beyond the new Qilou district while villa size increases. At the most premier, scenic western end of the site, all neighborhoods have direct view to either the waterfront or an internal open space. At the farthest end, a 5-star resort hotel and large villas are nested in the tropical tree canopies, the hotel lobby and its grounds embraces the tranquil inner lagoon between the two shores. Here, all properties either overlook the sea on one side, southward over the restored mangroves, or into a lush internal landscape. 开发地块

Peninsula east is located on the eastern extent of the site. West of the main municipal road that connects to the main land, this neighborhood has opportunities for waterfront living along with a direct relationship to the new town center. With the highest FAr (0.35) of all the parcels, Peninsula east provides a quality residential environment with strong pedestrian permeability, high accessibility, waterfront access, abundant open space, and community center facilities. Building typologies within this district include a hotel/ sales center, mediation retreat center, creative loft clusters, and single family dwellings (small and medium sized villas), forming a unique residential clusters. 5

the Qilou town center district is the landmark development for Fuyuan West Village. With its waterfront position and alignment with yongqing temple, pedestrian plazas in this district foster strong connections to the temple, waterfront, and adjacent residential neighborhoods. development patterns of new town center incorporate elements of traditional Qilou settlements. Inspired by the massing and materials of Haikou’s unique architecture, arcade-lined streets with retail offer visitors and residents an opportunity to shop and dine outdoors. the central plaza creates a venue for markets, celebrations, festivals, and other gatherings, creating a vibrant commercial cultural core active with street life.

dune Park neighborhood is located in the central part of the peninsula, west of yongqing temple. this neighborhood has extensive opportunities for waterfront living and direct relationship to the town center. With the FAr of 0.3, dune Park neighborhood features residential clusters of medium to large sized villas, facing both waterfronts and major open space corridors. Located immediately to the west of Qilou town center and temple district, dune Park is one of the most significant open spaces within Fuyuan West. Pedestrian circulation is integrated throughout the neighborhoods open space network, resulting in highly permeable residential blocks. corporate club Houses (rental space) are scattered throughout the neighborhood. Vehicular access to the dune Park neighborhood is via the secondary municipal road, which intersects the main Lagoon Boulevard.

Peninsula West, characterized by mangroves to the south and the oceanfront to the north, unfolds along the Lagoon Boulevard frontage. Providing unique residential, recreation and resort opportunities, entry to this neighborhood showcases the proposed picturesque mangrove restoration and boardwalk. Located at the west end of the island, the 5-star hotel and western villa neighborhood is conceived of a luxurious resort community with significant connectivity to the ocean and inner tidal lagoon. characterized by its connection to the water, dwellings, and resort uses, public spaces open up onto the neighborhood’s park, lagoon and oceanfront promenade. All residential areas within this neighborhood are within a five-minute walk to the oceanfront or lagoon.

在整个设计过程中,Sasaki团队始终重视找到高效畅通与保护住 宅私密的平衡点。是否能达到平衡在某种程度上决定了该区将变 成以私家车为主的的城市扩散郊区,还是一个适合步行强调生活 质量的社区。沿南面内海的规划市政道路将承担进入基地的大部 分交通流量,并有效地分散进入四个包括新骑楼商业区在内的社 区。西一区的马蹄形道路可以疏导到最密集的商业和居住区的交 通,但不会进一步延伸进入半岛内部。为促进休闲生活方式,自 行车与人行道网络与沿海边、港口和穿过内部公园的休闲步道广 泛连接。

throughout the design process, the sasaki team focused on finding a balance between both efficient access and residential privacy. Achieving this balance, to a certain extent determines whether this community will become vehicle-oriented suburb or a pedestrian friendly, lifestyleoriented community. the proposed municipal road along the bay to the south (Lagoon Boulevard) will carry a majority of the traffic into the site and efficiently distribute it to the four neighborhoods, including the new Qilou commercial district. A horseshoe shaped loop road in the Peninsula east (Parcel-1) neighborhood, the eastern most neighborhood of four, will direct the traffic volume around the densest commercial and residential areas, without intruding further into the peninsula. As a more leisurely alternative, an integrated network of bicycle and pedestrian routes and paths connect to more extensive recreational paths along the ocean, harbor, and throughout the interior parks.

公共交通与停车 2.9 transit + Parking

为了创造提倡步行的社区并减少本地交通,我们规划公交和捷 运线路以连接所有社区、度假村和商业网点。基地大部分地块 距离公交车站、公共交通在5分钟步行范围内(400米),有助 于减少基地交通量与停车需求。 为了减少开发成本与海岸灾害的风险,按规定所有停车位都必 须在地上。永庆寺与周围文化设施的停车场会重新安置在寺庙 广场的东面。大量过滤植被槽设置在停车场中帮助管理雨洪径 流,另外树木的阴凉可帮助抵挡酷热的阳光。寺庙南面,鼓励 在新骑楼商业区南面进行街边停车。节庆期间若需要额外停车 位置,骑楼庭院可以安置多余车辆。居住社区中几乎所有套房 都有自己的私人车位,全区另有超过200个车位提供给访客。 In order to create a pedestrian oriented community and reduce personal vehicle use, bus and shuttle lines are proposed to connect all the neighborhoods, resorts, and commercial destinations. With majority of the site being within a 5-minute walking distance (400m) from a bus stop, public transit will help reduce traffic volume and parking requirements within the site. to reduce development cost and risk associated with coastal hazards, it was determined all parking would remain above ground. surface parking for the yongqing temple and the surrounding cultural facilities will be relocated to east of the temple plaza. Abundant infiltration planters throughout the parking lot will help manage rainwater runoff, while planted shade trees will help to keep surfaces cool in the hot sun. south of the temple, on-street parking is encouraged near the new Qilou commercial district. If additional parking is needed during special events, overflow can be accommodated in the Qilou courtyards. throughout the residential neighborhoods, most of the homes will enjoy their own private parking, with over 200 spaces offered for visitors throughout the site.

Accessibility, connectivity, and pedestrian friendly public spaces are just a few key elements which foster a sense of community stewardship and pride. In Fuyuan west, the open space structure is even more critical due to the sites location, sensitive environmental assets, and its positioning as a resort waterfront community. Functioning as landscape infrastructure, the open space network for Fuyuan west plays multiple roles. delivering valuable ecosystem services to the new development, including stormwater management and creating microclimate regulation, the diverse landscapes also provide protected habitat for numerous coastal wildlife species while offering a unique amenities to visitors and residents.

organized in a hierarchical structure, the sites open space network can be easily recognized at multiple scales. From significant regional parks to small community common areas, the spaces are well integrated throughout the development. running the length of the “two distinct shorelines” are two distinct waterfront parks. these two large linear shoreline parks are interwoven by the three large north-south corridor parks, set up the overall spatial framework. throughout the development, a series of neighborhood green corridors and community pocket parks function as the connecting tissue between the large parks and the development. 骑楼城市中心区域是福源西区开发的地标。因为地处滨海并与永庆寺相 邻,区域步行广场与永庆寺、滨海空间和邻近居住社区形成有力连接。 The Qilou Town Center District is the landmark development for Fuyuan West Village. With its waterfront position and alignment with Yongqing Temple, pedestrian plazas in this district foster strong connections to the temple, waterfront, and adjacent residential neighborhoods.

Reflecting the unique and traditional Qilou architecture of Haikou, an arcade is created along the active retail edge as protection against harsh sun. It also acts as an active interface between the retail shops and the Central Plaza.

The museum is located at the very strategic intersection of the Central Plaza to maximize visibility and accessibility. The corner buildings around the Central Plaza have special architectural form, as does the performance center located on the East Water Bay, at the termination of Central Plaza.

sasaki’s Master Plan for Fuyuan West is based on a critical examination and understanding of the site, its context, and the natural forces which have influenced the landscape and culture over time. Along the coast of Hainan, sand beaches and estuaries together form a landscape that is uniquely characteristic to the island. the design for this site strives to function in concert with its natural setting, providing flexibility and resilience, working with the forces that have come to shape the yingbin Peninsula today. observations of the Vernacular architecture and an understanding of climate adaptive design inspire much of built form of this new community. 海南岛北部位处在热带与亚热带之间,拥有炎热多雨的夏季和温暖多晴的冬季,全年湿度 都很高。遮荫与自然通风对全年维持室内外舒适度和减少能耗非常关键。在福源西区的规 划中,主要街道与开放空间的朝向使其可以将盛行的海风引入基地,让凉风在其中穿行。 清爽的街边拱廊、出挑和受本地建筑风格影响的不规则的立面帮助遮挡炎热的阳光照射从 而减少吸收的太阳照射节约降温成本。为了进一步减少能耗,可以在阳光普照的屋顶、结 构遮阳外墙面结合太阳能发电和太阳能热水板。不管在去商铺还是沙滩的路上,葱郁的树 冠形为路人和游客提供遮荫,增加室外建筑特色并通过蒸发降温减少环境温度。 Situated at the threshold between tropical and sub-tropical climate zones, Northern Hainan Island experiences hot rainy summers, warm sunny winters, and high humidity year-round. Shade and natural ventilation is critical in maintaining comfort and reducing energy demands in both indoor and outdoor spaces year-round. At the planning scale of Fuyuan West, major streets and open spaces are oriented to draw prevailing sea breezes into the site, allowing cooler air to circulate throughout. Airy street-side arcades, overhangs, and irregular facades influenced by the local architecture, help to shade structures from the hot mid-day sun thereby reducing solar heat gain and reducing cooling costs. To further reduce energy demand, sun-drenched rooftops and structural shade envelopes integrate solar electric and solar hot water panels. While walking to the shops and sites or heading to the beach, the abundant tree canopy throughout the site helps to shade visitors from the hot mid-day sun, adding character to the outdoor spaces and reducing ambient temperatures through evaporative cooling.

淡水资源 5.3 Freshwater Resources

Receiving an average of 1680mm of rainfall each year, it is estimated that enough precipitation falls on the each villa parcel to supply twice that homes domestic and landscape water needs each year. However, a significant majority of that rainfall occurs from May to October, due to the regions monsoonal climate. To reduce the need for potable water, integrated rainwater harvesting systems capture and store what falls in the wet summer months. In the warm, dry winter months, this water could be used for irrigation, flushing, and make up water for pools. While the sandy, well-drained soils of the Yingbin Peninsula may increase the need for irrigation, they present the perfect opportunity to integrate low impact development strategies for managing storm water. Throughout the site, the abundant tree canopy helps to initially slow rainfall, permeable paving in pedestrian and low traffic areas allows precipitation to infiltrate (and evaporate) more readily where it falls. In more significant rainfall events, runoff from these areas would be directed into multifunctional parks and open spaces, integrating infiltration planters, bio infiltration swales, and rain gardens. By allowing rainwater to infiltrate naturally into the sand rather than piping it directly to East Water Harbor, infrastructure and landscape irrigation costs would be lowered, water quality would be improved, groundwater would be recharged, resulting in improved environmental quality and ultimately a more sound investment.

extending along the entire northern edge of the development, the rolling dunes of yingbin beach offer a natural transition between the expansive waterfront and the development’s hotels, spas, and villas. Boardwalks and narrow paths lead beachgoers through distinct native dune vegetation and ever shifting sand toward the sound of the surf beyond. Meanwhile, shorebirds, waders, gulls, and terns, whose sounds and calls are often as synonymous to the beach as the surf itself, forage between the out-going tide and the restored dune grasses. coastal dunes and the entire formation that is the yingbin Peninsula are highly dynamic landforms. While sand ridges and dunes along the inland margins of the beach may seem like impedance to development or a source of fill, they are a critical component to the natural cycle of beach erosion and recovery. When sufficient sand resources and natural processes are preserved, dunes are able to move, change shape, and supply sand to the eroding beachfront during storm events. this dynamic equilibrium helps to dissipate wave energy and reduces the effects of erosion on the developed landward portions of the coast.

In this small patch, one can find amphibious mudskipper fish dancing across the water surface, crabs scurrying from burrow to borrow, and shorebirds looking for a quick meal. While this remaining small and isolated patch is abundant with life, it is under significant threat from continued development in the area. Although much of the southern shoreline of the site is beyond the jurisdiction of the Fuyuan West development, these low-lying shoreline areas and tidal flats hold some of the greatest potential for ecological preservation and restoration.

In a move to repair this degraded landscape, the sasaki Master Plan for Fuyuan West proposes an ambitious (12 hectare) mangrove restoration along both on and off-site portions of the east Water Bay. once fully envisioned, views from the development across the bay will be framed by a verdant margin while the “elegant egrets” return to their treetop roosts. In east Water Bay Park, excess storm water from the site is slowly released into a restored tidal marsh and mingles with island-like stands of mangroves, the dynamic natural backdrop to the parks outdoor amphitheater. Boardwalk paths lead out in both directions along the shore, weaving in and out of stands of stilt mangrove and narrowleaved kendelia. Abundant with wildlife, established planting will not only be a critical component of a complex marine food web, they will also serve to stabilize the shoreline, capture sediment, and filter pollutants from the water.
