INTRODUCTION This Pictorial Compendium of Executed Projects and Activities under the leadership of Air Marshal Sadique Baba Abubakar DFS, is an attempt to place on record some among the inexhaustible list of his exceptional achievements. The compendium captures, pictorially, the giant strides made towards the accomplishment of his vision for the Service, which is to reposition the NAF into a highly professional and disciplined force through capacity building initiatives for effective, efficient and timely employment of air power in response to Nigeria's national security imperatives. The highlighted areas in the compendium were deliberately selected to reflect the tremendous achievements of the Chief of the Air Staff as encapsulated in the Key Drivers of his vision. Accordingly, the pictures are grouped under the headings, human capacity development; logistics support and equipment serviceability; research and development; acquisition of platforms; enhanced personnel welfare; regimentation; force projection and

humanitarian efforts. They seek to give an insight to an extraordinary and incredible 4 years of attaining new heights in virtually all aspects of the Nigerian Air Force. While it was impossible to capture in this book, every single achievement recorded by the 20th Chief of the Air Staff, Air Marshal Sadique Baba Abubakar, the Compendium gives an insight to a new Nigerian Air Force. These overwhelming achievements would have been impossible without the ardent support of the Federal Government under the presidency of Muhammadu Buhari GCFR. The compendium is therefore a reflection of what a combination of a visionary and supportive Commander-in-Chief and a purposeful Service leadership can produce in a Nation.

FOREWORD At a time when the country is sadly experiencing the dearth of public ofďŹ cials with integrity and passion for national development, the 20th Chief of the Air Staff, Air Marshal SB Abubakar DFS comes timely. I have followed the unfolding of monumental development in the Nigerian Air Force with keen interest, during the tenure of Sadique. The initiative to capture some of his achievements in this Pictorial Compendium is a very welcome development. I am hopeful that this book will raise a lot of issues. It will challenge successive leaderships across the services and even civil organisations. It will also call many to reect on their various levels of stewardship in public service. Above all, it is most gratifying that the Compendium would surely
generate passion for good leadership for our younger generations. This book will no doubt preserve the indelible record of an exemplary, impeccable and commendable leadership. Our generation and tomorrow's generation will surely remember the extraordinary stewardship of Air Marshal Sadique Baba Abubakar, who gave his best for the cause of national development. I gladly commend the efforts of all those who took their time to compile the pictures. It is such a historic book that should be kept in all organisational libraries for the purpose of inspiring future leaderships towards good stewardship.

BRIEF HISTORY OF THE NIGERIAN AIR FORCE
T
he idea of establishing an air force for Nigeria was first mooted in 1961 following the nation's participation in peacekeeping operations in Congo and Tanganyika (now Tanzania). During these peacekeeping operations, foreign air forces aircraft were employed to airlift the Nigerian Army Regiment to and from the theatres of operation. The Nigerian Government at the time, no doubt, recognised the urgent need to establish an air force, actively supported by modern facilities, to provide a full complement of forces to enhance the Nation's military posture. Early in 1962, the Government agreed, in principle, that the Nigerian Air Force (NAF) be established. The Nigerian Parliament, therefore, approved the establishment of the NAF and recruitment of cadets commenced in June 1962. Consequently, the NAF was officially established by a statutory Act of Parliament in April 1964 to serve four main purposes namely: a. To achieve a full complement of the military defence system of the Federal Republic of Nigeria, both in the air and on the ground. b. To ensure a fast versatile mobility of the Armed Forces. c. To provide close support for the ground-based and seaborne forces in all phases of operations and to ensure the territorial integrity of a united Nigeria. d. To give the country the deserved prestige that is invaluable in international matters.

It was in 1962 that the drive for the required manpower for the planned air force started. Simultaneous with this development, Government was in dialogue with some friendly nations on the possibility of training NAF personnel in various specialist fields. The first batch of 10 cadets was enlisted in 1962 to undergo training with the Ethiopian Air Force. The second set of 16 cadets was enlisted in February 1963 to undergo training with the Royal Canadian Air Force while 6 cadets were sent to the Indian Air Force. The stage thus became set for the in-country training of NAF personnel. Consequently, several countries were approached but the lot fell on the German Air Force to provide technical assistance for the local training of NAF personnel and this materialised in 1963. While the NAF was still in its infancy as a fighting force, the laudable plans made by the German Air Force Assistance Group were prematurely put to test barely three years after its establishment. The relatively inexperienced NAF assumed the role of a well-established air force in order to prosecute the Nigerian Civil War in close collaboration with sister Services. At this stage of its existence, the NAF was only equipped with a few aircraft. As the war progressed, some fighter aircraft such as MiG 15 and MiG 17 were acquired to help bring the war to a speedy end. The Nigerian Civil War came to an end in 1970 and there was the need to re-organize the NAF and upgrade its equipment. In order to strengthen itself, the NAF acquired additional aircraft types of advanced technology between 1981 and 1990. With the acquisition of new weapon platforms, there was a
need to train personnel to man and maintain the new aircraft types. This led to the reorganisation of training in all aspects of NAF specialities. Following the expansion of the NAF over time and the need to enforce all international laws and conventions relating to space activities within the Nigerian airspace, on 23 August 1994, the Federal Government promulgated Decree 105 (Armed Forces Amendment Decree), which provided additional roles for the NAF. These additional roles include: a. Enforcing and assisting in coordinating the enforcement of international laws, conventions, practices and customs ascribed and acceded to by Nigeria relating to aerial or space activities within the Nigerian airspace. b. Coordinating and enforcing all national and international air laws acceded or ascribed to by Nigeria and c. Delineating, demarcating and coordinating all aerial surveys and security zones of the Nigerian airspace. HEADQUARTERS NIGERIAN AIR FORCE The Headquarters Nigerian Air Force comprises ten staff branches, which formulate policies. The current ten staff branches are: Policy and Plans, Training and Operations, Aircraft Engineering, Logistics, Communication and Information Systems, Administration, Standards and Evaluation, Air Secretary, Medical Services as well as Accounts and Budget. Each staff Branch is headed by a Branch Chief who is directly responsible to the Chief of the
Air Staff (CAS). The Branch Chiefs are assisted by several directors and staff officers. In addition, the office of the CAS is structured to include the Project Implementation and Monitoring Team. The Policy and Plans Branch is responsible for the formation, development and implementation of strategic policies and plans in the NAF. The Branch also prepares, in close consultation with other air staff branches and commands, long-term plans and policies to support timely, accurate and efficient employment of air power under the directive of the CAS to meet NAF mission. The Training and Operations Branch is responsible for policies and directives for the daily operations of the NAF. The Branch is also responsible for all training in aircrew and ground duties. The Aircraft Engineering Branch is responsible for all matters relating to aircraft, armament design and maintenance in the NAF while the Logistics Branch is responsible for formulating policy guidelines and coordinating action on all logistics matters. The Communication and Information Systems Branch is responsible for initiating policies relating to NAF Communications, Radar, Information Technology and Space Technology. It is also responsible for development of a Cyber Strategy for the NAF. The Administration Staff Branch, on the other hand, is the hub around which most personnel and administrative matters in the NAF revolve. It also sees to the running of the NAF in accordance with operational policy guidelines and requirements. The Standards and Evaluation Staff Branch is charged with the responsibility of ensuring proper maintenance of standards in the NAF and to facilitate full-time research into specific areas of the

Service need with a view to avoiding waste in both human and material resources. The Air Secretary Branch is responsible for the establishment of guidelines for the recruitment, career management and maintenance of a balanced force structure for the NAF. The Medical Services Branch is responsible for initiating policies regarding NAF Medical Services as well as career planning and progression for all NAF personnel in the medical and allied specialities. Meanwhile, the Accounts and Budget Branch is saddled with the responsibility of all matters relating to finance and account in the NAF.

While the Air Training Command was established for the purpose of implementing policies on local flying and air operations related training programmes of the NAF, the Ground Training Command is responsible for the implementation of local ground training policy and non-technical ground training programmes of the NAF. The Logistics Command is responsible for the supply and maintenance of all NAF operational equipment as well as infrastructural facilities required for the effective accomplishment of NAF assigned tasks.

ACHIEVEMENTS
The NAF is currently made up of six commands namely: Tactical Air Command with Headquarters in Makurdi, Special Operations Command with Headquarters in Bauchi, Mobility Command with Headquarters in Yenagoa, Air Training Command with Headquarters in Kaduna, Ground Training Command with Headquarters in Enugu and the Logistics Command with Headquarters in Lagos. The Tactical Air Command was established for the purpose of centralization of command with a view to providing joint operational doctrine for the use of NAF air tactical forces. Similarly, the Special Operations Command is responsible for the conduct of special operations, including Intelligence, Surveillance and Reconnaissance (ISR), Force Protection, Combat Search and Rescue, for unconventional warfare. The Mobility Command is responsible for performing the air power role of tactical and strategic airlift in support of military operations and government. The Air Training Command and the Ground Training Command were
At present, the NAF has an aggressive airlift capacity that provides speedy airlift support for sister Services, the Federal Government and its agencies both within and outside the Country. The NAF also has a Search and Rescue airlift capability made up of helicopters that are capable of performing large-scale rescue operations over jungles, mountains and high seas. Another area where NAF exploits readily come to mind is in disaster management. Some NAF activities, which qualify as achievements, are discussed hereunder. DEFENCE OF NIGERIA FROM EXTERNAL AGGRESSION In its 54 years of existence; the NAF has taken part in several operations in the defence of Nigeria's territorial integrity. The NAF participated actively in Operations HARMONY I to IV along Maiduguri/Chad border and Bakassi/Cameroon area and, Operation GABAS in 1987 to flush out
insurgents from Chad. Furthermore, the NAF, in conjunction with the Nigerian Army Air Defence Artillery, provides low-level air defence for airports around the country. The NAF also helps to airlift Nigerian contingents to sporting engagements whenever there are flight problems or need to move at short notice. Over the years, the NAF has participated in various international peacekeeping operations including the one in Lebanon from 1978 to 1982, the OAU Peacekeeping Operations in Chad in 1983 during which 144 NAF personnel were awarded OAU medals and the UN Military Observer Group (UNIMOG) in Yugoslavia in 1988. Others are ECOMOG Operations in Liberia and Sierra Leone as well as UNISOM Operations in Somalia and Rwanda. Also, in support of Government's foreign policy objectives, the NAF at different times has airlifted relief materials to sister African countries affected by one form of disaster or the other. The NAF, in 2012, also participated in the Africa-led Peace Support Operation in Mali. In January 2017, the NAF deployed its combat platforms and airlifted Nigerian Contingent to Senegal as part of Economic Community of West African States Military Intervention in Gambia (ECOMIG) in an operation codenamed “Operation RESTORE DEMOCRACY”. The objective was to enforce the 1 December 2016 election mandate of President Adama Barrow in The Gambia. CAPACITY BUILDING The NAF has systematically localised almost all trades training in pursuance of its local training policy. Given the high standards of facilities and
quality of instruction in some NAF schools, the Federal Government directed the NAF to provide significant military aid in terms of training to some sister African countries. To this end, the NAF has in recent years, trained military pilots and aircraft technicians for various African nations. The localisation of training has no doubt saved the nation huge sums of foreign exchange in addition to making the country more self-reliant in its training needs. AID TO CIVIL POWER/AUTHORITY The NAF has continued to participate actively in various operations nationwide in aid to civil power/authorities. These missions range from internal security assignments to the provision of airlift to government agencies. There are instances where NAF personnel took over immediate control of the airports when aviation workers abandoned work for one labour protest or the other. Working in collaboration with other aviation stakeholders such as the Nigerian Airspace Management Agency (NAMA), the NAF helps in monitoring the Nigerian airspace and has continued to play a supportive role in the implementation of government policies on National Airport security programme. Furthermore, the NAF aids civil authority in the provision of liaison and light transport for both military and civilian VIPs, airlift for presidential visits, aerial patrol duties and ceremonial displays. Indeed, the NAF airlifts a significant percentage of electoral materials used in the series of elections usually held in the country. At present, the NAF is involved in a number of Internal Security Operations in different parts of the country namely: Operations SAFE HAVEN, AWATSE, SHARAN DAJI, DELTA

SAFE, DIRAN MIKIYA and LAFIYA DOLE in the Northeastern part of the country. The NAF also provided the necessary air support to Nigerian Army exercises such as Ex PYTHON DANCE AND CROCODILE SMILE. Additionally, the NAF also collaborates with the National Emergency Management Agency and other Relief Agencies to cater for victims of disaster in Nigeria. PROVISION OF SERVICES TO HOST COMMUNITIES As currently structured, the NAF has Bases in several states across the country. To cater for the welfare and needs of its personnel, hospitals and schools were established. These facilities are often open to the host communities. Through these facilities, the NAF contributes to human and national development. Furthermore, job opportunities are provided for citizens in the process of rendering some of the ancillary services thereby improving the living standards of the locals. RESEARCH AND DEVELOPMENT As part of efforts to reduce foreign dependence and promote self-reliance, the NAF has Memorandum of Understanding with 22 indigenous academic and research institutions as well as manufacturing companies to develop local capacity to meet its aircraft spares and logistics needs. The NAF in the last 3 years has invested greatly in R&D so as to develop unprecedented capacity to surmount current and emerging security challenges. Millions in foreign exchange have been saved through these various innovations. Some of the R&D breakthroughs include induction of the first NAF

indigenous operational unmanned aerial vehicle named Tsaigunmi as well as the local production of 30.1mm rockets, heat shield protective cones for Alpha Jet rocket pods and Aviation Power pack. The NAF has also received patent right for the production of the Unmanned Ground Vehicle and hydraulic accumulator diaphragm for the Mi-35 helicopter. The NAF also had breakthroughs in the local repair of Alpha Jet engines as well as the weaponization of L-39ZA trainer aircraft and 3 x Alpha Jet aircraft, whose weapon systems were reconfigured locally to carry not only the Western bloc rocket launchers but also Eastern bloc rocket launchers. M E E T I N G N I G E R I A ' S M I L I TA R Y OBLIGATIONS TO THE UNITED NATIONS AND OTHER ORGANIZATIONS In the area of Peace Support Operations (PSOs), the NAF has left an indelible imprint. Nigeria's outing on UN PSOs is perhaps as old as the nation itself. Indeed, the need to airlift Nigerian troops to these operations was the main factor that resulted in the formation of the NAF. The first Nigerian troops deployed to Lebanon on UN peacekeeping operations from 1978-1982 relied entirely on NAF airlift assets for their sustenance. Also, the deployment and withdrawal of the Nigerian contingent to OAU peacekeeping operations in Chad in 1982/83 were carried out using NAF C130H aircraft. Apart from these major operations, the NAF was involved in peacekeeping efforts in Yugoslavia, Somalia, Rwanda, Kuwait etc. The successes recorded by ECOMOG forces in their peacekeeping and later, peace enforcement efforts in
Liberia and Sierra Leone would have been at a far higher cost, without the critical contributions of NAF air power. NAF C-130s and personnel were involved in airlift missions in International Peace Support Operations in aid of United Nations, African Union and Economic Community of West African States. About 5 years ago, NAF Alpha Jet aircraft were deployed to Niamey, the Niger Republic in the Africa Led Peace Support Mission while the C-130H aircraft carried out dozens of sorties to airlift over Nigerian Army personnel and equipment to and from Bamako. The deployment of NAF combat, transport and ISR platforms to Dakar, Senegal in 2017 to enforce the ECOWAS mandate in The Gambia further provided the proof of NAF's capability and commitment towards meeting its international obligations. Also, as part of its constitutional obligations, the NAF airlifted relief materials donated by the Federal Government of Nigeria to Freetown, Sierra Leone to alleviate the suffering of victims of the 2017 mudslide.
7Ni aircraft, the Agusta 109 Light Utility Helicopters and the ATR-42 Maritime Patrol Aircraft. In more recent times, the King Air 350 aircraft, Diamond trainer aircraft, CH-3A UCAV, Mi-17-1V, EC-135 and the Dauphin helicopters were added to the NAF aircraft eet. The latest additions to the NAF aircraft inventory are 4 Mi-35M helicopter, 10 Super Mushshak trainer aircraft and 2 Bell 412 helicopters. In addition to these, the Federal Government has also released funds for the purchase of 12 Super Tucano Aircraft from the Government of the United States of America and an additional Mi-35M from the Russian Federation while 5 attack /utility helicopters are being expected from Italy.
R E A C T I VAT I O N O F O P E R AT I O N A L CAPABILITY With the advent of democracy in May 1999, plans to reverse the downward trend of NAF's fortunes began to be implemented. The government identiďŹ ed the need to have a robust air force and hence, it began to make committed efforts at revitalising the Service. This entailed revamping ageing platforms and systems as well as inducting new ones. The results of these efforts gradually manifested with the arrival of some of the reactivated aircraft and the delivery of new ones. In 2010, the NAF took delivery of the F-

One of the key drivers of the Chief of the Air Staff (CAS), Air Marshal SB Abubakar's vision is Human Capacity Development. The Service under his leadership recorded exceptional achievements in the area of building the relevant human capacity for enhanced operational efďŹ ciency. The NAF between 2015 and 2019 has trained unprecedented number of ofďŹ cers and airmen/airwomen in different categories of air and ground crew. Over 92 pilots have been winged in the last 3 years. This chapter captures some of these achievements in human capacity development. It include pilot training, winging of pilots, winging of engineers, regiment training, training of engineers and technicians, K-9 training, DSSC and recruit training, Information Technology, Administration as well as other trainings.

LOGISTICS SUPPORT AND EQUIPMENT SERVICEABILITY This section presents selected achievements of the incumbent administration in the area of Logistics Support and Equipment Serviceability. These include, aircraft reactivation, weaponization of aircraft, installation of liquid oxygen plant, reactivation of machine tools workshop, upgrade of bulk fuel installations as well as construction and renovation of airfields, helipads, aprons and hangars. Others are establishment of Nigerian Air Force Investment Limited (NAFIL) tailoring workshop and procurement of Honker and Marauder troop carrier vehicles. “Robust logistics support and maintenance culture to sustain platforms and equipment serviceability” is one of the key drivers of the CAS’ vision. The actions taken to achieve this has seen a rise in the serviceability rate of operable aircraft from about 33% in 2015 to between 78% and 82% as at March 2019.

Under the leadership of the 20th CAS, the NAF has recorded unprecedented successes in the areas of Research and Development (R&D). Some of these R&D efforts were embarked upon at Unit or Service levels, while others were executed in collaboration with credible partners including Universities, Research Institutes and local industries. This has resulted into a number of R&D breakthroughs. These include the production of an indigenous operational UAV as well as the development of test benches and fabrication of a range of aircraft spares and other equipment.

ACQUISITION OF PLATFORMS
Between 2015 and 2019, the Nigerian Air Force eets recorded unprecedented growth. A total of 16 brand new aircraft were procured and inducted. These include 10 Super Mushshak aircraft acquired from Pakistan; 3 Mi-35M helicopter gunships (one more is being expected to be delivered this year) and 2 Bell 412 helicopters. Also, the delivery of 12 Super Tucano aircraft from USA is expected in 2020, while another 5 attack/utility helicopters have also been ordered from Italy. The Nigerian Air Force, under this administration has been able to effectively project air power beyond the shores of Nigeria as it was able to deploy platforms and other logistics to The Gambia in 2017. This followed a directive by President Muhammadu Buhari that the Nigerian military should help restore democracy in that country. The timely intervention of the Service was helpful in bringing the looming crisis to an end. In addition, the NAF has also projected air power in support of international humanitarian relief efforts in Africa.

In its bid to win the hearts and minds of the populace, the NAF, under the leadership of Air Marshal SB Abubakar, initiated different humanitarian intervention programmes for Internally Displaced Persons (IDPs). Two Level 2 ďŹ eld hospitals were constructed and equipped to care for IDPs, one each in Dalori and Bama. The NAF also held several medical outreaches in different zones in Nigeria and initiated a school feeding program for IDPs in Dalori and Bama to help combat the scourge of malnutrition. Some of these will be pictorially showcased in this chapter.
