UC Berkeley Master of Urban Design studio Fall semester 2019 This booklet covers the work done by the eleven Master of Urban Design (MUD) students during the Fall Semester 2019. They worked in teams to produce plans for three Bay Area sites that have been designated as Priority Development Areas for Transit-Oriented Development under Plan Bay Area 2040. 1. The Oakland Coliseum site is adjacent to the BART, Air BART to Oakland International and Amtrak stations and extends across the Nimitz freeway I-880 to San Leandro Bay. The Coliseum is currently the home to three sports teams, the Raiders, Athletics and Warriors, all of whom will be leaving, as well as the Arena. The surrounding area is one of the poorest parts of Oakland and is vulnerable to sea level rise and flooding from the two creeks that define the site boundaries. 2. The Alameda Point site is the vast former Naval Air station that was closed in the 1990’s. Many of the existing air hangars and barracks have found new uses and new housing is being built around the Seaplane Lagoon. The site extends out into the Bay and is adjacent to the Port of Oakland terminals across the Estuary. The proposed second BART crossing will connect the site with downtown San Francisco and relieve pressure on the two road tunnels to downtown Oakland. 3. The San Francisco Central Waterfront site is part of the emerging development corridor along Third Street Light Rail line that connects downtown San Francisco, Mission Bay with the Bayview District. It incorporates the Dogpatch and Pier 70 Districts, former shipyards and the legacy of the City’s industrial heritage. STUDIO INTRODUCTION DESCRIPTION
Introduction
The UC Berkeley Master of Urban Design program is a one year post-graduate course that incorporates the various disciplines taught at Wurster Hall: Architecture, City and Regional Planning, Landscape Architecture and Environmental Planning, and Real Estate Development. The program is directed by Professors Margaret Crawford and Christopher Calott together with faculty members and local professionals. The work illustrated in this booklet covers the first semester studio where the students are asked to work in teams to develop sustainable urban design plans for various Bay Area sites that address many of the challenges of our times. The students visit and study their sites to address local and regional issues including the urgent need for more housing to meet the Bay Area’s increasing population and growing inequality. PROJECT SITE COLISEUM (OAKLAND, CA) GROUP MEMBERS - Veronica Alatorre, Amalia Carmona, Zhuping Li, Sean King The proposed development extends the street and block pattern from the existing neighborhood across the creek and Nimitz Freeway towards the Bay together with a grand park that incorporates the Arena. The freeway is roofed with a linear park and the extended streets are raised. New levees and tidal gates at the two creeks protect the site from sea level rise. A new beach destination faces the Bay. Proposed land uses include a satellite campus for the East Bay State University close to the BART station, Production, Distribution and Repair (PDR) spaces and a mix of residential building types. Phasing would start next the BART station and move west.

The vast size of Alameda Point offers the opportunity to build a small town on the former air station runways. The plan extends the formal layout of the existing base with a linear spine on axis with downtown San Francisco across the Bay. Two new BART stations are proposed together with an aerial tramway to West Oakland. The new street grid incorporates canals and a network of parks to give identity to the different neighborhoods. Wind turbines and agricultural fields line the Estuary. Proposed land uses include housing, retail and schools within each neighborhood. The plan retains the diagonal alignment of the main runway as a memory of the former air station.

CASE STUDY
DENVER STAPLETON AIRPORT DEVELOPMENT
The Munich-Riem airport is a good case study for the transformation of a disused airport into a new mixed-use neighborhood. The former airport has been reconfigured as a planned development with a grid of streets and squares. A large scale exhibition/conference complex acts as the economic engine for the site which is connected via an underground subway line to downtown Munich. Several former airport buildings have been reused. Residential blocks alternate with green fingers of open space.

The Central Waterfront site combines the fine grained scale Dogpatch District and the large scale warehouse and industrial buildings along the waterfront. Much of the proposed development is infill and urban repair, extending the street grid and creating a new canal to connect Third Street to the water at 23rd St. Proposals include a new outboard sea wall similar to that in Lisbon to protect from sea level rise as well as creating a new waterfront destination at Pier 80.
