ver the past number of years, Saskatchewan has emerged as one of Canada’s go-to provinces for economic growth and sustainability. Our population is increasing faster than it has in generations, we are helping to set the national pace in employment figures and our economy is robust and well-diversified. Our oil and gas industry is a big part of these positive changes, and the Saskatchewan Oil and Gas Show illustrates why. We are Canada’s second-largest oil producer. The industry accounts for nearly 15 per cent of Saskatchewan’s $61-billion real gross domestic product and supported approximately 38,000 jobs in 2014. Upstream oil and gas expenditures in Saskatchewan for 2014 are estimated to have reached a new high of approximately $6 billion, and our oil production reached an all-time high of over 515,000 bbls/d on average—good enough to push us past Alaska to become the fifth-highest producing jurisdiction in North America. This success has a lot to do with the people and businesses who work in the oil and gas industry here in the Weyburn area. Our province’s significant resources, and our government’s work to encourage investment in them, would not amount to much without strong engagement from the industry in Saskatchewan and the efforts of the companies represented here at the show. Please take the time to get a good look at the best that this industry has to offer in terms of the technology, the equipment and the experience that help drive our economy. I trust you will have a memorable and rewarding experience here at the Saskatchewan Oil and Gas Show.

This exhibition of one of our province’s biggest and most influential economic sectors represents several things. It’s a chance for some of our most competitive people and businesses to showcase their innovation and expertise. It’s also a venue for networking and knowledge-sharing among the service providers, suppliers and investors who make up this dynamic industry. It all takes place in a city located in the heart of Saskatchewan’s southeast—a region that is bursting with opportunity and activity. Markets may turn and correct, prices may fluctuate, but one critical thing remains constant here: our oil and gas industry represents some of the very best qualities you will find in Saskatchewan. This industry and the companies participating in this show are driven by enthusiasm, adaptability and a work ethic that would impress the early settlers who first broke ground here generations ago. We are still breaking new ground today, both in terms of the development of the resources in the ground beneath us and in the techniques, equipment and technology we are using to do it. They are, like our ongoing research and efforts in enhanced oil recovery, world class in many respects. A year ago, Estevan, Sask., was “like a little Fort McMurray,” with the Canadian Bakken booming and multiple tenants having to share a single high-priced apartment, says Wendy May Clark, a land broker with Sun Valley Land. But now, the vacancy rate in the city of 13,000 is at 14 per cent and rising as layoffs increase in the oil and gas industry, and construction in the area slows down. For Clark, the downturn came like a thud. “There are nine land agents here. Two of them have full-time work, and the rest of us are saying, ‘Do you have any work?’” she says. It’s a boom and bust scenario that she has seen over and over again in her two decades of experience in southeastern Saskatchewan’s oil and gas industry. “We went through this in 2009,” she says. “We went into job-sharing mode then.” With two other local land agencies and Calgary-based firms such as Scott Land also competing for business, Clark says she can only hope business improves soon. It’s a sentiment heard often these days in the region, where the oilfield service sector has grown in recent years from playing a small role in an economy dominated by agriculture, government services and the SaskPower Boundary Dam power plant to becoming a major force. In 2010, during the peak of the Bakken boom, it was estimated that the province’s oil and gas sector employed about 15,000 people directly or indirectly, with about $553 million in capital spending and 1,531 horizontal wells drilled in the region that year.
However, low oil and gas prices have led to a precipitous decline in drilling activity, with drilling down by more than half during 2015’s peak winter drilling season. For proof of the drop one need only to look at February’s rig count when there were 50 active rigs in the region, a period when activity is usually high prior to spring breakup. In 2014, there were 105 rigs active in the same period, out of 139 in the area. The utilization rate this winter was 36 per cent, the lowest since the Bakken boom began in 2008, and the numbers did not improve in March. Calgary-based Crescent Point Energy has dominated drilling in the area with 24 of February’s active rigs, which equalled 35.8 per cent of the 67 active rigs in the whole province “If it were not for the Crescent Point activity, southeast Saskatchewan drilling activity would be all but dead,” Brian Zinchuk, editor of Estevan-based Pipeline News, wrote in February. Zinchuk says the layoffs in the area’s oilfield service sector are coming fast and furiously. “It’s bad,” he says, adding that a year ago his experience in oilfield excavation could have led to numerous job offers but now there would be none. Although he says he doesn’t have a concrete estimate of the number of layoffs there have been, it is likely in the thousands. Those oilfield service companies that continue to have work are being forced to offer significant discounts, he says, with most having to reduce their rates by between 10 and 42 per cent.

He cites a local hotshot company that recently cut its rates by 42 per cent after an Alberta company underbid it. “He’s [losing] $8,000 a month just to keep his equipment [and employees] working,” Zinchuk says. “If it doesn’t pick up in June or July [after spring breakup], it’s going to be a tough year.”
SUNNY OUTLOOK DESPITE CLOUDS? However, it’s not all doom and gloom, says Zinchuk. In a recent interview, Crescent Point chief executive officer and director Scott Saxberg calls the region’s shale oil play “the most economic play in North America.” He adds that the company has “15–20 years of [experience] drilling here.” In addition, Saxberg talks about the company’s successful waterflood projects, where he says it expects to increase production from about 15,000 bbls/d currently to 30,000 bbls/d. Saxberg is optimistic about the Flat Lake area in the west edge of the Oungre Field near the North Dakota border, where the company believes it is in the early days of a huge oil discovery. Brett Campbell, president of the Estevan Oilfield Technical Society, an organization representing the region’s oilfield service sector, says it’s readily apparent that the oilfield service sector is hurting now—as evidenced by the society’s annual curling bonspiel. “We typically have 44–52 rinks signed up for the Oilmen’s Open Bonspiel,” he says. “This year we’re looking at 32.” Campbell, who is also a technical sales employee for Thru Tubing Solutions in Estevan, says there’s more uncertainty about the area’s economy right now than he saw in 2008-09; however, there are a few areas that will help stabilize the region’s economy. For instance, some oilfield service companies (including Thru Tubing) get steady work at potash mines in the province. Although the Mosaic potash mine at Esterhazy, Sask., is about 240 kilometres east of Weyburn, it creates spinoff work for the Weyburn-Estevan area. The company brings in four or five rigs per year to stabilize the mine, Campbell says. Jobs are also created at Cenovus Energy’s CO2 injection-storage project in its Weyburn-Midale Field, where it produces 16,000 bbls/d. Ultimately, Campbell is confident the Bakken Play will rebound, pointing out that lifting costs in much of the play average $20/bbl WTI. “It used to be that the payout would be seven or eight months, but now it’s two or three years,” he says, but he argues that it’s still better than most oil plays in North America.

While agreeing that the boom times in the region may be over for now, Rochelle Wendt, general manager of the Weyburn Chamber of Commerce, agrees that her city’s economy is anything but a one-trick pony. “This city is 102 years old,” she says. “It was here long before oil [development].” However, Wendt acknowledges that the drilling downturn is impacting the city and region’s economy. “There were a lot of people who had come from Ontario [for work], and they may have gone home.” Wendt’s husband works for Crescent Point, so she is anything but a passive observer of the downturn. She echoes Clark’s wish for prices to rebound quickly, but she points out that this certainly isn’t the first oil industry downturn in the area, and it probably won’t be the last. “My fatherin-law was here when the first oil well was drilled in 1954, and there are others who have been here since then,” she says. “There are always some tough lessons learned about how to manage in a downturn.”
