This year’s Historic Leyburn Sprints attracted 221 entries for the time trials, and was watched by one of the biggest spectator crowds in recent memory. Themuch-awaitedreportofthe IndependentNSWFloodInquiry hasbeenreleased. It is a document which has many strengths and much promise, in addition to some deficiencies. If all goes well with the adoption of its recommendations over the coming decade or more, it might one day be seen as a landmark ItdocumentinAustralianfloodmanagement.mightevenachievethestatusofbecoming the harbinger of the most far-reaching reforms in the field since the New South Wales state government first became involved in flood mitigation on a substantial scale during the 1950s and began to focus on land use costlynationInmanagementonfloodplainsduringthe1970s.thosedaysNSWquicklycametoleadtheinthemanagementofflooding,averythreattothestate’sinterests.

Recommendations were sought on these matters and on dealing with the safety issues posed by the floods, the gauging used for flood prediction, the impacts of flooding on essential services, land use planning and building standards in areas prone to flooding, adaptations needed to effectively manage future flood risks, coordination between levels of government and public communication and advice systems and strategiesduringfloodtimes.

The 2022 Inquiry was brought about by the extreme flooding on the Northern Rivers in February and March, together with several floods in 2021 and early 2022 on the Hawkesbury-

Recovery NSW, the proposed successor agency, will inevitably be required to ensure that issues related to the restoration of flood-damaged housing are attended to more quickly than was managed by Resilience NSW in Lismore earlier thisyear.

TheEmergencyService,hasbeenrecommended.SESwascriticisedforanumberofaspects of its preparation for floods (including a lack of reviews and exercising of flood plans and inadequate engagement of communities on matters relating to flood risks) and for deficiencies in some of its real-time response activityespeciallyatLismore.

There are many obstacles that the state government, charged with the implementation of the report’s recommendations, will have to face if the Inquiry’s report is to lead to substantial progress. We should anticipate a wild ride that will test the current coalition government led by Perrottet who has accepted all the 28 recommendations at least in principle. There is a caveat here, though: quite what ‘in principle’ means when only six of the 28 appear to be accepted in full is of some concern especially if the hesitation goes beyond the mere need for ‘further investigation’ (and there is much filling in of detail behind the Inquiry’s recommendationsthatisrequired).

Moreover we have yet to see what the development industry will say about attempts to scale back or increase the restrictions on Scalingplanneddevelopmentonfloodplains.backisessentialifweare to avoid exacerbating an already serious problem, but it will not be welcomed by a powerful, well connected interest with money, organisational clout and influence. Expect to hear more from Urban Task Force Australia and the Property CouncilofNSW.

Thewildridenotedabovewillextendbeyondtheshortterm.Ifthereportistorealiseitsfullpromise,therewillneedtobeanon-goingcommitmentbyfollowinggovernmentstoitsproposalsoveralongperiodindeedfordecades.Thepoliticsofachievingthiswillbeformidable.

The Inquiry’s report is a useful start despite its recommendations lacking clarity in some cases and even though many details remain to be filled in. What is needed now, in addition to clarity and detail, is a well-resourced response naturalthedoubted.needThatbythestategovernment.theresponsewillbeveryexpensiveandwilltobesustainedforalongtimecannotbeInNSWweareatacriticalmomentinmanagementofoneofthemostsignificanthazardsthatweface.

Daniel Boyd is considered one of Australia’s leading artists. A Kudjala, Ghungalu, Wangerriburra, Wakka Wakka, Gubbi Gubbi, Kuku Yalanji, Bundjalung and Yuggera man with ni-Vanuatu heritage, he now lives and works on Gadigal/Wangal Country, Sydney. His work reinterprets Eurocentric perspectives on Australian history and the ethics of colonisation by drawing from historic photographs, art-historical references and his own personal and cultural history.

His practice is internationally recognised for its manifold engagement with the colonial history of the Australia–Great Ocean (Pacific) region. Drawing upon intermingled discourses of science, religion and aesthetics, Boyd’s work reveals the complexities through which political, cultural and personal memory is composed. Over the many years of home canning methods have varied slightly, especially after it was learned home preserved foods could be a playground for botulism and other foodborne illnesses. While the premise remains the same, Nicholasthemethodisnowsafer.Appert,achef, confectioner and distiller, collected the prize in 1810, after he spent 14 years experimenting so he could learn how food cooked within a glass jar would not spoil unless exposed to oxygen. He developed a method of jar sealing and successfully preserved soups, fruits, vegetables, juices, dairy products, marmalades, jellies, and syrups. With his award money, he developed the first commercial cannery, the House of Appert, Napoleonwhichoperatedfrom1812to1833.waslosingthewaronthe front line because his men were without food and without food, his men couldn’t sustain. “An army travels on its stomach,” Napoleon famously said. His men were without food because by the time fresh foods made it to the front-line from their kingdom, the foods would be rotten and inedible leaving his men to pillage or purchase whatever the native country offered as a food source.

Ancient Egyptian records have revealed their use of salt curing, smoking, pickling, drying, or fermenting as the popular methods used in those days. Unfortunately a lot of people are under the misconception that you can put anything in a water bath and be safe. There seems to be a new trend emerging of water-bathing jars without the ring attached, but this isn’t something that I’ve been doing. I do ensure that my rings are put on loosely, sometimes referred as finger tightening. If the ofdocanrefrigeratetwojusthappenIt’softosometimesthattogether.thehomeTherethecoolingbath.bottlesaIringistootightitcanpreventaproperseal.liketohaveabakingsheetlinedwithatowelthatcoolingrackhasbeenplacedon,wheremygoassoonastheyareremovedfromtheThetowelabsorbsexcesswaterandtherackallowsforaircirculation.Oftentimesjarswill“pop”almostimmediately.aretwoverysatisfyingmomentsforacanner;thefirstishearingthosepopsandsecondisseeingallyourhardworklinedupDon’tfretifyoudon’timmediatelyhearsound;sometimesittakesabitoftimeandyouwon’thearitatallandyou’llneeduseafingertofeelfortheindentinthecentretheseal.bestnottoforcetheindentbutjusttoletitnaturally.Andthentherearebottlesthatsimplydonotpopatall.Inthiscaseyouhaveoptions.Ifit’sjustajarortwo,youcanitforimmediateconsumptionoryouwaterbathitasecondtime.Ifyou’regoingtothatsecondbath,getitdonewithin12hoursthefirst;afterthatit’samissedopportunity.

Once your jars have all popped it’s okay to completely tighten the rings, wipe down the jars and admire your handiwork. I like to store my canned goods in a cool dry place, and I like to have them consumed within two seasons at the Themost.exception to this is canned pickles; we have found with long experience that they are best if eaten within six months; after that they begin to Isoften.strongly urge you to buy proper jars for the job. The days of preserving in cheese jars is long gone. Also discard any damaged jars, especially ones that may be chipped on the rims, which will prevent a safe seal. Label your canned goods with not only the contents but the date on which they Onewerepreserved.lastpieceof advice; canning is not the time to get creative with recipes; recipes have been developed with the correct ratio of acidity; a key ingredient to safe canning. You will also need a large pot. There are pots specifically designed for the purpose of water bathing but any large pot with a heavy bottom is Ifsufficient.repurposing a pot you already own, you will need to place a rack of some sort between your jars and the bottom of the pot; I use a round Thecoolingrackmeantforcakes,whichworkswell.othertoolyouwillneedisajarlifter for removing the jars; this requires a bit of strength so if you feel that it’s too heavy, I suggest you invest in a purpose-designed pot as they come with a rack for settling and lifting six jars in one Itmovement.isveryimportant to sterilize your jars before placing food inside. Some people wash their jars and place them in a 250°F (120°C) oven for a minimum of 15 minutes; I prefer to simply run mine through the sanitising cycle on my Thedishwasher.jarlidsand seals also must be sterilized. This can be done in a pot of simmering water—not boiling, as the seal is rubber and you do not want it to break down. Once sterilized, leave lids and sealsinthehotwateruntilreadytouse.
