As at 11:00 hrs on 10 March 2020, we have 100 confirmed cases of coronavirus (COVID-19), including 3 deaths, in Australia.

CORONAVIRUS FIRST IDENTIFIED IN WUHAN, HUBEI PROVINCE, CHINA CORONAVIRUS (COVID-19) Coronavirus (COVID-19) is a respiratory illness caused by a new virus. Symptoms range from a mild cough to pneumonia. Some people recover easily, others may get very sick very quickly. There is evidence that it spreads from person to person. Good hygiene can prevent infection.

HOW IT SPREADS There is evidence that the virus spreads from person-to-person. The virus is most likely spread through: close contact with an infectious person contact with droplets from an infected person’s cough or sneeze touching objects or surfaces (like doorknobs or tables) that have cough or sneeze droplets from an infected person, and then touching your mouth or face SYMPTOMS Symptoms can range from mild illness to pneumonia. Some people will recover easily, and others may get very sick very quickly. People with coronavirus may experience: fever flu-like symptoms such as coughing, sore throat and fatigue shortness of breath

PREVENTION Surgical masks in the community are only helpful in preventing people who have coronavirus disease from spreading it to others. If you are well, you do not need to wear a surgical mask as there is little evidence supporting the widespread use of surgical masks in healthy people to prevent transmission in public. GOOD HYGIENE INCLUDES: washing your hands often with soap and water. using a tissue and cover your mouth when you cough or sneeze avoiding close contact with others, such as touching. If you have a confirmed case, you need to isolate yourself to prevent it spreading to other people. +

NATIONAL EUCALYPT DAY Eucalypt Australia is the operating name of the Bjarne K Dahl Trust, established in 2007 following a bequest from Bjarne Klaus Dahl. The National Eucalypt Day program aims to meet the promotion, education and conservation objectives of Eucalypt Australia by addressing the themes of tree breeding and genomics, primary education and public awareness.

DARWIN TO HOST TOURISM CONFERENCE Darwin will host a major tourism convention in August, drawing hundreds of travel agents from across Asia at a time when the Australian industry has been hit by bushfires and the coronavirus. Federal Tourism Minister Simon Birmingham says 300 qualified "Aussie Specialist travel agents" will descend on Australia's Top End for the Corroboree Asia event in 2020.

"Qualified Aussie specialist agents from China, Hong Kong, Taiwan, Japan, Korea, India, Malaysia, Indonesia and Singapore will take part in training workshops and first-hand experiences to boost their knowledge so they can best sell Australia to their customers."

70th Lindau Meeting (Interdisciplinary) 28 June–3 July 2020

Ten outstanding early-career researchers have been selected to attend the highly prestigious annual gathering of Nobel Laureates and emerging scientists from around the world. The delegates will represent Australia at the 70th Lindau Nobel Laureate Meeting in Germany.

They are part of a group of 660 young scientists from 101 countries who will meet with 68 Nobel Laureates from the fields of chemistry, physics, and medicine and physiology, including Academy Fellows Professor Brian Schmidt and Professor Elizabeth Blackburn. The meeting will provide an opportunity for the young scientists to share their research, experiences and ideas with and gain inspiration from fellow emerging scientists and Nobel Laureates.

These young scientists from Australia will be part of a group of 660 young scientists and 68 Nobel Laureates at the Lindau Nobel Laureates Meeting in Germany.

Excellent young scientists of all natural science disciplines will participate in next year’s 70th Lindau Nobel Laureate Meeting. They will have the unique opportunity to meet around 70 Nobel Laureates for cross-generational and interdisciplinary exchange.

There are state governments, which are meant to represent the whole of the state but of course are most concerned with the single biggest city (as that’s where most voters live), often neglecting the rest of the state. And there are local governments, none of which has responsibility for more than a small part of the capital city. Perhaps it’s time to consider statehood for our largest and fastest-growing cities. Statehood has long been granted to global cities such as Berlin and Vienna (in the German and Austrian federations, respectively). What might not be so obvious in Australia is that all our capital cities are effectively on the way to being city-states. This has had huge consequences for social well-being, economic development and global competitiveness.

‘Rescaling’ is missing element of reform Neoliberalism, from an urban perspective, comprises reducing government spending and the role of government in the economy and in delivering infrastructure and services. The responsibility of government does not change – that is, to ensure the delivery of hitherto public goods and services. Its role changes substantially: government is not itself responsible for delivery. Both the Labor and the Coalition, at all levels of government, have embraced public sector reform. This has involved increased competition, deregulation and privatisation and the outsourcing of infrastructure and service delivery. Where this cannot be done profitably, civil society is promoted – an example is NGOs’ involvement in social housing.

WHAT’S THE PROBLEM? Global cities – cities with a significant role in the global economy – like Sydney and Melbourne are gaining more power. It’s in line with a global trend of social, economic, technological and political convergence on cities. This trend is especially obvious in Australia – about 90% of us live in urban areas. The capital cities alone account for 67% of the population and roughly 70% of GDP. Each state and territory has a lonesome metropolitan centre, surrounded by much smaller “satellites”.

Sizeable political gaps have emerged between urban and rural areas. At last year’s federal election, 60% of seats were in our capitals. The growth and changing role of metropolitan cities means we should rethink their governance structures to meet their need of a strategic vision built on agglomeration. It’s about maximising the benefits of having many producers and people located near one another.

Western Australia, for example, has one substantial city, Perth. Its other much smaller centres function mainly as satellites to the capital. Perth has been ranked as one of the top ten global cities of the future. Today, however, Perth is a “Beta +” city in the most recent Globalisation and Work Cities Research Network (GaWC) rankings. This means it is a city that links only moderate economic regions to the world economy. In comparison, California has Los Angeles (Alpha), San Diego (Gamma), San Jose (Gamma) and San Francisco (Alpha -). Western Australia is therefore, relatively, a city-state. It has only one global city. Of course, saying Western Australia is a city-state is rather absurd, right? By definition, a city-state is a political organisation at a microscale, like Singapore, Berlin and Vienna. Western Australia has a land area about 3,500 times that of Singapore and roughly 2,800 times the area of Berlin.

But it’s equally absurd that vast expanses of the state have to be connected to the world economy through a lonesome Beta city. The absurdity is in the dilution of agglomeration effects, which come only from higher population density. Singapore has about 8,000 people per square kilometre, Berlin almost 4,000. A NATURAL EVOLUTION But hold on! Doesn’t Perth have its own government? Well, no. Perth, like the other capitals, is made up of local government areas (LGAs) controlled directly by the state legislature. Perth has 30 LGAs. Sydney has 35, Melbourne 31 and Adelaide 17. Hobart and Brisbane have six LGAs each and even the smallest capital, Darwin, has three. The exception is Canberra, governed directly through the ACT Legislative Assembly. We need to look at adding a fourth tier of government, metropolitan government, that can help harness the agglomeration effects in global cities. Think of the territorial evolution of Australia. Had Victoria not split from New South Wales in 1851, how likely is it that Melbourne would be a global city today?

How would the rest of Western Australia benefit from metropolitan government? Lest the reader thinks I am picking on WA, I’ll elaborate my reasoning using the state where I live: Victoria. It’s not efficient for a state bigger than England (as is the case for every state and territory, except Tasmania and the ACT) to be servicing one metropolitan city. Regional centres in Victoria, like Geelong, Bendigo and Ballarat, service Melbourne to their disadvantage. Why to their disadvantage? Because a global city like Melbourne absorbs capital – human, physical and financial capital – from these cities. These cities will remain satellites of the global city. In 2013, demographer Bernard Salt predicted Townsville would become a metropolitan city by 2026, with more people living in north Queensland than in the state of Tasmania. North Queensland statehood would only help this evolution, just as it helped Brisbane in the 1800s. Introduction To Machine Learning All things Data Written By | Catherine Gitau

This article is part of a series that I have decided to put up so as to help myself and others have a deeper understanding on the foundations of machine learning and move from just having a shallow idea about what ML is to being confident enough to have smart ML conversations when attending conferences and not feel some impostor syndrome creep in (speaking from experience) among other things. And trust, if you’ve got the foundations on your finger tips, everything else will be so much easier to understand. This post is meant to give a general introduction to the whole concept of machine learning then later get deeper into each topic in the other parts. I feel like I have revisited this introduction to machine learning a lot of times but I wanted structure in this series. So, I will link my other posts if you would like some more information about that particular topic. If you’re already familiar with what machine learning is, please feel free to skip through, but you never know, you might learn a thing or two that you didn’t know before.

SO, WHAT IS MACHINE LEARNING? Machine learning (ML) is the scientific study of algorithms and statistical models that computer systems use to perform a specific task without using explicit instructions, relying on patterns and inference instead. Breaking this down, machine learning is the study of building generic(generalized) algorithms and statistical models that perform some certain task e.g. predicting the prices of things, using patterns gotten from a set of data without having to write specific code or instructions based on just that one specific problem. For example, let’s say we have a classification problem that we want to solve using a classification algorithm. This classification algorithm can be used to solve multiple classification problems such as predicting whether an email is spam or not, or whether a certain image is of a cat or a dog without having to change anything in the code. This one algorithm is the same but you use different data that is fed to the algorithm so that it can learn from it. Machine Learning is just a general term that is used to cover all these generic algorithms. If you don’t know what a classification algorithm is, just read on and revisit this example when done. KINDS OF MACHINE LEARNING ALGORITHMS Machine Learning can be broken down into three kinds of algorithms; supervised learning, unsupervised learning and reinforcement Learning. www.categitau.com

Supervised learning can then be divided into two algorithms; classification + regression algorithms. SUPERVISED LEARNING Let’s say we work at a bank and someone just walked in and is requesting for a loan. Most traditional banks would look at several factors like previous track record of the person for repaying debts or credit history, one’s income, capital etc. All these factors will influence whether or not this person gets a loan. If we’ve been working at the bank for several years it would be easy for us to just look at their profile and decide to give loan or not based on previous patterns we’ve noticed. But let’s say you get an intern, the intern will have to learn previous patterns so as to be able to correctly classify whether one should get a loan or not. That’s basically what we’re training the computers to do. The computers learn this by giving it a set of data that it learns from. This data contains the input features as well as whether a person received a loan or not (output features). So that if a new customer comes in requesting for a loan, it can easily predict the likelihood of that person paying the loan based on the previous data or patterns from the data that was fed to it.

CLASSIFICATION The example I gave above of predicting whether or not a person should get a loan is an example of a classification algorithm. It is used to predict which class a data point belongs to, which is usually a discrete value. Some other examples include: Predicting whether an email is spam or not. Predicting whether it’s going to rain or not. Customer segmentation – customers into different groups

Predicting whether a review is either positive, negative or neutral Note that a classification problem requires the examples to be classified into one of two or more classes and can be divided further into binaryclassification problem, multi-class classification problem and multi-label classification problem. I’ve written a comprehensive introduction to supervised learning explaining these in a previous post which you can find here;

This process of learning that consists of the output feature/dependent variables (whether a person will pay loan or not), which is to be predicted from a given set of independent variables (credit history, age, capital, income, etc) is known as supervised learning. Supervised learning can then be divided into two algorithms; classification and regression algorithms.

REGRESSION Let’s say in our previous example we were trying to predict the amount to give out as loan instead. This problem then becomes a regression problem since we are now trying to predict a continuous quantity which in this case is amount. So, where a classification algorithm can be used to determine whether or not it will rain tomorrow, a regression algorithm will be used to predict the amount of rainfall. Some examples include: Predicting the price of a house | Predicting the sales of a particular product | Salary estimation. UNSUPERVISED LEARNING Let’s now say we didn’t have information about whether previous clients defaulted on paying a loan or not. We can however discover hidden relationships in the data that will help us put our customers into groups. Unsupervised machine learning methods are those that don’t make explicit outcome predictions, but instead find hidden relationships in the data.

REINFORCEMENT LEARNING In reinforcement learning on the other hand, we start out with no training/input data and our agent learns what to do based on the environment and how to map certain situations into actions in order to maximize reward. I’ve written a blog post on the same with some examples of how RL is being utilised in this post. CONCLUSION Now that we have an idea about what machine learning is and what it’s broadly classified into, in the next post, we’ll get deeper into supervised learning, the various algorithms used and how we get to train a supervised machine learning model. Here are eight different tools to explore that I think can be very beneficial for student learning and promote student engagement. Getting started with these will help educators implement some digital tools into the classroom without taking too much time to get started. GOOGLE EXPEDITIONS Offers more than 100 augmented reality and 800 virtual reality tours which students can use to explore careers, visit famous landmarks and locations. Through the roles of Guide and Explorer, teachers and students can engage with the content in a more immersive way that connects students more closely with the spaces they are viewing, which promotes curiosity. GOOGLE EARTH Enables teachers and students to explore places around the world and even zoom in for a closer look in 360 via Street View. For schools that have access to HTC Vive or Oculus Rift, Google Earth VR makes it possible to walk or even fly around the locations and explore more closely. NEARPOD Nearpod offers a library full of lessons in VR and the ability to quickly create lessons that have 3D objects and VR field trips included. Tools like Nearpod help to engage students in a more active learning experience while also providing multiple ways for teachers to assess student learning. 360 CITIES 360 Cities offers interactive panoramic photos and more than 2,400 videos to select from to use in the classroom. UNIMERSIV Through Unimersiv, educators can find VR experiences for students ranging from exploring space, human anatomy, or places like Stonehenge, Athens, the International Space Station and more. Unimersiv can be downloaded with lessons available for students. New lessons are added every few months.

SITES IN VR Is an app available for download on Android and iOS devices. Locations can be searched based on type including nature, parks, museums, towers and more. 360-DEGREE YOUTUBE VIDEOS Offers 360-degree videos which can be a good way to hook students at the start of a lesson. There are so many choices available; one of the first ones that I watched was Lions 360. Videos that were filmed in 360 will provide a better experience. CURATED X KAI Has featured VR field trips available for experiences such as hurricanes, looking at dinosaurs, the solar system, the human body and many others focused on locations or historical events or places. New field trips are added weekly.

MILLION-DOLLAR REGIONAL EVENT FUND NOW OPEN Regional communities, including in the Dubbo electorate, can now apply for $1 million worth of grants to deliver events that attract visitors and provide an economic boost to local businesses.

“The Destination NSW Regional Event Fund supports all kinds of sports, arts, cultural and lifestyle events, large and small, so I encourage all potential event organisers to put their ideas forward for consideration.”

The NSW Nationals in Government, through Destination NSW, have opened the Regional Event Fund as part of the $10 million Tourism Recovery package through two streams: the Flagship Event Fund and a new Micro Event Fund.

THE TWO FUNDING STREAMS NOW OPEN WILL OFFER: Flagship Event Fund – grants of $20,000 to support event marketing activities to attract visitors from outside their regions and drive tourism.

NSW Nationals Member for Dubbo Dugald Saunders encouraged local event organisers, associations, local government authorities and community groups to apply for the grants. “A diverse and comprehensive event calendar will give tourism in the regions a real boost by motivating people from outside the area to visit and see for themselves why towns like ours are so special,” Mr Saunders said.

Micro Event Fund – one-off grants of $10,000 to community-based events in bushfire or droughtaffected areas with total operating budgets of $75,000 or less that have the capacity to bring together local communities, attract visitation and stimulate local economies. To be eligible events must be delivered between May 1 and December 31, 2020. Applications are now open and close on Wednesday, March 25.

Regional Event Fund THE REGIONAL EVENT FUND Identifies and supports events in regional NSW that have the potential to act as a ‘cornerstone’ or flagship tourism event for their area by attracting overnight visitation and delivering long-term benefits to the region. Since it was established in 1996, the Fund has supported 381 individual events across regional NSW. The Regional Event Fund includes the following two funding streams:

MICRO EVENT FUND 2020

The Micro Event Fund is a new initiative developed as part of NSW’s 2019-20 bushfire and drought recovery program to support smaller, community-based events in Regional NSW areas impacted by bushfire activity or drought conditions. It aims to maintain vibrancy in local communities, encourage visitation and stimulate local economies.

‘Micro Events’ are defined as community-based events including but not limited to country shows, town festivals including parades, and cultural festivals whose total expenditure budget is approximately $75,000 (excl. GST) or less.

The Micro Event Fund offers one-off grants of $10,000 (excl. GST). Grants from the 2020 Micro Event Fund are offered to events being held between 1 May and 31 December 2020 and will be distributed in a single application round. Events being held in January, February, March and April 2020 are not eligible for Micro Event Funding in 2020.

Where the Farms Meet the Sea in Narooma & Tilba At the foothills of Mt Gulaga, is the historic town of Tilba, settled during the Gold Rush era. It’s so treasured, it’s classified as National Trust. The area was originally inhabited by the Yuin Aboriginal tribe. Tilba is the original name of the district, and is said to be a Thawa Aboriginal term for "many waters". The country the Yuin ancestors occupied, used, and enjoyed reached across from Cape Howe to the Shoalhaven River and inland to the Great Dividing Range.

We think that the highlight of the Easter holidays on the NSW South Coast is the Tilba Festival! Held on Bate Street, Central Tilba since the mid-1980s, the festival is a celebration of the heritage, local produce, musical talent and community of this outstanding region. The district boasts a rich history and some of the most spectacular scenery in NSW. Locals and visitors alike can join us for 6 hours of live music, an amazing array of food, traditional street games and great entertainment for the kids. All music, street games and most entertainment will be covered in the entry fee. Organised by a small group of enthusiastic volunteers, the Festival is a not-for-profit community event. Proceeds from the festival support various local groups, directly benefiting the community, heritage and environment of the Tilba District.

A visit to Narooma and Tilba is one of those driving adventures where you come for a few days, and it feels like a few weeks. Pristine wilderness, fresh country air, incredible local produce and warm welcoming locals.

The Tilba Festival is a celebration of the heritage, local produce, musical talent and community of this magical part of the NSW South Coast.

Should science be political? The belief that the practice of science is never entirely free of politics has been a steady theme of historical scholarship. After all, scientific advancements only happen when thinkers are free to think, question popular beliefs, put various hypotheses to the test of evidence, and reject what’s false in their pursuit of knowledge. Scientists don’t need to be reminded of this, but others seem to. For science to flourish, we need “real freedom of thought, opinion and minimal ideological interference". For a country that has a scientific temper assured by its constitution, that Australia needed to perform better on research. While Australia does have a highly respectable scientific establishment - think of our space success - the country seems at some risk of veering off its original trajectory, possibly the result of rapidly shifting attitudes to intellectual openness as a virtue, and the political pressures this generates. we would like the government to limit its role to setting national priorities for funding, and let scientific autonomy do the rest.
