air conditioning systems that are energy efficient and environmentally clean would necessarily cost more than those inferior systems. Owning cost, operating and maintenance costs are influential factors in the proper selection of equipment. The appropriate air conditioning system design would necessarily provide the comfort and hygiene conditions with as low as possible owning and operating costs. So, the primary objective of this lecture is to introduce the life cycle cost analyses.
INTRODUCTION The total cost is the combination of the owning, operating, and maintenance costs, Figure 1. The owning cost consists of the equipment and installation cost. The operating cost considered here would consist of the energy requirement costs, fuel and water consumption of HVAC systems. The energy requirements have also the indirect impact on the environment. On the other hand, the maintenance cost estimation is separated from the operating cost analysis and includes the lifetime expectancy; spare parts cost estimation, and sudden breakdown repair costs estimation. First the methodology of the life cycle cost analysis and the main factors that will be considered should be introduced. The analysis model will be based on the selected factors, such as the building configuration, the building function, and the space-cooling load. The analysis model will be selected according to the model accuracy, sensitivity, versatility, speed and cost, reproducibility, and ease of use [1]. The second phase of the analysis is the building sample(s) selection phase. This selection will base on the main factors that are resulted from the first phase. The building should be selected to have physical and construction configuration to be properly air conditioned by any of the air conditioning proposed systems. The third phase of the present analyses is the simulation phase. In this phase, the required energy, which should be extracted from the space to achieve the comfort, should be estimated. With the aid of the defined tool from the first phase, the simulation is performed to define the required quantity of all components and their initial costs. In this phase, the estimation of the operating and maintenance costs should be carried out. The final analysis of the investigation results will contain the final comparisons among the proposed HVAC systems, according to the energy saving, owning cost saving, operating cost saving, maintenance cost saving, and the overall cost saving. HVAC designers and engineers around the world are motivated to provide HVAC systems designs to achieve comfort and hygiene conditions economically. The HVAC designer is demanded to introduce a complete economical solution including the owning cost of the project, running and operating cost, and the maintenance cost.

The present lecture will introduce a complete example of analysis based on the local legislations and technical conditions. The methodology proposed in the present lecture is adequate for the present economical requirement.
OWNING COSTS ANALYSIS Major decisions affecting annual owning and operating costs for the life of the building must generally be made prior to the completion of contract drawings and specifications. To achieve the best performance and economics, comparisons between alternative approaches to handle engineering requirements pertaining to each project must be made in the early stages of architectural design. Oversimplified estimates can lead to substantial errors in evaluating the system. A thorough understanding of the installation costs and accessory requirements must be established. Detailed lists of materials, controls, space and structural requirements, services, installation labours, and so forth can be prepared to increase the accuracy in preliminary cost estimates. A reasonable estimate of the cost of components may be derived

from cost records of recent installations of comparable design or from quotations submitted by manufacturers and contractors. The time frame (analysis period or study period) over which an economic analysis is performed has a major impact on results of the analysis. The analysis period is usually determined by specific analysis objectives, such as length of planned ownership or loan repayment period. The chosen analysis period is often unrelated to depreciation period or equipment service life, although these factors may be important in the analysis. Service life as used here is the time during which a particular system or component remains in its original service application. Replacement may be for any reason, including, but not limited to, failure, general obsolescence, reduced reliability, excessive maintenance cost, and changed system requirements due to such influences as building characteristics or energy prices. Most major economic analyses consider the cost of borrowing money (or the value of alternative uses of money), inflation, and the time value of money. Opportunity cost of money reflects the earnings that investing (or loaning) the money can produce. Time value of money reflects the fact that money received today is more useful than the same amount received a year from now, even with zero inflation, because the money is available for reinvestment earlier. Inflation (price escalation) decreases the purchasing or investing power (value) of future money because it can buy less (in the future). The cost or value of money must also be considered. When borrowing money, a percentage fee or interest rate must normally be paid. However, the interest rate may not necessarily be the correct cost of money to use in an economic analysis. Another factor, called the discount rate, is more commonly used to reflect the true cost of money. Discount rates used for analyses vary depending on individual investment, profit, and other opportunities. Interest rates, in contrast, tend to be more centrally fixed by lending institutions. The vague definition and variable nature of discount rate often causes confusion. To avoid this confusion, governments had specified particular discount rates that can be used in economic analyses relating to federal expenditures [2]. These discount rates are updated annually.
OPERATING COSTS ANALYSIS Operating costs result from the actual operation of the system. They include fuel and electrical costs, wages, supplies, water, material, and maintenance parts and services. ASHRAE Handbook, Fundamentals 2001 outlines how fuel and electrical requirements are estimated. Note that total energy consumption can not generally be multiplied by a per unit energy cost to arrive at annual utility cost. The total cost of electrical energy is usually a combination of several components: energy consumption charges, fuel adjustment charges, special allowances or other adjustments, and demand charges. Most utility rates have step rate schedules for consumption, and the cost of the last unit of energy consumed may be substantially different from that of the first. The last unit may be cheaper than the first because the fixed costs to the utility may already have been recovered from earlier consumption costs. Alternatively, the last unit of energy may be sold at a higher rate to encourage conservation. To reflect time-varying operating costs, some utilities charge different rates for consumption according to the time of use and season; typically, costs rise toward the peak period of use. This may justify the cost of shifting the load to off-peak periods. Special allowances may be available for customers who can receive power at higher voltages or for those who own transformers or similar equipment. Special rates may be available for specific interruptible loads such as domestic water heaters. Certain facility electrical systems may produce a low power factor, which means that the utility must supply more current on an intermittent basis, thus increasing their costs. These costs may be passed on as an adjustment to the utility bill if the power factor is below a level established by the utility. The power factor is the ratio of active (real) kilowatt power to apparent (reactive) kVA power. When calculating power bills, utilities should be asked to provide detailed cost estimates for various consumption levels. The final calculation should include any applicable special rates, allowances, taxes, and fuel adjustment charges. Electric rates may also have demand charges based on the customer’s peak kilowatt demand. While consumption charges typically cover the operating costs of the utility, demand charges typically cover the owning costs. Demand charges may be formulated in a variety of ways: Straight charge-cost per kilowatt per month, charged for the peak demand of the month. Excess charge-cost per kilowatt above a base demand (e.g., 50 kW), which may be established each month. Maximum demand (ratchet)-cost per kilowatt for the maximum annual demand, which may be reset only once a year. This established demand might either benefit or penalize the owner. Combination demand-cost per hour of operation of the demand. In addition to a basic demand charge, utilities may include further demand charges as demand-related consumption charges. The actual level of demand represents the peak energy use averaged over a specific period, usually 15, 30, or 60 min. accordingly; high electrical loads of only a few minutes’ duration may never be recorded at the full instantaneous value. Alternatively, peak demand is recorded as the average of several consecutive short periods (i.e., 5 min out of each hour).

The particular method of demand metering and billing is important when load shedding or shifting devices are considered. The portion of the total bill attributed to demand may vary widely, from 0% to as high as 70%.
MAINTENANCE COSTS ANALYSIS The quality of maintenance and maintenance supervision can be a major factor in the energy cost of a building. ASHRAE Handbook, Applications 1999 [3] covers the maintenance, maintainability, and reliability of systems. Dohrmann and Alereza 1986 [4] obtained maintenance costs and HVAC system information from 342 buildings located in 35 states in the United States. In 1983 U.S. dollars, data collected showed a mean HVAC system maintenance cost of 32¢ per square foot per year, with a median cost of 24 ¢/ft2 per year. The age of the building has a statistically significant but minor effect on HVAC maintenance costs. When analyzed by geographic location, the data revealed that location does not significantly affect maintenance costs. Analysis also indicated that building size is not statistically significant in explaining cost variation. The type of maintenance program or service agency, which the building management contracts for, can also have a significant effect on total HVAC maintenance costs. While extensive thorough routine and preventive maintenance programs cost more to administer, they usually produce benefits such as extended equipment life, improved reliability, and less system downtime. The following method may be used for estimating and comparing the total building HVAC maintenance costs for various equipment combinations. (Manufacturers and other industry sources should be consulted for current information on new types of equipment). Data were collected for office buildings. Data measure total HVAC building maintenance costs and do not measure the costs associated with maintaining particular items or individual pieces of equipment. The cost data are not intended for use in selecting new HVAC equipment or systems. This information is for equipment and systems already in place and may not be representative of the maintenance costs expected with newer equipment. This method assumes that the basic HVAC system in the building comprised fire-tube boilers for heating equipment, centrifugal chillers for cooling equipment, and VAV distribution systems. The total annual building HVAC maintenance cost for this system is 33.38 ¢/ft2. Adjustment factors are then applied to this base cost to account for building age and variations in type of HVAC equipment as follows. CASE STUDY OF LIFE CYCLE COST ANALYSES Many buildings around the world utilize Air Conditioning systems to provide the thermal comfort conditions for the occupants and users of these buildings as well as providing adequate conditions for environmentally sensitive special equipment. The appropriate air conditioning system design would necessarily provide the comfort and hygiene conditions with as low as possible initial capital and operating costs. The present study presents a comparison between various systems according to the equipment and installation, operating, and maintenance costs. Based on the above analyses and prevailing units’ prices, energy, water and maintenance costs at January 2016. It is apparent that watercooled packaged units are of superior performance in terms of energy consumption and initial costs.
INVESTIGATION OUTLINES LOCATION OF INVESTIGATION Khartoum City is located in the middle area of Sudan and approximately 853 km coastline bordering the red sea as shown in Figure 2. Khartoum Sudan lies between latitudes 8° and 23°N. The terrain is generally flat plains; broken by several mountain ranges Cairo is known as Khartoum has a hot desert climate. Average outdoor temperature in summer is 42 oC and relative humidity is ranges from 7% (very dry) to 87% (very humid) and winter temperature is 17 oC .
INVESTIGATION METHODOLOGY The methodology of the present analysis and the main factors that will be considered are introduced. The analysis model is based on carefully selected factors, such as building configuration, building function, and space-cooling load. The analysis model will be selected according to the model accuracy, sensitivity, versatility, speed and cost, reproducibility, and ease of use [1].
INVESTIGATION SCOPE The selected building should have physical and construction configuration to be properly air conditioned by any of the air conditioning proposed systems. It should also be of typical size and function to better generalize the obtained results.
DESCRIPTION OF THE BUILDING A typical governmental building in Khartoum, Figure 3, was selected. It consists of varies floors with total floors of 45,000 m2.The roof is assigned to the cooling equipment. The cooling load is estimated based on the common architectural designs and the functionality of the buildings [7]. The cooling load schedule was found as shown in Figure 4.

SIMULATION PHASE This phase of the present study is the simulation phase. In this phase, the required thermal load, which should be extracted from the space to achieve the comfort, should be estimated. With the aid of the defined tool from the first phase, the load estimate was performed with one of the ASHRAE standard calculation procedures [1]. In this phase, the estimation of the operating and maintenance costs will be carried out.
CASE STUDY DETAILS The data had been collected on various equipment list prices from international and local manufacturers for the equipment required to air condition the present commercial building [7]. The following analysis covers the use of the following systems:

Description System with air Cooled Chillers 2 x 400 TR. VRV

All listed units of the presented systems are certified and are imported or local licensed production. Each option will be analyzed according to the cost analysis. The price of the electricity consumption is taken as 0.70 LE / kW.hr or 0.0875 $/ kW.hr [6], which is represent the price of electricity for the commercial sector applied for consumption slice greater than 1000 kW.hr. It is assumed that the water-cooled systems recycle 95% of the total water. A small portion of the water is bled from the system to control the build-up of impurities. Bleed rate = Evaporation rate / (cycles of concentration –1). Also, it is assumed that the Evaporation rate =3 GPM /100 refrigeration tons Cycles of concentration = 4 The water consumption price [5] is taken as 0.13 LE/m3 or 0.026 $/m3. The calculations of the annual cost analyses depend on the median years of the systems. The median year of each system is taken according to the ASHRAE Applications standards [3]. The study is performed according to the Egyptian Pounds [7], but the data will presented here according to the US dollars. The final analyses of the investigation results will contain the final comparisons among the proposed HVAC systems, according to the energy saving, owning cost saving, operating cost saving, maintenance cost saving, and the overall cost saving.

RESULTS AND DISCUSSIONS The cost of the cooling equipment (chillers or packaged units) contributes to about 35 to 81% of the total initial equipment cost for the various options, Figures (5-14). The lowest being that for option 2 (100mm Brick. 100mm polystyrene,150mm brick work) and glass with u value = 2.6 w/m²k instead of (100mm brick work , 50mm polystyrene,150mm brick) and glass with u value = 3.2 w/m²k The initial cost had a less significant effect on the total annual cost including Amortized owning costs Operating Cost Maintenance Costs The maintenance cost is usually calculated in accordance with the ASHRAE formula as stated earlier with appropriate correction for data validation and inflation rates. The relative influence of the maintenance cost does not exceed 9%. The effect of the operating cost of the various layers for options 1 and 2 is of the same order of magnitude. It is very apparent that the total cost for option 2 is the lowest as its value is 19.951,672 LE for 10 years life span.is less than option 1 with 2,500,000. The estimated cost analyses subdivided into operating, maintenance and initial cost instalments are indicated in Figure 16. The tabulated data were obtained from the previous calculations shown in Figures (5 – 14) for the various options. Figure 15 shows these cost estimates under the various options conditions. Option 2 indicated the highest total annual cost the initial capital cost was estimated as 22,516,119 LE, giving 2843 TR as an average. Table 4: Analysis of Options
