Kamloops city council’s decision to give itself a raise next year “breaks the faith of taxpayers,” according to the B.C. director of the Canadian Taxpayers Federation. After marathon rounds of voting Tuesday, councillors voted five to four to give themselves a small pay hike starting Jan. 1, 2014. Instead of making about 33.3 per cent of the mayor’s salary, they’ll make 35 per cent. That’s a little more than $1,000 extra — though it’s a sharp comedown from a plan from Coun.

The St. Paul Street condos had been officially on the market for three minutes, and Jennier Keim was already fielding her first offer. “I’m hoping within weeks to say, ‘Oh, we’ve met our pre-sales and we’re off to start construction,’” said Keim, co-chair of the Kamloops United Church redevelopment project that will see 56 units — 41 of them “affordable” — built on church land at 429 St. Paul St. The first phase of the project, a renovation and reorganization of the church buildings, began last
year and is now largely complete. If the church is able to sell 40 of its units as quickly as it hopes, Keim said work on Phase 2 could begin as early as this fall. Sales kicked off Tuesday, June 11, and the church’s former Christian Education Centre is due to be demolished in the next few weeks to make way for the strata. At its sales launch the church unveiled 11 different floor plans for the development, ranging from studio apartments to three-bedroom units. Prices start at $165,000 before taxes for the studio units, and top out under $350,000 for three-bedroom suites.
Keim said what makes the 41 affordable purchase units more attainable is the home ownership plan the church has worked out with B.C. Housing and the Canada Mortgage and Housing Corporation. Homebuyers with a household income of less than $85,000 a year don’t have to meet the usual down payment requirements for the affordable units. Instead, Keim said, the church will carry 10 per cent of the purchase price as a second mortgage. “It enables a purchaser who can carry a mortgage based on their income, but really hasn’t had an opportunity to put together the
usual down payment to get in and start putting their rental moneys towards paying for their unit and home ownership,” she said. Unlike most pre-sold strata developments, which would require a deposit of five to 10 per cent of the purchase price, buyers for the affordable units will only have to put down a one per cent deposit. “Again, you don’t have to come up with a lot of money,” said Keim. “The church is basically carrying the risk.” Keim said she’s hoping to see a diverse array of people purchase units in the St. Paul development. “We’re expecting that a lot of
people that are just starting out, young professionals that are working downtown, might have an interest,” she said. “There’s definitely some larger units that might be appealing to people that have children. And we also know there’s a lot of folks that are looking to downsize.” Mayor Peter Milobar said the units — which run from 414 to 1,060 square feet, fit well with what’s available in the surrounding area, and called the project a good next step for the neighbourhood. “Affordable housing doesn’t happen by itself,” he said. “It happens when people step forward and try to make a difference.”

Arresting Images Arresting Images showcases a collection of 100 criminal photo cards or mug shots from the late 19th to early 20th century. Compiled from the records of the Niagara Ontario Police, these images of criminals and suspects form a fascinating record of early criminal history and policing methods. Each mug shot is complete with physical descriptions and a description of the crime, or misdemeanour the subject was charged with. Arresting Images is more than a collection of mug shots. Many of the photographs are excellent examples of early studio portraiture. At the time, not all police detachments had photographic equipment to produce their own mug shots, so the images were taken in commercial portrait galleries. The viewer might think that the image is a standard studio portrait until one notices that the subject is handcuffed to a chair. Arresting Images shows us a little-known side of late-Victorian Canada, where policing methods were undergoing radical changes and the face of crime was being systematically catalogued and documented. Surprisingly, many of the crimes described in Arresting Images resulted in sentences that seem lenient even today; three years for burglary or 3 months for a pickpocket. The young age of many of those arrested is also noticeable, and reminds us that the late 19th and early 20th century was in many ways an altogether harsher world than the present-day. Compelling and completely original, Arresting Images is a thought provoking and instructive look at a subject that still preoccupies us today. The Kamloops Museum will supplement Arresting Images with artifacts from its own collection, detailing the criminal career of the notorious Bill Miner and that of lawman William Fernie. Arresting Images: Mug Shots from the OPP Museum was produced by the Ontario Provincial Police Museum and was the recipient of an Award of Excellence from the Ontario Museums Association. Arresting Images will be on exhibit until August 31.

Jail guard sentenced to 12 months probation By Dale Bass STAFF REPORTER Dale@kamloopsthisweek.com
David Tompkins, the civilian jail guard who pleaded guilty of breach of public trust, received a conditional discharge during a sentencing hearing at the Kamloops Law Courts on Tuesday, June 11. B.C. Supreme Court Justice David Masuhara of Vancouver said he agreed with the position of Surrey Crown prosecutor Jas Gahunia. Because the allegations involve local police, judges and Crown counsel were brought in from outside Kamloops. Tompkins was charged along with three RCMP officers — Corp. Rick Brown and constables Evan Elgee and Stephen Zaharia — after a probe by RCMP into an incident on Aug.
18, 2010, in which the men were accused of watching via video cameras in the cellblock area as two females in a cell engaged in a sex act. The investigation was sparked by another officer who had been alerted to the incident and the fact one of the women had told arresting officers she was HIV-positive. Both women were contacted afterward by police due to health concerns. Gahunia and Tompkins’ lawyer, Julian Van Der Walle, told court they agreed on a discharge but disagreed on whether conditions should be included. Gahunia argued Tompkins, a city employee working as a jail guard since 2000, knew he had a duty to protect the rights,
security and dignity of the incarcerated women but, instead, called others into the guard room to watch the women. She played a recording of a phone call Tompkins made to the watch clerk on duty at the time, a city employee who would have no reason to go to the cells area, in which Tompkins is heard to say “You gotta see this. . . . You gotta see this,” ending the call with a chuckle. Gahunia noted Tompkins first notified the watch commander, as he was required, when he saw on the monitoring system what the women were doing. She played parts of the video that also recorded everything that occurred in the cells, as well as another phone call Tompkins made to a second watch clerk, in which he said she
would likely hear “stories I should not share. I’ll take them to my grave.” She noted Tompkins and the others in the guard room used the video system, installed to ensure the safety of prisoners, “as their own entertainment system.” The Crown said Tompkins’ statements and the length of time the men watched the women — almost 40 minutes — showed Tompkins ignored “his over-riding responsibility for the safety of the women.” She asked the judge to impose conditions including community service, a $100 victim surcharge payment and submitting a DNA sample. Van Der Walle told court his client’s
actions were not so bad he deserved anything more than an absolute discharge, noting he was not a politician pilfering cash, a border guard engaged in the cocaine business or a police officer assaulting someone. He said Tompkins has suffered enough, losing his $55,000-peryear job as a jail guard and now working in the parks department with the city doing seasonal work Court heard his income has dropped to about $30,000. Van Der Walle said Tompkins is the father to two children, ages three and four, and is engaged but cannot afford a wedding. Tompkins has had to borrow money from friends and family and has endured almost
three years of embarrassment as the story made national news. Van Der Walle said, at worst, it was a “momentary lapse in judgment” and that Tompkins took his direction from the watch commander, who came down after receiving the first phone call and remained, adjusting the monitor to a closer view of the women. He said this was done to ensure the women were not being hurt and that they could not be separated because the cells were full that night — and a group mentality took over that was “one of humour.” During the defence submission, Masuhara interrupted Van Der Walle to ask him if he could refrain from referring to the people
in the cell as girls, noting they were women. In sentencing Tompkins, Masuhara called the jail guard’s actions insensitive and callous and not a momentary lapse in judgment. He ordered him to report to a probation officer, to do 60 hours of community service as directed and to pay the victim surcharge. He said he saw no need for a DNA sample to be submitted. The charge against Elgee was stayed earlier this year. Brown and Zaharia were scheduled to stand trial in April 2014, but the trial has since been adjourned until September 2014. Jury selection is scheduled for Sept. 8, with the trial running from Sept. 9 to Sept. 29.

Victim recounts horror of kidnapping, sex assault dale@kamloopsthisweek.com
Videotape has moved to the forefront of an application by the Crown to have convicted rapist Jack Froese designated a dangerous offender. And, for at least part of that recorded evidence being played for B.C. Supreme Court Justice Peter Rogers, one of his victims was in the courtroom to watch her kidnapping and listen to her 911 call hours later for help. Froese, 33, pleaded guilty last year to charges of kidnapping and sexual assault after he abducted a woman from the Crystal Blush Adult Boutique on Tranquille Road on Nov. 24, 2011. He drugged and assaulted her over a period of hours. Charges of theft of a motor vehicle and administering a noxious substance were stayed as part of a plea agreement. On Tuesday, June 11, the victim wept quietly in courtroom 5D of the Kamloops Law Courts, surrounded by friends to support her, as Crown counsel Joel Gold introduced the recordings. The videotape, shot at the store, shows Froese enter, speak to a woman and then attack her, forcing her to the floor.
The tape continues for some time as Froese attempts to tie up the woman with various items, and threatens her with a butter knife, a fork and scissors. On Wednesday, June 12, as Froese sat in the prisoner’s box with his head down, video recordings of the woman’s statement to police were played. It’s a story of a woman exposed to unbelievable horror and fear, but there were many moments shown on the tape that reveal the inner strength the woman drew upon to survive the kidnapping and assault. She noted, for example, she continued to fight with Froese in the store and, each time he tied her up, “I managed to get out of it.” The woman is heard to say Froese used handcuffs, velcro straps and a ball gag to try and restrain her but she kept fighting back. She told of her fear for a friend who entered the store while she was on the floor of the bathroom, a fork being held to her throat. “I heard [his] whistle. He’s got a distinctive whistle, and all I could think was I hope he doesn’t come back here,” she was heard to tell the officer taking the statement. She described in
‘It came down to live or die’ length the hours of assaults she endured in her truck, noting throughout that time Froese continued to send texts on his cellphone to someone he said was his girlfriend. She apologized to the officer often in the video for not being able to remember every detail, noting she did
her best to notice everything. And, she told the officer she was sure Froese was high on drugs, something that was confirmed as he continued to inject himself throughout the hours from the kidnapping to her release, injecting her twice as well.
At some point, she said, Froese asked her why she kept fighting him, “and I said I was scared for my life.” She told the officer she knew she was being taken up a mountain in the Batchelor area and “it came down to live or die. I didn’t think I was coming down that mountain alive.
“I think I beat him at his own game,” she said. “He let me walk away. That was his beggest mistake.” The hearing is expected to continue through next week. Froese has a long history of criminal offences, including many convictions for violent sexual assaults. Parole documents indicate he has refused
treatment in the past. Froese was convicted of sexual assault in 2003 and again in 2004, when he raped a Saskatoon hotel worker at knifepoint for 25 minutes. Froese’s lawyer, Jeremy Jensen, has said in the past he will argue against a dangerousoffender classification, which could mean Froese can be kept behind bars indefinitely.

You get what you pay for, even around the council table

aybe somewhere in some obscure community in British Columbia, a bored councillor might read that his Kamloops counterparts are at the low end of the pay scale and burst out in laughter. That same likely also low-paid councillor might take to Twitter and, in 140 characters, proclaim something like: “What fools in #Kamloops. Really lousy pay #twits #bcpoli ROFLMAO.” Maybe that’s the person Coun. Donovan Cavers is worried about when he urged the others around the horseshoe at city hall to hike those wage levels now to avoid ridicule from other communities. It could happen — but I sure hope that’s not the reason why he voted in favour of the pay hikes many of you are probably angry about right now. Cavers and the others must have been aware of their remuneration before they put in their nomination papers. They no doubt felt it was fine for what they thought the work would entail — and I’m betting he and the other neophyte politicians have already figured out they’re working for a pretty low hourly rate, if you factor in all the time spent running the city. When Coun. Nancy Bepple first raised the subject of council pay a few weeks ago, many people decried it. They’re doing a public service. They shouldn’t be in it for the money. I’ve always viewed it a different way, one I tried to explain to a reader recently who was aghast at what the

LEVEL executive director of a large social agency in town is being paid. We need to stop viewing these situations as simply public service. That’s a key component but the reality is these are business people running operations with massive budgets, large staffs, plenty of stakeholders — and they should be paid properly. And this silliness Jordan Bateman of the Canadian Taxpayers’ Federation is quoted as saying elsewhere in today’s paper — they should have voted it into effect with the next council — is just that. Dumb. The work’s not being put off until next year’s election. They’re doing it now, they’re doing more than councillors were asked to do a decade ago and they should be paid for it. Don’t we all think we should be paid properly for the work we do? • Next week marks the end of a wonderful relationship I’ve had in Kamloops for the past decade. It started with a simple idea by local artist Linda Jules — to create a place of learning where art in all its forms is key. It was inspiring to sit in those
planning meetings, to hear what was envisioned, to watch it go through to become what we now know as Beattie School of the Arts. I remember being one of the first in line to register my son and then, a year later, his younger brother. Having been involved in the education system for more than a quartercentury — the oldest started school in Ontario in 1986 — meeting and talking with teachers who didn’t seem burned out, who were enthusiastic and engaged and eager to be in class was wonderful. As with any system, there have been bumps along the way. I’m sure there’s at least one former principal who wouldn’t have me on his favourite-parents list. And I miss the sense of community and family the secondary school lost when it moved from the tiny Pineridge building to the former John Peterson building. Through it all have been awesome teachers and support workers, some super school secretaries and some of the most amazing, talented kids you’ll ever find. They inspired my boys, cheered their successes, comforted them in their down moments and gave them the kind of education we all wish for. Linda’s ever-smiling face isn’t at the school as much now — her son graduated last year, but that idea she had has become a gem in the city, one that should be cherished. It’s the kind of school I wish I’d been able to go to as a kid — and that’s a pretty cool legacy. dale@kamloopsthisweek.com
One has to wonder when B.C. Court of Appeal judges volunteered in their community? If they did, they would understand there is an extremely short supply of individuals who willingly give up their own time to help organizations around them. And it’s increasingly difficult to get people to lend a hand as life seems to get busier. So what did the B.C. Court of Appeals do? They have made it more difficult for groups to attract volunteers by declaring that elected officials are in conflict of interest when participating in a non-profit society that receives civic funding. In Enderby, there has already been one casualty as Coun. Brad Case has resigned from his role with the chamber of commerce. That’s unfortunate as Case brought a wealth of business and community experience to the chamber. And, in turn, he could provide knowledge about the chamber’s inner workings to his council colleagues. Many communities, and particularly small ones, don’t have the luxury of differentiating between people who sit on municipal council or regional district and those who volunteer with a service agency or business group. Often multiple hats are worn. Yes conflict of interest can occur but there is provincial legislation that clearly outlines the guidelines. And the simple solution is for a politician not to be involved in the discussion on a group they belong to, particularly if that organization receives public funding. The provincial government needs to review the court ruling and make changes to legislation to ensure conflicts are avoided while allowing volunteerism to continue. — Comox Valley Record

Comparing wages with other municipal councils says our present council cannot run its own municipality without deflecting responsibility. You cannot compare parity between municipalities as there are too many variables involved. Why our council cannot make decisions and manage our tax dollars as a business without seeking reference to other municipalities, which may be running a terrible municipal enterprise, is
beyond me. For me, it is very poor leadership. We leverage other municipalities’ knowledge for capital works, software changes and for other research — that is networking. What council did to support its raise is foolish. This is a volunteer position and if the wages are not adequate (they knew the expectations before running) then do us all a favour and leave your position or resign. That would be the adult thing to do — or move to one of those municipalities where the wage for a councillor is favourable. I would like to see the City of Kamloops stand alone as an incredible,
vibrant, financially sound and outstanding municipality where others would come to us to ascertain what we are doing successfully and share that business model. And since Nancy Bepple started this insanity, I have this comment: She consistently hides behind her conflict of interest when Ajax appears on the council agenda. She runs and hides. The right thing to do would be to say, “You know, I have shares in mines however I have a duty to represent the health and care of my community so I must take a stand against the mine even though it will possibly affect my pocket book.” Now that would be leadership. Environmental tours of Ajax prove popular By Andrea Klassen STAFF REPORTER andrea@kamloopsthisweek.com
Kamloops’ unofficial Ajax tour guide is seeing more interest than ever in his environmental-themed tours of the site that might someday house the open pit copper and gold mine. Tony Brumell said more than 30 people have signed up for his latest tour of the mine site, which runs on Sunday, June 16. He said that’s the most people to sign up for a single tour so far, though previous outings have drawn more than a dozen people at a time. Brumell said he thinks his tour, which focuses on the potential damage the mine could do to the environment, is becoming better known. He also thinks the mine debate has gained more urgency than it had when he ran his tours last year. “I think people are now starting to realize that if they don’t take a greater hand in what’s happening we may not be able to stop this thing,” he said. “And I think they want to be a bit more active and maybe try to take part in what’s going on.” KGHM Ajax, the mine’s proponent, has also launched its
own site tours again this May and has run them twice-daily every Thursday and Saturday. The bus tour can hold up to 19 participants, and company spokeswoman Robin Bartlett said so far tours have been at about halfcapacity. “It’s been a bit slow to start,” she said. “I think it’s the weather. Once the weather gets nice I think people will start to increase in numbers.” The KGHM tour focuses on the layout and operation of the site and its mining history. Bartlett said the tours will run all summer and into the fall, if weather permits. Brumell said he may run more tours this summer if there is enough interest, but said he’s not sure enough people will be around and engaged in the summer months to make it worthwhile. IHA eyes wheelchair fee By Dale Bass STAFF REPORTER dale@kamloopsthisweek.com
A user fee for wheelchairs may be coming to the area covered by the Interior Health Authority. Tracy Watson, an IHA communications officer, said it is being studied for implementation in its residentialcare facilities throughout the region. A similar move by the Fraser Health Authority to charge wheelchair-bound residents sparked outrage from Delta South MLA Vicki Huntington. The independent member of the legislature said the $25 monthly fee will simply lead to seniors not leaving their beds. The charge is for seniors using authority-owned wheelchairs and was implemented because maintenance costs for them can be high, she said. Seniors who own their wheelchair are responsible for their maintenance and repair. A statement issued by the ministry — now headed by Kamloops-North
Thompson MLA Terry Lake — said the user fee at Fraser and Vancouver Coastal health authorities “is consistent with the provincial guidelines about what can and cannot be charged in residential care.” The statement, sent by email, noted ministry policy changed in October 2012 to clarify “which services and supplies will be provided at no additional cost to seniors in residential care and which services may have a fee attached.” The change is to ensure consistent and affordable care, the explanation noted, and says no one will be denied wheelchair access if they cannot afford the fee. Residents on income or premium assistance will not be charged the fee. Watson said the cost of wheelchair maintenance for the IHA is not available because the expense isn’t separated out from other rehabilitationrelated costs. She said IHA staff reviewing the possible fee introduction hope to have a recommendation by fall.

Commodore seeks capacity bump Warrant nets five By Andrea Klassen

Another 21 people could soon be allowed through the doors of the Commodore Grand Cafe and Lounge each night. The downtown establishment is applying for a capacity increase that would allow it to bring in 107 people at a time, up from 86. At its Tuesday meeting, Kamloops city council agreed to send out a notice of intent about the change, giving the public a chance to comment on the plan. It will decide at a later meeting wether to back the expansion. Planning and development manager Randy Lambright told council the way the Commodore’s licence is worded is “historical and problematic.” Instead of allowing 86 people in the venue, it allows for 74 customers inside and 12 on the patio — meaning if the cafe filled up, those outside could theoretically get stuck on the patio. The new licence would be re-worded to fix that.
Ski club lands event About 350 crosscountry skiers will hit the Tournament Capital in 2015, as the city scores yet another event hosting gig.
CITY HALL Overlanders Ski Club member Charlie Bruce told Kamloops city council the club put in an early bid to host the Canadian Masters Cross Country Ski Championships, which was snapped up by local event organizers.
“This is the first time a community has been given notification two years out from an event,” Bruce said. The event is for athletes 30 years and older, and will run at the club’s Stake Lake trail network in February of 2015.
They’ve failed to take off as repair shops or distribution centres, but a Kamloops property owner is hoping to breathe some new life into his Battle Street commercial properties with a rezoning. Kamloops city council will let the public weigh in on a plan allow the units at 1304 and 1320 Battle
St. to house photography studios, convenience stores, hair salons or other similar small businesses. Planning and development manager Randy Lambright told council the units have been standing empty for years, and adding a few more uses doesn’t raise any traffic safety or other technical issues.
Two people are in police custody after RCMP, armed with a search warrant, entered a Columbia Street motel room and recovered what is believed to be stolen property on Wednesday, June 12. Five people were arrested; a 25-year-old female and 27-year-old male are in custody. The investigation is ongoing.

Feds reject calls for panel review of Ajax Federal environment minister Peter Kent has again rejected calls for a panel review of the Ajax copper and gold mine. In April, 22 members of a provinciallycreated community advisory group working with the B.C. Environmental Assessment office penned a letter asking for what they call a “gold standard” review of the controversial open pit mine. Kent had already dismissed the need for a panel once before, in favour of a comprehensive review that is currently underway. In a letter back to the group, dated May 22, he has done so again. “I have the authority to refer a project to a review panel, where the proposed project may cause significant adverse environmental effects that cannot be mitigated or where public concerns related to environmental concurs warrant such a referral,” Kent wrote. “Based on the information available, a comprehensive study is still the most appropriate type of assessment for this project.”
Kent said the information studied in both review processes is identical, and in both cases studies on the environmental impacts of the mine would be conducted by mine proponent KGHM, not independent bodies — something the advisory group has stated it would prefer. In its letter to Kent, the group also criticized the lack of public input into the project and expressed health concerns about the mine. John Schleiermacher, who sits on the advisory group on behalf of the Thompson Watershed Coalition, said group members aren’t reassured by the letter. Despite its concerns over the current process, Schleiermacher said the advisory group wants to continue to have an official role in the mine’s review. “We’re going to stick it out on behalf of the people of Kamloops,” he said. “We’re going to be a watchdog for the people of Kamloops and we’re going to press on and make sure this thing is done to the best that we can possibly make it.”

Tyler Gertzen and David Cruz are watching their dreams take off with their Kamloops aviation school — a business built out of what they viewed as necessity. While obtaining a pilot’s licence of his own, Gertzen was not satisfied with his experience. “It felt as though it was more about the money than actually teaching people,” Gertzen said. After thinking about the concept, Gertzen teamed up with David Cruz to create TylAir Aviation Ltd., the only locally owned and operated aviation school in the area — and it promises to offer services they can be proud of, whether it be earning a
recreational licence or a private-pilot designation. “I want to be able to help people discover the freedom you get from flying,” Gertzen said. Classes are taught by two pilots with combined flying hours reaching 14,000. Most pilots are lucky to reach 1,000 in a lifetime, Gertzen said. Those who want to learn how to fly a plane but do not have a lot of time or money can work
toward a recreational licence, Gertzen said. This type allows for daytime flying with a single passenger on flights within Canada. “It is perfect for someone who doesn’t think they will be going flying a lot or with a group of people,” Gertzen said. “If you want to take your entire family along, however, you are better off to get the private licence.” X See EVEN A18

With the added hurdles, however, comes more freedom, with longer flights, farther flying distances, trips out of country, night-time flying and multiple-passenger allowance. Unlike obtaining a driver’s licence, those looking to fly a plane can do so without taking a single ground course. Customers can take the in-plane portion of their lessons before ever reading a thing and, depending on the hours put in, after about a month of lessons they could be flying solo. The ground course is less expensive than the flying lessons and
runs over a nine-week period in a continuous interval. While it is easiest to start at week one, Gertzen said those interested can jump in at any time, as each lesson is stand-alone in nature. With dedication, a prospective pilot could have a recreational licence in just three months. And, unlike a vehicle licence, recreational pilots can be as young as 14. They must be 17 to study for a private licence. “So many people think you need to make lots of money and have a university education in order to be able to fly a plane,” Gertzen said. “You do not need to be a doctor or lawyer — you just need an interest in flying.
“If you have your medical, we can teach you the rest.” Potential pilots must pass a medical overseen by an aviation doctor. Kamloops has six qualified to do this. The health check is more rigourous for a private licence that the recreational classification, Gertzen said. If you are in good health, you are good to go. Pilots can also rent planes once they pass a safety check. “A pilot can’t just not fly for two years and then one day decide to hop in a plane,” said Gertzen. They are required to clock a certain amount of hours each year. Offering a rental helps them keep their stats up without the expense of owning a plane. While they have
been in operation for six weeks, the grand opening will be on Thursday, June 20, from 11 a.m. to 7 p.m. at 2845 Aviation Way, with flights available throughout the day to give people a taste of flying. For $99, participants can take to the skies for 20 minutes and, at one point, take hold of the controls for a while. Once back on the ground, those who sign up for lessons can count thattime spent in the sky toward their pilot licence. Participants will also be entered in a draw for a free ground course. A barbecue will be available for all those who visit and information on the flight school and other business features will be available.

A Manitoba RCMP inspector will become Kamloops next top cop. The RCMP announced Wednesday, June 12, that Insp. Brad Mueller will take over the position of detachment commander. The post has been vacant since former Supt. Yves Lacasse retired from the force in
February to become the external affairs manager of mining company KGHM Ajax. Born in Manitoba, Mueller has worked on the prairies for all of his 25-year career. He currently serves as the assistant district officer for Manitoba West, overseeing 35 detachments and 250 RCMP officers. While he doesn’t have any ties to B.C., Mueller said he’s heard good things about the
Kamloops operation and felt it would be a positive move for his family of four. Mueller said he doesn’t want to make major changes to the local operation. “There’s so much good work going on there right now that I’m just looking to build on what’s being done there,” he said. “There’s excellent programs in place, the crime reduction
strategies are world-renowned. I’m just looking to come in and make some contributions in regards to what’s going on right now.” It’s not quite clear

The NDP opposition came out swinging Tuesday, releasing cabinet orders that allow for large pay increases for senior political staff in government ministries and Premier Christy Clark’s office. Cabinet orders dated June 3 provide for an 18 per cent increase to the maximum salary for the premier’s chief of staff, from $195,148 to $230,000 per year. The orders provide for a salary range, so the salary currently paid to Clark’s chief of staff, Dan Doyle, is not known. Another order provides for Clark’s new deputy chief of staff, Michele Cadario, to be paid a salary of $195,148. Cadario, deputy campaign manager in the B.C. Liberals’ successful election campaign, replaces Kim Haakstad, who resigned before the election over improper political activities in the party’s ethnic outreach strategy. NDP MLA John Horgan said the move is particularly inappropriate as the govern-

DEREK BLUNDELL Derek Blundell of Kamloops passed away on Monday, June 3, 2013 at 70 years of age. He is survived by his mother Doris Blundell, children Jacqui (Peter) Martell of Kamloops and Michelle (Randall) Blundell-Dunkerley of Kamloops, grandchildren, Matthew, Graeme, Mackenzie, and Pierah; brothers Brian (Marion) Blundell and Mark (Carolyne) Blundell; brother and sisters in-law in Australia, and many nieces, nephews, aunt, cousins and friends. Derek was born in Vancouver, BC on November 23, 1942. He spent his childhood in Britannia Beach, BC and Ashcroft, BC. As a young adult he was working in Merritt, BC where he met the love of his life, Clare. They moved to Faro, Yukon Territory briefly and then settled in Kamloops in 1976. Derek made his career as an Assayer for over 40 years. He spent many years volunteering as a member of the BC Board of Assayers, as well as many years as a member of the Brock Lions Club. Apart from his wife Clare, his greatest joy was bringing joy to others, whether it was with his brilliant sense of humour or his anonymous generosity. He was a man with a big heart and a quick wit.
He is deeply loved and dearly missed. Derek and Clare are together again. A Celebration of his life will take place at 3:00 pm on Saturday, June 15, 2013 at the Southwest Community Church, 700 Hugh Allan Dr., Kamloops. Following the service a Wake will be held. Contact the family for details.
September 7, 1947 to June 6, 2013 Kerry Douglas Sim, a previous resident of Calgary, Edmonton, Barrie, ON, Port Hope, ON, Peterborough, ON, Courtney, Kamloops, and Blaine, WA passed suddenly on June 6, 2013 in Custer, Washington. He was 65. He took one last flight in his airplane and landed perfectly without incident. Soon after, he was gone. Kerry was a man of many skills and talents - writer, newspaper editor, aircraft salesman, shooting instructor, personal coach, volunteer, and father - but first and foremost, Kerry was a pilot. Flying was his passion and his aviation career began at the age of 16, as he trained for his private pilot’s license in the Royal Canadian Air Cadet program in Barrie, Ontario and Edmonton, Alberta. Following his high school graduation in Edmonton, he attempted to join the RCAF as a pilot but due to minor vision problems he failed the medical examination. Kerry then trained as a Transport Canada Air Radio Operator and spent a year on Spring Island, BC. He then trained in Ottawa, Ontario for a year as an Air Traffic Controller. Kerry then became an air traffic controller in 1971 for Kamloops Airport “Fulton Field”.
In 1975, he decided to take on the US.Midwest as a “Barnstormer” in his favorite airplane, a Piper J-3 Cub, landing in fields suitable for airplane use, and flying rides out of them for $3 each. In later years, he was a commercial pilot and a bush pilot flying in Florida, USA, Northern Ontario, Manitoba, Saskatchewan, Alberta, the Yukon and North West Territories. Kerry finished his commercial flying in Naniamo and the Queen Charlotte Islands, off the shore of Alaska. He lived in Courtenay, BC from 1996 until 2002 when he moved to the US where he remarried, and eventually settled in Birch Bay, Washington, to be close to his children. Kerry became involved with 419 (City of Kamloops/Moose) Tac. (F) Trg. Sqn. in CFB Cold Lake, Alberta and made many visits there with his father Alex “Moose” Sim, the Honourary Commanding Officer of 419 Squadron. A memo from the Lt. Col. Mike “Moose” Mirza Commanding Officer of 419 Squadron received this morning (10th June) stated “All Flags of 419 Squadron will fly at Half Mast today.” A founding member of the Palmer’s Gulch gun match in Kamloops, Kerry was an avid shooter and taught shooting safety courses to teenagers. He was also very active in the self-development programs of Context Associated and Excellence Northwest, assisting in many courses over the years, and making lifelong friends there. He is survived by his beloved wife, Kristelle; two children, Rachel Sim and Cameron Sim; his parents, Dinah and Alex Sim, and his sister, Sandy (Alexandra) Quible, two nephews Michael and Philip Quible of Edmonton, Alberta; former wife Alison Mewett of Comox. Condolences have been received from 419 Tac. (F) Trg. Sqn.; former Commanding Officers of 419 Sqn.; Maj. Stig Lorentzen, Royal Danish Air Force; Capt. Known for his adventurous nature, while still operating as a Kamloops air traffic controller, Kerry joined the Transcontinental Air Dash of 1972 (an air rally consisting of only antique and classic aircraft known as “taildraggers”) and flew his Fleet Canuck all the way cross-country from Kamloops, BC to Ontario for the start, and then flew it back again to the finish line at Delta Air Park, Delta, BC. In 1973, he did the Transcontinental Air Dash again.

HERE IS A new hockeyschool option to consider for those looking to improve in the offseason. Kamloops Elite Hockey School’s inaugural camp will run from July 15 to July 19 at the Ice Box Arena. “Hockey school is where I developed most as a young player coming into the season,” said Chris Heid, the school’s owner. “We’ll work on basic skills and strength and speed and footwork — all the stuff you don’t have time to do during the season.” Heid has played professionally since 2003 in the American Hockey League, East Coast Hockey League and in Germany. He will run the school with longtime Kamloops coach Brennan Krausher and dry-land specialist Greg Kozoris of Kozoris Acceleration. “Our goal is to try and provide as good an experience as a kid is going to find anywhere and try to do it for as competitive or better price than anybody else is offering,” said Krausher, who coached from 2009 to 2012 with the Kamloops Ice Pirates spring hockey program. “And, for me, it’s

to 13 — costs $360 per player. The younger players will hit the ice each day at 10 a.m.

Lunch and dryland sessions will be bookended by on-ice instruction, with the morning practice geared toward individual skills and the afternoon skate focusing more on team play. “We’re going to have a lot of professional players stopping by and, with our off-ice training, we have one of the most elite coaches in Greg Kozoris, who trains NHL players on a regular basis,” said Heid, who was drafted in the third round of the 2001 NHL Entry Draft by the Minnesota Wild. Brothers Riley and Brendon Nash — both of whom have NHL experience — will lend a hand. There will be between 10 and 15 more guest instructors with professional experience at the camp, Heid said. scoreclock at ISC The Kamloops Blazers and their fans will benefit from a new HD video scoreclock and video screen in Interior Savings Centre. “The new HD video scoreclock will remain a city asset, but the Blazers are a major partner and contributor and will continue to receive advertising revenue from the new system,” said Jeff Putnam, manager of parks, recreation facilities and business operations for the City of Kamloops. “I am not in a position to divulge the Blazers contribution at this time, as it was an in-camera discussion.” Installation will begin when the ISC floor is dry in mid-July and the project will likely take about three weeks to reach completion. The Blazers — who pay the city almost $480,000 per year for lease and marketing rights at ISC — chose not to reveal how much
money they forked up for the new system. The total capital budget for installing the new screen is $650,000. Replacing the decade-old 1.5-metre by 2.5-metre dinosaur that currently hangs in ISC with a three-metre by five-metre update should satisfy fans who complained about the old system. Image quality will be much improved, in comparison with the old clock, and bringing in new high-definition technology — including new cameras — is part of the price tag. Valleyview, Brock and Memorial arenas will receive three of the four scoreboard sides from the outgoing clock. The city is keeping the fourth as a spare. Video-screen panels from the old clock scoreboard are for sale. The city will likely unveil the new system in mid-August with a free movie showing.

Kamloops tops Kelowna, sets sights on provincial playdowns The under-13 Kamloops Blaze Orange boys are heading into the Thompson Okanagan Youth Soccer League (TOYSL) provincial playdowns feeling confident. Hometown Kamloops edged Kelowna 2-1 on Sunday to finish the season with a 7-0-1 record. Jordan Elfstrom and Skye Connors scored for the Blaze, with Angus McQuillan-Gordon and Spencer Ledoux splitting goalkeeping duties. The TOYSL playoffs will be held on Saturday, June 15, and Sunday, June 16, on McArthur Island.

The Kamloops Classic Swimming club hosted and won the 21st annual June Classic Invitational Swim Meet, which wrapped up on Sunday, June 9, at the Canada Games Aquatic Centre. Megan Dalke won four gold medals and three silvers in the 14-and-under girls’ division, while Colin Gilbert, swimming in the 14-and-under boys’ category, won four golds and four silvers. Austin Phillips, in the 12-and-under boys’ division, placed first in three events and added a pair of silver medals and one bronze to his medal haul. Makena Sutherland won the 50-metre freestyle and placed second in the 100-metre butterfly in the 14-andunder girls’ category, good enough to qualify for the Canadian Age

T WILL BE DIFFERENT, AS FAR AS FESTIVALTYPE CONCERTS GO. Chris Lynch knows that. But, if it works, it could be really, really awesome. Swim Club, a series of monthly multi-act, cross-genre shows, will take place poolside at Sports Central Lounge. “It’s going to be interesting seeing a lot of people in the pool — not necessarily on the dancefloor — with their hands up,” Lynch, the promoter behind the event, told KTW while sitting poolside at the Summit Drive bar on a warm June day. “It’s hip-hop, live bands and EDM (electronic dance music), so we have to build a relatively large stage to accommodate for all of that.” In addition to the big stage going up adjacent to the shallow end of the pool, Lynch said the production will also feature interactive elements above the pool. Swim Club will be a monthly event throughout summer,
with the first show slated for Saturday, June 22. “We already have three booked for the summer — June, July and August,” Lynch said, noting the first event is already half sold out. “And then we may or may
not do a finale in September. “It would be good to do something when school (Thompson Rivers University) is back on.” As a concert promoter catering largely to EDM and hip-hop acts, Lynch acknowledged the

licensed, the pool itself is not.) It’s all over at 10:30 p.m., when the afterparty begins at Cactus Jack’s. Lynch said certain acts from Swim Club may also make surprise guest appearances at CJ’s. The big goal of Swim Club, aside from being something completely different, was to bring together fans of three genres of music. “That was really the backbone behind it,” Lynch said. “It was, ‘Let’s not just look at EDM.’ “Hip hop has been huge in Kamloops, and live bands obvi-

ously as well.” Lynch said he’s excited to see the atmosphere. “We used to always be up here,” he said. “The cabana would always be full. “It’s a good place. Lots of people come up here and then go downtown later.” One concern any time an event is planned outdoors is weather. But, Lynch isn’t worrying. “I don’t think it will rain,” he said. “But, nobody left Woodstock.”

Personality disorders are tough to manage
W
e received a question from a reader about borderline personality disorder and they asked for advice on how to cope with someone who has a personality disorder. Whether you have been diagnosed with a personality disorder or you are spending a lot of time with someone who has, life can be challenging and difficult. For many people, it feels overwhelming at times, and many people have turned to us looking for answers about how to better manage these circumstances. Here is some information and a few tips — but, remember, our column is not a substitute for one-on-one or group supported help with a professional therapist.
These tips come from the Mayo Clinic: • Simplify life. Cut back on obligations, set reasonable schedules. • Write in a journal to express pain, anger, fear or other emotions. • Read reputable self-help books and talk about them with a therapist. • Stay involved with people, participate in activities and get together regularly. • Take care of yourself by eating a healthy diet and getting sufficient sleep. • Recovery from a personality disorder is an ongoing process. Stay motivated by keeping your recovery goals in mind. • Take responsibility for managing your
condition and working toward your goals. • Learn relaxation and stress management and try meditation, yoga or tai chi. • Structure time, try to stay organize and maybe make a list of daily tasks. • Avoid important decisions when you’re in the depths of a personality disorder, since you may not be thinking clearly. Because people with personality disorders are often engaging, energetic, creative and intelligent, they try (and often succeed) in making you believe that something is your fault when it is not. Their mood can change quickly and with no apparent reason.
It is hard to do, but you have to constantly work to separate what is your issue from their issue, but do it and stick to it. Because some personality disordered people polarize issues into black and white — when few things in life really are — you may find yourself on the other side of a heated disagreement only to find the person holding the opposite view tomorrow. Do not take these things personally. They are not doing it to you, they are just doing it. Keep perspective and try to keep the issues in proportional scale, too. Some things that appear to be enormous issues to someone who has a personality disorder are in reality quite small. X See GET B6

And, because I may not be so lucky with next year’s batch, I buy them both while thinking of better ways to tell my dad that I love him — ways that don’t include singsong poetry or tiresome cliches. By the time I’m in the car, I’ve concluded that ooey-gooey sentiments are better expressed through sugar and butter and a good heaping of meringue. And, since my dad happens to love lemon, I decide that lemon tarts, with swirls of bruléed Italian meringue, are just the way to say the things that are hard to find in print.
Blind bake tart shells and set aside to cool. In a large bowl (that will be the top half of a Bain Marie), whisk together eggs and 1/2 cup of the sugar. In a small pot, combine remaining sugar with zest from two of the lemons and juice from all three. Bring to a boil, cook for one minute. A little at a time, add hot juice to egg mixture to temper the eggs, whisking constantly. Place bowl over a boiling water bath and whisk frequently until mixture is the consistency of warm custard. Soak gelatin in water and whisk into lemon mixture. Using four or five cubes at a time, quickly whisk butter into mixture until melted and mixture is smooth. Cool completely. Spoon into cooled pastry shells. Top with meringue (follows) and brulée using a kitchen torch. Italian meringue 4 large egg whites, room temperature 1 cup plus 2 Tbsp. granulated sugar 1 1/4 Tbsp. corn syrup 2 Tbsp. water 1 Tsp. pure vanilla extract Place egg whites in the bowl of a stand mixer fitted with the whisk attachment. Combine corn syrup and water in a heavy-bottomed pot over medium-high heat. Bring to a boil. Cover and boil two to three minutes. Remove lid and fit pot with candy thermometer. When the sugar syrup reaches 225 F, start whipping your whites on medium speed. When they reach a stage of medium peaks, and your sugar reaches 242 F, carefully pour a thin stream of the hot sugar syrup down the inside of the bowl (avoid splashing onto whisk). When all the sugar’s been added, increase mixer speed to high and whip until the mixture is cooled down to about room temperature and the peaks are very firm. Beat in vanilla.

Fishing fun to make this Father’s Day special By Alexis Blueschke SPECIAL TO KTW editor@kamloopsthisweek.com
One day a year is dedicated to celebrating our dads and recognizing all of the amazing things they do for us. This year, Father’s Day is on Sunday, June 16. For me, it will be a time of reflection, celebrating my husband and now father of our six-year-old son and remembering my father. My fondest memories of my father are definitely the times he took me with him to where he was the happiest — usually on a lake with a fishing rod in hand. I will never forget his patience as he helped me untangle yet another fishing line — his twinkling eyes when I reeled in a fish — and the amazing taste of the trout he pan-fried over the campfire. As a registered dietitian, I now know that rainbow trout is not only delicious but also a source of omega-3 fatty acids. Omega-3 fatty acids are essential fatty acids — meaning we need them for our bodies to work normally. There are three kinds
of omega-3 fatty acids — ALA (alpha linolenic acid), DHA (docosahexaenoic acid) and EPA (eicosapentaenoic acid). Food sources of the essential fatty acids are relatively easy to find in our North American diet. ALA is found in some plant oils. Good plant sources of ALA include ground flax, flax oil, walnuts, soy oil, and canola oil. Marine oils are the most efficient way for us to get our essential fatty acids. DHA and EPA are found mainly in marine oils such as cold water fish and shellfish. Good sources include salmon, tuna, trout and sardines. Most animals can convert ALA to DHA, so some eggs and game meats are also good sources of DHA/EPA for us if the animal was fed a diet high in ALA. Food is always the first choice for meeting nutritional needs, however there are also supplements of omega3s which can be helpful in balancing out your diet. If buying supplements, make sure they are of good quality and from a reputable source.
So why is omega-3 fatty acid so important for health? Research strongly suggests omega-3s play an important role in reducing inflammation throughout the body, in the blood vessels, the joints and elsewhere. DHA also seems
to play a key role in memory and cognitive function, and may help reduce the symptoms of depression. Alexis Blueschke is a registered dietitian and community nutritionist with the Interior Health Authority.
HONEY MUSTARD AND LIME GRILLED TROUT 1-2 trout (cleaned, head removed) 2 Tbsp. mustard (coarse grain) 2 Tbsp. fresh lime juice 2 Tbsp. honey 2 cloves garlic (minced) 4 Tsp. low-sodium soy sauce 2 Tsp. lime zest Combine mustard, lime juice, honey, soy sauce, garlic and lime zest in a small bowl.
Lay out one piece of tin foil for each fish. Place trout with flesh facing upwards. On one side of the fish spread honey mustard sauce. Wrap fish securely inside aluminum foil. Wrap each fish in an additional piece of foil if cooking over the coals of a campfire. Cook seven to nine minutes per side, turning once. Cooking time will vary depending on the size of your fish.

QUADDING FOR A CAUSE The Greater Kamloops ATV Association held its annual spring ride on Sunday, June 9, on trails near Dominic Lake southwest of Kamloops. Some soggy weather early in the day made for muddy conditions in areas — a good thing for riders who like the adrenaline rush of potentially getting stuck. Every year, the club raises money for a charity. This year, proceeds from the ride and a silent auction allowed GKAA president Rick Vowles (left) and ride director Scott Linquist to present a $3,000 cheque to Julie Clayton of the Kamloops Therapeutic Riding Association. The gift of prophecy keeps on giving
I
WAS SITTING IN A PENTECOSTAL CHURCH SERVICE SOME YEARS AGO, AND THERE WAS A SHORT LULL BETWEEN THE WORSHIP SONGS. A man on the other side of the church stood up and said, “You will return to your own land and minister to your people, telling them of the love of God.” Now, at the time, the pastor of this church was a very gifted man, originally from Indonesia. Also in the service was another very dark-skinned man, likely from South India, who I didn’t recognize. At the end of the service, I approached the pastor and asked him, “Was that message for you?” I was thinking that God may have been calling him to return to Indonesia. He immediately said, “No, that wasn’t for me.” I didn’t ask him how he knew but he was obviously very certain. That left the stranger. I went looking for him, but he had already left. He was there the following Sunday, though, so I approached him after the service and asked him if he had heard the mes-

Quakers and Plymouth Brethren are examples of this. But, the practice is fairly common in Pentecostal churches as well, generally during a “quiet time” between segments of hymn singing. In the late 1980s, I worked as an employment counsellor for the federal government. I was considering advancing my career by competing for a managerial position. One came open in Merritt, so I applied and had an encouraging interview. But, as a practising Christian, I fasted and prayed over this major decision, which would mean selling my house and moving my family to a new community. As part of my decision process, I drove to Merritt for the weekend, but decided to worship at the local Pentecostal church prior to driving home. I didn’t know a soul in that church and told no one why I was there. During the lull, a man stood up on the other side of the church and said, among other things, “Do not seek another congregation at this time.”
The hair on the back of my neck stood up. I had been thinking that if I got the job and moved to Merritt, I would join this congregation. Clearly, God had other plans for me. Shortly after I returned home, I received a call from the head interviewer. I had won the job over seven other applicants. He was quite surprised when I said that I had decided against taking the job and tried to persuade me to change my mind. I didn’t tell him the real reason. Two years later, the government closed the Merritt office and everyone working there lost their jobs. I stayed put and ended up in a very satisfying career as a school counsellor and teacher. God answers prayer, and may use prophecy to do so. KTW welcomes submissions to its Faith page.
