IVE-YEARold Tristan Sabyan sat on the lap of her mom, Tanya Watkins, cuddling as she watched cartoons on television. Tristan’s dad, Cory Sabyan, sat by their side, enjoying the peaceful time with his family. Moments later, chaos erupted. Cory crouched by the fridge, clutching his blood-covered daughter. Tanya remained on the couch, in shock and pain. The family had become victims of crossfire from a violent June 4 fight in the suite above theirs in their rental home in Brocklehurst. A bullet allegedly shot by Trevor Wilvers went through the floor and into Tanya’s arm, blasting into her elbow and ripping through her bicep before lodging in her shoulder. Her bones were blown apart and pieces were
dragged throughout her arm. According to Cory, his wife, who now has nerve and muscle damage, was told by doctors she would never fully recover. He said the bones were so damaged many pieces could not be recovered and a metal rod has been inserted in her arm. Tanya cannot move her thumb or close her hand and she may need bone grafting. The family, stricken with fear, could not return to the home at 1734 Brunner Ave. after the incident, due to fear and anxiety. They are now staying at Tanya’s sister’s house in Merritt. “We needed a chance to gather ourselves,” Cory said, noting the couple has spent years struggling to make ends meet while working minimum-wage jobs. They have worked hard to ensure they did not need to rely on “the system,” he said, but with
Cory in need of surgery for another matter and Tanya a long way from recovering fully, neither are able to work. With no income outside of employment insurance, they cannot find an affordable place to live. When retrieving their belongings from the Brunner Avenue house, Cory discovered their home had been broken into and items were stolen. As he tried to pack up what was left, the loud banging from the upstairs unit sent him into a ball on the floor. Terror and fear pumped through him as he tried to collect his family’s belongings. “It was still so loud,” Cory said. “There was so much yelling and banging. “It was like they thought nothing had happened. They were still just partying it up.” The family was forced to sell belongings, including couches, beds and smaller items, as they had no place to store them.

The young family has looked for help, but is unsure where to go. The avenues they have explored have not panned out, Cory said, explaining their situation does not meet the proper criteria in many cases. “I guess if you get shot in your own home . . . ” Cory said, becoming flustered. “I don’t even know what to say.
The couple has been trying to keep their daughter distracted throughout the past month. Despite day care and constant outings, Tristan remains visibly shaken. She is scared of people she does not know and is very cautious about going to new places. “My five-year-old daughter is worrying about being safe,” Cory said. “That’s not something a little girl should be worried about.” Security is something with which the entire family is struggling. Cory and Tanya were sitting outside in Merritt
on Canada Day, trying to cool off in the evening and relax after a long day. Then the fireworks began. “We didn’t even think about them before then,” Cory said. His stomach began churning and the hair on his neck stood on ends as a chill went through his body at the first fireworks pop, which instantly brought him back to the moment of the shooting. They are unable to sit through a movie at the theatre due to the loud noises. Tanya is afraid to be left alone and there is always a sense of unease
even while sitting in their sister’s living room, 45 minutes from the scene of the shooting. “I am 32 years old and have been around and seen a lot,” Cory said. “Yet I never thought being at home with locked doors would be something I would need to worry about.” The family recently got a puppy to help with the feeling of unease. “It gives that added sense of security,” Cory said. They continue to search for a place to live, hoping to find a home somewhere on the outskirts of Kamloops at a rate they can afford. “We just need someone to help us out, something to get our feet back on the ground,” Cory said. “I don’t want my daughter to think the only safe place is her aunty’s house. “I need to let her know that her home is safe, but she needs a home.”

THE STORY OF ‘EVIL’ PART 2 OF 2 Kamloops This Week applied successfully in B.C. Supreme Court for access to the psychiatric and probationary reports on serial rapist Jack Froese, entered as exhibits during his dangerousoffender hearing, which ended last month with the court giving Frose such a designation. He is now serving an indeterminate sentence. In November 2011, Froese kidnapped and sexually assaulted a woman in Kamloops, the latest in a string of sex crimes he has committed. This is the story of Jack Froese, part one of which was published in the July 4 edition of KTW and which can be read online at kamloopsthisweek.com.

As an offender, Jack Froese has a number of triggers — chief among them pornography and drugs, according to psychiatric reports. During an in-custody interview with psychologist Lyne Piche last summer, Froese admitted to frequently viewing pornography and described the effects it would have on him. At the time of a Saskatoon hotel rape in 2004, Froese said, he was in a relationship with a girlfriend. “He stated that, at that time, their sexual relationship was good and that they had sex ‘a few times a day,’” Piche wrote. “He reported watching large amounts of pornography, including hardcore pornography that escalated into rape fantasies.” Piche pressed Froese on the transition in his mind from pornography to rape fantasies. “It just evolved into rape fantasies,” he replied. “I don’t know how or why it did. It just did.” Later in her report, Piche wrote of the role pornography plays in
Froese’s cycle of offending. “In file information, it is reported that Mr. Froese offends when he does not feel that he has any control over his life,” she wrote. “He begins with watching pornography, which leads to drug use and rape fantasies.” In his interview with Piche, Froese also identified drugs as a key factor in his offending — a trigger that had been noted by previous doctors. “When I do stimulants, I’m basically deviant,” he told her. That echoed a statement Froese made to psychiatrist Ron Chale just over a year earlier, on May 25, 2011 — 10 days after his return to Kamloops. According to Chale’s report, Froese blamed the Saskatoon rape on crystal meth. “If you’ve [n]ever been on crystal meth then you don’t know what you’re talking about,” Chale quoted Froese as saying. “That’s basically what caused me to have those thoughts.” Chale said Froese dismissed previous assessments that had labelled him a high risk to reoffend, accusing police of unfairly targeting him. “Mr. Froese went on a rant about the RCMP having it in for [him] and claimed that all of the charges since his second conviction for sexual assault [the Saskatoon hotel rape] have been ‘trumped up’ in an effort to undermine him and prevent him from moving forward as a productive citizen,” Chale wrote. “Mr. Froese also expressed anger and frustration about the information printed about him in the newspapers prior to his release, complaining that the publication of his name and picture has blocked him from making any effort to look for work, socialize, etc.” Chale wrote about asking Froese if he would consider taking part in
out-of-custody sex-offender programming. He was not receptive. “It seems like everyone wants a piece of Jack, and I’m sick of it,” Froese replied. “So, I don’t even want to think about that right now.” In his meeting with Chale, Froese was intent on receiving a prescription for medication to treat his supposed attention-deficit disorder, but the doctor refused. At first, Chale told Froese he would have to review his file. “That’s f---ing bulls-t,” Froese is quoted in the report as saying. “I was getting Concerta on the inside, so what’s the big f---ing deal?” Chale wrote he eventually agreed to write a prescription if Froese would undergo random drug screening. Froese did not agree to be tested. “The interview ended with Mr. Froese feeling very frustrated with this writer for refusing to provide him with a prescription for Concerta,” Chale wrote. The interview came near the end of Chale’s time as a psychiatrist on contract in Kamloops with B.C.’s Forensic Psychiatric Services Commission — the branch of government that works with law enforcement, the courts and the B.C. Review Board in dealing with offenders thought to be suffering from mental-health or psychiatric issues. Chale did not testify at Froese’s recent dangerousoffender hearing. Instead, his written report was entered as evidence. The two-year-old report was edited after KTW applied to be granted access and a new version was filed prior to KTW receiving a copy. Also entered as an exhibit was a list of admissions — facts agreed upon by Crown and defence — regarding Chale’s report.
Among th those were A facts including Froese’s flawless attendance at forensic-psychiatric appointments, Chale’s “trying to obstruct Froese from obtaining a stimulant prescription” during the interview described in the report, Chale’s limited review of Froese’s file prior to their meeting on May 25, 2011, and an error in the second-tolast paragraph of Chale’s report, in which he wrote: “Unfortunately, Mr. Froese is unwilling to participate in sex-offender treatment at this time.” To clarify, the admissions stated: “Dr. Chale did not offer Mr. Froese sex-offender treatment, and any reference to his refusing to attend same is in error.” Chale’s report was one of the documents kept in Froese’s file, which would have been accessible by probation officer Bernice Hammett, the Crown and doctors performing assessments of his mental health or likelihood to re-offend. It should also be noted that another psychiatrist, David Morgan, who assessed Froese on Sept. 8, 2011, came to the conclusion Froese does not have attention-deficit disorder — pointing to one of his crimes as proof. “There is no current evidence of affective symptomology, nor symptoms, of attention-deficit/ hyperactivity disorder,” Morgan wrote. “The fact Mr. Froese was able to plan the second sexual assault [the Saskatoon hotel rape] in considerable detail, in my opinion, mitigates against a diagnosis of attentiondeficit/hyperactivity disorder, though he may have suffered from this as a child.” ‘I DON’T KNOW REALITY’ Froese has been convicted of three sexual assaults, but he’s been suspected of at least two

In addition to a 1993 alleged incident involving his family member, Froese became a suspect in an attempted sexual assault on the campus of the University of Regina while on parole following the Saskatoon hotel rape. “According to file information, he approached the adult victim who was working alone at the university,” Piche wrote.

Katrina Young is existing in a haze of doubt, confusion and massive grief. But, if there’s one clear thought in her mind right now, it’s this — “I shouldn’t have to plan my husband’s funeral ‘till I’m old. My daughter didn’t deserve to lose her dad.” That’s the reality the 34-year-old now wakes up to each day and goes to sleep with each night after her husband, Mike Young, was found dead on the walkway at the northwest end of Overlanders Bridge on Thursday, June 27. Police have not released much information about the murder of the 32-year-old, also known as Michael Hauk, other than to assure the public the death is an isolated incident. Katrina was in the hospital the day of Mike’s death — and her friend, Lee-Anne McClelland, said doctors want her back. Katrina knows Mike came to see her just hours before he was found dead. “He brought me some food, but
he didn’t stay long. He said he was just going to walk home.” Mike had been working at New Gold, one of the employees charged with drilling ventilation tunnels for the mine. He lost his job recently, Katrina said, and she saw him start to slide a bit back into some of his old habits. “He got me cleaned up,” she said. “He went to rehab with me and he got me cleaned up. And he was, too.” She said Mike struggled with emotions from the death of his sister, Marlene, six years ago — and had given their daughter, three-yearold Kennedy, his sister’s name as her own middle name. Katrina said she’s known Mike “since he was a punk teenager skateboarding around Thompson Park Mall,” and they’d been together for many years. They had been talking about a formal, legal wedding sometime soon. Lee-Anne knew Mike even longer, having grown up in the same neighbourhood. As they grew older, they lost touch and Mike moved away.

Lee-Anne was taking a course with Katrina a while ago, she said, and Mike arrived. They started talking. “And we knew the same people, the same places and I looked at him and realized it was Mike.” She last saw him just a month ago when he snuck up behind her in a line at a Tim Hortons outlet, giving her a big hug and lifting her up off the ground. “He said he’d see me soon,” Lee-Anne said, “and that was the last time I saw him.” Katrina is organizing two funerals — one for family and close friends and one for others who knew Mike. “I want it to be a celebration,” she said. “But, I’m so devastated. He wasn’t a bad person. He was just so awesome. He took good care of his family. He loved his daughter and he loved me. “He gave us such a good life.” On Friday, July 5, Katrina joined friends at the site of Mike’s murder to leave a wreath and a can of his favourite beer, Old
Milwaukee. Inside the circle of flowers were the words, “Forever Young.” •••• Katrina’s father has spoken out on the murder, although he acknowledged it’s difficult to know what to say. Steve Smith, owner of the Automotion vehicle dealership in Dallas just wants anyone who saw his son-in-law either before or during his murder last month to come forward. “Someone had to be there. People walk there,” Smith said. “I just don’t know what else to tell you. Someone saw something.” Police are also hoping anyone who was in the area, particularly between 7 p.m. and 7:35 p.m., will contact them, as well as anyone who interacted with Young in the days prior to the murder. Although some media reports have indicated a heightened level of fear among marginalized people — the site of the murder has often been a place where homeless people have camped — the head of the New Life Mission sees nothing to

reflect the mood indicated in those reports Stan Dueck, the mission’s executive director, said he talks with many people who come through the mission’s day program or find some quiet time in its thrift store and has not heard anyone speak of fear or violence. “I haven’t heard the fear word at all,” Dueck said, “and none of the managers have mentioned it to me — and they would know.” Dueck said only a couple of mission clients told staff at the facility they knew Young and the murdered man had not been a client of the agency. Smith said the incident that has shattered the lives of his family may come down to being at the wrong place at the wrong time. But, he reiterated, someone else had to be going through that place when Young was there — and Smith hopes they do the right thing and call the police. A Kamloops woman whose husband died a few weeks after an alleged assault at the Overlander Extended Care facility in June said it’s now up to police and the B.C. Coroners Service to keep the story of what happened to him from getting twisted. Vera Shippobotham said since she stepped forward about the death of her husband, Jack, she and her daughter have seen officials with the Interior Health Authority try to spin what happened at the care home. “We’re starting to get rebuttals in what’s really happened and all it does is start to make me more angry,” she said. Shippobotham and her family believe Jack’s death was a result of an assault by another patient in Overlander’s Blueberry Lane, the
area of the care home reserved for patients with Alzheimer’s and dementia-related diseases. The attack left Jack, 79, with multiple fractures. He died about three weeks later. Shippobothan said the IHA seems to be backing away from any responsibility for her husband’s death, noting there have been suggestions in the media that Jack was fighting with the patient who attacked him. “Jack never fought in his life,” she said. “He was a gentle person.” The family is hearing from others who say their relatives at Overlander were also attacked by the same patient, who Shippobothan was told is territorial about his private room and can respond violently to intrusions.
The attack was the last in a string of incidents that worried Jack’s family during his four months in IHA care. Shippobothan said Jack hadn’t been in the facility long before he had acquired a pair of black eyes. Staff told her he had run into a shelf and Jack’s dementia had advanced to the point where he couldn’t speak to tell her what had happened. All told, Shippobothan said, her husband had three sets of black eyes in his time at Overlander. “We had meetings with them. They would say, ‘Oh, we’re going to be careful. He’ll be fine,’” she said. “A week went by and he seemed to be fine and then they called to say he’d been assaulted by another resident,” Shippobothan said. “And now they want to say
they didn’t say that.” Karen Bloemink, the IHA’s executive director of residential services, said an investigation into the incident is ongoing, noting the health authority’s licensing department is also reviewing the home’s practices. Bloemink said it is too early to determine if the IHA bears responsibility for Jack’s death. “These kind of incidents, in terms of frequency, occur very infrequently. So, I couldn’t comment at this time based on where we are in our investigation,” she said. Bloemink said verbal and physical altercations between patients aren’t uncommon on Blueberry Lane, but the level of escalation seen in this case is rare. “The severity of this situation is what’s unusual,” she said. Bloemink said each resident has a care plan
that deals with particular triggers and issues that patient may deal with, and strategies to avoid attacks like this one would be part of that plan. She said it is not yet clear why that plan failed. “We know that there are many variables that influence a situation like this,” she said. “It could have been the time of day, it could have been the presentation. There are a number of variables.” The other patient involved in the alleged attack has been moved out of the home. Bloemink said she couldn’t comment on whether he would return to Overlander. “We’re in the midst of stabilizing the situation with that other individual and establishing what the best plan of care will be for him,” she said.

Fatal-crash hearing continues By Dale Bass STAFF REPORTER

A hearing to decide if Wayne Fedan will eventually stand trial in connection to the deaths of two Kamloops people will reconvene in B.C. Supreme Court today (July 9). The voir dire — a trial within a trial — that is addressing defence lawyer Sheldon Tate’s issues about how evidence was gathered was scheduled to continue on Friday, July 5, but Tate asked for additional time to review documentation of which he said he had been unaware until recently. The documents have to do with blood samples taken from Fedan while he was in Royal Inland Hospital after he was found injured at the scene of a truck rollover on March 20, 2010. The accident on MacKenzie Avenue in North Kamloops killed Brittany Plotnikoff, 20, and her boyfriend, Kenneth Craigdaillie, 38. All three had been at a party just hours before the accident occurred. Plotnikoff’s body was found on the ground;
Craigdallie’s was in the truck. Tate has asserted Fedan’s rights were violated by responding police and emergency personnel. During the voir dire in front of Justice Deborah Kloegman of Vancouver, Tate questioned investigating officer Mike Penman, a constable with the Kamloops RCMP who, at the time of the investigation, had been a Mountie for just three years. Penman has testified he felt overwhelmed at the scene he encountered as his search for a reported erratic driver on the North Shore ended at the rollover in the 700-block of MacKenzie Avenue. He testified he recited Fedan’s Charter rights from memory, rather than reading them from the card all police are required to use to ensure rights are explained completely to anyone being arrested or detained. Penman also testified he failed to deliver a secondary warning, another police step required when it is unclear if any other officers have
spoken with a suspect before the investigation actually begins. It is designed to address any promises or threats an officer may have delivered, court was told. Kloegman also heard
testimony from a paramedic who rode in the ambulance with Fedan. The paramedic said he heard Fedan state he had been driving the truck that crashed. Penman was not in
the ambulance, having asked an auxiliary RCMP officer to ride to hospital. If Fedan’s trial proceeds following the voir dire, it is scheduled to be held next year.

The city does its best to police the beaches in Riverside Park but, if someone wants to splash in the water after 11 p.m. — when city parks close — it is difficult to stop them, according to Jeff Putnam, the city’s parks and facilities manager. In the past month, two young men were seriously injured after diving into the South Thompson River in the early morning hours — between 2 a.m. and 3 a.m. On June 29, a 25-year-old man from the Kootenays was injured when he dove into shallow water. He was taken to Vancouver General Hospital. On June 3, a tree planter from Comox suffered head and spine injuries when he dove into the river. Putnam said the city has a contract with a security company to patrol the parks and said bylaws officers also check the park, but noted they can’t be there at all times to stop people from trespassing and heading for a dip. Kamloops RCMP Const. Cheryl Bush said the two incidents involved people from outside Kamloops and she speculated they may have been unaware of the depth of water they were entering. She added with the river running high, floating debris adds to the potential danger. Bush said visibility would have been limited in the early-morning hours, further adding to the potential for injury. She said there were no confirmed reports alcohol was involved in either incident. “However, we certainly all know alcohol and water sports don’t mix,” Bush said. Putnam noted gates are locked at 11 p.m. at city parks, but conceded there are plenty of other access points to the land and water.

Over-budget bike path shows strong usage By Andrea Klassen STAFF REPORTER

It wasn’t quick or cheap to build, but now that it’s here, the Valleyview bike interchange is well on track to beating its first-year traffic goals. City transportation co-ordinator Colleen Lepik said that between mid-October 2012 and mid-June of this year, a pedestrian counter on the overpass’ north lane has logged nearly 84,000 trips. “When we had originally applied for our Bike B.C. funding, we had projected 85,000 trips per year,” Lepik said. “So this is great because that’s not even a full year. We’ll definitely surpass the estimate.” The interchange, which connects Valleyview with the Rivers Trail, took more than three years to build and ran well over bud-
get — by more than $1 million — with questions about its use cropping up again this year during the city’s budget input sessions. “I think there was a lot of skepticism from some people because of the length of time it took to get it constructed and cost and that sort of thing,” Lepik said. “But, I think there was a lot of really positive response afterwards when people went, ‘Ah, OK, now that it’s here, now that we’re using it, it’s a good thing.’” Lepik said the counter cannot differentiate between pedestrians and cyclists, so it’s not clear exactly who is using the interchange. But, when city staff were out at the interchange as part of Bike to Work Week, Lepik said it did seem like a “significant” percentage of the traffic was on two wheels. “I think that a lot more people are getting out and venturing and

Paish’s comments came after a Kamloops datasecurity expert, whose information was on the hard drive, called KTW with his concerns. Paish stressed that the information is protected by two layers of security, the first being a highlevel password. Paish said it was not a booting password, but is on the hard-drive information itself. Paish said secondary protection is proprietary software made specifically for LiveLabs. “Anyone who understands what proprietary means would know that,” Paish said. A computer hard drive dedicated to printing electrocardiogram reports went missing in January after a computer from Kamloops was sent to Burnaby to be reconfigured. The missing hard drive contains personal information of 16,100 patients in the Kamloops area. Paish said anybody with concerns can call her directly, noting if she does not know the answer to a question, she will direct callers to the company’s IT department. Paish said LifeLabs does not believe information on the hard drive is at risk. Get ready for more BC Hydro rate hikes on your bill

HERE’S A NEW sheriff in town for BC Hydro and it didn’t take long for the political range war to
resume. The new sheriff, Kootenay East MLA Bill Bennett, found himself on the barricades as soon as he got the hugely complex responsibility for energy and mines. His saddlebags bulge with reports on BC Hydro’s seemingly runaway costs, along with Premier Christy Clark’s “core review” to cut $50 million a year from government operations. NDP energy critic John Horgan highlighted the latest BC Hydro troubles in his assault on the B.C. Liberal budget. First there was a $140-million cost overrun on the Northwest Transmission Line, under construction north from Terrace to the tiny Tahltan village of Iskut and adjacent mine properties. Then BC Hydro revealed results of an audit of its earthquake preparedness. “Condition red” was the key message. Basically, the sprawling utility has disaster plans for each of its dams or other power facilities, but no overall way to get the provincial power grid back up after a major earthquake. Horgan recited his list of BC Hydro sins after a decade of meddling by the BC Liberals: Huge deferred debt revealed by the auditor general, enormous liabilities for private-power contracts and more rate increases Bennett has already admit-

VICTORIA ted are on the way. And now they can’t even keep us safe from the big one. Bennett fired back. About $2 billion of that debt is for seismic upgrades for the 80-year-old Ruskin Dam in Maple Ridge and the equally frail John Hart Dam on the Campbell River, built with wooden water pipes. Major BC Hydro works slowed down after completion of the Revelstoke and Mica dams in the 1980s — and now the work is more expensive. The Northwest Transmission Line is a partnership with Imperial Metals, which wants to power its Red Chris copper-gold-silver mine. Bennett said the company is not only paying for the last section to Iskut and the mine site, but pitching in for the main line as well. Ottawa paid $130 million to get remote communities off decades of dependence on diesel generators. AltaGas, owner of one of those private-power projects in the region, put in $180 million to get connected to the grid.
The line will open up more mining and hydro possibilities. The cost overrun traces back mainly to the shortage of high-skill labour, such as geotechnical engineering, the remote region already faces. And this is before natural-gas pipelines and liquor natural-gas plants gear up. Bennett takes over from the last sheriff, Rich Coleman, who put BC Hydro through the wringer in 2011. Coleman soon abandoned his idea of putting off the Ruskin and John Hart upgrades (again) to keep rates low through the election and saw the B.C. Utilities Commission jack up the rate increase to seven per cent to help slow the ballooning debt. What’s ahead for rates? The utility is looking for 32 per cent in the next three years, said energy lawyer David Austin. He calculates only 2.5 per cent is attributable to increased private-power costs. Among other things, BC Hydro needs regional emergency centres capable of functioning after a Japansized quake, plus expansion. Bennett came clean on another reason for rate increases — the government’s increasing dependence on taking a “dividend” as BC Hydro’s lone “shareholder.” The newly updated budget tells us this annual “dividend” is past $500 million and rising fast: $545 million this year, $611 million next year and $684 million the year after. tfletcher@blackpress.ca
There are far more questions than answers about the horrific train derailment and subsequent explosions that destroyed part of the downtown of historic Lac Megantic, Que., on the weekend. It is quite likely the death toll will be close to 50 people, as 13 are officially dead and close to 40 are missing. They had little chance, with a 72-car unmanned train of tankers from the Montreal, Maine & Atlantic Railway filled with crude oil piling up and quickly turning into a fireball, just metres from where they worked or slept. This tragedy is causing people across Canada to think more closely about the trainloads of goods that pass by their homes and businesses every day. In Kamloops, there are two very busy rail lines. Both pass through populated areas and transport a wide variety of goods — including hazardous chemicals, refined petroleum products, coal and, yes, even crude oil. One line, owned by Canadian Pacific, goes through downtown Kamloops. It is home to many trains carrying a variety of goods. The Canadian National line travels through the Tk’emlups Indian Band where, a few years ago, a stubborn fire sparked by a passing train prompted calls from the band for better safety procedures. Both railways carry products that are an important part of our daily lives — and rail is generally a safe way to haul these goods. But, the Lac Megantic tragedy reminds us to be fully aware of what surrounds us, to insist rail companies follow good safety practices and to ensure local governments, and particularly fire departments, are fully aware of the scale of a fire involving petroleum products and other hazardous goods — no matter how they are transported.

We’d be better off hiring monkeys to run city Editor: Re: KTW’s front-page story of July 4 (‘City managers’ pay rises 15-20 per cent’): “If you pay peanuts, you get monkeys.” It’s a line countless B.C. mayors and senior administration officials fall back on when responding to local ratepayer sticker shock over obscene pay packets at city hall. Maybe it’s time to hire the monkeys; they have smaller fingers and can retrieve the millions of dollars that fall through the cracks, such as the lost $2 million from the Valleyview bike path that started at $1.8 million, graduated to $4.2 million and ended at $6.1 million, depending on who is telling the story. In Kamloops, though, we have an
unusual twist — we have grossly overpaid monkeys with large fingers and an inept administration to boot. When was the last time any of the readers of this newspaper received a 15 per cent or 20 per cent pay raise? This has come about because of the completely incompetent politicians we elect, who routinely roll over like puppies to get their belly rubbed while approving very questionable pay raises for senior staff. B.C. municipalities are now supporting a class of bureaucrat that is so far removed from reality that they are next to useless. The next time Kamloops is looking for a senior administrator, we should put the job up for bid, like the city is supposed to do for most of its purchases.
That way, maybe we will get what we pay for. The real sad part of this wage debate is that the fine citizens of Kamloops get twisted out of shape with the chump change we pay elected incompetents, then look the other way when they find that an obscenely overpaid administration allows a simple bike path to go 50 per cent over budget in a project that amounted to a $2-million screw-up. By the way, I see that boys and girls at city hall are still going to Japan this fall, after pleading poverty just before handing property owners a 3.55 per cent tax increase. Ken Barry Kamloops

Radioactive material recovered POLICE BEAT A Troxler portable gauge, model 3440, has been found, much to the relief of police.
An engineering gauge containing readioactive material has been found, weeks after it vanished from a stolen truck. On the morning of Sunday, June 16, a brown 2011 Toyota Tacoma had been stolen sometime overnight from a residence on Pleasant Street in South Kamloops. Later that day, the vehicle was found in the downtown area and, among items stolen from the truck was a Troxler portable gauge, model 3440. The device is used in geotechnical engineering to measure the density of asphalt, soil, aggregate or concrete. Within the device is a capsule that contains radioactive material. The device was found this week in some bushes not far from where the stolen vehicle was recovered.
Plenty of charges from domestic row A 45-year-old Kamloops man is facing a multitude of charges after RCMP responded to a domestic dispute in the 1000-block of 13th Street on Tuesday, July 7. Officers were called to the North Shore home there at about 7 p.m., where they found a man who had been in an altercation with a male and female in the house.
The man spoke with officers in the front yard and then started yelling at them, trying unsuccessfully to take one of their guns and telling them to shoot him. Officers were able to subdue the man. Terry Louis Oppen will next appear in court on Tuesday, July 22, for a bail hearing. He is charged with three counts of assault, three counts of breach of an undertaking or recognizance, two counts of uttering threats, one count of uttering threats to burn, destroy or damage, one count of assault with a weapon and one count of willfully resisting or obstructing a peace officer.
Did you happen to lose your jet ski? On Friday July 5, a Kawasaki jet ski was seen floating in the river near Kamloops Airport. The watercraft was recovered, but Mounties have been unable to find the owner. Police are asking for the owner, or anyone with information, to call 250-828-3000.

tried to take his backpack. In the fracas behind the pub at 726 Sydney Ave., the victim was injured and taken to Royal Inland Hospital, where he was treated and released. The male suspect is in his late 30s and was wearing a white shirt, dark-blue jeans, a green or tan baseball cap and was carrying a black backpack. The female suspect is also in her 30s and has a medium build
with brown shoulderlength hair. She was wearing a dark-coloured T-shirt. Anybody with information on the mugging is asked to call police at 250-828-3000.
Bear spray used as weapon in robbery Kamloops RCMP are looking for a man who robbed the Brock Centre Liquor Store in Brocklehurst on Thursday, July 4, just before 11 p.m.
The man was dressed in black wielding a can of bear spray when he entered the store at 1800 Desmond St. He demanded and received cash and fled in a lifted black Dodge pickup truck with a stolen B.C. licence plate — AP3554. The vehicle has not been found. No one was harmed during the incident. Anybody with information is asked to call the Battle Street detachment at 250-828-3000.

Years earlier, in 2004, when Froese was arrested following the Saskatoon hotel rape, police found a diary in his bag containing a description of the rape and other sex assaults. Piche described the diary in her report. “It was written by Mr. Froese,” she wrote. “In this book, he wrote that he enjoyed molesting ‘girls as they sleep’ and wrote about drinking alcohol with 13- to 15-year-old females, purposefully getting them intoxicated and then committing sexual assaults when they were unconscious. “Detailed in this book was the abduction of a mother and daughter and their combined sexual assault.” Froese told police the writings were fictitious. “I don’t know reality,” he said. “I don’t know dreams or reality.” ‘THE DEFINITION OF PSYCHOPATHY’ Under the Criminal Code of Canada, the dangerous-offender label slapped on Froese is a tag that will be with him for the rest of his life. Dangerous offenders are housed in fed-
eral institutions and are offered the same access to programming as other federal inmates. So, Froese will once again have the opportunity to undergo sexoffender treatment. There’s also the chance he could one day be paroled. The Criminal Code allows for dangerous offenders who are sentenced to indeterminate jail terms — like the one handed to Froese — to apply for day parole within four years of the commencement of their incarceration. They are eligible to apply for full parole after seven years. That means Froese will have the opportunity to prove to the National Parole Board he should have the right to reside in the community. But, according to Piche’s findings, it will be an uphill climb. The parole board looks at factors like an offender’s criminal history, their behaviour while in prison, whether they underwent programming while incarcerated and their release plan before making a decision. According to Piche’s report, Froese will have a hard time satisfying the board unless he turns a corner — something she said would be unlikely in his case. Piche called Froese “a poor treatment candidate” and said his personality will likely make programming ineffective. “Mr. Froese presented with a lack of empathy and consideration for others within his environment,” she wrote. “His personality characteristics are characteristic of people who do not consider others and who are motivated by their own personal needs or desires. This is a significant risk factor for Mr. Froese. “It is unlikely that

Mr. Froese’s behaviours would be modified as a result of further program participation.” Piche concluded her report by calling Froese a “very high risk to reoffend” and said efforts to supervise him in the community would place an unrealistic burden on
justice officials. “Mr. Froese presents with personality features consistent with the definition of psychopathy,” she wrote. “The combination of sexual deviancy and psychopathy place individuals at a particularly high risk for re-offending.”

Olynyk impresses in debut, signs contract with Celtics Life is pretty swell for Kelly Olynyk. The seven-footer from Kamloops drained 25 points in his NBA Summer League debut and signed a rookiescale contract with the Boston Celtics on Sunday, July 7. “Terms of the deal were not announced, but the rookie pay scale
is set at $1.66 million for the 13th pick in the draft,” according to celticsblog.com. “Teams are allowed to pay up to 120 per cent more — which most NBA teams usually do — so it’s likely Olynyk will have a firstyear salary close to $2 million.” The South Kamloops

Smith inks three-year entry-level deal with Avs Colin Smith of the Kamloops Blazers signed an entrylevel contract with the Colorado Avalanche on Friday, July 5. Smith will attend the Avalanche’s training camp later this summer and will play next season with either the Avs, the Lake Erie Monsters of the American Hockey League or the Blazers — although a return to the WHL is unlikely. According to capgeek.com, Smith’s salary in Year 1 of the deal is $60,000 when playing in the AHL and $620,000 if playing with the Avalanche. He will be paid to scale for time spent in either league. Should, for example, Smith be called up for one month in the NHL, he will be paid on the
NHL scale for that time period. Smith is due to receive three $70,000 signing bonuses, one for each year of the contract, according to the website. He was picked by the Avs in the seventh round of the 2012 NHL Entry Draft. Smith last season became the first Blazer in 10 years to eclipse the 100-point plateau, racking up 40 goals and 106 points in 72 games. The 5-foot-11 forward is 14th all-time in Blazers scoring with 271 points in 272 games. He has played a franchise-record 247 consecutive regularseason games. Smith was selected by the Blazers in the first round of the 2008 WHL Bantam Draft.

Sun Peaks adds national events to 2014 slate Highlighting a weekend of mountain biking at Sun Peaks Resort was an important announcement. Sun Peaks Resort Corporation director of sales and marketing Anne Haight was happy to report the resort will host both the national downhill and cross-country marathon mountainbiking championships in 2014. “We are thrilled with the news,” Haight said. “This is yet another nationally sanctioned race event which adds credibility to our worldclass bike park. We are expecting another 200 downhill racers and 500 cross-country mountain bikers for the 2014 races.” The national downhill championships will be held on July 12 and July 13, while the dates for the Canadian crosscountry marathon championships have not yet been determined. The announcement came on the heels of some impressive finishes from local riders in Canada Cup and B.C. Cup downhill races on the weekend at Sun Peaks. Jaide Foster won gold in the junior women’s division; Kelly Kozevnikov was first in the 30-and-over citizen women’s category; Cheryl Beattie earned silver in the master 30-and-over women’s division; Kyleigh Stewart won gold as the only competitor entered in the under-15 women’s division; Levi Koroscil was second in the 19- to 29-year-old citizen men’s category; Kurtis Walton was second in the senior men’s division; and Tristan Klausat won silver in the under-19 citizen men’s category.

2013 BC SENIORS GAMES
Kamloops will host the 2013 BC Seniors Games from Aug. 20 to Aug. 24, 2013.The city is expecting more than 3,500 athletes, ages 55 and up, to attend the Games, which will feature 25 events, ranging from cribbage to ice hockey. The BC Seniors Games Society is a volunteer non-profit society funded by the provincial government and in co-operation with the BC Games Society, which event manages the Games. Kamloops can expect an economic impact from the Games of more than $2 million. KTW continues its biweekly feature page, with each page focusing on one of the Games’ events.

You’re never too old to start — and that was the case for Elizabeth Naylor and water. “I never did competitive swimming until I was 73,” said BC Summer Games Zone 8 swim co-ordinator Elizabeth Naylor. Naylor learned how to swim as a child, but she became interested in swimming competitively through a friend and has continued because of all the benefits. “I like the people that swim — they are quite enthusiastic,” Naylor said.

Another reason for swimming competitively is for the confidence it gives her. “It’s not just because of winning a medal; it’s about being confident in swimming in front of a crowd,” Naylor said. Within the BC Seniors Games, there are eight individual age categories and three relay group age categories, with 20 different swimming events from which to choose. The swimming events range from 50-metre breaststroke to 800-metre freestyle to a 4X25metre medley relay. All competitions will take place over a threeday period.

You wouldn’t know it from looking at him today, but Rocky McAfee was bullied when he was a kid. Now, the owner of Rocky’s Tattoo Parlor in downtown Kamloops has turned the experience into a book — and the reviews have been great. “The response has been really good,� he said. “The people that are reading it are reading it quite fast. They said it’s definitely been a real page-turner.� The book, Dog with a Bone, is available at McAfee’s tattoo shop, Chapters, The Book Place and Bookland locally, as well as online at amazon.ca. It’s also been published in electronic form for those with e-readers. Dog with a Bone tells the story of Sunny Kruzic and his dog, Babe, living in the Lower Mainland — McAfee’s old real-life stomping grounds. “He [Kruzic] was bullied growing up and, when he grew up, he began to see the way the lenient Canadian laws were,� McAfee said of his protagonist. “He took the law into his own hands.� Think The Star Chamber meets Mean Girls meets Dexter. McAfee has been in Kamloops for two decades after growing up in the Vancouver area. “I’ve been here 20 years, tattooing the whole time,� he said. “There was just too much going on on the Coast — too much traffic. I was looking for a slower pace of life. And the air. Down on the Coast, I was actually becoming asthmatic from the pollution.� McAfee said Dog with a Bone is a culmination of a life-long love of writing short stories. “I always wanted to write a book,� he said. “I just never could find the time for it, so I just made the time for it.� The author also drew on his own personal experiences. “I was getting bullied,� McAfee said, referring to his youth in Vancouver. “I basically stood up to them at one point in my life and that’s kind of the basis for the book.� McAfee said he’s already working on a sequel. Farm2Chefs fundraiser returns to Kamloops There will be no shortage of good, local eats later this month as the Farm2Chefs fundraiser returns for its fourth year. Billed as “a local culinary grazing event,” Farm2Chefs’ fundraiser will bring together more than 20 local restaurants, pubs, breweries, wineries and caterers to showcase the best of what local farmers and producers have to offer. Chefs will create tasty one-bite dishes, local wineries and brewer-
ies will pour some of their fine beverages and live entertainment — courtesy the Henry Small Band — will be on stage. Money raised will go toward the Farm2Chefs Grant — a fund available to local farmers and foodsecurity groups. The City of Kamloops and the BC Lottery Corporation will be rocking out with big plans for this year’s 20th-anniversary season of Music in the Park, now into the second week of a summer-long run. The original concert series was launched in 1993 to celebrate the Canada Summer Games and is now the longest-running music festival in Kamloops. The free event has run outdoor concerts every night for two months every summer for the past 20 years and has entertained more than a half-million people in its history. “I’d like to acknowledge all the people who help bring this great summer tradition to life, in particular Henry Small, who does an incredible job of organizing the entertainment.” Kamloops Mayor Peter Milobar said. “Henry has assured me that this year will feature one of the strongest lineups of entertainment by local, national and international musicians.” BCLC is the longest-running sponsor, supporting the event since its inception. This year will also include a special celebration of the 20-year milestone, including BCLC featuring the Midsummer Music Jam at Music in the Park on Aug. 1. The animal has fibromatosis, a common skin disease of deer, though Edward said this is the most dramatic case he has seen. “Deer with fibromatosis are generally unaffected by the condition, unless the location or size of the tumor impedes normal movement, feeding or vision,” Edward said. “As the disease is self-limiting, the fibromas tends to regress over time. I sure hope the one that blocks her right eye regresses soon. She was accompanied by a nice, little two-point buck.”

At this writing, fuel consumption was still being determined. Active fuel management allows both V8s to switch to four-cylinder mode to save fuel during light-load driving. In announcing the High Country at a press review of the full line of its 2014 pickups held in Deer Lake, Nfld., Chevy officials said that besides the 6.2-litre V8, there will be few options due to the long list of standard equipment. These include a chrome rear bumper with Chevy’s CornerStep, integrated trailer-brake controller, sunroof, navigation and a rear-seat entertainment system as well as a High Country Premium Package that includes heated steering wheel, driver-alert package, adjustable pedals and integrated trailer-brake controller. If you’re looking for driving impressions, there are none. Chevrolet had one model at the 2014 Silverado press launch, which no one was allowed to drive, probably because is was the only one in the country and Chevy didn’t want anyone to bend it. But, having driven the 5.3-litre crew cab in both LT and LT trim levels, the overall impression was one of immense solidity, with very little cabin noise intrusion. Full driving impressions of the 2014 Silverado will appear shortly on these pages. Pricing? Well, that’s the big question. GM Canada has not set a price but the Ram Laramie Longhorn starts at

This fully functioning submarine car was designed and fitted to travel underwater and has never before been offered for sale. Used to incredible effect in the film The Spy Who Loved Me, starring Roger Moore, the white Lotus commonly tops the polls when generations of movie fans are asked to vote on their favourite film cars of all time. Like all the best Bond cars, the Lotus was a veritable war chest of weaponry and gadgetry, all designed to fox and foil the enemy, while also helping Bond to another victory. Big Little Science Centre opens today in new location The Big Little Science Centre has successfully moved from the former George Hilliard elementary to Twin Rivers Education Centre/ Happyvale elementary and will reopen today (Tuesday, July 9). Standard summer hours resume at 655 Holt St., with the science
centre open Tuesdays to Saturdays from 10 a.m. to 4 p.m. In addition, the centre will feature daily through the summer an 11 a.m. static-electricity show and a 1:30 p.m. surprise show. The Big Little Science Centre is also offering summer camps.
The junior camp is full, but there are still a few spaces available in each of the other three camps. • July 15 to July 19: Girls-only Robotics Camp, 9 a.m. to 3p.m., for ages 10 and up. Campers will design, build, make their own robot.
• July 22 to July 26: Senior Science Camp, 9 a.m. to 3 p.m., for ages nine and up. Camp will feature rockets, explosions, invertebrates, shows and surprises. • July 29 to Aug. 2: Robotics Camp, 9 a.m. to 3 p.m., for ages 10 and up. Campers will design,

Work to begin on widening Trans-Canada Highway east of Kamloops A project to widen 10.5 kilometres of the Trans-Canada Highway east of Kamloops should create about 140 jobs. The $28-million construction plan, which will see the stretch of highway widened from Monte Creek to Pritchard and from Pritchard to Hofffman’s Bluff, is expected to begin this summer. A Kamloops company, 672462 Ltd., has been awarded
the two contracts that make up the work. The work between Monte Creek and Pritchard involves widening a 7.5-kilometre stretch of the highway to four lanes, including a grade-separated interchange at Pritchard. It should be complete by the summer of 2015. The Pritchard-to-Hoffman’s Bluff contract involves wid-
ening a three-kilometre part of the highway to four lanes and building a safer intersection at Stoney Flats Road. It should be done by the summer of 2014. The provincial government has committed to spending $650 million over a 10-year period along the highway between Kamloops and the border with Alberta. It is anticipated this program will create 3,300 jobs.

The famous 7-Eleven Slurpee is turning 44 this week and the convenience-store chain is giving away the summer favourite for free. On Thursday, July 11, 7-Eleven stores across Canada will be giving away almost 750,000 12-ounce Slurpee drinks. For Kamloops, that means 7-Eleven stores in the Tournament Capital will be giving away about 6,000 Slurpees on Thursday.
The eight chargers for electric vehicles at Thompson Rivers University are ready for use. The university received funding from the provincial government for the eight charges — and two at its Williams Lake campus — last fall, with Victoria providing 75 per cent of the cost to install the stations, to a maximum of $4,000 each. At the time the project was announced in September, TRU’s vice-president advancement, Christopher Seguin, said there were no statistics available on the number of electric-powered cars on campus but, by providing the charger stations, the university was making it more attractive for people to buy them.
Royal Inland Hospital plans to install new equipment in its diagnostic-imaging department. The Interior Health Authority has posted a request for proposals for the work, which will cost about $1 million. The work includes buying a new multipurpose fluoroscopic system, equipment used by doctors to obtain real-time moving images of the insides of a patient.

Mike is survived by his loving wife of 57 years, Judy. He will be sadly missed by their children, David (Laura - predeceased) Waddington and granddaughters Michelle and Elizabeth; Lynn (Patrick) Vicars and grandchildren Andrew, Michael and Megan; Anne (Gary) MacDonald and grandchildren Chris (Tyler) Matuschewski, Janet and Scott and great grandchildren Colton and Jordan Matuschewski. Also survived by his brother Peter (Margaret), many relatives, nieces and nephews. Mike was born in West Hill, Ontario on October 15, 1930 to Wilfred and Esther Waddington and grew up there with brothers Peter and John. In 1953, he moved west to Edmonton with the Hudson’s Bay Company where he met and married Judy. In 1959, they settled in Kamloops raising their 3 children. Mike worked in electronics, photography, retail and construction before finally settling into his much loved career teaching elementary school children. On retirement in 1989, Judy and Mike had many travelling adventures. One summer, they cycled and rode the trains from British Columbia to Newfoundland. Golfing at Rivershore and tournament play filled many happy hours. Life was especially enjoyed taking part in the lives of their extended family. They bought a van in order to take grandchildren on many adventures often ending up at the family home for a sleepover, or at a Provincial Park having a wiener roast. They were often found cheering on the sidelines of the grandchildren’s various activities. Mike’s adventures slowed down as Alzheimer’s hindered him, but Judy and Harley (their dog), were his constant companions making sure that he was comfortable and happy. There was no better a day than when he had a cup of hot chocolate, Harley on his lap with Judy at the wheel going for a drive in the woods, or visiting friends. With the help of family and friends, Mike and Judy were able to stay together in their home for many years. Our deepest gratitude goes to Betty, Phil and Joy whose care and devotion will never be forgotten, and the nursing staff at RIH and Ponderosa Lodge who cared for him over the past 4 months. A Celebration of Life will be held on Tuesday, July 9 at 11 a.m. at St. Paul’s Cathedral, with Louise Peters, Dean, officiating. Refreshments will follow the service in the Parish Hall. Flowers respectfully declined, but a donation would be appreciated in Mike’s name to the SPCA or The Big Little Science Centre Society in Kamloops.
