tribute information about the Sikh community and causes important to it. “This was formed in order to educate people about the religion . . . just to show people who we are, because there’s a lot of people who don’t know who Sikhs are,”

Pavendeep Singh Gill said of the club. It was formed in 2002 and has about 160 members — including three in Kamloops, of which Gill is one. The members visited both of Kamloops temples before continuing on their journey. The group made stops in Vancouver, New Westminster, Surrey, Abbotsford, Oliver, Princeton, Penticton, Kelowna, Vernon and Merritt on July 26 and 27. “It’s not like we’re preaching our religion,” Gill continued. “It’s just to show people this is who we are, this is what we believe — and we ride motorcycles.”
Sikhs who wear turbans are exempt from wearing helmets while riding their bikes. The exemption is one of a number of areas in which the club tries to increase awareness in. The helmet exemption came into effect in 1999, two years after one of the club’s first members, Avtar Singh Dhillon, filed a human-rights complaint with the B.C. Human Rights Commission. Dhillon’s complaint was successful and led to an amendment of Section 221 of the Motor Vehicle Act of B.C. X See ‘THIS IS’ A6

Its cost raised some eyebrows, but a remote property-tax payment centre set up by the city at McArthur Island Sport and Event Centre in June could return for 2015. The city set up the second payment site to discourage the public from paying their taxes in person at Kamloops City Hall, where major roadwork was underway. While originally budgeted at $45,000, a staff report headed to council today (Aug. 19) shows the full cost of the project was $49,140. The McArthur site siphoned off about 30 per cent of in-person payees — some 2,616 residents, of the 8,709 who paid in person. “The majority of those residents provided positive feedback on the location and the excellent customer service,” the report states. “Many residents thanked council for providing this alternate site and requested that it be considered in future years.” According to the report, the number of taxpayers paying in person is declining, with more and more people headed online. This year 9,186 people paid their taxes online — more than at city hall and McArthur Island combined. Taxpayers also have the option of going to banks or mailing a post-dated cheque to City Hall. While staff aren’t recommending a repeat of the McArthur program outright, they are suggesting council put another $45,000 payment centre on the list of items to consider at budget time in 2015, leaving it to the next elected council to decide whether to spend the cash. According to the report, the cost of operating the centre won’t drop off much in its second year, though the city would not have to pay for the staging area the city built for the payment site, which is in storage for the time being. City finance director Sally Edwards told KTW earlier this year most of the costs for the payment centre were staffing related.

Teachers’ union ordered to deal with bullying, harassment By Dale Bass

WorksafeBC has handed the Kamloops-Thompson Teachers Association (KTTA) two orders dealing with bullying and harassment at its workplace. The two orders were issued in April and obtained by KTW through a freedomof-information request. The 10-page report by David Torrie notes the inspection leading to the report and orders was prompted by a communication by a KTTA worker. Although it does not identify her, outgoing vicepresident Susie Corbet has confirmed she lodged the complaint. WorkSafe told the KTTA it needs to: • Develop a policy statement with respect to workplace bullying and harassment not being acceptable or tolerated; • Take stops to prevent or minimize any harassment; • Develop and implement procedures for incidents or complaints to be reported, “including how, when and to whom a worker should report incidents of complaints. Included must be procedures for a worker to report if the employer, supervisor or person acting on behalf of the employer is the alleged bully and harasser;” • Develop and implement procedures for dealing with

such complaints; • Inform workers of the policies and steps. The order to provide training was rescinded. The ruling notes the investigator met with thenKTTA president Jason Karpuk at the KTTA office on 12th Street, where Karpuk said he was aware of Corbet’s complaint. Since then, David Komljenovic was acclaimed president. Komljenovic said he “inherited this matter as president.” However, Karpuk said when he learned of the originating complaint, he advised the two KTTA vicepresidents — Komljenovic and Corbet. Karpuk said he wasn’t surprised to learn of the complaint, but declined to answer any other questions. Komljenovic said the union’s health and safety representative is working on creation of policies to cover the executive and staff who work out of the office. At the time KTW submitted the FOI request, both Karpuk and Komljenovic indicated they did not want to discuss the issue. Komljenovic said at that time social-media postings then making the rounds about the situation and orders were libellous. The WorkSafe report notes interim measures were implemented to protect the worker who launched the complaint during the investigation process.

Nine months after its intended launch, a service that will allow motorists to pay for parking downtown using their phones is finally available in Kamloops. Telepark, which went live on Monday, Aug. 18, will allow those who don’t want to use meters to pay for parking in real time on their smartphones — and will give businesses the ability to remotely validate their customers’ parking. It was supposed to roll out last November, when the city swapped out its old meters for digital pay-stations and doubled the cost of parking downtown. But, community safety manager Jon Wilson said, the city ran into trouble because its fee structure wasn’t initially compatible with the Telepark service, requiring some
reprogramming of the service. The city charges $1 an hour to park downtown for the first two hours and $2 to continue parking in the same spot for an additional third hour. To use Telepark, drivers must register their vehicle, credit card and cellphone number online at telepark.ca. Unlike traditional metered parking, Telepark works by having customers call or text the service at the beginning of their parking session and again when they’re finished parking. Drivers will also have the option of paying through Telepark’s mobile website. Each parking session will be charged a fee of 35 cents, in addition to regular parking charges. Wilson said the fee covers credit-card processing and other costs of the service. “It’s not something the city charges,” he said. “It’s a service-provider fee for doing the transaction.”
Wilson said the city will post information on how to use the service on its parking website, kampark.ca, and on the digital pay stations downtown. Members of the Kamloops Central Business Improvement Association’s CAP team and the city’s bylaw officers will also have training on the service to assist the public. Wilson said paying by phone should combat some of the common complaints associated with the pay stations — that they are too slow and difficult to use. “The benefit is, once you register and you’re familiar with how to use it, it’s very simple,” Wilson said. “So, rather than finding your spot downtown and having to walk over to a pay station if it’s the middle of the heat in the summer or freezing cold or raining, you can start your parking from the convenience of your vehicle and just walk to wherever you need to go.”

Trial resumes in double-fatality crash case By Tim Petruk

The trial of a Kamloops man charged in connection to a crash that killed two people in 2010 has resumed — more than a year after a B.C. Supreme Court judge tossed out three pieces of key Crown evidence in the case. Wayne Fedan, 53, is facing two counts each of impaired driving causing death, causing an accident resulting in death and dangerous driving causing death in relation to a wreck in the early-morning hours of March 20, 2010, that killed 20-year-old Brittany Plotnikoff and 38-year-old Kenneth Craigdaillie. Taking the stand on Monday, Aug. 18, was Michael Leman, who was drinking beer with friends at a home on MacKenzie Avenue near McArthur Island when the truck, allegedly being driven by
Fedan, crashed outside. Leman, 33, said he was smoking a cigarette outside his friend’s house when the incident took place. “I heard a short screech and a loud smash, then the horn going,� he said. “I dropped my smoke immediately and I ran out to the street, straight toward the accident.� Leman, who has first-aid training, said he assessed the situation. “There was a bunch of smoke and steam,� he said. “There was dust everywhere. The horn was going off.� Leman said the passenger side of the pickup truck had been sheared off. He looked into the cab from the passenger side and saw the vehicle’s apparent driver sitting at the wheel, conscious, on top of a male passenger’s head and shoulders. “I asked him how many people were in

the vehicle,� Leman said. “He just said there were three and then he asked where his dog was. “I said, ‘I don’t know. The dog’s fine.’ I wasn’t really worried about the dog.� Leman said the driver got out of the truck and lay down on the ground beside the severed passenger door. “At that point, I noticed where the third person was — right in front of the truck, face down,� he said. “I went to see if
there was a pulse and there was none.� Leman said he then went to the driver’s side and pried open the damaged door to check on the man on whom the driver had been sitting. He said he felt a pulse, but the man was unconscious and had laboured breathing. “It was slow and he was gurgling a little bit,� Leman said. “I just tried to talk to him and let him know that help was on the way. I don’t know if he could hear me, I just wanted him to know help was coming.� Court also heard from James Schneider, a railway worker who was driving home from a shift at about 1 a.m. on March 20, 2010, when the truck that eventually crashed began tailgating him. Schneider said he was so alarmed by the driving that he called 911 and followed the vehicle until it slowed down.
Last summer, B.C. Supreme Court Justice Deborah Kloegman threw out three key pieces of Crown evidence — an admission by Fedan that he was driving, an admission he had been drinking and the smell of liquor noted on his breath by
police following the crash. Kloegman ruled the evidence was obtained illegally because Mounties failed to advise Fedan of his Charter rights and kept him under “psychological detention� while he was being treated
by paramedics. She did not exclude a conversation Fedan had with a paramedic, in which Fedan admitted to being behind the wheel of the truck. The trial is scheduled to run into the second week of September.

Child-porn charges stem from the past decade The charges of distributing child pornography stem from an alleged incident on April 30, 2013, in Port Coquitlam and three alleged incidents in Prince George, ranging in time between Sept. 10, 2013, and Jan. 11 of this year. Wise was jailed for two-and-a-half years in 1996 after a Chilliwack judge found him guilty of invitation to sexual touching of a person under 14. When he was released from jail, Wise was placed on a peace bond. Court records list the reason as “fear of sexual offence.� Wise was not present in Kamloops provincial court on Monday, Aug. 18, as his matter was put over to an appearance on Sept. 8 to give him time to speak with a lawyer.

A man with ties to the North Thompson is behind bars, facing a raft of charges dating back more than a decade alleging he made and distributed child pornography. Brett Rodney Wise is in custody at Kamloops Regional Correctional Centre, facing two counts each of sexual touching of a person under 14, sexual touching of a person under 16 and making child pornography, as well as three counts of distributing child pornography. Court documents allege Wise, 55, sexually assaulted two girls in the Clearwater and Barriere areas between September 2003 and February 2014. He is also alleged to have made child pornography in two locations — New Westminster and Barriere.

Gateway Casinos wants to rezone the former Rona building at 1555 Versatile Dr., which would allow it to build an expanded casino and entertainment centre with restaurants and an amphitheatre.

Turbans don’t provide the same protection from injury as a helmet, but Gill said that’s only part of the issue at hand. “I shouldn’t say it scares me — it scares me to ride a motorcycle, right? Period. Because you’re taking a risk,” Gill said when asked if he worried about injury riding without a helmet. “But I think it’s more than that. This is an issue about freedom of religion. If you’re wanting to ride a motorcycle, are you allowed to do it and still have your religious beliefs with you and practise them while you’re riding a motorcycle?” That religious freedom may come at a cost, however. motorcycles make up three percent of insured nsured vehicles, they’re involved nvolved in 11 per cent of road fatalities. On average, 1,500 people are injured in crashes involving motorcycles each year in B.C., with about 37 riders dying. The National Highway Traffic Safety Administration says helmet use can prevent fatal injuries 29 per cent of the time and are effective in preventing head injuries in 67 per cent of crashes. Despite the statistics, ICBC declined to comment on the importance of helmet use. The numbers are concerning but, for some Sikh riders, taking their turban off is not an option. literature describes the turban as “an essential and integral part of a Sikh’s religious belief and their way of life. It is an obligatory and inseparable part of the being of a Sikh.” British Columbia and Manitoba are the only Canadian provinces in which turbans can take the place of helmets. According to the club, the United Kingdom, Australia, Singapore, Malaysia and all South Asian countries have similar exemptions in place. Though the exception is written in law, it’s still relatively unknown.

known to help support members who sustain an injury, whether or not it’s related to their motorcycle use. “I thought that was a great idea so I got a membership.” Though it’s called the Sikh Motorcycle Club, Gill said the club is open to anyone who rides a motorcycle and has a Class 6 license. Tailings ponds to be independently inspected By Cam Fortems STAFF REPORTER

The province will require independently reviewed tailings-dam inspections at two mines bordering Kamloops, as well as at Highland Valley Copper near Logan Lake, to determine risks of failure. The review comes as part of an investigation ordered on Monday, Aug. 18, by the province in the wake of the Mount Polley tailings-dam disaster. The investigation will be undertaken by a panel of experts who will look at geotechnical standards, design, maintenance and regulations. The panel will report its findings on the Mount Polley breach by the end of January. Bill Bennett, B.C.’s minister of energy and mines, also announced safety inspections for every tailings-storage
about potential of tailings breaches in wake of the Aug. 4 Mount Polley disaster, which saw millions of litres of contaminated tailings wash into Polley and Quesnel lakes. Thus far, samples taken from Quesnel Lake and downstream have found water is within drinking-water standards. Bennett said the independent investigation and third-party reviews of tailings dams “will get the answers necessary to provide public confidence following this serious incident.” The panel members — Norbert Morgenstern, an advisor to consulting engineers, Steven Vick, a geotechnical engineer from Colorado, and UBC professor Dirk Van Zyl — were appointed in consultation with Soda Creek and Williams Lake Indian bands. The bands also

Humphreys said local politicians in the region are naturally concerned

Can fresh candidates curb Conservative crush at polls?

OR ALL OF THIS CENTURY, the race to be Kamloops MP has resembled that of soccer’s Scottish Premier League. The Conservatives have been Celtic and the Liberals, NDP and Greens have been an assortment of Kilmarnock, Ross County, Dundee and Motherwell. It has always been a race for second. Through this century, the outcomes of federal elections in the Kamloops riding have had all the drama and anticipation of a Waltons rerun. Incumbent Conservative MP Cathy McLeod waltzed to victory by margins of 9,000 in 2011 and 6,000 in 2008. The nearest rival both times was New Democrat Michael Crawford, while the Liberal, Green and Christian Heritage candidates were not factors. Similarly, McLeod’s Conservative predecessor, Betty Hinton, won handily in her three elections — by margins of 4,000 in 2006, 6,000 in 2004 and 10,000 in 2000. In fact, the only time a Liberal candidate has finished second was in 2004, when John O’Fee garnered about 1,000 more votes than New Democrat Brian Carroll. McLeod’s two terms as MP for Kamloops have been an improvement over the Hinton years, which were marked with bizarre battles with city council and that weird claim in which she told KTW she was a member of cabinet when, in fact, she was not. Hinton served three terms, her last victory ensuring she served at least six years, which qualified her for a pension worth $37,000 a year, according to the Canadian Taxpayers’ Federation. However, the years of a near-certain
CHRISTOPHER FOULDS Newsroom MUSINGS Conservative victory federally may be nearing an end with a number of political developments — in Kamloops and nationally The election of Justin Trudeau as federal Liberal leader has done wonders for Canada’s “natural governing party,” which, for the first time, was relegated to third in the House of Commons after the 2011 election. Like his father, Trudeau elicits passion on the poles — people either love him or hate him — but the fact he attracts crowds as does a rock star, even in Kamloops, tells us the lost Liberal days of Paul Martin, Stéphane Dion and Michael Ignatieff are done. His ascension to leader of the party will likely guarantee no worse than a second-place finish nationally in next year’s election. Locally, the scene has shifted in that we have a real race for the Grit nomination in the Kamloops-ThompsonCariboo riding and a serious contender carrying the NDP flag. We could very well see an honestto-goodness race when voters go to the polls in October 2015. Kamloops lawyer Bill Sundhu has
been acclaimed NDP candidate and his rise-and-fall-and-rise tale is intriguing. He was a respected judge and is now a lawyer whose work includes that with the International Criminal Court. Sundhu’s underlying message thus far is admirable — it is time to reach across party lines and work together to fix what needs fixing. The local Liberals have Steve Powrie, a longtime teacher, and Niki Remesz, a business and marketing consultant, vying for the nomination. The pair will be part of a panel discussion of issues on Thursday, Aug. 28, at the Coast Kamloops Hotel and Conference Centre. We shall see if Sundhu or Powrie/ Remesz can knock off the MP. McLeod, like many Conservative MPs, has been criticized by some for simply parroting what Prime Minister Stephen Harper wants them to say. McLeod did garner positive reviews in this very column when, in 2009, she deviated from party script and gave a refreshingly candid opinion on her party’s negative-advertising campaign. Since then, not as much candidness. While no MP will admit to being rapped on the knuckles for speaking independently, I am reminded of a discussion with another politician, who remains in office today. “When a politician tells you they have not been told what to say, they have been told to tell you they have not been told what to say.” A robust race is needed in Kamloops. Perhaps a solid lineup across the political spectrum will lead to greater voter turnout. editor@kamloopsthisweek.com
Yet another fee to pay for parking downtown Using your phone to pay for parking has finally arrived in Kamloops. And, as with what occurred when city council decided to replace coinoperated parking meters with electronic kiosks, there is an added cost. When the city ditched the old parking meters for the snazzy new kiosks, the cost of parking doubled. In fact, the city even hiked the cost of parking at the older meters that were yet to be replaced by the kiosks, despite the fact drivers were receiving no improved service — which is what council argued in defence of higher fees to park under the kiosk service. The new pay-by-phone option is indeed convenient — but, it comes with a service charge of 35 cents, which goes to Telepark, the service provider. If one was to pay for one hour of parking, the cost would be $1. If that person decided to pay by phone, they would pay an additional 35 per cent. We figure the city could have contracted professional loan sharks to provide the service with a lessoffensive rake for the house. While Kamloops drivers will be dinged 35 cents to pay to park by phone, their peers in Kelowna somehow get a better deal, with council in the Lake City having negotiated a 25-cent fee with their service provider, Paybyphone. The City of Vancouver did even better, negotiating with Paybyphone to somehow work out a deal that results in no service fee for drivers using the phone method to pay for parking. Like a lot of issues in life, the point here is the principle, not necessarily the cost. Of course, drivers who must park downtown still have the option of simply walking to a kiosk and paying by cash or credit card, thereby avoiding the extra charge for the privilege of calling in their payment. Based on the continued opposition from many to the decision to move from parking meters to parking kiosks, we anticipate fewer fingers, and more feet, will do the walking to pay for parking.

Farm consultation a farce, industry benefits Editor: Re: Tom Fletcher’s B.C. Views column of Aug. 13 (‘Farm changes a great leap forward’): Tom Fletcher’s opinions are not shared by any farmers I know. The B.C. government’s post-facto “public-consultation process” is farcical given Bill 24, which amends the Agricultural Land Commission Act, was passed last May. An authentic public-consultation process should have been multi-year and provincewide, not invitation-only meetings and a one-month-long token publicfeedback process that highlight yet again the magnitude of our democratic deficit.
Fletcher’s analogy to Mao Zedong’s Great Leap Forward is apt, however, given B.C.’s democratic deficit and because Mao’s vision gave rise to China’s Great Famine, resulting in tens of millions of deaths. The Great Leap Forward has been defined as “a very expensive disaster.” British Columbians will also pay a high price for the B.C. Liberal scheme to drastically change the ALR, as our food insecurity will increase and farm land will become even more polluted. The “farming” activities proposed by the B.C. Liberals will reduce the land available to grow food. Alcohol has limited nutritional value.
The B.C. Liberals’ continued support of industrial agriculture, one of the world’s biggest causes of greenhouse-gas emissions, combined with fracking, oil development and anaerobic digesters will further pollute farmland. Manure from organic farms is worth far more as fertilizer than as fodder for anaerobic digesters; only conventional farmers would seek to use their contaminated manure to generate power. The B.C. Liberals need to remember we all eat, including their buddies in the petroleum and liquor sectors. Louise Taylor Grand Forks

Bennett, Lake spoke too soon Editor: Two Liberal cabinet ministers recently made public statements that makes one wonder for whom they were speaking. The day after the Mount Polley spill, Mines Minister Bill Bennett hurried to say the mine had only one earlier incident for which it was warned and quickly
came into compliance. He continued to beat this drum on a daily basis. Health Minister Terry Lake jumped the gun before an investigation had even started by stating the spill was unavoidable and could not have been prevented. Both ministers should recognize such statements are inap-
propriate when they hint at who was responsible before or during an investigation by their government’s agencies. In Lake’s case, I’m not aware if he had even been to the site at the time of his statement. Gerry Paull Kamloops
Editor: The Aug. 7 letter to the editor from Andrew Bezooyen on the Mount Polley breach should make letter of the year. It was good to see three-quarters of the two editorial pages are about mines, tailing ponds and drinking water. Dale Bass also wrote a good column on Mount Polley on Aug. 8. Think about it people, do we really want this to happen in Kamloops? Just as KTW said in its Aug. 7 editorial, that the Titanic was unsinkable — was it? Things that are manmade are not flawless. It has been proven time and time again and then we say, “We have to fix it, so it won’t happen again!” Is once not too many times?

Animal lovers in Kamloops want city council to set a hefty fine for pet owners who leave their animals unattended in their cars. A batch of letters on today’s (Aug. 19) council agenda call for the city to adopt a bylaw prohibiting people from leaving pets in their vehicles, with a “substantial monetary penalty� attached. “As you know, Kamloops summer weather can easily reach 35-plus C and stay that way during daylight hours for days to weeks on end,� wrote Barry Manfield. “It shouldn’t need to be said that leaving any living being in a vehicle in those temperatures can turn deadly in minutes.� More than 30 letters with similar arguments have arrived at city hall since Coun. Tina Lange raised the possibility of a hot-dog bylaw earlier this summer. Lange said at the time she favours the Surrey approach to ticketing negligent pet owners, with fines about $500. City staff are planning to bring the new bylaw forward early next year.

HE KAMLOOPS BRONCOS HAVE passed three tests this season, but the B.C. Football Conference squad’s first extensive examination will come this weekend against the Okanagan Sun of Kelowna. Game time is 7 p.m. at Hillside Stadium on Saturday, Aug. 23. “They’re one of the big boys in the league and every kid on our team is going to have to play perfect to get the win,” Broncos’ head coach Duncan Olthuis said. “This game is huge, not only for this season, but with the whole program. It [winning] would give us a ton of clout.” Kamloops is 3-0 for the first time since entering the league in 2007 after thumping the Valley Huskers of Chilliwack 45-15 at Hillside on Saturday, Aug. 16. The Broncos have been led by their attack this season, compiling a whopping 1,578 yards of total offence, 550 of those against Valley on Saturday. Olthuis and offensive co-ordinator Mike Faisthuber will understand if Tournament Capital residents are still skeptical, though, with two of the team’s wins coming against the Huskers (0-4) and the other against the Westshore Rebels of Victoria (1-3). The Sun are much more likely to shine a spotlight on Kamloops’ weaknesses. Okanagan, according to Olthuis, has the best defence in the league and it will be out to foil the plan of Faisthuber, who will come off looking like a mid1990s Steve Spurrier if he can burn the Sun with his version
of the Fun ‘n’ Gun. “I know [Okanagan head coach Shane] Beatty is probably talking us up,” Olthuis said of the Kamloops native who runs the Sun’s ship. “Shane doesn’t like to lose in his hometown. It’s going to be physical. They’re a great team.” Okanagan is 3-1 on the campaign and looking to build on a dominant performance in Nanaimo after walloping the Vancouver Island Raiders 64-20 on Saturday at Caledonia Park. Vancouver Island dropped to 1-3. The game on Saturday will mark the first time Kamloops product Lliam Wishart laces up his cleats against the Broncos at Hillside. He opted to play for the Sun in the off-season. The Valleyview Vikings standout has three catches for 30 yards this season. Olthuis, also the Broncos’ defensive co-ordinator, will likely be paying more attention to another Sun pass-catcher, Kyle Patchell. He racked up 219 yards receiving and three touchdowns in Nanaimo on Saturday, with Okanagan quarterback Cam Bedore having an equally remarkable outing, throwing for 351 yards, four touchdowns and no interceptions. Stephen Schuweiler was again impressive under centre for Kamloops on Saturday, throwing for 328 yards, four majors and one interception, although Olthuis said his quarterback needs to be more accurate with the deep ball. Running back Jacob Palmarin racked up 113 yards on the ground for the Broncos and Connor Whitelaw had
a rushing touchdown. Broncos’ receiver Devin Csincsa found paydirt twice. Derek Yachison and Jesse Neufeld also caught TD passes. Kamloops’ defence gave up 412 yards on Saturday, too many for Olthuis’ liking, but it allowed only one touchdown and forced six turnovers. The Broncos are tied atop the BCFC standings with the Langley Rams (3-0), who will play the Raiders on Vancouver Island on Saturday. Kamloops had 500 fans at its home opener against Westshore on July 26 and 450 spectators watched the Broncos beat the Huskers on Saturday. Many of those who show up this weekend will be interested to see how the Broncos fare against a top-tier team, Olthuis being one of them. “Being 3-0 gives the team a ton of confidence, but we’ve got to keep them at an even level because it’s going to be tough against the Sun,” Olthuis said. “Any team in the league is beatable, but we’re going to have to play perfect.” Kamloops Broncos’ quarterback Stephen Schuweiler looks downfield against the Valley Huskers of Chilliwack at Hillside Stadium on Saturday, Aug. 16. Big things are on the horizon for the Kamloops Crown of Curling, not the least of which is the return of hometown hero Jim Cotter. Cotter and his rink, which following the departure of John Morris now includes new third Ryan Kuhn, will curl at the Crown, which runs from Oct. 17 to Oct. 20 at the Kamloops Curling Club. In his last trip home, Cotter’s B.C. rink finished second to Alberta’s Kevin Koe in the 2014 Tim Horton’s Brier in March. “We just haven’t been able to get back [to the Crown] but we’re super excited this year,” Cotter said outside the KCC on Friday, Aug. 15. He last played in the Crown in 2010, when he won the spiel. “Ron [Douglas, Crown chair] approached me and it was a nobrainer,” Cotter said. “Kamloops treated us just great last year, so it will be a special moment to be coming back here, playing in our home club.” More changes to the World
Curling Tour (WCT) cashspiel were announced at a Friday press conference, with organizers hoping to revitalize the event that has struggled in recent years. The tournament has fought, among other issues, declining sponsorship revenue and team attendance. The Crown’s purse has been increased to $80,000 for 2014 — $40,000 each for the 24-team men’s and women’s fields — making it the highest-paying cashspiel in British Columbia. The 2013 purse was $60,000. Twenty-two women’s rinks took the ice that year, while only 18 participated in the men’s draw. The Crown is one of five WCT cashspiels on the B.C. circuit, with the Cloverdale Cashspiel ($16,100), Vernon’s Prestige Hotels and Resorts Men’s Cashspiel ($63,000), the Coronation Business Group Curling Classic in Maple Ridge ($7,500) and the Vancouver Island Shootout ($20,600) rounding out the season. The KCC also announced the return of world-class icemaker BJ Gagnon and his Smart Ice team for the 2014-2015 season at the press conference.
Cotter’s return to the Crown brings with it international prestige and an increase in the event’s Canadian Team Ranking System (CTRS) qualification points. CTRS points are used to rank teams in Canada and help to determine who qualifies for events like provincial championships and the Olympic Curling Trials. Douglas said the spiel has had the additional commitment of international rinks since Cotter’s registration. His rink also brings with it a 30 per cent increase in CTRS points for the Crown of Curling, as the ranking system is based, in part, on quality of competition. The Crown will be Cotter’s second bonspiel of the season — he will also play in the Vernon cashspiel a few weeks before. The Kamloops native will then turn his focus to playing in the WCT Grand Slam events and the December Canada Cup of Curling in Camrose. Cotter said his team will look to claim the provincial title again this year and make a return to the 2015 Brier in Calgary.

The before-, during- and after-school periods are opportune times for spontaneous, outdoor play and getting to and from places on foot. For back-to-school, Participaction provides parents with a few backpack must-haves to encourage their children to be active throughout the school day. “Sport leagues, programs and school activities are essential, valuable components of getting our kids to more active, but kids
need to do more than that, and more often,” said Elio Antunes, president and CEO of Participaction. “Our kids are missing out on opportunities for spontaneous movement, such as getting to places on foot and playing freely outdoors. “So, let’s pack our kids’ backpacks for active play.” Participaction’s backpack must-haves to encourage active play: • Pedometer: Let children log the total amount of steps they take in a day and make a game out of getting healthy. • Rubber ball/ chalk/skipping rope: Sixty-three per cent

Energy sector largest national pay hikes: Survey By Lauren Krugel CANADIAN PRESS
CALGARY — For the biggest pay hikes in Canada, look no farther than the oilpatch. The energy sector continues to lead the country in both actual and projected salary increases, according to a survey by global consulting firm Mercer. The average base-salary increase across the country is expected to be three per cent next year, the same as in 2014. But, in the energy sector, the pay bump is forecast at 3.7 per cent in 2015 after an actual 3.9 per
cent increase this year. Mercer has conducted its Canada Compensation Planning Survey for more than two decades, compiling responses from nearly 700 organizations across Canada. For the past five years, the trends have been stable both at a national level and amongst different industries, Mercer’s Allison Griffiths said. “Companies just, in general, are feeling more stable and more confident about their outlooks,’’ she said. When the energy sector is removed from the mix, the national average projected-salary increase
drops to 2.9 per cent. That effect is more pronounced in energy-rich Alberta and Saskatchewan. On the other end of the spectrum, the transportation, equipment, consumer goods and retail/ wholesale industries are expected to see the smallest salary increases at around 2.6 or 2.7 per cent. “All different factors come into play here when we’re talking about salary increases. It’s the economy . . . or who are the big companies within the region and what are they doing? Cost of living comes into it, competition for labour,’’ said Griffiths. “Retail in general is typically

TORONTO — More than one-third of Canada’s IT professionals know — for sure — that they had a significant data breach over the previous 12 months that could put their clients or their organizations at risk, a cybersecurity study suggests. And, as startling as that statistic may be, the actual number of breaches could be higher since the same international study found 56 per cent of the 236 Canadian respondents said they believed threats sometimes fall through the cracks. The Websense report done by the
Ponemon Institute, a private-sector thinktank that conducts independent research on privacy, data protection and information security policy, was based on responses from 4,881 IT and IT security specialists in 15 countries surveyed in November. Among other things, Ponemon found 36 per cent of the Canadian companies in the study had experienced one or more cyber attack over the previous year that infiltrated networks or enterprise systems. It also found 89 per cent of the Canadian respondents said they know another professional whose company had sensitive or confidential data stolen as a result of a threat.

With the economic outlook stabilizing, companies are becoming more focused on putting so-called career frameworks in place. Demographics also has a lot to do with it, said Griffiths. “The younger generation definitely wants to know more and wants more transparency around their career potential.”
Independent investigation into breach CANADIAN PRESS
VANCOUVER — The B.C. government has appointed a three-member panel to conduct an independent investigation of a massive tailings-pond breach at a gold and copper mine. The government is also ordering other mine companies to conduct safety inspections of their own tailings ponds by Dec. 1, and to have the inspections reviewed by outside engineering firms.
Mines Minister Bill Bennett said the independent inquiry will be paid for by Imperial Metals, owner of the Mount Polley mine where two weeks ago the dam failure sent millions of litres of waste water into a network of salmon-bearing lakes and streams near the town of Likely, in the province’s central Interior. Bennett said the panel geotechnical engineers and mining experts will explore the cause of the failure and make recom-
mendations by the end of January 2015. When the Mount Polley dam breached two weeks ago, Imperial Metals said there was no sign of trouble, however an environmental consultant’s report warned the pond was growing at an unsustainable rate. B.C.’s Environment Ministry said over the weekend initial tests on the slurry from the mine show the waste poses no risk to humans but may harm aquatic life.

HORUTKO — Jack Anthony, 81, passed peacefully Friday, August 8, 2014 at Campbell River General Hospital, in Campbell River, BC, following a courageous battle with cancer. He leaves his wife of 32 years, Iris Horutko of Campbell River, BC, his sons, Derald and (Arlene) and Ron and (Earleen) Horutko of Quesnel, BC, and his beloved companion, Casey, who enjoyed non-stop fetch and long beach walks, and his two furr baby cats. He was born in Macklin, Saskatchewan, February 28, 1933, the son of Norman and Eva Horutko. He was a truly dedicated husband and father who never backed down from a challenge, be it a hard work day in the oil fields, driving long haul truck for many years, running a restaurant, or working in the pulp and paper industry. He was also an avid hunter, fisherman and ‘Jack” of all trades. His passions were family, good friends, floor curling and winning “a double skunking” game of cribbage! He was our rock, our “go-to” whenever we needed advice or help or just a “little” hug. He was an incredible man! She completed high school in Kamloops at St. Ann’s Academy and her nurse’s training in Victoria at St. Joseph’s Hospital. Mom nursed in Oliver before returning to Kamloops where she met the love of her life, Bob (dad) celebrating 60 years of marriage. Together they bought and built their family home in Brocklehurst where they raised their children Donald and Shelley on 2 ½ acres of apple orchard. After Dad retired they moved to Blind Bay on the Shuswap providing many a happy holiday for their grandchildren. After 16 years they moved back to Kamloops where they resided at West Pine Villas and for the last 7 years at Kamloops Chartwell Residences.

Antonia ‘Tonina’ Corea passed away suddenly with her family by her side at Royal Inland Hospital in Kamloops, BC on August 12, 2014 at the age of 82. She is survived by her loving husband, Salvatore Corea of 60 years; daughter Ernesta Robinson (Dave), sons Frank Corea (Mary-anne), Gerald Corea (Elaine), grandchildren Ryan Robinson (Alison), Daniel Robinson (Ashley), Craig Corea, Nick Corea, Cassandra Jurista (Mark), Richard Lyon (Pam) and great-grandchild Riley Robinson. She is also survived by her sister Catarina Rosso of France and brother Aldo Garcea of Italy, sister-in-law Aurora Garcea of Calgary and nephew Marcello Garcea and numerous nieces and nephews in France and Italy. She is predeceased by her grandson Darcy Robinson, father Francesco Garcea, mother Carmela Garcea, sisters Assunta Garcea, Rosina Gilgio, Marcella Garcea, brother Antonio Garcea all of Italy and Nicola Garcea and Umberto Garcea of Kamloops. Born on October 19, 1931 in Albi, Catanzaro Italy, Antonia spent summers on her fathers ranch at the Sila in Calabria where they worked hard ranching and logging. Winters were spent in Albi picking olives off her father-in-law’s groves. She was a

In 1962 Antonia, along with her 7 year old daughter Ernesta moved to Kamloops, BC Canada to join her husband Salvatore. Settling in North Kamloops, they built their first house and welcomed their two sons, Frank and Gerry. Antonia’s life revolved around her family and her friends. Her love of baking and cooking was appreciated by everyone who knew her. Known as ‘Mrs. C’, her backyard pool was a gathering place for all her kids’ friends and she handed out ice cream sandwiches and homemade cookies on a regular basis. Antonia loved her grandsons very much and was very proud of them. She kept up with all their hockey achievements. Her grandchildren will always remember how she spoiled them and her ‘meticulous and traditional’ methods in the kitchen which brought them all around the table every Sunday for dinner. Antonia was faced with many health challenges throughout her life which she bravely overcame. She will be greatly missed by her family and lovingly remembered, especially at birthdays when she used to clap and sing the loudest. ETER NORTH was standing backstage, watching and listening. On stage, Monkeyjunk was headed to the microphones. “Listen,” North said. “The boys will hit 30,000 feet on the first note.” That they did — the awarding-winning blues band kicked off its set on the main stage at the Salmon Arm Roots and Blues festival exactly
the way the thousands sitting in the field wanted. High-voltage, vibrate-your-lawn-chair blues. For 22 years, the fairgrounds in the community of about 18,000 people is taken over, a barn area turned into the Boogie Barn, other stages set up throughout the 17 acres, all anchored by the main stage where people flock to as soon as the gates open to stake out their part of the real estate for the night’s performances.
Then it’s off to other parts where, this year, the music ranged from local boys to a couple of music icons. The front-pit area of the main stage was packed with volunteers when Seal Skull Hammer stepped up to the mikes. One volunteer explained one of the trio “lives over on Second Street and once a week, the boys do a little concert from his front porch. Everybody goes. “We love them.” It was a short set with the band entertain-
ing while the stage crew set up for the next act, but the locals didn’t care. That was some of their own up there. North, who took over as artistic director of the festival several months ago, said he was delighted with the event. It was unlikely he’d say anything else about a two-and-a-half-day festival that included Mavis Staples, Ian Tyson, Jim Byrnes, Bill Durst, Bill Kirchen, Alvin Hart and The Sheepdogs. For some of the
younger performers, simply being in the vicinity of the 75-yearold Staples left them inspired. Samantha Martin, who wrapped up her season of festivals at Salmon Arm, said it would be amazing if she could some day share the stage with the woman who, as a member of the Staples Family and as a solo artist, remains legendary. Martin said the closest she got to Staples was seeing her being escorted to her car early
on the second day, headed to the airport. She said she waved and gave Staples two thumbs up. Martin did get to sing alongside another performer linked to music greatness as she and Little Miss Higgins took part in a workshop with Zakiya Hooker, daughter of John Lee Hooker. If there was a best performance when faced with a challenge, Hooker would have won it. First up at the Boogie Bar, she gamely made it through her sets
even though she was so sick she told someone afterward she could barely make it through. She took a back seat during the workshop she shared with Martin and Little Miss Higgins, sitting out much of the set, but taking the mike toward the end to belt out some blues. Other highlights included: • The first album Paul Pigat of Cousin Harley bought as a child was Lost in the Ozone by Commander Cody and His Lost Planet Airman, which

spawned the single Hot Rod Lincoln. Lead guitarist for that band was Bill Kirchen, who shared the stage with Pigat’s trio a couple of times. During one joint performance, Kirchen performed the classic hit, but took the audience for a tour through licks made by famous by just about every guitar god imaginable. You could see the
complete joy and awe on Pigat’s face on the big screens bracketing the stage. • Sunday morning saw the blues with a hard-rock personality as Bill Durst, formerly of Thundermug, performed. Coffee mugs were shaking as Durst, considered one of the best guitar players on the planet, delivered a powerhouse performance interspersed
with some wicked selfdeprecating humour. • Any moment with Mavis Staples was a highlight, but up on the list was her rendition of The Band classic The Weight. Anyone who has ever seen The Last Waltz — the Martin Scorcese documentary on The Band — knows how linked Staples and her family are to that song.
And, while her voice may sound like she needs to gargle with industrial lubricant to maintain the sweet-togravelly sound, when she sings “You put the load right on me,” you feel the emotion. • The greatest moment of the weekend — thousands of people sitting in their chairs or on their tarps singing along with Ian Tyson as he finished his encore
with Four Strong Winds. It’s doubtful there was a dry eye anywhere as the 80-year-old, who lost his voice several years ago after polyp surgery, sang the song CBC Radio listeners decided in 2005 is the greatest Canadian song ever written. There’s a generation out there that doesn’t know Tyson or his music — and they should.
As with periodontal surgery, the removal of diseasecausing bacteria e-LAPT allows the body to heal naturally so the gum pockets improve and the teeth become more stable. Star in his own right coming to Sturgis Festival By Dale Bass

ICK GILDER SEES A life lesson in decisions his niece made. Her musical interests were pretty much based on Ozzy Osbourne and Black Sabbath. “She was in a band and that was the music,” the frontman for Sweeney Todd said from his home in Port Moody. But, then she decided to go opera. “And she’s good,” he said. “I’m serious. She’s great.” A young Nick Gilder wasn’t so open-minded about music, he said. “I always liked a variety but I wasn’t that open-minded about it like she is and like I am now.” It’s been decades since Gilder’s band landed at the top of record charts with Roxy Roller, a song that went on to win a Juno Award for best-selling single of the year in 1977.
That song is sure to be on the set list when Gilder and his band, Sweeny Todd, take the stage at the Sturgis Canada Music Festival in Merritt from Aug. 21 to Aug. 24. Hot Child in the City is probably also going to be there, along with Here Comes the Night and maybe even The Warrior, a song Gilder wrote with Holly Knight and which became a hit with Patty Smyth and her band Scandal. “We do new ones, too,” Gilder said, noting there are covers of other hits like Deep Purple’s Highway Star — perhaps even some songs people don’t realize have any connection to Gilder, who has seen his creations made hits by Pat Benatar (Rated X), Joe Cocker (You Know We’re Gonna Hurt) or Bette Midler (Is it Love), to name a few. While the songs are part of his musical past — one that started 38 years ago with the single She’s a Star in Her Own Right, Gilder said it could be easy to live in the past, but that’s not who he is.
“When we go out [on tour], the truth is people respond to the hits,” he said. “That’s what the party is built around. And we hoover the old favourites — and I can still hit the high notes — but it’s good to change it up a bit.” He tours often — “a lotta, lotta touring” — and said every year, he can’t wait for summer to arrive to hit the road again, playing festivals, bringing the party, having fun — although it can also be quite gruelling sometimes. Gilder said knowing his friend Myles Goodwin, lead vocalist and songwriter for April Wine, plans to retire gave him pause. Goodwyn’s band started to get a lot of radio play in the 1970s, hitting the charts just a few years before Sweeney Todd did. “I thought ‘Wow’,” Gilder said when he heard of Goodwin’s retirement. “He’s been doing it for almost 50 years. I wonder if time is going by so quickly.” It’s that realization —that the
music will end one day — and the fact this era of iTunes, YouTube and downloading that has convinced Gilder there is nothing done exclusively any longer. He must get on the phone, book gigs, make connections and manually share the music. “I look at the [Rolling] Stones and they just seem to have renewed vigour,” Gilder, 62, said. “Maybe it’s an appreciation of just being alive with peers dropping like flies. I just lost a friend who was 50. Fifty. Heart attack. “It’s why I’m happy to be alive and I’m happy to get out and rock,” he said. “I enjoy it more now,” he said, adding that he ensures he walks, works out and watches what he eat. Among the highlights of his career are two: “Performing on Canada Day at the turn of the century. It was awe-inspiring on Parliament Hill. I met [then-prime minister] Jean Chretien and there were a lot of peers there.
“There were more than 300,000 people there. That makes an impression on you.” The other? “Working with George Martin. That, to me, I can’t believe that kid got to work with George Martin. To wind up in a studio where he worked with The Beatles — wow.” As for Sturgis, Gilder is almost as excited to be in the audience as to be on stage. “I’ve been a fan of [Jefferson] Starship from the early days when it was Jefferson Airplane,” he said. “I like the friendly community at Sturgis and there are a lot of classic rockers coming. “It reminds you of who you are, it gives you a comfort zone and it gives you roots. It’s like a rock and roll class reunion and I love it.” Other performers include Burton Cumings, Molly Hatchet, Moxy, Jasmine Cain, The Stampeders, Jerry Doucette, Canned Heat, Alias, Coney Hatch, Teenage Head, Me and Mae and Killer Dwarfs.

THINK IT’S necessary to comment on the current situation in the so-called Holy Land. It’s not surprising this level of violence comes from the very place that saw the birth of the three major religions in the world today. It’s also not surprising that Canada’s shameful support for Israel, no matter how many children it kills, seems somewhat strange. If one looks at the fundamentalist roots of the current Conservative party, it becomes clear this position has its basis in the mythical belief we are in the End Times and, in order for Christ to return and save all his believers, the Temple Mount in Jerusalem and the city itself must be in the hands of Israel. Apparently, only then can the battle of Armageddon and the Rapture take place. So, that is what Stephen Harper and those who control the Conservative party believe. Israel has licence to kill as many people as it needs in order to accomplish the goal of the end of the world.

So, once again we see the Holy Land soaked in blood and we see Christian fundamentalist groups cheering the slaughter, hoping and, no doubt, praying for the end of the world. I find it appalling that Israel — which has ignored every UN resolution directed at it — continues to build illegal settlements, blockade Gaza and, when it’s politically expedient to do so, continue to slaughter innocent civilians locked in what has been described as an open-air prison

Fair begins tradition Pinantan is going country. The community northeast of Kamloops is holding the first annual Pinantan Country Fair on Sunday, Aug. 24. The event, to be held at the elementary school field, will feature food, activities and entertainment for the whole family. Live music will be performed by Gary Mockford and others, with activities such as pony rides, an animal display and a variety of demonstrations from horseshoes to fly-tying to gardening. HILE the S-Class may be the flagship, it is the C-Class that is the cornerstone upon which the passenger-car division of Mercedes-Benz is built. The largest volumeselling car in the ThreePointed Star fleet, the attraction of the C-Class is that it makes Mercedes-Benz quality and build-integrity attainable for the great majority of us who don’t have luxury-lined wallets. Now being built in the United States, the 2015 C-Class has never been more significant, nor making greater inroads into the North American market, where the bad old fiscal meltdown days are over and people are buying new luxury cars in record numbers. When it arrives in September, we will initially get two versions, both with 4Matic all-wheel-drive, starting with the C300 4Matic with a two-litre, turbo four-cylinder producing 235 h.p. and 273 lb/ft of torque. It will have a starting price of $43,000. The other model is the C400 4Matic with a twin turbo direct injection V6 with 329 hp and 354 lb/ft of torque. The starting price will be $51,400 and the shipping fee for both is $2,075. The C-Class is bigger in every way, with a three-inch longer wheelbase, as well as 1.6 inches wider and 3.7 inches longer, which allows for a larger cabin and an increase of 17 cubic feet of cargo volume. The total trunk volume is 480 litres. Visually, it looks more slender thanks to the passenger cabin being set further back than the outgoing model, further accentuated by larger wheels and shorter front and rear overhangs.
The suspension is totally new with a fourlink front axle system separate from the strut. The result is more grip that increases lateral input response from the driver. At the rear there is a five-link independent setup. Buyers will have a choice of standard steel suspension, or optionally, the first air ride in the segment at all four wheels. Standard is Agility Control that offers the driver a choice of five damping modes: Comfort, Eco, Sport, Sport+ and Individual. The latter allows the driver to dial in a variety of personal settings. All this is made possible by a rocker switch on the centre console. The new C-Class is loaded with techno wonders, but perhaps the most significant (at least to me) is the touchpad set into a hand rest that juts over the controller on the centre console. Like a smartphone, the pad is sensitive to finger gestures, but it also recognizes letters, numbers and special characters to be entered in handwriting. The user receives clear tactile feedback when operating the touchpad’s control surface, which boosts its intuitive nature and
makes it much easier for the driver to learn to the point it becomes second nature. Also new to the C-Class is a heads-up unit that displays a wide of range of real time information on the windshield in the direct ahead line of sight of the driver. I drove both versions of the new C-Class in the Seattle area and discovered that, as I am finding on other German luxury cars, the new breed of air suspensions is the way to go. Besides simply lowering or raising body height depending on conditions, air suspension reacts more positively, not to mention more quickly, to whatever road surface is being encountered. That four-cylinder in the C300 may be small, but it is lusty in power delivery, thanks to the near instant arrival of turbo power to the four wheels. But, the V6 in the C400 raises the C-Class into a sports sedan to reckoned with, not just for the straight-line power, but also for the way the 4Matic takes torque and applies it to the pavement. The roads leading up to Mt. Rainer can be very challenging even for experienced drivers,
but the twists and bends were taken in stride with the C400. Being a MercedesBenz, buyers have come to expect more than just the legally mandated safety aids such as ABS, traction control and electronic stability control and the C-Class does not disappoint. Standard safety features begin with Pre-Safe that can detect when an accident is imminent and begins by tightening the safety belts and closes the side windows and sunroof if a rollover is sensed. This is part of the Collision Prevention Assist Plus system that gives a visual and sound warning when a crash is sensed and works within a speed range of 7-250 km/h. In addition, if the driver does not react between seven to 105 km/h, the autonomous partial braking steps in to slow the C-Class. Another standard feature is Blind Spot Assist, which uses short-range radar along the side and rear of the C-Class and shows a red warning symbol on the exterior mirror if another vehicle moves into the blind spot zone. If the driver ignores the symbol, or the other car moves closer, there is an audible warning sound.

JDRF is hosting their 9th Annual Swing Fore the Cure Golf Tournament featuring a million dollar challenge! Simply purchase your early bird golf ticket prior to August 1st, and be qualified for the final selection of six (6) shooters to shoot for a million dollars. The million dollar challenge is sponsored by Kamloops Insurance and the six (6) shooters will be drawn on September 13th @ 12 pm (noon ). Qualifiers will be contacted by phone and the shootout will start at 10:45 am at the Dunes on September 14th on hole # 18. After the million dollar shootout, enjoy a pre-game breakfast/lunch and be ready to tee off at noon for the golf tournament.
