A Kamloops man accused of beating a teen into a coma after finding him on or near his Brocklehurst property last month has been denied bail.

Kristopher Teichrieb, 39, is charged with attempted murder in connection to the June 19 assault of Jessie Simpson, 18.

Teichrieb is accused of beating Simpson with a baseball bat after finding the teen on or near his property.

Simpson’s friends and family have said he was celebrating high school graduation with classmates on the night of June 18 and may have been trying to find a group of friends when he was beaten.

Simpson has been on life support since the incident. Defence lawyer Jeremy Jensen has suggested the charge against Teichrieb could be upgraded to murder if Simpson succumbs to his injuries.

During a brief hearing yesterday morning, Kamloops provincial court Judge Stephen Harrison denied Teichrieb’s application for bail. Reasons for Harrison’s decision and submissions made at the bail hearing, which ran over two days last week, are bound by a courtordered publication ban.

Teichrieb was arrested at about 5 a.m. on June 19 after police were called to a reported altercation in the area of Holt Street and

Clifford Avenue. Simpson’s friends and family have said he was beaten with a baseball bat.

Police initially said Teichrieb had confronted someone in the driveway of his Clifford Avenue home.

The altercation is alleged to have taken place on nearby Holt Street.

At a candlelight vigil last month, Simpson’s aunt described his condition as “grave” and said it had not changed since he was admitted to Royal Inland Hospital.

Teichrieb is a father of three with no criminal record and the owner of at least two construction firms. Simpson lives in Savona and was graduating from South Kamloops secondary this year.

Teichrieb is due back in court on Aug. 11.

Christina Ford, Simpson’s neighbour, said she supports the judge’s decision.

“I’m so glad he’s not on the street,” she said, arguing anybody charged with such a crime should not be released before trial.

“I’m glad he’s still in the system and not out there.”

A limitation period is a period of time in which a claim may be brought to the courts. If the claim is brought after the time is up, the court will usually not hear it.

The legislation that governs limitation periods in B.C. is called the Limitation Act. In addition, there are a number of other statutes that determine limitation periods for different types of claims. Thompson Rivers University’s high-profile dean of trades and technology is leaving the post at the end of October, citing a need for change as he moves into research and teaching.

Lindsay Langill gave his three-month notice this week to the university. He leaves in the midst of a second five-year term as dean. He assumed the position in 2009.

“I’ve had a good run here,” he told KTW. “I’ve built the school . . . How can I make the next contribution?”

Langill recently completed his PhD, leading to outside interest on his thesis regarding youth apprenticeships. That got him excited about pursuing research and leaving behind administration at TRU. Under the university contract, deans are hired first as faculty and can return to teaching at any time.

“Leaders need to know the best time to enter and, more

importantly, the best time to leave,” Langill said.

With his return to faculty, Langill will become the first tripartite faculty member in the trades division. Tripartite faculty, the minority on campus, are expected to conduct research in addition to teaching duties.

Langill said that’s particularly important to him as he looks back to his tenure as dean.

“Something that during my time at TRU I was able to build were the bridges connecting trades to academia.

“These connections were through the building of diploma and degree programs that have their roots in trades/voca-

tion education,” he said in an emailed statement.

Langill said there is a dearth of research in trades and technology education.

He was recently invited to speak to a Manitoba group about his work in youth apprenticeships and expects also to have input on an Australian review of its trades education system.

In his position as dean, Langill became a backer of the proposed KGHM Ajax mine, arguing it would provide jobs for his students. That stance is at odds from many faculty who oppose it.

“That was one that put me on the map,” Langill said, otherwise declining to speak on Ajax.

Langill remains a board member on the Industry Training Authority, which manages skilled trades training in the province.

His background and education includes as a red seal welder and millwright as well teaching high school. He also has training in steamfitting and power engineering.

Child-porn sentence to be served on weekends TIM PETRUK

A Thompson Rivers University administrator who was caught with child pornography on his work computer will not be bound by a 10-year restriction on his access to children, a judge ruled yesterday.

Andrew McKay had earlier pleaded guilty to possession of child pornography. The 55-year-old was charged after a backlogged office printer at TRU spat out a colour selfie

of a topless pubescent girl in May 2014. At the time, he was the university’s director of graduate studies.

Court heard McKay had previously attempted to print the image, which he had emailed to his work computer. It was found by one of his co-workers. The co-worker showed the photo to McKay, who suggested he destroy it. McKay later admitted the photograph was his and the coworker contacted police.

Investigators seized McKay’s work computer and found four troubling images — two depicting topless

underage girls, one of a young girl in her underwear and another of a girl in a bikini.

McKay was fired by TRU. He later moved to Celista and now lives in Surrey. A court-ordered psychological assessment prior to sentencing showed McKay exhibits signs of hebephilia, a sexual attraction to people between 11 and 14 years of age.

In addition to the mandatoryminimum 90-day jail sentence, Crown prosecutor Evan Goulet asked Kamloops provincial court Judge

Mayland McKimm to impose a 10-year ban on McKay volunteering or working with children and a probation term with conditions restricting his access to children and the Internet, as well as an order he take counselling.

Defence lawyer Shawn Buckley argued McKay did not believe he was breaking the law and presented in court a number of readily available legal images of child nudity, which he said were more suggestive and sexual than the photos found on McKay’s computer.

McKimm placed McKay on a oneyear probation term with one condition — that he take counselling as directed. The judge declined to order the decade-long condition restricting interaction with children.

“Mr. McKay has taken enormous steps in his rehabilitation,” McKimm said.

McKay will have to register as a sex offender for the next 10 years and was ordered to submit a sample of his DNA to a national database.

He will serve his jail sentence on weekends.

Kamloops Mounties are on the hunt for thieves who made off with as much as $15,000 after cutting their way into a bank machine earlier this month on the campus of Thompson Rivers University.

RCMP Cpl. Jodi Shelkie said someone smashed through a pane of glass at TRU’s Old Main building sometime between 4:20 a.m. and 5:20 a.m. on July 4 before using a power tool to cut into an ATM inside.

Shelkie would not say how much cash was stolen, but a worker who tends to other ATMs told KTW the burglars are believed to have made off with $15,000 in cash.

“I estimate the robbers spent 30 minutes to an hour working on that machine with an angle grinder to cut through the door on one side, and it was at least a two-man job to force the door open once the cutting was done,” Vince Froehler said.

“I tried to close the door to ship the machine [after the break-in], but I was not able to move it by myself.”

Froehler said it’s not the first time the Old Main ATM has been targeted by burglars: “About two months ago, somebody tried to open the same machine with a pry bar. They did not get in that time, but they did a lot of damage to the machine.”

TRU has been hit with a rash of thefts this year, with a number of burglaries at various locations this past spring and winter.

The downtown school was closed at the end of June, with students and staff moving to Beattie elementary at McGill Road and Columbia Street in September.

MAN FILMED STEPDAUGHTER EMERGING FROM SHOWER TIM PETRUK

A Kamloops man who secretly recorded videos of his teenaged stepdaughter getting out of the shower will spend the next 15 months in prison.

The 48-year-old cannot be named because the victim’s name is protected by a courtordered ban on publication.

Court heard he surreptitiously recorded three videos of his stepdaughter, who was 13 or 14 at the time, as she emerged from the shower.

Crown prosecutor Laura Drake said the man slid his iPod

under a bathroom door to capture the video.

He was busted by chance in June 2015, when his wife picked up his iPod and began flipping through photos. Court heard she found family photos, adult pornography and three videos of her naked daughter.

The woman called police and her husband was later arrested.

In a victim-impact statement, she said she felt betrayed, ashamed and guilty.

Court heard the girl began using illicit drugs after the incident and has overdosed twice.

She said she is also struggling in school and has suffered poor health.

The man was on parole at the time after serving two years in a federal prison for dangerous driving causing death in connection to a crash that killed his niece.

B.C. Supreme Court Justice Sheri Donegan handed him a 15-month jail sentence to be followed by three years of probation, with terms barring him from having any contact with his ex-wife or the victim and requiring him to tell any new partners about his offending.

He will also be required to surrender a sample of his DNA to a national criminal database and register as a sex offender for 20 years.

The municipal political world got a bit exciting this week when the Kamloops Chamber of Commerce took offence at the fact Coun.

Donovan Cavers had appeared at a recent panel hearing on Kinder Morgan’s pipeline-twinning proposal.

Although Cavers emphasized he was speaking against the plan as a private citizen and not as an elected representative, Chamber president Ryan Scorgie feels local politicos should stick to the formal position of council. Scorgie said council stands neutral on the pipeline plan, whereas Cavers and fellow Coun. Arjun Singh pointed out Kamloops council has taken no position — pro, con, neutral or otherwise — on the issue.

There was a massive wildfire in the North Thompson 13 years ago that was born from a discarded cigarette.

This month, a grassfire above the Aberdeen fire hall was caused by the actions of someone tossing their cigarette butt away.

One flick of the finger can create tragedy. Let’s all use our brains.

The agony of addiction

F

our bodies have been found in public areas in Kamloops over four separate days within a one-month span.

Names have been attached to a pair of those bodies — Kelly Brewer and Shirley Marie Thomas.

Brewer, a 26-year-old man from Merritt, was found on July 6 by a hiker in Peterson Creek Park. Thomas, a 52-year-old woman from Vancouver, was found on July 12 a few feet from the edge of the South Thompson River in the 800-block of Lorne Street.

On June 8, the body of a man was found on grass in Sahali, near Columbia Street and Notre Dame Drive. The only information released by authorities is that foul play was not involved in the death.

On July 8, a badly decomposed body was discovered on the north side of Kamloops Lake.

That is the sum total of information released on that file.

Since there has been no information on the discovery in Kamloops Lake, it is impossible to determine if that death is related to the rash of overdose deaths this year throughout Kamloops and across B.C. The person could have been a victim of an accident, a suicide or a homicide. We do not yet know.

Are the deaths of the other three, however, part of the epidemic that is taking lives at an alarming rate, with foul play being ruled out?

We may know in due time, when the BC Coroners Service comes up with the definitive

MUSINGS manners of death, but it certainly would not be surprising to find these latest lives were lost via drug overdoses.

The number of drug overdoses, often due to fentanyl, continues to rise — and with it the number of deaths.

Just two weekends ago, there were 44 drug overdoses (including one death) recorded in Surrey in a 48-hour period, prompting provincial medical health officer Dr. Perry Kendall to call for the creation of clinics where addicts can get alternate drugs, such as Suboxone and methadone.

This follows Kendall’s declaration of a public health emergency in April, when he said the province could record up to 800 overdose deaths this year (through the first half of 2016, there had been 371 overdose fatalities recorded in B.C.).

The wheels on that are in motion, with the Fraser and Vancouver Island heath authorities applying to Health Canada to open what they call “multiple consumption sites,” which are simply safe-injection sites at which users will also take other

drugs under medical supervision.

Such sites would allow the use of various types of illicit drugs, with Naloxone, the antioverdose drug, on hand and ready for use, if necessary.

I have not read how, if at all, the drugs being used can be screened for hidden ingredients, such as fentanyl, but the devil is always in the details.

Vancouver’s safe-injection site is either heralded or hated, but the fact is treating drug addiction as a criminal-justice issue has proven to be a massive failure.

It is indeed a health issue and, for those close to addicts, it can be extremely frustrating to deal with someone who simply cannot quit.

Suboxone is the latest treatment to make headlines and, from what I have witnessed, it can do wonders for opiate addicts and appears to be a far superior substitute than methadone is for heroin.

Until that program gains wide traction, though, we will continue to read about lives lost too soon because of that monkey on the back.

It it easy to demand addicts simply quit. I have screamed that more than a few times. I am sure we all have uttered those words of exasperation.

But, as Kendall noted, some addicts are so far gone they don’t care where their narcotics are coming from, which is why there too many overdose deaths.

Only time will tell if so-called consumption sites will make a difference. editor@kamloopsthisweek.com

BUREAUCRACY SWALLOWS MORE OF BUDGET Editor: Re: Health Minister Terry Lake’s letter of July 15 (‘Health minister says teams are the future’): Lake’s assertion that only 3.5 per cent of the health budget is being spent on bureaucracy is clearly wrong.

When I have enquired in recent years, I have been told more than 10 per cent of the regional health authority budget is being spent on bureaucracy.

This does not count all the head nurses who are so busy with meetings that they have essentially been co-opted into the bureaucracy. This also does not count the bureaucrats in

the Ministry of Health in Victoria.

When I graduated from medical school in the 1980s, we were proud of the fact we spent only five per cent of the budget on bureaucracy, while the U.S. spent 15 per cent.

That was before the bloated and inefficient regional health authorities existed.

The 3.5 per cent Lake quotes would appear to be the Ministry of Health budget.

We should ask what we are getting for that money given the ministry seems to have downloaded all responsibility to the regional health authorities.

The few initiatives that come out of Victoria, such as Lake’s plan for team-based

care, are typically poorly thought out and not based on proper consultation with those of us in actual practice.

If we add the ministry budget to regional health authority budgets, we are likely spending about 15 per cent on bureaucracy.

What a difference it would make if we were to return that extra 10 per cent to actual patient care.

We would be returning more than $1 billion, or over $200 per man, woman or child in the province.

NEW REAL-ESTATE TAX ROLLED OUT WITH A BLUNDER Editor: I understand why the provincial government has set in place the new 15 per cent foreign buyer property transfer tax.

What I don’t understand is why it was made effective Aug. 2 and excluded contracts already signed.

All they needed to do was make it effective for any deal signed after Aug. 2.

This is not only unfair to buyers who purchased in good faith, but to the many innocent vendors who already have a signed deal and now have their buyer backing

out, not to mention real-estate agents who are, collectively, losing many hundreds of thousands of dollars in commissions.

It is so typical of governments to go ahead without consultation and make huge blunders like this, opening themselves up to lawsuits

and huge losses of voters, myself included.

It’s like the lawyers draft this stuff so the lawsuits can start flying.

Unbelievable.

LET’S TALK ABOUT PAY RAISES AT KAMLOOPS CITY HALL Editor: When city management, staff and council are considering pay increases, they should tie these increases to the same rate taxes are reduced to homeowners and local businesses.

Hiding behind the raises by saying they are based on the average in similar cities is not relevent as they have different tax rates and needs.

It should be performance-based. If the city prospers and taxes are stable or decreased, then one could consider they have done the jobs and are deserving of an increase.

If the mayor’s current pay is less than 90 per cent of that average, his wage is increased by two times the Consumer Price Index (CPI) for Vancouver.

“People just cannot stand bylaw officers in this town,” says Luke Ford as we head toward the North Shore for our first stop of the day.

I’ve been outlining why I’m here, riding in a bylaw services truck on a Friday morning. Later this year, Kamloops city council will decide whether to arm bylaw officers with pepper spray, batons and handcuffs.

The practice is uncommon in B.C. (Vernon and Kelowna officers are equipped). But at council meetings, the department’s managers have argued the gear is necessary to deal with a rise in weapons and volatile people — often transients camping along the river’s edge.

Many residents aren’t convinced.

“So, Kamloops will have a bunch of wanna-be cops roaming around with weapons,” begins one reader’s comment on KTW’s website.

Ford is about three years into the job and at the young end of the handful of city bylaw officers I’ll meet over the next few days. Before this,

he was part of the city’s parks department and doing field work for BC Hydro in the off-season.

Level 2 officers, like Ford, roam all over and see a wider variety of calls (Level 1 officers stick to downtown and handle parking issues). Level 2 officers are also first-line backup when a Level 1 officer runs into an issue, before a call is placed to the Kamloops RCMP. Before picking me up, Ford had been on the clock for about two hours and will work until 7 p.m tonight. The 12-hour shift is one of the appeals of the job. The other seems to be the constant motion. In two days, we’ll put a couple of hundred kilometres on the bylaw services pickup truck he drives.

9:20 a.m.

We’re looking for drinkers and smokers, but the North Shore transit exchange (a hot spot bylaw officers are encouraged to patrol frequently) has neither at this time of day. We move on to another of Ford’s pet causes — patrolling illegal dumping spots in Batchelor Heights.

“To catch someone dumping is not easy,” Ford admits.

The burden of proof is fairly high and the chance of being on scene the moment someone dumps their junk out of their truck is slim, but he hopes getting up to dumping spots will turn people off.

In the hills above Batchelor, we find rolls of turf and burnt pallets, but no people today.

9:30 a.m.

Ford’s hoping to show me a transient camp later this morning, but in the meantime, we need to drive back to the North Shore and have time for what will turn out to be the first of a lot of conversations about the Theory of Bylaw Enforcement.

“I’m not looking for the ticket,” Ford says. “So many people think it’s just about revenue for the city and it’s not.”

If we had come across Joe Homeowner pouring out his grass clippings (a favourite of illegal dumpers, apparently), Ford says, he would have asked him first if he knew the practice was illegal — and remind

him there are free disposal options within the city. If the dumper doesn’t know, Ford says he prefers to let him take his garbage elsewhere rather than write up a first offence.

“If someone came to me and said now you’ve got to go out and write as many tickets as you can, I’d find another job,” he says. “I want to make the community better.”

9:45 p.m.

In the few minutes we’ve been gone, things have become busier at the transit exchange.

We stop to talk to two different groups of people sitting in shady spots just outside the bus area.

There’s no visible liquor in either case — just groups of people hanging out away from the already hot sun.

Ford’s on a first and last name basis with most of them. He and a few men outside the Petro-Canada gas station swap news about another transit exchange regular, “Mr. D,” who is not here today because he has moved into social housing and gotten sober.

people,” Ford says when we drive off.

“Because sometimes you see them and they’re not in such a great state and you need all the help you can get.”

10 a.m.

It’s a long way to the transient camp — unusually far, in fact. This stretch of riverbank between Dallas and Valleyview is an uncommon spot for camps, which means those who do set up can stay for months before someone notices.

“They had built an A-frame cabin out of tarps and driftwood and there were weapons everywhere,” Ford says of his first visit to the area. The weapons eventually made their way to a city council meeting, when Ford’s managers first argued the city should look at arming officers. They included a homemade tomahawk crafted out of electrical tape and a steak knife.

Ford says the city only found out people were living there because they eventually started bringing in supplies by pickup truck and parking on the side of the

“Put yourself in their situation,” Ford says.

“You’re someone who is on the street, not by choice, you’re living day to day and now someone has shown up to take all this away because you haven’t made arrangements. People get mad.”

No response. The owner isn’t here.

Ford and Macus go to work quickly, searching through the belongings for ID and valuables.

The City of Kamloops will hold mail, driver’s licences and the like at

I ask how often anyone picks up their valuables from the city.

Not often, he says.

11 a.m.

And now for something completely different. Our next call comes from downtown, where a neighbour is concerned about waist-high weeds growing on a nearby property.

“If somebody comes out of a tent with a knife, how would I know they were going to do that?” he says. “I can’t take the police to every call.”

10:30 a.m.

Bylaw officers don’t go into camps alone.

We meet up with fellow bylaw officer Al Macus at the edge of the highway and climb down a ditch and through two culverts to find a clearing in the trees and brush.

Before we go, Ford radios into dispatch to set a timer. If something goes wrong and we don’t radio in by the end of the allotted time, they will know to send help.

Officers left a notice at the site the day before, telling the owner they needed to pack up during the day or face eviction.

A minute later, Ford pulls a metallic canister out of the tent: bear spray. As they’re beginning to take down the site, a woman walks by with a dog on the leash.

“Thank you for cleaning up,” she calls.

Within 15 minutes, the tent is down. We leave it by the side of the road for the contractor.

There’s something sad about the whole process. Bear spray aside, the tent’s full of clothes and bras and body spray (and a number of cans of spray paint), all headed for the dump.

“That person could take her tent down and set it up again at 10 p.m. tonight, but they don’t and, next think you know, it’s three tents and stolen

notice given to the homeowner. No one’s home here, so we take a look at the weeds from the alley — it helps that the house in question doesn’t really have a back fence.

11:30 a.m.

Back to the North Shore transit exchange, where not much has changed.

We’re headed down Tranquille Road when we see a young woman lying across the sidewalk. Her clothing is stained and she’s not wearing shoes.

When we get out of the truck, it’s clear she doesn’t really want to talk with us.

Ford crouches down to ask how she’s doing.

Fine, she says. They talk for a few moments.

“I’m not there to write her a ticket for obstructing the sidewalk,” Ford says as we climb back in the truck. “I’m there to make sure she’s OK.”

Tenting do’s and don’ts Setting up a camp in Kamloops isn’t illegal.

In a B.C. Supreme Court Ruling last year, Chief Justice Christopher Hinkson ruled cities can’t stop people from erecting temporary shelters on city land without violating the Canadian Charter of Rights and Freedoms.

So, even if the city wanted to, there’s no way to make a rule against camping on public property.

Restricting when the camps can be set up? That’s fair game.

In Kamloops, a tent can be up from 10 p.m. to 7 a.m.

Leave your shelter up around the clock and a bylaw officer may show up with a notice of the rules (and, generally, an offer of help through ASK Wellness).

Leave it up another day and bylaw officers are empowered to take it down and clear it away.

One of his first calls as a bylaw officer, he says, was to deal with complaints of a woman drinking on a public bench. When he showed up, she wasn’t breathing.

It was a drug overdose.

“I don’t drive past things like that because you never know,” he says.

11:45 a.m.

It’s a “pass on.”

Kamloops RCMP arrested a man camped out by the riverbank near the Anavets club in North Kamloops. It’s bylaws’ job to deal with what’s left behind. We wait for another bylaw officer to join us before heading in.

Because this is a newto-us camp, we’ll only drop off a notice of the city’s bylaws at this point, which gives the people living here about 24 hours to pack up.

There’s still one man here when we arrive. He looks pretty shaken by the morning he’s had.

“Buddy let me sleep in his tent and I woke up to guns in my face,” he explains. He packs some stuff and appears to leave.

This is nothing like the morning’s campsite.

There’s a collapsed tent in a corner, but most of the clearing is covered in a layer of random stuff — an old Elmo doll, a safety vest, several single shoes, fast-food flyers and various styles and sizes of clothing. The officers pick a steak knife and a bow out of the mix.

(Bows are apparently more common than you might expect. This is the second one Ford has found at a site this year, though there are no obvious arrows here.)

11:55 a.m.

The camper with the gun story reappears, saying he’s looking for his wallet. Body language on the bylaw officers gets noticeably more tense.

A few awkward minutes of no one turning their back follow as he looks through the stuff on the ground before leaving a second time.

We leave a notice and depart.

OTTAWA — The federal government could have done a better job implementing the new payroll system that’s causing serious headaches for tens of thousands of civil servants, a senior bureaucrat admitted to a Commons committee yesterday.

But moving from the antiquated, paper-heavy pay system the government used for four decades to the electronic Phoenix system was the right call at the right time, said deputy public services minister Marie Lemay.

“I think we could have done additional measures [to smooth the transition process],’’ Lemay told the House of Commons committee that oversees government operations.

“But the move to the second wave and the move to Phoenix is the right decision.’’

MPs on the committee grilled Lemay and other officials with questions, including one civil servants and their unions have been asking for months: Why was Phoenix rolled out when it was clear it had significant shortcomings?

There were indications of “bugs’’ in the Phoenix system after it was first launched on a limited basis in February following several delays and a third-party assessment, she said.

But the issues were minor, said Lemay, who took on a new role as deputy minister just as Phoenix was being fully implemented in a much larger second wave. And she would have recommended the system be given the green light at that time, she told the committee.

Still, knowing what she knows now, that second phase should have included more time for employees to be trained on the system, and the government should have retained many of the pay system employees that were let go as the new system came online, she said.

Earlier yesterday, federal officials said they expect to have resolved all of the pay delays created by the problematic new pay system by the end of October — but undoing the damage won’t be cheap.

Dealing with the months-long debacle, will cost an estimated $15 to $20 million, Lemay told a news conference earlier in the day.

That doesn’t include upgrades required to ensure the system runs more smoothly in the future.

Some 1,100 of the more than 80,000 problem files identified last week have been closed, Lemay said.

That includes the 486 government workers who were provided with back pay on Wednesday after having gone for months without compensation.

Another 234 employees listed by officials as “Priority 1’’ cases will see their paycheques in two weeks, Lemay added. A second priority group — workers going on maternity leave, long-term disability leave or retiring — will see their files handled within four to six weeks, the deputy minister said.

To speed up the process of eliminating reported pay holdups, the government is opening satellite pay offices in Winnipeg, Montreal and Shawinigan, Que., as well as hiring more staff in Gatineau, Que. On Wednesday, Public Services and Procurement Minister Judy Foote paid a personal visit to the government’s central pay centre in Miramichi, N.B., where officials confirmed that dozens of employees are on stress leave linked to the pay system issues.

The Phoenix system oversees the payment of 300,000 federal public servants. More than 80,000 workers have either been overpaid, underpaid or missed entire paycheques since Phoenix launched in February.

Last week, the federal privacy commissioner announced a formal investigation into a privacy breach linked to Phoenix earlier this year.

Further privacy breaches were affecting the system as late as July 26, said Lemay, who classified the breaches as “low risk.’’

Auditor general Michael Ferguson will also review the planning and implementation of Phoenix; 13 public service unions are asking the Federal Court to rule that the government must pay public servants properly and punctually.

TORONTO — A Toronto police officer who gunned down a troubled teen on an empty streetcar three years ago abused his authority in a way that undermines public trust in law enforcement and the justice system, a judge said yesterday in sentencing him to six years in prison.

In letting loose a second volley of shots on 18-year-old Sammy Yatim, Const. James Forcillo committed an “egregious breach of trust’’ and his sentence must serve as notice to other police officers that they should open fire “only as a last resort,’’ Justice Edward Then told a Toronto court.

The sentence “should not be taken to reflect adversely on the well-deserved reputation of the Toronto Police Service nor diminish in any way the respect and support individual police officers deserve for the dangerous and impor-

tant work they do,’’ he said.

“However, when a police officer has committed a serious crime of violence by breaking the law which the officer is sworn to uphold, it is the duty of the court to firmly denounce that conduct in an effort to repair and affirm the trust that must exist between the community and the police to whom we entrust the use of lethal weapons within the limits prescribed by law.’’

Murmurs rippled through the courtroom as Then delivered the sentence.

The disgraced officer, wearing a dark suit, stood straight and stone-faced as he was handcuffed. Yatim’s parents looked at Forcillo, then turned to one another in silence.

But outside the courtroom, Sahar Bahadi, Yatim’s mother, said she remained outraged.

“He destroyed our family, he will destroy our lives,’’ she said.

“But he didn’t show any kind of remorse.’’

Yatim’s death on July 27, 2013, sparked public outrage in the city after a cellphone video of the shooting went viral.

In handing down the sentence, Then said the video was “powerful evidence’’ that what Forcillo said occurred on the streetcar that night did not actually happen.

The judge spent almost 90 minutes dissecting the evidence that came to light during the trial, delivering a series of stinging rebukes to Forcillo’s conduct, saying his actions constituted “a fundamental failure to understand his duty to preserve all life, not just his own.’’

Forcillo’s lawyer, Peter Brauti, said an appeal has already been filed on the conviction and sentencing.

Forcillo’s lawyers were to seek bail for their client from the Ontario Court of Appeal later Thursday afternoon.

“It wasn’t how we saw the nature of the offence,’’ Brauti said.

After sentencing, Toronto police suspended Forcillo without pay, according to spokesman Mark Pugash.

The outrage over Yatim’s death prompted the city’s police chief to launch a review of officers’ use of force and their response to emotionally disturbed people.

Then rejected the defence’s assertion Forcillo should not be subjected to the mandatory minimum sentence of five years in prison for the attempted murder conviction.

But he also said the Crown’s request that the officer spend between eight to 10 years behind bars was “unreasonable.’’

Forcillo’s lawyers, who had argued for house arrest instead of a prison sentence, filed a constitutional appeal, arguing the mandatory minimum was never

intended to apply to peace officers who legitimately carry a gun at the behest of the state in order to protect society.

Prosecutors argued the mandatory minimum is meant to apply to everyone and police officers shouldn’t get special treatment.

They also argued Forcillo’s case appears to be “among the most egregious examples of unjustified violence by a police officer in Canada.’’

Forcillo had been out on bail since being charged, but was taken to a holding cell in the courthouse immediately after sentencing.

The officer fired two separate volleys — three shots and then six shots — at Yatim, who had consumed ecstasy and was wielding a small knife on an empty streetcar.

Forcillo testified he never wanted to kill anybody when he confronted Yatim, but fired because he thought the teen was about to come at him with his switchblade.

CALGARY — The CEO of Suncor Energy says the company is discussing with the Alberta government the possibility of leaving some of its oil in the ground.

Steve Williams says the energy giant is considering “stranding’’ some of its oilsands reserves if they are too expensive to produce or if they would add too much to their greenhouse gas emission intensity levels.

Williams says he’s optimistic the government will endorse the idea, which runs counter to its traditional priority on developing as much oil and gas resources by insisting companies attempt to produce all recoverable barrels from their Crown-owned leases.

Simon Dyer of the Pembina Institute says he supports the idea, adding that it could help reduce energy demand in the industry and bring down emissions.

Dyer says it won’t be necessary to produce all of the crude in Alberta’s oilsands if the world can switch to renewable forms of energy in the future.

Greenpeace campaigner Mike Hudema also welcomed the proposal but says producers will have to leave behind more than just the oil that’s difficult to produce if they are sincere about reducing emissions. In a sustainability report released earlier this week, Suncor vowed to reduce overall emissions per barrel of oil and gas production by 30 per cent by 2030.

OTTAWA — Government efforts to reach two Turkish Canadians arrested in connection with a failed coup in Turkey earlier this month have so far been stymied.

Davud Hanci and Ilhan Erdem were arrested and detained separately over the past week as Turkish authorities swept up thousands of people it accuses of having supported the July 15 coup attempt, which left more than 200 people dead.

Citing privacy laws, Global Affairs Canada would only say that Canadian officials in Turkey are in contact with local authorities and providing consular assistance to the men’s families. A government source, however, confirmed diplomats have not been able to reach Hanci or Erdem.

Both men are dual nationals, meaning they hold both Turkish and Canadian citizenship. Hanci lives in Calgary and is an imam for both the federal and Alberta correctional services. Erdem lived in Toronto and Ottawa, where he was also an imam, before moving back to Turkey after getting his Canadian citizenship.

Turkey does recognize dual nationalities. However, the U.S. State Department says the Turkish government does not permit Turks with two nationalities and who are arrested in Turkey to contact officials from the other country for help.

ere comes the Sun, the dominant force that never seems to relent.

The Kamloops Broncos and Okanagan Sun of Kelowna will clash at Hillside Stadium tomorrow, the home team looking to score its first-ever victory over the Okanagan powerhouse in a Week 2 B.C. Football Conference (BCFC) tilt.

“They’re very athletic, as they always have been, they’re big and they’re aggressive, so things haven’t changed a whole lot,” said Broncos’ head coach Brad Yamaoka, whose team fell 37-14 to the Vancouver Island Raiders in Nanaimo last weekend.

“We’re preparing to play a basic, but very strong and talented group of guys and, hopefully, we can take advantage of a few of the things they do.”

Game time is 7 p.m.

Former Sun head coach Shane Beatty, a Kamloops product,

jumped ship to the Westshore Rebels of Langford in the off-season, but the defending BCFC champs didn’t miss a beat in Week 1 under new bench boss Ben Macauley, with Okanagan (1-0) cruising to a 56-14 win over the Valley Huskers in Chilliwack.

Kamloops (0-1) lost most of the key pieces that made it an offensive juggernaut in 2014 and 2015, including quarterback Stephen Schuweiler, receivers Devin Csincsa and Derek Yachison, offensive lineman Cameron Brown and offensive co-ordinator Mike Faisthuber.

The Broncos brought in two QBs in the off-season — 18-year-old Colby Henkel of Stony Plain, Alta., and 20-yearold Sebastian Bel of Winnipeg — and they are fighting to become Schuweiler’s heir under centre.

Henkel saw the lion’s share of the snaps in Nanaimo and put together a decent outing after struggling with nerves on his first few drives, going 16-for-22 for 119 yards, with one touchdown and one interception.

I got the first couple drives under my belt, things started getting a little bit better,” Henkel said. “I wasn’t thinking straight at first, but as the game went on, I was seeing the field like I usually do.”

Yamaoka scouted Henkel in Edmonton in October, while Bel, who played one year at the University of Toronto, reached out to the Kamloops brass.

“It was the worst, getting hurt,” Bel said of his injury last Saturday.

“It’s always the worst when that happens and it’s not the first time it’s

happened to me. It’s crappy, but you’ve just got to bounce back and have a good game.”

Bel, who left the game against the Raiders after an unblocked linebacker had a free shot at his back, is expected to see action against the Sun, as is Henkel, who seems to have an early edge in the competition.

“They have different attributes, but we want to see who’s taking the reins in the next week,” Yamaoka said.

Kamloops will again be without standout running back Jacob

Palmarin, who tore his right ACL four days before the Sun battered the Broncos 75-7 in a 2015 BCFC semifinal tilt last October.

Palmarin led the league in 2015 in three rushing categories — carries (121), yards (1,089) and touchdowns (13) — and earned the BCFC Outstanding Offensive Back Award.

“I love football and I just want to get in there and rip it up, but you’ve got to understand what your role is,” Palmarin said. “You see your goals in a dif-

ferent perspective. It’s a good journey and a good growing experience. You get more in tune with your life in general.”

The back from Lethbridge will be evaluated on Aug. 17 and will listen to the doctor’s advice before deciding when it’s OK to return. Palmarin is not interested in coming back too early and risking further injury and a potential future in the Canadian Interuniversity Sport ranks.

Cloverdale is home to Fraser Downs Racetrack and Casino, where bettors are always on the lookout for an underdog.

They have one this weekend in the Kamloops Players Bench RiverDogs.

Kamloops (9-30) finished last in the eight-team tier 1 midget AAA BC Baseball standings and drew the No. 1 ranked Cloverdale Nationals (35-7) in Round 1 of the postseason, a best-of-three series that begins tomorrow.

“Their biggest thing is they can hit,” RiverDogs’ manager Sean Wandler said.

“Their pitching is good, it’s not fantastic, and their defence is solid, but their biggest strength is they can smack the ball around, no doubt about it.”

Cloverdale flexed its muscles at the plate against Kamloops in regular-season play,

posting a 6-0 record and outscoring the RiverDogs 66-26.

The Dogs were expected to struggle this year, an inexperienced team that made the jump to tier 1 along with the seven other squads that split from the tier 2 group after the 2015 campaign.

Kamloops gave up the most runs in the league, 313, and scored the third-fewest, 177.

“With a lot of our guys this season at the plate, it’s been hit or miss, pretty streaky,” Wandler said. “They’ll be hot one weekend and cool the next.”

The Dogs received a shot in the arm last weekend with the return of third-year standout Lucas Lott, who broke his arm in May and whose absence was a big blow to Kamloops.

“It’s a big bonus to have him back,” Wandler said. “He’s a great centrefielder and leadoff man.

Hopefully, he can spark us a little bit.”

hot pitcher and getting knocked out, but I’d rather have everybody go in one weekend.”

If there is one positive for Kamloops, anything can happen in a short, best-of-three series.

“We’re coming in as big underdogs, but we’ll just go at it and see what we can do,” Wandler said.

They blew it last year and the Kamloops Venom are not interested in a repeat performance at the 2016 junior B provincial lacrosse championship.

“We won the league and that was the ultimate goal for the players last year,” said Brandon Pittman, the Venom’s general manager. “We went down and we wasted away the weekend. We didn’t play well. We weren’t focused and we weren’t ready to play at all. We’re a lot more focused than last year.”

Just as they did in 2015, the Venom knocked off the Vernon Tigers this year in the Thompson Okanagan Junior Lacrosse League final to earn a berth in the provincials, which get underway today in Coquitlam.

Joining Kamloops in the battle for B.C. are the host Coquitlam Adanacs, champions of the West Coast Junior Lacrosse League (WCJLL), the WCJLL runners-up, the New Westminster Salmonbellies, and the Pacific Northwest Junior Lacrosse League champion Saanich Tigers.

“We don’t know a lot about these teams, but we know they definitely have some star players,” Pittman said. “And the nice thing for them about Coastal rules is they can pull from Intermediate A.” Game 1 for the Venom is a tilt against the host Adanacs tonight, with faceoff time set for 7:30 p.m. The Venom will square off against New Westminster on Saturday and Saanich on Sunday.

The top two teams after round-robin play will meet in the final at 2 p.m. on Monday, following the bronze-medal matchup.

Kamloops posted a 1-3 record at the 2015 provincials on Vancouver Island, its only win coming in round-robin play against the host Westshore Bears, who beat the Venom in the bronze-medal game.

Saanich, which went on to win gold, and New Westminster also downed the Snakes in round-robin play last year.

The Kamloops Venom are chasing a provincial title this weekend in Coquitlam.

“With Saanich, they have a lot of returning players, so they’ll be strong,” Pittman said. “And there are three players on New Westminster who Doug Clark has coached on Team B.C.” Clark, an assistant coach with the Venom, was suspended last year by the TOJLL, a five-year ban that resulted from Kamloops using Intermediate A players.

That suspension, along with other TOJLL sanctions against the Venom that derived from the incident, has since been overturned by the B.C. Lacrosse Association and Clark will be in Coquitlam this weekend.

“They don’t like us very much,” Pittman said of TOJLL brass.

And it wouldn’t be a Venom story without a little bit more TOJLL-related drama.

“The league made reservations for us to stay at a hotel in Coquitlam, but for some reason, the reservations got cancelled,” Pittman said. “I don’t know.

Coquitlam is having this big anniversary down there as well. I don’t think it has anything to do with the league. Maybe there were errors and the reservations didn’t get done. Who knows.”

The nomadic Snakes will bookend their Saturday stay at an Econolodge with tenures at the Ramada.

While Coquitlam is celebrating its 125th anniversary this weekend, the Venom will be looking to throw a party of their own by becoming the first TOJLL squad to fly a provincial banner since 2012.

Pittman was a member of the Kamloops team that won gold four years ago in Langford.

“It was one of the best feelings I think I’ll ever have in my life,” Pittman said.

“The guys know how big this is and they’re pretty excited. Even all the coaches, we’re excited for them.”

The Venom are healthy and their top guns will be available, including leading scorers Riley Peterson and Kyle Pauwels, who finished the regular season with 95 and 80 points, respectively.

“Everybody is healthy and ready to play,” Pittman said. “We had a good practice Monday and we have another tonight [Thursday]. It’s going to be a great weekend.”

In the meantime, Kamloops will look to offensive weapons such as receivers Broden Romanovitch, Brody Bernier and Colin Mather, but the Broncos’ strength this year is expected to be its defence.

Safety Jordan Angove came up big last weekend, finishing with an interception and a 101-yard kickoff return for a touchdown, and first-year linebacker Jesse Zajaros impressed in his debut with five tackles and a fumble recovery.

“We’ve just got to fly around again,” Yamaoka said. “Rarely did we have only one guy tackling the ball. We had a bunch of guys around the ball at all times and we need to do a lot of the same against Okanagan, and stay with our assignments.”

If Kamloops can’t keep up on D, expect Okanagan QB Keith Zyla — who was 4-for-4 for 174 yards and three TDs against Valley — to take advantage, with receivers such as Kamloops product Lliam Wishart at his disposal.

Wishart caught two passes for 66 yards against the Huskers, including a 63-yard TD reception.

Games against the Sun have traditionally produced the biggest crowds of the season at Hillside and Yamaoka is expecting more of the same on home-opener night, when temperatures are expected to reach 34 C. “Hillside Stadium is the best venue in the conference,” Yamaoka said. “It’s a great opportunity for our new guys and our fans to get a feel for what our season is going to be like.”

VIOLENT SHOPLIFTER On Thursday, July 21st at 8:45 pm a female shoplifter had taken several items from a Northills Mall store, not only is this female a thief she also assaulted one of the store employees. Once the store employee found out what was going on, the employee approached the female. The female refused to comply with the store employee and became physically aggressive and fought with the employee then fled the Mall. The female is described as First Nations, mid 20’s, 5 foot 8 inches tall, 170-180 pounds, shoulder length hair.

The security camera caught the image of this suspect.

by B.C. Lions’ coach and general manager Wally Buono during the winter has made it much easier for the CFL team to withstand two season-ending injuries.

B.C. (3-1) will visit the 2-1-1 Calgary Stampeders tonight without starting defensive back T.J. Lee and veteran receiver Nick Moore.

Both players were injured in the Lions’ 40-27 win over Saskatchewan that preceded a bye week and will not return this year.

Replacement defensive back Steven Clarke and receiver Geraldo Boldewijn will have a chance for season-long work with strong outings against Calgary. Neither player was in the Lions’ off-season plans. Buono let both players out of existing contracts with the Lions in order for them to work out with NFL clubs.

An unorthodox bit of flexibility on the part of the CFL’s leader in career coaching wins has enabled the Lions to deal easily with the first serious rash of injuries to face the team this year.

“All the clauses in a contract aren’t always normal,’’ said Buono, who also raised eyebrows this week when he re-signed defensive backs Chandler Fenner and Anthony Gaitor to the practice roster after cutting them in training camp.

“You have to compromise a little.

However, B.C. has only a one-point win in its last five regular season road games at McMahon Stadium, allowing an average of 31 points in four losses, and was hammered 35-9 in last year’s West Division semifinal against Calgary.

A win would give the Lions the season series against Calgary as well as considerably added confidence, according to veteran defensive back Ryan Phillips.

SPRINGFIELD, N.J. — Two holes into the final major of the year, Rory McIlroy was starting to lose patience.

He missed a 10-foot birdie putt on his opening hole at No. 10 on yesterday. He hit another beautiful approach into the 11th hole at Baltusrol, 10 feet below the hole, and missed that. Even after Phil Mickelson and Jason Day had left the green, McIlroy stayed behind, looking at the cup from a different direction.

It was a precursor for more misery with his putting at the PGA Championship.

When his opening round ended, McIlroy had 35 putts and no birdies. His 4-over 74 was the first time he failed to break par in the opening round of the PGA Championship.

“You give yourself chances the first couple of holes, you don’t convert,’’ he said. “You want to get off to a good start. I feel like if I had holed one of those first two, it might have been a different story of the day. You get a little momentum and you get it going.’’

Instead, it kept sliding in the wrong direction.

His 8-foot par putt on the 13th never had a chance. His 5-foot birdie putt on the 17th never got to the hole.

He believes he is driving the ball as well as ever, which goes a long way at Baltusrol.

His irons felt good, except for a few loose ones.

“Just when I get on the green, it’s a different story,’’ he said.

McIlroy was at least nine shots behind after one round, and that doesn’t bode well. In his four victories in the majors, he was never more than one shot behind. The only major he won with any round over par was a 75 in the wind at Kiawah Island four years ago in the PGA Championship.

“I haven’t won this tournament from this position before, so I’ll need a low one tomor-

This is the second major this year that McIlroy has put himself well behind after the opening round.

He never recovered at Oakmont, missing the cut in the U.S. Open.

Making it even more pressing is that he is on the verge of going a second straight year without a major.

Putting has been a problem all year, dating to February when he decided to switch to a cross-handed grip as he prepared for the Masters.

This time, he felt he simply was tricked by poa annua greens that look faster than they really are.

“I’m struggling with

the pace,’’ he said. “I think you saw out there, there was a couple of putts from quite a short distance that I left short. That’s the thing that sort of surprised me all week. They look much quicker than they are. They look much quicker than they putt . . . So I just need to be a little bit more aggressive, a little bit more free flowing with my stroke. Because when I did hit a couple by, I was able to hole the ones coming back.’’

Yesterday was no time to practice. The heat was oppressive and drained everyone of energy. McIlroy decided to head back to his house, rest and perhaps come back Thursday evening and hit some putts “when it cools off.’’

“Not that it cools off that much in the evening,’’ he said. “I’ll try to do as much as I can

and not wear myself out.’’

Even as he left Baltusrol, he was confronted with a score on his card that he didn’t see coming. Given the chances he had, he figured something around par would have been the worst he could post.

Instead, only three tour players had a worse score among the morning wave.

And that card didn’t have any birdies on it.

“I can’t remember the last time I went without a birdie,’’ he said. ‘I’ll stay as patient as I can and as hard as I can and hopefully turn it around.”

Jimmy Walker of the U.S. was atop the leaderboard at 5-under as of KTW’s press deadline yesterday, one shot ahead of Martin Kaymer of Germany, Ross Fisher of England and Emiliano Grillo of Argentina.

Nellie Irene Hay

September 14, 1922 – July 25, 2016 It is of great sadness we announce the sudden passing of Nellie Irene Hay on July 25, 2016. Nellie was born in the small town of Provost, Alberta, one of five children to Dudley and Daisy Morrell. She spent her early years in Provost, before moving to Calgary in 1939. There she met her husband John. They moved to Kamloops in 1948 and raised a family of three children. She was always active in organizations that involved the family and did a lot of volunteer work. She worked at Safety Mart#2 for years and loved travelling and especially enjoyed the special camping trips to Wells Gray Park with her husband, children and grandchildren.

She was a member of the L.A. to United Transportation Union, a member of the Retired Railroad Association and a huge fan of the Kamloops Blazer Hockey Team. She was also a member of the North Kamloops Tops Club, where she made many new friends. Nellie enjoyed her Saturday morning outing of shopping then going for breakfast with special friends.

Nellie was predeceased by her husband John in 2000. She leaves to mourn her sons Richard (Shirley), Don (Vicki) and daughter Judy. Five grandchildren Tammy, Russell (Dee), Darrell, Angela (Tom), Ashly (Andrew) and five great-grandchildren Ryan, Hunter, Caillie, Mylah, Addyson and a new one expected any day. Nellie also leaves two sisters Daisy Robertson and Edna Bolin, sister-in-law and good friend Jo Woodward along with numerous nieces and nephews.

Nellie displayed a fondness and a keen interest in her grandchildren and was always delighted and interested to hear about their accomplishments and events in their lives. All of them will miss their visits and famous grilled cheese lunches with Grandma Nell.

She loved her home and friends at Ponderosa Place Apartments. Everyone who knew or met Nellie was welcomed with her warm smile. She will be missed by all who knew her.

Nellie was a gracious lady.

Special Thanks to Dr. Bantock, Dr. Schmidt and Dr. Lee, your support and kindness to Mom was appreciated.

It is with broken hearts that we announce the sudden passing of our beloved daughter and sister of complications resulting from her brave fight with cancer while vacationing in Maui.

She is survived by her loving daughter Sharon (Brian), her sister Yvonne Wawryk (Tom Johnson), two granddaughters Christina Friesen (Shawn) and Jacquie Symington (Andrew), six great-grandchildren, numerous nieces and nephews, extended family members and friends.

She was predeceased by her husband Walter, her daughter Carol and her parents Elva and Alfred Thorne.

The family would like to thank all of the nurses and doctors at Royal Inland Hospital (6 South, I.C.U. and Step Down Unit) for their tireless efforts and care while Mom was there.

In lieu of flowers, the family is requesting donations in Phyllis’ memory be made to a charity of their choice.

There will not be a Service or Celebration of Life in Phyllis’ memory at her request

Carrie is survived by her loving parents Ken and Audrey Harton, brother Kevin (Nora) Harton and their sons Daniel and Sean, husband Bryn Gardener-Evans and their sons Thomas and Jason as well as many relatives and friends whom she loved dearly.

Throughout her younger years in Kamloops, Carrie enjoyed many outdoor activities such as skiing, camping, swimming and fishing.

Her main focus though was figure skating which she excelled at.

While working in Vancouver as a Para-Legal, Carrie met Bryn, the love of her life and they married in 1990. Their first son Thomas was born in 1994. They moved to Calgary in 1997 where their second son Jason was born in 2001 and there they made a wonderful life together.

Her loving heart, bright spirit and beautiful smile will be missed by family and friends.

A Celebration of Carrie’s Life will be held in early September.

With great sadness we announce the passing of Don in the peaceful surroundings of Marjorie Willoughby Hospice, Kamloops, BC.

Donald and The Stocks’ family will be hosting a Memorial for Nora on Saturday, August 6th, 2016 from 1:00 pm until 4:00 pm at the Szigeti/Stocks Residence at 2540 Young Avenue, Kamloops, BC.

He was born in Wainwright, Albert to his parents Fred and Ann and raised with his five brothers until 1943, when the family then moved to Richmond, BC, and Don completed his education and started working for a living. After trying a few types of employment he eventually became a trucker and was employed for almost 30 years by Trimac until a MVA caused an early retirement.

We welcome family, friends and acquaintances of Nora’s.

Don is survived by his loving wife Gerry, sons Kim (Gale) and Todd and their mother Maureen. Also, step-children Tony Allen (Shena), Debbie Griffin (Kevin), Rod Allen (Sheila), Greg Allen (Pam), fourteen grandchildren and three great-grandchildren.

or Josh Szczepanowski, one challenge of performing someone else’s music is switching back to his own.

“You end up sounding like them so much that when you try to do your own work, you start sounding like them,” Szczepanowski told KTW in a phone interview from his home in Victoria.

“I have to try really hard not to sound like David Gilmour in my own music.”

The 34-year-old musician has performed as Pink Floyd’s singerguitarist in the tribute band the PIGS for about eight years and will take the stage at Sagebrush Theatre on Aug. 2 as part of the

band’s B.C. summer tour.

Szczepanowski won’t say something on stage unless Gilmour would say it and he has a closet full of gear he ordered from Pete Cornish — the British electric guitar gear designer who Gilmour works with. But it took a lot of research when a couple of Szczepanowski’s musician friends first put forth the idea to cover Pink Floyd.

“It was just a band that we all liked,” Szczepanowski said. “I actually didn’t know them all that well.”

While the group came upon the idea honestly, the PIGS take performing 47 years of Pink Floyd seriously.

They have a band member representing each in Pink Floyd, so “it’s not split up weird among everybody,” he said, and they’ve

made efforts to match gear to the originals, like Szczepanowski’s guitar collection and the band’s amps and speakers.

“If you don’t concentrate on those details, it can seem a bit silly,” Szczepanowski said. “It becomes a bit tongue in cheek.”

Taking it all seriously makes it more real for Floyd fans, Szczepanowski said, noting many audience members are likely to have seen them live in the past and the music is “really special to a lot of people.”

“It’s music that has a lot of depth to it,” Szczepanowski said.

“There’s a lot of emotions in this music . . . It’s not a shallow kind of music and I think that really speaks to a lot of people.”

A large circular screen will set the backdrop, showing the band’s original footage — just like Pink Floyd’s screen, dubbed “Mr. Screen.”

“We try to be as authentic as we possibly can with things,” Szczepanowski said.

‘I would be kind of embarrassed’ to meet Gilmour

If Szczepanowski could meet any band member of Pink Floyd, he’s pick his alter ego David Gilmour.

“Of course,” Szczepanowski said.

But he’s not sure how that meet-up would go, exactly.

“I feel like I would be kind of embarrassed,” he said. “It would probably be a little bit strange.”

Nonetheless, he has no end date in mind for the PIGS. “We could be doing this basically as long as people keep wanting to come out and see this.”

Not Just Another Stage One Play ‘Adults don’t rehearse a show in two weeks and then perform at the end of the second week’ ANDREA KLASSEN STAFF REPORTER andrea@kamloopsthisweek.com

hey may be playing actors, but that’s about all the cast of Just Another Stage One Play has in common with their characters.

The show begins on opening night, when a troupe of actors arrive to find their director — fed up because no one has shown up to rehearsals — has abandoned them.

“The director has lost all hope and fled to Mexico and the actors have to find a way to pull a show out of their butts and try to perform for this audience that’s come, to try to prevent them from becoming an angry mob,” explains Carter Grice, 16.

With only a vague idea of what the play was about, the actors have to wing it, taking the audience on a trip through the history of theatre in the process.

But don’t let the premise fool you. Behind the scenes,

the cast of 25 theatre students, ages 10 to 18, has been working flat out.

In just two weeks, the cast members — students at Western Canada Theatre’s Stage One production class — learn lines, hone their

characters and learn the moves to set up a full show.

“It is amazing. Adults don’t do this,” said WCT educational co-ordinator Terri Runnalls.

“Adults don’t rehearse a show in two weeks and then

perform at the end of the second week.”

By last Friday, the students had learned most of their blocking (the movements they’ll make incharacter while on stage), and were getting ready for homework.

While the class breaks for weekends, cast members are expected to use the time to learn their lines, returning on Monday with a full act memorized.

Carter, a five-year veteran of the production class, said he was confident the cast would pull it off once again. This year’s script is one of the funniest he’s seen in several years and the cast has plenty of actors with good comedic timing.

Already, the production was starting to take shape.

“At the beginning you’re reading your lines, but then there’s one point where it just clicks and everything falls into place,” said 13-year-old Mckenna, Carter’s younger sister.

Like many of the cast members who spend the play trying to guess at what their roles might originally have been, she has got a lot of parts to play, from fairy to girl guide.

Other actors might make the leap from ditzy Valley Girl to the long lost mother — or was it brother? maybe cousin? — of the play’s main characters.

Both siblings say their favourite moments bring

the entire cast on the stage at once to pull out all the stops.

“Chaos is happening on stage, and it’s beautiful. You just have to take a step back and say, what is happening?” Carter said.

“Your eyes are like, where do I look?” McKenna added.

Just Another Stage One Play runs at the Thompson Rivers University Actors Workshop Theatre at 7 p.m. tonight and tomorrow, with an additional matinee performance at 2 p.m. tomorrow.

Admission is by donation, with all proceeds going to the Henry Vandenberghe Memorial Bursary Fund, which provides financial aid for Stage One students.

Local woman competing in large scavenger hunt ‘It’s incredibly fun. This is our Christmas.’

Kamloops woman is taking part in a week-long international scavenger hunt starting this weekend.

Christine Robertson is one of two Kamloops residents on her team of 15 players from across the globe participating in the Greatest International Scavenger Hunt the World Has Ever Seen.

“There’s usually over 200 things you have to do,” Robertson said. “It can be anything from last year we had to dress up one of our kids like an alien and take him out for ice cream.

“It’s stepping outside your comfort zone.”

Robertson said the contest started five years ago by actor Misha Collins with about 300 participants. This year, she said, 35,000 are expected to take part.

This will be her fourth year of competition.

“The winning team of 15 gets to go on a trip with Misha Collins,” she said. “This year, I believe it’s to Iceland. It’s incredibly fun. This is our Christmas.”

The Greatest International Scavenger Hunt the World Has Ever Seen is a worldwide game involving thousands of participants across the globe.

People in more than 100 countries are expected to take part, according to the hunt’s website, building their own teams or being placed on teams of 15. Teams are required to complete tasks on a list.

Tasks are completed via photo or video and uploaded to the contest’s website.

“The more sublime and creative a submission, the more points awarded,” the website, gishwhes.com, reads. “You don’t need to be an amazing artist or social butterfly to win. You just need dedication, drive, a little creative thinking and a will to win.”

According to its website, the goal of the hunt is to engage competitors by requiring them to think outside the box.

“We try to create a list that is challenging, thrilling and absurd,” it reads. “We like to see items that make us tear up and laugh out loud. We like to have participants break out of their comfort zones, re-awaken their inner artist and do a bit of good in the world.”

The competition requires teams of 15, but organizers are happy to pair up singles or small groups to fill out rosters. On Saturday, a list of tasks will be posted online for teams to complete. Teams are asked to split up the tasks among members.

You receive points for every item you accomplish.”

After judging, the team that completes the most tasks with the highest quality submissions is deemed to have won.

The winners are taken on an all-inclusive trip with Collins to an exotic location. Previous winners have travelled to Rome, Scotland, Costa Rica and an island off the B.C. coast.

This year’s winners, who will venture to Iceland, will go dog-sledding on a glacier, party inside a volcano and enjoy world-class thermal hot springs.

The competition, which in the past has required competi-

tors to engage online with celebrities and quasi-famous people, has not been without its critics.

In 2014, a Vox writer called the scavenger hunt “the bane of many sic-fi authors’ existence.”

Todd VanDerWerff said the competition basically turns the Internet loose, collectively.

“Quite a few of the items basically invite participants to pester — or even harass — the famous and semi-famous on Twitter, Tumblr and Facebook,” he wrote.

“The official rules were amended this year [in 2014] to state that points will be docked if harassment happens, but this is the Internet, where the line between ‘asking nicely’ and ‘becoming a flood of people who think they’re asking nicely but can actually seem quite overwhelming’ is tenuous.”

Participants pay to compete, with money raised going toward the Good Works Foundation.

Canadian singer-songwriter JJ Shiplett is playing at CJ’s Night Club on Friday, Aug. 5. He’ll be performing new original country-rock tunes and cover songs.

ason Jeffrey (JJ) Shiplett remembers the last time he performed in Kamloops.

He was opening for Canadian country music artist Johnny Reid and it was his third stop on a 47-show tour, the largest ever for the Calgarybased singer-songwriter.

“On the second or third song, I said ‘Thank you very much Abbotsford,’” he said. “And I got booed.”

It was a packed house that night at Sandman Centre and Shiplett’s bandmates backed him up, tossing him under the bus to the crowd and helping turn boos to laughs.

It’s something Shiplett recalled when he caught up with KTW in advance of returning to Kamloops on Aug. 5 for a show at CJ’s Night Club.

“It was definitely a very humbling moment for me,” he said.

Shiplett would later settle in on that tour and find his groove.

“Club gigs, one offs, you tend to fight a bit more just with how it’s going to sound and that sort of thing,” he said.

Shiplett is managed by Reid and called him and his staffers pros. He surrounds himself with good people — friends, family and musicians in the city of Calgary like Danny Vacon, whom Shiplett makes a habit of going to see in his many bands, including The Dudes.

He appreciates Vacon because he’s raw and “tends to say something.”

“Nowadays, it’s [country music] all about the truck, the beer and the girl . . . I really look forward to people who write with substance, who have

So, what does Shiplett have to say in his country-rock tunes?

“That’s the thing I wake up wondering,” he said, noting “togetherness” is a theme to which he often alludes.

In life, he said, you need people and he touts his sister’s support for helping him with his “music adventures” over the years.

“I recognize that you can’t do this on your own.

Even moreso that I don’t want to do it on my own,” Shiplett said. “I don’t want to do this as a lone wolf.”

It might be part of the reason he lent a hand to friend and musician Lauren Mann for her 2016 album, singing on the track You Are Fire. Mann hails from Calgary and Shiplett called it a “no brainer.”

“She’s a pretty respected little indie artist,” he said.

Shiplett released an EP earlier this year, right before heading out on tour with Reid, and has a full-length album dropping this fall.

When Reid asked him to go on tour, the fulllength record was done. But, without enough time to release it, Shiplett said, they chose to do tease four songs on an EP instead.

It rose to No. 7 on iTunes.

“It caught me off guard with kinda how well it did,” Shiplett said.

There’s something oddly perverse and cathartic about Marshal Law; a self-loathing, super-powered, excessively violent police officer of a post-apocalyptic tomorrow.

Created in the mid-1980s by writer Pat Mills (Judge Dredd, Slaine) and Kevin O’Neill (League of Extraordinary Gentlemen) as a strange retaliation — and yet also a companion — to the wave of mature themed superhero comics like Watchmen and Dark Knight Returns, Marshal Law spat in the face of comic book clichés and tropes.

No carefully guarded institutions of the world of comic books are safe from its biting satire or over-the-top violence.

Superman, Wonder Woman, Batman and the Punisher are all victims, parodied as Public Spirit, Celeste, Private Eye and the Persecutor.

This comic book explores these characters as if they were more realistic, more human and therein more susceptible to corruption, greed, lust, vanity and so on.

Beyond the confrontation of power against responsibility, the actual main plot of the first Marshal Law series is a murder mystery.

A seemingly super powered serial killer is targeting women dressed as Celeste, and Marshal Law is convinced the prime suspect is Public Spirit.

But how is he supposed to bring down the most famous person in the world, who also happens to have the powers of Superman?

And when he’s not busy doing that, Marshal Law still has his regular job of policing all the other super powered lunatics roaming virtually unchecked through the city of San Futuro, a futuristic metropolis built on top of the ruins of old San Francisco.

Somewhere in the insanity of Marshal Law is just a classic story of good versus evil; a man trying to do the right thing.

It just so happens his world is full of madness. So much madness. But what would you expect?

WOODSTOCK, N.Y. — Bob Dylan tumbled from a Triumph motorcycle on a sunny Friday morning here 50 years ago on July 29, 1966.

The banged-up musician holed up in the mountains of upstate New York for months afterward, dramatically altering the rocket ride of his career.

It’s the most analyzed motorcycle crash in pop-culture history, but details have been as hard to pin down as the meaning of a Dylan lyric.

Biographers, reporters and Dylanologists digging into the 1960s period when the singersongwriter lived in this arts colony with his young family have uncovered sometimes contradictory information.

The sun got in his eyes. The bike slipped on an oily patch. He flew off the bike. He simply tipped over. He broke his back. He got a concussion. That is, unless he didn’t really hurt himself. Or maybe the crash was a tall tale.

Dylan has talked about the crash, but often in general terms.

“I had been in a motorcycle accident

and I’d been hurt, but I recovered,’’ he wrote in his memoir, Chronicles. The few witnesses have remained tight-lipped.

Ambiguity surrounding an accident that indelibly marked the 25-year-old’s life and music has helped it take on near-mythic dimensions.

WHEN SOMETHING’S NOT RIGHT, IT’S WRONG

Initial reports were sketchy.

A two-sentence story published four days later in The New York Times under the headline “Dylan Hurt in Cycle Mishap’’ said he was under a doctor’s care.

Rumours sprouted over the following months that he was gravely injured, blind or disfigured.

Over the years, Dylan has indicated he broke a vertebra and got a concussion. But without a police report, there is no official record of the crash.

It’s possible Dylan crashed shortly after pulling out of the Woodstock home of his manager, the late Albert Grossman.

Howard Sounes writes in Down the Highway that Dylan was being followed in

a car by his wife, Sara, who took her injured husband back to Grossman’s house.

Grossman’s wife, Sally, was there and saw Dylan “kind of moaning and groaning’’ but noticed no obvious signs of injuries, according to Sounes. Sally Grossman declined comment for this article.

A likely spot for the crash is along or near Striebel Road, a winding, hilly ribbon of road running by that house.

SHELTER FROM STORM

Dylan was driven about an hour to Middletown to the home of a doctor he knew, Dr. Ed Thaler.

Dylan arrived “very upset,’’ the doctor’s widow, Selma Thaler, said.

“He didn’t want to go to the hospital, so we said, ‘You can stay here.’’’

Dylan stayed in a third-floor bedroom of the Thaler home for about a month, eating dinner with the family and having friends over on Friday nights, including Allen Ginsberg and the musicians who would later become famous as The Band.

room wall. She thinks it was the Dylan documentary Don’t Look Back.

Dylan was sweet and quiet, Thaler said, but she can’t recall him showing visible signs of injury. She believes he broke his neck.

BECAUSE THE WORLD’S GONE WRONG

The accident gave Dylan a chance to hit reset. By 1966, Dylan had gone from an up-and-coming folkie to the voice of the 1960s generation and he was uncomfortable with it.

Woodstock had become a “nightmare,’’ with moochers at his door and goons breaking in.

“Everything was wrong, the world was absurd,’’ he wrote in his memoir.

Some Dylan historians have suggested the motorcycle wreck may have saved his life.

He was exhausted from constant touring and, according to some accounts, had been taking large amounts of amphetamines while on the road in 1966.

After the accident, tour dates were put off, and he lay low in Woodstock.

Dylan told a New York Daily News report-

er who found him there in May 1967 he’d been seeing close friends, “poring over books by people you never heard of’’ and thinking about where he was going.

NOW YOU DON’T TALK SO LOUD

Dylan seemed to go silent after the crash. He would not tour again for years and his next album, John Wesley Harding, wasn’t released until December 1967.

But he quietly was writing and making music by early 1967.

He and the musicians of The Band recorded at Dylan’s house and later at a garishly painted home rented by band members in nearby Saugerties dubbed “Big Pink.’’

Bootleg recordings from this time were eventually released in 1975 as The Basement Tapes, and then as part of a deluxe box set in 2014.

They include some of Dylan’s most haunting and enigmatic songs, among them I Shall Be Released, Tears of Rage and This Wheel’s on Fire.

Critics view this creative period outside the spotlight as a vital step in Dylan’s evolution.

YOU CAN COME BACK, BUT YOU CAN’T COME BACK ALL THE WAY

Dylan and his family moved to New York City’s Greenwich Village by 1970, leaving Woodstock in his rearview mirror.

In interviews over the decades, Dylan has offered some details — sun in his eyes, flying off the bike. But he dwells more on how it marked the end of a busy and unsustainable period in his life.

Dylan is now a 75-year-old artist who

tours regularly and has put out dozens of albums.

The accident is a long-ago footnote in a lengthy career, but there’s evidence that Dylan did indeed look back at least once.

He came back to visit Thaler’s house about four years ago, she said.

He stopped with some of his band members before a show in the area, revisiting the house in which he took shelter that morning in 1966.

T

he Sea to Sky Highway has always been one of my favourite drives.

Whenever we head up Whistler way, I love to check out the sites: the seascape and inky-blue backdrop of Howe Sound, BC’s Mining Museum and historic township of Britannia Beach and the coloured spots that inch their way up The Stawamus Chief.

At least that’s what they look like from the base of this sheer granite slab that soars 610 meters (2,000 feet) skyward, just outside the city of Squamish.

With my face pressed against the window and head cranked mountainside, I strain to catch a glimpse of the rockhugging daredevils as we whiz by.

Like gravity-defying ants, they scale the vertical rise, a challenge conquerable only by the boldest and buffest.

So, it comes as a total shock when my husband suggests we choose The Chief for our next hike.

What is he even thinking?!

Sure, we might be on the same playing field as other active boomers, but this adrenaline-secreting ascent is totally out of

our league.

I’m about to tell him he’s crazy, when he pulls out a map of an alternative way up.

“This back door route offers the same view and without the grunt work,” he reassures.

But when it comes time for the big climb, I discover this so-called ‘grunt’ work comes in varying degrees.

Although nothing comparable to the nimble rock climbers, it’s as close to a natural Stairmaster as I’ll ever get.

One access to the trailhead can be found at the Stawamus Chief Provincial Park.

There are even a few graveled camp sites here for those that wish to do an overnighter.

But we veer off the highway a little sooner and begin our trek from Shannon Falls.

It’s a wee bit longer but the brief detour to check out this 330 meter cascade is worth the extra wear and tear on our Timberlands.

From here, our dirt trail does an about face, cleaves through a

grove of second growth stands, crosses the trickling Olesen Creek and eventually unites with the other upward route.

Then our fortyfive minute step class begins.

If you love the heart-thumping Grouse Grind, this hike will be right up your alley.

Strategically-spaced log treads, etched into the mountainside, soar upwards like a stairway

to heaven.

Though the footing is made easier, my pulse continually pounds and beads of sweat cool my brow.

Families with kids of all ages fall into line — and like our tag-along schnauzer, many pass on our left at a much perkier pace than mine.

But it really doesn’t matter. We’re here to connect with nature, get in touch with the great outdoors and be rewarded with a view — and, in my mind, this easier route sure beats doing a crab crawl up the face.

After a lot of huffing and puffing, we come to a junction where there’s a fork on our footpath.

Left will take us to South Peak and right veers to the Centre and North Peaks.

Although many adventurers check out all three, the five-hour trek is a little too much for my treads.

We opt for the shorter trail to South Peak, a three-and-ahalf hour round trip route that provides a great vista reward.

But before we get to this scenic summit, there’s work to be done, energy to expend and cross training in store.

steep-pitched pathway, ladders wedge between crevices of JurassicPark-size boulders and chains cling to the slippery slick surfaces.

Although I was never a winner of the obstacle race on sports day, as we reach the final ascent, I feel that familiar resurgence of youth-like adrenaline.

My boomer muscles magically go into power mode and I take on a new-born confidence.

If young tykes and little canines can master this climb, so can I. We soon discover why this granite precipice is so popular.

Our panorama expands beyond the miniscule grid of Squamish to the embracing backdrop of snow-glazed peaks.

In between are the sapphire waters of Howe Sound, industrial landmarks of Woodfibre and Port Mellon and unpopulated mountain valleys.

And snaking along the ocean’s edge far below is a ribbon of asphalt, the scenic Sea to Sky highway that will eventually take us back home.

Claiming the high place in our life’s journey

K

amloops is surrounded by hills and mountains — Mount Dufferin in Kenna Cartwright Park, Dome Hill and mounts Peter and Paul on the T’kemlups Indian Band Reserve, Mara Hill, Mount Batchelor, Rose Hill, Coal Hill behind Aberdeen, Sugarloaf Hill and the small peak that overlooks Barnhartvale.

Many of these are popular with hikers and mountain bikers, in part because the views are spectacular.

There is something exhilarating, inspirational, even holy, in standing on the top of one of these high places and gazing out over the beauty of God’s creation.

Somehow, being on a high place makes one feel a little closer to God. In my previous city, I heard of a group of Christians who simultaneously gathered on the

high places overlooking the town to pray for all the people who lived there.

It was a symbolic act, in part a way of acknowledging the significant roles mountain tops play in the history of our faith.

In military strategy, securing the high ground is extremely important for maintaining a battle front, as the Germans recognized at Vimy Ridge, for example.

My great-uncle was wounded trying to take

that ridge in April 1917.

Throughout history, armies have battled valiantly to gain control of high places.

The Bible has a great deal to say about high places.

The Canaanite tribes erected shrines to their gods on the high places of Israel and practised idol worship there.

The Israelites were commanded by God to “demolish all their high places” in their conquest of the land.

While some were destroyed, others remained, and the people of Israel were repeatedly seduced to join in idol worship, including ritual prostitution and child sacrifice, at these heathen high places.

The prophet Jeremiah wrote:“They turned their backs to me and . . . built high places for Baal in the Valley of Ben Hinnom to sacrifice their sons and daughters to Molech, though I never

commanded, nor did it enter my mind, that they should do such a detestable thing . . .”

Even King Solomon, so wise in other areas, was swayed by his foreign wives to participate in idol worship.

The Book of Kings reports that Solomon “built a high place for Chemosh the detestable god of Moab, and for Molech the detestable god of the Ammonites.”

It was only King Josiah who methodically destroyed and desecrated every single heathen high place in Judah.

High places are important in spiritual warfare, as in actual warfare, and God insisted that there be only one “high place” in all the land of Israel — the Temple Mount.

It is known by two names — Mount Moriah and Mount Zion — and has been traditionally believed to be the site where Abraham offered

his only son Isaac as a sacrifice.

Mount Zion is revered

by Jews, Christians and Muslims as one of the holiest places in the world.

When the Temple was there, Jesus called it “his Father’s house.”

Jewish tradition says the dust from which Adam was made came from there. Today, no Jewish person dares to walk on the Temple Mount for fear of accidentally walking on the site where the Holy of Holies, the inner sanctum of the original Temple, might have been.

The Bible says that a third temple will be reconstructed there one day.

Mountain tops play a pivotal role in both the Old and New Testaments.

showed Moses all the land of Israel from the top of Mt. Nebo [in modern day Jordan] just before his death.

When Jesus was tempted by Satan, he took him to a mountaintop to offer him all the kingdoms of the world if he would only worship him.

The traditional site of this mountain is Mount Quarantania near Jericho in the West Bank (the name is derived from the 40 days Jesus fasted prior to his temptation).

The site of the Transfiguration of Jesus, where he appears in a glorified state alongside the spirits of Moses and Elijah, has traditionally been identified as Mount Tabor in southern Galilee.

The spot where Jesus spent his last hours with his disciples, in the Garden of Gethsemane located at the foot of the Mount of Olives, close to the city of Jerusalem.

And it was from this same place that the Book of Acts says that Jesus ascended to heaven.

Finally, Jesus breathed his last on Golgotha, the Place of the Skull, a small hill just outside the original city gates of Jerusalem.

The place of his ultimate sacrifice was the place of his greatest victory.

Basically, the majority of the “peak moments” of our faith happened on high places.
