Safety measures for winter Winter weather causes many people to retreat indoors until the spring thaw. However, for those who embrace the cooler temperatures or find that life must go on despite snow and ice, taking inventory of their vehicles is a must before the first snowflakes start to fall.

Tire care is an especially important area of vehicle maintenance. The tire experts say that regular tires may be ineffective for winter driving. Summer tires are made from materials that are optimized for warm conditions. When the mercury drops, these same materials can harden, reducing their ability to grip the road. That lack of traction can be compounded by the presence of snow or ice. Even all-season tires, which are designed to be driven year-round, can be insufficient in severe weather conditions. Winter tires can help drivers safely navigate winter roadways.

Having the right snow tires matters when driving in winter weather conditions. It’s important to look for tires that can disperse water sufficiently and also grip the road. Snow tires are designed to remain softer and more flexible to conform to the road better in cold conditions. Some winter tires are even studded to provide better traction.

Unfortunately, even the best winter tires cannot provide perfect traction on slippery roadways.

That is why it is essential — in conjunction with the use of winter tires or snow chains — to

modify driving techniques to navigate safely.

• Drive slowly. Slow down on winter roads.

Allow a greater distance for stopping than for dry conditions. Slippery conditions can make it more challenging to stop, and excessive speeds can make the situation worse.

• Shift into low gear. On hills, rely on low gears to maximize traction to travel up and down hills.

This can minimize skids or sliding.

• Get the vehicle a tuneup. In addition to tires, be sure the braking system, battery and other major components of the vehicle are in good working order.

• Replace windshield wipers. Reduced visibility can compromise the safety of drivers and their passengers. Replace windshield wiper blades before winter arrives.

Consider purchasing winter-rated wiper blades.

• Know how to recover from a skid. When skids occur on black ice or slush, drivers should take their feet off of the pedals and steer gently

in the direction they want to go. As the vehicle regains traction, only then should the brakes or accelerator be applied.

Winter weather requires making some vehicle modifications, and drivers may want to alter the way they drive to be more safe on the road.

Requirements for Pheasant and Other Small Game Hunting License Requirements: • All residents and nonresidents, 16 and older, must have a valid small game license in possession to take small game. Residents may hunt small game without a license on land they occupy as their principal residence.

• Stamps are required to take ducks, geese and pheasants.

Blaze Orange Requirements: Hunter safety is a top priority. Blaze clothing has been found to be one factor that has helped make hunting one of the safest sports/activities.

• *NEW* All hunters and trappers in the field during the open firearms/ muzzleloader deer seasons must display blaze orange or pink on the visible portion of the person’s cap and outer clothing above the waist, excluding sleeves and gloves.

• When no firearms/muzzleloader deer season is open, a person may not take small game unless the visible portion of at least one article of clothing above the waist is blaze orange or pink. See exceptions noted below.

• Blaze orange or pink camouflage patterns are allowed and must be at least 50 percent blaze orange or pink within each square foot Exceptions during a firearms/muzzleloader deer season: • Area open only to archery hunting (no firearms hunting allowed) • Hunting migratory waterfowl while on the water or in a stationary location • Trapping while on the water Exceptions when no firearms/muzzleloader deer season is open: • Taking small game while archery deer hunting in a stationary location • Hunting turkey • Hunting migratory birds • Hunting raccoons and predators (coyote, fox, bobcat)

• Trapping furbearers • Hunting small game by falconry • Hunting bear

Daily Limit: 2 Roosters (3 roosters Dec. 1 - Jan. 1) Possession Limit: 6 Roosters (9 roosters Dec. 1 - Jan. 1) Shooting/Hunting Hours: 9am to sunset

Rifle Requirements: • A person may not shoot pheasants or Hungarian partridge with a rifle or handgun other than a .22 caliber rimfire using short, long or long rifle ammunition. Shotguns used for upland birds may hold more than three shells.

Transportation of Game Birds: Game birds possessed in the field must be transported as follows: • Except as noted, all game birds must have a fully-feathered wing attached.

• Turkey, pheasant and Hungarian partridge may have one leg or a fullyfeathered wing attached.

• Doves may be transported fully dressed. ***Trespass Law*** The trespass law applies to all outdoor recreation, including hunting. When taking part in outdoor recreation, you may not enter legally posted land or agricultural land without permission.

A person on foot may, without permission, enter land that is not posted to retrieve a wounded animal that was lawfully shot, but may not remain on the land after being told to leave.

DNR conservation officers and other peace officers may arrest, without a warrant, any person detected in the actual violation of wildlife, fish, or water laws and may enter any lands to carry out these duties. **For a full complete list of hunting regulations, please refer to the 2017 MN Hunting & Trapping Regulations Handbook or visit the Minnesota DNR website at dnr.state. mn.us.

Everything You Wanted to Know About Pheasants General description: The ring-necked pheasant is a chicken-like bird with a long tail found mainly in the agricultural lands of rural America.

Length: 20 to 36 inches, including the tail.

Weight: 2 to 3 pounds.

Color: Males (called cocks or roosters) have mostly reddish-orange body feathers, greenish black heads with a red eye patch and white neck rings. They also have a sharp spur on each leg. Females are mottled brown.

Sound: Ring-necked pheasant roosters crow loudly in spring and often cackle when they fly.

Reproduction: Pheasants mate from April through May. Hens lay an average of 12 eggs, which hatch in 23 to 25 days. After only one week, the young pheasants are covered in feathers and are able to feed themselves and fly. They don’t leave their mother for at least 10 weeks.

Food: Pheasants eat insects, weed seeds, corn, soybeans and other crops.

Predators: Fox, coyote, owls and hawks. Raccoons and skunks eat pheasant eggs.

Habitat and range: Pheasants live in grasslands and cattail marshes near grain fields.

Pheasants are typically found in central and southern Minnesota. Pheasants do not migrate.

Population and management: Keeping a stable pheasant population is difficult in Minnesota. There aren’t enough grasslands for the birds to nest in and not enough cattail marshes where they can hide from cold winter weather. Pheasant die-offs are common during extreme winters. Each year, Minnesota hunters harvest 350,000 pheasants.

We currently have an excellent opportunity in our Technologies Division for a motivated Project Engineer to join our growing organization in our Duluth office. The Project Engineer is responsible to assist project personnel in managing all construction processes to ensure project quality, schedule, cost control, safety, and customer satisfaction objectives are met or exceeded. The primary responsibilities of a Project Engineer – Technologies include, but are not limited to: • Prepares drawings and sketches, change orders, estimates, RFI’s, etc. to support construction work.

• Maintain submittal logs; assures that all submittals are received, reviewed, returned and disseminated to the appropriate parties in a timely manner, and that they are thoroughly and accurately reviewed for content and conformance with the construction documents.

• Recognize any changes to the work differing from the construction documents and notify appropriate parties.

• Assists with procurement, including quantity takeoffs and pricing for purchase orders, subcontracts, potential changes in scope of work.

• Participate with project team to maintain accurate and up to date record drawings and project logs, including drawings and specifications logs, RFI’s, ASI’s, Change Orders, Inspections and Testing, etc.

• Assists Project Manager with budget tracking, job cost review and reporting.

• Develops warranty/ O & M manual listing.

• Assists in preparing project status reports and participates in project status meetings; assists in development of meeting minutes.

• Assemble, organize and maintain all documentation needed for timely project commissioning and closeout activities.

• Assists with pre-construction activities as needed: construction planning and design; interpretation of design and drawings; application of construction methods; bid packages.

• Creates correspondence to owners, contractors, subcontractors, engineers, architects, etc.

• Conduct jobsite inspections of first work in place to assure accurate placement and conformance with the contract documents and Parsons’ project quality assurance standards.

• Must be willing to travel if required.

Qualifications: Education: Associates Degree in Electrical or Construction Management or related field.

Experience: At least two plus (2+) years of related experience. Or any similar combination of education and experience.

Successful Candidate will possess: • Knowledge of construction methods and materials, costing, scheduling and estimating.

• The ability to read, interpret and understand electrical contracts, plans, blueprints and specifications.

• Proficient in the use of standard office computer programs such as MS Word, Excel, and Outlook.

• The ability to foresee events and anticipate changes in conditions and operations to the greatest extent possible and reacts to these appropriately.

• Valid driver’s license required.
