MORA SCHOOL BOND REFERENDUM Information From Mora Public Schools For more information contact Karen Kirschner, School Board Chair or Craig Schultz, Superindentent For the past year, the Mora School Board has been working on refining the long-range facilities plan. They have been working with students, staff, community members and educational experts to develop the best plan. The most important factors the school board considered in selecting the right plan for the August referendum were: 1. Serving the needs of our students as efficiently as possible for the next 20-30 years. 2. Providing the highest value for taxpayers over 20-30 years. The board feels the plan is ready for action, and has approved a referendum for voters for August 14 to vote on funding for the plan. The plan will build complete an E-12 campus on the current Trailview site, closing the high school and Fairview. This school would meet modern standards for construction quality, safety, health, educational performance and technology. Voters will have the right to decide on August 14 whether they want to pass a $62.9 million bond referendum. Because of matching state funds and the expiring debt for recent construction bonds, the impact on a property taxpayer who owns a $100,000 home would be $18.75 per month. Two informational meetings have been set to present the most current, up-to-date information to the public. The meetings will take place in the high school auditorium on June 28 at 6:30pm and on July 24 at 7:00pm. All community members, taxpayers and anyone with questions are invited to come to either or both meetings. If someone is unable to attend either of these meetings, Superintendent Schultz would be happy to meet with organizations, small groups or individuals to discuss the options and the board recommended plan. Mike indicated that an upgrade on the min. maintenance road was needed specifically brush and timber is being cleared. Debbie Morrison made a motion to accept the road report. Lavonne Angstman 2nd it. Motion carried. Kathy Schneider asked how will the $8,000.00 be covered? Will things be fixed? Positive beginning balance will help overall balance. Crushed gravel from 3 years ago that has a remaining pile will help offset expenses. Karen asked how this would work with $8400.00 more than budgeted. Mike responded that there is a little cushion in the general fund and that the CDs are a buffer. We had a large road bill from last year with the frost. Brett Repulske/USDA indicated the general fund will indicate sewer funds. Lavonne Angstman made a motion to accept the proposed levy. Kathy Schneider 2nd it. Motion carried. Karen McClellan read election report. 2 absentee votes. 25 total votes. Dale received 21 votes for the Supervisor 1 position for a term of 3 years. Derek Olsen received 4 write in votes for the same position. Maureen received 23 votes for Clerk with a term of 3 years. No write in votes for this position. A motion was made by Karen McClellan to set the mileage rate to match the Federal rate. Jim M. seconded it. Motion carried. Clerk stated current permits and fees are as follows: Building Permits $250 Outbuilding $100 Conditional Use and Interim Use $600 A discussion on permit fees was started by Dale Bankers. Dale thinks the cost for Buildings should be raised to $500, $250 for outbuildings and remain at $600 for conditional use. Mike thought Whited was at that price and Arthur has a %. Jim asked for definition of outbuildings. Karen indicated it was anything that isn’t the house. Dale thinks there is added cost with zoning administrator. Jim asked about the purpose of the fee. Mike said there is a site inspection by zoning administrator and asking that the sewer permit is applied for. Jim asked what the cost was. Karen indicated the county will also reassess and then charges back to township. Kathy suggested why not increase the conditional use permit since this is more costly. The cost includes 4 publications, the planning commission meeting, the township meeting, the zoning administrators time and legal fees, if applicable. Jesse suggested that the conditional use fee include incurred costs verbiage. Dale made a motion to increase permit fees to: Building permits $500 Outbuilding $250 Conditional Use and Interim Use $600 minimum plus incurred costs Table/open signage fees until close of meeting Matt Anderson 2nd it. Motion carried. Mike asked if there any other business? Kathy Schneider asked if culverts were covered by the township as she has an 8” culvert under her driveway that is not sufficient.
