Working for Kansans

January 12, 2015. It’s a day that I’m willing to bet was just “another Monday” for most Kansans.

For our state’s elected legislators, it was the first day of the state’s longest legislative session, and likely one of the most controversial. While issues like tax reform, budget and education funding received a great deal of attention, there were other issues, issues of great importance to Kansas farmers and ranchers, to be debated and addressed.

As the dust settles from the 2015 legislative session, it’s time to recognize the efforts of our state’s lawmakers to pass legislation benefiting the agricultural sector and block efforts that would have resulted in significant financial hardship for our state’s farmers and ranchers.

Before going any further, we must recognize lawmakers in the Kansas legislature who are champions for agriculture. Running for office and then serving a diverse constituent base is a hard job – one most of us aren’t willing to take on.

State senators and representatives take time away from their home and families in order to represent, stand up for and be the voice for their constituents in Topeka. To Senate Agriculture Committee Chairman Garrett Love, House Agriculture and Natural Resources Committee Chairman Sharon Schwartz, Senate Natural Resources Committee Chairman Larry Powell, House Budget Committee Chairman Kyle Hoffman, and their committee members, I offer a sincere thank you. I thank you for your service to agriculture – our state’s largest industry, employer and economic driver.

County, a feedlot manager from Finney County, a wheat farmer from Stafford County, an equipment manufacturer from Saline County, or somewhere between, your business relies on access to water.

And thankfully for our state’s agricultural industry, leaders in Kansas, including Governor Brownback, state agencies and the state legislature, have demonstrated a commitment to water conservation by advancing flexible, locally-driven water resource conservation efforts.

For example, in 2012, the Local Enhanced Management Area law was passed allowing locally-driven water conservation plans within the boundaries of established Groundwater Management Districts. The “Sheridan 6” LEMA, initiated by farmers and ranchers in Sheridan and Thomas counties, will result in a 20 percent reduction in water use over five years. This year, the legislature applied the same locally-driven water conservation model and applied increased flexibility with regard to size and geographic boundaries. The new Water Conservation Areas will allow groups of water right holders, with 100 percent consensus, to form a WCA to enter into voluntary water use reductions.

That was not the only water-related success story in the 2015 legislative session. The popular multiyear flex account (MYFA) program, first enacted in 2012, was updated to provide additional flexibility to water users. MYFAs give farmers and ranchers the ability to manage their groundwater resources over a five-year period, ending the old “use it or lose it” mindset. The law was updated this year to allow water users to rollover into a new five-year MYFA up to one

year’s base average water use. In addition, changes made this year allow water right holders to make small adjustments in the place of use while enrolled in a MYFA. These common sense changes to the MYFA program will further encourage water users to responsibly manage water resources – using water when Mother Nature does not provide us with the necessary moisture but also saving water during wet times.

With regard to the livestock sector, state lawmakers also took strides to ensure our state’s farmers and ranchers have access to veterinarians to help them raise healthy animals. Creating an institutional license category for veterinarians employed at K-State’s College of Veterinary Medicine and removing previous sunset language from the Rural Veterinary Training Program that assists with student loan repayments for veterinarians practicing in qualified rural areas will help ensure all Kansas farmers and ranchers are able to access veterinary care for their animals.

The success of this session is not just what the lawmakers were able to do, but it’s also about

what agricultural leaders in the statehouse were able to prevent from happening. Ideas were floated earlier this spring that would have changed the way agricultural land is taxed. The bottom line is this – we have a system in Kansas that works – it’s a system that has been used as a model in 42 other states. Toying with land valuation methods and increasing property tax burdens on farmers and ranchers would be devastating to thousands of farm and ranch families. Those lawmakers who stood up and ensured such misguided ideas did not make it into any final bill should be commended.

The 2015 legislative session was many things.

It was challenging. It was controversial. It was downright frustrating at times. But it would be shortsighted to ignore the positive actions taken to advance agriculture in Kansas. While the session may have officially concluded on June 26, the work is now beginning at the Kansas Department of Agriculture to implement the new programs, while continuing to focus on providing high quality service to Kansas farmers, ranchers and agribusinesses. We look forward to continue to work hard on behalf of farm families across our great state.

KPA launches video campaign With the pork enthusiast in mind, the Kansas Pork Association teamed up with 502 Media Group, Manhattan, to produce original videos to engage audiences and provide tasty tips.

The videos are heavily “how-to” focused and target the confident cook who enjoys trying new flavors and experiences, said Jodi Oleen, KPA Director of Consumer Outreach.

Filming began in early 2015, and videos range from showing the differences in cuts of pork to demonstrating quick and easy recipes. Six of the seven videos have been posted to Facebook so far and have a combined reach of over 4.6 million people and over 285,000 views.

Though the videos will also be posted to KPA’s other social media channels, Facebook was the first avenue of reaching audiences, as it currently outperforms YouTube in getting views and engagement, according to Social Media Examiner (SME).

“We have a very active and loyal Facebook following,” Oleen said. “We were excited to share it there first and see what kind of response we got.”

The 20- to 40-second videos were created with the mindset that shorter videos produce a more engaged audience. In a time when consumers are flooded with content on social media, short videos suit busy lives, brief attention spans and the need to consume content easily and quickly, according to SME. And because the public is consuming content via their mobile devices while they’re on the go, the shorter the content is, the better.

“Short, sharable videos enhance our ability to reach our target audience,” Oleen said. “These grocery shoppers will see the video, interact with our brand and then return to us when they have questions about food. More importantly, we can also answer questions they have about food and farming.”

Dates set for 2015 Blood Drives Kansas pork farmers continue to give back by partnering with the American Red Cross to thank blood donors across the state.

Through the Kansas Pork Association’s “Be Inspired to Make a Difference” community program, pulled pork sandwiches are provided for donors and volunteers, and served by local pork farmers.

“Our farmers appreciate the opportunity to say thank you to those who are doing such a selfless thing to help others,” says Jodi Oleen, KPA Director of Consumer Outreach.

In 2014, over 800 donors and volunteers were served sandwiches and 795 pints of blood were collected. This year, the KPA will sponsor drives in five locations: Great Bend, El Dorado, Bern, Manhattan and Independence.

In addition to the pork, KPA provides goodies for donors, including recipes, pig head stress balls and prizes for drawings. The organization also works with local media to distribute press releases, do radio interviews and invite reporters the day of the drive.

“We want to get the word out in order to have the most successful drive possible,” Oleen says.

KPA Sponsors State Swine Award Cody Wondra, an 11-year 4-H member from Barton County, was the 2015 Swine Medallion Winner at the 4-H Emerald Circle Banquet in May. Wondra has served as his club’s president for two years and as a youth project leader in the swine project for seven years.

A senior at Ellinwood High School, Wondra has built his own sow herd and produced show pigs. He is an active member of the KPA and volunteers his time to promote the swine industry.

“I am very honored to win this award because I have put forth a great deal of effort into my swine project for the last several years,” Wondra said.

The 4-H state projects are designed to explore a variety of interests, but also reflect three core competencies integrated into 4-H programs: science, engineering and technology; citizeship, leadership and service; and healthy living. KFFC hosts “GMOs: Now We’re Talking” Over 75 people attended the Kansas Farm Food Connection (KFFC) event “GMOs: Now We’re Talking” at River Market Event Place, Kansas City, Mo., on April 17.

The evening included a cooking demonstration by Chef Charles d’Ablaing, followed by a presentation by Anastasia Bodnar, Biology Fortified board member, who explained the science of GMOs. A panel discussion followed, and included Bodnar, d’Ablaing, Kansas farmers Bob and Mary Mertz, and Handmade in the Heartland blogger Angela Muir.

Questions ranged from safety of the technology to the use in today’s food system.

“The evening included a little fun and a lot of education,” Meagan Cramer, Kansas Farm Bureau co-director of communications, said. “Attendees left feeling more informed.

GMOs are a huge topic and can be very confusing. This event provided an opportunity for conversations to start happening, and we look forward to seeing those conversations continue.”

Students Participate in Virtual Farm Tour

Fifth-grade students from three Kansas communities had the opportunity to see first-hand how a dairy farm operates, without even leaving the classroom.

In celebration of Ag Month in March, Kansas agricultural organizations joined forces to launch a virtual tour of Strickler Holstein Farm near Iola. The video is meant to be used as an educational tool, as well as to highlight the agricultural industry in Kansas.

Industry News National Pork Board Embraces Steps to Curb Antibiotic Resistance

The National Pork Board applauds the White House action plan for combatting antibiotic-resistant bacteria. The Pork Checkoff, which is funded directly

by America’s 62,000 pig farmers, could expand its existing research to address this growing consumer issue if the additional commitment of $1.2 billion is realized.

“Collaboration across our industry – from the farms to the dinner table – is critical,” said Chris Hodges, chief executive officer of the National Pork Board. “America’s pig farmers welcome this new federal initiative and are committed to continuous improvement to ensure responsible antibiotic use on the farm.

“Our industry pledges to go above and beyond simply complying with federal guidance,” Hodges added. “The Pork Checkoff has deployed millions of producer dollars to fund antimicrobial research for well over a decade and, as noted in the White House statement, is one of the leading agricultural organizations to lead research efforts. Any additional dollars earmarked for research could serve to address the risk posed to animal and human health by antibiotic resistant bacteria.”

The U.S. pork industry has previously funded studies conducted in support of the National Antimicrobial Resistance Monitoring System (NARMS) – a collaborative effort focused on improving animal and public health. Previous NARMS research has studied the epidemiology of antimicrobial resistance. Minimizing resistance is a long-standing priority of the Checkoff’s producer, public health and workplace safety programs.

Additionally, the Pork Quality Assurance® Plus (PQA Plus®) program conducts on-farm assessments and provides guidance on best practices. PQA Plus participation includes mandatory veterinary oversight and compliance with U.S. Food and Drug Administration (FDA) requirements to maintain current medical records on the farm.

The National Pork Board also shares its information and research with U.S. retailers and foodservice companies. Through this collaboration, the Checkoff underscores the safeguards already in 12 • Pig Tales

place for antibiotic use in pork production and helps prepare these companies to provide information to inquiring consumers.

“We are working with our suppliers and regulatory agencies to assure antibiotics that are needed for animal health remain in place and are used under veterinary oversight,” said Joe Swedberg, vice president of legislative affairs at Hormel Foods.

Responsible antibiotic use – as demonstrated by a farmer working with a swine veterinarian – combined with proper diet and nutrition, access to fresh water, vaccinations, barn sanitation and biosecurity, all serve to protect pig health and promote food safety.

“We have always been focused on improving pork’s safety, quality and nutritional value,” Hodges said. “Keeping pigs healthy is an important facet of our work and an area where both consumers and pork producers can agree.”

Disinfectant Expands Options to Fight PEDV Pork producers have another tool in their battle against Porcine Epidemic Diarrhea Virus (PEDV) accelerated hydrogen peroxide® (AHP®) disinfectant, sold under the brand name Accel®. This comes from a recent study funded by Pork Checkoff and conducted at Iowa State University that found the disinfectant inactivates PEDV even in the presence of feces found in swine trailers.

According to Lisa Becton, DVM, Pork Checkoff’s director of swine health information and research, a real key to the study was the fact that it mimicked harsh, real-life conditions. The take-home message from the study is that when washing, disinfecting and drying a trailer is not possible, there is an alternative. An AHP disinfectant at a minimum 1:32 concentration, in a 10 percent propylene glycol solution, with 40 minutes of contact time is an effective option to reduce the risk of PEDV transmission between pig groups.

“The gold standard to defend against PEDV is still to thoroughly wash, disinfect and dry livestock transport vehicles,” Becton said, “but the more we know, the wider range of options producers have for effective control.”

New Tool Cuts Through On-Farm Auditing Maze

When it comes to the physical demands of raising pigs in the 21st century, today’s producers have it easier than previous generations. However, the same can’t be said of the increasingly complex set of customer requirements placed on how producers raise pigs today – a challenge taken up by an industry task force that found a win-win solution to a very modern issue.

“It was clear that producers, together with all stakeholders in the industry, needed a consistent, reliable and verifiable way to assure on-farm animal well-being and pre-harvest food safety,” said National Pork Board President Dale Norton.

The result was the development of a new Common Swine Industry Audit platform for pork producers, packers and processors. “The overarching goal of the common audit process is to provide consumers greater assurance of the care taken by farmers and pork processors to improve animal well-being and food safety,” said Norton, a Bronson, Mich., producer.

The concept of a common audit was first conceived at the 2013 National Pork Industry Forum and reintroduced last June at the World Pork Expo, where a coalition of packers and pork producers explained how the audit is a credible and affordable solution for assuring animal well-being and pre-harvest food safety.

Common Process Defined According to Sherrie Webb, director of animal welfare for the Pork Checkoff, the new common audit framework has several key components. These include a new audit tool, instructions for auditors and biosecurity protocols.

“The audit tool was beta-tested on farms across the country and is ready for implementation by farms and processing plants across the U.S.,” Webb said.

A hallmark achievement for the new audit platform came in late October when the Professional Animal Auditor Certification Organization certified the new common audit tool. The new audit tool builds on the existing Pork Quality Assurance® Plus program and expands it to serve as a single, common audit platform for the pork industry.

all parts of the industry, including producers, veterinarians, packers, universities and retailers.

“As packers, we operate between our suppliers – the pork producers – and our customers – those who are selling pork to consumers,” said Chris Hodges, chairman of the Packer Processor Industry Council and senior vice president of fresh pork at SmithfieldFarmland.

“The eye of the public is on where its food comes from and how it is raised,” he said. “Meeting the demands of our customers, while still appreciating the challenges of our producers is tough. We are very pleased that these tools will be available to the pork industry to demonstrate the progress we continue to make with on-farm animal care.”

Full implementation of the Common Swine Industry Audit could not occur without the direct involvement of packers and processors. Many packers have agreed to support the new common industry audit, which means they will utilize the common audit standard when conducting third-party audits.

“This approach has never been more critical,” said pork producer Emily Erickson, a member of the Industry Audit Task Force from Jackson, Minn.

“As producers, we know that we must do more to reassure consumers about our commitment to improving animal care,” Erickson said. “At the same time, we need a clear and consistent approach that ensures we’re doing the right thing every day for our animals, our farmers and our customers. This new framework delivers on that promise.”

The Checkoff’s Johnson reiterates that the new audit platform is designed to serve the needs of farmers, consumers, packers, processors and retail and foodservice providers, but is not a Pork Checkoff program.

“This is an initiative that’s been led by producers, packers and others working together to enhance animal care and pork safety,” he said.

Norton agrees, adding, “As a pork producer, I am excited because the development of a common audit platform sets a clear vision that challenges the status quo and meets domestic and international consumer needs. It’s the right tool at the right time to ensure we provide high-quality pork from well-cared for pigs.”

Pulled Pork

Ingredients 5 pound boneless blade pork roast 1 teaspoon dried thyme 1 1/2 teaspoons smoked paprika 1 teaspoon garlic powder 2 teaspoons black pepper 1/2 teaspoon salt 1 teaspoon cayenne 1 cup water Combine all the seasonings in a small bowl and rub evenly over roast. Place meat in a 6-quart slow cooker.

Add water. Cover and cook on LOW for 6-8 hours or HIGH for 4-5 hours or until pork is very tender.

Makes 16-20 servings.

PQA PLUS SITE STATUS REBATE PROGRAM The Kansas Pork Association and the National Pork Board are encouraging all producers to become PQA Plus certified and achieve PQA Plus Site Status. The purpose of this program is to encourage producers to be proactive in providing the best possible care for their animals and show commitment to the ethical principles of pork production as outlined in the We Care responsible pork initiative. Having a PQA Plus advisor review your operation can both improve the well-being and productivity of animals in your care by noting changes or additions that may not otherwise be noticed.

The Kansas Pork Association is offering a $100 rebate to Kansas Pork Producers completing a PQA Plus Site Assesment. The funding is available on a first-come-first-serve basis.

The following requirements and stipulations apply: • Producer must have all site status paperwork completed.

• Rebate amount may not equal more than the total assessment cost.

• Rebates available on a first-come, first-served basis only as funds are available.
