Development Vs Infrastructure

A community meeting held at Pine Hills Sports Club on Monday 23 October, attracted 83 residents keen to discuss proposed townhouse developments along Plucks Road Arana Hills.

A recent notification by the developer Mirvac Qld P/L to build 77 townhouses at 80 Plucks Road, Arana Hills has raised deep concerns within the surrounding community. According to the developer’s plan, access to the townhouses would be via Leatherwood Drive and Plucks Road and would be built in five stages across the 2.2hectare site. There would be provision for 144 resident car parks and 50 visitor car parks. Moreton Bay Regional Council Division 10 Councillor Matt Constance addressed the meeting to explain the process of assessing Development Applications and the means to object via written submissions. The process of land development applications takes three stages: 1. Preparation Period 2. Public Notice Period 3. Assessment During the Preparation Period pre-lodgement meetings allow the developer to raise issues with Council officers and ask questions of the Town Planner. These meetings are open to the public. The Public Notice Period commences when the developer erects a prominent sign on the land to inform the general public of the intended development. The developer’s sign supplies the correct address for submissions, the date for submissions to be lodged and a brief description of the proposed development. The Assessment process begins when the Public Notification period ends. Consideration is given to the current South East Queensland Regional Plan which is prepared by the State Government and binding on all local SE government councils. Cr Matt Constance encouraged community involvement in the Plucks Road project. ‘The Assessor will consider all properly submitted submissions,’ explained Cr Constance. ‘The Assessor can issue requests for further information or consideration to the Developer. The Application can be approved in part or as a whole project. Changes can be made. Reductions in yield whereby the number of townhouses are reduced, can also occur.’ Residents at the meeting raised numerous objections to the proposed townhouse development. The issue accorded the most importance was road safety and the inability of surrounding streets Leatherwood Drive, Tetragona Drive and Plucks Road to cope with such a large influx of traffic. Blind corners, welfare of local children and street access were all raised. Story continued on page 4....

Further objections included the impact on the environment, the loss of native fauna and vegetation and the density of the proposed development. Leatherwood Drive resident Terry Nichol shared his concerns. ‘We live in a safe neighbourhood for children who are free to interact with each other and play in the streets,’ said Mr Nichol. ‘This development will ruin our local streets forever, putting pedestrians and children at risk. The local T-junction with Plucks is very dangerous with a blind corner on a bend, without adding 250 more cars. Public transport is a joke in the Hills District, so we’ll see more congestion and more rat running. In just one week, our community mobilised from 9 people to over 90 in opposition to this plan.’

Continued development of large tracts of Everton Hills and Arana Hills will impact across the community within The Hills District. While development is proceeding at great pace, the required infrastructure is slow to catch up. Until new infrastructure is in place, all residents will feel any inconvenience. During morning peak hour, traffic on Dawson Parade is already at a standstill. Traffic turning from Gordon Parade into Ferny Way banks back for an unacceptable distance. The car park at Ferny Grove railway station is filled to capacity on each working day and the trains are already crowded. Shopping facilities will be expanded when the new rail hub is completed but professional facilities such as medical and dental, are constantly in great demand. A further influx of residents will further stretch existing services. Infrastructure could form an important part of the assessment process. ‘As part of the development proposal the applicant is required to demonstrate how the proposal may impact on existing infrastructure, Cr Constance explained. ‘During the assessment process, council will then consider if the applicant is required to make any upgrades to existing infrastructure. Council will give weight to considerations like proximity to bus stops and public transport, nearby shops and other amenities when assessing the application.’ Cr Constance said he also continues to support Translink exploring more opportunities for public transport in the local area. Arana Leagues Club contributes $778,022 to the Local Community

Arana Leagues Club is delighted to announce that it has contributed $778,022 back into the local community, through cash and non-cash donations over the 2016/2017 financial year.

Christmas In A Shoebox

Ferny Grove State High School’s Student Representative Council (SRC) recently put the call out to parents and students of their community to donate shoeboxes filled with gifts and essentials.

The shoeboxes were donated to the Samaritan’s Purse, who will distribute them to the less fortunate in over 100 countries. The SRC have been overwhelmed by the response and have received over 200 boxes to date. Year 7 student John (pictured below) has worked tirelessly with his mother and grandmother to generously donate 71 of these. An outstanding effort! The SRC are overwhelmed by the generosity of their little community and would like to thank all who have been able to contribute to this worthwhile cause.

Golden Valley Keperra Lions Club Fire Poster Competition was devised by GVK Lions Club in 1976 in conjunction with the Queensland Fire and Rescue Service and is run in all lions districts in Queensland. The competition is organised by lions clubs who co-ordinate with their local schools and arrange for the Fire Brigade to talk to the students. The competition is open to students in grade four. Every year there is a different theme and the art work depicts what the students have learnt from the presentation given by the officers. This year a student from St. Andrews School at Ferny Grove, Lina Halvorson won the District Competition. Charlotte Kelly and Brianna Riddle were also presented with awards at the school’s assembly on the 23rd Ocotber. Well done to all the students who entered the competition.

Arana Netball News

Arana Netball Club continues to meet monthly although it is now the off-season, as planning for next year is undertaken.

With the new Committee in place after the A.G.M. held in August and with several in positions new to them, Arana Netball is looking to continually improve operations within the Club, including Sign-on, selection, and grading procedures in the new year. Next year’s Sign-on is set for Wednesday 24th January, at the store room at the netball courts in Leslie Patrick Park from 5.30 to 7.30pm. On-line sign-on will be available next year, with more details including dates and fees to be available closer to next year.

The 2017 season wound up with Trophy presentations in September, followed by a social time with nibblies provided, as a continuing celebration of the fortieth year anniversary of Arana Netball Club. As well as all players and volunteers being acknowledged in various ways at Trophy Presentations, the following special awards were announced. Player of the Year: Ashleigh Kerr (Arana 4) , Junior Player of the Year: Ebony Mateer (Arana 7), Val Little Sportsmanship Award: Annika Uhlmann (Arana 4), Hills Echo Positive Or It’s Pointless Award (junior sportsmanship): Anna Bardini (Arana 7), Umpire of the Year: Annika Uhlmann (Arana 4), Team of the Year: Arana 5, Intermediate 6, coached by Ashleigh Crawford & Mikayla Ridderbeks, Club Supporter of the Year: Dave Kerr All interested in the future operations of Arana Netball are urged to attend Club meetings. A floral tribute was laid at his memorial tablet, once located at the former Grovely Parish Church of St Mary in Glenalva Terrace, now in the foyer of St John’s. The 27 year old private sailed for Egypt aboard SS Sang Chuon on 4th May 1916. Due to health problems Roy did not go into combat until June 1917. On the 21st October Roy died in Camiers 4th General Hospital from head wounds received days earlier during the Battle of Passchendaele (3rd Ypres); he lies in Etaples Military cemetery near Boulogne on France’s channel coast. Photos and books covering both world wars are just part of a huge collection of material held by the history group in Enoggera Memorial Hall on the corner of Wardell and Trundle Streets, Enoggera. Our wheelchair friendly research centre can be visited on Thursday from 9.30am to 1pm. New members are always welcome and our publications are readily available. Seeds and seedlings may be planted for garden flowers such as zinnia, torenia, rudbeckia, petunia, portulacca, and gazania to mention a few. For Ferny Grove Secret TOD Plan Short-Sighted

Last month’s edition ran a front page article on the latest Transport Oriented Development (TOD) at Ferny Grove Train Station. I’ve received a lot of concerned feedback from the community that this version of the TOD says a lot about shops and cinemas, but is very light on detail regarding the construction of a 144 unit complex. Furthermore, residents have heard nothing about how the development will impact existing commuter parking, local businesses, schools and traffic congestion. Many residents are concerned about the lack of community consultation around this development. This seems particularly hypocritical considering the current Labor member’s criticism of the consultation process on the new FGUK Neighbourhood Plan. While other communities are being invited to participate in extensive consultation regarding their local TODs, planning for the Ferny Grove TOD is being done behind closed doors without any public consultation. While, some residents have expressed their enthusiasm for extra shops and a local cinema, some have also expressed concern about how this will impact existing local businesses, many of whom are already struggling with rising costs of electricity. There are also concerns about the make up of the residential development; What proportion of units will have assigned car parking? How many spaces will each unit be assigned? What procedures will ensure the extra demand on parking will not spill into the 253 extra commuter carparks? What evidence exists that these 253 carparks will not be filled immediately by the 450 extra homes being built in Upper Kedron and from the thousands of new homes being built in adjoining Moreton Bay Regional Council? There are also Local traffic concerns; Over 144 residents plus shopping centre patrons entering the development will greatly impact the already congested local road network, which is a main thoroughfare for parents transporting children to Ferny Grove State School and Ferny Grove State High School. Furthermore, how will traffic congestion be further affected

when the Labor Government introduces 6 minute peak hour train services and boom gates are down across Samford Rd, Arbour Street and Dawson Parade level crossings every six minutes? While I support new infrastructure in our area, the growing number of unanswered questions, the absence of community consultation and the lack of any detail means I cannot support this plan as it stands. Over the past 12 months of my campaign, I have conducted my own investigations into this development which has been in the planning process for a decade. I have seen three different proposals for the Ferny Grove TOD. My biggest concern is that this plan will not ‘future proof’ the station for the decades to come and that if it goes ahead, it will ‘lock out’ the ability to undertake station upgrades that could see the removal of level crossings on both Samford Rd and Arbour Street. I believe any TOD at Ferny Grove Station should also improve traffic congestion in and around the station, accommodating a Hub and Spoke style bus terminal and the ultimate elimination of level crossings. If I am successful at the next election I will conduct a full review of the proposal, including alternate plans and conduct extensive public consultation before any development application is submitted. We must get the road and transport infrastructure right before we approve further housing development and end this backward approach to planning!

$1m+ for new SES facility at Arana Hills It was a pleasure to join Mark Furner MP, Member for Ferny Grove, at his presentation of a cheque of over $1m on behalf of the Palaszczuk Labor Government towards the construction of a new SES facility at Arana Hills which is now part of the Everton electorate. $1m+ for upgrade of South Pine Road and Pullen Road Intersection I have been lobbying hard for funding to upgrade the notorious blackspot at South Pine Road and Pullen Road, an intersection which was ignored by the previous Newman LNP Government and Newman’s local member Tim Mander. Thankfully, my lobbying efforts paid off and the Minister for Main Roads and Road Safety, Mark Bailey MP, came out to Everton and announced a $1.1m upgrade which will improve safety and have many flow on benefits for locals driving into the city. Community protest at Tim Mander’s policy to weaken gun laws I was proud to stand with members of the community in Everton Park, where we expressed our outrage at Tim Mander’s proposal to weaken gun laws in favour of looser restrictions on handguns. We demand that Tim Mander and the LNP explain to the people of Everton why they are so desperate to weaken our gun laws. We wonder - is it part of a preference deal with Pauline Hanson

and One Nation? After all, this gun policy is right out of One Nation’s playbook. Tim Mander and the LNP want to see more handguns on Queensland streets. The people of Everton deserve honesty and security above all else, but they are getting neither from Tim Mander or the LNP. A lot done, more to do Our community can’t wait for an election to start getting the representation it needs. That is why I have been working hard behind the scenes – on road upgrades, on sports facility upgrades, and on lobbying the Government on our behalf. Since becoming the candidate, I have covered a lot of ground and the Pullen Road upgrade is evidence of that. Imagine what I could achieve in the next 3 years if elected? Plucks Road Development

Recently a development application was lodged to Moreton Bay Regional Council for the development of 77 townhouses at 80 Plucks Road, Arana Hills. Like many residents who have contacted me, I have my reservations about this particular application. I recognise assessments of development applications are a council matter and I am not opposed to development that is in the best interest of the community, however I do not believe this proposal accurately reflects the neighbourhood dynamic and the leafy suburban environment of Arana Hills. Similarly, Plucks Road was never designed to carry the traffic load it presently bears, let alone the significant increase this development will bring. I have made a submission to the Moreton Bay Regional Council outlining my concerns and I hope that the strong voices of the community are heeded by both the council and the developer in their considerations.

Queensland Government Bans Developer Donations

I was proud as Minister for Local Government to introduce laws in Parliament which will ban property developers from donating to candidates and elected representatives in State and Local government. The Government has endorsed all of the 31 recommendations made by the Crime and Corruption Commission’s Operation Belcarra in full or in principle.

PENSIONER CARD REINSTATED

More than 600 part-pensioners within Dickson have had their Pensioner Concession Cards reinstated in recent weeks. The cards enable these part-pensioners to access a range of state, local government and private sector benefits such as discounted rates and public transport costs.

FEDERAL GOVERNMENT UPDATE

The Government continues to do everything it can to put downward pressure on electricity prices.

Electricity

Power costs are at the forefront of concerns for many in our community with the price having doubled over the past decade. We’ve come up with a series of practical reforms to help Australians get the best possible deal for their electricity and ensure priority access to gas.

The Prime Minister has announced there will be a National Energy Guarantee to deliver more affordable and reliable electricity. This will ensure that all types of energy are part of the energy mix. Coal, gas and pumped hydro will provide the reliability and reduce the volatility that comes with solar and wind. We will end subsidies for energy – the Renewable Energy Target will cease in 2020 – these subsidies are ultimately passed on to consumers in the form of higher bills. This means electricity bills will be lower than currently forecast and lower than they would have been under a Clean Energy Target. The Government has already secured agreements from retailers to inform their customers of better power deals, agreements from gas companies to ensure there is no shortages of gas and we’ve abolished mechanisms that allowed network companies to game the system at the expense of consumers which added around $6.5 billion to consumers’ bills since 2008. All these actions will put downward pressure on power prices while Labor’s plans to push to 50 per cent renewable energy will only continue to push prices higher and make our electricity system less reliable. Labor seems determined to inflict the South Australian experiment of blackouts and brownouts across the country. Including Queensland.

The Government has announced a wide ranging package of reforms to make private health insurance simpler and more affordable. Young people will be offered discounts to take up private insurance, consumers will be able to nominate a higher excess in exchange for lower premiums, an agreement with Medical Technology Australia will lower prices of medical devices and to simplify the system insurers will be required to categorise products as gold/silver/bronze or basic with standardised definitions to make it clear what is and isn’t covered by policies.

Armistice Day Centenary Grants

The Armistice Day Centenary Grants Program opens this month, and I invite the Ryan community to apply for funding. The grants program will fund projects or activities that commemorate the end of the First World War, 100 years ago. Up to $50,000 is available to organisations in the Ryan Electorate, and this funding will go towards local projects that appropriately commemorate the end of the war. One-off grants of between $3,000 and $50,000 are available, and I encourage those in Ryan who want to contribute to a significant period in our nation’s history to submit an expression of interest to my office. Over 150 attendees from 51 community groups came along and 38 awards were presented. It was a truly fantastic afternoon! The overall winner of “Volunteer of the Year” went to community stalwart, John Sinnamon. An active member of Blackwood Street Chamber of Commerce, he is a tireless advocate for small business and the Blackwood Street Precinct. John successfully ran the Steam Train events for many years and he belongs to Mitchelton Rotary. He did the Foodbank run for Picabeen Community for many years. Counsellor’s Column with Robin Botic

Dear Robin, We were at a bbq. My little 18 months old granddaughter did not want to sit at the table when we were having lunch and she managed to get away from her mother’s grip, started to run away, tripped over, banged her head and put her front teeth through her lip. My daughter in law picked up the screaming child and realised the damage done. My son on seeing the damage started to verbally dress down my daughter in law in front of myself and other guests. He yelled at her in an aggressive way and what I thought was an abusive and unnecessary way; saying that his wife was not taking good enough care of their child. He did not want his daughter’s face scared, this should not have happened, they had talked about keeping her safe and she (his wife) was not doing her job properly. My daughter in law was very upset, she picked up the baby and took her inside to tend to her. My son continued to go on to me about it very vocally for some minutes. I got sick of the barrage and told him that I did not like the tone and the way he spoke to his wife and that these types of accidents happen all the time, the way he acted did not help the situation in anyway and was unfair on my daughter in law and her parenting. I then got up and walked away from him. I went inside to let my daughter in law know that I was not happy and did not support my son’s treatment of her or the situation and that I had just told him so. My daughter in law was still very upset but thanked me for my support and understanding. This is not the first time that my son has behaved in this manner. He is often very controlling and uses withdrawal as punishment when not agreed with. My daughter in law is a lovely, quiet obliging woman. She is an excellent mother. My son cannot see that his behaviour is the same as his fathers’ is (my ex husband) who my son dislikes intensely. My concern is that his behaviour will jeopardize the relationship. I feel that it is my duty as his mother to say something, but don’t know how to approach him without further retribution which he has exercised in the past by cutting off contact from him and his family. He is doing this now and I find this all very upsetting. Should I approach him about it? Barbara Dear Barbara, It’s sometimes hard to find an objective way to deal with such a delicate situation when past experience brings up strong emotional reaction. I think you were right in pulling your

son up about his inappropriate behaviour. You did not say whether you had done this in front of the other guests or had drawn him aside to speak to him privately about it. Speaking privately is the more effective and appropriate way to deal with such a situation. If he was upset or embarrassed about being taken to task in front of his guests, he will feel that he had some justification for his feeling and is more likely to focus on how you did this and not on his abusive behaviour. Supporting your daughter in law in the way you did I thought excellent, because it reinforces for her that she does not have to tolerate this and by your modelling you’ve helped her stand up for herself when future situations arrive. You could approach your son in person or by email whatever you deem more suitable. If you spoke in front of his guests you could use an apology for that as an opener. Apologies often catch the attention more positively but you do not apologise for what you said. Suggest that if he was embarrassed by your actions, wouldn’t his wife have felt the same but even more so? Name his game, that you know what you risk when you exercise your right to disagree with him and that loss he inflicts on you effects all of you and in particular his daughter. Ask him if this is how he wants to behave and are these the consequences he wants? Does he remember how it was for him when your ex-husband behaved similarly? Doesn’t he want a more respectful adult relationship with his wife than what you experienced? Put all this very sensitively in question format and let him draw the inferences. If you “tell him”, blame or judge in any way, I think he will get his back up even more. You are not wading in uninvited to offer your opinion on the state of the marriage and how you think he will wreck it but are commenting on behaviour of his that you witnessed and were directly affected by. INDOOR MAT BOWLS Due to mainly the ill health and moving in to care facilities, our number of Bowlers has dropped. It would be a shame if we have to cut back on the number of days we bowl. Bowling is a very social game and easy to play so don’t be shy come along and have a go. Bowling takes place every Wednesday & Fridays from1pm to 3pm and we are always looking for new players. We are a fun group who enjoy the friendship of all our members and we also enjoy a good chat and catch up with what is happening. Our meeting days are every Friday morning. The recent Bus Trip to Maleny was very enjoyable. One of the highlights of this outing was visiting the Cheese Factory. Our upcoming events are as follows:• 17th November: Entertainer Phil Timms • 24th November: Trivia Day • 1st December: Bingo, Bring A Plate, Podiatrist & Members’ Hobbies Display • 8th December: $1 Hoy, Christmas Raffle & Hairdresser Please note we are closing from the 15th December to the 19th January 2018.
