Kearny Mesa remains as San Diego’s central employment hub transitioning from a city of manufacturing to a city of new technology industry. To support this economic growth, Kearny Mesa aims to develop into a lively community with amenities that meet the needs of its diverse employment sector. Known for its diverse regional cuisine, the Convoy Business District in Kearny Mesa will experience reactivation of cultural identity. In an effort to support these businesses, Kearny Mesa will develop active transit districts and attractive urban design elements to enhance the user experience. Public plazas that are centrally located amongst businesses will be equipped with amenities such as seating and shade for an outdoor dining experience.

Through the City of Villages strategy, Kearny Mesa intends to increase it’s residential capacity through the implementation of three new multipleuse villages and one new residential land use. Kearny Mesa’s circulation infrastructure will also be revitalized into multi-modalities. The reduced streetways will allocate space for active transit and vibrant street interface. Implementation of complete streets in Kearny Mesa allows for transportation diversity while reducing the city’s greenhouse gas emissions and improving air quality.

Kearny Mesa is located in the central part of the Greater San Diego region and is defined by major freeway corridors including the I-15, 163, 52 and the I-805. Well known for being the epicentre of industry in the Greater San Diego area, Kearny Mesa’s current land use comprises mostly commercial retail, industrial, and transportation. It is posed for more employment growth as new technology, educational institutions, multiple-use development and housing to accommodate these demographics. Kearny Mesa was named after Camp Kearny. Camp Kearny was formerly known as a U.S military base from 1917 to 1946 and then turned into the Marine Corps Air Station Miramar. Kearny Mesa has a strong presence of

aeronautical occupations with the Montgomery Gibbs Executive Airport and other modes of transportation. Today, Kearny Mesa has large arterial roadways that lend to increased amounts of traffic congestion during peak travel times. This large infrastructure serves as a blank canvas for multimodality. Known for the concentration of Pan-Asian business districts, Kearny Mesa is positioned as the current destination for all cuisines related to the flavors of the east. Future development to emphasize the presence of the asian-cultural identity in the Convoy Business District is also intended for Kearny Mesa.

what is a community plan? The Kearny Mesa Community Plan serves as a guiding document for future development and operational policies in Kearny Mesa. It spatially defines the proposed future land use types exemplified in the City of San Diego 2008 General Plan and aims to increase Kearny Mesa’s role as a sustainable employment hub with increased housing density and wide scale urban agriculture. In an effort to comply with the City of San Diego’s Climate Action Plan, the Kearny Mesa Community Plan Update provides sustainable implementation strategies for ensuring developmental growth that is environmentally sensitive. In compliance with the Climate Action Plan, the updated community plan for Kearny Mesa will also align with the land use designations in the City of San Diego’s General Plan.

These land use designations will be further explained upon in Chapter 2. To reiterate, the 5 main goals of the Climate Action Plan for the City of San Diego are: 1. Energy & water efficient buildings 2. Clean & renewable Energy 3. Bicycle, walking, transit, and land use 4. Zero waste (net zero emissions waste management) 5. Climate resiliency

The Community Plan update aims to also celebrate the strong presence of Pan-Asian cultural influence in the Convoy Business District. Roughly 450,000 + AsianPacific Islanders call San Diego home, and the Convoy District has been a focal point of the community since the 1980’s. The Convoy Business District and the Convoy District Partnership was formed as an organization to manifest the transformation of the Convoy District from individual small business entities to a dining destination at the heart of a vibrant cultural center (https://www.convoydistrict.com/about/).

Land use distribution in Kearny Mesa issues consists heavily of transportation

(through surface lot parking at the location of the Montgomery-Gibbs Executive airport), commercial/retail corridors, and industrial parks for offsite manufacturing. As shown in Table 2-1 these three major designated land uses make up 75% of the land area in Kearny Mesa. The homogenous distribution of these major land uses indicate that there is viable space for Kearny Mesa to grow in smart development strategies and position itself

as a regional destination in San Diego to live, work, and dine in. Another issue reflected is the distribution of land use in Kearny Mesa pertaining to parks and residential. Due to the majority of land use being commercial-retail, industrial, and transportation, little area is left for residential and parks/ open space. As shown in Table 2-1, Kearny Mesa is insufficient in acreage for these types of land uses.

Kearny Mesa in Villages The City of Villages strategy is a new guideline drafted in the City of San Diego 2008 General Plan. This strategy focuses on city growth into mixed-use villages with pedestrian friendly districts, local commercial and retail, and accessible pathways to a regional and local transit system. Each village will remain distinct to its neighborhood with the larger

city network and include public spaces consisting of pedestrian plazas, walkable corridors, and private and commercial recreation to develop agricultural spaces and equitable access to fresh food. Below are the new village types that will be found common in Kearny Mesa in 2035.

neighborhood villages Neighborhood villages are local oriented mixed-use residential and commercial districts where both locals and visitors can commune in various public spaces. These spaces will be linked with other villages via an active transit network. transit corridor villages Transit corridor villages Transit corridor villages are located along the major arterials of Clairemont Mesa Blvd. and the SR-163. These villages are walkable districts that house large concentrations of small business, fresh food retailers, and various larger retailers. Appointed along the transit corridors are the mobility hubs where multiple modes of active transit will converge. These mobility hubs are located along the intersections of Clairemont Mesa Blvd & Convoy Street, Clairemont Mesa Blvd & Complex St, and Clairemont Mesa Blvd & Ruffin Rd.

Kearny Mesa in Villages (cont.) urban villages Urban villages Urban villages hold the highest housing density with affordable housing units available in Kearny Mesa. The urban village services the enclaves of intense employment concentrations that do not have regular office operational hours. For the case of Kearny Mesa, the urban village serves to provide housing for the hospitality industry employment and safe walkable neighborhood amenities such as public plazas, active restaurant frontages, and street lighting to provide visibility during night hours.

private/ commercial recreation Urban villages The General Plan states private/commercial land use to have low-density residential dwellings. For the purpose of Kearny Mesa, The private and commercial areas for recreation are as follows: areas designated for private land use allocates space adjacent to the new villages to serve the fresh food retailers and restaurant businesses. Areas for commercial areas will include a dense street tree network, pedestrian pathways, and pocket parks to serve the neighborhoods that they are in.

Goals, Objectives & Implementations In order to achieve these new planned land uses, the city must aim to achieve these goals, objectives and implementation strategy policies to attain said aspirations by 2035.

Kearny Mesa shall utilize tax increment financing to pay the cost of developing infrastructural agricultural spaces in the new Convoy Culinary District. housing in Kearny Mesa issues Existing has been insufficient over the years.

According to 2017 data, the total units of housing contributed to six percent of the total land use in Kearny Mesa. This section will focus on the residential growth of Kearny Mesa in order for it to become a place of work, play, and leisure. To accommodate the 2035 population projections, Kearny Mesa will need to densify and provide affordable housing in the future. Table 3-1

signifies that for the additional growth of 2500 people, Kearny Mesa will need to build 1800 more dwelling units. Affordable housing in Kearny Mesa is also scarce. With 267 existing units, the city will have a 2035 projection of 1800 additional units. In order to address the deficit, Kearny Mesa will build 1500 more units to address the anticipated needs

A special needs category that needs to be addressed in Kearny Mesa is the opportunity for densification through affordable housing. The number of units Kearny Mesa needs is 1,057 dwelling units. The map shows the current condition of Kearny Mesa with households that are renter occupied. Through the visualization of this data as provided by the ACS 2017 Survey, Kearny Mesa has a density of 0-5 renter occupied units per acre. circulation in Kearny issues Vehicular Mesa is in abundance. With existing

transportation infrastructure totalling to 44% of all land use, Kearny Mesa is efficient when level of service for the automobile is concerned. Kearny Mesa is also bordered by four major freeways, the I-801, I-15, SR-52, and SR-163 bisecting the middle of the community planning area. Average street widths along large arterials of Clairemont Mesa Blvd. and Balboa Ave are 108 feet. Wide streets equate to higher automobile speeds. Due to the wide streets, pedestrian and bicycle casualties are a common occurrence along these arterials. In addition,

existing bicycle facilities include a Class II bike lane, located on the left side of a parked car lane, causing bicyclists to ride along the road with vehicles in a small margin of protection. An existing disconnected bicycle network, with bike lanes placed in the eastern portion of Kearny Mesa but does not continue in the western portion is also an issue. As illustrated in Figure 4-1, road segments with poor levels of service in 2035 are to be developed for active transit and pedestrian infrastructure.

Historically, they have served many functions for many users, providing mobility as well as creating spaces in which people meet and interact. As automobiles became more abundant, however, the design of streets shifted to emphasize the movement of cars at high rates of speed. By enabling sprawling land use patterns, the automobile became a necessity as well as an American cultural symbol, and accommodation of pedestrians, bicyclists and transit users became secondary to high “levels of service” for the automobile. In contrast, a street that provides for all modes of transportation—including pedestrians, bicyclists and transit vehicles as well as automobiles—is known as a

City of San Diego Climate Action Plan’s third goal,, the new active transit system in Kearny Mesa will feature multiple modalities. In an effort to create a more connected active transit network, the city will implement various types of transit to accommodate all needs at different speeds. From the point A to point B traveler on a streetcar system, to the pedestrian that wants to discover the amenities on the street level at a slower pace, multi-modalities in Kearny Mesa will attract and retain visitors from all walks of life.

New active transit in Kearny Mesa includes improvements of the bicycle facilities.A new connected bicycle facility ensures that active transit takers will be able to access all points Aero Dr of Kearny Mesa in protected bicycle infrastructure. The new facilities proposed in Kearny Mesa are as follows (definitions adopted from Mission Valley Community Plan Update): Class II Bike Lane: Provides a restricted right-of-way designated for the exclusive or semi-exclusive use of bicycles. Through travel by vehicles or pedestrians is prohibited, but crossflows are permitted. A painted buffer can separate bikes from vehicles or parking lanes. Green paint can identify conflict zones.

One Way Cycle Tracks: Also called separated or protected bikeways, cycle tracks are located within the roadway but are designated exclusively for bicyclists and are physically protected from vehicular traffic by flexible posts, on-street parking, curbs, or other objects. Multi-Use Path: Provide a completely separated right-ofway designated for the exclusive use of bicyclists and pedestrians with minimal crossings by motorists.

In addition to bicycle facilities as active transit, pedestrian activity proposed in Kearny Mesa will occur in the mixed-use villages of the Neighborhood Village, Transit Corridor Village, Urban Village, and Residential-Medium. In compliance with the City of San Diego’s Pedestrian Master Plan-Volume 2A, the proposed pedestrian route types for Kearny Mesa are as followed: Districts: A district route includes sidewalks in the more intensive mixed use and concentrated areas of the city. The two pedestrian district circulations proposed in Kearny Mesa are the Neighborhood Village and Convoy Culinary District (located in the Urban Village land use type). The district circulation route type is designed to support higher foot

traffic volumes of pedestrians in mixed-use developments and provide comfort with shaded active frontages (see Figure 4-7 for diagram) and seating to maximum pedestrian priority. Connectors: Connector routes types are designated along roadways with lower volumes of pedestrian activity. Basic street elements such as ADA ramps, marked crosswalks at intersections, and standard sidewalk widths are included in this pedestrian route type. The connector route type proposed in Kearny Mesa occurs along the major arterials of Clairemont Mesa Blvd. and Balboa Ave.
