International Mandates for GM • Adopted as a major strategy in promoting gender equality by the Beijing Platform for Action (BPFA) in 1995 • Espoused by the UN, World Bank and many bilateral aid agencies • Echoed in the Millennium Development Goals: MDG 3 – Gender Equality and Empowerment of Women MDG 3 Task Force – GM as a tool to put in place the systems for accountability Office of the President

UN 4th World Conference on Women (1995) Adopted MAINSTREAMING as a strategy or PLATFORM FOR ACTION emphasizing 2 aspects: Equitable distribution of Inclusion of the interests, needs, resources, opportunities and experiences and visions of benefits of the mainstream women in the definition of development process. National Mandates for GM • Sec 14, Art II, 1987 Philippine Constitution – “The State recognizes the role of women in nation building and shall ensure the fundamental equality before the law of women and men.” • RA 7192, Women in Development and Nation Building Act – promotes the integration of women as full and equal partners of men in development and nation building • General Appropriations Act (GAA) – directs government agencies to formulate a GAD plan, the cost of which shall not be less than 5% of their yearly budget Office of the President

Chapter VI: Institutional Mechanisms Gender Mainstreaming as a strategy to implement the Magna Carta of Women (Sec. 37) – Assessment and if necessary, modification of the gender mainstreaming program to ensure that it will be an effective strategy for implementing the MCW – Notwithstanding the review of GM, all government agencies, offices, bureaus, instrumentalities, SUCs, GOCCs and LGUs shall pursue the adoption of GM as a strategy to promote and fulfill women’s human rights and eliminate gender discrimination in their systems, structures, policies, programs and processes. WHY SHOULD WE MAINSTREAM GAD? • The philosophy behind gender mainstreaming is the acknowledgement of the existence of a “mainstream” where major ideas, decisions, and the distribution of resources are made toward the attainment of development. • The essence of gender mainstreaming is not merely to integrate gender issues into the mainstream, but to transform the mainstream to make it more receptive and conducive to GAD goals. What is GAD Mainstreaming? • It implies more than just ensuring equal numbers of women and men in current initiatives or structures. • It involves changing policies and institutions so that they actively promote gender equality.
