Survey: Big Shoal Country Fair to return with Homestead Act of 1862 Gladstone cost The Big Shoal Country Fair is expanding its offerings this year, including the opening of an exhibit on westward expansion. Visitors will step back in time Saturday, Sept. 7, with old-fashioned fun with the Friends of the Atkins-Johnson Farm at the fair from 10 a.m. to 4 p.m. at the farm, 6607 NE Antioch Road in Gladstone. New to this year’s lineup of activities, and on loan to the Atkins-Johnson Farm and Museum for two and a half months from the National Parks Service, “The 150th Anniversary of the Homestead Act of 1862” display will debut during the festival. The exhibit examines the impact that this legislation had on westward expansion in the 19th century. Admission to the new exhibit and museum will be free during the fair. The family-friendly event also will include contests, vendor booths, live music, food, face-painting, old-time carnival games and Storybook Trail. The Kansas City Zoo Zoomobile and Stable T Petting Zoo will both bring animals to the farm.

Sometimes being below average is a good thing. A new survey ranks Gladstone below average in the Kansas City metropolitan area for the lowest single-family household cost of living. Taxes and utilities were the only factors considered in this survey conducted by the city of Harrisonville. Gladstone was ranked 12th. The survey was based on typical costs of taxes and utilities for a family earning $100,000 a year and living in a $250,000 house. Overall average cost of living was $14,503 a year, according to the report. Most Northland communities placed on the lower side of average, including Smithville, which was No. 1 at $12,819. Other cities were Kearney, fifth; Excelsior Springs, sixth; Pleasant Valley, 10th; and Liberty, 18th. Parkville was the only Northland city to rank higher than average, coming in at 25th on the list. Kansas City, Mo., and Kansas City, Kan., had the highest cost of living at more than $16,000 each. This is the third year for this report to be released. In 2011, the last time this survey was done, Liberty placed on the higher-than-average side of the list. 6-year-old named 911 Hero
Invite the neighbors — it’s time to party
MARC Public Safety Program to recognize Jadyn Higgins, who helped save her mother T he Mid-A mer ica Regional Council’s Public Safety Communications program and the Gladstone Department of Public Safety will honor Jadyn Higgins, a first-grader at Meadowbrook Elementary school, for demonstrating the proper use of 911 in an emergency. Jadyn will receive a 9-1-1 Hero Award from MARC and a Citizen Commendation Award from the Gladstone Department of Public Safety. The ceremony will take place at the Gladstone City Council meeting at 7:30 p.m. Monday, Aug. 26, at Gladstone City Hall, 7010 N. Holmes St. On July 8, Jadyn dialed 911 and told dispatcher Robin Benitz that her mother, Tiffany Higgins, had struck her head on the side of the pool at Rock Creek Apartments and was unable to talk. While Jadyn talked with the dispatcher, a bystander lifted Tiffany out of the pool and waited with her until emergency medical technicians arrived. Tiffany was later treated and released at an area hospital. “I am extremely proud of Jadyn’s actions,” said Chief Mike Hasty, Gladstone
Department of Public Safety. “Her quick actions in calling 911 contributed to a good outcome for her mother. Our department depends on the quick actions of citizens like Jadyn in meeting our public safety mission.” MARC’s Regional 9-1-1 Hero Award program was created to recognize and reward youth who demonstrate knowledge of the proper use of 911 by performing some heroic action during an emergency, and to promote public education and awareness of 911. In order to receive the award, the young person must have initiated the 9-1-1 call and performed a heroic act during the course of the emergency that resulted in saving a life, significantly reducing property loss or stopping a crime. “We work closely with schools and parents across the metro area to help teach children how to use 911 in an emergency,” said Keith Faddis, director of MARC’s Public Safety Communications program, which manages the regional 911 system. “We are always thrilled when that training pays off.”
Bolling Heights held its annual summer neighborhood gathering July 27. The main event was a visit from the Kansas City Zoomobile. Young and old learned about tortoises, snakes, elephant skin and kangaroos. Organizers said great weather brought out more than 100 residents to meet their neighbors and enjoy the festivities, which included games, hot dogs, hamburgers and desserts.

Sponsored by Gladstone Parks & Recreation, Gladstone Hy-Vee and Gladstone Rotary Club, the event will begin at 7:30 a.m. The new starting location will be Linden Square, 602 NE 70th St. All proceeds will be donated to the Northland Christmas Store, a nonprofit that assists needy families during the holiday season. It provides
services for more than 3,000 men, women and children and 250 senior shut-ins each year. All runners and walkers will be served a complimenta r y post-race breakfast compliments of Gladstone Hy-Vee. All participants also will receive a T-shirt from the Gladstone Parks & Recreation Department. Registrations will be taken through race day. Fees are as follows: • $18 through Sept. 15; • $22 from Sept. 16 to 27; • $25 from Sept. 28 to race day. A family rate is available with the first participant paying full rate and

July and August rainfall in Missouri: The tale of the haves and the have-nots There were vast regional differences in rainfall in Missouri for July and August. Parts of the state were too wet, while others were too dry. “The trend was dryer across northern Missouri, wetter as you went south across the state,� said Pat Guinan, climatologist for the University of Missouri Extension Commercial Agriculture Program. In July there were heavy pockets of precipitation in parts of southwestern Missouri where a few counties had 7 to 10 inches of rain. At the same time, parts of north central and west central Missouri saw less than 1 inch of rain, Guinan said. Statewide, July rainfall averaged just more than 3.5 inches, which is slightly below normal. That makes July the first month in 2013 with below-normal precipitation, Guinan said. Overall, the northern half of the state saw 1 to 3 inches, while the southern half had 3 to 6 inches. “So far, through the first two weeks of August, most of southern Missouri has received more than 5 inches of rain, and parts of south central Missouri have seen anywhere from 10 to 20 inches. Twenty inches of rain in any month is very unusual,� Guinan said. “But travel 120 miles to the north and there’s a drought. Some locations in northern Missouri have seen no measurable rainfall for August. That’s incredible precipitation disparity.�

There was not a frontal boundary across northern Missouri to serve as a catalyst for initiating shower and thunderstorm activity. Summer temperatures have also been notably low
this year, Guinan said. July was slightly more than 2 degrees below normal, and August is currently running about 3 degrees below normal for the state. “So far, it’s our coolest summer since 2009,� Guinan said. — University of Missouri Extension

I think most people feel they just do their job the best they can and it’s great whenever people say something about it. I love what I do. When I do something I do it 110 percent. I guess that’s what they recognized.”

It was an honor Dan Heiser never expected to receive. Yet, on July 29 Heiser stood before the states’ county sheriffs and other dignitaries at the Missouri Sheriffs’ Association Training Conference to be recognized as the 2013 Reserve Deputy of the Year. “I got the pleasure of standing up in front of the 115 sheriffs, and I said I was just appreciative of the recognition,” Heiser said. “I was proud to represent Clay County, the sheriff’s office and bring a good light to our county.” Heiser’s recognition came only a year and a half after becoming a Clay County Sheriff’s Office reserve deputy in March 2012. Reserve deputies are part-time law enforcement officers who provide assistance on a nonpaid, voluntary status. Heiser said he joined the program after 20 years of military experience, including time with the Air Force police, to help people and because he had always wanted to work in law enforcement. “Reserve deputies are jackof-all-trades. We help out where we can. I’ve helped out on a stakeout for a murder suspect, been security at parades, but my primary work is with the civil unit serving papers,” Heiser said. All reserve deputies complete training similar to that
of paid sheriff’s deputies and are required to complete 16 hours of service each month. On average, Heiser has completed 40 service hours a month in addition to his full-time job in computer programming. “That pays the bills so I can enjoy what I do here,” Heiser said. “I like being able to move around to different jobs and the flexibility that I can come when I have the time.” Lt. Jay Bertrand with the Clay County Sheriff’s Office said Heiser’s dedicated service is what led to his nomination for the award. “Dan’s name came up just because of all the time he’s donated and the times he’s helped us out,” Bertrand said. “He just enjoys doing what he does and found a niche in our civil unit. He helps them out and helps when we put out the call for extra security and special assignments that come up. Dan’s always come out and helped every time we called.” Clay County Sheriff Paul Vescovo also took note of Heiser’s work ethic. “Dan’s dedication made him a good candidate and the Missouri Sheriff’s Association thought so as well,” Vescovo said. “We’re very proud of him.” Heiser said Bertrand was the first to inform him of his award. “I thought I was in trouble. (Bertrand) was very hesitant
