An exhibit on the anniversary of the Homestead Act of 1862 makes its debut at the Atkins-Johnson Farm and Museum during the Big Shoal Country Fair on Saturday, Sept. 7. The traveling exhibit from the National Park Service will be on display through Saturday, Nov. 23, at the historic site, 6607 NE Antioch Road.
Steve Otto spins a yarn for the crowd Saturday, Sept. 7, at the Big Shoal Country Fair. River & Prairie Storyweavers were featured entertainers at the festival. The professional storyteller was formerly on the board of the Friends of the Atkins-Johnson Farm. He said sites like the farm and museum were important because “the history of the country is what’s missing” from historic preservation. At the Gladstone farm, which is on the National Register of Historic Places, “you can see history right in front of you,” he said. “The city has done an excellent job of keeping up with (the property) and making sure it works.”

Meteorologist Kaylee Dionne of KSHB-TV, Channel 41, talks about weather forecasting. Kenneth Grainger talks to museum volunteers, including Sharon Smith, right, as he picks up his entries from the handcrafted items contest. Of his three entries, his wooden music stand took first place, his guitar took third and his mountain dulcimer did not place. “People that make things like to show them off,” Grainger said. “If someone appreciates it, then it makes it even better.” He said he almost didn’t enter the winning music stand, but his wife insisted it would be a good entry. At left is volunteer Wanda Wheeler.

Verona Olinger of From the Group Up, second from left, tells visitors to her booth about the jams, jellies, relishes and other goods she sells with Shelle McCartney. They also sell their goods at the Gladstone Farmers Market, open Wednesday afternoons through October in the parking lot of the Gladstone Hy-Vee. “We figured we’d see a lot of people we knew here,” McCartney said of their decision to participate in the Big Shoal Country Fair. Talking to Olinger at left are Eleanor Hall and Shirley Manlove.

Gladstone Dispatch A3 Several books about Clay County and its history were on sale at the Big Shoal Country Fair. The house on the AtkinsJohnson farm has the distinction of being the oldest continuously lived in home in the county. Originally a two-story log cabin built in 1834, it was converted to an I-house in 1853.
A pumpkin ripens in the heirloom garden on the Atkins-Johnson Farm and Museum property. A sign posted during the Big Shoal Country Fair indicated that several vegetables had already been harvested this summer, including lettuce, spinach, cabbage, beets, turnips, potatoes, broccoli and onions. Master Gardeners of Greater Kansas City and the University of Missouri Extension partner with the museum to cultivate the garden. Dietitian Alyssa Krejci of the Gladstone Hy-Vee talks about nutrition to visitors inside the Atkins-Johnson farmhouse. The local grocery store was one of the sponsors of this year’s Big Shoal Country Fair along with DeLaval, Friends of the Atkins-Johnson Farm and the city of Gladstone.
Volunteer Heather Jones helps contestants find their entries after judges picked the winners of contests for baked goods, canned foods and handcrafted items. The Shortleaf Band performs in front of the AtkinsJohnson Museum. The band includes Michael Fraser on fiddle, Roger Fox on accordion, Joseph Conklin on banjo and Tenley Hansen on guitar.

Citizens expect their state representatives to read legislation before commenting on it. Unfortunately for District 15 citizens, it appears from state Rep. Jon Carpenter’s op-ed in the Dispatch (“Why I oppose HB 253 and what good tax reform looks like,” Sept. 5) that he hasn’t even read House Bill 253, which would have lowered income taxes for all Missourians for the first time in nearly 100 years. If he did read the bill, then (even worse) he’s knowingly misrepresenting it to his constituents. HB 253 is a fiscally responsible way to help the economic climate and at the same time grow state revenues by enlarging the economic pie for everyone and growing the tax base. HB 253 won’t cost the state “at least $800 million per year,” as Mr. Carpenter said. The actual amount of tax cuts is $700 million to $800 million over 10 years. More importantly, Mr.
Carpenter failed to mention the phased-in/triggered approach of the bill. The tax cuts are implemented in small, incremental percentages. After the small tax cut in the first year, additional cuts will go into effect each successive year only if collections in that year exceed the prior year by at least $100 million. This means that over 10 years state revenue will grow by $1 billion dollars. If you subtract the projected cost of the bill ($700 million), Missouri still will end up with an increase in state revenue of $300 million. That could surely benefit our public schools. Mr. Carpenter’s idea of “tax reform” is to raise taxes. In fact, he sponsored a bill to significantly raise the income tax rates for job creators that would have resulted in one of the largest tax increases in state history. Mr. Carpenter, we would rather that you try to build our economy than to repress it. Please vote to override the governor’s veto on HB253.

commissioners have hired attorneys Jeremy A. Root and Edward D. Robertson Jr. of Jefferson City. The commission’s current county counsel, Don Norris, will not be involved in the litigation because he served on the Clay County Constitution Commission that drafted the proposed document. The Clay County commissioners did not respond to a request for comment on the situation before press time. Among the petition’s claims are that the ballot question “does not fairly or sufficiently convey the contents, implications, or meaning of the proposed constitution.”
Continued from Page A1 city. “The variety of performances has provided everything from jazz to country to classic rock, and certainly the oldies.” The Friday and Saturday shows at Linden Square began in mid-April and will continue through September. Some Thursday and Sunday dates also were in the lineup in the spring and summer. Originally scheduled to end in August, Sounds on the Square was extended in response to public feedback. The Merkel family of Gladstone is among the fans of the series. “My family and friends have enjoyed many great concerts at Linden Square this summer and look forward to more this fall and next year,” said Karen Merkel. Her family’s favorite acts of the season were Liverpool, Vantage Point, Now & Then, Cherry Bomb and Lyin Eyes. King said planning is under way for the next season of entertainment and activities at Linden Square. Remaining shows on this year’s schedule are: • Friday, Sept. 20: Coyote Bill Boogie Band; • Saturday, Sept. 21: Switch; • Friday, Sept. 27: Landslide and Killer Queen; • Saturday, Sept. 28: Nace Brothers. Spectators are encouraged to bring blankets and lawn chairs for seating. Concessions are available during each performance. No coolers, outside alcohol or pets are allowed. For more information, call Gladstone Parks & Recreation at 423-4091.

After finalizing the proposal for the November ballot, constitution commission members said they expected the proposal’s structure, similar to many city governments, to be a selling point to voters. “This suit will take time, and (the county commissioners) are just hoping to run the clock to make sure the board of elections can’t meet their statutory requirements for publication and creating the ballot,” Suter said. “I think they know they’re going to lose on all of this, but its going to take up time and prevent the board of elections from doing what they have to do. It’s delay, delay, delay.”

an electronic copy of the court documents via email. “Steve Salmon, the other board attorney, myself and the board went through it briefly and looked up the constitutional references,” Krebbs said. “Steve and I haven’t had time to go through and research each citation of the Missouri Constitution. We’re both researching that and will compare notes.” Krebbs said it will not be the board’s role to defend the legality of the proposed constitution in the case. “At this point, the election board is waiting to see where the case will be assigned. We are waiting to get orders from the court on what we’re supposed to do,” Krebbs said.

disputed the claims in the petition. “It is a 100 percent lie, and yet they put it out there,” Suter said. “It is frustrating, but not unexpected. We expected it to be ugly. They’re spending taxpayer money to prevent voters from going to the polls. All of these charges (the commissioners) are making are so simple to check if people would go and look at the constitution.” Suter added that a constitution cannot be declared unconstitutional before being enacted. Board of Election attorney Jon Krebbs said the board had not been served the case as of the morning of Tuesday, Sept. 10, but the board had received

It also claims the sitting commissioners will “suffer an immediate and irreparable harm if the illegal, insufficient, and unfair ballot question is placed before voters.” The proposed constitution would replace the county’s three-member commission with a county council composed of one county chair and six district council members. The chair would be elected at large with one council member elected from each of six new county districts. Another proposed change would make all county elections non-partisan.
