Clay County residents will vote next week whether to adopt a new county constitution. If approved, the proposed constitution would restructure the organization of county government for a new home-rule system that the Clay County Constitution Commission has said mirrors the structure of most city governments within the county. The Clay County Board of Election Commissioners has said it anticipates a 20 percent turnout of registered county voters Tuesday, Nov. 5. That seems to be the patterned followed by Chicks with Sticks, a Northland knitting group that meets Fridays at The Salvation Army on North Oak Trafficway in Kansas City. “Every year we try to do something that we can give to people because we love to knit so much,” said member Deb Gilbert of Kansas City. A county administrator would serve as the administrative officer of the county, overseeing its daily operations. The individual would be appointed by a majority vote of the
county council and could be removed, with or without cause, by a vote of five county council members. The administrator would appoint, hire, suspend, demote or fire county employees and appointed administrative officers, attend council meetings and assist the county council as requested.
Elected officials
The county sheriff and prosecutor would continue to be elected for fouryear terms. Elections would operate on a non-partisan basis, moving from November to April, with terms beginning in May.

The proposed constitution includes provisions outlining processes for initiatives and referendums to change county law, and to recall elected officials for the first time. A merit system would be put in place to manage appointments, promotions, salary adjustments, hirings, firings and disciplinary actions of county employees. Constitution drafters said the merit system was introduced to assure employment decisions are based on performances rather than political connections. The constitution would also create a county municipal court to hear and determine cases involving violations of the county constitution and ordinances.

Opponents of the constitution have claimed that limiting the maximum property tax rate would dramatically cut funds to the countyâ&#x20AC;&#x2122;s mental health, developmental disabilities and senior citizens levies. Constitution drafters disagree, stating the 14-cent limit refers only to the countyâ&#x20AC;&#x2122;s general, road and bridge and park funds and that the mental health, developmental disabilities and senior citizens levies would be unaffected, as they are separate political subdivisions whose levies are not determined by the County Commission. The implications of the language would likely be determined in court following the election if residents vote to adopt the constitution.

Not all of the Chicks’ communit y outreach efforts involve yarn. Before thinking pink, the group collected and donated personal hygiene kits for Love INC in Liberty earlier this year. Borne out of a chance encounter over a yarn purchase at a metro-area craft supply store and a class taught at another store, the knitting group has about 30 members, a lt hough at tenda nce changes from week to week. “Most that come keep coming,” said Cynthia Olson. Knitters of all skill levels are welcome. “The idea was you needed to be able to knit and purl,” said Judy Robertson of Gladstone, one of the group’s earliest members. “Anything beyond that, we help each other.” Each session includes a round of show-andtell. At a late September meeting, members displayed their progress on items like prayer shawls, a Harry Potter-inspired scarf, wash cloths and socks. “We have very crafty people,” said Olson, the group’s de facto leader from its inception. Rob e r t s on joi ne d Olson’s knitting class at a Gladstone fabric store in 2004 and hasn’t put the needles down yet. “When our six weeks was up, we were like, ‘We can’t not do this anymore. It’s just so fun,’” Robertson said. The people factor also keeps Jayne Hall of Kearney, another founding member, involved. “We’ve made a lot of friendships,” she said. Known by many as the sock lady, Hall has been knitting for more than 65 years, since a rainy-day lakeside lesson from her mother in New Hampshire. She estimates it takes

Many of her smallest of creations — sets of infant hats and socks — are donated to Children’s Mercy Hospital. “You can only knit so much for your own family,” Hall said. It’s not uncommon for knitters to wear their own creations, though.
Jane Ann Peters, who lives between Kearney and Liberty, has been part of Chicks with Sticks for about a year and a half. Her first knitting project 61 years ago was a sweater, which she still has. “At one point, all I had to wear were hand-knitted sweaters,” she said. Like many of the knitters, Peters also has made
quite a few pairs of socks, which she said were good short-term projects. Jutta Geldersma said baby blankets were her most common projects. She sells some and gives away others. “It seems like I can’t get away from baby blankets,” Geldersma said. “There’s always someone who needs one.”
