The city of Gladstone will host the Future Leaders Academy beginning Jan. 9, 2014. This program is designed to provide an in-depth look at the inner workings of municipal government, its operational components and service delivery mechanisms. The mission statement for the program is: “To proactively reach out and educate Gladstone Citizens about city government, plans and programs that are offered while allowing the voice of the citizen to be heard through open communications and suggestions. To support progress with action that identifies the future leaders of Gladstone by providing the opportunity to lead through participation not only locally but on a regional level as well.” If success is measured by the end result, participants have gone on to become engaged as members of city boards or commissions, with four participants having served or currently serving on the City Council. The Future Leaders Academy was brought forward by Gladstone on the Move, Citizens Making a Difference. Arlene Segal, who participated in the first class, said, “This was one of the best programs I have attended. I really learned a lot.” Howard Sapp of Bolling Heights agreed. “It was a good class for me,” he said. “I got a lot from participating.” The 2014 classes will be held from 7 to 9:30 p.m. at City Hall every other Thursday from Jan. 9 through May 15. Anyone interested in participating should apply with the form online at www.gladstone.mo.us. Completed applications should be returned to Richard King at City Hall no later than Friday, Jan. 3. Trio of Eagle Scouts from Troop 354 Three Gladstone young men received the highest advancement award the Boy Scouts of America offers to Scouts, the Eagle Scout Award. Mackenzie Mehlhaff, Maitland Mehlhaff and Ben Melvin, all 17-year-old Winnetonka High School seniors, were recently recognized at a Court of Honor ceremony held at Meadowbrook United Methodist Church. Friends, family and troop leaders attended the celebration, including their parents, David and Sheila Mehlhaff and Gene and Lisa Melvin.
Each candidate must earn at least 21 merit badges and successfully complete a community or church-related project to earn his Eagle. The new Eagles are members of the North Star District in the Heart of America Council, Troop 354, and these three teens are now in the 3 percent of all boys nation-wide who start out in scouting who ever achieve this rank.

Maitland Mehlhaff joined his twin brother as an Eagle, and his project involved refurbishing more than 1,000 feet of handrails at the Maple Valley State School for the Severely Disabled. Maitland has lettered in band and academics and is a member of the National Honor Society. He is active in the Winnetonka Pride Marching Band; District Honors Band; Competition Jazz Band; and
North Kansas City District Honors Orchestra. He has traveled to Washington, D.C, Chicago and New York City to perform, including a performance at Carnegie Hall with the Winnetonka Symphonic Band.

Ben Melvin’s Eagle project was building wheelchair accessible flowerbeds for children at the Maple Valley State School for the Severely Disabled.
Ben is active in many extracurricular activities, and has won letters for tennis, orchestra, academics and basketball manager. He also was named most valuable player of his sophomore boys’ basketball team and is a member of the Key Club and National Honor Society, and represented his school as a junior at Boy’s State. Upon graduation, Ben will be the recipient of the Gold Medallion Diploma.

News in Brief Smoke detectors can save lives Each year more than 2,600 people die in residential fires across America. So many times these deaths could be prevented with functioning smoke detectors, according to a press release from the city of Gladstone. “It is a good practice to change the batteries each fall in all smoke and carbon monoxide detectors,” said the release. “The Gladstone Fire Department is encouraging every resident to change these batteries to ensure all detectors are functioning properly. If you have elderly neighbors, please take a minute to contact them and see if they need assistance in changing the batteries in their detectors.” Gladstone Fire-EMS has a supply of smoke detectors and batteries available for those residents who may not be able to afford them. Senate Majority Leader Ron Richard, R-Joplin, released the first draft of a new gun rights bill Thursday, Oct. 31. He said it would be the first bill introduced in the Senate next year. The bill would nullify all past, present, and future federal gun laws and would lower the concealed carry age to 19. Jay Nixon. “I think we’ve made it more forceful and the ability to stay out of the courts that way, I think it’ll get signed and I think it will get passed,” Richard said. Rep. Stacey Newman, D-St. Louis County, disagreed. Missourians saw a cut in their food stamps Friday, Nov. 1, as part of a $5 billion cut to the Supplemental Nutrition Assistance Program. A family of four will receive $36 less per month. About 15 percent of the state’s population, or 933,000 people, receive food stamps, according to a report from the Center on Budget and Policy Priorities. The report said all Missourians on food stamps are affected by the cut. The 2009 federal stimulus bill contained
a limited-time increase in food stamp aid to states. That increase has expired. The U.S. House and Senate are currently negotiating food-stamp legislation, which could include further cuts to the program. The House previously passed a bill that included $39 billion in cuts over 10 years, while the Senate version had $4.5 billion in reductions over the same time period. — Steven Anthony for Missouri Digital News

The open air of the Humboldt penguin part of the exhibit changes with the city’s weather, with water consistently kept at 45 degrees. “This really is a worldclass facility. The scope of the building and quality is really going to be a difference-maker for the zoo’s national and international
status. People are beginning to see us as a full-service, high-quality zoo,” Wisthoff said. Of the $15 million to construct the plaza, $11 million was provided by the zoological tax districts in Clay and Jackson counties. In 2011, voters in the two counties approved a one-eighth-cent sales tax to benefit the zoo. The zoo raised an additional $4 million in private funds to complete the project. “We don’t forget who is helping make all this happen,” Wisthoff said, pointing to a penguin that reads “Thank You!
