HISTORY OF SUCCESS Being named one of Mid-America Regional Council’s 2013 Sustainable Success Stories is not the first recognition for the work at the Atkins-Johnson Farm and Museum. In 2011 Missouri Preservation awarded the Preserve Missouri Award to the farm, one of seven sites in Missouri to be recognized that year. Missouri Preservation annually honors individuals, groups and organizations that have contributed to the preservation of Missouri’s historic resources.

Farm: Apple orchard a recent addition to city-owned property Continued from Page A1 process. As the project was developed, officials wanted: • to utilize the home and open space for educational purposes; • to preserve the historical significance of the historic home and surrounding land; • incorporate modern sustainable and past sustainable practices at the site; and • connect the existing site to area residents and provide a trail system throughout the site. The phased project began with emergency stabilization of the roof and chimneys. Later exterior renovation provided the opportunity to use salvageable portions of the original square cut lap siding and forged square-headed nails. BNIM Architecture assisted in implementing energy-efficient insulation in the exterior cavities of the home, installing a geothermal heating and cooling system and utilizing the historic cistern for education purposes. The interior of the home also was renovated and opened to the public as a museum in late April. The second phase of the site has involved a heritage garden that is an official project of the Master Gardeners of Greater Kansas City. MGGKC volunteers maintain five raised beds and garden using heirloom seeds and traditional growing techniques without chemical additives. The garden is sponsored by Baker Creek Heirloom Seed Co. and Gladstone Hy-Vee. Produce from the AtkinsJohnson Farm garden has been donated to Metro Lutheran Ministry, given away to museum visitors and sold to the local Hy-Vee for fundraising. It also has provided an on-site educational tool to promote healthy eating and garden to table practices. In between the Sustainable Success Stories nomination and the award recognition, an apple orchard was planted on the farm property. Sponsored by the Gladstone Hy-Vee, the orchard is expected to provide additional educational and programming opportunities. And, like the heritage garden, the orchard will be maintained without chemical additives. Apples from the farm will be available to the community through a variety of local outlets. Additional projects are on the horizon. “There is still more for us to do as we meet the most significant amount of challenges of preserving the existing historical aspects of the home while utilizing

Gladstone man pleads guilty to role in hacking, identity theft A Gladstone man pleaded guilty in federal court Dec. 5 to his role in a $725,000 fraud scheme that involved hacking into business computer systems to steal the identity information of hundreds of their customers. Vince Evola, 45, pleaded guilty before U.S. Chief District Judge Fernando J. Gaitan to conspiracy to commit mail fraud. He was the fifth and final defendant in the case, according to a press release from the office of Tammy Dickinson, U.S. attorney for the Western District of Missouri. By pleading guilty, Evola admitted that he participated in a computer hacking and identity theft scheme with his ex-wife, Kimberly Evola, 45, of Gladstone; his sisters, Carrie Evola, 46, of Gladstone and Rosemary

Evola, 42, of Overland Park, Kan.; and Sael Mustafa, 35, a citizen of Jordan who resided in Gladstone. The three-year-long scheme, which began in 2006, was designed to obtain stolen credit and debit card numbers from hundreds of victims and use that information to make online purchases. Vince Evola acknowledged in his plea agreement that a loss between $30,000 and $70,000 can be attributed to his conduct. All of Vince Evola’s co-defendants already have pleaded guilty and been sentenced. Mustafa, the leader of the scheme, was sentenced on July 8, 2011, to 10 years in federal prison without parole and ordered to pay restitution to his victims. Mustafa committed a substantial part of the fraud scheme outside the United States.

Before moving to Gladstone, Mustafa used the wireless network at an Internet café in Jordan to hack into company websites, as well as to use the stolen identity information to access online credit card accounts and to conduct fraudulent transactions. He moved from Jordan to Gladstone in January 2009 and continued to operate the scheme until April 2009. Court documents describe the computer hacking, identity theft and fraud scheme as a threestep process: Step One: The computer hack — Mustafa accessed the computer servers that hosted the websites of several businesses to access customer databases and download the customers’ personal information. Mustafa exploited these

businesses for presumably less secure information, such as e-mail addresses, website passwords and security questions. This information was usually provided to the business by a customer registering on the website for online services such as a company newsletter, making a reservation, buying a gift card or receiving e-mail coupons. Step Two: Accessing credit card accounts — Mustafa and his co-conspirators then tried to use this stolen customer information at major credit card websites. Mustafa counted on the likelihood that many identity theft victims used the same password for the hacked accounts that they used for their online credit card accounts. Mustafa visited various credit card websites and, by trial and error, tested the

stolen identity information to see if it matched the login and password information for their credit card accounts. If a victim had an account at a particular credit card website, and if the victim used the same login and password information, Mustafa was able to access their accounts. Step Three: Using the victims’ accounts — After gaining access to victims’ credit card accounts, conspirators purchased more than $240,000 worth of airline tickets (both domestic and international) and more than $30,000 in gift cards online. They also sent, or attempted to send, more than $344,000 in wire transfers and conducted more than $106,000 in other fraudulent online transactions, including a subscription to the Al-Jazeera Channel.

They purchased gift cards or made purchases online from businesses such as Hy-Vee, Nebraska Furniture Mart, AMC Theaters, Bass Pro Shop, Hallmark, Liz Claiborne, Lowe’s, Red Lobster, Olive Garden, PF Chang’s and Zales, among others. They directed the products to be mailed to their residences. Under federal statutes, Evola is subject to a sentence of up to 20 years in federal prison without parole, plus a fine up to $250,000. A sentencing hearing will be scheduled after the completion of a presentence investigation by the U.S. Probation Office. This case is being prosecuted by Assistant U.S. Attorney Matthew P. Wolesky. It was investigated by the U.S. Postal Inspection Service and the Gladstone Police Department.

Gwin national guardian excellence award County’s public administrator second to earn honor from Center for Guardianship Certification

By Ryne Dittmer Clay County Public Administrator Debbie Gwin likes to refer to her office as the bestkept secret in the county. Tucked in the corner on the ground floor of the James S. Rooney Justice Center, Gwin and her team provide financial and personal services for 345 clients in the county’s guardianship and conservatorship programs. B ut a f te r t he National Guardianship Association’s annual conference this past October, the secret that Gwin has kept since taking office in 2005 may be out. While attending the conference in Tampa, Fla., Gwin was presented with the National Certified Gua rd ia n E xcellence Award. The award recognizes an individual’s work as a certified guardian, and knowledge of guardianship concepts, ethics and issues. “I had been at the conference to represent the Missouri Association of Public Administrators,” said Gwin, who will conclude her term as the state association’s president next April. “We were at a luncheon where they

were going to present three awards.” When the time came to present the National C e r t i f ie d Gu a rd ia n Excellence Award, Gwin began to take notice of the recipient’s accolades. “T hey star ted to describe the person and said the recipient was from Clay County. I thought there was probably a lot of Clay counties. Then they starting talking about the individual’s experience in office. When they got to the part where they said, ‘She took office in ‘05 and started a restoration program.’ I said, ‘I needed to really listen,’” said Gwin. “Then they said, ‘Missouri,’ and I was really shocked and surprised. I was honored to represent the state and most importantly, this county and office.” Gwin, who is just the second recipient of the award, said she was nominated by her peers in the Missouri Association of Public Administrators and recognized for her work with the county’s restoration program. “I’ve talked a lot about our restoration prog ra m a nd how proud I am of that. It was something that the

the first in the state to establish a restoration program. “It’s quite a program,” said Gwin. “Each phase has a workbook so they

can see their accomplishments every week. I like that the clients are able to see their progress. They can achieve their goals, and that’s what we want.” To date, 12 individuals have been partially or fully restored through the program. “You’re changing people’s lives, and that’s really important,” said Gwin. “I’m fortunate to be able to do what I do here.” Gwin said the success of the public administrator’s office is magnified by the group of employees. “I couldn’t do all of this without a really, really good team,” she said. “It’s a good office, a professional office and it does good. I’m very proud to be a part of it.” Those who work closest with Gwin say the public administrator has found her niche with the role. “I think she is really driven. I think she is very compassionate and can make the tough decisions when she has to,” said Assistant Public Administrator Andrea Pilgrim. “She amazes me. She’s just a special person and she was put on Earth to care for others. She does truly deserve recognition.”

WIC contract renewed with Samuel U. Rodgers Samuel U. Rodgers Health Center has announced that a contract to continue to provide WIC services for federal fiscal year 2014 has been signed with the Missouri Department of Health and Senior Services. Under the terms of the contract, Samuel U. Rodgers Health Center will be able to serve 4,800 individuals eligible for WIC every month, according to a press release. Women, Infants and Children is a special supplemental nutrition program providing services to pregnant women, new mothers, infants and

children up to their fifth birthday based on nutritional risk and income eligibility. The primary services provided are health screening, risk assessment, nutrition education and counseling, breastfeeding promotion and referrals to health care. Nutritious supplemental food is provided at no cost to participants. To be eligible for WIC, applicants must have an income of less than or equal to 185 percent of the poverty level and be determined by a health professional to be at nutritional risk. Migrant

families are also eligible. WIC supplemental food packages are specially chosen to provide foods high in protein, iron, calcium, and vitamins A and C. Eligible women and children receive fortified milk and cheese, eggs, whole grain bread products and hot or cold cereals, 100 percent fruit juices and fresh or frozen fruits and vegetables. The WIC program recommends breastfeeding, provides breast-feeding support, baby foods and infant cereal. For women who cannot or choose not to breastfeed, infants may receive supplemental iron

fortified formula. WIC participants obtain their foods by redeeming food checks for specific items at local grocery stores and pharmacies. Studies confirm that pregnant women who enroll in WIC during the early months of

NWMSU Kansas City Center moves to Maple Woods Northwest Missouri State University’s Kansas City Center will open its doors at a new location on the Maple Woods campus of Metropolitan Community College in January, and a grand opening is planned to celebrate. Northwest classes at the new location begin in conjunction with the start of the spring trimester on Monday, Jan. 13. Northwest will use six classrooms and office space on the Maple Woods campus.
