News in Brief School board candidate filing opens Candidate filing for a seat on the North Kansas City Schools Board of Education opened for one hour Tuesday, Dec. 24, and will resume Monday, Jan. 6, at the district administrative offices, 2000 NE 46th St. in Kansas City. Candidates may file for one of two positions on the April 8 ballot for the seven-member board. Each seat has a three-year term beginning in April. The deadline for candidate filing is 5 p.m. Tuesday, Jan. 21. Because filing comes during the school district’s winter break, the district offices are closed through Sunday, Jan. 5. The offices also will be closed Monday, Jan. 20, for Martin Luther King Jr. Day. The seats held by Kevin Corlew and Board President Joe Jacobs are up for election. County health center changes clinic hours Effective Wednesday, Jan. 1, many of the clinic hours at the Clay County Public Health Center will change. All immunizations, lead screening, tuberculosis and pregnancy testing will require appointments. Those appointments are available as follows: • Monday and Wednesday from 8:30 to 11 a.m. and 4 to 5:30 p.m. • Friday from 8:30 a.m. to 12:15 p.m. These changes are occurring because of a new WIC/Case Management system being put into place that utilizes more nursing staff than in previous years. Friends plan garage sale to benefit historic farm, museum Who says garage sales — like flowers — start popping up in spring? The Friends of the AtkinsJohnson Farm will hold its annual Winter Garage Sale on Saturday, Jan. 18. From 8 a.m. until 2 p.m. that day, the gym at Hillside Christian Church, 900 NE Vivion Road, will be filled with antiques, tools, clothing and household items of all kinds. All proceeds will benefit Gladstone’s historic Atkins-Johnson Farm and Museum. The farmhouse and grounds, located in the Big Shoal Heritage Area, can be accessed from the entrance at 6607 NE Antioch Road, across the street from White Chapel Funeral Home. Volunteers will be on hand at the church from 9 a.m. to 7 p.m. Friday, Jan. 17, to accept donations of good, sellable items for the next day’s sale. Donors are asked to have items already priced upon delivery. Tax donation forms will be available for those desiring them for their contributed items. “This will be a truly great way for the public to help the farm, and of course for people to get out and relieve their cabin fever,” said Carol Rudi, president of the Friends of the Atkins-Johnson Farm.
Biggest Loser challenger at community center The Gladstone Community Center is sponsoring a Biggest Loser Fitness Challenge beginning in January. The goal of the competition — scheduled from Thursday, Jan. 9 to Thursday, April 3 — is to promote a healthy, fit lifestyle for those involved. The grand prize is an adult annual membership, with several other giveaways planned. Participants must be 18 years of age, have a Gladstone Community
Center membership and enroll before Jan. 9. Registration for the competition is $10 and includes a T-shirt, admittance to special workout sessions, health screenings and other special events. Each participant will be awarded points, which will determine the winner. Those points can be earned by community center attendance, taking group exercise classes, working with a personal trainer, taking swim lessons and attending the special events hosted by the community center as well as each percentage of body weight lost. Special dates during the competition include: • Jan. 9: kick-off and weigh-in; • Jan. 23: health screenings, 4:30 to 7 p.m.; • Jan. 28: meeting with personal trainers; • Feb. 11: nutrition presentation; • Feb. 27: group fitness class; • March 11: healthy cooking and shopping presentation; • April 3: final weigh-in; • April 8: celebration and prizes. Voter registration tool available online in Missouri Horoscopes
Secretary of State Jason Kander has unveiled a new online tool that allows Missourians to fill out a voter registration form online through his office’s website. “I am committed to ensuring that all eligible Missourians have the opportunity to cast a ballot, and since you can’t vote unless you’re registered, we decided to do what we could to simplify the process and make it more convenient for voters,” Kander said in a press release. “Now, Missourians will have the opportunity to fill out their registration form in one step from their homes, instead of multiple steps at different locations.” The new online tool at www.sos.mo.gov/votemissouri will allow eligible Missourians to fill out their voter registration form for the first time or change their registration address. Once the voter completes and signs the form on a computer, tablet or smartphone, Kander’s office will print and

In a Dec. 10 statement, Kansas City Public Schools Superintendent Stephen Green said the district was disappointed by the ruling and would continue to evaluate the situation. “As always, our primary concern is for the welfare of our nearly 16,000 students. They deserve a healthy, stable and caring school within their neighborhood,” Green said in the statement. “This ruling, along with an inadequate transfer law, has the potential to rip that away from thousands of urban students. That flies in the face of our community’s crystal clear desire for stable schools.” The state legislature is expected to discuss bills regarding the transfer law when its session begins in January.

County approves 2014 budget By Ryne Dittmer The Clay County Commission adopted the 2014 county budget during its regular meeting Dec. 16. The commissioners unanimously approved the $73,531,539 budget prepared by the county’s budget team and presented by County Administrator and Chief Budget Officer Dean Brookshier. The approved budget is an overall increase of $279,839 from the county’s 2013 budget. Although only slightly higher than the previous year, the 2014 budget is highlighted by a
$73M budget a slight increase over previous year $10,000 increase in funding for the county’s emergency management office and $64,000 increase for the Sheriff’s Office revolving fund. “Everyone had to really roll up their sleeves. This was a cooperative effort from everybody,” Presiding Commissioner Pam Mason said. “We helped in law enforcement a lot more than I thought we would be able to.” Commissioners called the budget process one of
the smoothest in years. The 2013 budget cycle had faced a tight January deadline as the county swore in multiple new officeholders, including Eastern Commissioner Luann Ridgeway and Western Commissioner Gene Owen. “I’ve had a year to work with the county departments and department heads, and that’s been helpful,” Ridgeway said. The commissioners also said the 2014 budget
attempted to reduce expenses and reflect the 1-cent cut to the county’s general fund tax levy approved on Sept. 16. In terms of individual departments, a majority of the county’s elected officials saw limited changes to their budgets. County Auditor Sheila Ernzen, whose budget was cut by $52,000, said her office faced excessive cuts in comparison to others. “These cuts are directed at the office that is

Sen. Silvey pre-files legislation targeting business border war

Missouri Sen. Ryan Silvey, R-Kansas City, has pre-filed a bill for consideration during the 2014 legislative session to deal with interstate business relocation between specific counties in Missouri and Kansas. “This ‘border war’ we are waging continues to be costly for both sides of the state line,� Silvey said. “Now is the time for both sides to consider what we want for our collective future and take the first steps in that direction.� Senate Bill 635, which requires similar action to be taken by Kansas, would prohibit Missouri from issuing economic development incentives in several counties aimed at giving Kansas businesses reasons to relocate to Missouri. If Kansas takes similar action, a similar prohibition will be enforced in Kansas that bans incentives for

Missouri businesses to relocate across the border. “The term ‘border war’ has been used consistently to explain economic issues we’ve faced along the state’s western border,� Silvey said. “When we pass this legislation, and Kansas joins us, the term ‘border war’ will more likely be heard on ESPN than read in The Wall Street Journal.� State Sen. Jason Holsman, D-Kansas City co-sponsored the bill. “This bill represents a true bi-partisan solution that is the culmination of months of hard work from business, civic and government leaders in our region,� Holsman said. This measure would apply only to businesses moving from the counties of Douglas, Johnson, Miami and Wyandotte in Kansas to Cass, Clay, Jackson and Platte in Missouri, according to a press release issued by Silvey.
