When I took office in January 2013, the overall crime rate in Clay County had risen 13 percent in the prior year. I am happy to report the Sheriff’s Office has seen a reduction in felony crimes of 13 percent. For example, burglary crimes have been reduced by 22 percent and aggravated assaults by 56 percent. The overall clearance rate for the Investigations Unit is steadily at 73 percent. This is mostly due to the vigilance and professionalism of the men and women of your Sheriff’s Office. I also am proud to say DWI arrests have tripled, as have drug arrests. The Narcotics Unit has been very successful with seizing a total of more than 16 pounds of methamphetamine, 300 pounds of marijuana and numerous amounts of prescribed drugs obtained illegally. Due to an outstanding effort from sheriff’s deputies, business owners and Clay County citizens, the Sheriff’s Office was able to raise enough private funds to purchase two additional

Now our deputies have a secondary office to complete reports, to hold meetings and to plan operations. I am concerned to learn the amount of gang activity taking place in our county, not only street gangs but outlaw motorcycle gangs or “1%” motorcycle gangs. Information obtained through several intelligence agencies report the activity observed in Clay County is unprecedented. We at the Sheriff’s Office will be working with other agencies to help contain any act of violence or criminal enterprise. Patrol: 1 traffic death during holiday period Missouri State Highway Patrol reported one roadway fatality during the Christmas holiday. During this year’s shorter, 30-hour counting period — from 6 p.m. Dec. 24 to 11:59 p.m. Dec. 25 — the patrol investigated 53 traffic crashes, which included 18 injuries and the fatality, according to a press release. Troopers also arrested eight people for driving while intoxicated. There were no boating crashes or drownings. During the 102-hour Christmas holiday counting period for 2012, there were six roadway fatalities, 342 injuries, 239 traffic crashes invested by the patrol and 130 patrol arrests for driving while intoxicated. The lone 2013 fatality occurred on Christmas Eve in the Troop F, Jefferson City, area. Kenneth E. Parsons, 63, died when the vehicle he was driving crossed the center line, ran off the left side of the roadway, struck an embankment, became airborne, struck a tree and overturned on Midway Road just north of Cave Road in Miller County. He was pronounced

during a winter storm Dec. 21. Winship, a nearly fiveyear veteran with MoDOT, had just driven across the U.S. Highway 69 Bridge over southbound Interstate 29 in Clay County at about 3 p.m. when he saw smoke rising over the side of the guardrail, according to a press release. He pulled his snowplow over to investigate and discovered a smoking vehicle down the embankment resting on its driver side, against some trees. No emergency vehicles were on scene yet, and as Winship approached the vehicle, he could hear someone yelling for help from inside the vehicle. After calling 911, Winship used a pocket knife to cut a

hole in the top of the convertible, and with the help of another motorist who had pulled over to help, was able to pull the woman from the vehicle. After emergency responders arrived at the scene, Winship returned to his route. “I’m just glad I was there to help. It was a blessing all around,” Winship said.

Eagle Days will return to Clay County’s Smithville Lake on Saturday and Sunday, Jan. 4 and 5, presented by the U.S. Army Corps of Engineers at Smithville Lake, Clay County Department of Parks and Recreation, and Missouri Department of Conservation. The two-day event will be highlighted by live eagle programs by Operation Wildlife at the Paradise Pointe Golf Course Complex, 18212 Golf Course Road, in Little Platte Park. Children’s crafts and other vendors will be set up Saturday from 9 a.m. to 3:30 p.m. and Sunday from 10:30 a.m. to 3:30 p.m. Eagle viewing stations will be set up with spotting scopes in the waterfowl refuge. The live eagle programs will be at: • 9:30 a.m. Saturday only; • 11 a.m. Saturday and Sunday; • 12:30 p.m. Saturday and Sunday; • 2 p.m. Saturday and Sunday. The Missouri Public Service Commission will hold public hearings in February in a natural gas rate case filed by Missouri Gas Energy, a division of Laclede Gas Co. PSC staff will conduct the public information and question-and-answer session starting at 6 p.m. Monday, Feb. 24, at the Gladstone Community Center, 6901 N. Holmes St. in Gladstone. The hearing will be in the Gladstone Room. The year began with a new captain, Cathy Compton, and the promotion of a new operations lieutenant, Tony Propst. During the year, we established the position of intake sergeant and are recruiting for fixed booking positions to streamline the booking process, reduce the number of errors made during intake, and shorten training time for new employees not assigned to booking. The Detention Emergency Response Team was re-activated under the direction of Sgt. Lisa Veto

and after a two weeks of “training the trainer” for both Sgt. Veto and Sgt. Caleb Brashear, the team is off to a productive start and ready to handle combative inmates in a safe and efficient manner. The Detention Unit donated $5,000 toward the purchase of two new drug detection canines that will be assigned to sweep the booking and housing floors on a weekly basis. Our Detention Center has booked approximately 6,022 inmates, released approximately 6,059 and maintains an average population of approximately 330. Our minimal classification staff will classify approximately 4,000 inmates. Next year we will attempt to review our staffing needs in an effort to save money and hire that appropriate positions to run this facility in a skilled and safe manner. The year has been very busy, and in closing I would like to thank the citizens of Clay County for their continued support and willingness to make Clay County a safe place to live and work.

Due to the change in the sheriff administration at the first of the year, the Sheriff’s Office underwent organizational changes requiring significant efforts by the Administration Division personnel to accommodate those changes. The group of handled all the needed changes with their usual professional demeanor and can-do spirit. The Judicial Community Courts Service Division includes the school resource, civil, fugitive, court security, transportation, sex offender registration and concealed and carry weapon units. In 2013 we had our first sequester jury trial in 20 years. Due to the professionalism of our deputies, it went off without a hitch. In June the sex offender registration enforcement unit, the U.S. Marshall Service and local police agencies conducted a compliance check on 55 offenders living in the southwest Clay County. Out of the 55 offenders checked, 47 were in compliance
