Welcome to the Autumn 2011 Edition of the KCS Informer. A new school year always brings a number of challenges and in the current economic climate the ‘cash neutral’ budget has focused us all on best value.

Back in 2003 Sir John Gershon was commissioned by central government to undertake an independent review to assess how the public sector might find efficiency savings so that resources could be released for front line services. E-procurement was identified as a tool that supported this by reducing costs and allowing good procurement practice. Since 2005/6, all schools have been required to achieve year-on-year efficiencies to free up resources so that they can be used for the purpose of teaching and pupil support.
In the main, KCS e-procurement assists by doing the following: • Reducing the time and, therefore, the cost of placing an order. • Providing ordering access to the wider school community with full control still held by the finance team. • Providing real time information on new products, price changes or promotions. • Allowing the creation of buying lists to act as “favourites”, to assist with frequently ordered items. • Avoiding any requirement for double data entry. • Providing a return email with an attached order acknowledgement. • Avoiding any fax machine or fax line issues. • Reducing the time and, therefore, the cost of processing and paying an invoice.

This allows the school to access the new www. kcswebshop.co.uk and prepare a basket of goods in a way that most people are familiar with, as if shopping on Amazon or similar sites. Once generated, the order can be imported into SIMS FMS and an approved purchase order is produced. The system is paperless, secure and offers time savings for all. More and more schools are starting to purchase via the web and whether that is through the FMS system or directly on line, there are clear reasons why it is the way forward for future procurement, especially through www.kcswebshop.co.uk.

Schools wishing to make use of the new www.kcswebshop.co.uk must first decide which route to take: FMS or NON FMS. If you are a school or another type of organisation which does not use Capita SIMS/FMS, then the webshop is still available to you. You can be set up to use the site to order all your KCS goods and, if applicable, an electronic version of the catalogue can be uploaded on to your local machine (these downloads are available from the webshop). If you are using Capita SIMS/FMS then you have another decision - Do you link it to FMS or not? If you choose to remain using the site exactly as organisations who do not have SIMS, you download the catalogue data onto your machine and use the webshop in the usual way. However, you will be missing out on the fantastic new functionality and advantages of the fully compliant and integrated FMS module that is now available within the webshop. By setting up as an FMS customer you no longer need to upload the catalogue data as you will have access to live data in the webshop. You will be able to place orders on www.kcswebshop.co.uk and then import them into your FMS for authorisation (no double keying, faxing etc). Whichever route you take you will enjoy the new functionality of the website, eg. building buying lists (known as “Quotes”), using the in-depth search functions and page turnable PDF versions of the catalogue and accessing our latest promotions.

How to get started...
“ So you would like to use the new webshop – fantastic!” Firstly, you will need a new log on and password to access www.kentwebshop.co.uk. If you had a previous log on and password for our old webshop (www.kentwebshop.co.uk) these will need to be changed. There are a number of pieces of information that we require to set you up as a user and we have a form that needs to be completed to ensure that the correct information is obtained. Please e-mail webaccount@kcswebshop.co.uk to obtain the form or go to the webshop and click “get an account”. We have two forms, one for non FMS and one for FMS users, which you can download, complete and return to the webmaster. The forms are very simple. On both we ask for the e-mail address of each user (this becomes the user name and is very easy to remember) and the level of security (A, O or E)
If you run more than one account, then we can set up the same user name and password and all you have to do is enter the right account number and you will access the selected account. With regard to access rights, they are as follows: (please take note that although these access rights apply in both FMS and non FMS, all orders placed by an FMS user will always go back to your FMS to be authorised: A – Administrator: This allows the user to see the account tabs as well as being able to order and create quote lists. We recommend this for Bursars, Office Managers and Senior Management Team members. O – Order: This allows the user to place orders and create quotes, but no access to certain account tabs. It is recommended that those with budget control are given this level of access. E – Enquiries only: This allows the user to enquire and create quotes, but not to order. This is recommended for those without budget control, and for those who do create lists of items they wish to purchase.
However, there are some differences between the set ups for the two systems: NON FMS: This form includes a place for an organisation to enter an override address. These are used if you order items that are sent to alternative addresses. You will need to notify us of these addresses so that we can input them on your behalf and they will then be available in your drop down list at checkout. FMS: We will require a DUNS number (see DUNS – What is this? P.14) Once we receive your completed forms, you will receive details of your user name and password by e-mail. For FMS users, you will receive a set up guide with all the information you need to configure your FMS. Once you have done this then you are ready to KCS eshop!

Get set up on KCS webshop A step-by-step “how to� guide Firstly, ensure that you are running SIMS/FMS as an administrator. Some of the changes that need to be made to the system require administrator rights. 1
Return your completed application form (see P.11) to us.

14 KCS Webshop - Key Things To Note For FMS
DUNS – What is this?
VAT Codes
Those of you wishing to set up on our new FMS compatible webshop will be required to get a DUNS number.
This issue may only apply to Kent Schools, but other county councils may require this as well.
So what is it? The DUNS number is a nine-digit number, issued by Dun and Bradstreet, assigned to each business location in the D&B database. The DUNS number is random and the digits have no significance.
Kent County Council requires schools who use KCS, to set up the VAT code as Y- Zero rated rather than the more customary Z- Zero rated.
Why is it needed? The DUNS number means that your school can be uniquely identified. This is important because the order you create on the web must find its way back to your FMS system and this number helps the website do this. How do I get It? This is easy and it is free. You will need to call Dun and Bradstreet on 0870 243 2344, then select option 3. Please explain you require your DUNS number and they should be able to issue you with one within 3-5 days. Please make sure that they give you your school number and not the LEA one, as this is not unique to your school. What do I do with it? When you return your web account application form, we will set up your account here at KCS. At that point, you will receive an e-mail with a set up guide and full instructions as to how to configure your FMS system.
The FMS system defaults to the first available zero rated tax code within your FMS system when the order is sent back for authorisation. Unfortunately, depending on how a school originally set these codes up, this will mean that sometimes it defaults to the incorrect code. This is very easy to deal with and all codes including ledger, cost centre and VAT can be amended on the imported order prior to authorisation. The user guide does give further information regarding how to do this.

If you go into your FMS system and click on “tools” can you open the “e-procurement settings…”?
The FMS system uses a web service system to pick up the order that is created within KCS webshop.
If you can, then that is great, you can make the changes needed to make the system work.
As part of the set up in e-procurement you will be asked if your school uses a proxy server to get to the internet.
However, if you can’t – do not worry, all you need is a free patch that is available.
This is more complicated than it sounds. In the main, if you are a small school you are unlikely to be using a proxy server, but, whoever looks after your computers will know. If you do they will be able to give you the “port number” address so that you can enter that into your FMS.
This is where it might get a little complicated depending on where you are: Kent Schools: If you have a contract with EIS, you will need to contact them and ask them to send you the “E-Procurement Licence Patch”. If you have a contract direct with Capita, then you will need to contact them directly and ask for the “E-Procurement Licence Patch”. Other Areas: Contact your SIMS contractor to get the “E-Procurement Licence Patch” loaded to your system. This patch must be applied prior to you commencing the set up in your FMS system. Once it is applied, you will be able to open the e-procurement setting tab. You must make sure that your patch is applied prior to you doing a setup.
Larger schools will more than likely have a proxy server set up. All you need to do is get the port address and enter it into the correct field in the setup.
Finally... If you request to be set up on FMS, but then decide not to proceed and wish to use the non-FMS system, then we can convert you back. However, you must not place any orders berfore we convert you back.

1 - Click “log in” to go to the “log on” page
Once we receive your completed web account form, we will set you up to be able to access the webshop.
2 - Enter your user name and password to “log on”
You will receive an e-mail which includes all the detail that you need to get started. Your user name is your e-mail address and the password is six digits. If you wish to change your password to one which is more memorable, then please e-mail the webaccount@kcswebshop.co.uk with your password change request. To log on you will need to click on the words “Log On” in the top right hand of the web page or on the grey menu bar below the header (please note that you must be on the new webpage www.kcswebshop.co.uk) This will take you to the “log on” page. At this point you will be asked to enter your user name – this is your e-mail address. Please make sure that this is all lower case. The next field is your password and, again, this is case sensitive, so make sure that you include all capitals and lower case letters correctly. For most users this is all you will need to do to get access. However if you are set up with more than one account number you will be prompted to enter the account number you wish to access. It is important to note that you will need to put a capital D in front of the account number.

A new feature for www.kcswebshop.co.uk is the ability to view our catalogue as a page turnable PDF. If you do not have a paper copy of the catalogue to hand, then this is the answer. Simply click on the link “Catalogue Online� and you will be taken to the catalogue index. Here you can choose which section you wish to look at, click on it and it will open as a pdf. The pdf pages can be turned to enable you to browse the catalogue in a very similar way to using a paper catalogue.

Kingsley Primary School – Microsociety Project Kingsley Primary School joined the ranks of many schools worldwide (over 250,000 pupils have been involved) by running a Microsociety Project. The idea of Microsociety is help children gain a better understanding of how a country is run. The project included elections for those who will run the “society”, voted for by the children within the school. Once complete, they all worked together to make it succeed. The children also made and sold items so that they could support their new “society” financially. The materials for this were supplied by kind donations from Kent County Council. Local company Best Buy also attended and spoke to the children about running a company and the Head Teacher and Business Manager explained how a school is run and how a budget works. Smart Move for North West Kent College! After the success of the installation of Lotus Smartone and Lotus Foam Soap dispensers in their new Gravesend site 2 years ago, the Facilities Team at North West Kent College had no hesitation in approaching KCS again this summer. The ease of use and reduction in toilet roll consumption they have experienced, made Lotus an obvious choice for the newly completed Suscon, S and B blocks at their Dartford site. Over 250 dispensers were expertly fitted by the Lotus Installation Team who are experienced in working to the needs of their educational customers, as well as to the strict requirements of the on-site builders. Royal Approval for School Planting
The children at Tufnell Park Primary School were visited by Sophie, Countess of Wessex on Wednesday 29th June 2011. She had come to see the thriving gardens at the school in her role as patron of the London Children’s Flower Society (LCFS). The school had taken part in the Society’s “Planting in the Playground” project and last year was awarded the First Time Cup. The judges were delighted by the children’s wildlife garden, flower beds and vegetable growing. Tufnell Park School was provided with a large wooden planter, compost, plus plants, seeds and funds to buy gardening tools to set up their vegetable plot by the LCFS. “The children were thrilled to have the opportunity to meet the Countess,” commented Alan Baldwin, Head Teacher at the school “ and to be able to show her their hard work in the gardens, their sculpture and their murals.” Alan Baldwin - Head Teacher

Christchurch Help to Break World Record!
Youngsters from Christchurch School in Greenwich joined more than 125,000 children across the country to break the world record for a walking bus on Wednesday June 15th 2011. The 170 pupils from the school walked over a mile as part of an annual event started in 2006 by BRAKE – the road safety charity. It is hoped that the event will raise awareness of road safety. “We are doing this to promote road safety’” commented Anne Cooper Head Teacher at Christchurch “and with heavy traffic in the morning, it is a high priority for families.” The walking bus is an eco-friendly alternative to the school run and also promotes healthy exercise.
