Questionnaire II Effective CAF User Label - The Process of Improvement Actions The questionnaire covers the steps seven to nine defined in the CAF 2013 "Improving Public Organisations through SelfAssessment - CAF External Feedback". It covers the planning and the improvement process and is not used to assess the results In order to obtain the Effective CAF User Label, the following minimum requirements must be fulfilled: - The overall score of the evaluation of Pillar 1 and 2 must together make up at least 28 points. - Step 9 must at least reach the overall rating "satisfactory" (4 points). Rating Scale 1 = The activities have been carried out in a very limited way. 2 = The activities have been carried out in a limited way. 3 = The activities have been carried out in an acceptable way. 4 = The activities have been carried out in a satisfying (satisfactory) way. 5 = The activities have been carried out in an outstanding way. For each activity, only a rating of between 1 and 5 must be given in the indicated light blue field (1 to 5) and marked with an "X". Please enter the name of the applicant organization: Step 7 - Draft an improvement plan, based on the accepted self-assessment report Activities 1 2 3 4 5 7.1. Collect all proposals for actions for improvement, including the ideas formulated during the SA. 7.2. Prioritise improvement actions with regards to their effectiveness and feasibility. 7.3. Define a structured action plan for the selected improve- ment actions based on the PDCA Cycle (Plan-Do-Check-Act). 7.4. Establish ways to measure the performance of the actions and the results. 7.5. Integrate the action plan into the normal strategic planning process. Total Score Step 7: Step 8 – Communicate the improvement plan Activities 1 2 3 4 5 8.1. Define a communication plan - the appropriate information with the appropriate media to the appropriate target group, addressed to all the stakeholders - of the improvement actions. 8.2. Implement the communication plan. 8.3.Inform the relevant stakeholders regularly – especially the people of the organisation - on the status and progress, including evaluations and experiences. Define clear ownership of the improvement program and the projects, and ensure transparency in task and responsibility delegation. 9.2. Implement the improvement plan as scheduled. 9.3. Involve employees in the different improvement actions to ensure anchoring of the improvement projects throughout the institution. 9.4. Define a consistent approach for monitoring and assessing the improvement actions. 9.5. Monitor on a regular basis the implementation of the improvement actions. Total Score Step 9:
