Building Sustainable Cities By Transforming Finance

Project Overview

The SLPF-Project equips European cities with the tools and skills to embed Sustainable Development Goals (SDGs) and the Green Agenda into public finance systems. Supported by the EU's Technical Support Instrument, the cities of Bordeaux, Barcelona, Hamburg, and Amsterdam are spearheading innovative financial reforms that optimise resource allocation, amplify social impact, and enable data-driven decisions aligned with SDG targets.

Key Objectives

Tailored support for cities: We're working with Bordeaux, Barcelona, Hamburg, and Amsterdam to design and implement custom reforms that align their budgeting and policy frameworks with the SDGs

Inspiring a European Movement: These cities will lead by example, driving the adoption of SDG-based budget practices across the European Union. We will support these efforts by disseminating the knowledge created to other key stakeholders

The Long-term Goal

To transform European cities into exemplars of sustainable urban development by enhancing budgeting practices, optimizing resource allocation, and fostering resilience catalyzing a ripple effect that resonates across the entire European Union

Direct Beneficiaries:

200-300 local government officials in the European Union, who will directly participate in projects activities

Indirect Beneficiaries:

National and European municipal associations with more than 75 representatives, promoting SDG practices across their countries

5 million residents of the four cities benefit from improved services, resource allocation, and sustainability and also every End Beneficiaries:

Identification of Current Practices:

Status Quo Analysis of SDG-related budgetary practices, bottlenecks, and areas for improvement in four cities

Tailored Methodologies:

Developing and piloting of SDG and Green budgeting methodologies specific to each city's context

Action Plans and KPIs:

Creating of actionable plans and key performance indicators to guide prioritsed SDG integration into the four cities’ budget

Capacity Building:

Enhancing skills of local government officials through training on SDG integration, budget tracking, and accountability.
