Background

San Francisco has well-known bad traffic, including vehicles and public transportation. The reason why the traffic in San Francisco is so terrible is myriad. Taking public transportation can help alleviate the problem, but unfortunately people prefer to drive on their own for many reasons. As a student, my main way of commuting is by bus. Commuting is an indispensable part of my daily life, but I have thus found many inconveniences in the public transportation system. For instance, the complex transportation payment system, inadequate customer service support, the inconvenient deposit system. And then I thought if public transportation became more convenient and more intuitive, wouldn't that encourage people to use public transportation instead of driving? This idea eventually inspired this thesis project.

There are too many cars on the road, which causes traffic jams.

According to INRIX* in 2019:

116

1436

Each people in San Francisco spent 116 hours stuck in the traffic.

The cost of congestion per driver in San Francisco is $1436.

It cost 97 hours per driver to find parking place.

In the rush hour after work, I often look at the stalled traffic, and the expressions on everyone's faces tell of their impatience. There is usually only one person in a car, and such cars are all over the street. I can't help thinking that if one out of 10 people chose to take public transportation, the congestion would be much better, but why wouldn't they? As a student, the most common vehicle I use is mass transit. However, during the two years in this area, I found a lot of inconveniences. The first is that the payment system is multiple and not uniform. Even with the Clipper Card, there is still considerable room for improvement. Then there is the imperfection of the transfer point. If you look carefully, you will find that the transfer route is a long detour. I come from Taiwan, a country famous for its excellent mass transit system, which makes me feel a more significant gap between the two. I can't help but wonder, in a highly developed and talented City like San Francisco,

What is the reason for this?

Reason 01

There are a lot of deadhead driver.

More and more uber drivers are driving on the road waiting for people to get in while nobody in their car. Although carpool is a great idea for reducing car amount, the driver still spends 60% of their time waiting for people to get in.

Reason 02

The public transportation is too complex.

The public transportation in the Bay Area is running by 20 different operators. Therefore the paying method is complicated. Different regions and different transportation have different rates.

Reason 03

The existing paying method is not convenient enough.

«««

Clipper Card is the one people use for public transportation the most, but it still has a lot of inconveniences. For instance: You have to go to CVS or Walgreen to deposit your card. You can deposit online, but loading balance takes up to 5 days. To make matters worse, Clipper Card is not a name-based rationing plan. It is hard for users to get back their cards if they lost it, including their deposit in the cards.

Gap

Taking public transportation can alleviate this phenomenon, but the paying method of public transportation is not convenient enough.

Opportunity

The existing unified payment system is monopoly, and People expect more options to choose.

2.1 research within

What Do I Think?

At the beginning of my thesis, the objective is not very clear in my head since public transportation involves many other related fields. The information I gain from further research helped me narrow my exact area of concern within my topic. These cards are part of an exercise that helps me figure out more about this issue. I gather the critical information through my research and categorize them into different categories. Through this exercise, I can better identify which will be the better solutions I can best provide. These cards reflect how bad San Francisco's traffic is and the wide range of possible solutions. They also show which institutions might be helpful to this phenomenon.

Insight

Public transportation can reduce the need for many separate trips by private vehicles in dense urban areas, moreover, it can reduce the cars on the road and prevent congestion.

Between half and a third of the time Ubers and Lyfts are on the road, they don’t have any passengers. This is called “deadheading,” and it’s just as wasteful as it sounds: Ride-hailing drivers continue to cruise around after dropping someone off, emitting greenhouse gases and contributing to traffic.

In typical cases of congestion, vehicles move faster when the volume of traffic decreases. The COVID-19 pandemic that has killed hundreds of thousands of people around the world also presents a profound threat to the future of transit. As people shelter in place and practice social distancing, transit systems are experiencing plummeting ridership and revenue. Parking fees, bridge tolls and other transportation-related fees are drying up, as well. To compound the challenges, some have suggested that density heightens the risk of contracting the disease, which has inspired not only anti-transit sentiment but arguments against cities themselves.

How COVID-19 impact public transportation?

Public transportation services reduce, or discontinue.

Affect transit systems’ financial stability.

Transportation becomes more and more inconvenient.

«««

Bay Area Rapid Transit ridership plummeted by 90%, prompting reduced service hours, cut short turns on lines, and longer train lengths to accommodate social distancing. Frequencies were reduced to half an hour per line. Most services were shut down in San Francisco. Muni has made necessary service reductions during the order to shelter in place. Muni Metro is temporarily closed.

In cities where ridership is down, experts predict that revenue loss could prolong transit’s financial woes well beyond the coronavirus outbreak. Ridership is “always volatile and heavily driven by factors outside an agency’s control,” writes Jarrett Walker, a transit consultant and author of Human Transit.

As a result of the drastic reduction of public transportation, commuters may need to walking farther to alternate transportation or spend more time waiting for a shuttle than before.

5.2 gaps & opportunities

Gap 01

Temporary transit changes are hard for many people with disabilities, and older adults who walk farther to an alternate bus or pay for other transportation aren’t possible.

Opportunity 01

collaborate with SFMTA program: Essential Trip Card To address this need, the SFMTA created the Essential Trip Card to help older adults and people with disabilities take and pay for essential trips in taxis during this crisis. The ETC will subsidize about two to three round trips by taxi per month for older adults (persons 65 and older) and people with disabilities. Eligible participants will pay 20% of the cost of a regular cab ride fare for essential trips. The program uses taxis to take people on essential trips like going to the grocery store, pharmacy or another necessary medical trip during the shelter-in-place period. Customers who pay $12 will receive $60 value for taxi trips on a debit card. The opportunity for Moti is to collaborate with the SFMTA of this program. While Moti provides an intuitive user interface and experience, this program can become more convenient and easy to apply through the Moti’s App. Users can merge this program into their physical card instead of getting another card from SFMTA, and the app can also work as the tool of this program.

Gap 02

M OT I M FA T H E S I S

due to the reductions in public transportation services during the pandemic, People who don't own a car have a harder time getting between home and work than those who do.

Opportunity 02

collaborate with SFMTA program: Essential Worker Ride Home The Essential Worker Ride Home program provides a reliable and safe taxi ride home from work for essential employees commuting to and within San Francisco, helping to fill the gap left by reductions in public transportation services during the order to shelter-in-place. The opportunity for Moti is to collaborate with the SFMTA of this program. While Moti provides an intuitive user interface and experience, this program can become more convenient and easy to apply through the Moti’s App. Users can apply for this program/ submit a reimbursement through the Moti app.
