Strength of Volunteers = Strong MN AWWA Section
Agroup of MN AWWA Section Board members recently attended the Regional Meeting of Section Officers (RMSO) Region III meetings in Green Bay, Wisconsin. The great part about these meetings is the opportunity to share ideas and discuss issues and goals that each of up to ten other sections across the upper Midwest are facing together. After returning, I’ve been able to reflect on how well our past volunteers have shaped the performance of our current section and how our current volunteers are positioning MN AWWA to continue to build and face the demands of the future. It’s clear our member volunteers take pride in their role, and I appreciate everything they do to make us better.
First, our section is in a strong financial position. This is critical to our organization to allow our section to take on new challenges, provide financial assistance to others in need through scholarships, donations to improve water delivery to various parts of the world, or to celebrate by holding social functions and volunteer appreciation events. As a section, strong financials allow us to work on some new initiatives to provide value to our members.
Due to the hard work of many of our volunteers, our section has provided many advances in diversity, equity, and inclusion. There is still much work to do in a variety of areas, but we also need to celebrate the ways we are improving our member and Board makeup to strengthen our perspectives. Our current Board is made up of a great group of men and women, utility staff, manufacturers, regulatory agencies, consultants, and contractors throughout every district of the state of Minnesota. Our ultimate goal is to have our Board reflect the makeup of the communities we serve. We can only currently strive to match the makeup of our membership. Unfortunately, many members of underserved communities are not included in our membership ranks. However, through the dedicated work of members in our Workforce Initiatives, we are making strides to provide education and awareness of employment opportunities to these underserved communities. Hopefully, someday, we will be able to include these additional and much-needed members into our water industry workforce.
Our diverse districts across the state host Water Operator schools to provide continuing education opportunities to our heartbeat of the water industry: our Water Operators. Many individuals come together to put on these schools, including Planning Committees, district members, speakers, moderators, MDH staff, and many others. Without these volunteers, the schools don’t exist. I encourage our member operators to become involved in assisting in planning these schools by sharing topics with the Planning Committee that you’re interested in or think others would find value in. Better yet, volunteer to speak on a topic you’ve experienced. There is no better speaker than one of your peers; one you want to listen to and learn with.
These schools lead up to our largest event of the year, the MN AWWA Annual Conference in September. Compared to other sections, our conference provides a unique experience for our members and a great gathering location for our industry. In sharing with our sections, our fixed conference location (Duluth), along with combining our competitions, technical conference, and exhibit show at one event results in one of the best turnouts from our overall membership at one event. It’s a great opportunity to truly network with a variety of industry connections at one location.
The common theme to all of these topics is that they don’t function without our volunteers. To those of you out there that are one of these active volunteers helping to move our section forward, I thank you for all of your past and future work. For those wanting to find a way to get involved, reach out to a member of the Board, your district, Section Staff, or one of the many councils and committees. We need everyone’s experience to make the MN AWWA Section the best that it can be. •

Great Lakes, Great Friends and Celebrating 50 years of Safe Water
As I write this message, I’m about to take a quick trip with one of my best friends. I met Sara in 1974, in Mrs. Gibson’s first grade reading class. Since then, we have shared teachers and shared secrets on sleepovers, we experienced painful growing up memories and side-splitting, pee-your-pants laughter. We traveled very different paths in our lives, but whenever we came back together and it would be like no time had passed since we last talked. We are now celebrating 50 years of friendship, and to mark this momentous milestone, we are embarking on a ‘girls’ weekend’ trip to Door County, Wisconsin, which is at the tip of the recognizable, slim finger that stretches north from Green Bay up into Lake Michigan. This trip got me thinking about the Great Lakes, because they’ve been a part of my life for as many years as I’ve been friends with Sara, and about another 50-year milestone being celebrated this year which relates to the Great Lakes.
I grew up just south of Buffalo, New York, on the shore of Lake Erie. ‘Going to the beach’ meant that we drove about ten minutes from our house and played around on a rocky little strip of shore from which, on a clear day, we could see Canada. I also grew up in the 1970s, when the environmental movement was making a lot of waves (no pun intended). I admit that I fell victim to a local myth: that during my childhood, Lake Erie caught on fire. In looking it up for this article, though, I learned that it was actually the Cuyahoga River that caught fire on June 29, 1969 and it was near Cleveland, where the river flows into Lake Erie. But the lake and many waterways were not clean, and were polluted by both chemicals and trash, and had been like that for many years. That wasn’t the first (or the last) time that the Cuyahoga burned!
While it was not a large or long-lasting event, the 1969 river fire near Cleveland sparked public outrage that led to a national reckoning on water pollution which led to several milestones that most of us work with today.
On April 22, 1970, in response to both the Cuyahoga fire and a massive oil spill off the coast of Santa Barbara, California , a senator from Wisconsin named Gaylord Nelson, organized a ‘teach-in’ protest on college campuses nationwide to spread awareness of environmental issues. Rebranded Earth Day, 20 million Americans – 10 percent of the U.S. population at the time – participated in the protest. The nation, it seemed, had suddenly woken up to the realities of industrial pollution, and the Cuyahoga River was the symbol of calamity.
Following President Richard Nixon’s ‘Reorganization Plan No. 3’ issued in July 1970, the EPA was officially established in December 1970.

The agency consolidated federal research, monitoring and enforcement activities in a single agency. EPA’s mission has been to protect human health by safeguarding the air we breathe, water we drink and land on which we live.
A few years later, the Safe Drinking Water Act (SDWA) was passed by Congress in 1974 to protect public health by regulating the nation’s public drinking water supply. The law was amended in 1986 and 1996 and requires many actions to protect drinking water and its sources—rivers, lakes, reservoirs, springs, and ground water wells. SDWA authorizes the United States Environmental Protection Agency (US EPA) to set national health-based standards for drinking water to
protect against both naturally-occurring and man-made contaminants that may be found in drinking water. US EPA, states, and water systems then work together to make sure that these standards are met.
That’s the other 50-year anniversary we are celebrating this year: 50 years of the Safe Drinking Water Act. So as my friend Sara and I embark on our golden anniversary of friendship trip to Door County, WI this week, we’ll be enjoying the clean waters of Lake Michigan and all the amazing shoreline, waterways, fishing areas, parks and lighthouses; and I’ll know that part of the reason we can do this is because of the momentous strides made to protect our water and our environment that began back in 1969. •

“Joining the UN Global Compact accelerates our influence within the global water community,” said Loren Labovitch, chair of AWWA’s International Council. “It strengthens our reputation as a leading resource on water and opens doors to new collaborations with partners around the world.”
The UN Global Compact, spanning a network of more than 23,000 organizations across 160 countries, aligns with AWWA’s existing international partnerships and goals.
The Compact’s framework promotes sustainable and ethical business practices, with participants committing to the Ten Principles of the UN Global Compact focused on human rights, labor, the environment, and anti-corruption.
In joining the Compact, AWWA pledges to participate in and engage in the following ways:
• Promote and organize sector specific events for members to exchange knowledge and enhance learning
• Provide expertise and facilitate industry-wide partnership on key UN goals and issues
• Support the development and activities of the Global Compact network
With new collaboration opportunities within the UN Global Compact network, AWWA brings a wealth of water sector expertise to the community, including its work directly supporting UN Sustainable Development Goal 6, which focuses on ensuring a clean and stable water supply and effective water sanitation for all people.

Minnesota Went to Washington, D.C. to Talk About Water Priorities
Scott Anderson, Sam Paske, P.E. and Michelle Stockness represented Minnesota at this year’s Water Week and AWWA Fly-In in Washington, D.C. on April 9 and 10. This is an annual event that happens every spring. For the AWWA Fly-In, more than 150 people from 48 states came together to get a primer on federal policy priorities, meet with other Water Utility Council Leaders, and meet with our congressional leaders. Our Minnesota-specific team discussed NACWA and WateReuse Association priorities, in addition to current AWWA topics. The three of them formed a great One Water team to meet our congressional leaders and talk about water issues in Minnesota.
Highlights:
1. Our Minnesota team focused on four main issues in our legislative meetings:
a. PFAS: Supporting a bill with liability protections for water utilities per bill S.1430 by Sen. Lummis, set to be introduced by Rep. Curtis.
b. Cybersecurity: Supporting H.R.7922 by Rep. Crawford to create a Water Risk and Resilience Organization.
c. Affordability: Supporting authorization of a permanent LIHWAP program per bill S.3830 by Padilla, set to be introduced by Rep Sorensen.
d. Infrastructure Funding: Fully funding Drinking Water State Revolving Funds and Clean Water State Revolving Funds at $3.25B each, funding earmarks separately, and fully funding the Water Infrastructure Finance and Innovation Act (WIFIA) at a minimum of $50M.

2. The team were able to hold 8 meetings with the offices of our congressional leaders. We met with 6 of our 8 Representative offices: Rep. Angie Craig, Rep. Dean Phillips, Rep. Pete Stauber, Rep. Ilhan Omar, Rep Betty McCollum, and Rep. Brad Finstad. They also met with both of our Senate leader offices: Sen. Tina Smith, and Sen. Amy Klobuchar. After the meetings, they also followed up with the offices via email, with the specific issue papers and offered tours of their local WTPs when the congressional leaders are back in town.
3. Showing up and advocacy matters! Elected leaders want to hear from water professionals. We need to share our stories and knowledge. We encourage others to reach out to their state and federal leaders, because they want to hear from you! Share what your specific priorities are, and offer to be a resource for them. To share your appreciation, offer tours of your facilities. •

NEW TREATMENT PL ANT MAKES GOOD WATER EVEN BETTER ON NAGAAJIWANAANG

Nagaajiwanaang, “Where the Water Stops,” is the name of the homelands of the Fond du Lac Band of Lake Superior Chippewa at the time of the 1854 La Pointe Treaty. The band retained this name in Ojibwemowin for the present-day Fond du Lac Reservation, which was established under the 1854 treaty. The reservation covers nearly 160 square miles, most of it to the west of Cloquet, Minnesota, about 20 miles southwest of Duluth.
One of the last Ojibwe chiefs of the region, Joseph Naganub (Sits Ahead) represented his people in numerous treaty negotiations in Washington, D. C. Sits Ahead, who died in 1894, is buried in Holy Family Cemeteries along the St. Louis River in the northeast part of the reservation. Near him is the grave of a descendent, William “Nitchie” Cadreau, who in 1910 pitched one game in the major leagues, for the Chicago White Sox, under the name of Chief Chouneau.
A baseball diamond near the cemetery dates to the first half of the 20th century, when the sport eclipsed lacrosse in popularity among the Ojibwe. However, in 2002 LeRoy DeFoe, the band’s cultural resources specialist, pointed out that the vocation and avocation of log rolling may have been even more popular than baseball. “You gotta understand this river here,” DeFoe said. “At one time it was the White Pine capital of the world. That river used to be full of logs all the way up almost to Brookston [one of the communities within the reservation], which is about ten miles straight up north from here. That whole area was full of log jams.” DeFoe’s great-grandfather, Joe Medweiosh, is still known to long-time residents for his skill at tearing apart the logs and breaking the jams on the water.
On the topic of water, many of Nagaajiwanaang’s 2,700 bandmembers who reside within the reservation have private wells, some get their water directly from the city of Cloquet, and 126 homes – those in the Mahnonmen and Danielson communities – have been supplied by a community water system since 1987.
The system has to comply with all requirements of the federal Safe Drinking Water Act, as do all public water suppliers. However, as a sovereign nation, the Fond du Lac water system is administered by Region 5 of the U. S. Environmental Protection Agency (EPA) rather than the Minnesota Department of Health. Minnesota has 11 federally recognized tribal nations, which often work with Midwest Assistance Program for training and with Bob Klug of Minnesota Rural Water Association for technical assistance for their water systems.
For close to 20 years, the Fond du Lac system operated with a pressure tank and the addition of chlorine. Two softening plants, using ion exchange, were built in the mid-2000s, in each of the communities. “Danielson had good water,” said utilities supervisor Adam Thompson, who grew up on the Fond du Lac reservation. However, because of high levels of total organic carbon (TOC) in the water, the Mahnomen plant struggled with disinfection byproducts. When the system received a violation for total trihalomethanes and haloacetic acids, it began working with SEH, Inc. to explore options and remedies.
John Thom of SEH said the water system worked with the EPA and federal Indian Health Service (IHS) to provide customers with home treatment units as they began a pilot study for the design and construction of a new plant about a mile west of Danielson and a mileand-a-half southwest of the Mahnomen plant.
The entire project included two new wells, five-and-a-half miles of water mains, 51 new hydrants, and a 75,000-gallon tower to go with the new 200 gallon per minute (gpm) treatment plant, which uses granular activated carbon (GAC) to reduce the TOC. The new wells are on the east side of the plant, and the water quality is superior in several ways to the previous wells.
The TOC in the raw water in this location is lower, approximately 2.5 parts per million (ppm) as opposed to around 12 ppm in the other wells. Thom pointed out that this level would be fine, if not for the addition of chlorine, which combines with the organic matter to produce the disinfection byproducts. A pair of GAC vessels reduce the organic compounds to allow for pre- and post-chlorination without the resulting byproduct issues.
Iron levels are low, but manganese is on the high side – .21 ppm, approximately four times the secondary standard. To ease the aesthetic issues caused by manganese, the plant has a pair of gravity filters with 12 inches of anthracite on top of 18 inches of GreensandPlus™, a black filter media used for removing soluble iron and manganese. Four inches of silica sand are at the bottom of the filter for nozzle protection.
The filters work with anthracite as the storage and greensand as the barrier. “You fill up that anthracite, and eventually it will push through the greensand,” said Thom, explaining the process. “Greensand is manganese dioxide. When you soak it in permanganate, you get manganese oxide, and that’s what removes the manganese. The soaking is important to build up that layer. Four ounces per cubic foot will give you that coating you’re looking for.”
The incoming water is also treated with gas chlorine. Thom said the pre-chlorine is “to get the oxidation to happen,” adding, “You want to come out the bottom with free chlorine, which means you’ve satisfied the demand for chlorine in that filter.”
After the gravity filters, the water flows into a clearwell and then is picked up by high service pumps and sent through the GAC filters. Ammonia is added as part of the post-chlorination to form chloramines, which aren’t as reactive as free chlorine and less likely to form trihalomethanes.

The total project came to between $14 and $15 million dollars and was financed through federal, state, and band funds. The band was grateful to leverage funds from U. S. Department of Agriculture Rural Development, the U. S. EPA, IHS, a Housing and Urban Development-Indian Community Development Block grant, and the Iron Range Resources and Rehabilitation Board to develop and construct the project.
On top of the other benefits, the raw water has 70 ppm hardness, an unusually low level for groundwater. “A lot of cities would kill for that water,” said Thom. “It’s quite unusual water.” He recalls being questioned by the Indian Health Service about the location of the treatment plant and wells and, in justifying the site, said, “That number. You pay big dollars to get down to 70 parts of hardness.”
The system does not charge its customers for the water, a nice benefit for residents but one that brings challenges. “It reduces their motivations to fix leaks,” said Thompson. The tribe visits homes and searches for leaks, working with the residents to get them fixed. Although most members of the communities served welcomed the
new plant, a handful decided to keep their private wells. “We told them the benefits of hooking up to the regional plant, but they stayed on their own well,” said Thompson, noting that they did not force anyone to hook up.
As a community water system, the utility issues consumer confidence reports to its customers and follows other requirements of the Safe Drinking Water Act. Mike Lafave, Fond du Lac’s lead operator, worked with the Indian Health Service on lead service line inventories and has sent them to EPA for review. The system is new enough (its oldest service line was installed in 1986) that it has no lead in the system and has never had an issue with lead and copper sampling.
“This project was successful on a number of fronts,” wrote Fond du Lac public works manager Jordan Vandal, “including buy-in from the Reservation Business Committee, federal and state partners, engineers, and FDL staff who assisted in funding, design, construction and now operation and maintenance of the facility. FDL operations specialists have worked diligently on fine-tuning day-today operations to provide high quality, compliant drinking water, and I anticipate them to continue these efforts for Bandmembers which the Regional Drinking Water Treatment Plant serves.”
The new treatment facility opened in the late summer of 2023, and customers are happy with the water, none happier than Thompson, who lives in the Danielson community and said, “I was excited to be hooked up to this.” •

Why did you decide to go into the field of water?
Water is the most essential element we have on earth. To work in the field that provides the essentials for life is special. It is a mighty strong magnet to be in an industry that is critical to our being.
Who or what influenced you in your career?
I have been fortunate to have a crossed paths with several professionals and friends who have guided me over the course of my career.
How did you become a volunteer for AWWA? What motivates you to be active in the Section?
I have volunteerism in my veins, so it was not a stretch to get involved with this great organization.
I enjoy bringing new people into great organizations with the tools and opportunities they need to flourish.
How long have you been an AWWA member and what have you gotten from your membership?
I still consider myself a newer member with a little more than 11 years in the association. AWWA’s resources, be it publications, workshops, or the MN AWWA Annual Conference have been invaluable. Networking is fabulous with the AWWA! When there is a question, AWWA has been able to provide an answer.
What experiences have helped you most in your life or career?
Learning to implement work/family balance in my life. While it is exciting to push limits, I learned to remember to look at the whole picture. I’ve learned to consider what needs to be put on the back burner when in pursuit of something new to strike the right balance.
What are some challenges you have overcome?
Ensuring the events are properly staffed with volunteers and amenities, all while making it look easy for the audience.
What advice would you give to someone who might be facing the same challenges you did?
Plan, plan, plan. Make sure that there are contingency plans in place for any eventuality. Gather more volunteers than you think you will need to cover all your bases.
What does it mean to you to be a part of a community that values belonging? What does Diversity, Equity, and/or Inclusion mean to you? It is great to be part of an ever-improving community. By welcoming a more diverse
population and capturing additional ideas from underrepresented groups, we provide opportunities to produce a high-quality product that is trusted by a larger population.
Hobbies and outside interests?
I enjoy the outdoors. Give me the chance to cycle, run, hike, or climb a mountain, and I am in. I am pleased to say I safely made the trek to the top of Mount Rainier. Traveling around is a great way to check out our world.
What legacy would you like to leave behind?
I want to be known as a person who cares about water and the people behind the scenes who make that quality water possible. •

Changing Our Perspectives, Changing Our Lives

Welcome to the first installment of DEI Corner, which will be a regular feature from the Minnesota AWWA Diversity, Equity, and Inclusion Committee. Through this, we will be learning about our members – what differences they share, what similarities they share, and what makes them tick. We welcome testimonials from members such as the one below, as well as a chance to interview them for a profile in the DEI Corner. Submissions can be anonymous. We are all products of our environment. The people we grow up with, the cultures, information, and situations we are exposed to from a young age are what shape our thoughts, actions, and feelings towards others. Some of us grow up in a culturally and racially diverse environment, and some of us grow up in secluded communities that are culturally narrow and close minded; I grew up in the latter. I grew up in a rural Minnesota farming community of about 5,000 people. Not as small as many other towns, but culturally very conservative and old-fashioned. In my high school class of 400 we knew of zero students identifying as LGBTQIA+. We had one African American student, and perhaps less than 10 people of Latin or Native American descent. Culturally and racially, we were not considered very diverse as a town or as a student body. It was difficult looking back realizing how narrow minded we were in our world views. Our community despised city people, as we didn’t understand them, didn’t understand their politics, didn’t understand their acceptance of others, we had our ways, and we feared others. What was hard for me in this small town was that I never felt like I fit in. I tried to toe the cultural line by thinking and acting the way others did but it felt unnatural; I felt like there was a lot of hate in my beliefs. Fear of outsiders, fear of change, fear of anything
challenging our midwestern small town way of life. It’s all I knew, how else was I supposed to feel? I was told I was supposed to feel like a man. “Be tough, be a man.”
But I never felt like one, but I also never entertained the thought of anything else because that was “preposterous.”
It wasn’t until I graduated from high school, went to college, and moved to Minneapolis that my eyes were opened to the vast number of differences people have in their cultures. I worked in a neighborhood that was predominantly Hmong and African American, and I learned so much more about the world in just a couple years in that community than I did in my entire life preceding those experiences. I also for the first time in my life was introduced to the LGBTQIA+ community, and it was nothing like what people in small towns feared. I have never met a more loving, accepting, and quite frankly, the most emotionally intelligent community.
After four years of living in various places around the Twin Cities, I moved to Europe to get my bachelor’s degree in engineering. The experiences I found there were the most valuable of my life as I learned what it truly meant to live in a culturally and racially diverse community, both in the towns I lived in and among my university class. I would safely say I interacted regularly with people from every continent. I met a girl from another European country who would become my wife. But years later I came to find these feelings about
me not feeling like I am ‘a man’ resurfaced. I truly wished instead I could have been born a woman. Again, the thought growing up was, “that’s preposterous.” That’s because my small town taught me that isn’t possible. But I am here to say, that with my traveled views, all the way from rural Minnesota, anything is possible. I learned that transgender people exist, and I am one. I transitioned to female about five years ago and have largely kept my transition a secret from the water community out of fear; fear in this day and age of political persecution which the LGBTQIA+ community has not seen on this level since 1933 to 1945. As of writing this, in the past two years, in the United States, the most common topic of bill that was introduced into state and federal legislatures were bills banning the rights of LGBTQIA+ people. Over 500 legislative bills have been introduced attempting to restrict LGBTQIA+ freedoms, predominantly against transgender people. This is why many of us live in fear. I know

there may be some of you reading this who are afraid to come out to the community for this very reason. There may be some of you reading this and rolling your eyes. No one in America should have to fear political persecution. We say things like “It could never happen here,” but it is happening here, in the so-called “land of the free.”
But we need the world to realize that our different cultures, our ways of life will not
simply go away because they are different. It is only through acceptance of others and letting go of irrational fears can people stop hating what they don’t understand. I know it’s hard for many to accept others. But I want everyone to know, you are unique and no one is like you. It’s our differences as individuals that we celebrate. Our differences in race, gender identity, and cultures should be no different in how we celebrate one another.
People in my small town would say I was brainwashed by my “liberal professors” in college, when in truth, I am not sure what much if any of what my college lecturers’ political affiliations were. It wasn’t college staff that opened my eyes, it was merely living in a different place, with different customs, that taught me that there are different world views other than what is taught through a narrow lens. I was raised to believe that personal freedoms are what’s most important. That aspect of me has never changed, but what amazes me is all the people who taught me this belief are trying so hard to erase mine and many other’s freedoms. The hypocrisy I cannot abide. I challenge anyone to try to put into perspective that other cultures can find happiness and if that doesn’t align with your way of thinking, then try to find some understanding that there are many lenses to view this world through.
I am writing this to let many of you know I came from your town, I shared your experiences, and yet I have learned that there’s more to this world than hate, and I’m far happier knowing and celebrating our differences. Perhaps someday I will reveal who I am, but for now, you can just think of me as a small-town Minnesota girl currently working in the water industry you once knew as a boy. Be careful what you say, I could be anyone. I could even be a family member, coworker, or friend. So please be kind to one another. •
