Answering the Bell

I

am told it is time for another installment of Ed’s thoughts.

While we have all been struggling to keep up with the ‘what seems like daily’ changes we have been forced to endure, such as proper mask wearing, restaurant requirements, bars opening and closing, businesses in general fighting for survival, sporting events, conventions, travel, well basically you name it, all of our apple carts have been knocked over to a certain degree.

However, somehow clean water continues to flow from our faucets and the toilets still flush. Not many notice you deserve so many kudos for that. But I do – nicely done and thank you!

Our water and wastewater professionals come to work EVERY day, do their respective jobs and live their lives. Do we complain?

Well maybe a little, but then again who doesn’t complain these days?

The Indiana Section of AWWA continues to be your biggest cheerleader.

From all of us… thank you.

All of you answer the bell, each and every day. And frankly for the most part your efforts go unnoticed. Unfortunately!

The Indiana Section of AWWA continues to be your biggest cheerleader. From all of us… thank you and keep up your much-needed (and under-appreciated) work. I personally feel things are slowly beginning to open up and trying to get back. But then we have another setback and are forced to reload. Yes, it is exhausting and yes sometimes very trying, but all of us water people are gritty and stubborn. It will take more than Covid-19 to knock us over.

Keeping gritty and stubborn in mind, the Indiana Section AWWA WILL be having our December Water Institute in French Lick.

While there will certainly be mandatory changes that will make the meeting feel slightly different than previous years, having in-person education opportunities and a live exhibit hall will be a welcome sight. Barring unforeseen circumstances, this show will go on and we will do whatever is needed and called for to make it happen.

The Section has already successfully conducted our July Golf Outing, Boot Camp in Peru, the 5K Run for World Water and the Sunset Cruise; thankfully without any major repercussions or issues that we know of. Well done!! Special thanks go to the MAC Committee and the Water for People Committee for working with our great staff to put on all of these events.

As I said earlier, the show must go on!! Odetta, Monique, MaryJane and Megan have shown us all that in-person events, with the needed adjustments, can happen and happen safely. Additionally, we are offering the flexibility of live streaming some events and offering a webinar format for others to serve our members who are unable to attend our in-person events.

I look forward to seeing all of you this December in French Lick.

AWWA Fall Updates

T

he nights are getting cooler and leaves are beginning to change. Fall is here! What a crazy year 2020 has been. I sincerely hope that all of you and your families are healthy and doing well.

The COVID pandemic has affected many aspects of our lives. The AWWA is not an exception. But regardless, AWWA pushes forward on its initiatives to better serve its members.

Recently the AWWA Board of Directors approved a new strategic plan. While there were not any big changes of direction, the strategic plan actively seeks and prioritizes member engagement and also requires action be taken to advance diversity and inclusion opportunities for members.

All AWWA National (even though we are not supposed to say “National”) events have moved to a virtual format until further notice. Early results of the online learning format are encouraging.

The AWWA Winter Board meeting in January will be virtual and I just learned the AWWA’s Washington DC fly-in next spring will likely be virtual also.

AWWA’s membership has been a challenge as member utilities and vendors re-assess their spending in light of the pandemic’s financial impact on their business. An organizational effort is underway to reach out and re-engage members who have yet to renew.

However, thanks to the commitment of our Indiana members, the Indiana Section is bucking the national trend.

Thank you to Erich Nugent and his crew for all their membership efforts.

Central District Josh Castor, Trustee Everyone from Central District hopes that you and your families are staying happy and healthy through these odd times. Central District was very excited to have our Fall Conference via webinar on September 11. We had a great group of speakers, and were happy to see familiar faces – through the computer of course.

District Reports

Northeast District Justin Shaffer, Trustee Greetings from the NE District.

Well here we are! We have finally arrived at the Fall District meetings and were able to start having in person meetings once again. While we had scheduled our Fall District meeting for September 22, we had to reschedule at the last minute due to circumstances beyond our control.

The new date for our in-person (with a live-stream option) is October 27, still at the Autumn Ridge Golf Club in Fort Wayne, Indiana. There will be some very

important topics to hear about, including the upcoming changes to the Lead and Copper Rule.

Again, if you are not able to attend in person, we are offering the ability to attend via live streaming.

I can’t tell you how happy it makes me, being able to actually meet in person!

The Northeast District decided that while there are still social distancing requirements and safety measures to take, that it would be a good thing to actually be able to greet our fellow

colleagues with a hand shake and a “how ya been!?”

As we are continuing to navigate through the ongoing COVID-19 pandemic, I ask that you all continue to do what you have been doing to be safe and staying healthy while providing the most important resource we are tasked with providing… SAFE WATER!! You have all done a great job pushing through these most uncertain times and you all deserve a standing ovation for all that you do.

We appreciate everyone’s participation in this event and look forward to finding new ways of staying connected in these sociallydistanced times!

Northwest District Derek Snyder, Trustee The Northwest District held its first ever webinar-based Fall Meeting on September 18, 2020. Led by NW District President Chris Johnsen, the online meeting offered excellent presentations on regional planning, sponsored by the Indiana Finance Authority.

During the seminar portion of the event: • Sarah Hudson of IFA provided an overview of the Regional Planning Meeting, along with a survey of webinar participants.

• Bill Reedy of Indiana American Water presented a regional planning group example involving southern Indiana water professionals.

Small & Rural Systems North Troy Elless, Trustee The Small & Rural Systems North Trustee position was created during the merger with Indiana Rural Water Association. Its purpose is to be the voice of the small water and wastewater systems and a voting member on the Indiana Section AWWA Board. With that

in mind, if you have any issues, concerns, or ideas you wish to share, please let me know (telless@umac3.com).

Moving forward I plan to attend events on the district level and look forward to the opportunity to meet the small systems of northern Indiana.

Small & Rural Systems South Les Day, Trustee Hello fellow water professionals. I hope everyone is getting through the COVID-19 pandemic with your health and mind still intact.

Just to pass on a little information for the small systems that might be having problems with water quality, especially ground water. My workplace utility, Rushville, had been having water quality issues (dirty water) for some time in the distribution system, even though our flushing schedule was twice a year, and our iron leaving the plant was averaging less than .03 Mg/L, or around 98% removal, Rushville still had dirty water complaints.

After consulting IDEM, Rushville had Water Solutions Unlimited come in to do some testing. Based on their testing, it was determined Rushville had a high level (.15 Mg/L) of Manganese leaving our plant, the Manganese was reacting in the distribution system, therefore causing the dirty water issues.

Based on Water Solutions Unlimited recommendations of adding Sodium Permanganate, we applied for a construction permit through the Drinking Water Branch at IDEM to add the chemical feed system for the Sodium Permanganate. After obtaining

the go ahead from IDEM, the chemical feed system was installed on August 2. Once Rushville was able to get the Manganese levels down below the Ten State Standards recommendation of .05 Mg/L, the distribution system was flushed.

As of this writing, Rushville has not had any dirty water complaints.

My hope is that this will help any utility that might be having similar issues. Don’t be afraid to reach out to your fellow water professionals in a time of need, it might prevent a lot of headaches, it sure has relieved mine.

Southeast District Julie Berry, Trustee The S.E. District did not have a fall district meeting. This is in large part because we held a virtual summer district meeting on July 15, 2020. We were one of the few districts to do so. Our officers discussed putting together an outside venue, but did not feel we could safely meet the needs of our members and speakers due to the

ongoing COVID-19 health guidelines. We encouraged our members to participate in other Districts’ virtual meetings this fall.

As our officer elections are normally held during our fall district meeting, we decided to hold our Fall Business Meeting and elections virtually at the conclusion of the Southwest District Fall Meeting webinar.

We are very much hoping to see our members in December at our 2020 Water Institute in French Lick or early 2021 at the Indiana AWWA Conference in Indianapolis. All of us are praying for 2021 to be a year of normality! Thank you for all you are doing in the field every day.

Southwest District Roger Johnson, Trustee As I write this article, the Southwest District officers are busy trying to put together the final touches on our fall meeting. This will be our first ever virtual event so it should be interesting and will hopefully allow more guests to attend that would otherwise be prohibited from travelling to an in-person gathering.

We will have a great lineup of speakers in Joe Bacik from American Cast Iron Pipe Company speaking about corrosion control with zinc coatings, Marc Hansen from Suez speaking about preparations for taking your water storage tank out of service, and Tim Babb from Ford Meter Box speaking about service line materials.

Following the presentations, we will hold officer elections, present Hurty Awards, and hear updates from IDEM and the Indiana AWWA Section.

Awards Committee Chris Harrison, Chair As we navigate through the challenges of COVID-19, through the stress, separation, and anxiety that faces our society today, many of us are facing work force fatigue.

I know I have! Isolated in my office, communicating with staff, who are like family, only once or twice a day and visually seeing them once a week has created a large empty void. We do this because someone must operate the plants, repair the main breaks, fix the lift stations, and take care of our communities. If that person becomes ill, someone must fill their shoes.

This is our reality! Who would have thought we would be in the world we are in?

This brings me to one of the most heartfelt appreciated awards I have received during my 30+ years in the municipal utility field. Which is the small system

Wastewater Operator of the Year award.

This award may seem simple to some, but to me it meant the world. It recognized my efforts and commitment to my community.

It broadcasted to my peers of the hard work and dedication I have given, and more importantly it provided a sense of worth! This award speaks volumes today on the need to recognize and appreciate the people who, typically go unnoticed, but are a vital part of the safety and security of our communities.

Currently, INAWWA is accepting applications for Operator of the Year! Both water and wastewater! The applications can be found on the Indiana Section AWWA web site. This award is a pull forward from our merge with our Indiana Rural Water Association family and has a long tradition worthy of carrying forward. If you want to

inspire a dedicated hardworking, individual to the next level, submit their application for Operator of the Year!

The newest award on the block is Source Water Protection. The framework of the award is still being developed, but obviously it will be structured around Source Water Protection -- which is the backbone of any community’s health, economic growth, and wellbeing.

Look forward for more information from the newly developed Source Water Protection Committee on this upcoming award.

Please recognize the awards and the award winners. Thank them for their time and efforts. A simple handshake (fist bump in today’s world) and a thank you may move mountains for this individual.

Backflow Committee James Probst, Chair Are contractors trained properly to prevent a backflow contamination incident?

Getting an emergency call from a customer that their containment reduce pressure principle backflow assembly (RP) is in full dump is troublesome, A full dump condition usually indicates a catastrophic failure caused by foreign object impact inside the backflow assembly. The first question to ask the customer is, “Have you had any work accomplished on your plumbing system or has the water utility issued a boil water advisory in your service area?”

Unfortunately, like most, this customer was not very knowledgeable on the work being performed, but they were able to tell that their water service line going into their restaurant had been worked on and the work was completed.

After arriving at the restaurant and investigating the issue with their containment backflow assembly, it was discovered that sand and rocks were all imbedded inside the relief valve and the checks of the backflow assembly. This debris damage to the backflow assembly occurred due to contractor negligence because they did not flush the service line after completing work which allowed dirt, gravel and sand to get into the service line during the repair. Once the repair was complete, the water service was restored and had flushed all the debris left in the line downstream to the main containment backflow assembly. Not only did the waterline get restored with dirt and rocks in it, but who knows what other contaminants were allowed to enter the service line to the commercial restaurant.

investigation was started around the restaurant – investigating equipment which uses water in the building such as the water softener, carbonated beverage machine and the coffee maker. What was found is all equipment using water had all been contaminated. The salt in the water softener was brown and completely covered with ground soil, the contaminants then flowed into the coffee and beverage machine and made its way to the ice maker which could of been dispensed for drinks throughout the day.

Unbeknownst to the restaurant, their customers were drinking products contaminated with soil and mud dissolved in the water. Urban soils contain pesticides, fertilizer, human sewage, petroleum products and other contaminants.

It is extremely important the utility oversee contractors accomplishing work on potable water lines and their distribution system piping. Utilities have a vested Interest because ultimately they are responsible for the quality of water provided for its customers as defined by the required EPA and State regulations.

Utilities should train their contractors in the safe practices before allowing them to work on drinking water systems.

Contractors need to follow the proper safety practices for ensuring customer drinking water systems are not exposed to hazards as a result of the work they perform.

It’s essential they follow best practices for flushing water lines to ensure all debris and contamination is completely out of the service line before restoring water service. You might think accomplishing such a task would go without saying; its surprising how often this occurs without anyone realizing the issue due to a lack of understanding water systems.

One method utilities should take for avoiding future contractor issues discussed in this article is to have a verification and contractor training checklist providing procedures for restoring water to any system. Better yet, have an onsite utility inspection to ensure it is safe to restore water service!

Safety Committee Mark Geskey, Chair The Safety Committee hosted two webinars in September which were conducted by United Rentals Trench Safety – September 23 Excavation Safety and September 30 Confined Space Entry. Thanks to all who attended

and to United Rentals Trench Safety for their support.

The Safety Committee is looking forward to our Annual Conference in February and is busy getting new prizes for the wheel of safety.

• We assisted with the annual Operator Boot Camp at the Miami County Fairgrounds in Peru on August 12, 2020. This very successful, socially distanced and compliant event had about 150 attendees, including representatives from about 50 utilities and 29 vendors.

• We will help facilitate an EPA Area 1 Grant workshop: Date and time to be announced. Indiana RCAP will be providing the instruction for the day.

This will be a FREE workshop with approved CEU’s for Operators.

Source Water Protection Committee Katie Jamriska, Chair Everyone depends on clean source water every day for survival and play. A clean glass of drinking water starts way before you turn on the tap, before the pipes, even

before the complicated treatment process and wells or intakes.

While the Source Water Protection Committee is still new, we have already

made great strides in protecting sources of supply. There was a Source Water Symposium held on September 15th. Topics discussed included: general overview of source water protection, how agriculture and the Farm Bill are helping to protect water quality, what SWCD’s (Soil and Water Conservation Districts) are doing to promote water quality preservation, and a real world example of conservation farming in Indiana.

The common theme of the Symposium was agriculture and its impact on sources of supply. The 2018 Farm Bill was an incredible win for the water sector, as it is a voluntary, collaborative and funded mechanism to address concerns in agricultural areas that also happen to serve as source water areas.

Recently, the United States Department of Agriculture recently awarded The Nature Conservancy funding under the National Water Quality Initiative (NWQI) program for a project that will create a watershed plan for Muncie Creek, White River. This area is the headwaters of West Fork of the White River which has been determined to be the highest nutrient contributing tributary in the Wabash River basin which is the leading nutrient contributor to the Gulf of Mexico Hypoxic Zone.

The White River Watershed provides a source of drinking water to multiple community water systems so the project will provide a unique crosssector collaboration for Indiana.

The Committee is working on additional tools and supporting documents to help utilities protect their sources of supply that should be available shortly. Water For People Committee Emily Nelson, Chair A virtual ceremony was held June 15, 2020 to honor the Kenneth J. Miller Founder’s Awardees, including our own Dave Majewski who was nominated by the Indiana Section AWWA Water For People Committee. Congratulations, Dave! Due to the ceremony going virtual this year, we were able to have several Indiana Section members on the call to celebrate

Due to COVID-19, our 2020 Wine into Water and Evansville Concert events have been postponed to 2021. While our 2020 fundraising year has looked different than what we had planned, the Water For People Committee has still been actively fundraising.

Water For People held a fundraising challenge this summer from May 15 to June 30. Committees and Workplace Giving partners in the US and Canada were encouraged to donate. Every donation included the opportunity to upload a photo to be included in a mosaic, and every donation would be tripled thanks to corporate partners. Well, the Indiana Section was able to rise to the challenge and led the committee giving with a total donation of $100,070. The Water Buffalos (Ride with Purpose), led by Jaimie Foreman, were also recognized for raising $30,140.23 through individual donations.

Overall the challenge raised $368,433 for Water For People. Way to go, everyone!

The Sunset Cruise event was held July 18, 2020 with roughly 80 attendees and 4 sponsors. This year’s event raised over $5,000 for Water For People! Congratulations to Chris Harrison and the event planning committee for a successful event!

The Run for World Water 5k event was held August 22, 2020 with 250 registered participants and 22 sponsors. An impressive $15,000 was raised for Water For People! Congratulations to Mark Singer and Pat Spence for another great event!

Although the Indiana Section does not have any additional fundraising events planned for 2020, Water For People is hosting a virtual World Water Classic 6/60k, during the week of WEFTEC Connect! On average, women and girls walk 6k (over 3.7 miles) per day to fetch water. You can participate on your own anytime between Friday, October 2 to Sunday, October 11 in the 6k run/walk or 60k bike to end walking for water.

Participants should select the Indiana Section AWWA Committee so your donation will be reflected on the Indiana Section AWWA’s annual donation report.

Young Professionals Committee Natalie Gustafson, Chair As the YP Committee continues to navigate the landscape of the world we are living in 2020, we are optimistic about the opportunities we will have in the coming months to engage young professionals in the water industry, even if it may look a little different right now.

On Sunday, August 2, a small group of YPs had the chance to participate in a socially-distanced volunteer activity with the organization, Gift of Water, based out of Carmel, where we built parts of a double bucket water purifier during one of their ‘build’ days. By the end of Gift of Water’s two-week ‘build period,’ the organization was able to build 2,400 purifiers that will be shipped to Haiti and distributed via established organizations in the communities there. We are thankful to have played a part in this effort to support this great organization and further their mission of

improving access to safe drinking water in Haitian communities.

As a joint committee with the Indiana Water Environment Association (IWEA), every August the YPs typically host two major events – our YP Meet & Greet, and the annual Besozzi Scholarship fundraiser, in conjunction with the Annual Conference. In light of restrictions due to Covid-19, the IWEA Annual Conference was moved to an all-virtual event, so we had to get a little creative with how to engage our fellow YPs. In lieu of a Meet & Greet, we hosted a Virtual Water Trivia Night, Jeopardy-Style, on August 20, a fun evening of networking and learning a new fact or two about water and wastewater! In lieu of our traditional sporting event fundraiser, our fundraiser will be a YP T-shirt sale following a graphic design competition among our YPs for a T-shirt design.

The YP Committee is excited to announce we are finalizing details for a formal Young Professionals Mentor Program that would allow a YP to pair up with a more seasoned professional to provide another trusted advisor outside of their workplace as they navigate their career in the water and wastewater industry. You will begin to see details on this program, in the not too distant future, to learn how to sign up as either a mentor or mentee and support the career development of the newest members of the water workforce. Stay tuned!

Indiana Department of Environmental Management NEW IDEM DRINKING WATER GUIDANCE: IDEM’s Drinking Water Branch wants to let you know that there is a new IDEM guidance document on ‘Measuring Water Levels in Wells’ – IDEM Guidance on Measuring Water Levels in Wells. All PWS Wells under a construction permit in Indiana, by State law, are required to have a well performance test completed as part of the post construction documentation requirements including gallons per minute (GPM) and groundwater levels. This guide is designed to help groundwater level measurements be taken accurately during a well performance test after construction, during development, and to calculate the specific capacity of a production well.

IDEM WASTEWATER (NPDES) COMPLIANCE BRANCH UPDATES: Wastewater Operator Certification Updates: • Due to COVID-19, Ivy Tech is offering virtual examinations for wastewater operator certifications. In addition to the virtual examinations, Ivy Tech is allowing limited on-site examinations as well. Please contact Ivy Tech for more details on the wastewater operator certification exams. Indiana Department of Natural Resources IDEM AND DNR ANNOUNCE NEW WATERWAYS INQUIRY REQUEST Reprint of joint news release 3/9/2020 The Indiana Department of Environmental Management (IDEM) and Department of Natural Resources (DNR) are tasked with implementing state and federal laws to protect the natural resources and scenic beauty of Indiana waterways, including their chemical, physical, and biological integrity, as well as their quality, flow, and capacity. Many times, Hoosiers do not know when or if they need a permit to complete a project in a floodway, stream or wetland on their property. To help answer that question, the two agencies have partnered to create the Waterways Inquiry Request now available at the new website: www.waterways.IN.gov.

The Waterways Inquiry Request is a helpful tool, not a requirement. The agencies created the Waterways Inquiry Request to help landowners who are unfamiliar with the

permitting process determine which application and waterways permits may be required for a potential project. The Waterways Inquiry Request prompts landowners to outline the boundary of their project on a map, asks a series of questions about the proposed area of disturbance, and requests general information about the project. Once the request is electronically submitted, an inquiry review will be completed by staff from both agencies, and applicants will receive an emailed response within 14 days.

The email response not only provides which permits, if any, are needed, but also provides feedback from IDEM and DNR staff to the applicant in preparation for the application process.

The new Indiana Waterways website provides step-by-step written and video instructions for submitting a Waterways Inquiry Request along with additional links and information about the permitting process. Permit applications, along with a new joint IDEM/DNR application for activities requiring permits from both agencies, are also available.

Indiana Finance Authority Regional Planning Meetings – New Dates for October and November Due to COVID-19 restrictions on in-person gatherings, many of the 2020 IFA Regional Planning Meetings were rescheduled and moved to a virtual format. While unexpected, these virtual meetings hopefully offer a greater degree of flexibility for participants who may have travel limitations. Six Regional Planning Meetings were conducted in August and September, and more are scheduled throughout the remainder of the year. On October 27, the IFA will offer a virtual Regional Planning Meeting in conjunction with the Alliance Fall Conference. In November, two Regional Planning Meetings are currently scheduled. The first will be in-person at Dubois, Indiana on November 5 at the offices of the Patoka Lake Regional Water and Sewer District.

The plan is to hold the meeting in a heated garage with the doors and windows open. The other will be a virtual event hosted by the

Indiana Water Environment Association (IWEA) on November 13.

Our 2020 Water Institute will be held December 7 – 9, 2020 in beautiful French Lick, Indiana. While the program itself is still in the planning stages, there are several items you can take care of right now: We will have a variety of sessions and educational information for: • Water Operators • Wastewater Operators • Utility Board Members, Managers, Supervisors • Utility Office Personnel • Elected Officials • Well Drillers / Pump Installers • Professional Engineers This conference will meet all State and Local guidelines for social distancing and virus protection. Sessions and other events will be scheduled to accommodate all attendees in a safe manner and may have some attendance restrictions to ensure guidelines are met.

The French Lick Resort has an extensive plan for space usage and meal safety. We will have plenty of

room to spread out – one person per table for classrooms and no more than four people per table for meals. Foot traffic will have specific ‘in’ and ‘out’ flow for each space, including the exhibit hall. t is hard to believe but another summer is waning, and the 2021 legislative session is just around the corner.

Meanwhile, the pandemic carries on and will likely be a key focus of the upcoming legislative calendar. In addition, the House,

Senate and Administration remain far apart on potential infrastructure spending at the federal level. And, in case you hadn’t heard, there is an election around the corner.

Against this backdrop, it is difficult to get a sense of what utility related bills may come

forward when the legislature convenes in January. As we get closer to the start of the session, we will schedule the next WUC meeting to discuss specific bills and legislative initiatives. Stay safe and enjoy the rest of this year’s warm weather.

e are sad to report the passing of Larry Hayes, III who passed away on September 6, 2020. Below is his obituary:

OBITUARY Laurence “Larry” Hayes, III, 70, of Monrovia, passed away September 6, 2020, at home. Larry was born September 18, 1949, in Indianapolis, Indiana, to Laurence R. Jr. and June (Cook) Hayes.

He was united in marriage to the love of his life Claudia Couse on October 25, 1970.

Larry was a member of Eastview Christian Church. He was a hardworking man, who always provided for his family.

Larry owned and operated Living Waters Company. He enjoyed the outdoors, going to the symphony, spending time with friends, but most of all being with his family.

Larry was well known as a sincere and generous man. He is going to be greatly missed by his loving family and friends.

He was preceded in death by his father Laurence R. Hayes, Jr. Survivors include his loving wife of almost 50 years, Claudia Hayes; mother, June Hayes; children, Laurence R (Stacey) Hayes IV of Monrovia, Paul Hayes of Camby, and Megin (R.J.) Morgan of Carmel; sisters, Teresa (John) Jacobs of Mississippi and Janeen (Jack) Burrows; grandchildren; Lyndia, Lauren, Emma, Annabelle; step grandchildren, Jayden and Devon.

Visitation was on Friday, September 11, 2020, 4 to 7 p.m., at the Carlisle – Branson Funeral Service & Crematory, Mooresville. The funeral service began at 10 a.m., Saturday, September 12, 2020, at the funeral home. Burial was in the Mt. Pleasant Cemetery, Hall.
