On behalf of the entire Georgia Chapter, we would like to welcome you to the Peach State.

The Georgia Chapter of the American Public Works Association is excited to host our annual conference in Atlanta this year. This year’s Public Works Expo, PWX 2024, will be held at the Georgia World Congress Center from September 8 through September 11. The Expo is the premier educational and equipment forum for professionals working in public works worldwide.

We are looking forward to hosting as many as 5000 public works professionals in downtown Atlanta over four days. In addition to participation by more than 400 global organizations, we have over 150 attendees from eight countries that come from as far as Australia, Finland, and Poland registered to attend.

PWX 2024 will be packed with over 125 exceptional education sessions.

The exhibit floor this year is 88,000 square feet and features the newest and most modern equipment available to public works. Events on the floor include the New Product Showcase, The Pitch, The Exhibitor Solutions, as well as Technology Solutions Theater. The Georgia Chapter is also proud to present the Inaugural DBE Exhibitor Corner as a part of the exhibit hall at PWX 2024.

Our first order of business for PWX 2024 will be for the APWA President, Board Members, and Georgia Chapter Leadership to lay a wreath at the MLK Memorial to reflect on one of Dr. King’s last acts in support of the sanitation workers in Memphis. On Friday night, we will host a Salute to the Women of Public Works at the Atlanta Dreams basketball game with special guests from our past female APWA Presidents, Diane Linderman and Elizabeth Treadway. The following night, on Saturday, there will be a Tribute

to the Men and Women of Public Works at the Atlanta Braves baseball game.

Once PWX 2024 is officially underway, we have arranged for four outstanding technical tours which include a tour of the World of Coke; six sporting events, one of which will be a golf outing to be held at the best public Golf Course in Atlanta – Chastain Park; an International Reception at Atlanta City Hall; and a Get Acquainted Party that will be entertaining and sure to be unforgettable at the iconic Georgia Aquarium. This will be by far the most exciting event for the Public Works Industry of the year.

We, the Co-Chairs, would like to extend a heartfelt welcome to all of those traveling to Atlanta for this event. We offer not only a welcome, but also a “Thank You” to all the public works agencies and affiliates that are at PWX 2024 as attendees, volunteers, or sponsors. If you are in any way involved in PWX 2024, you will not be disappointed.

PWX 2024 COMES TO ATLANTA

On behalf of the Georgia Chapter of the American Public Works Association, welcome to Atlanta! Thank you for being with our Chapter for this incredible opportunity to learn from and share with some of the best and brightest in the field of public works. The PWX 2024 ATL Committee chairs and subcommittees have worked tirelessly to make this PWX possible. As President of the Georgia Chapter, I extend my sincerest gratitude to our members for donating their time, talents, and treasures to provide an exciting week for you to partake.

Leadership is both challenging and rewarding, I have traveled this path in public works for the last 20 years. PWX 2024 will support all who are new to leadership roles. We encourage them on their way to being great to advocate as our veterans in the field of public works. Building a dependable team is paramount in our roles, and our goal is for you to consider APWA as part of your team by the end of PWX. I encourage you to connect and build relationships throughout the week, and please don’t hesitate to reach out if I can assist you in any way.

The PWX 2024 schedule features expert advice and cutting-edge research that sheds light on the dynamics of effective leadership. While leadership styles vary, certain principles – such as fostering diversity, acknowledging your team’s challenges, and cultivating a supportive environment – are foundational. We hope that PWX 2024 will inspire and equip you to fulfill your leadership ideals.

As always, I believe that the best public works department is a welltrained public works department.

When you are looking for any of the above or all of the above, especially the Chief Bottle Washer, search for the face in the picture.

With only one year to prepare, getting here has been exhausting, a true test of patience, a testament of wills, and yet positively exhilarating. As I ravel off titles and roles, these apply not necessarily to myself, but to the tireless men and women of the Georgia Chapter who have continued to work their full-time jobs, providing service to their communities, and “volunteering” late at night and over the weekends to make PWX 2024 ATL happen.

Our commitment was not just to organize and host PWX but to truly make this the very “Best Show in Public Works.” Getting it done in one year was tough. Fundraising did not go as hoped. Planning did not go as planned. However, we pulled on our bootstraps, dug in, and delivered. We are on track to have the second largest attendance since COVID-19 lockdowns and with over 88,000 square feet, we possibly have the largest equipment exhibit floor space in the history of PWX.

Putting together the pre-PWX events was very important to us as we wanted to commemorate Dr. King’s support of the sanitation works by laying the wreath, here at home, at the King Center. We wanted to make sure we paid homage to the men and women of public works who work tirelessly and many times without recognition and sometimes with little appreciation with the Salute to the Women of Public Works at the Atlanta Dream basketball game and the Tribute to the Men and Women of Public Works at the Atlanta Braves game. To be cliché, “they are our most valuable resource.”

However, I am especially proud that we took the opportunity to look out for the “little guy” and not only speak DEI but to practice it by implementing the Inaugural Disadvantaged Business Enterprise (DBE) Exhibitor. This is an opportunity that would normally be beyond the financial reach of many of the businesses participating on the exhibit floor. I would like to commend APWA HQ for being open to making the change to the PWX program and implementing this initiative.

Our Chapter made a conscious decision to host PWX 2024 ALT with a “Georgia Flair.” So we hope that you will drop by the Hospitality Booth and find out how you can win a set of Atlanta Braves Trading Cards or saunter over and have a peach “refreshment.”

To all of the attendees, I say welcome to Atlanta. To those of you who were here when the Public Works Conference was here in 2004, I say welcome back to Atlanta. Let’s have a ball y’all.

Well, butter my backside and call me a biscuit. Seems like it’s been a month of Sundays since our last PWX. Hope y’all didn’t get too gussied up, cause it’s likely to be hotter than blazes when it not blowin up a storm so it’s going to be really hard to be pretty as a peach all of the time. But hold your horses and don’t have a hissy fit, it’ll all

come out in the wash. We want everyone to feel like they are livin in high cotton. If I had my druthers, y’all would hang out with us till the cows come home. And I know we’re gonna be tore up when you leave. But I recon I should hush my mouth and let you go. While you’re here, we hope you get worn slap out, full as a tick, and do a little piddlin’ around Atlanta.

SOUTHERN DICTIONARY

(For Translations)

A Month Of Sundays – It’s been a long time.

Bless Your Heart – Typically deployed sincerely and with feeling, but has a wide range of meanings and can be use as a filler in a conversation or merely to end one.

Cattywampus – Manner of saying something is askew.

Fixin’ To – It’s going to happen, but you also may decide to take your sweet time.

Full As A Tick – Very full of food or drink.

Gimme Some Sugar – What Grandma says when you pull in the driveway, pop out of the car, and come running. She’s not looking for sweets; she wants a hug and a kiss.

Gonna – Going to.

Gussied Up – This means you are dressing up and looking nicer than your everyday look. Whether you’re going to church, a wedding, or some other special event, you’ll wear your best for the occasion.

Hissy Fit – Upset to equivalent of a tantrum.

Heavens To Betsie – An exclamation, of surprise, anger, happiness, really any emotion – that is appropriate in nearly every Southern scenario.

Hold Your Horses – Stop right there or at least slow down.

Hotter Than Blazes – Hotter than the flames in a fire.

Hush Your Mouth – Stop talking. (Grandma might whisper this one over her hymnal if she sees you cutting up in church on Sunday morning.)

I Reckon – Can replace any number of phrases, such as I guess, I suppose, I think, and I imagine.

If I Had My Druthers – If had things my way or I would rather have.

If The Creek Don’t Rise – “We’ll be there unless something out of our control stops us.” A reference to when a Southern visit is thwarted by a rising creek or other unexpected bump in the road.

It’ll All Come Out In The Wash – Just like dirt and stains, worries and problems will wash away.

It’s Blowin Up A Storm – Often times, you can feel, smell, and see a storm blowin’ up across the wide Southern skies. These skies can darken at a moment’s notice, and summer afternoons often see winds churning and heavy rain clouds blowing in to cool that Southern summer heat.

Let Me Let You Go – A polite way of saying it’s time to end the visit, conversation or meeting.

Livin’ In High Cotton – This phrase is used to mean life is good.

I believe we’re fixin to have more folks here than Carter’s got little pills. Don’t be surprised if someone asks you to, “gimme some sugar” as soon as you arrive.

So, if the creek don’t rise and things don’t go cattywampus, we’re gonna have us a good-ole time. But then, I know I’m preaching to the choir Bless your heart!

More Than Carter’s Got Little Pills –

This one originates from the 19th century when Carter Products marketed “Little Liver Pills” across the country. Apparently, Carter had a great many pills, because the phrase found its way into the Southern vocabulary. It indicates there is a lot of something, from problems to money.

Piddlin’ – Spending time relaxing and not doing a whole lot.

Preachin’ To The Choir – To trying to convince someone who already agrees with you.

Pretty As A Peach – To be found very visually attractive or appealing. This is a high compliment in the South since Southern states are known for their peaches.

Til The Cows Come Home – Settle in, because we’re going to be here forever. Cows aren’t known for their speed.

Tore Up – When one is truly upset.

Well, Butter My Backside And Call Me A Biscuit – A long and descriptive way to show surprise at something unbelievable, something you never thought would happen. The surprise is usually positive.

Worn Slap Out – When you’re exhausted in an I’m-so-beat-I-can’t-go-on kind of way, you’re definitely worn slap out. It is a physical and mental state a few degrees past weary and just this side of dog-tired.

Y’all – You or even you all.

For PWX 2024 ATL we will host a Salute to the Women of Public Works at the Atlanta Dreams basketball game on Friday night, with special guests from our past female APWA Presidents, Diane Linderman and Elizabeth Treadway. The following night, Saturday, there will be a Tribute to the Men and Women of Public Works at the Atlanta Braves baseball game.

This opportunity was all about networking, comradery, and spending time together. One of APWA’s Strategic goals is to “deliver an outstanding and valuable membership experience in collaboration with the chapters.” Our 2024 National Public Works Week Theme, “Advancing the Quality of Life for All” shines a spotlight on the way public works professionals advance our quality of life, whether as a first responder to an electricity outage, regular waste pickup, or a myriad of other ways they silently serve their communities.

spaces, parks and grounds, emergency management and first response, solid waste, and right-of-way management. They are what make our communities dynamic places to live and work. Our goal with these events is to recognize the quiet work these professionals do and recognize them for making life better for all of us.

APWA NATIONAL BOARD WELCOME RECEPTION AND DINNER

On Friday evening before PWX, the Georgia Chapter will sponsor a welcoming dinner for the National APWA Board, key staff, and the Host Management Committee. For PWX 2024 ATL the Georgia Chapter will hold the Welcome Dinner at the High Museum of Arts located in the Woodruff Arts Center.

Originally named the Memorial Arts Center, the Woodruff Arts Center was established in 1968 as a tribute to the 130 Atlanta arts patrons and crew who died at Orly Airfield in France while journeying home from an art tour in 1962. At the time, the plane’s passengers represented nearly all of Atlanta’s cultural leadership. Out of this tragedy, the concept of establishing a unified arts center emerged to realize the aspirations of those we lost: for Atlanta to be a premier destination for arts and culture.

Today, The Woodruff Arts Center is home to three renowned artistic institutions: the Alliance Theatre, the Atlanta Symphony Orchestra, and the High Museum of Art . The Arts Center enriches the lives of more than 800,000 patrons annually, including more than 170,000 students and teachers, making us the largest arts educator in Georgia.

A program fitting of the venue has been planned and includes musical entertainment, a cocktail hour, and an elegant dinner.

Joining us as special guests will be Mayors, Commissioners, and Public Works managers who represent both large and small agencies from across the state. It is an honor for the Georgia Chapter to host this event.

NATIONAL BOARD SPOUSE & GUEST TOUR

SHIRLEY STEVENSON • Retired, Dekalb County, GA Department of Public Works

Each year at PWX the spouse and/or guest of the National Board members are treated to an outing or tour of a destination unique to the location where PWX is being held the Saturday before the Expo kicks off. This year, they will receive a double treat as they embark on a mid-morning tour of both the Atlanta Historic Center and The Swan House.

The Atlanta Historical Society was founded in 1926 to preserve and study Atlanta’s history. In 1990, after decades of collecting, researching, and publishing information about Atlanta and the surrounding area, the organization officially became the Atlanta History Center.

What began as a small, archival-focused historical society grew over the decades to encompass 33 acres of curated Goizueta Gardens, four historic houses, varied programming, and a range of signature and temporary exhibitions housed in the Atlanta History Museum.

The Edward Inman “Swan” House is a mansion in Atlanta, Georgia. It was designed by Philip T. Shutze and built in 1928 for Edward and Emily Inman. Shutze is widely regarded as

“Atlanta’s best-known architect”. The house is currently part of the Atlanta History Center, and it has been featured in, The Hunger Games: Catching Fire and The Hunger Games: Mockingjay, Part 2 Guests will be treated to a light lunch at the Swan House before returning to the Georgia World Congress Center.

PWX 2024 ATLANTA BREWERY TOUR

STUDENT CAREER EXPO DURING PWX 2024 IN ATLANTA

As part of the PWX experience, there will be a one-day, college student-focused expo that presents a first-class, multi-modal learning experience designed for those interested in potential careers in public works. This event will be held on Sunday, September 8 as part of the kick-off to the conference.

College students from all over the state of Georgia were invited to apply to attend this free event. 50 students from different colleges and universities have been selected from public work career pathways that include: Business, Construction Management, Engineering, Engineering Technology, Environmental Sciences, Finance, Fleet Management, Geographic Information Systems, Political Science, and Public Administration.

The program includes speakers from the National APWA Leadership and GA Chapter Leadership. Attending the PWX Opening Ceremony, panel discussion, and ending with exhibit floor access. The panel discussion will discuss public works careers with the Federal Government, State Government, Local Government, and the Private Sector.

This program is only possible with the support of STV and Kimley-Horn who have helped with organizing and promoting this program. They also helped supply lunch. In addition, each student who attends will leave with a one-year paid membership with APWA.

The goal is to leave a positive and informational experience with these students about a future career in Public Works.

PWX 2024 ATL GET ACQUAINTED PARTY

Get ready to be serenaded by Beluga Whales, celebrated by California Sea Lions, and entertained by Manta Rays. The Get Acquainted Party for PWX 2024 ATL will be held at the Georgia Aquarium, and you don’t want to miss it.

APWA has possession of the entire facility so you will have the opportunity to see all that the Georgia Aquarium has to offer.

PWX 2024 ATL INTERNATIONAL RECEPTION

Below its gold-clad dome, Atlanta City Hall will open its beautiful atrium doors to Public Works Professionals from all corners of the world when it hosts PWX 2024’s International Reception. Atlanta welcomes over 150 International PWX 2024 ATL attendees from eight countries. Attendees from as far as Australia, Finland, and Poland are invited to attend this event on Monday evening. The invitation list includes international delegates and their guests, the APWA Board, selected APWA staff, the International Affairs Committee and Partnership Task Forces, the Host Chapter Management Committee, and other distinguished guests.

There will be no strangers in the crowd as you enjoy the lively entertainment and dine on Atlanta’s favorite, Chef Cry’s, tastiest treats. A short welcome and program are part of the affair. A taste of Southern Hospitality will be sprinkled around the room with samples of pralines provided by River Street Sweets. This is sure to be an evening to remember in one of the city’s most historic and beautiful buildings!

NPWX 2024 – PAVEMENT PRESERVATION

LIVE DEMONSTRATION

Wednesday, September 11, 2024, 12:00-3:00 pm

The APWA Georgia Chapter is hosting a Pavement Preservation Live Demonstration on Wednesday, September 11, 2024, during PWX in Atlanta. You will be treated to various demonstrations showcasing various pavement preservation techniques used here in Georgia. This is an amazing opportunity to see many different applications at one location.

Pavement Preservation is a program employing a network-level, long-term strategy that enhances pavement performance by using an integrated, cost-effective set of practices that extend pavement life, improve safety, and meet motorist expectations.

This in-person demonstration will include the following preservation techniques:

• Hot-In-Place Recycling (HIR) – Hot-In-Place Recycling is an on-site, in-place pavement preservation and corrective maintenance technique. It involves softening the asphaltbound surface through heating and scarifying, then mixing it with a rejuvenating agent and placing it with a standard hot mix asphalt paver. HIR is environmentally friendly, and costeffective, and rehabilitates worn asphalt pavements.

• Micro Surfacing – Micro Surfacing is a mixture of cationic polymer-modified emulsified asphalt, 100% crushed aggregate, water, and other additives, properly proportioned and spread over a prepared surface.

• Chip Seal – In a chip seal road, a thin layer of asphalt is laid down. Then, layers of crushed stone and aggregate are compacted on top of the asphalt.

• Crack Seal – Asphalt crack seal is a pavement maintenance service that involves placing an adhesive sealant into cracks on the pavement surface. The purpose of the crack seal is to prevent water from entering the base and subgrade of the pavement, which can cause damage and deterioration.

• Liquid Road – Liquid Road is a product that extends the service

life of pavement by replacing the binder lost through oxidation and weathering.

• Mastic One – Mastic One is a hot-applied, pourable, selfadhesive patching material used for the preservation, maintenance, and repair of asphalt and Portland cement concrete pavements and bridge deck surfaces.

• Asphalt Rejuvenation – Asphalt rejuvenation extends the lifespan of aging asphalt surfaces by reintroducing lost bitumen oils, slowing down oxidation, and sealing minor cracks, thus enhancing the pavement’s resilience and functionality.

• Polymer-Modified MasterSeal (PMM) – Polymer-Modified MasterSeal is a higher solid, faster drying pavement sealer designed to protect and beautify asphalt pavement. This live demonstration will start at noon and last until 3:00 pm. The location will be held at the City of Atlanta Sign & Signal shop located at 124 Claire Drive SW Atlanta, 30315. Continuous bus transportation will be provided from the Georgia World Congress Center (GWCC) Transportation Depot located outside of Building B on Andrew Young International Boulevard. The bus service to the demonstration site will depart the GWCC every hour on the hour starting at 11:00 am. The bus service will leave the live Demonstration location every hour on the half-hour starting at 11:30 am until 3:30 pm returning to the GWCC.

These demonstrations are an opportunity to gain knowledge of these techniques that are currently being used throughout the state of Georgia and to talk with the experts about these treatments to see if they would be a viable solution for your area. With over 850 utility members and processing more than 1.3 million tickets annually, Georgia 811 continues to promote safety and prevent damage to underground utility lines. Homeowners, landscapers, and professional excavators are all

encouraged to contact Georgia 811 at least three business days prior to digging. After submitting a ticket, utility facilities near the dig site send professional locators to the requested site to mark the approximate location of underground lines.

The American Public Works Association will host the Inaugural Disadvantage Business Enterprise (DBE) Exhibitor Corner on September 8-11, 2024, at the Georgia World Congress Center in downtown Atlanta at PWX 2024.

ADBE is defined as a for-profit small business where socially and economically disadvantaged individuals own at least a 51% interest and also control management and daily business operations. African Americans, Hispanics, Native Americans, Asian-Pacific and Subcontinent Asian Americans, and women are presumed to be socially and economically disadvantaged.

The chance to exhibit at PWX 2024 offers a phenomenal opportunity to a DBE firm to have by gaining immediate access, networking, and having an audience with many of the decision makers in Public Works. Diana Forbes, CMP, Director of Meetings for APWA Headquarters has described the PWX Exhibit Hall as a “marketplace for vendors to share product and service information to buyers.”

However, this all comes at a cost. A cost that potentially places a huge strain on a one or two-person firm. Many small firms struggle when they have contracts where they depend on the next invoice to make payroll, but

Hello, I am Mae Whiteside Williams, a professional civil engineer with 25 years of experience in construction management services for transportation infrastructure projects. I specialize in construction engineering services and have worked on projects that range from airports, bridges, highways, and toll roads. The company, CKL Engineers, LLC, is a certified DBE-WBE civil engineering firm that delivers construction engineering and inspection services for airports, roads, bridges, and toll roads. We recently celebrated 15 years.

A good friend whom I trusted suggested I explore the opportunity to work in the O’Hare Modernization Program as a civil construction engineer. It was there that I developed an appreciation for aviation. At the time, I was an administrative engineer for the Department of Transportation and thought, why not? I stumbled upon a hidden interest in geotechnical field inspections and erosion and sediment control. When it came time to study for the P.E. exam, I chose that branch of civil engineering and passed on my first attempt. After working on many O’Hare tasks such as relocating a large basin, soil extraction, and sampling to constructing base courses and pavements, I realized how fun it would be to explore all the challenges and rewards in airport construction engineering and inspection. To ensure I would remain in aviation, I figured I would create a firm that provided those services to airports. The idea to start CKL Engineers, LLC took place while performing plasticity tests on clayey soils before compaction of subgrade.

When I founded CKL Engineers, LLC, my initial mission was to focus exclusively on airport projects due to the enjoyable experiences I had in that field. Before my role as an administrative engineer with the Department of Transportation, I hadn’t encountered such work. I envisioned creating a hub of aviation construction engineers dedicated to building airports nationwide. However, I didn’t fully

understand the competitiveness of RFQ and RFP processes or the complexities of funding these projects until I gained firsthand experience. This changed my approach to this aspect of the business. After seeing the industry up close in Chicago, my objective evolved to being a company that would contribute to the growth and improvement of vital infrastructure like airports, roads, bridges, and toll roads, ensuring safety, efficiency, and sustainability in every project.

At CKL Engineers, LLC, we specialize in providing a wide range of civil engineering services. Our offerings include construction services for airport projects, field inspections, erosion and sediment control. Additionally, we provide local roadway design and construction management for highways, bridges, and other transportation infrastructure projects. Additionally, we respond to Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) to pursue new projects, showcasing our expertise and successful project history. We joined groups like the Society of Marketing Professionals to engage with other capture and pursuit managers. By combining these strategies, we ensure that our services reach a broad audience and that we maintain key relationships in the industry.

First, I received an excellent engineering education from Illinois Tech, which prepared me to collaborate with civil engineers from all over the world. However, my background and the

skills necessary to run CKL Engineers, LLC, came from observing a family member running a large local grocery store. I picked up lessons in operations management, customer service, inventory control, and maintaining a clean environment just by watching my cousin on many visits simply help out. My construction engineering background began on an airfield, where I gained hands-on experience and developed an interest. The airfield was instrumental in shaping my understanding of complex engineering projects. Before that, I worked as an administrative engineer for the Department of Transportation, where I gained experience working alongside elected officials and community members on projects. Besides those practical experiences, I hold professional licenses in multiple states with a solid foundation in all technical aspects of the field.

I, Charlie Horton, started Adelphi Services Group, LLC in September of 2019 when I saw an opportunity to run my own business and provide a minorityowned company’s services to customers in the construction industry. My mission was to provide technically capable and price-competitive services to municipal, government, and commercial customers. Adelphi Services Group provides concrete/asphalt crushing, small demolition services, and site clearing services.

I began obtaining the background still necessary to run by business by graduating from Georgia Southern University with a degree in Mechanical Engineering Technology. My first job was as an Engineering Technician with a medium-sized testing firm in Atlanta, GA. I spent 10 years with this company gathering experience and certifications in soils, asphalt, concrete, steel, and NonDestructive Testing. I ended my time with them as a Department Manager. I then took a position with an automotive parts supplier as their Engineering Manager. I spent 16 years with that company in different positions, Program Engineer, Program Manager, and VP of Customer Services. I managed over 100 to 200 employees in the countries of Mexico

and Canada. I have worked with car OEMs such as Chrysler, Ford, International, Mercedes, Hyundai, and Toyota. I started my first company back in 2013 supplying cutting tool design and sharpening services to machine shops and fabricators. I closed that company and got back into the auto industry but the entrepreneurial bug had me so I took this opportunity in 2019.

I differentiate Adelphi from others by having my DBE and MBE certifications in the states we serve. I also look to make sure I connect and work with the SBA, the BBB, and the GDOT.

Athletic Depot, LLC dba Traffic Depot is a woman-owned business specializing in all aspects of road marking supplies throughout the nation and is located in Hoschton, GA.

The company began operations in 2018 but began its life as a sole proprietorship as GameDay Field Products in 2015 specializing in field marking paint and accessories. We quickly realized that we needed to form the LLC which resulted in the name change to Athletic Depot, LLC, and eventually expanded our market to traffic marking supplies when COVID shut down all sports in 2020. That’s when we had the name changed to include DBA Traffic Depot.

I spent a decade of my career in the public sector at GDOT and in the Public Works Department at the City of Marietta. My experience in a larger international firm in the private sector has taught me project management and working on various projects with many clients in a larger geographic area. ANDREW PARKER: THE APWA AND MY CAREER

Andrew Parker was named City Administrator for the City of Dalton, Georgia in the summer of 2021. That capped his rapid rise through the ranks of Dalton’s Public Works Department, from his start as a project manager in 2010 to ultimately taking over as department director in 2019. During his career with the Public Works Department, he oversaw several projects that were both scheduled or emergency in nature. He attributes his successes in part to the knowledge and relationships he has taken from membership in the American Public Works Association. The following is a transcript of a short interview with Parker about his love for the APWA.

When did you join the APWA? Did you join right after college or were you already in your career with Dalton Public Works?

When I graduated from Engineering school and started my career in public works, I attended a Northwest Georgia APWA Branch Meeting and saw the value of joining the American Public Works Association. The branch meetings were always helpful because they provided an opportunity to network with your peers within the region to discuss common challenges and to receive education on best practices within the public works field. Not long after attending a couple of these meetings, I was encouraged by Jamie McCord, who at the time was a district board member, to serve as a branch officer and I was elected as Northwest Georgia Branch VicePresident in 2011. In 2012, I was elected as President of the branch which allowed me to be a voting member of the State Chapter Executive Committee. At the Chapter level, I really came to appreciate everything the association had to offer. That included networking opportunities where I learned about innovations within the profession from some of the most accomplished public works leaders and it really bolstered my career development. At the end of 2012, I was elected as District 7 Director to represent Northwest

Georgia at the Chapter level and served in that role through 2015. In 2016, I was elected by the membership to serve as an officer for the State association and entered the officer progression from Chapter Vice President to President-Elect, and then in 2018, I became the youngest president elected in Chapter history. Needless to say, I was incredibly inspired by the value APWA brought to my career and the careers of other public works professionals. Serving on the Executive Committee gave me a chance to give back to an association that had given so much to me in my career.

What are some of the benefits of APWA membership that you’ve taken advantage of during your career?

Membership in APWA provided me with the opportunity to become a Certified Public Works Professional through the association’s training partnership with the Carl Vinson Institute of Government. This certification program gave me an opportunity to address knowledge gaps and provided an incredible foundation of public works knowledge early in my career. I owe a great deal of gratitude to Walt McBride and Mike Joyner for their countless hours building a training program that has provided essential training to public works professionals across the state. Their efforts have no doubt benefited countless communities across Georgia by developing capable public works leaders. At the National level, being able to attend the PWX Conference exposes me to the most innovative public works training and continuing education within the industry. I will forever be grateful for these opportunities.

What aspects of your relationship with APWA were most beneficial to you in your career? Both at DPW and now at City Hall? I think there are several things about being involved with APWA that were beneficial serving as Public Works Director for the City of Dalton and now as City Administrator. Again, the most beneficial

aspect was the networking. Through APWA, I was able to build relationships with people who became mentors in both my professional and also my personal life. Stan Brown is one of those individuals that I have called upon time and time again to seek advice and to learn how to be an effective leader. Additionally, I was appointed by APWA Presidents Larry Stevens and Brian Usher to serve on National APWA Committees such as the Project of the Year selection and nominating committees and I had the chance to co-chair the Project of the Year Selection Committee for two years. That gave me a chance to see some of the most innovative structural, water resource, transportation, environmental, and park projects throughout the nation. I was able to bring back some of the concepts learned through these projects and implement them as part of some of my projects in Dalton.

How has being a part of APWA made you a better public works and public administration professional?

So many of the skills learned from my public works experiences have been incredibly beneficial and have translated well in my current position as City Administrator for the City of Dalton. APWA and the public works profession

have given me foundational skills for problem-solving, communication, leadership, budget development, personnel management, crisis management, and the list goes on! During my service as an officer for the Chapter association, I refined my communication and leadership skills. I gained confidence in running a meeting and understanding what effective teamwork looks like. These skills have prepared me to lead a team of professional

department heads at the City of Dalton and to use teamwork to create effective outcomes for the City and our community.

Can you point to anything that you’ve accomplished whether it’s a project that you completed or a goal you attained that was made easier thanks to your association with APWA?

Through my experiences with APWA, I was encouraged to obtain my

Professional Engineer’s license which I successfully obtained in 2018. APWA training and mentorship certainly provided a foundation for being confident enough to pass the licensure exam. There’s no doubt my affiliation with the association has provided me with the personal confidence required to serve in the City Administrator position, a job that I never truly anticipated being able to accomplish in my career.

COLUMBUS CONSOLIDATED GOVERNMENT, PUBLIC WORKS DEPARTMENT

In Columbus, Georgia, where “We Do Amazing” things, the City of Columbus Public Works Department has received its reaccreditation with AWPA and remains only one of four cities in the State of Georgia with our accreditation status current and intact.

Under the leadership of Director, Drale Short, the City of Columbus, Public Works Department budgeted and received a stateof-the-art milling machine in the FY’23 budget. Below is an example of a hightraffic area of concern due to chronic repair because of repeat potholes and peel-offs. This area was milled down, some of the asphalt repurposed (with a hot box) and repair was performed on a singular lane to extend the overall life of this entire road.

We also moved to a more modern mode of waste collection in 2023 and 2024, with the purchase and use of Automated Side Loader refuse trucks.

The Federal Aviation Administration contacted the Columbus Airport and requested the removal of large trees, in keeping with federal standards for runway site guidelines. You can see the work completed by the Urban Forestry and Beautification Division below.

STATE CHAPTER RECOGNIZES FLOYD COUNTY PUBLIC WORKS

The American Public Works Association – GA Chapter (APWA) recently held its Annual Awards Banquet for the Georgia Chapter for 2024. The State Chapter recognizes outstanding achievement for employees, managers, and projects. Floyd County Public Works received an award for Project of the Year (< $1 Million) for the Chubb Road Improvement Project. In addition, Young Leader of the Year was awarded to Emma Wells for leading multiple projects and improvements as the Solid Waste Director.

CHUBB ROAD IMPROVEMENT

PROJECT – PROJECT OF THE YEAR (< $1 MILLION) AWARD

Chubb Road is an old, country road of 3.3 miles that has been maintained by Floyd County for more than 40 years, except for 1,500 feet on the west end where it crossed the Dempsey Farm before connecting it to Booger Hollow Road. The section crossing Dempsey Farm was technically private with an easement to allow access and for Floyd County to maintain, but only as a gravel road. In 2020, Floyd County reached an agreement with the owners of the right

of way. Funding was secured from the Georgia Department of Transportation (GDOT), SPLOST funds, and the County’s Capital Fund. The work done to see this project through to completion involved nearly 1,500 hours from start to finish. The project, originally budgeted at $511,000, came in under budget at $450,000.

SOLID WASTE DIRECTOR, EMMA WELLS –YOUNG LEADER OF THE YEAR

Emma Wells joined Floyd County as the Solid Waste Director in 2021. She coordinates the operations at six solid waste and recycling remote sites and manages the Rome-Floyd Recycling Center. In her three years as Director, Emma has implemented changes that will have lasting effects. The collection sites have seen many upgrades, with the biggest impact coming from resurfacing the driveway and parking at one of our busiest sites. With the help of volunteers from Berry College, another site received a pollinator garden. Emma secured two grants from the Environmental Protection Division (EPD) to assist in hosting two scrap

tire collection events. Emma received her master of business administration degree from Berry College in 2023.

CERTIFICATE OF PUBLIC WORKS MANAGEMENT

The University of Georgia Carl Vinson Institute of Government and the Georgia Chapter of the American Public Works Association have a long-standing partnership to deliver quality programs in the public works field. Before developing the Certificate of Public Works Management (CPWM) program, the Chapter and the Institute of Government collaborated to present an annual conference for public works directors in the Southeast. While the conference was a great way to get directors together and share best practices, it didn’t meet the needs of the larger membership.

In 2001, the CPWM program was proposed to address those needs in a conversation with then-Chapter Secretary Mike Joyner. After nearly a year of discussions, the first classes were held at the UGA Center for Continuing Education & Hotel in January 2002. The first 16 participants to complete the program were awarded certificates in June 2003. Since then, more than 350 public works professionals have earned the CPWM designation.

The collaboration between the Georgia Chapter and the UGA Institute of Government continued to develop and grow. In January 2018, the two entities engaged with Professor Stephan Durham of the UGA College of Engineering about potential internships in member cities and counties. They also discussed the possibility of the Georgia Chapter funding a graduate research assistant to study an issue within public works and develop a process to address it. The first GRA began her work in the winter of 2019, and later that fall published a Step-By-Step Asset Management guide to help smaller local governments in Georgia with that process. Since then, subsequent studies have produced a bridge asset management guide, a curriculum for educating public officials on stormwater issues, a practical guide to groundpenetrating radar, and a guide to identifying funding and decision-making strategies to support road maintenance. Currently, preliminary research is being conducted on developing a practical resiliency guide for small and mediumsized local governments. The generous support of the Georgia Chapter has

allowed five graduate students to achieve an advanced degree, and each is now working in a public works field related to their research.

Again, the partnership between the Georgia Chapter and the UGA Institute of Government is a healthy one. The emphasis on education and leadership development has improved the skills of those who participate and the quality of service to Georgians.

The APWA Georgia Chapter Awards Program was established in 2015 to recognize outstanding public works individuals, groups, projects, and awareness efforts representing the best achievements in the public works profession in Georgia. The awards are intended to bring meaningful recognition of the Public Works accomplishments that ultimately help keep our cities, counties, and State running smoothly and effectively daily. The three major categories of APWA Georgia Chapter Awards are Projects of the Year, Leaders of the Year, and Public Works Awareness. On July 11, the Georgia Chapter hosted its 10th Annual Awards Program recognizing exceptional individuals and projects from throughout the State of Georgia. All award winners were submitted by local municipalities and judged by a panel from the State. We had a total of eight individual awards, one Elected Official Award, two Awards of Excellence for Service, nine Project Awards, and three Presidential Awards of Excellence. APWA’S GEORGIA CHAPTER HOLDS ANNUAL EQUIPMENT SHOW

APWA Georgia Chapter held its Annual Mid-Winter Equipment Show at the Georgia National Fairgrounds and Agricenter in Perry, Georgia, on February 6, 2024. This marked the show’s 39th year after its early beginnings in a small barn at Macon’s Central City Park in the mid-1980s.

Recognized by the industry as the “Best Equipment Show in GA,” trucks, equipment, products and services from Georgia and national manufacturers, dealers, and consultants were on display. Five companies have exhibited in all 39 shows –Wastebuilt (formerly Consolidated Disposal), Adams Equipment Company, Peach State Trucks, Reynolds Warren Equipment; and Tractor & Equipment Company. As in recent years, Environmental Products Group had the largest exhibit with a 4,730-square-foot space.

Based on past success, this annual GA Chapter event is well known as a model

for other APWA Chapters to consider as it provides a great opportunity for attendees to gain information and see products that are available to make their public works operations more productive and efficient.

If the success of a show is measured by numbers alone, this year’s show was, without a doubt, the best! With 108 vendors, over 1,300 participants (including attendees, vendor representatives, and Chapter volunteers), and an 11% increase in booth sales, 2024 was another record-setting year. In addition to record participation and revenue, this year’s show also included a second exhibit hall, the

APWA Georgia Chapter held its 73rd Annual Meeting and Vendor Expo at the Jekyll Island Convention Center in Jekyll Island, GA, from July 9-12, 2024. For the first time ever, the Vendor Expo portion of the event was a complete “sell out”!

With 83 vendors, trucks, equipment, products and services from Georgia and national manufacturers, dealers, and consultants were on display for all to see. Conference attendees had a great opportunity to see innovative products and services available to make their public works operations more productive and efficient. As in recent years, Sansom Equipment Company had the largest exhibit with a 1,000 square-foot space.

In addition to record vendor participation, this year’s show also included a “Family Night in the Exhibit Hall” as an opportunity for vendors, attendees and their families to gather for an evening of fun, food and fellowship. In addition to “touch a truck” and scavenger hunts for the children, over 250 participants thoroughly enjoyed this “beach themed” event complete with beach music, kid zone crafts and games for the children, a photo booth, best beach shirt contest, a cookout meal and door prizes. Our Family Night sponsors were Sansom Equipment Company, Knapheide, Southeast Cement Promotion Association, National Equipment Dealers, Tidewater Equipment, Traffic Depot, and AFS Diesel Truck & Body.

NPWW 2024 IN FLOYD COUNTY

The Floyd County Department of Public Works kicked off its celebration of National Public Works Week 2024 with an issued by the Board of Commissioners and held their annual picnic on May 23, 2024.

A group of employees volunteers to form the Picnic Committee and organizes the event every year. We also have an Employee Event Committee that focuses on opportunities throughout the year to improve employee morale and also help with our picnic. This group of eight works on raising donations from vendors to cover the food and some door prizes, running the event, and then cleaning up

from the event. The picnic committee is chaired by Tony Nelson and the Event Committee is chaired by T Roberson. Floyd County Chair Allison Watters proclaimed the Committee at a Board Meeting in May.

In addition to our current employees, we invite our retirees to participate and recognize both our retirees and our veterans at the NPWW picnic. Approximately 75 people attended.

We recognize that our employees are our most important resources and use the opportunity presented during NPWW to show them how much they are appreciated.
