CEDAR STREET: WHAT’S GOING ON

• Each block will go through the process of: Building to building demolition of existing street, sidewalks, etc. Excavation, utility work, grading, landscaping and irrigation.

• Asphalt paving will occur after the entire project is complete.

• There may be intermittent closures of intersections to allow safe access for contractors as well as curb and utility construction.

• Check online for an overview and updates.

The is no subtle way to remove and replace an entire street like Cedar Street. Here are some nuts and bolts about what is going on: • Construction activities: May 21 - Sept. 7.

• Work will take place Mondays through Fridays from 6 a.m. to 6 p.m.

• ALL businesses along Cedar Street will be open and accessible during construction. Some businesses may have easier access from the alleys.

• Cedar Street will be closed one block at a time during construction.

SUMMER PROJECT CONTINUES CITYWIDE IMPROVEMENTS The Cedar Street renovation project is one more step in a downtown revitalization project that started in 2012.

The first improvements were made to Church Street as well as Third and Fourth avenues between Pine and Church.

The changes are spelled out in a Downtown Street Plan and Design guide that focused on: • Revitalize the downtown • Make downtown the place to be in Sandpoint • Provide a streetscape that supports businesses and invites visitors • Downtown is a major economic driver • Integrate mix of land uses • Encourage more tourism and businesses in downtown The city of Sandpoint has reached out to the public in an attempt to smooth out potential issues and to be as transparent about the process as possible.

In a recent meeting with downtown merchants, city leaders presented the project and fielded numerous questions.

Arts & Crafts fair moves downtown After a 45-year run, the Pend Oreille Arts Council’s Arts and Crafts show is leaving City Beach and is headed downtown. Sandpoint’s wildly popular, juried arts and crafts show will be held August 11-12 in an area that stretches along Main Street from Jeff Jones Town Square to Second Avenue and on Second Avenue between Cedar and Church. The booths will be aligned along the streets and the area will be closed off to motorized traffic.

When the City approached POAC with the suggested location change, the POAC Board and staff agreed. The downtown location will provide improved visibility to the fair thereby increasing foot traffic to the fair itself and the downtown merchants impacted by the construction. The new location will land the nearly 110 vendors in an area that will be much more visible and reduce the parking demands at City Beach.

The show occurs during one of the busiest weekends in Sandpoint. The Festival at Sandpoint is in full swing and the gorgeous weather attracts visitors to the area for all sorts of fun. Last year the show attracted 3,000 visitors.

Artists from around the western United States trek to Sandpoint to be included. Most years, visitors will find offerings in ceramics, fiber, jewelry, metal, fine art, woodwork and numerous other mediums. The show also has a reputation for outstanding entertainment as well as great food.

A FEW QUESTIONS AND ANSWERS: Q. How will the project impact downtown events?

A. The city and contractor Earthworks Northwest are working with coordinators to minimize delays and impacts. A revised route for the Lions Club Fourth of July parade will be announced mid-June.

Q. What about the dust and noise?

A. With construction comes noise and there isn’t much that can be done.

The dust will be mitigated with water, even on the weekends when no construction is taking place.

Q. How about access to businesses?

A. The project involves the complete removal of Cedar as well as sidewalks. During the majority of time, customers will be able to access the businesses from Cedar by way of temporary fencing, ramps and platforms.

There will also be some short times where access to the stores will only be available from alley entrances.

A. Q. What about long vehicles and semis?

A. Vehicles with boat trailers and RVs will be encouraged through signage to use Church Street. Delivery vehicles will have to coordinate with businesses for alternative access.

Q. What about parking?

A. Parking will be maintained in the construction area as much as possible but not the block that is blocked off. A variety of free parking locations are available. See map on page 2. Parking maps are available at www.sandpointstreets.com

Q. Why can’t the existing trees be saved?

A. The trees have a well-developed root system. It would be very hard to lift the trees out of their existing spaces, store them and put them back. Experience shows that the vast majority of the trees wouldn’t survive. It is also nearly impossible to replace a road and sidewalk around trees.

In late August or early September, the sewer main and laterals will be replaced along First Avenue, north of Church. There will be more information on this later this summer.

First Avenue next year. The city and engineers are working on the next phase of downtown renovation that will include First Avenue. Of course the First Avenue project will resemble what is going on right around the corner on Cedar. Like the current project, the public will have an opportunity to ask questions and provide input later on this summer. First Avenue is scheduled for 2019.
