Welcome to Kern County Kern County Represents the New—and Improved—California

resh off the heels of the Year of the Millennial, it is becoming increasingly apparent that the community is well-positioned to attract and retain the high-value businesses and accompanying talent that will help propel the region forward. As the top U.S. metro for upward mobility and the #2 region for millennial job and population growth, the “next” generation’s workforce will have ample opportunities to achieve the American dream of home ownership and financial security. Kern County performs exceedingly well, according to The Atlantic’s writer James Fallows’ “eleven signs that a city (region) will succeed” metrics. Such indicators as: PUBLIC-PRIVATE PARTNERSHIPS ARE REAL Since 2008, approximately $30 billion has been invested in Kern County solar and wind projects. This is primarily due to the Kern County Board of Supervisors’ bold 2011 decision to adopt a renewable energy goal of 10,000 MW in production by 2015. This ambitious mandate has resulted in 8,000 construction jobs; 1,500 operational jobs; AND over 11,000 MW of energy production. Today the county boasts the world’s largest wind farm (Alta Wind Energy Center) and solar facility (Solar Star). PEOPLE KNOW THE CIVIC STORY Last year’s commemoration of Kern’s 150th anniversary is a testament to the community’s pioneering spirit and strong work ethic. Community members gathered at the Kern County Museum to celebrate, and the Board of Supervisors held their regular meeting in Havilah, the original county seat. 2017 Kern County Market Overview & Member Directory

THEY ARE NEAR A RESEARCH INSTITUTION...AND THEY HAVE—AND CARE ABOUT—A COMMUNITY COLLEGE CSUB’s California Energy Research Center and the FabLab are creating opportunities for company formation through commercialization and technology transfer activities. Bakersfield College’s new industrial automation baccalaureate degree program will supply needed STEM-related workers for the local energy and value-added agriculture sectors. Other best practices include Taft College’s innovative STEM program and Cerro Coso Community College’s new cybersecurity program. In addition, the Mojave Air and Space Port and the Federal Laboratories at China Lake have emerged as leading aerospace/defense research hubs. Finally, Fallows points out that a craft beer industry is indicative of a great city. Indian Wells Brewery in Inyokern started the microbrewery revolution almost two decades ago. Over the last few years, several new and expanded ventures have begun “hopping” up all over region. The projects add jobs, yes, but they also create gathering places not just for millennials, but for older generations too! Kern County’s leaders are fully embracing Fallows’ “best practices” to create a sustainable economic future. Industry Projections

The unemployment rate in Kern County was 9.9 percent in December 2016, down from the year-ago estimate of 10.4 percent. This compares with an unadjusted employment rate of 5.0 percent for California and 4.5 percent for the nation during the same period. ■

According to the State of California Employment Development Department, industry employment in Kern County is projected to reach 371,900 by 2022, an increase of 14.7% over the next ten years. Total nonfarm employment is projected to grow by more than 41,000 jobs by 2022. Fifty percent of all projected nonfarm job growth is concentrated in three industry sectors.

■ Professional and business services is expected to have job gains of 6,800 with an estimated growth of 4,500 jobs in administrative and support and waste management and remediation services. ■ Leisure and hospitality is projected to add 4,900 jobs, the third largest increase, with food services and drinking places increasing by 4,200 jobs. No Such Thing as Retirement It is important to note that many “retirees” are not actually retired at all, but rather are pursuing part-time endeavors. A recent survey by the Kauffman Foundation found that baby boomers were the fastest-growing segment of entrepreneurs. Many boomers will use this watershed period to pursue second careers or volunteer opportunities. (This decision seems rather prudent given that the “first person to see their 150th birthday” has already been born.)

In terms of accessibility to amenities and services (such as healthcare), the Bakersfield MSA has the shortest annual traffic delays (19 hours) in the U.S. among large and mid-sized cities.

The Pew Research Center estimates there are currently 74.9 million people (born between 1946-1964) in the U.S. (vs. 75.4 million millennials born between 1981-1997) and 61 million Gen X’ers (1965-1980). But there’s one significant difference: the boomer generation has more discretionary income (wealth) than any other age group and they control 70% of the total net worth of American households—$7 trillion of wealth.

Furthermore, despite being located in 5th “costliest” state in the country, the 2Q2016 Cost of Living Index (COLI) report— released by the Center for Regional Competitiveness—showed that Bakersfield’s relative living costs were only 6% above the national average (compared to Los Angeles, which is 40% over the national average… and San Francisco, which is 75% over the national average!)

Kern County performs quite well in a 2016 GOBankingRates.com survey that looks at cost-of-living factors such as housing, food, utilities, transportation and health insurance. In fact, Bakersfield is the only West Coast city where residents would actually have surplus income ($13,416) left over at the end of the year. In San Francisco, for example, most people were more than $41,000 “underwater.”

After paying for necessities, these cities left the most disposable income.

Much like millennials, boomers want a myriad of housing options located in walkable communities. They want homes located near restaurants, shopping, and public transit. According to Andrew Carle of George Mason University, “This generation has revolutionized virtually every product and service in the American marketplace and they are the reason that there are a hundred flavors of baby food. As they reach retirement age and seek out housing options, do you think they’re suddenly going to settle for one flavor [of anything]?” Local 55+ community “best practices” include Brighton Parks, The Greens at Seven Oaks, Four Seasons, and Solera.

Proximity to Family

Interestingly enough, baby boomers and their younger counterparts have a lot in common, especially when it comes to choosing where to live. In fact, many of the elements that have made Kern County the No. 2 ranked metro in the U.S. for millennial population and job growth have also produced a similar No. 2 ranking as a top retiree destination—not just for a vacation, but as a place to invest in their future.

MOST AFFORDABLE U.S. CITIES FOR RETIREES

In terms, of home purchases, Kern County/ Bakersfield was named No. 1 for housing affordability in California by the 12th Annual Demographia International Housing Affordability Survey. (In a recent COLI report, Kern’s housing costs were listed as 91% of the U.S. average.) According to Trulia, boomers are just as likely to buy a bigger home, as they are to downsize to an apartment and they are also the second-largest group of homebuyers (31 percent) after millennials (35 percent).

California is home to approximately 139,000 aerospace jobs, with over 20,000 of them in Kern County. Leading the charge is BHE Renewables’ Solar Star project (formally known as MidAmerican Solar), the largest solar farm in the world. With over 1.7 million photovoltaic modules capable of delivering 597 megawatts to the California ISO grid, up to 570,000 tons of CO2 emissions will be alleviated per year.

In the energy arena, Kern County’s renewables industry, with over $30 billion in recent private investment, has gained national and world-wide attention.

A Closer Look at Geothermal Terra-Gen, established in 2007, owns and/or operates geothermal and wind facilities that support the economy of Kern County.

Leading the State Thanks to a series of private sector success stories in Kern, California is set to exceed its own legal requirement of generating 50 percent of its electricity from renewables such as wind, solar and biomass by 2030.

In Tehachapi and Mojave, Terra-Gen operates approximately 1,671 MW of renewable wind energy.

The Coso Geothermal Project, located on the China Lake Naval Air Weapons Station, consists of nine Geothermal Power plants, each rated at approximately 30 MW. Generation from the facility commenced in May of 1987. At its peak, the facility produced enough power to supply over 250,000 homes with clean, renewable energy. Geothermal power is produced 24 hours per day, 7 days per week, which assists in the stabilization of the utility’s power grid. In total, Terra-Gen employs approximately 200 people who live in Kern County.

A Note on Energy Storage The Tehachapi Storage Project (TSP) is one of the largest battery storage systems in the world, with 8MW of power and storage capability of 32MWh of energy. The ability to store large amounts of solar and wind-generated energy will help improve flexibility and reliability of the next-generation grid. TSP will also test the storage capability of the lithium-ion battery, expected to provide nearly instantaneous maximum capacity for supply-side ramp rate control to minimize the need for fossil fuel-powered back-up generation. ■

In 2015, the gross value of all agricultural commodities produced in Kern County was over $6.8 billion. Grapes, almonds, milk, citrus and cattle & calves alone account for 67% of agriculture’s value, generating more than $4.6 billion.

According to the Agriculture Issues Center at UC Davis, for every 100 jobs linked directly to the agricultural industry, an additional 106 jobs are created in the local economy. In addition, every dollar generated by value-added ag leads to an additional $1.27 generated by the region’s non-agriculture economy. Exports are booming in Kern County with nuts and fruits capturing world markets. Major commodities exported include: grapes, almonds, pistachios, oranges and other citrus, potatoes, carrots, and cotton. n response to Kern County’s steady economic development and business growth, Kern Economic Development Foundation (KEDF) was established to cultivate top-notch hiring prospects for the benefit of local employers and the community overall. KEDF’s workforce development mentoring program, with a special emphasis on STEM (science, technology, engineering and math) careers, is helping develop today’s youth into tomorrow’s skilled workforce.

■ Preparing for transitions from high school to college and/or technical training to career

The mentoring program is housed in local high schools where, each month, over 100 professionals meet with and mentor over 300 students. Mentors provide the benefit of their personal work experience, and they teach lessons from a career skills-based curriculum.

The Fab Lab at CSU Bakersfield is one of 10 across the U.S. being funded by Chevron, making hands-on science and technology experiences available to tens of thousands of students and adults in Kern County and hundreds of thousands nationwide. In the past year, Chevron has dedicated $30 million to science, technology, engineering and math education through projectbased learning methods. In addition to CSUB students, local middle school and high school students also use a suite of fabrication and rapid prototyping machines, typically including a large CNC router, a 3D desktop mill and scanner, a vinyl cutter, a laser cutter, an electronics work bench, a 3D printer and the accompanying computers and software to make almost anything. Modeled after the Massachusetts Institute of Technology’s digital fabrication laboratory and funded through a $1 million grant from Chevron, the recently-opened Fab

Lab at CSUB is one of only a handful of such facilities found at U.S. universities and one of just a few hundred around the globe. Global collaboration sets the Fab Lab apart in the world of higher education, and the leading-edge yet practical application of projectbased, hands-on learning makes CSUB students more competitive when they embark on careers in science, technology and engineering. However, what distinguishes the Fab Lab is its one-stop capabilities that allow students to move from conception to production in a single lab. At the Fab Lab, students explore the entire engineering design process in an authentic, real-world context using tools that enable them to go from concept to drawing and models, to prototype, to redesign, and to final product. CSUB is connected to the Fab Lab world-wide network through video conferencing equipment and online sharing tools that connect labs across the world. FUNDING STEM PROGRAMS The Bakersfield City School District budgeted more than $1.4 million in STEM programming from 2014 to 2016. A majority of the funds are from state entities that public districts receive to run schools, but private donations from Chevron account for 22% of the total. Chevron has allocated $750,000 to $1.25 million over the past five years to the Kern High School District in a local version of the national STEM program known as Project Lead the Way.

The $1.6 million Aera STEM Success Center at Bakersfield College opened in September 2016, offering areas for quiet study, group study, supplemental instruction, and workshops. The Fruitvale School District got a $123,000 grant from Chevron to develop a similar program at the junior high level. It launched its Gateway to Technology program in 2010.
