H
ome to one of the fastestgrowing regions in California, Kern’s business environment is bustling with unprecedented growth and opportunity.
In fact, Area Development, a leading economic development publication, featured Kern and declared it a “California County that’s Making (Good) News.” According to a recent Harvard University study, Kern County ranked #1 in U.S. in terms of the “Odds of Reaching Top Fifth Income Level, When Starting from the Bottom Fifth.” Indeed, ample opportunities in energy, logistics, and value-added agriculture are providing lucrative career opportunities. Kern County is constantly in the national spotlight when it comes to its rapidly-growing and diverse economy and is poised to experience substantial economic growth in several industry sectors. Recent Top 10 performances by the Milken Institute and the Brookings Institution showcase to corporate executives and site selection consultants our significant economic strengths and advantages.
Let Kern EDC Help You Kern EDC staff visits an average of 100 County businesses per year. The two key goals for Kern EDC’s business retention and expansion (BRE) program are to remove local obstacles that prevent existing firms from remaining in operation in the community, and to help businesses become more competitive.
Kern EDC provides targeted business development assistance in the areas of strategic planning and marketing, production, regulatory, workforce development, and financing. 25,000 JOBS $5 BILLION CAPITAL INVESTMENT $1 BILLION ANNUAL WAGES Indeed, since the founding of Kern EDC in 1988, our businessfriendly environment, enhanced commercial/industrial infrastructure, and relatively low cost-of-doing business (93% of the U.S. average) and living (97% of the U.S. average) have helped to make Kern #1 in U.S in the 2000s for economic and personal income growth. Kern EDC will continue to encourage local economic growth by strengthening Kern County’s competitive position and facilitating outreach efforts to help our business community thrive. A Continuing Story of Innovation
One thing is certain: Kern County continues to deliver more than meets the eye. After all, we are the leading reason why: “California’s Central Valley enjoys what is essentially a microcosm of an entire nation’s economy. Or perhaps ‘microcosm’ is the wrong word, because there’s nothing ‘micro’ about it- the economy here dwarfs that of many nations.”
Kern Economic Development Corporation is proud to present the 2015 Kern County Market Overview & Investor Directory. Kern County’s Target Industries
T
arget industries are groups or clusters of related businesses which export products and services from the county, bringing in new net revenue. Kern County’s Economic Development Strategy outlines six industry clusters of focus. The Kern County Board of Trade develops and markets the large Tourism, Recreation, and Entertainment cluster, while Kern Economic Development Corporation recruits and works to retain businesses in the other five:
Aerospace & Defense
Energy & Natural Resources
Health Care Services
Boeing, Virgin Galactic, and Edwards Air Force Base are just a few of the globally recognized names in aerospace and defense. Kern County is at the heart of California’s military and defense presence and the industry contributes significantly to the state’s economy and workforce.
With national rankings for both traditional energy (petroleum) and renewables (wind and solar), Kern County is the leading energy provider for the state of California and is connected to the strongest players in the global energy industry. Additionally Kern County also leads as a producer of natural gas, hydroelectric power, geothermal, and is noted for its mineral wealth, including gold, borate, and kernite.
As Kern County continues to grow, so does the need for a wide-ranging network of healthcare professionals and facilities to serve the region’s population. With more than 850,000 living in Kern County, and over 360,000 in Bakersfield alone, demand for highly skilled and innovative healthcare options continues to increase.

“The region’s aerospace programs stand at the forefront of an industry gaining international recognition ...”
E
astern Kern County is home to some of the most innovative and specialized technologies in the world. The region’s aerospace programs stand at the forefront of an industry gaining international recognition for space tourism and the first-ever privately-funded spaceflight, while the area’s defense and advanced weapons development are fostered by two military installations. The region’s aerospace and defense employment is four times the national average. California is home to approximately 139,000 aerospace jobs, with over 20,000 of them in Kern County. These high-wage full-time jobs have staying power thanks to vast open land, lack of development encroachment, proximity to Los Angeles, and higher education levels per capita in East Kern than in most other regions in the country.
Launching to New Heights Kern County is home to the Mojave Air and Space Port, one of the country’s ten space launch complexes, where more than 60 companies and 3,000 employees are located. The Federal Aviation Administration (FAA) honored the Mojave Air and Space Port as the first facility certified in the U.S. for horizontal launches of reusable spacecraft. Kern County also made history as Virgin Galactic’s SpaceShipOne became the first privately funded, built and manned spacecraft to rocket into space and win the $10 million Ansari X-Prize. The spacecraft, designed by famed aerospace engineer Burt Rutan, garnered attention from celebrity billionaire, Sir Richard Branson, who continues to invest millions in space tourism in eastern Kern County. More than 700 people have already paid up to $250,000 each to reserve their seat for a suborbital space fight on the aircraft.

Energy & Natural Resources (OIL & GAS) Fueling the Nation
P
etroleum energy companies in California produce 585,000 barrels of crude oil per day from onshore wells as well as offshore wells in state and federal waters, making up 10 percent of the nation’s oil production. Over seventy percent of that oil is produced by companies based in Kern County. Approximately 78 percent of all active California wells are in Kern County, which accounts for almost 72 percent of oil production and more than 63 percent of all gas production in the state. Los Angeles County is a distant second, with less than seven percent of active wells, twelve percent of oil production and seven percent of gas production. Along with jobs and revenues, the petroleum industry in the western United States provides the affordable energy needed to move us forward, grow our food, manufacture the goods we use every day, and to transport those items to market. Petroleum keeps public transportation and public safety fleets moving, gets our

their homes. And it’s a key resource used to generate nearly half the electricity we all use.
Oil accounts for one out of every 20 dollars of GDP in California, and no California county contributes more to that total than Kern. At 386,000 barrels per day, Kern produces more oil than even the most oil-rich counties in Texas, North Dakota, Alaska and New Mexico.
■ 50,000 jobs — Kern’s petroleum industry provides a substantial amount direct/indirect equating to over $4 billion in labor income
In crude oil production, California ranks third behind Texas and North Dakota while out-producing such oil-rich states as Alaska, Oklahoma and Louisiana. In terms of refining activity, California ranks third behind Texas and Louisiana. At the end of December 2012, California was producing two million barrels per calendar day, representing 11 percent of total U.S. capacity.
■ $85 billion direct economic value — The petroleum industry’s direct economic value in California equals 3.8% of the state’s entire GDP.
California also produces 876 million cubic feet of natural gas every day, 77 percent of which is produced along with crude oil. Natural gas touches people’s lives every day from cooking and bathing to heating
THE PETROLEUM INDUSTRY IS A LEADING ECONOMIC DRIVER AND MAJOR EMPLOYER:
■ $10.7 billion total value added — The petroleum industry responsible for 25% of Kern’s GDP
■ $113 billion total economic value — The petroleum industry’s 5.4% total GDP contribution to California alone is larger than the economies of 17 U.S. states.
78% of all active California wells are in Kern County.

Oil is far from the most abundant resource produced when drilling. The field produces about nine barrels of water for every barrel of oil, or approximately 760,000 barrels of water per day. The resulting water is at near-fresh water quality standards, requiring minimal filtration on site before traveling through an 8.5 mile
According to The New York Times, in normal years when California is not facing extreme drought conditions, water from the Kern River Field facility makes up about 25 percent of the CWD’s total supply. However, in current drought conditions, that number is closer to 50 percent as other sources of water “dry up.” ■

Target Industry
Kern County is home to some of the world’s largest solar and wind projects
Energy & Natural Resources (RENEWABLES) Renewable Energy
R
enewable Energy is energy derived from naturally replenished resources such as wind, sunlight, geothermal heat, small hydro, and biomass. In the energy arena, Kern County’s renewables industry, with over $15 billion in recent private investment, has gained national and world-wide attention. Wind and solar energy creates jobs, supports public works, and boosts local economic activity. In fact, the renewable energy industry has generated over 800 manufacturing jobs, 1,600 professional and indirect permanent local jobs, and wind will pump over $50 million in property tax revenues into our local economy.
Kern County Energy Goal In 2011, the Kern County Board of Supervisors announced their goal to produce 10,000MW by 2015. Today, we are at 9,142 MW installed and operating in Kern County. When complete, projects will have resulted in 8,000 construction jobs at all skill levels, 1,500 operational jobs, electricity to over 7 million 30
people, and a $25 billion investment in Kern County (inclusive of wind, solar, geothermal, small hydro and biomass).
■ Over $5 billion invested in Eastern Kern County wind projects and it is estimated an additional $2.4 billion will be spent on wind and solar development
Leading the State
■ Highest percentage increase for assessed value in Kern
Thanks to companies in Kern, California is set to exceed its own legal requirement of generating 33 percent of its electricity from renewables such as wind, solar and biomass by 2020 through a series of private-sector success stories. Leading the charge is BHE Renewable’s “Solar Star projects,” the largest solar farm in the world (formally known as MidAmerican Solar). With over 1.7 million photovoltaic modules, capable of delivering 597 megawatts to the California ISO grid, up to 570,000 tons of CO2 emissions will be alleviated per year (estimated completion date year-end 2015).
Leading the Way Like solar, wind energy plays an integral role in California’s electricity portfolio. By 2014, Kern had installed over 3,200 MW, with about 2,455 MW installed 2009-2014.
▪ Oil & Gas: $27.7 billion, 12% increase ▪ Renewable Energy Sector: $7.4 billion, 31.5% increase ▪ Agriculture: $5.3 billion, 11% increase ■ Growing Wind Assessments: County of Kern receives half and the remainder goes to schools, cities and special districts ▪ 2011: $13 million ▪ 2012: $29.6 million ▪ 2013: $46.3 million ■ 4,363 MW total wind energy potential in Kern County
Like solar, wind energy plays an integral role in CA’s electricity portfolio.

Energy & Natural Resources (Renewables) Energy Production from Biomass
A Note on Energy Storage
Kern County is home to four biomass plants, built over 20 years ago and originally burning coal. Thanks to bioenergy companies like Mt. Poso Cogeneration Company, LLC, nearly 2 million pounds a day of agricultural waste and urban tree trimmings are being used as fuel to generate enough electricity to power more than 30,000 homes and helping produce steam that doubles production in nearby oil fields.
The Tehachapi Storage Project (TSP) is one of the largest battery storage systems in the world, with 8MW of power and storage capability of 32MWh of energy. The ability to store large amounts of solar and wind energy will help improve flexibility and reliability of the next-generation grid. TSP will also test the storage capability of the lithium-ion battery, expected to provide nearly instantaneous maximum capacity for supply-side ramp rate control to minimize the need for fossil fuel-powered back-up generation. ■

Transportation, Logistics & Advanced Manufacturing Transportation and Logistics is a Strong, Emerging Cluster in Kern County
K
ern County’s logistics and distribution sector is driven by the availability of shovelready sites and accessible workforce. The region is home to 50+ distribution centers with access to key transportation infrastructure, including the Ports of Long Beach/Los Angeles and Oakland, and the major north-south
and east-west highways and interstates in California. Within a four-hour drive from 90% of the state’s population, Kern County boasts an extremely low (singledigit) employee turnover rate at most of its centers and complementary workforce development programs. Kern County has significant strengths in facilities support, specialized freight, trucking and logistics services for road and rail, rental, leasing, and equipment repair. The County’s industry cluster is also strong in wholesale trade, which depends on the strong availability of
transportation providers and services across various modes. The Transportation and Logistics cluster’s strengths are tied to the County’s strengths in energy and agriculture, two export-oriented industries that are heavily dependent on the large-scale transport of materials and final products. The industry employs over 13,000 people with above-average wages in the key segments of road, air, rail, logistics, warehousing, and wholesale trade. Since 1990, the sector has achieved an annual growth rate of 4%.

Kern County Commodities Rank #2 in the U.S. 40
According to the Agriculture Issues Center at UC Davis, for every 100 jobs linked directly to the agricultural industry, an additional 106 jobs are created in the local economy. In addition, every dollar generated by value-added Ag leads to an additional $1.27 generated by the region’s non-agriculture economy. Exports are booming in Kern County with nuts and fruits capturing world markets. The export market is especially important to almond and pistachio growers, with close to 70% of their harvest going straight to international buyers. Demand for Kern’s agriculture is highest in China, followed closely by Mexico and Japan. ■

Kern County Crushes: Wine Industry Makes Sweet Impact
S
allows growers to provide large volumes of product to the bulk wine market at low prices.
outhern San Joaquin Valley Crush District 14 is comprised of Kern County and the southern half of Kings and Tulare County. It’s no surprise that Kern’s #1 commodity has a major impact on the wine industry. Kern grows a variety of grapes from table grapes to grapes used for wine production. With several white and red wine grape varieties from Chardonnay and French Colombard to Merlot and Syrah, District 14 supplies low-cost wine grape varieties with consistent quality for use in everyday wines. This advantage
In 2013, Chardonnay continued to account for the largest percentage of the total crush volume with 16.1 percent. Cabernet Sauvignon accounted for the second leading percentage of crush with 11.1 percent. The next eight highest percentages of grapes crushed included wine and raisin grape varieties. Thompson Seedless, the leading raisin grape variety crushed for 2013, held 6.2 percent of the total crush. ■

Kern County’s Bakersfield MSA is the 10th Fastest Growing City in the Nation
O
ver the next 25 years, growth in Kern County could vary widely based
on a host of factors, including spillover from Southern California, water availability, employment opportunities, housing costs, interest rates, high-speed rail, air quality regulations, and land availability. The combined general plans within the Kern region designate sufficient land to absorb growth at twice the rate forecasted by 2035. Past growth in the region and in Southern California as a whole would indicate that the question is not “if” but “when” Kern County’s population will double. At current growth rates that will likely happen by 2050.

According to Kern Council of Governments (Kern COG), the increase of telecommuting workers will also allow more remote locations to become primary residences. At some point, significant spillover from the Southland will be felt first in the Rosamond and Frazier Park areas. Centennial—a new proposed community of 23,000 housing units on Tejon Ranch in northern Los Angeles County—may siphon some of the anticipated growth from southern Kern as the development comes online; however, this project will likely have growth-inducing effects in the Frazier Park area as well. The most recent forecast assumes that positive and negative growth factors will ultimately cancel each other out, causing longterm growth to reflect historic boom/bust trends. ■

Education & Workforce Development Today’s Kids are Tomorrow’s Workforce
I
n response to Kern County’s steady economic development and business growth, Kern Economic Development Foundation (KEDF) was established to cultivate top-notch hiring prospects for the benefit of local employers and the community overall. KEDF’s workforce development mentoring program, with a special emphasis on STEM industry (science, technology, engineering and math) careers, is helping develop today’s youth into tomorrow’s skilled workforce. The mentoring program is housed in local high schools where, each month, over 100 professionals meet with and mentor over 300 students. Mentors provide the benefit of their personal work experience, and they teach lessons from a career skillsbased curriculum. KEDF’S MENTORING CURRICULUM PROMOTES SOFT SKILLS AND A STRONG WORK ETHIC: ■ Creating and pursuing a career action plan
■ How to write a resume and promote oneself in job interviews ■ Managing time, physical space, and stress levels
48
CURRICULUM ALSO PROMOTES SELF-CONFIDENCE AND INDEPENDENCE: ■ Preparing for transitions from high school to college and/or technical training to career ■ Understanding and managing personal finances ■ Developing interpersonal communication skills
KEDF’s Additional Programs The Alliance of Women in Energy (AWE) is a membership group created for women in Kern County energy industry careers. The group provides local traditional, renewable, and utility industry professionals the opportunity to build relationships with one another and gain knowledge about their industry and community. At AWE monthly luncheons and quarterly evening events, members share knowledge about their field and enjoying presentations by community leaders about key energy innovations, legislative challenges, non-profit activities, and women’s issues. The East Kern Economic Alliance (EKEA) is a coalition of community and business leaders from the eastern Kern County region who aims to foster economic development collaborations within their cities and unincorporated areas. These relationships result in improved infrastructure, workforce development, and business recruitment/retention/ expansion efforts that are beneficial to the entire region. ■

CSU Bakersfield strives for excellence, opportunity and engagement. The University empowers students to transform their lives through education and in turn, transform our community.
Educating Kern County’s Future A Q&A with Kevin McCusker, Director of Public Affairs and Communications at California State University, Bakersfield. Kern EDC: How is CSU Bakersfield evolving to meet the changing demands of business and industry? CSUB: Our objectives encompass preparing students to be competitive in the job market and working with business and industry to develop a highly skilled workforce. It is really a two-fold approach.
resource for California’s energy and water industries. We offer students the opportunity to excel academically and compete at the highest levels when they enter the job market; and we offer our business and industry partners the chance to work with us to develop a highly skilled workforce and to further develop current personnel. Kern EDC: How does CSUB prepare students for the rapidly changing climate of the workplace? CSUB: The University combines opportunities for rigorous student research and excellent academics with the development of critical thinking and problem solving abilities. Students get to tackle those aspects of their learning in an environment that focuses on real-world and leading-edge applications.
“(CSUB) offer(s) students the opportunity to excel academically & compete at the highest levels.”
As an example, CSUB’s petroleum geology program is the only one offered by a public university west of the Rockies. The program’s Geotechnology Center is a state-of-the-art training resource for petroleum geology students and oil industry professionals. Its California Well Core Repository contains information from thousands of oil, gas, water and core wells from California and is an irreplaceable

Let’s look at the Fab Lab at CSUB as an example. In one location, students can access equipment for three-dimensional
imaging and printing, laser cutting, circuit production—everything. It’s leading-edge technology accessible in a single lab so the user can execute a project from conception to prototype. And its not only CSUB students reaping the hands-on, project-based learning benefits of the Fab Lab. Local middle school and high school students also use a suite of fabrication and rapid prototyping machines, typically including a large CNC router, a 3D desktop mill and scanner, a vinyl cutter, a laser cutter, an electronics work bench, a 3D printer and the accompanying computers and software to make almost anything. Kern EDC: Explain some of CSUB’s economic development partnerships in the community. CSUB: CSUB is home the region’s Small Business Development Center which serves Kern, Inyo and Mono counties. It is funded through a variety of sources including the Small Business Administration, the County of Kern and Mid State Development Corporation, as well as the University itself. Our SBDC consultants work with small businesses throughout the county and partners with companies like Chevron, the County of Kern, Kern EDC, and more than 25 chambers of commerce
and economic development associations across the three counties. Another example is CSUB’s nursing program, which is an integral part of the National Children’s Health Study, the largest long-term study of environmental and genetic effects on child health ever undertaken in the U.S. The study will follow a representative sample of 100,000 children, seeking information to prevent and treat some of the nation’s most pressing health problems. Kern EDC: What is CSUB’s economic impact in Kern County? CSUB: Annual spending related to CSUB generates a total impact of $163.4 million on the regional economy and nearly $262.7 million on the statewide economy. That impact sustains nearly 2,000 jobs in the region and nearly 2,300 jobs statewide. Per year, CSUB’s impact generates more than $8.2 million in local and nearly $15.2 million in statewide tax revenue. Even greater—nearly $676.4 million of the earnings by alumni from CSUB are attributable to their CSU degrees, creating an additional $996.5 million of industry activity throughout the state. ■

Education & Workforce
The demand for skilled workers in science, technology, engineering, and math (STEM) is closely linked to global competitiveness and is a leading priority for Kern County educators. To succeed in this new information-based and highly technological society, local businesses, community leaders, and educators have come together to create private-public partnerships, allowing students new opportunities to study and experience STEM activities and training programs. In the past year, Chevron has dedicated $30 million to STEM education through project-based learning methods at CSUB, Bakersfield College, Taft College, and a handful of local high schools and middle schools. Project Lead the Way Pathway (PLTW), a program that serves several high schools in the Kern High School District, offers world-class, activity-, project-, and problembased curriculum and high-quality teacher professional development model, combined with an engaged network of educators and corporate partners, help students develop the skills needed to succeed in our global economy. ■ Project Lead The Way (PLTW) is a 501(c)(3) nonprofit organization and the nation’s leading provider of K-12 science, technology, engineering, and math (STEM) programs. More than 6,500 elementary, middle, and high schools in all 50 states and the District of Columbia currently offer PLTW courses to their students. For more information, visit www.pltw.org.

Our largest city, Bakersfield, was founded on hospitality and that spirit is found throughout Kern County. In the mid-19th century, Col. Thomas Baker was known for offering travelers a place to rest in the area he settled that became known as “Colonel Baker’s Field.” That spirit of welcoming continues today, as new industry, new residents, and new visitors discover Kern County. Don’t believe it? Just look at how our population has grown: between 1960 and 2010, Kern’s population increased 187%!
