he coming year figures to be big for Kerrville and Kerr County economically, and we are ready to take look at where we’ve been and where we are headed into a very big 2020. The fourth Kerr County Economic Summit is slated for Thursday, Feb. 13, from 8 a.m. to 2 p.m. at the Hill Country Youth Event Center, 3785 Texas 27, Kerrville. This year’s speakers will be a diverse group and the presentations will range from what’s going on with the Arcadia Live project to how the city of Kerrville is implementing its 2050 comprehensive plan. The featured speaker will be Jim Gaines, Ph.D., chief economist at the Real Estate Center at Texas A&M University. Gaines made the presentation in 2019. During last year’s presentation, Gaines projected steady growth for Kerr County, led by low unemployment. That projection turned out to be largely accurate as the region often hovered around record lows when it came to unemployment rates. He also projects modest growth in population. A portion of Gaines speech will likely focus on the regional and state economic trends. Gaines described 2019 as one facing “headwinds” but with a positive growth trajectory. Tickets for the event are $55 for individual Chamber of Commerce members and $75 for non-members. A table of eight can be purchased for $600. NEW CHAMBER CHAIRMAN TIM RYE IS PREPARED FOR A YEAR OF SERVICE TO THE BOARD AND THE COMMUNITY

T

im Rye could have easily ignored a random email from a random recruiter about what seemed to be a random job, but that decision to open it and read it turned out to be one of the best decisions he could have made. “The road here was somewhat of an accident,” said Rye, who runs the Peterson Medical Associates, the physician’s group for Peterson Health. Let’s call it a happy accident. “I got an email from a random recruiter looking to build a physician’s group,” Rye said. “For whatever reason I couldn’t get it out of my head. I was in Scottsdale, Arizona at the time, and I fired off a resume. The next morning I got a phone call.” That was seven years ago. Rye spent most of his career in the Austin area and he was vaguely familiar with Kerrville, but now he’s proud to call the Hill Country home. “Once I came out here, I got really excited,” Rye said. His excitement has carried over into various other activities, and now he takes another leadership step by taking over as the chairman of the Kerrville Area Chamber of Commerce Board of Directors for 2020. “Kerrville’s growth is methodical and consistent,” Rye said. “I just think that methodical and consistent growth lends itself to a better sense of community versus sprawl. It maintains all of our sense of ownership for our community when

eaders of The Kerrville Daily Times’ website, dailytimes.com, were resounding in their interest about all things growth and development. If you roll up all of the visits and pageviews to the website, stories about H-E-B’s long-planned expansion of its Main Street store, a new housing development that would bring more than 500 homes to south Kerrville and the arrival of new businesses were the main drivers of engagement on the website. H-E-B’S NEW STORE With at least four stories related to the construction of H-E-B’s new store, it was clearly the most read topic of the year, also generating plenty of comments on social media. The San Antonio-based company, which was founded here in Kerrville, is building a 106,000-square-foot store on Main Street. The existing store, which opened in 1984 and is 79,000 square feet, will remain open during the construction of the new store, and then close and be torn down when the new store opens. “We are excited to bring a new H-E-B store to Kerrville, the city where it all started for our company,” H-E-B Public Affairs Manager Julie Bedingfield said. “With an enhanced in-store experience and commitment to top-quality service and selection, this new store allows us to continue to serve


the growing needs of our customers and provide the community with the best we have to offer.” At the end of the year, Hays Street was closed between Jefferson and Main streets because the new store, which will face west, will cover that area, extending westward into the footprint of the current store’s parking lot and pharmacy area. The store will feature a decorative facade similar to the original store that the Butt family started from their Kerrville home in 1905. It also will feature a barbecue restaurant, which Texas Monthly has lauded as one of the state’s best barbecue chains. Another major part of the story was the removal of a home on the north side of the property. That home once served as the community’s first Presbyterian Church. During the demolition of the home the church’s arched windows were uncovered after years of being covered. NEW HOUSING PLANNED Just before Thanksgiving, it was revealed that a major housing project was planned for an area just south of

the Riverhills area, just east of Texas 16 or Medina Highway. The plan called for 510 homes to be sited on more than 200 acres of property on lots ranging from 5,300 square feet all the way up to more than 10,000. The story took off on the Wednesday before Thanksgiving, being read by about 10,000 people that night alone. The project also finally confirmed that the builder was going to be D.R. Horton — one of the country’s largest home builders. The project, as proposed, would arguably be the biggest in the city’s history. In fact, over the last decade — thanks in part to the postrecession downturn in building — less than 700 homes were built in the area, according to the U.S. Census Bureau. The size and scale of the project drew immediate concerns from residents who live in the adjacent neighborhoods. Those residents showed up in force for the city of Kerrville Planning and Zoning Commission meeting to express their concerns about the project. In turn, the commissioners deadlocked 3-3 on whether to approve the project. The tie could have been broken but Commissioner and Chairman Bob

Waller had resigned prior to the meeting, and recused himself from voting. The commission’s lack of decision effectively drops the matter into the laps of the city council, which could decide to approve a version of the project next month. Housing, however, was a part of a broader story for the community as the city council implemented parts of its 2050 plan — a roadmap on how the city plans to manage growth in the coming 30 years. Part of that plan, which was discussed by a wide range of community members, calls for higher density development, including reducing the minimum lot size in some neighborhoods to 3,600 square feet. In September the city council approved an ordinance change to create a planned development district around Holdsworth Drive. The site is on 264 acres southeast of the intersection of Harper Highway and Interstate 10 and adjacent to and north of Holdsworth Drive around the Kerrville Sports Complex. “What excites me about it is the housing component,” said City Manager Mark McDaniel.

In the age of IT, keeping Peterson running falls onto skilled techs

K

eeping up with the rapidity of change in information technology is daunting for any business, but when it comes to health care, it is often a formidable task. At Peterson Regional Medical Center, that change is facilitated by an information technology department that has to keep up with a surge in patient expectations when it comes to technology, along with the medical staff, which for decades were saddled with mounds of paper records that had to be managed. Today’s environment at Peterson mirrors that of many health care providers across the country, where records need to be accessed at any time and from any device, but managing that presents a significant chore for most organizations. “When I first started in health care 20 years ago, the (electronic medical record) was just a minor part of the workflow,” said Brian Robicheaux, Peterson’s chief information officer. “Now EMRs are in the workflows from start to finish, as well as post-visit.” Robicheaux joined Peterson about a year ago, after working in hospitals in the Houston area for nearly 20 years. He’s seen the changes that are underway when it comes to reworking processes that were manually driven by pushing paper to now pushing medical records into the cloud. For Rochibeaux, along with his team of about 20 IT professionals, their work is centered on keeping the critical information systems up and running. The state-of-the-art technology that Peterson is utilizing in its imaging, diagnostics and treatment suites is run by the medical center’s bio-med teams. The health and science website STAT, produced by the Boston Globe, tracked some of the top trends heading into the year and four of the 16 discussed were tech-driven. In the fast-paced world of health care, big companies like Apple, Google and Facebook are moving into these fields through a wide range of offerings, but the biggest work is still done in the hospitals where records management and ensuring that the little things like laptops and mobile devices are operational. This mission-critical work is all tied to the way that the medical center handles its patients through the entire process of care, from the time they enter the hospital through billing for services. “Any place that can’t process that part of the business is quite detrimental,” Rochibeaux said when it comes to medical records management. “Here at Peterson, it’s an extremely positive culture and when someone has a

One of the biggest innovations for Peterson came in October when the medical center entered into an agreement to share information with other regional medical centers and hospitals across Texas through a nonprofit group, HASA. The Texas-based, multi-region, nonprofit collaboration is actively building a safe and secure infrastructure between health care providers’ electronic health records (EHRs) making it possible to exchange patient information across differing platforms. This sharing of critical patient information allows for more efficient and informed care by reducing duplication and the elimination of unnecessary procedures. “An HIE allows the electronic sharing of health data, ensuring care providers, with patient consent, to have access to the most accurate and up-to-date information about patients’ health and treatment history,” Robicheaux said. “HIEs are improving the quality and efficiency of healthcare by allowing healthcare providers to access and share patient medical information from one doctor’s office or healthcare facility to another seamlessly.” HASA is working in collaboration with community and health care leaders in Texas to build out an advanced public information exchange that supports local needs and improves the healthcare experience for providers and patients within the community. HASA’s infrastructure is built to ensure privacy and security of the patient’s record. The data is secure, encrypted, both at rest and in transit, and meets all federal and state requirements for privacy and security. HIE is the electronic movement of healthrelated information between healthcare providers and systems. Partnering with an HIE allows healthcare providers to have access to clinical patient information in real time, when care is needed, and it empowers patients because it gives them access to their own medical records. For Robicheaux, he sees a very vibrant future when it comes to how technology works within health care. He’s quick to point out the advances in voice-to-text transcription as one innovation that’s helping improve processes. In fact, he foresees a day when a doctor’s entire patient visit is recorded and transcribed, including orders to the pharmacy. Most importantly, Robicheaux says the investment that the community has made in the hospital — through capital campaigns and other donations — shines through to those who visit. “We are always getting compliments about our facility,” he said. “Every vendor that comes always compliments us.”

Peterson Health recently purchased this former emergency room building — one of several that popped up across Texas in the last decade — along Junction Highway in Kerrville. While the building had served as a free-standing emergency room, Peterson has not decided what to use the building for yet.

New building gives Peterson some room to grow in Kerrville It’s one of the slickest looking buildings on Main Street and Junction Highway, and it’s sitting empty — but maybe not much longer. A former standalone emergency room, run by Neighbors Emergency Center, has been purchased by Peterson Health, according to spokeswoman Lisa Winters. The state-of-the-art building that opened about three years ago was closed when the parent company filed for Chapter 11 bankruptcy protection. Winters said Peterson is still evaluating what to do with the property, but added that it gives the nonprofit health care group some room to expand its services, which are spread out across Kerrville. While Peterson operates Peterson Regional Medical Center, it has other facilities across the Hill Country, including urgent cares and other offices along Main Street or Junction Highway. In 2019, the Houston Business Journal reported that the first Neighbors Emergency Center opened in 2009 in Houston, and the company operated 33 locations across three states at its peak. Neighbors did operate 22 freestanding emergency centers throughout Texas.
