Chamber Launches Search for New Executive Director

This month, the Keweenaw Chamber of Commerce will begin a comprehensive search for a full-time Executive Director for the Houghton-Keweenaw County region. Since 2011, the Keweenaw Chamber of Commerce has been actively carrying out a threepart strategic plan. The first phase of that plan, launched in 2012, was to revise the strategic mission of Chamber to better serve its membership as well as to better position itself to facilitate collaboration among the other local and regional economic development and business support organizations.

Based upon feedback from our membership, the Chamber refocused its efforts to support, attract, and develop business in the Keweenaw. The second phase, launched in 2013, was twofold, to simplify the membership structure, rates, and benefits and to improve our current programs and networking events. The third phase will be to select a dynamic, results driven Executive Director to execute the Chamber’s mission and strategic plan.

Beware of Fake IRS Emails and Phone Calls Tax scams that use email and phone calls that appear to come from the IRS are common these days. These scams often use the IRS name and logo or fake websites that look real.

Scammers often send an email or call to lure victims to give up their personal and financial information. The crooks then use this information to commit identity theft or steal your money. Some call their victims to demand payment on a pre-paid debit card or by wire transfer. But the IRS will not initiate contact with you to ask for this information by phone or email.

If you get this type of ‘phishing’ email, the IRS offers this advice: •Don’t reply to the message.

•Don’t open any attachments or click on any links. They may have malicious code that will infect your computer.

•Don’t give out your personal or financial information.

•Forward the email to phishing@irs.gov.

Then delete it.

If you get an unexpected phone call from someone claiming to be from the IRS: •Ask for a call back number and an employee badge number.

•If you think you may owe taxes, call the IRS at 800-829-1040. IRS employees can help you.

•If you don’t owe taxes or have no reason to think that you do, call the Treasury Inspector General for Tax Administration at 800-366-4484 to report the incident.

•You should also report it to the Federal Trade Commission by using their “FTC Complaint Assistant” on FTC.gov. Please add "IRS Telephone Scam" to the comments of your complaint.

Be alert to scams that use the IRS as a lure. The IRS will not initiate contact with you through social media or text to ask for your personal or financial information..

Salt supplies holding up, but winter costs are eating into summer maintenance budgets Fast Facts: - MDOT has used more than 440,000 tons of salt so far this winter, about 80 percent more than this time last year.

- MDOT is expecting to use more than 600,000 tons of salt this winter.

- MDOT expects to exceed its $88 million winter budget by $40 million.

February 20, 2014 -- Despite using more salt than anticipated due to worse-than-average winter weather, the Michigan Department of Transportation (MDOT) and local transportation agencies are working together to stretch remaining salt supplies through spring. However, winter cost overruns and an anticipated worse than usual pothole season are already squeezing summer maintenance budgets.

"MDOT, county road commissions, and municipal public works departments will work together to make sure we get salt to wherever it's needed throughout Michigan, and potholes are patched as quickly as possible," said State Transportation Director Kirk T. Steudle, "but the higher than expected costs of this winter will make for some difficult choices when it comes to non-winter maintenance activities the rest of this year."

So far, MDOT has used more than 440,000 tons of salt on state highways through the end of January. That's about 80 percent more than was used at the same point last winter (238,472 tons), and 95 percent more than the same point during the winter of 2011-2012 (223,568 tons).

Overall, MDOT's winter maintenance budget for this winter is $88 million, based on the five-year winter average. At this point, MDOT expects to exceed its winter budget by $40 million, which will mean a reduction in non-winter maintenance activities through October 2014. Safety-related maintenance activities get top priority, but non-safety activities such as aesthetic mowing, brush and tree cutting, and garbage clean-up may be deferred.

Based on the five-year average salt usage for February, March, and April, MDOT is expecting to use more than 600,000 tons of salt for the season. That would be the most used in a season since the winter of 2007-2008, when 760,000 tons were used.

MDOT orders salt based on a five-year average for usage. If needed during an unusually severe winter like this one, MDOT has provisions in their contracts with each of four approved salt vendors to purchase up to 30 percent more salt than what was ordered at each location for the season at the contract price.

"Our vendors have assured us that they can cover this year's contract amount of salt, including the 30 percent contingency, but likely won't be able to provide more," Steudle said. "However, our staff is cautiously optimistic that we'll be able to get through this winter with the salt remaining in our contract."

MDOT is in contact with county road commissions and cities to determine what areas in the state are low on salt, and is working to identify where salt can be redirected to meet those needs. In past years, salt has been moved to areas that have run out, but the overall supply has not been completely exhausted.

In recent winters, MDOT has used: - 400,615 tons in 2010 at $57.19/ton - 526,449 tons in 2011 at $57.62/ton - 343,157 tons in 2012 at $59.07/ton - 507,086 tons in 2013 at $53.61/ton

Robust transportation network with different modal alternatives are becoming a key requirement for shippers in rural areas, such as the Upper Peninsula of Michigan. The key for justifying transportation infrastructure and service development is understanding the freight flows and volumes, but accurate data is not readily available from public sources. Michigan Tech is working with Michigan Department of Transportation (MDOT) to try to understand the freight flows from our region. Figure below compares data we have collected directly from shippers to date and federal TRANSEARCH database. To date, we have been able to obtain volume data from 70 companies in the Upper Peninsula (see separate Excel file highlighting companies). Even though only portion of shippers has provided their volumes to the study, we have already identified several counties, where the total truck volumes have greatly exceeded numbers from the database. For example, inbound movements to Menominee county are 60% over federal estimate and outbound movements to Marquette county are almost 600% over the estimate. We are hoping that with everyone’s assistance we could reach much higher percentage of companies, so we can really start to understand the freight flows in the Upper Peninsula. All individual company data will be kept confidential and only aggregate values presented in the study.

In addition to understanding the freight flows in general, we want to investigate whether there are any opportunities to reduce the volume of long distance truck transport through establishment of a transload facility, where several shippers could transfer their goods between truck and rail services (for both inbound and outbound shipments). Three potential locations (Nestoria, Ishpeming, and Amasa, Figure below) have been identified by the various stakeholders and we would like to perform preliminary comparison of the sites. We are mainly interested in any companies with significant intrastate shipping volumes that haven’t participated in the survey (more than 1-2 truckloads per week). They can be anywhere in the UP, but primary targets are within 100+ miles from the locations mentioned above.

The Michigan Small Business & Technology Development Center (MI-SBTDC) changes their name Michigan SBDC newsletter

The Michigan Small Business & Technology Development Center (MI-SBTDC) changes their name to identify with the National Association of Small Business Development Centers. The MISBTDC in now know as the Michigan Small Business Development Center (Michigan SBDC).

The Association of Small Business Development Center created a new “identity” that ties the SBDC program together as members of one connected national network. The Association recognized a need to message that the SBDC’s are a network of 63 united Centers across the nation, and a need to build an identifiable national brand for businesses seeking assistance.

Grand Valley State University became the State Host for Michigan’s SBA small business development center program in 2001. The MISBDC boldly sought the T “Technology” designation in 2002 by following the lead of North Carolina in building statewide technology commercialization assistance program. Michigan was the first SBDC to successfully pass the rigorous A-SBDC technology accreditation.

“Today, only 11 states hold the Technology designation. With the technology commercialization distinction came, however, the cumbersome T amidst the Michigan MISBTDC name, commented Carol Lopucki, State Director of the Michigan SBDC. “ The Technology designation continues to make and impact across Michigan.”

Minimum Wage Proponents Get OK to Collect Signatures for November 2014 Ballot Michigan Chamber Capitol Report

The Board of State Canvassers last Wednesday unanimously agreed to allow the union and Democratic partyled Raise Michigan coalition to begin collecting signatures to place a question on the November ballot to raise Michigan's minimum wage from the current $7.40 per hour to $10.10 per hour.

The group originally proposed raising the minimum wage to $9.50 per hour but, two days before its hearing before the Board of State Canvassers, switched its request to match President Obama's call for $10.10 per hour. The rate is an arbitrary number, based on political calculations, rather than sound economic factors.

Under the proposal, Michigan's minimum wage would be raised from the current $7.40 to $8.10 in January 2015, to $9.10 in January 2016, and to $10.10 in January 2017. Then, starting in 2018, it would be indexed to the rate of inflation every year.

Arguably, the most extreme provision in the proposal is the elimination of the tip credit for restaurant employees. The proposal would increase the tipped minimum wage from the current $2.65 by 85 cents each year until it has caught up with the minimum wage, at which point the tip credit would be permanently eliminated.

Raise Michigan now has until May 28 to collect 258,088 valid signatures in support of its petition.

If they are successful, the proposal would then go to the Michigan legislature. The legislature then has 40 session days to approve or disapprove the proposal; they are not allowed to amend it in any way, but they are permitted to place a competing measure on the ballot. The proposal becomes law if the legislature approves it. If they do not, it would then go before voters in the November election.

The Michigan SBDC Tech Team of 9 has in the past 12 years provided 52,846 hours of business development assistance to 1,967 technology companies and entrepreneurs, and assisted the in raising $358,979,222. The network managed and continues to manage the state’s Emerging Technologies Fund for 5 years, and have launched and managed for two years now the state’s Business Accelerator Fund.

‘We’ve become a critical part of the entrepreneurs ecosystem, assisting business plan competitions by endless hours of pitch preps, we.ve worked in tandem with University tech transfer offices and been strong partners of Michigan’s SmartZones and Incubators,” commented Phil Tepley, Michigan SBDC Director of Technology Commercialization Service.

“Those in the technology commercialization space know us well and we plan to continue and strengthen those partnerships.”

The Michigan SBDC new logo and brand was rolled out throughout January. A new website will be unveiled in the first quarter of 2014.

The new Executive Director will work closely with our Board and membership to effectively execute our strategic plan as well as grow and maintain a sustainable membership base. “This past year, the Chamber Board has worked very hard,” said Tolksdorf, “to raise the necessary financial and community support to the point where the Chamber is positioned both strategically and financially to hire a full-time Executive Director and we look forward to this next exciting phase.”

The transition to a new, full-time Executive Director is a key part of the success of the Chamber. The search committee will be looking for a unique blend of executive management, business administration, and sales, marketing, and communications skills as well as an intimate knowledge of the local area. The Chamber Board views this as a search for a community leader who can help the Chamber and its membership navigate the complex opportunities and challenges of the current economic climate. The Board is very pleased with the generous support it has already received from its members on this initiative, particularly from its Superior, Leadership and Community Partners.

Visibility Opportunities

The mission of the Keweenaw Chamber of Commerce: SUPPORT: The Chamber supports businesses by providing information and referring inquiries to our local and regional economic development partners such as the Keweenaw Economic Development Alliance, Michigan Small Business Development Center, MTEC SmartZone, Entrepreneur Support Center, Jutila Business Incubator, or whichever organization is best to assist that business.

ATTRACT: The Chamber provides information and referrals to people who want to visit or relocate here. If someone inquires about tourism, we send them directly to the Convention and Visitor ‘s Bureau. When someone is relocating a business or family here, we send them the appropriate community resources to meet their needs.

DEVELOP : The Chamber will continue to grow networking and visibility opportunities for members. We will continue to provide ribbon cuttings, Eggs and Issues, and After Hours networking events, promotion and advertising opportunities, golf outings, annual membership directory, business referrals, and a monthly newsletter.

Looking for a way to get your advertising message out to a fresh new crowd? The Chamber newsletter has a circulation of more the 200 local businesses. We can accept print-ready ads or build an ad for you…just ask for details. Email advertising is also available and reaches 1,800 email addresses!
