Poor work-life balance, pay and benefits are driving many professional Britons to overseas labour markets. A new survey by health insurance provider AXA PPP International has found UK workers are wholly dissatisfied with their jobs, with 17% citing (a lack of ) work-life balance as the key problem. Pay and benefits (13%), the UK climate (10%) and the poor economic outlook for the UK (9%) as reasons to head for other shores. While in the past, single expats from the UK were lured abroad by well-paying jobs, only 13% of today’s aspiring expats plan to travel solo, the survey revealed. Forty-five percent of those planning to move out of the country have children to support. Some 39% do not have a job waiting for them but plan to make the move regardless. Andrew Coombs, AXA PPP International’s managing director said that while aspiring expats’ perception of the UK economy ranked among their main reasons for seeking out new lives overseas, their most popular destinations of Spain, Portugal, and Greece also face grim economic times at present. They have all been victims of property price crashes, rocketing living costs and struggling economies The survey reported that fewer than one third of aspiring expats are thinking of moving to Asia. Urging Britions to look beyond Europe, Coombs said that global mobility was improving access to emerging markets where Britons can experience an overall higher standard of living. Coombs also advised aspiring expats to consider what life will be like in their new destination. “Experience suggests that a third of expats return to the UK earlier than planned, for reasons including financial difficulties, lack of social interaction, cultural difficulties and missing home – proving a need to carefully consider your options both before leaving, and after you’ve left.”
A global survey has ranked capital cities in Central Asia and the South Caucasus region as the worst places for expats to live. According to the annual ranking, released in February by Mercer, Tajikstan’s capital, Dushanbe, is the worst city in Asia for foreigners to live. Political instability and lack of infrastructure were cited as the main reasons for cities that ranked poorly. “Often facilities and infrastructure such as hospitals, public transports and services such as electricity and potable water are poor or not to an international standard. Furthermore, personal safety of expatriates and their respective families can also be of a concern in these cities,” Mercer’s Senior Researcher Slagin Parakatil said. Singapore emerged as the top Asian city to live, followed by four Japanese cities: Tokyo , Kobe, Yokohama, and Osaka. “Asia has a bigger range of quality-of-living standard amongst its cities than any other region, Parakatil said. “For many cities, such as those in South Korea, the quality of living is continually improving. But for others, such as some in China, issues like pervasive poor air pollution are eroding their quality of living.” Globally, Vienna was named as the city with the world’s best quality of living, Zurich and Auckland follow in second and third places, respectively. Globally, Baghdad in Iraq ranked as the world’s worst city for expats. In its annual study, Mercer considers 39 factors including political stability, economic environment, healthcare, availability of international schools, housing, quality of public services, and the local climate. Scores are attributed to each factor, which are “weighted to reflect their importance to expatriates.”

Long wait lists for private schools Private schools in Qatar are facing a serious space crunch as they struggle to keep up with the demand of a rapidly expanding expatriate population. According to local daily The Peninsula, the situation is forcing some community schools to stop enrolment even before they begin. Other schools are reviewing possibilities of expansion to meet an expected rush in the next academic year. The closure of several kindergartens in recent years and a ceiling imposed by the Supreme Education Council (SEC) on the number of students allowed in a classroom have increased demand, while reducing the capacity of schools to accept more students. Private school growth has not kept pace with the massive increase in the expatriate population, reported The Peninsula. Official data from the SEC shows that there are 130 private schools and 70 private kindergartens in Qatar. While Qatar has been seeing an influx of workers from South Asian countries in recent years, the number of schools catering to this group of expatriates has not grown with them. Fewer than 20 dedicated Indian schools are currently operating, and this group is now facing the biggest shortage of places. ISSUE 14.3

What can the fast-evolving serviced apartment and extended stay sector expect to see in 2014? HRM investigates By Shalini Shukla-Pandey
Travelling for business is still a crucial part of the working world, and business travellers need a place to call home, albeit temporarily. Corporate housing solutions such as serviced apartments offer the best alternative to expensive hotel rooms for business travellers. One key trend that companies should look out for in the serviced apartments space in Singapore and the AsiaPacific region is “connectivity”. “Serviced apartments need to be tech-savvy too and offer high speed internet at the very least,” says Tonya Khong, Area General Manager – Asia-Pacific, Frasers Hospitality. “At Frasers, we have continued to look after the health and wellness of our residents, from ensuring that our gyms operate 24-7, to workshops on yoga and healthy eating, to exercise classes such as jogging and cycling. “Looking after the unique needs of the entire family, as well as the individual, is what serviced residences do best. That’s because we have the chance to build a relationship and to know what our residents need and want in order to better assimilate into the community,” she adds. In uncertain economic times, companies will often seek out premier international serviced residences, because of their flexibility. “The relationship we have built with our corporate clients also means we are more amenable to catering to their last minutes changes and needs,” Khong adds. Still, with a recovery in progress but slow, many organisations are looking at lower budget accommodation for their assignees, as well as keeping their interim accommodation as brief as possible. “This demand has caused some serviced apartments to rethink their designs and shrink their serviced apartments to smaller units (close to hotel room sizes) so that they can accommodate singles or couples for less than seven nights,” says Henrietta Chong, General Manager, Great World Serviced Apartments. However, in Singapore this is only possible if the serviced apartment development sits on a commercial or hotel zoning. The development can then be converted to a hotel development with the necessary applications to the Urban Redevelopment Authority (URA). Once the development is converted to a hotel and a hotel licence is obtained, the operator can run the property as a hotel with much shorter-stay accommodation offers.
Savvy employers Employers in Singapore are generally savvy when it comes to choosing such accommodation for staff. “Most companies know what they want,” says Khong. “They have a checklist that addresses the needs of their staff and they work hard to ensure that the needs are met.” While referring to a checklist, there are a few items/pointers that the personnel would look at while meeting the needs of their staff. First on the list is usually location and convenience. “Fraser Place Robertson Walk is ideally situated in the riverside corridor of Clarke Quay and Boat Quay, vibrant and surrounded by many eateries, says Khong. “Residents also enjoy close proximity to their offices and ease of transportation with scheduled shuttle bus services to key commercial areas in the morning.” Spacious apartments with different accommodation types suitable for families, couples or individual travellers, reputation of serviced apartments (service accolades they’ve received) and safety and security measures such as 24-hour reception and, concierge and security services are other items on the checklist. Companies in Singapore are indeed very savvy and tap heavily on the wealth of information that is available online to compare the different value-adds offered, says Chong.

Also at the Capri by Fraser property, expatriate staff can rent bicycles. “We have seen so much take-up from our health-conscious guests whose lifestyle includes an exercise regimen,” Khong adds. Wi-Fi is still the most important criteria, but these days assignees do go one step further and request faster speeds and more bandwidth. “Thus, Great World Serviced Apartments is once again upgrading our Wi-Fi to enable our customers to enjoy better coverage,” says Chong.
‘Aparthotel’, anyone? More Singapore developers are heading in the direction of the extended stay concept, so called ‘aparthotels’. However, they are still bound by the zoning laid out by the URA, says Chong. These business leaders work and play to a different beat from that of the business travellers of the past, and are naturally attracted to a hybrid brand that offers the facilities of a serviced apartment but operates like a hotel. “Market feedback has indicated that while regional travel stays are becoming shorter, usually between one to two weeks, they are also becoming more frequent, with professionals working longer, irregular hours across different time zones,” says Choe Peng Sum, CEO of Frasers Hospitality.

RIGHT FIT Despite an explosion of international schools in the Asia-Pacific region in recent years, finding the right school for children can be a hurdle for relocating families. How can HR help? By Sumathi V Selvaretnam Picking the right school is a big decision for expatriates as it strongly influences how well the family unit settles into its new environment. While some argue that enrolling children in local schools can help them better assimilate, international schools do offer certain distinct advantages. Expatriate employees do not stay permanently in the relocated country, and many intend to return to the home country, or move to other places with their careers, says Lai E-Lan, Senior Vice-President (Strategic Planning and Administration), Excelsior International School. International schools offer a more seamless transition in these situations. “Not all local schools provide

qualifications that are recognised globally, and this may be challenging for children when they are seeking university entrance,” she says.
Start early The wait list for international school admissions can be painfully long in cities that are popular with expatriates. Excelsior International’s Johor Bahru campus commenced teaching in September last year and already has a waiting of 10 or more parents for some grade levels, shares Lai. “In our Dubai school, the waiting list can be as long as one to two academic years,” she says. The early bird certainly catches the worm when it comes to selecting a school of choice. Lai advises parents seeking a place for their child to start their search as early as possible. “Different schools have different commencement periods. Parents should preferably start looking at schools from April to June, which is the peak period.” At the Global Indian International School (GIIS), admissions open six months in advance. “We encourage parents to opt for online admissions wherein they can complete the provisional admission of their ward(s) from overseas before relocating to Singapore. We also allow mid-term admissions throughout the year,” says Rajiv Vasudeva, Country Director (Singapore), GIIS.
HR’s role An expatriate’s HR team is often the first point of contact between the family and the school. The admission team at GIIS liaises directly with the HR department of various organisations to provide necessary information to their ISSUE 14.3

It also has a GIIS Corporate Education plan that encourages group admissions from the same company. “The employees of such companies get guaranteed admissions for their children, as well as enjoy other benefits,” says Rajiv. HR also organises school visits for staff and their children, and helps arrange the necessary entrance assessments. “After this, the school will issue the Offer Letter to the staff (for their children). If they decide to take the offer, the staff will inform the school and HR department on the decision. The school will then follow up with HR (or the Finance Department) on the fees payment,” Lai says. It is pertinent for students to receive a
holistic education that goes beyond just academics
Key considerations Some of the key areas to look out for when picking a school include the quality of the teaching faculty, school facilities and co-curricular activities, says Lai. Schools fees are another consideration. “Of course, there will be a budget where fees are concerned, but parents tend to understand the correlation between fee levels and quality.” Excelsior International School offers a hybrid academic structure that embraces both the Cambridge and International Baccaluareate curriculum. “To further strengthen the quality of the curricula, we infuse the elements of Singapore curricula in the area of Mathematics and Science,” says Lai. It is pertinent for students to receive a holistic education that goes beyond just academics. GISS for example, runs a “Gold Squad” programme that has been designed to search for and hone sporting talent amongst students. “Students selected for this programme undergo intensive training under the able guidance of our proficient coaches. They are trained and encouraged to represent the school in various tournaments,” says Rajiv.
This specialised training is offered at no extra cost. Soccer, cricket, badminton, basketball and tennis form the five “Merit Games” under the Gold Squad Programme.
Cultural integration Settling into a new country and making new friends at school can be an overwhelming experience for children. Recognising this, international schools offer a host of activities to help them settle in. GIIS students have integrated with the local community through special activities, participation in festivals and celebrations, sports, cultural programmes and community service, says Rajiv. “GIIS believes that students are the best ambassadors for a cohesive integration exercise, enabling them to bond with local students and gain a deeper understanding and appreciation of Singapore’s multicultural fabric.” Activities such as cultural exchange programmes, friendship days, flag day collections, and President Challenge fundraising are some that have helped students and teachers bond, says Rajiv. Students at GIIS are also required to complete 50 hours of community service each year. “Enriched by the satisfaction gained through community involvement and contribution, students often clock more than 50 hours. Students undertake various interactive activities with the local community in academic, cultural and sports fields,” says Rajiv. Excelsior International School organises visits to seniors’ homes and museum trips to help students gain a better understanding of their local environment, says Lai. “The school celebrates local festivals, and as part of the celebration, children get to know the history and reason for the celebration, and learn to appreciate the local culture and context.”
Blending the best of the East and West:
Nine Gems Learning Model The Global Indian International School has developed a learning system aimed at all-round character development for its students. Nine key elementary areas of knowledge and skill development are the focal points of this “Nine Gems” learning model. These include academics, creativity development, sports excellence, and leadership and entrepreneurship development. The model blends both, eastern and western education systems, taking value-based learning beyond academics.
