Marathon Council seeking affordable allocations Marijuana decriminalization also proposed By Jason Koler
M
arathon Councilman John Bartus wants marijuana decriminalized. The pony-tailed musician sponsored a discussion item at last Tuesday’s council meeting that would allow Monroe County deputies the discretion on whether or not to arrest or issue a civil citation for those found with less than 20 grams of weed. “The option to let deputies issue civil citations at their discretion is going to save tax dollars that would be better used elsewhere,” Bartus said, referring to the $1.9 billion spent annually in the state of Florida to fight marijuana. “It will free up deputies to deal with more serious crimes and it could possibly prevent the ruination of someone’s life simply because they were caught with a joint.” This isn’t the first time the Marathon City Council has discussed the measure. It was brought up about the time Monroe County considered a similar ordinance. Currently, violators are either arrested and taken to jail or are arrested and released on the scene with a “Notice to Appear” in court. Either way, the arrest over the smallest amount of marijuana could leave a permanent

mark on someone’s record. The proposed law would follow similar legislation approved last year in the cities of Key West, Islamorada and MiamiDade County. Monroe County is widely expected to follow suit. MCSO Captain Gene Thompson, who is also in-charge of the Marathon substation agreed with Bartus and said the option would help deputies clear calls more quickly. Thompson said multiple offenders or those who are dealing marijuana would still go to jail. “If it’s a first time offender, someone who is 18 years old and about to go off to college, it’s probably best they get a civil citation,” he said. “They don’t want to ruin their life and we don’t want to ruin their life.” City Attorney David Migut said he could have the ordinance drafted for first reading and public comment by April 11. The council also directed city staff to seek 100 affordable allocations from Monroe County as the result of a discussion item proposed by council member Michelle Coldiron to temporarily cease issuing transient building rights. In 2012, Marathon was granted 200 transient units from the state of Florida as a “reward” for completing the central wastewater and stormwater system on time. he City of Marathon has started the process to foreclose on two of four properties deep in code violations. A property on 27th Street has accrued fines of about $110,000 and another on 73rd Street has racked up $327,000. “I think the key word here is ‘abandoned,’” said City Manager Chuck Lindsey. The fines stem from highgrass citations, to administrative fees for cleaning up the property, to failure to connect to the sewer system. City Building and Code Director Stacey Charlton said the fines start at $300 (the cost of the administrative hearing), but if the issue isn’t resolved satisfactorily the fines are then backdated to the first day and accrue, $100 every day. The four houses in question owe the city between $84,000 and $697,000. The house with the highest code violations is on 81st Street. The reason for the high costs is because the property is pad-locked, and the city has never been able to access it to perform basic
maintenance. City attorney David Migut is currently searching for other leins and owner encumbrances on the properties. At that point, the city will take the property owners to foreclosure court. Three of the four properties are believed to belong to the estates of deceased homeowners. If the court decides the homes may be foreclosed on, the Marathon City Council will start the next phase of the project. According to City Manager Chuck Lindsey, the council may decide to sell them on the open market, as is, and put the funds towards affordable housing projects. Or, it may donate the properties to Habitat for Humanity to rehabilitate to provide affordable housing for working families. “I think there are many people who would buy the houses ‘as is,’” said Lindsey. “I don’t think we want to be in the real estate business, fixing and selling houses.” Migut said it’s unknown how long it will take the cases to move through the foreclosure court. hirty teams are lacing up their walking shoes for next week's Relay For Life on Friday, April 1 kicking off at 7 p.m. at Marathon Community Park. At 8 p.m., there will be a survivor and caregiver dessert bar followed by the luminaries at 9:30 p.m. Entertainment will be ongoing throughout the night. There will be a RE/MAX hot air balloon booth which will be donation based. The Wizard will be making an appearance until midnight. "The whole field will turn into Amethyst City," said event chair Charlotte Quinn. "We will start with the tornado and battle the odds all the way home. There is no place like hope." The event ends at 7 a.m. Saturday with a brunch and awards ceremony. "This event will be something you've never seen before," said Quinn.

he U.S. Navy’s Blue Angels and other military and civilian aerial performances will fill the skies of the Florida Keys on Saturday and Sunday, April 2 and 3, at the Naval Air Station Key West “Southernmost Air Spectacular” air show at Boca Chica Field. Admission and parking are free. The gates open at 9 a.m. and the show will begin at 10:30 a.m. with the Blue Angels flying at 2:30 p.m. Boca Chica Field is located at MM 8 on U.S. 1. In addition to the Blue Angels, the air station has invited an amazing list of high-energy aerial performers. Military acts include the hometown Fighter Squadron Composite (VFC) 111 “Sun Downers,” and the U.S. Special Operations Command (SOCOM) ParaCommandos Jump Team. Civilian acts include Greg Shelton, flying his Stearman with Wing Walker Ashley Key; Melissa Pemberton in her Edge 540 aircraft; Bill Gordon will perform in his T-6; Skip
Stewart flying his Prometheus modified aircraft; Rob Holland (MXS-RH) and Jack Knutson (EXTRA 300s) will perform as the Firebirds in a two-ship act, as well as their own solo performances; Michael Goulian will perform in the EXTRA 330SC and Matt Younkin in his Beech 18. This year’s show will also be the firstever visit of the VFA-101 “Grim Reapers,” who will have two of their F-35C Joint Strike Fighters on display for the crowds to see. uey Lewis and The News are truly one of America’s great rock ‘n’ roll bands. As they enter their 36th year together, their contagious brand of music has outlasted countless trends, and still fresh as ever. Formed from two rival Bay Area bands in 1979, they continue to thrill audiences worldwide, selling over 20 million albums in the process, earning them the right to mark their place on the pop history map. The group will perform Saturday, April 2 at the Truman Waterfront during the eighth annual Keystock concert. hey’re back. The prime rib Friday night special is back. So are the massive buffalo (turkey) wings, the loaded nachos and those delicious Caesar salads. Even some of the staff has returned to join former owners Stephanie Cheever and Steve Hathaway at the SS Wreck and Galley Grill on Grassy Key. The couple operated the neighborhood favorite for six years, until 2005, when they leased it to a succession of operators. “Here we are again. I guess it was meant to be,” said Cheever, shrugging her shoulders, a smile playing on her face. Rarely does life hand you a chance to revisit the past, but in this case Middle Keys diners are delighted to find all their old favorites in place, in addition to new menu options (gator bites!)

and a refreshed interior. “We’re ecstatic that they’re back in the neighborhood,” said Sally, on a recent Friday. She and her husband Chuck were there for the Friday night special — prime rib. Others are more excited to dive into a plateful of frog legs, another Wreck specialty. Hathaway and Cheever have spent the interim years in Michigan, honing their craft at a seasonal restaurant in Michigan. Named “CoCoNuts Grille and Bar, its clear the pair has never been able to shake the sand out of their shoes. Reopening the Grassy Key restaurant seems like a “family
reunion” Cheever said. “The best part of operating a restaurant is getting to meet so many people. But we were delighted to find so many people we know are still here. And they seem so happy,” she said. At the Wreck, the steaks are hand-cut, the shrimp are breaded and de-veined by hand, and the Key Lime pie is really spectacular. Locals are pleased to discover the portion sizes are hearty and the prices are reasonable.

he Board of County Commissioners voted 4-1 to enter into a “no-risk” agreement on March 23 with Maryland-based Energy 3, LLC to process the County’s yard waste – beginning within the next 30 months – at a future gasification facility that converts organic debris into energy. The agreement came after nearly two years of discussions and negotiations, which continued right up until the final vote. “Now get to work,” Mayor Heather Carruthers told Energy 3 officials who attended the BOCC meeting. The 15-year, approximately $24 million contract lowers the disposal rate to $67.20 per ton. This rate is 20 percent less than the County was paying with its previous yard waste disposal company and $12.30 per ton less than it is paying Energy 3 under a 30-month interim agreement in which the yard waste is taken to a mulching plant on the mainland. The County can potentially save about $246,000 per year or $3.69 million over the life of the agreement, while also reducing the County’s carbon footprint. (The 15 years begins when Energy 3’s gasification plant becomes operational). Under the terms of the contract, Energy 3 will be responsible for the design, permitting, financing and construction of a new gasification plant. The plant also must be operational within 30 months of the contract’s signing. The new lower rate goes into effect as soon as the gasification plant is operational or on Sept. 23, 2018, even if the plant is not completed. Energy 3 provided a letter of intent to lease property in Broward County, owned by solid waste experts Bergeron Enterprises, to build the gasificontinued on the next page

cation plant. Gasification is a process that has been in use for more than 180 years. It is a set of chemical reactions at high temperatures, but without combustion, that use limited oxygen to convert a carbon-containing feedstock into a synthetic gas, or syngas, which is a source of renewable electricity. The contract mandates that Energy 3 must provide a recycling rate of 75 percent or greater for processing the County’s yard waste. The County expects to produce at least 20,000 tons annually of yard waste, but in the contract there is no minimum amount required. If Energy 3 defaults on any of the contract’s material terms (including acquiring financing) along the way, the County can terminate the contract with no penalty. However, Energy 3 would have a period of time to cure any defaults. Approval of the contract had unanimous support of the Monroe County Climate Change Advisory Committee. urrounded by traps and a lone emu named Moe on Coco Plum, Todd Frank puts final touches on a 1950s Ford. The project was tricky, given basketball sized pieces of the car had rusted out over the years in Florida Keys salty air. “You wouldn’t believe how bad this looked a month ago,” said Customs by Frank Owner Todd Frank after restoring the whole body, giving the engine a tune up, stripping and matching panels and repairing some “serious” rust holes. “A month ago this wasn’t running at all.” Customs by Frank opened in July, but Frank has been working on cars and boats in the Keys for the past 12 years. “I can do just about anything — paint, body restoration, boats, cars, engines, suspensions, lift kits, stereos, accessories, everything but tires,” he said. He recently finished repainting Tropical Limo’s main vehicle. “Todd did amazing work,” said owner Amanda Lee, en route to Tampa to pick up guests. “He was quick, reliable, and reasonably priced.” He’s worked on two Porches

Recipe CHICKEN AND STRAWBERRY SALAD Strawberries don’t have to be dessert—you can work them into a main dish, too. Chicken and Strawberry Salad is a wonderful no-cook dish that’s a snap to make, combining sweet strawberries, tangy vinaigrette, moist chicken, and rich blue cheese. Preparation 1. To prepare dressing, combine first 5 ingredients in a small bowl. Gradually drizzle in oil, stirring constantly with a whisk. 2. To prepare salad, combine romaine and next 4 ingredients (through chicken) in a bowl; toss gently. Place about 2 cups chicken mixture on each of 4 plates. Top each serving with 1 1/2 teaspoons cashews and 2 tablespoons cheese. Drizzle about 4 teaspoons dressing over each serving.

t’s no secret that college students hop from bar to bar in the Florida Keys for spring break, but one group of students broke with stereotypes when they picked up trash at bars of a different kind: protected sandbars. For the fourth year in a row, students from the University of Florida’s Alpha Zeta fraternity chose to donate time from their spring break to help clean up marine debris from sandbars and shorelines in Florida Keys National Marine Sanctuary. The only active Alpha Zeta chapter in the state of Florida, the group is dedicated to scholarship, leadership, integrity, and service — both on and off the University of Florida campus. The 14 Alpha Zeta members who visited the Keys were about as far from campus as they could get without leaving Florida when they worked with sanctuary staff on a service learning project that took place at Sugarloaf Key, Boca Chica Beach, and Woman Key. “Shoreline cleanups beautify the Keys and help prevent wildlife from becoming entangled in debris or ingesting it,” said Todd Hitchins, who runs the sanctuary’s Team OCEAN cleanups in the Lower Keys. “It dramatically improves the quality of the habitat for many species, both marine and terrestrial.” Students began their alternative break experience at the Florida Keys Eco-Discovery Page 24 • Marathon Weekly • March 25, 2016
Center, where they learned about the negative impacts that marine debris can have on Keys wildlife such as endangered seas turtles, birds, and dolphins before heading out to three habitat sites located in the Lower Keys. First on their itinerary was cleaning at Sammy Creek Landing Wildlife and Environmental Area on Sugarloaf Key. The site was designated by the Fish and Wildlife Conservation Commission as a state Wildlife Environmental Area to protect several endangered native species, and is also a popular launch site for kayaks and paddleboards. On day two, students used kayaks to access the beach and mangrove shoreline extending from Boca Chica Beach to the northwest corner of the Western Sambo Ecological Reserve. The reserve is a sanctuary zone

designed to protect natural spawning and nursery habitats that are important for sustaining fish and other marine life. On their final day, they picked up trash at Woman Key, a natural backcountry island beach that is a sanctuary Wildlife Management Area and protected as part of the Key West National Wildlife Refuge. The island offers important habitat for nesting sea turtles and numerous species of wading and shore birds. Among the items collected were shoe soles and flip-flops, plastic bags, plastic and glass bottles, aluminum cans, and small bits of plastic such as soda caps and broken pieces. The group also picked up derelict fishing gear such as trap lines and various types of commercial fishing nets. All told, the group collected and properly disposed of more than 2,400 pounds of marine debris from the three public areas. “It was absolutely inspiring to see the students go after the debris — they were so gung-ho about not leaving any trash behind and it’s clear that they began to see plastic litter in a whole new light,” said LTJG Rosemary Abbitt, a NOAA Corps officer currently stationed at Florida Keys National Marine Sanctuary. Group gathers for monthly story slam
O
nce a month, the Marathon Community Theatre hosts a “story slam” in the lobby-slash-gallery. At the most recent event, about a dozen came to hear about half that many tell their real and true tales from “the Ex-files.” Most of the contributors told about ex-wives, ex-husbands and exson-in-laws. The winner of the evening ($100 cash prize) was visitor Marvin Brinn who told a story about an ex-job. The rules are simple — no notes, no props, true tale, 5 minutes only — and everyone is welcome to watch or perform.

Marathon Cinema Movie Theater The Marathon Cinema, established in 1996, is the only movie theater located in the Middle Keys. It is nearly 50 miles to other cinemas in Monroe County. First-run movies are shown daily from the quaint 100-seat theater where guests can sit at a table and enjoy food, beer and wine, or be seated in more traditional theater seating. Marathon Cinema is a non-profit entity and is a part of the Marathon Community Theatre playhouse group. Coldiron cited a stressed workforce housing supply and as a reason to issue a “tactical pause” on any new transient units that could help Marathon “maintain our goal to be a family orientated community and protect the quality of life for our townspeople.” After public input on both sides of the issue, the council shifted the discussion to affordable housing. “I would like the city to petition the county for 100 affordable units now,” said councilman Dan Zieg. Monroe County hires Martin Senterfitt as Emergency Management Director
M
onroe County hired the City of Jacksonville’s former Director of Emergency Preparedness and former Director of Fire and Rescue Martin Senterfitt as its new Emergency Management Director. He will replace Irene Toner, who is retiring after 17 years in the position. Senterfitt, a certified Florida Professional Emergency Manager, begins with Monroe County on May 16 and will have six weeks to work with Toner before she retires on June 30. As Director of Jacksonville Fire and Rescue, Senterfitt created, managed and executed a $210 million budget and led 1,300 employees. Senterfitt has extensive disaster experience, including deployments to other states to represent the Florida Emergency Operations Center. He received a Master of Public Administration from the University of North Florida, a Bachelor of Science in Liberal Arts from Excelsior University and an Associate of Science in Fire Science Technology from Florida State College Jacksonville.

Cool/Not Cool – Reflections of an Old Fogey
A
s you read this column, I will be several months into my 55th year on Planet Earth. During these nearly five-and-a-half decades on our little blue ball, I (along with a whole lot of you) have seen incredible changes, some cool, others not so cool. Whatever anyone can say, it’s been an interesting trip. Come along for a stroll down Memory Lane as a latter day Baby Boomer reflects on a lifetime of music, culture, and experiences – Cool or Not Cool. Cool: Growing up with the Space Program. As a kid in the 1960s, my family lived on Merritt Island, just across the river from Cape Canaveral. At that time, my father was an engineer working on the Saturn IB rocket project. Not only could we see every liftoff, we could feel them as well. The Saturn V’s would really shake the house and our sliding glass doors as they lumbered slowly into the sky. Needless to say, it was perhaps the most incredible place to be a kid in the entire world. Not Cool: when we left the Space Coast for South Carolina at the end of NASA’s boom years. I remember arriving in Mauldin (just south of Greenville) in the summer of 1968. It was the biggest culture shock I ever experienced. Not only were there no palm trees, the people talked real funny. I learned about grits (you can’t eat just one!), how to “mash” an elevator button, and that you could put salt peanuts in the Coke-Cola and watch it fizz. It wasn’t all bad – South Carolina has the southern edge of the Appalachian Mountains in its northwest corner, and the beauty of the Lowcountry, its beaches,
and the Holy City of Charleston is beyond compare. I watched the transformation of the rural farm and textile-based Deep South into the New Industrial South with the influx of big business and manufacturing plants. I learned a great deal about myself while attempting to study marine biology at the University of South Carolina, and I also learned that Columbia is as hot as hell in the summer. Cool: the Beatles, Bob Dylan, James Taylor, Jimi Hendrix, Smokey Robinson, Led Zeppelin, Joni Mitchell, Dire Straits, Elton John, the Temptations, Roy Orbison, Pink Floyd, Marc Cohn, Rickie Lee Jones, the Moody Blues, Stevie Ray Vaughn, Steely Dan, Simon & Garfunkel, Jackson Browne, CSN&Y (jointly and severally), Thomas Dolby, Tom Petty, Yes, the Traveling Wilburys, Santana, and many more. Not Cool: just turn on your radio and find out. Cool: MTV in the ‘80s. Not Cool: MTV today. Music TeleVision
became Must Turn down Volume. What happened to the music? Cool: the 1997 Florida Marlins (and being at Game 7 of the World Series). Not Cool: Wayne Huizenga’s dismantling of the championship team. Cool Again: the 2003 Florida Marlins (and being at Game 4 of the World Series). Not Cool: the Miami Marlins under the ownership of Jeffrey Loria. Although once again this year, certain off-season moves (and the presence of Giancarlo Stanton) give me hope again for the new season. And the Miami Heat are looking better this year as well! Cool: Fender electric guitars, and Breedlove acoustic guitars. I love my Stratocasters and Telecasters. I love what Leo Fender did to design an instrument that remains a classic more than 60 years later. And I really love all my Breedlove acoustics – simply awesome guitars with a sound all their own. Not Cool: Fender and Gibson acoustic guitars. Fender acoustics are simply imported
plywood with a famous name on the headstock. Gibson acoustic guitars are made well and are classics in the eyes of many guitarists. I just think they sound like boxes with strings attached – not my preferred tone. And finally… Cool: Living in the Keys. Not Cool: Living in the Keys. If you live here, you know what I mean. There’s no place on Earth you’d rather live, but it
comes with its own set of drawbacks (hurricanes, the humidity, three insurance policies on your house, mosquitoes and no-seeums, etc.). I hope this column inspires you to take one of these looks backward in time and come up with your own Cool/Not Cool list. It’s been a very worthwhile exercise for me, as I’ve been able to revisit lessons learned earlier in life (and now try to put them into practice in the here and now).
