t started last summer during the drought and was only exacerbated by the continued blockage of freshwater flowing southward through the Everglades. A large section of seagrass (between 30,000 and 50,0000 acres) has died off in the Florida Bay, and things could be getting worse. “The expansion of algae overgrowth needs to be stopped,” says Steve Davis, staff ecologist with the Everglades Foundation. On a recent tour of Florida Bay, and its affected basins, the Weekly observed firsthand the effects of the recent algae bloom prior to a public meeting on June 21 on the issue. Members of The U.S. Army Corps of Engineers, South Florida Water Management District, the Florida House of Representatives, the Everglades Foundation, local officials, and Florida Bay Forever (a Monroe County based conservation group) were present to learn and discuss solutions. The hypersalinity in the Florida Bay is a result of fresh water not being able to flow south through the Everglades. But the problem actually originates further north: dating back to the 1940s, a system of levees, dykes, and waterways have been constructed to redirect the overflowing waters of Lake Okeechobee’s south end for agricultural and construction projects. The draining of the Everglades started then and has continued, the only change being Floridians’ regained appreciation for our unique ecosystem.
Florida Bay is irrigated naturally by fresh water through two primary locations: Taylor slough and Shark River slough. Shark River slough has more volume, and dischargers into the western basin. The eastern basin, home to various mangrove regions, has seen a third of its usual freshwater flow, resulting in stagnant and salty water. “The die off originally began north of Whipray basin, but in the last two months has extended south,” says Xavier Figueredo, local captain and cofounder of Florida Bay Forever. The result has been what experts are calling a “near catastrophic” seagrass die off, with the Rankin basin being the epicenter. Since the passing of the Comprehensive Everglades Restoration Plan of 2000, which allocated

But then when we look at the paleo-record and try to piece together what salinity was like in the natural pre-drainage Florida Bay, it was nowhere near that level of hyper-salinity.”
more than $8 billion to restoring the Everglades, less than a third of the 68 scheduled projects have been completed, according to Florida Bay Forever. “Right now there’s is a lot of attention, effort, and energy surrounding water storage, flow, and Lake Okeechobee. From my perspective, continuing the bridging of Tamiami Trail (US 41) is important and finishing the projects we’ve started,” said state Rep. Holly Raschein. “In the words of [Florida Commissioner of Agriculture] Adam Putnam, we need to have more ribbon cuttings and less ground breakings.” The Army Corps of Engineers have finished construction on one of five bridges on the Tamiami Trail designed to increase the flow of freshwater, and say the second bridge will be completed in three years. “The passing of the Florida Legacy Act during the last session was a step in the right direction,” said Raschein. “Over the next 10 years it devotes a minimum of $200 million just for Everglades restoration. It has goals in water management and land acquisition, all of which work towards the number one goal — restoration.” There are things we can be doing right now to help the problem, however, says Bill Horn, former assistant secretary of the federal Fish and Wildlife (Department of Interior), and board member of Bonefish and Tarpon Trust. He said if the government is willing to relax the phosphorus standards, water flow from Lake Okeechobee could increase, thus helping salinity levels in the Everglades and also the Keys backcountry. “One thing we can do short term is build more STAs (Stormwater Treatments Areas). They take water, store it, and work like sponges and get rid of the high levels of phosphorus. Water in Lake Okeechobee is loaded with phosphorus, causing the levels to be roughly 100 parts per billion. To be able to move that water south, it needs to be brought down to 10 parts per billion. With that being said, if the state and federal government agreed to lower the standard, knowing it might have some adverse effects on Conservation area 1, I believe they could get some water down there to avoid the looming catastrophe.”

Small crew builds it in 12 days

hat’s perhaps the first tiny house built in the Keys was completed in just 12 days. As soon as it was finished, it shipped out this past Wednesday. “It’s going to an RV camp on the Peace River near Arcadia,” said homeowner Joe Giordano, who is also a foreman at Keys Contracting Services in Marathon. “I decided to do it about three years ago, and it finally came together.” Because of his construction industry connections, Giordano was able to keep the costs down — using repurposed kitchen cabinets, a donated trailer frame, etc. Many of his colleagues donated their services to help plumb and wire the 350-square-foot home that features a full bath, small kitchen, two bedrooms and a loft. It was constructed in the company’s yard on 107th Street in Marathon. More than one person stopped dead in their tracks, mouth agape, to ask, “What is this?” Giordano just laughed. “I think about nine people came in off the street to see it and asked for one of their own,” he said. In fact, the project was a bit of an exercise in possibilites. The Nicaraguan crew paid close attention, Giordano said, and expressed an interest in building similar homes in their native country. Others, like Giordano’s brother, want what he has: a place to hang their hat on a remote piece of paradise. Still others want to live off the grid by installing solar panels and a holding tank. “We’re doing some research right now to figure out what the market is,” said Chris Gratton, owner of Keys Contracting Services. “We need to figure out the certifications, warranties, FEMA and building codes.” Gratton said the business has the facilities to start building more if the interest pans out.

At 350-square-feet, this structure qualifies as a tiny home. It has two bedrooms (one queen, one bunkbed), a small kitchen and a full bath. It’s equipped with a gas stove and hot water heater (both gas appliances with a battery ignition switch), and an energyefficient air conditioner — when plugged in the whole thing draws less than 12 amps, Giordano said. The space was designed to the inch by Joe Giordano’s wife, Kristen, and their favorite spot is the loft for their daughters — ages 5 and 9. It was a challenge to include that feature and also keep the height of the structure low enough to pass under interstate bridges. The tiny home also has a small porch with a hinged overhang on the rear. The most expensive elements, Joe said, were the tongue-and-groove interior ceiling and the exterior cedar siding.
Can we do that here?
I
n the discussions about affordable housing in the Keys, the term “tiny home” comes up over and over again. On the surface, the logic makes sense — one construction professional estimates a barebones tiny home (like the one described at left) would cost about $50,000. But the specifics of Keys building and codes, makes it next to impossible except in an RV park. “The problem with the tiny homes is that they cost almost as much to install or build as a regular home. People want to maximize their lots with a full-size home even though it may cost more,” said Donna Lookadoo, partners with Ben Daniels in Modular Homes of the Florida Keys. Factors driving tiny home costs up include elevating it out of the flood plain and making it hurricane resistant with special windows and tie downs. In addition, the Keys has rigorous density requirements which limits how many tiny homes can go on one lot. In the end, though, it may just boil down to land cost and building rights. In the City of Marathon, a tiny home requires a BPAS, or building right, just like any other dwelling. In Key West, where they are called mother-in-law suites, it requires a “fractional” building right — or 0.78 percent of a full right. In Islamorada, where they are called caretaker cottages and slightly larger, they require an affordable buidling right. In Monroe County they are allowed, but only in trailer parks. Some local governments are researching the possibility of adding an “accessory” unit to their code, which would ease the path of tiny homes in the Keys. — Sara Matthis

ylvia Sadowski Puto died peacefully at her home on Yacht Harbor Island (Marathon Shores) on June 27, 2016, at the age of 97. Sylvia is survived by her two sons, Michael Puto of Marathon, and Christopher Puto of Mobile, Alabama, and her niece Mary Sadowski Guerin of Stirrup Key, and many other cousins in Marathon, Virginia, and Michigan. She is preceded in death by her parents, Phil and Dorothy Sadowski of Key Colony Beach, her husband John C. Puto of Marathon, her daughter Christine E. Puto-Murray of Key Colony Beach, her two brothers Chester and Richard Sadowski of Broward County and her sister, Shirley Sadowski Williams of Phoenix, Arizona. Syliva was born on Feb. 2, 1919, in Detroit, Michigan. She attended the University of Detroit, where she met and married her sweetheart, John C. Puto. The matriarch of one of Marathon’s pioneer families, Sylvia and her family moved to Marathon in 1949. Sylvia managed the food service operation — dining room and coffee shop — in the family-owned Key Motel on the Overseas Highway in Marathon Shores. In the mid-1950s, Sylvia and her husband, John, opened a Western Auto store in the building that now houses Specialty Hardware, and they concurrently opened a Texaco gas station and distribution warehouse on the property where Walgreen’s Pharmacy of Marathon Shores is now located. After Hurricane Donna devastated Marathon in 1960, Sylvia and her husband opened Marathon Auto Supply Company, at 6677 Overseas Highway. Sylvia managed the “back office” operations for all of these businesses. She was a charter member of the San Pablo Catholic Parish Altar Society, and a former member of the Business and Professional Women Marathon, the Fishermen’s Hospital Auxiliary, the Marathon Yacht Club, and Sombrero County Club. Sylvia is remembered for her buoyant personality and generous spirit, always willing to help those suffering adversity. She was an astute businesswoman and a loving, nurturing mother who always put her family first. A Mass of Christian Burial is scheduled for Saturday, July 2 at 10 a.m. at San Pablo Catholic Church in Marathon Shores. All are welcome to attend and celebrate Sylvia’s life. A private burial will follow at Southern Keys Cemetery on Big Coppitt NOW SHOWING Keyt. In the June letter the CBP approved up to 20 passengers per flight, doubling the previous capacity that has been allowed since 2011. “We are hopeful that Silver Airlines will be granted the Key West to Havana route and we made this request in preparation for that possibility,” said Donald DeGraw, director of Airports for Monroe County. “This increase would greatly increase Silver’s ability to be successful in the route.” Fort Lauderdale-based Silver Airlines operates 34-seat Saab 340B turboprops. It was one of six airlines that won permission June 10 from the U.S. Department of Transportation to fly commercial air service from the United States to Cuba, the first time this has been allowed in five decades. But the DOT has yet to award the 20 permitted daily flights to Havana, the most sought after Cuba destination for U.S. airlines. The CBP allowed Key West the increased capacity of arriving flights from Havana with operation restrictions. They are: one flight per day, flight days on Monday through Friday, arrival time between 2 and 3 p.m., no cargo and no Sunday flights. Any proposed scheduled flights that are not in accordance with the restrictions must be pre-approved
by CBP and operate with a limit of 10 passengers per aircraft, unless otherwise approved by CBP. This includes possible Saturday flights. Key West International Airport currently is in the second phase of a four-phase project to upgrade the Customs and Border Protection facility. Phase 1 was a $306,000 upgrade to the entrance, bringing it into compliance with CBP standards. Now, a $1.3 million, 2,000 square-foot addition is being built that will be used for arrival passengers to line up for processing. Phases 3 and 4 will involve renovating the existing facility into CBP compliance to allow for up to 70 passenger per hour to be processed. “We hope that once our entire facility is upgraded to CBP standards, all restrictions will be lifted and there will be no passenger constraints for Silver,” DeGraw said. “But that is a few years away.” There currently is no scheduled Air Carrier service from Key West to Cuba. However, since March 2015, Air Key West has been operating charter flights three times a week on Mondays, Wednesdays and Fridays to Cuba on its 10-seat (pilot and nine passengers) turboprop Islander operating from the Signature Flight Support general aviation facility . From May 1 until June 21 of this year, Customs has processed 33 charters and 66 private aircraft. That is more than double the 19 charters and 30 private aircraft that were processed during the same time period of 2015.

ianna Sutton, at the helm of the Community Foundation of the Florida Keys, has helped raise more than $21 million dollars for nonprofit programs throughout the Keys. The journey toward such a lifetime accomplishment was a winding road with a singular destiny, Key West. Born in Florida, Sutton studied and worked as an artist in Boulder, Colorado (she lived on the same street as Mork and Mindy). Falling into “arts management” easily lead to nonprofit fundraising, and eventually Sutton earned a masters in communication from University of Northern Colorado and a national fundraising executive certification. After 28 years in Colorado, a friend saw the CFFK job listing and said that sounded like Sutton, and she wrote a cover letter to CFFK saying, “I hear you are looking for someone like me” … and they were. She headed back to her native Florida with her only daughter, and said of living here, “The visual beauty of the Keys infuses the artist within me and it’s close to family and friends. I’m also attracted to the generous giving spirit, and I feel blessed to be a part of that in my work.” In addition to serving as President and CEO of CFFK for the past 12 years, Sutton is a Leadership Monroe County alum, City of Key West Ambassador, and volunteer for many AIDS Help events such as the Taste of Key West, the SMART Ride, and King and Queen of Fantasy Fest. Her gracious nature has made her work her passion.

ocal attorney Patrick Stevens was sworn in as the Marathon Rotary Club’s newest president last month in a celebration at the Florida Keys Country Club. “I am honored to serve as president of the Rotary Club of Marathon,” he stated. “Rotary has been instrumental in keeping Marathon a familyfriendly city, as evidenced with Rotary park, college scholarships, and the Easter egg hunt – just to name a few.“ Originally from Buffalo, New York, Stevens moved to Marathon in 2008 with his wife Jamie and the couple have two young children, Abigail and Fisher. The Rotary Club of Marathon is a service organization founded to support humanity on a local and global scale. Internationally, Rotary’s focus is the eradication of polio and through a world-wide network of clubs that has raised millions of dollars to fight the debilitating and sometimes fatal disease. Locally, the Rotary Club is responsible for Rotary Children’s Park on 75th Street. The club also organizes the city’s Fourth of July parade and conces-

or 38 years Randy Mearns has devoted his Fourth of July to putting on a show. Shortly after joining the volunteer fire department in 1974, Randy, and core group of firefighters, began coordinating and monitoring the display. Along with former City Manager Mike Puto, the two are the last of the original group. “The crew we have now has been in place since 2000. When the city incorporated in 1999, the volunteer crew continued managing the display and have been doing it since,” Mearns said. The logistics behind Marathon’s most patriotic night, requires a hefty amount of preparation. “It takes about 400 man hours to put on the show between loading, wiring the fireworks, shooting them off, and cleaning up,” Mearns said. From a once smaller gathering, to a premier South Florida fireworks display, the show at Sombrero Beach has become a staple for Conchs throughout Monroe County. Back in the day, the fireworks were originally set off next to the Marathon Yacht Club on the end of 33rd Street. “People would gather there and hold a little party, along with a little boat race. It outgrow the area and moved to Sombrero Beach. In the early ’80s was when it first was put to music,” said Mearns. The fireworks for Marathon’s display are purchased from Firepower Displays Unlimited in Homestead and paid for by the City of Marathon. “In Marathon, all the money goes into the product, so you get more than you would have expected. The city has invested in the necessary gear, and our group volunteers their labor. The fireworks are operated from four different switch boxes to launch the rockets. Setting off the fireworks display sounds easy enough. Light the fuse and run! However, things don’t always go as planned and Murphy’s Law has reared its head before. “There’s no dress rehearsal and things can go wrong,” said Randy. “One year around the middle of the show, I inadvertently hit the switch for the finale. Thankfully I saved some big rockets and had to send them off at the end,” said Mearns. “Another year, I didn’t test the switch board, so I went to the backup, neither worked. I had to use a third switch board and continually switch cables out to launch the display.” Safety is paramount at the Sombrero Beach display, said Marathon Fire Rescue Chief John Johnson. “We have personnel at the beach to respond to any emergency accordingly,” Johnson said. “We also coordinate with the Monroe County Sheriff’s marine units to respond to any emergency that may happen aboard a vessel. We urge locals to use their best judgment during the celebration. And we want them to have a happy Fourth of July.” The Fourth of July celebration kicks off in Marathon with a patriotic parade that begins around 10:30 a.m. and proceeds from Marathon High School to Sombrero Beach. The fireworks display begins after dark. Admission is free. And remember to thank your local rocketman. “I couldn’t do it without my crew of ten guys,” said Mearns. “They are the ones that make it possible.”

SUNDAY, JULY 3: Big Pine Community Park fireworks after 9 p.m. Festivities include vendors, food and ice-cold beverages, games and activities for both adults and kids. Admission is free but no coolers, pets or personal fireworks.
MONDAY, JULY 4: The parade starts at 10:30 a.m.-ish from Marathon High School that proceeds to Sombrero Beach. Festivities at the beach includes food, drink, kids games and music. Fireworks start after dark. Officials ask that beach-goers back into their parking space to avoid congestion after the fireworks.

SEEING PINK Flamin-going on Grassy Key
W
hen flamingos first started being sighted in South Florida again, it was thought they might have just been renegade birds from local zoos or parks. After one returned a few years ago in the Everglades with a leg band tagged in the Yucatan, and a flock of 140 ended up in West Palm unexpectedly, it’s said that the once rare birds, which were hunted extensively in Florida for their plumes, will be flocking this way more. “I’ve seen about a half dozen in the Keys over the years,” said Mark Hedden, the executive director of the Florida Keys Audubon Society. “And, they are usually traveling alone.” The first one he saw was about a decade ago. “When they show up it is very random,” he said about some wintering here and some staying during the summertime. The flamingo that has been sighted on Grassy Key the past couple weeks draws bird enthusiast Julie Elgersma to the east side of Tropical Street daily. “It’s odd to see a flamingo here, I’ve been searching my whole life,” she said about the same spot she com-
monly sees roseate spoonbills. “The flamingo doesn’t even notice we are here, and he’s usually too far away for us to disturb it.” She added that in the morning time there is often a decent crowd of bird watchers checking out the flamingo. “And, I always see the mailman there in between stops on his route,” she said. The bird leaves around dusk. Marathon resident Bernardo Sanchez said he saw three flamingos about a month and a half ago in the same spot. Only one remains. “I just happened to be looking at the sky when they flew over,” he said. He’s a dedicated photographer of birds and has a huge collection of stunning photographs from around the world on his Facebook page. As for Hedden, he was on his way to Marathon from Key West and plans to swing by the site to see the flamingo. “Many times they slip through the Keys unnoticed,” and added that he didn’t know of any roosting colonies in the Keys.
Flamingo Fun Facts The word "flamingo" comes from the Spanish and Latin word "flamenco" which means fire, and refers to the bright color of the bird’s feathers. The strength of a flamingo's coloration comes from its diet.
Flamingos are monogamous birds that lay only a single egg each year.
A flock of flamingos is called a stand, colony, regiment or a flamboyance.

Back billing for wastewater The City of Marathon completed its wastewater collection system in 2013 and all property owners that generate wastewater were notified of availability and received a 30-day connection notice. All of these properties should now be receiving monthly wastewater charges on their FKAA water bill. The City is currently reviewing all properties and will begin billing those properties that were overlooked in previous billing cycles. The City’s Ordinance allows for back billing of up to 18 months. If you are receiving wastewater service or have been notified that it is available to you and you are not currently being billed, contact the City of Marathon at 305-289-5005.

LINKING ART AND CULTURE Community Foundation hands out $62,000
C
elebrating its 20th anniversary, the Community Foundation of the Florida Keys will be giving out a total of $180,000 in Vision 20/20 grants in 2016. On June 19, the second round of grants was handed out for Arts and Cultures Initiatives and 14 organizations divvied up a grand total of $62,000 in funding. From Key Largo to Key West nonprofit programs had to meet three criteria for grants: projects that were innovative, had substantial impact on the community and encourage collaboration among community organizations. The funds came from the Legacy Donors of the CFFK foundation and as, Dianna Sutton, President of CFFK, said, “It is so their love of art and culture can carry on in the Keys.” The party was hosted by Nance Frank at her art gallery, Gallery on Greene and a Legacy donor. —Weekly Staff report HAYS BLINCKMANN/Keys Weekly

Kara Pascucci from the Marathon Community Theatre accepts $1,000 from Dianna Sutton and said, “It’s an awesome recognition and will enable us to put on a real show like ‘Willy Wonka.’”

I play soccer and it’s important because I love the sport. Who has been your biggest inspiration at MHS and why? Ms. Maschal has been my biggest inspiration. She’s also a good teacher. What class do you think has best prepared you for life after high school and why? AVID (Advancement Via Individual Determination) has taught me how to be organized. How is today’s world different than the one your parents or guardians grew up in? I think life is easier now. What advice would you give to a freshman entering high school? Never take your work for granted. Do it or you will regret it. What movie character do you most identify with or would most like to be? I like Will Smith, the actor. What are the biggest challenges facing the Keys? What would you do to meet these challenges? I think there’s a lack of social facilities. I think we should talk to community leaders about it. If you could advise the President of the United States on one thing, what would it be? I would tell him we need free health care for people 45 years and older. What are your plans after high school? Max and Noah were on hand for the recent Discover Oceanfront Park outing on a weekend morning. It’s part of the summer program offered by Marathon Parks and Recreation, held every Saturday morning between 10 and 11 a.m. for kids age 3 to 5 years old at the new park behind Marathon City Hall. This past Saturday, youngsters discovered the “underwater” part of the park by fishing from the rocks and pier, learning about casting, live bait, catch and release of fish, and identification. fter years of working in tiki bars around town, Andy Sharf is glad he finally found airconditioning behind the bar at the newly reopened Overseas Pub and Grill in Marathon. When someone comes in looking for his specialty, he suggests his fresh watermelon jalapeño margarita, made with house infused jalapeño tequila, fresh-squeezed lime juice, agave nectar and watermelon. “It the perfect kind of sweet and spicy,” he said, (kind of like him.) “It balances out well.” He personally infuses 10 different liquors and has on hand things like bacon-infused vodka and a honey pecan-infused bourbon. In September, Overseas will be opening its liquor store and will offer deliveries. “The bulk of business is local Marathon people,” he said of his favorite part of working at the bar. “It’s an eclectic mix of people I get to hang out with on a daily basis.” The bar also offers a chill rail, covered in Florida Keys “snow” to help keep drinks colder longer and the beer is chilled just shy of freezing. They offer 60 different craft beers. Andy moved from the Outer Banks in 2010. When he isn’t bartending, he is spending time with his daughter, fouryear-old Peyton, and “wifey” Betsy, or hiding his ginger-ness from the sun in the Content Keys with friends from Slamtime Charters. Overseas Pub and Grill is located at MM 49 and is open seven days a week from 11 a.m. to 1 a.m., serving food until midnight.

A ‘FAMILIAR’ COMEDY
‘Bad Jews’ keeps theater alive during summer months
W
ho doesn’t love a sharp, smart family dramedy? Now playing at the Red Barn Theater, “Bad Jews” is a sinisterly quickwitted play that is the intellectual antidote to the summer blockbusters. It delves in to the heart of family dynamics, regardless of your particular religion, that will leave you nodding in agreement, unable to pick a side and re-thinking your stance on the importance of heritage and love. The play is part of Theatre XP’s Key West Summer Stage, an annual effort to make sure the islands don’t go into complete theater withdrawal during the “off” season. This show is staged at the Red Barn Theatre on Duval Street in Key West. Joshua Harmon’s play is set in a New York City apartment, where three Jewish cousins and one shiksa girlfriend have come together for the funeral of their grandfather. When their holocaust-surviving Poppy’s Chai necklace is up for grabs, they quickly become caught in a contentious dialogue about their pasts, their culture and relationships. Jessica Jackson who plays Daphna Feygenbam, the acerbic, unyielding devout “Good Jew” delivers a hefty and polished performance. Jackson tackles the monologues with acute comedic timing and rapid-fire delivery as she draws the battle lines with her cousin and nemesis, Liam the “Bad Jew” played by Kaleb SmithWood. Smith-Wood provides the equally caustic and humorous counterpart, replete with perfectly executed physically comedy.

or most of us, our parents were our first real heroes. They brought us into this world, gave us food, shelter, and love, and provided us our safe place from the cold stark realities of the outside world. One of life’s tough lessons is when we realize that our parents — our perfect heroes — are human beings. But it still doesn’t stop them from being our heroes. It’s been a tough time for some of our local children of special parents. The children of former MaraJOHN thon Mayor Dick Ramsay felt the loss of very suddenly BARTUS losing their father. I’ve been thinking about my own father, and realizing how he and my Mom were certainly my first heroes. My dad was an honest-to-goodness rocket scientist! Because he decided to take that Florida engineering job (and get us out of the frigid tundra known as upstate New York!), I grew up watching Saturns and Titans and Atlases launch (almost literally) from my backyard in the 1960s. Even at that early age, I knew that my father was involved in some very heady and important stuff. I have always been proud of the work he did back at the Cape. He always put his family first, knowing when it was the right time to leave Florida for more consistent work, and then deciding to keep the family in one place so that my sisters and I could have some kind of normal childhood in one place. Both he and my Mom were dedicated volunteers in both their church and local civic organizations, and they set an example for us about the need to give back to one’s community. And my father took amazing care of my mother throughout her battle with cancer that took her away 17 years ago. Of course, as time went on and I grew up, it was inevitable that two headstrong males would have some differences. My father and I didn’t always see things eye to eye, especially when it came to national politics. We had some disagreements at times, but fortunately, we both realized that certain things were far more important than politics. I was always proud of him and grateful for what he accomplished in both his career and family, and I believe he was proud of me and the things I’ve done. So it was a tough day this past week when my sisters and I found out that my father has been diagnosed with stage 4 cancer, and has anywhere from one to several months left. The thing about heroes is that we grow up thinking they’re invincible.
