City manager’s contract extended By Britt Myers

ey West City Manager Jim Scholl kicked off Tuesday’s City Commission with what he referred to as “good news items,” and then received some good news in return. Earlier in the evening Scholl congratulated the Key West Police Department on a 20 percent reduction in violent crime in 2015, while adding the City of Key West received a “letter of good standing” from FEMA. According to Scholl, the letter “is a huge hurdle to clear” and a step towards lowering flood insurance premiums for City residents. But shortly after, Scholl cleared a significant hurdle him-
self, as commissioners voted 6-1 to extend his contract into 2019. And while there was little debate over retaining Scholl’s services, Commissioners Billy Wardlow and Margaret Romero both recommended a reduction to the proposed three-year term — citing an upcoming election that places four commission seats up for grabs. “I would like to give him six months,” said Commissioner Wardlow, who was the lone dissenting vote. “We have four of us up for election this year and that puts him up to December.” Although Wardlow extended personal support for Scholl, he said that a new commission should reserve the right to officiate the matter. However, Commissioner Richard Payne countered Wardlow’s argument, stating the City Manager’s contract extension would serve as an unnecessary distraction in the upcoming election. “I’m concerned if we don’t
approve this, we make it a political thing,” said Payne. “Everyone will be asking [candidates] ‘are you in favor of extending Mr. Scholl’s contract?’ I don’t think that’s fair to him or City staff. Let’s approve this and give the man some rest.” The item was approved by a vote of 6-1 to extend Scholl’s contract for three years, yet City Commissioners do reserve the right to terminate the City Manager at any given time (providing a 60-day notice). Nevertheless, appreciation for Scholl’s service was widespread in Old City Hall on Tuesday, with several members in the audience shouting out cheers of support during the discussions. “Jim was doing a great job when I was elected seven years ago,” said Mayor Craig Cates. “He retired and we hired a new City Manager and we saw the issues there. Jim Scholl came back to work and soothed things out. And we are fortunate to have someone with his dedication.” Other City News: • The City of Key West wants full control over the Truman Harbor, potentially paving the way for a ferry terminal site that will offer services between the U.S. and Cuba. Use of the harbor is currently restricted by the U.S. Navy due to national security concerns, but commissioners argued the Navy’s domain over
the waterway is unconstitutional. The City will ask Senators Bill Nelson and Marco Rubio, along with Congressman Carlos Curbelo, to intervene on behalf of Key West. • In what Mayor Craig Cates called a “step forward for affordable housing,” commissioners rejected a $2.3 million offer from Mosquito Control to purchase a Stock Island property. Instead, the City of Key West is making plans to convert the site into 65 affordable housing units. The bug board, which leased the Stock Island facility for the past 50 years, initially planned to relocate to Big Coppitt Key later in 2016. However, unexpected costs have them exploring alternative sites. • The City of Key West will review the Fantasy Fest contract in a special meeting on Thursday, Feb. 11. According to documents provided by City staff, taxpayers currently subsidize $284,146.50 in services for the Keys’ biggest event. Market Share Co., who currently holds the contract for Fantasy Fest, will likely argue that Fantasy Fest attracts millions of dollars into the local economy each year, while significantly contributing to the local tax base. While none of the commissioners have indicated a position on the matter, Sam Kaufman has been adamantly arguing the City should not shoulder the burden for garbage, emergency services and law enforcement.

hat do you do with a mountain of methane gas, leachate (liquid toxins) and chemicals that sits on the edge of one the most environmentally sensitive ecosystems in the world? That is what environmental consultant Ed Russo is asking the City of Key West to consider before signing off on the long-term care completion of the Stock Island Landfill —more commonly know as Mt. Trashmore. In early January, Key West City Commissioners approved a task order for an engineering firm, CH2M Hill Engineering, to conduct a study on how to permanently close the landfill. The grassy eyesore — which towers over a golf course, a college, a hospital, a marina, and an elementary school — can be permanently closed if the study satisfies the state’s requirements. From there, the city is responsible for the care of the landfill, but Russo fears the public and the City are unaware of the current dangers surrounding Mt. Trashmore—and the potential rewards moving forward. “When you close a landfill, it doesn’t mean you stop using it,” said Russo, who is also on the board of Reef Relief. “Closed means closure—encapsulating it and using the methane and leachate in a positive way.” Russo has spent a lifetime trying to educate the public on the dangers and potential uses of landfills. Before becoming one of the leading environmental consultants in the world, he was serving as President of a local township council in Washington. One day, while asking questions about a local landfill, a massive explosion occurred right in front of Russo, which kick-started a life-long environmental crusade. “I was being told it was yesterday’s green beans and banana peels and it all just decomposes away,” said Russo. “And at the very moment there was this huge explosion and this mushroom cloud appeared.
I just happened to have a camera and my pictured made the front page of the local paper. That was the start of my battle to stop illegal uses of landfills.” Mt. Trashmore — “A ticking time bomb.” Ed Russo, who has worked on the closures of dozens Ed Russo of landfills, claims Mt. Trashmore poses a greater threat to the environment than most trash heaps he’s encountered over the years. For starters, he compares the landfill to a “giant K-Cup dispenser,” filtering toxins through porous limestone. Not only do garbage organics attract animals and worms that chew threw the membrane designed to keep the toxins dry — they are being leaked into our protected waters. “Basically all you’re doing is taking water and putting it through a vessel,” said Russo. “If you take coffee or tea and put water on it, it’s going to dissolve. It’s toxic tea over a landfill with no bottom. It’s poison. It smells like hell and it’s horrible.” At the same time, methane gases are being generated by decomposition inside the landfill. And when those gases are not being captured or stored properly, they are released into the atmosphere — posing additional perils to the environment. But Russo says these perils are often overlooked due to a lack of education on landfills, rather than neglect. The Study: Russo claims that landfills like Mt. Trashmore often pose a greater threat to a community than any other environmental hazard. However, it’s the general misunderstanding about the dangers and solutions that allow them to go uncorrected. “Historically speaking landfills are a scam,” said Russo. “It’s just a way of kicking the ball down the road until some other, more intelligent, heirs
to our society can find a better way of doing it. Well, we are those heirs!” Even though Russo agrees that routine analyses needs to be conducted, he says that studies like the one scheduled for Mt. Trashmore are often skewed by a lack of education and cookie-cutter procedures. According to Russo, those findings are often designed to satisfy bureaucratic standards, but omit vital facts such as hydrology reports and water quality protocols. “Anyone can find clean water samples around a landfill,” said Russo. “But you have to know where to look and what to look for. I just want the City to know that people will be watching. And if they [CH2M] comes back with a report saying everything is just fine — then I’m telling you it’s B.S.” The Solutions: Although landfills are never the desired tenant for contemporary communities, more and more alternative uses are being discovered for the albatrosses. Most commonly, methane gases are mined from many former landfills, but the odor alone could eliminate that potential option in Key West. However, several suitors have publicly inquired about converting Mt. Trashmore into an auto track, a bicycle path and even a solar panel site. But Russo cautions the potential upkeep on a trash mound can be costly and the City should consider a strong commercial suitor. “It’s a valuable property,” said Russo. “The best long-term solution would be to create a use that is of interest to private investors. This way they take on responsibility and the liability — not the taxpayers.” From mining companies to hotel developers, Russo has a portfolio full of possible takers and says his services are always available to the City. But for now, he simply wants the public to become more aware of the dangers Mt. Trashmore poses on the local environment.

As part of the nationwide Super Bowl 50 celebration, the NFL started the program to acknowledge schools and communities that have directly influenced Super Bowl history and impacted the game for the better. Being a Fighting Conch led Mira’s career to the NFL, The Miami Dolphins and the Super Bowl during the 1960s and 1970s. The varsity team and many alumni gathered to hear George Mira’s words of inspiration and humor, “We had a tremendous program. You have to think about if you want to go out on top or bottom, and

The coolest kids don’t drive, they fly Civil Air Patrol Cadets train for a future as pilots By Hays Blinckmann
C
aptain Ed and Mercy Hiller’s son, Caleb, wanted to get his pilot’s license before his driver’s license. So five years ago, to help their son, these retired military officers along with Major John Di Renzo formed the Key West Civil Air Patrol (CAP) program. Kids as young as 12 learn to fly in a paramilitary training environment. Caleb, the first cadet to graduate in Key West, did receive his pilot’s certificate on his 17th birthday, and now attends the U.S. Naval Academy with hopes of becoming a Blue Angel pilot. CAP has a variety of missions. It teaches aerospace principals, and provides leadership training, physical fitness training and moral leadership training to kids ages 12 to 21. The Civil Air Patrol also teaches the general public, grooming them to become “Seniors” (more on that later). And nationwide, CAP provides emergency services for search and rescue, disaster relief, humanitarian services, and support for the U.S. Air force and counter drug operations. (CAP helped with photographic recon of the Gulf of Mexico oil
spill and the aftermath of 911 in New York.) These ambitious, young cadets study rigorously each Saturday working on flight simulators. They also get to go up in real planes on O missions (orientation flights) on either a Cessna 172 or 182 and glider flights. They also develop navigation and mapping skills while training as a military auxiliary. Steven Powell, 14, started at 12 years old and already knows, “I want to be in the Air Force and have my own plane.” As the kids move up in the ranks, the testing gets harder. Aaron Portal, 14, is already a Cadet Master Sergeant with one steadfast goal: “I want to fly an F18.” Cadets Harrison Simmons, 13, and James Bryars, 14, also want to fly in the Air Force and say CAP will help get them there. The Commander of the squadron is Major John Di Renzo, who is a pilot and certi-
fied air instructor. “We teach what a private pilot would get in school, our standards are very high,” he said. “We have the luxury of putting them in a plane to become better and safer pilots.” Although there are a small group of cadets working toward a specific goal, all the students at Key West High School can use the flight simulators. The Civil Air Patrol has also helped develop courses in aviation, drones and airplane mechanics for students. The Key West Civil Air Patrol currently has 14 cadets, but needs more Seniors interested in flying and keeping the program going. “It’s a valuable asset to our community,” said proud mother, Mercy Hiller, and she would know. Duval Uncorked highlight of fest

he Key West Food and Wine Festival once again popped the corks for the annual affair with two signature events – the Flagler Kick Off Party at Casa Marina and Duval Uncorked, the mile-long wine tasting. BRIEFLY Weather Service Office opens its doors The Florida Keys National Weather Service will have an open house on Saturday, Feb. 6 from 10 a.m. to 2 p.m. at the 1315 White St. location. The event will showcase how hazardous weather watches, warnings, and forecasts for the Florida Keys are done. Meteorologists will explain how they deliver weather, water, and climate data, and teach guests visual nuances, enabling them to better identify the approach of threatening weather. A wide variety of community and government organizations will offer educational material and interactive games. There will be live entertainment, raffles, food, and soft drinks available for purchase. All proceeds will benefit the National Mooring Buoy Fund, which assists the Florida Keys National Marine Sanctuary maintain more than 500 mooring buoys in Florida Keys coastal waters from Key Largo to the Dry Tortugas.

Beaver and Whitt named ‘Humanitarians’
T
his Year, the Red Cross responded to 12 home fires in the Keys that affected 17 adults and five children. Keys volunteers canvassed 100 homes and installed 55 smoke alarms. Recently, they educated 8,000 local children in emergency situation tips and tools. Community super-volunteers Dennis Beaver and Bert Whitt were honored as this year’s Florence Spottwood Humanitarians of the Year at the annual gala which took place last Saturday night. In 1917, Spottswood, who was 27-years-old at the time, helped create the first Red Cross in the Keys and formed the first private hospital in Key West after a railroad explosion.

Fringe’s ‘Lion in Winter’ opens Feb. 18
Play has high stakes and high jinx in a medieval setting Contributed

he Lion in Winter” by Academy Award-winning playwright James Goldman (1927-1998) summons to Duval Street the most spectacular strategies for power and love ever devised by royal man battling royal woman over the future of his empire. The play opens Thursday, Feb. 18 at the St. Paul’s Church on Duval Street in Key West. As the sun sets on his reign, the great and powerful King Henry II of England (Peter King) calls Queen Eleanor of Aquitaine (Annie Miners) — she has been locked up for years — to his castle in Chinon for one last Winter Court reunion with the three
sons. What emerges is a quasimodern battle of the sexes. The couple are the most formidable and also the most human of rulers. Locked behind the palace doors, a deadly game of alliances and betrayals unfolds, as each of the players moves to control who, among the crown-hungry heirs, will sit on the throne when Henry is gone. And not one is ideal as a successor. The hot-headed warrior Richard (Michael McCabe) is in the running against the conniving Geoffrey (John Reynolds) and the bumble-headed, terminally immature John (Jeremy Hyatt). Henry has chosen John to succeed him, when it seems Richard, Queen Eleanor’s choice, would be more likely to maintain Henry’s empire. Geof-
frey pits the brothers against each other and the parents. In fact, everyone in this semibarbaric royal family is plotting against the others. Even Philip, the visiting King of France (Kaleb Morgan Smith), sits more like an alert spider on its web than a king on his throne. King Philip’s sister Alais (Lisa Elena Mondo) is Henry’s mistress; the French want a royal marriage to seal their alliance. Political gears grind, plots are plotted, verbal barbs thrown, amusing the audience as the game plays out. The Lion in Winter will run for 11 performances: February 18-20, 24-27 and March 2-5. n Thursday, Terrence McNally was in the house — Waterfront Playhouse in Key West. One of the great contemporary playwrights of American theater, he’s also something of a hometown guy, since he and his spouse, Tom Kirdahy own property in Key West and are frequent visitors. He and Director Murphy Davis discussed the playwright’s five-decade career, that includes four Tony Awards and such renowned works as “Master Class,”“The Ritz,”“It’s Only A Play, as well as the musicals “The Full Monty,” and “The
Kiss of the Spiderwoman.” McNally’s “Mother and Sons” is currently playing at the Waterfront Playhouse through Saturday, Feb. 13. The New York Observer called the play, “A masterpiece…profound. Heartbreaking. Triumphant.” The play’s scenario concerns a mother paying an unexpected visit to the apartment of her late son’s partner. Twenty years have passed since the death of her son, but her feelings of loss and anger are still palpable. She is stunned to find that her son’s partner is now married to another man and together they have a young son. Faced with the changing dynamics of what
constitutes a family, she is challenged to confront the truths of her entrenched beliefs and a future she never imagined. “Mothers and Sons” features an extraordinary cast — Joy Hawkins, artistic director of the Red Barn Theater; Matt McGrath, with Broadway role in “Working” and a recurring role on TV’s “Modern Family;” Trey Gerrald, with roles on TV’s “Unbreakable Kimmy Schmidt” and “Orange Is the New Black;” and Jake Ferguson, 8, a native Key Wester just getting his start in the business. Moonsplash features trio of reggae Three bands play concert at East Martello Contributed

he Key West Rotary Club has teamed up with the Key West Arts & Historical Society, and are bringing in "The Reggae Ambassadors" — including Third World from Jamaica, along with two other great acts for a family friendly festival at East Martello. The concert is set for Saturday, Feb. 27. Third World is one of reggae's most respected bands.They have been honored for their work by the United Nations, and they were hand-picked to play the famous Amnesty International Concerts with the likes of Bruce Springsteen, Sting and Peter Gabriel. The band is currently on its “Anniversary Tour” and will mark their first visit to Key West in seven years. Third World has 10 Grammy nominations, and have charted with multiple hits including songs “Now That We Found Love,” ”96 Degrees in the Shade,” “Try Jah Love” and songs with Stevie Wonder. The band has also
shared stages throughout the world with U2, Sting, The Police, Eric Clapton, Jimmy Buffet, and Wyclef Jean. The concert will also feature Johnny Dread and Causion. The Johnny Dread band comes back to Key West after open-
ing for The Wailers last year at Higgs Beach. The audience response was incredible, and Johnny has strong ties to the island with some family living here. Causion hails from Antigua, where party music means soca and calypso. With a sound similar to Arrow's "Hot-HotHot" and energy like The Burning Flames, they round out the concert lineup. The Moonsplash concert runs from 5 to 11 p.m. and vendors will sell drinks. A portion of the proceeds benefits Rotary Club’s scholarship funds. hat’ s the favorite drink at the new Happy Buddha Bar? Mai Tai, of course. “Maita’I” is Tahitian for “good” and that is what bartender Vinh Phan is serving up with half-priced happy hours and small plates for only $5. The Happy Buddha just opened below the Thai Island Restaurant at Garrison Bight Marina and specializes in Asian dishes, especially the popular Vietnamese dish Bahn Mi-soy — marinated roasted pork sandwich. Born in Vietnam, Vinh originally lived in New Orleans but chose Key West instead. “Key West is similar to Vietnam in weather and the great attitude of the people,” he said. After 12 years in Key West, Vinh loves working in the Happy Buddha because of the fun local crowd, especially thirsty boaters returning to port and the beautiful views. And he gets his favorite food from home, Bahn Mi. The 1920s theme carried though to the entertainment, and guests bid on student-created art, jewelry and gift packages. ew locals know that in the 1940s, 13 brave African American men travelled from Key West to Camp Lejeune, North Carolina to become some of the first African Americans to join the Marines Corp. While Jim Crow laws were still in effect, Franklin D. Roosevelt signed a decree in 1942 that all men would be allowed to serve in the military regardless of race, color, or creed. Although the Army and Navy had been integrated since the Civil War, the Marines had refused the service of African Americans until the presidential directive. During training, the men were segregated at Montford Point Camp adjacent to Camp Lejeune. The Montford Marines worked hard to rise in the ranks to become their own drill sergeants and officers fighting against stereotype and racism still prevalent in the south and armed services. They led their Corp with a sense of duty and pride for their country and their fellow African Americans into the battle of World War II. Although, they suffered the humiliation of segregation at home and abroad, they earned the nickname around the world as the “Black Angels.” Key West’s Kelsey Hannibal
remembers his father’s legacy as one of perseverance. Shedrack “Candyman” Hannibal Jr., a descendant of Bahamians, was born and raised on Thomas Street and attended Douglas High School before graduating Florida A&M University. Hannibal said the marines were soliciting the “best and the brightest” and recruited Shedrack to become one of the first of 20,000 men to train at Montford Point between 1942-1949. He went on to serve two years in the South Pacific during WWII. Sadly later, like most veterans, he suffered the mental ravages of war as well as the continual racism in the South, Hannibal said. “Not many of the marines spoke about their experiences after the war. They were isolated in the Corp by the white officers and ridiculed at home for having served. But now, we see what an important time it
was, more organizations are trying to preserve their story, their legacy,” said Hannibal, a retired Combat Airborne Engineer who served in Vietnam. Shedrack Hannibal returned to Key West after the war and died in 1979 at his childhood home on Thomas Street. Now, his remaining five children are able to celebrate his sacrifice and be honored in Key West. In 2015 Commissioner Clayton Lopez and Mayor Craig Cates designated November 17th as Montford Point Marines Day in Key West. Now, Commissioner Lopez has initiated an effort to honor those Key West Veterans with a simply stated granite podium in the Bayview Park Memorial War Garden. The Montford Marines were a part of significant social change in the United States but at a cost. Their battles at home and abroad were finally honored by President Obama in 2011 when he petitioned Congress and was able to award the last remaining marines and their families the Congressional Gold Medal more than 60 years later.

To date, the fund has donated more than a quarter of a million dollars to local artists.
