Keys receive $3 million for wastewater Marathon, Islamorada and Key Largo awarded Army Corps grant By Jason Koler

T

his past Wednesday, the Army Corps of Engineers announced it would provide $3 million in funding towards the Florida Keys Water Quality Improvement Program (FKWQIP). This announcement comes less than two months after Rep. Curbelo (FL-26) signed a bi-partisan letter addressed to Assistant Secretary Darcy, urging her to give full and fair consideration to this critical project that directly benefits the Florida Keys. Last month, a contingent consisting of Key Largo Wastewater District Chairman Robby Majeska, Marathon Vice Mayor

Bill Kelly and Islamorada Mayor Deb Gillis traveled to Washington to lobby on behalf of the grant. “My freezing in Washington D.C. last month paid off,” Gillis announced on her Facebook page. “This money goes for water quality projects such as sewers. Islamorada will receive $1.5 million of this money.” Key Largo and Marathon will

receive $749,000 each to complete improvements. Both Key Largo and Marathon completed their systems in 2010. Islamorada was granted a five-year extension and concluded work this past December. “Our Congressman Curbelo deserves the credit for this victory,” said Marathon Vice Mayor Bill Kelly. “He told us whatever we needed he would help us

get it done.” In his November letter, Curbelo referred to the Keys as a “national treasure” and for water treatment standards that are four times more stringent than most other parts of the nation. The Florida Keys Water Quality Improvement Act was passed by Congress in 2000. It approved spending up to $100 million of federal dollars on wastewater funding. “This is a tremendous award that benefits both people and the environment. We would like to thank the U.S. Army Corps, Rep. Curbelo, Senator Nelson, and all the State Representatives who support this vital program,” said Marathon City Manager Chuck Lindsey. “Without fiscally responsible and sustainable projects, these funds would be difficult to obtain and for that I would be remised to not thank Jennifer Johnson, George Garrett, Dan Saus, and the entire city staff for their hard work and dedication to our city and the Keys.”

City proposes tow-away zone to solve boat ramp congestion Tows could cost up to $375 By Sara Matthis

T

he City of Marathon has proposed a tow-away zone to eliminate illegal parking of pickups and trailers using the Harbor Drive boat ramp behind the airport. The entire length of Aviation Boulevard, both sides, and the first 500 feet of Harbor Drive headed north, could soon be marked with signage prohibiting parking. Neighbors have complained for months about vehicles and trailers causing congestion at the Aviation and Harbor intersection, as well as parking illegally on the bike path that rings the Marathon airport. Councilman Dan Zieg said the tow ordinance will work only if neighbors call the Monroe County Sheriff’s Office who have the authority to tow illegally parked vehicles.

“I hope this is a good first step, but it may require more,” he said. “Maybe we should put a sign at the boat ramp that says ‘Can’t find your rig? Call these tow companies.’” According to Tom Richards at Paradise Towing, tows would cost about $300 Monday through Friday or $375 on the weekend. He said towing a pickup and trailer means the tow company has to send two units.

Mayor Mark Senmartin said once enforcement begins, boaters will get the message pretty quickly. “It’s not cheap to pull away a ‘dually’ and a 30-foot trailer. Once they get hit with that, they’ll get the idea really quick,” Senmartin said. City Attorney David Migut said the second reading of the ordinance will take place on March 8 to allow time for comment from other agencies and the public. The Council also said it would hold a workshop with the neighbors soon to address other measures to relive the congestion.

In other news: • By law, the Marathon Council must wait 60 days before it can pass the resolution to put a community pool question on the ballot. Migut said the April date still gives the city plenty of time to craft the required language for the August ballot. • The Council authorized the city to spend up to $250,000

The wedding invitations just went out this week, but the guest list for the Lee-Hughes nuptials seems to be growing daily. Janet Lee, longtime Key Largo resident and owner of Bayside Plumbing, is known for her spontaneity and could easily invite another couple hundred guests before she and Laura Hughes tie the knot this April. Hughes, previously from Ashville, North Carolina was on a girl’s trip in the Keys when a friend introduced her to Janet, at Sharky’s, during a live performance by Janet’s daughter, Jacii Boyle. Two weeks later the former vet tech was back in the Keys for a long weekend. Janet

Some 24 years ago at country “dive bar” called Stonewalls, Patty Blankety Blank was shooting pool and drinking Bud Long Necks while on a double date with friends. A construction superintendent named Sonny Sparks was at the next table over. “The second I saw him I forgot about my date,” Patty remembers. “I immediately saw Patty, but she didn’t see me,” he said. A short while later, the two were both lining up shots when they bumped rears. “She said, ‘Was it as good for you as it was for me?’” Sonny recalled. Sonny knew two things. One, he had to talk to the girl, but did not want to be rude about the double date situation. Two, that she would eventually have to use the restroom. Page 5 • Marathon Weekly • Feb. 12, 2016

introduced her to friends and they cheered on runners in the Key Largo Bridge Run. Although they were both falling head over heels for each other, they decided to wait a year before any major changes. Twelve months later, Laura was a full time Keys resident and has since taken on the responsibility of overseeing the family’s bayside property in Key Largo that is also home to a bunch of chickens, dogs, cats and fish. This Valentine’s Day the couple will most likely be completing projects around the home and will probably end up popping a bottle of wine, and grilling steaks to accompany Laura’s collard greens.

Coast Guard Auxiliary offering boating program A Boating Skill and Seamanship Program will be held on Saturday, Feb. 20 and Saturday, Feb. 27 from 8:30 a.m. to 4:30 p.m. at the Marathon Senior Center on 33rd Street. This is an approved boating safety program which qualifies participants successfully completing the program to receive the Florida Boating Safety Education ID Card, which is required for anyone born on or after Jan. 1, 1988 to operate a vessel powered by more than 10 hp. The program is designed for the experienced, the novice and the potential boater. The cost of the program is $55 and includes textbook and certification card; or $80 for a second family member with shared materials, and $25 for students. Scholarships are available for students. After living in Wrightsville Beach, NC, the Turks and Caicos, and Southport, NC, Captain Mike divided his time the past 15 years between Wilmington, the Florida Keys, and the Bahamas, traveling extensively with his cat Anchor on his beloved trawler, the Brave Turtle. He spend the majority of his winters in Marathon, and could be found anchored out in the Content Keys when weather permitted. Mike was happiest when he had a line in the water, either on a flat casting to tarpon, or hooking a blue marlin 20 miles off of Sombrero. Captain Mike will be fondly remembered by anyone who had the privilege of sharing dock space with him as a man with extensive marine and mechanical knowledge, a love of literature and dark rum, a master of grilling meat and roasting oysters, and a remarkably good whistler and dancer who never gave up on a garment.

The National Key Deer Refuge is initiating a series of free, kid-friendly, nature-oriented programs on Saturdays from 9:45 a.m. to noon meeting at the Key Deer Refuge Visitor Center in the Winn Dixie Shopping Plaza on Big Pine Key. The Refuge Ranger events are open to all children in grades K-8 who are accompanied by a parent or guardian. The programs will have an indoor and outdoor component. Pre-registration is required. SHAWNA & TODD This is a case of local love. “I always said I’d never date a local. All my friends liked the local boys, and I was friends with them, but I thought I knew better,” said Shawna Frank of Marathon. Of course, she ended up marrying the boy next door, Todd. Shawna, a former Kreative Kids teacher, stays home with four-month-old Tristen and is there to meet TJ, 6, when he comes home from school. Todd just opened Frank’s Customs, an automotive and marine paint and body shop on Coco Plum. Shawna and Todd met when they were

just toddlers, at the former ABC Day Care. He moved away for a while. She moved a way for a while. They met again at mutual friend’s house. “I think we’ve been inseparable ever since. That was three years ago on February 12,” she said. Todd said Shawna is kind and his perfect other half. “A lot of my flaws are her strong points,” he said. “Our strengths and weaknesses complement one another.” The two tied the knot in May of last year.

After just a five-minute conversation with these two, it’s clear that a very healthy sense of humor keeps them going. The two are teachers at Marathon High/Middle School — she teaches science and P.E. and he teaches social sciences. “She’s very stern in and out of the classroom,” Jim “Murph” deadpanned, secure in the knowledge that she would laugh. “He’s tough with the kids but a softie on the inside. With me, he’s just a softie,” she said. The two have been friends since middle school in Royal Oak, Michigan, a couple miles outside of Detroit. They stayed in touch as they attended different area colleges and both majored in business. Both found work at a bank. Both detested it. “We thought about going back to

It’s enough to make the owners of oversized comforters groan with pleasure. “We spent a little more, but we chose the more efficient machines. The washers use less water, and the dryers, because they run on propane gas — dry much more quickly,” said manager Johnny Bajana. Planning Director George Garrett advised the City Council on Tuesday that it’s just a matter of days. “There are only a few details left to take care of,” he said. Already, the place has been outfitted with a change machine, and dispensers of those adorable little boxes of detergent and softener. Of course, it has the molded fiberglass seating that’s period correct, and similar slick-surface folding tables. Bajana said the washers start at $4 a load and the dryers run on time-allotments per 25 cents. The Marathon Laundromat will eventually, probably, offer a fluff and fold service. “I think we’ll start by taking names to gauge the interest,” Bajana said. A corner for refreshment sales is also likely. Hours are also yet to be determined. The last self-service laundry facility, located at 60th Street, closed in 2013.

Often times it's not what we eat, but how much we eat. Portion sizes have drastically increased over the last few decades. A portion size is the amount of food you choose to eat for a meal or snack; not necessarily a recommended serving size. Everything — even "healthy" foods when eaten in excess — can cause weight gain. REEF Lionfish Derby brings in invasive species Divers and snorkelers will compete in the Fourth Annual REEF Winter Lionfish Derby to remove as many lionfish as possible in a single day on Saturday, March 12 from sunrise until weigh-in at 5 p.m. at Postcard Inn in Islamorada. The weigh-in is open to the public and will feature free lionfish ceviche samples, educational demonstrations, and opportunities to talk to lionfish experts. avana Jack’s has everything — a waterfront location, a viewing dock, huge tiki huts sheltering both comfortable groupings of deep couches and standard tableand-chair combinations. It has two bars, plus indoor seating, live entertainment and special fun scheduled every night. And that doesn’t begin to touch on its delicious food, creative cocktails and on-site cigar club. “What else could you want?” asked Mark Mistie of the Glunz Ocean Beach Hotel and Resort which encompasses the restaurant, opening his hands wide to embrace the whole operation. “Sit down, eat, smoke, have a drink, dance.” The big reveal for the renovated and storied restaurant on Key Colony Beach, the tiny town adjacent to Marathon, was in late December. The response, Mistie said, has been phenomenal. The locals and snowbirds have embraced the restaurant. “This,” he said, referring to Key Colony Beach, “is such an interesting community. It’s vibrant, but still has deep-seated, old-fashioned values.” Guests are taking advantage of the extensive craft beer list and sipping the signature cocktails such as the Cuba Libre and Mojitos. They’ve also shown a marked preference for the

“Cioppino,” an Italian-American seafood soup brimming with clams, mussels, local shrimp, fresh fish and crab claws. Chef Justin’s presentation and arrangement of colors is top notch, too. The other favorites are the Grouper Oscar (stuffed with crab meat and topped with fried leeks) and the crab cakes served over Caribbean rice with a sriracha remoulade. Mmmm. The pizza is also house-made

and delicious. Havana Jack’s is an “anytime” kind of place. In the early afternoon, some patrons perch at the bar, while others lounge in the sun or take up the barstools facing the ocean to watch a sleepy iguana ramble over the rocks. In the early evening, guests play trivia or participate in the sip-and-paint at the regularly scheduled workshops. At night, the live entertainment gets the party on their feet to dance under the stars. “This is one of the most unique venues in the Keys,” Mistie said. Unsung Heroes honored at 16th annual Volunteers of the Year luncheon By Kristen Livengood

Tarpon Harbour Apartment Homes Tarpon Harbour Apartments is now pre-leasing for March 2016 moveins. The community is a 106-unit class “A” multifamily rental housing community that is being developed by Eastwind Development and managed by Lincoln Property Company. The community is located Oceanside in Marathon near MM 51. The Community Foundation of the Florida Keys shined the spotlight on the good deeds of 90 volunteers who gave their time and talents to non-profits in the Florida Keys. Monroe County charitable organizations nominated their volunteers to be recognized for their good work. Since 1996, the Community Foundation has been working with non-profits, volunteers, and donors to build philanthropy and support the important work of non-profits in making the Florida Keys a better place to live now and in the future.

ABBY OGLESBEE Lower Keys Women’s Club “It is an honoring and humbling experience because I don’t do it for recognition,” said Abby Oglesbee, Lower Keys Women’s Club’s Unsung Hero. “It was like a big thank you hug from the group.” She became involved with the group when her neighbor brought her to a luncheon in 2003. “I see a need in our community for people who don’t have many resources,” she said, adding that her mother’s illness motivated her to help others who cannot help themselves.

Unfortunately, he is limited to winning Big Kahuna only once, but is continuing to support the organization by following the tradition of helping the new contestants. “I was humbled to be included with the other recipients who do so much for this community,” he said.

MARK TODARO Kids Come First “Very humbling and honored,” said Mark Todaro, president of Kids Come First, a nonprofit dedicated to the needs of local youth, about his recognition as the Unsung Hero for the group. “I’m not doing this for recognition, but for the kids to help improve their lives.” He started in 2009 with his now wife’s nudging. Last year, Kids Come First were the recipients for National Comcast Days and were assisted in improving a park playground along with a cash donation to non-profit. “Currently, we are getting ready to collect clothes for the three high school proms, both the young ladies and young men,” he said.

DIANNE WEITZ Leadership Monroe County Dianne Weitz was a graduate of Leadership Class 16 when she was first asked to be a part of the non-profit’s Board of Directors. “I had a lot on my plate at the time and declined,” she said, but was asked again and able to step up to the plate. “It’s a well-meaning and great program,” she said about being honored as the group’s Unsung Hero. “People learn so much from Leadership.” She added that it was an honor just to be selected to be involved with the Class 16, let alone just be on the board. “The networking and connections you make, and people you meet, are so helpful for personal reasons and to help with other non-profits we are involved with,” she said. “What would we do without the nonprofits? They fill such need in our community.”

Crazy Laws in America, Part 2 The Keys Disease Guide on how not to get in trouble in the 50 states

s we left off last week with actual laws on the books here in the U.S., my good UK friend Mac deserves the credit for bringing these to my attention. I share these laws as a public service, so that none of us get caught doing something seemingly innocent, yet highly illegal, and end up in jail for these transgressions. Get ready, for now we continue on with more crazy laws from all 50 states! Nebraska: It is illegal for a mother to give her daughter a perm without a state license. Nevada: It is illegal to drive a camel on the highway. New Hampshire: It is illegal to carry away or collect seaweed at night. New Jersey: It is illegal for a man to knit during fishing season. New Mexico: State officials ordered 400 words of sexually explicit material to be cut from Romeo & Juliet. New York: It is illegal to wear slippers after 10 p.m. North Carolina: Elephants may not be used to plow cotton fields. North Dakota: It is illegal to lie down and fall asleep with your shoes on. Ohio: It is illegal to get a fish drunk. Oklahoma: It is illegal to

wrestle a bear. Oregon: It is illegal to go hunting in a cemetery. Pennsylvania: It is illegal to tell a fortune teller where to dig for buried treasure. Rhode Island: Biting off someone’s limb will result in 1-20 years in prison. South Carolina: Horses may not be kept in bathtubs. South Dakota: It is illegal to sleep in a cheese factory. Tennessee: It is illegal to share your Netflix password. Texas: It is illegal to sell your eye. Utah: It is illegal NOT to drink milk. Halloween. Washington: The harassing of Bigfoot, Sasquatch, or other undiscovered subspecies is a felony punishable by fine or imprisonment. West Virginia: Whistling underwater is prohibited. If you’re anything like me, you are probably glad that they didn’t film the “Messin’ with Sasquatch” commercials in Washington state. And you may wonder about the range of penalties for biting off a limb in Rhode Island, and if they’re effort-based — is biting off a fingertip a one-year sentence while gnawing off an entire leg will get you the full 20? And is anyone stupid enough to try and whistle underwater in West Virginia (or anywhere, for that

verlooking Faro Blanco Lighthouse and the back pool, Lighthouse Grill offers more than just drinks and a view, they have a few of the best bartenders on the island and Devin Johnson is one of them. “The best part about working here is my coworkers,” said the four-month veteran of the Lighthouse Grill. He said he took a hiatus from the profession before returning. “I decided this was going to be the best place to bartend again because of the staff here.” One of the other things that sets Lighthouse Grill apart is the bartenders’ attention to details. “We love making fresh cocktails,” he said. “We juice limes and lemons every day. We like everything fresh.” His favorite cocktail on the menu is the pomegranate martini made with Kettle One, fresh squeezed juices, simple syrup and splash of cranberry. “We don’t use premixed sour mixes,” he said. School official expects action on HOB theft By John Dick

T

he Monroe County School District will soon be presenting a report on the missing Horace O’Bryant (HOB) daycare funds, which have now been calculated to be $21,731.51. When the State Attorney’s office has completed its investigation, we will receive the school district’s internal report on the who, what, and why it happened — including Superintendent Mark Porter’s discipline recommendations for those involved. I expect these reports at our upcoming meeting on Tuesday, Feb. 23. Disciplining employees is solely the responsibility of the Superintendent. He can opt for light or severe consequences and he is not obligated to make it public. He does not have to come before the board for a vote. However, in light of our past scandal and the current media attention given to this matter, it would be political suicide for him to hide this from the public. I was on the School Board when we had a major scandal a few years ago, and I was extremely unhappy with the consequences brought forth by the superintendent serving at the time. Former Superintendent Burke’s sanctions were tantamount to “a slap on the wrist.” I felt the discipline recommendations were too light given the gravity of the situation and therefore, I voted no. The board majority, unfortunately, voted to accept the “slap on the wrist” recommendations. Superintendent Burke based his discipline recommendations on a forensic report that was created by a Miami accounting firm as well as input from a Tampa law firm. Both firms were hired by the School Board to investigate the theft. The cost for these investigations amounted to more than $300,000. I was amazed to see a call to bring in both of these same firms to investigate the current misappropriation of funds. This current situation is confined to one program in one school and is not going to expand into numerous departments as the last Page 33 • Marathon Weekly • Feb. 12, 2016

situation did. In our current situation, the State Attorney’s office will investigate this matter thoroughly for any criminal aspect. Our attorneys will investigate to identify those who failed in their duties but are not guilty of criminal offenses. This can and will be done at a minimal cost to the district. In my opinion, common sense should dictate that anyone guilty of stealing would be fired immediately. Also, if there is evidence that would lead to a reasonable expectation of a guilty verdict in a court of law, then those persons should be prosecuted. Those that for whatever reason declined to perform their assigned tasks or provide proper oversight of the program should face consequences appropriate to their failure and dereliction of duty. In the previous scandal, our past Superintendent, Joseph Burke recommended 10-day suspensions and a slight drop in salary for a few administrators and no consequences at all for several others. Bear in mind that the previous scandal had documented more than $400,000 in theft and had many more cases of apparent theft but lacked the evidence to prove it. This would have brought the total to well over $1 million. If we hired the same investigators as in the past, with our current $20,000 loss, I wonder what trivial rep-

rimands would have been recommended. Thankfully this current board has voted to not bring back the same firms. We did so at an open board meeting explaining our reasons, namely cost and past results. Yet, surprisingly we still have a small group clamoring for their return. While they aggressively and continuously state they want accountability, they call for the return of a previously used firm whose past recommendations were questionable at best. Even when one of the firm’s $30,000 plus expenses fee was rejected by the School Board, it then offered its services for free. Most people I know would be very suspicious of such an offer. Carnival hustlers use sleight of hand and misdirection to guide their customers and I wonder if this is a case of directing attention to a very vocal call for accountability while trying to slip in an outcome that in all probability may be at best a very minor “slap on the wrist.” One can only speculate as to reasons why. — Monroe County School Board Member John Dick is the vice chairman of the board and represents the Middle Keys. He was first elected in 2006 and his current term expires in 2018.

Upper Keys’ largest solar array now operational Contributed

sland Hammock Pet Hospital recently installed the largest array of solar panels in the Upper Keys (and second largest in the entire Keys) on its roof to power hospital operations. The 30.24 kW system is projected to generate 75 percent of the total electric power needed to run the pet hospital and covers nearly the entire 2,000 square feet roof of the hospital. “We live in the Keys because of its unique and beautiful environment,” said Martha

Annual garden walk set Feb. 27 Contributed

he Garden Club of the Upper Keys invites the public to the 2016 "Inspiring Island Gardens" tour. It will take place — rain or shine — on Saturday, Feb. 27 from 10 a.m. to 4 p.m. All properties are located between MM 99.5 in Key Largo and MM 93 in Tavernier. This year’s walk showcases a tropical paradise, a Zen garden and an owner-inspired garden with many creative and artistic ideas for guests to take home to their personal oasis. as the environment.” Over the 25-year life of the system, its use will prevent nearly 1,000 tons of CO2 from entering the atmosphere, according to Solar Energy Management, Inc., the system installers. That is the equivalent of planting about 23,000 trees, recycling 3,000 tons of solid waste instead of landfilling it, or not burning almost 500 tons of coal. Dr. Edwards estimates the solar panels will return the hospital’s investment in just six years. The entire system is state-ofthe-art technology providing a 98.5 percent energy efficiency,

Ian Martin, the facility’s education coordinator along with other staff, will be on hand to answer all questions about the birds. There will also be a Garden Tea Party at MM 94 at the club’s historic Francis Tracy Garden Center in Tavernier. It, too, lasts from 10 a.m. to 4 p.m. and features local arts and crafts, music and refreshments, and many exhibitor booths selling tropical plants, art, natural food and other items. Tickets are a $25 donation to the Garden Club of the Upper

When excess power is generated, it is sent to the Florida Keys Electric Coop grid. “The Florida Keys Electrical Cooperative is pleased to enter into a solar interconnection agreement with Island Hammock Pet Hospital," said FKEC CEO Scott Newberry. "We welcome them as the newest of nearly 40 interconnected members who have the potential to sell us their excess solar generated electricity.” Island Hammock’s sturdy two-story concrete building is well insulated, making it ideally suited for energy efficiency and conservation. Dr. Edwards, an ardent recycler, notes that the all of the facility’s systems were designed for energy and water efficiency with a 16 SEER HVAC rating, “water smart” fixtures and its appliances, computers and servers all energy star rated. One movie, Jimmy Buffett, and his love for the ‘Glades and Keys Contributed

hen book editor Dan Burkhardt needed someone to write the introduction to his coffee-table book about the Everglades and Florida Bay, he couldn’t think of anyone more qualified than Jimmy Buffett. What resulted was an unanticipated original essay where Jimmy told the little-known story of how his love of the area developed. Come hear Burkhardt, author and conservationist, as he presents, “How One Movie Hooked Jimmy Buffet on the Everglades and Florida Keys,” on the evening of Wednesday, Feb. 24, at the Keys History & Discovery Center in Islamorada. The Center opens at 5 p.m. and the presentation begins at 6 p.m., with a book-signing to follow. The presentation and book-signing are part of the Keys History & Discovery Center lecture series. You know his songs and his stories about the Florida Keys and Key West, but his love of the Everglades and Florida Keys came about long before his fame.
