Taskforce: Go after an extra penny Marathon’s affordable housing advisors discuss funding options By Sara Matthis
M
arathon’s affordable taskforce made two decisions on Wednesday. First, it will pass along a recommendation to the Marathon City Council that it explore an option for an extra cent on the bed tax. Second, it will advise the City of Marathon to have staff consult with Monroe County regarding it’s “share” of bed tax money — a half cent — that is currently deposited into the county’s general revenue fund. Both measures are an effort to fund the affordable housing needs of the Middle Keys city. The extra cent would need to be approved by the Florida legislature. “I like the idea of an extra penny on bed taxes,” said taskforce chairman Josh Mothner. The decision came at the end
of a long presentation of more than a dozen subjects that relate to affordable housing from cost burdened households to building tiny homes. The ideas that sparked the most interest were Community Redevelopment Areas (CRAs) and a rental assistance program modeled after Martha’s Vineyard in the Northeast. Local attorney Frank Greenman, a longtime advocate of CRAs, cited Fort Lauderdale’s CRAs as an example — seven separate districts raised $19 million and leveraged $371 million in redevelopment projects. “This is the type of money it will take to build affordable housing in Marathon,” Greenman said. CRAs are made possible through state statute that allows county property tax dividends above a certain threshold to be diverted from

do to the city’s coffers. “The City of Marathon normally receives property tax revenue from Monroe County. If that money is diverted, what would that do to our general budget?” he asked. Christine Todd-Young, a taskforce member and also the Executive Director of Habitat for Humanity of the Middle Keys, reported her findings on a unique rental assistance program on Martha’s Vineyard. With a similar affordable housing shortage, city leaders there were able to convince state officials to collect an extra 3 percent of property taxes. Part of the money is used to offset rents with a formula based on number of bedrooms and size of the household. “This is something that could help us immediately, right now, to preserve the workforce,” she said, acknowledging that enforcement and eligibility, not to mention receiving the Florida legislature’s approval, are all obstacles. “But we have to do something; the cost burden to our renters is astronomical,” she said. The taskforce also discussed the use of “fractional allocations” to build tiny homes for affordable housing. Fractional allocations, if approved by the state, would allow the city to sidestep the number of units that can be built in the Keys and still be in compliance with the state hurricane evacuation plan. The rationale is that smaller home dwellers often have fewer cars to impact traffic. Discussion at the taskforce meting eventually turned to vacation rentals — not to be confused with second homes that sit vacant for most of the year. Mothner likened vacation rentals to the “flea on the elephant of affordable housing. It doesn’t have a lot of impact.” Still, expect city officials to revisit the Gray Robinson law firm’s opinion on whether or not Marathon would be allowed to change its own vacation rental laws, without running afoul of state government. Keys voters go Trump and Clinton Pass flex spending for schools By Jason Koler

onroe County reported 43 percent voter turnout this past Tuesday as they weighed in on the presidential race, school funding and affordable housing in Key West. On the national level, voters in the Florida Keys largely followed the rest of the country with Republican voters giving billionaire Donald Trump a large margin victory over Florida Senator Marco Rubio. Rubio has suspended his bid for president. Trump had nearly 30 points, or 1,620 more votes, than Rubio. Texas Senator Ted Cruz and Ohio Governor John Kasich rounded out the top four. The Monroe County Democrats pushed Hillary Clinton closer to the nomination as she edged Vermont Senator Bernie Sanders

by 133 votes. Locally, voters renewed the flexible spending authorization for the Monroe County School District. The clause allows the district to move ad valorem tax dollars earmarked for capital improvements to the general operating fund that supports teacher’s salaries, school nurses and classroom supplies. In Key West, voters squashed an idea to purchase the Perry Court housing development by more than 13 points. Last year, elected officials proposed buying the property for approximately $55 million and deed the units for affordable housing. Monroe County will vote again in the August 30 primary election. Those wishing to change their party affiliation have until July 31 to do so.

NEWS Businessman makes fundraising possible The Marathon High School swim team and Friends of the Marathon Pool would like to thank Raul Cisneros of Keys Shuttle for his recent support. The swim team was allowed to park cars on his lot near the Marathon Community Park during the Marathon Seafood Festival. The funds raised support the swim team who must travel to Islamorada for every practice, and even farther for every swim meet. It also supports the Friends of the Marathon Pool who are working to build a community pool, open to the public, for Marathon residents and visitors. Again, our thanks to Raul Cisneros. n many ways, Howard Livingston personifies all that is good with the Keystock Music Festival. After all, the local music legend and festival pioneer has been instrumental since day one, integrating his uncompromising love for music with a passion for giving back — which is the fabric of the Keystock Music Festival. Howard Livingston and the MM 24 Band will open the Keystock concert for headliners Huey Lewis and The News on Saturday, April 2 at Truman Waterfront. Howard Livingston gave up his tie 10 years ago and switched his neckwear to a white puka shell necklace. By then, he had already written hit trop rock songs while shivering through cold winters in Chicago and a job that sent him traveling around the globe. “I was sitting in a business meeting overseas, and someone asked me what time it was in Chicago,” he said. “I was daydreaming about my dock in Summerland and said I had no idea, I was living on Key West time.” “Living on Key West Time” became one of Livingston’s hugely popular hits, which led to an introduction to Joe Cleghorn,

After playing two Keystocks at the campground, the two quickly realized they had outgrown the area and upgraded to Truman Annex Waterfront in Key West. What started as 3,000 people rocking out at Lazy Lakes RV Resort at the first event in 2009, which brought in country singer Cowboy Troy, Jerry Jeff Walker, and Mac McAnally at the Lower Keys location, turned into a night of jamming found nowhere else on the island chain. With more than 5,000 people coming through the gates for past events, to hear
the likes of Blood, Sweat, and Tears, Three Dog Night, Grand Funk Railroad, and The Doobie Brothers, Keystock has grown to an eventful evening with some of music’s most talented. “It’s an incredible feat to get these names down here,” said Livingston, on the bands who have played at Keystock. The concert funds Homes for Veterans, a nonprofit which helps veterans with housing. Since its inception, the concerts have raised more than $250,000. “This community never ceases to amaze me,” said Livingston. Besides the tropical songs and great music, Livingston’s fans (and yes, he has his own fan club) look forward to seeing the famous Johnson marine outboard he hauls on stage to mix margaritas. At some events, he “sells” the first cocktail to raise money for charities such as KOA Kid’s Care Camps, which sends children with cancer to a weeklong fun camp free of charge — one of Livingston’s greatest passions. Now, Howard’s life is all about his family, his dogs, and watching the sun set every night. And, he hasn’t put a tie back on since.

his weekend brings tons of fun throughout the Keys as the Florida Keys Wildlife Refuges and the friends group FAVOR host the first Outdoor Fest. The two not-to-miss events include the family fairs, taking place on Saturday, March 19 at Crocodile Lake Refuge from 9 a.m. to noon and at Big Pine Community Park from 10 a.m. to 2 p.m., following the second annual Run With Deer 5K at 8 a.m. at the Big Pine location. More than two-dozen booths will be at the TDC-funded fairs, including face painting, free T-shirts, live animal exhibits, and interactive, hands on activities. Live music by the Megan Ellis Band will be at the Big Pine event. “The fairs are definitely worth coming out to,” said Refuge Ranger Kristie Killam. “We hope to engage families and the local community and inspire them to become wildlife and outdoor advocates.” The weekend is full of other free events to inspire wildlife buffs, like geo caching, knot tying lessons, marsh rabbit meanders, and butterfly gardening. Sunday brings free kayak tours leaving from Big Pine Kayak starting at 9 a.m. to noon, and a two-hour full moon paddle for a $25 donation on Monday, March 21. On Tuesday, March 22 from 6:30 to 8 p.m. the Key West Wildlife Refuge will host a free wilderness treasure event. “It’s part of the reason why I live here; getting outdoors creates such a connection with the wildlife,” said volunteer Cricket Desmarais. “Once you get out there, everything slows down and it’s like medicine.” Desmarais volunteers to help promote and protect the refuges. “Anything we can do as a community to protect it now and for future generations, more power to us and the creatures that live here,” she said. Organizers hope to grow the fest bigger next year and are anticipating more people will volunteer. Since it is a Keyswide

Where’s the butter? Scenes from 40th Annual Marathon Seafood Fest

elling out of lobster, stone crab, shrimp, and smoked fish dip, the 40th anniversary of the Marathon Seafood Fest will go down as a huge success. More than $7,000 from tips will be donated to local Marathon youth sports clubs and teams, and $2,600 will be split between KAIR and the Middle Keys Domestic Abuse Shelter. “In all, Marathon and our community benefited greatly from another successful event,” said Marathon Chamber of Commerce CEO Daniel Samess. “Personally, I am honored to work with such an amazing staff, event partner in O.F.F., and our volunteers to put on Marathon’s biggest and best annual event!” — Weekly Staff report

After some retail therapy, animal lovers are invited to head over to Key Colony Inn for a lighthearted “Coins 4 Critters” change drive Saturday evening. Live musical entertainment by John Bartus and delicious specials are on tap for diners and drinkers, and FKSPCA donation jars are to be on hand for collecting coins to empty your pockets and purses of loose change. Pet treats and food donations are also welcomed and appreciated. The fundraisers are a necessity. According to Florida Keys SPCA Director Tammy Fox, the Marathon shelter needs to raise an additional $72,000 above and beyond what it receives contractually from Monroe County to operate the shelter. More events are planned throughout the year to support some of the new programs instituted when the FKSPCA assumed control of the shelter in October. For instance, the “6/60” program offers free adoption of shelter animals over 6 years old to seniors over 60 years old. “Seniors can offer a calm environment for the pet to live out the rest of its years happily,” Fox said. The shelter has already started a pet food pantry, as well, in conjunction with KAIR. The public can drop off donations to the shelter on Aviation Drive and families or individuals in crisis can retrieve the cat food and dog food from KAIR. The FKSPCA also offers free shelter for the pets of domestic abuse victims until he or she is back on their feet. “We don’t want people to stay in a bad situation because their pet has no place to go. Sometimes a loved animal is the only thing keeping a person there,” Fox said. The FKSPCA shelter in Marathon is located at 10550 Aviation Boulevard.

s that a bird?” Passersby on Coco Plum Beach marveled at the sight of Shannon Aument of the Marathon Wild Bird Center working with a cormorant earlier this week. She waded out in the water with it and let it flap around in the seawater. Then she waded back to shore and the bird followed. “Absolute trust,” Aument said. “That’s our goal. The bird has to trust us completely.” The cormorant is auditioning for the role of “education” bird — used for Marathon Wild Bird Center’s traveling exhibits at fairs and schools. Because it has limited vision in one eye, and none in the other, it cannot be released into the wild. “Here, give him a scratch,” Aument said, offering the bird now perched on her arm, protected by a leather gauntlet. “He has to get used to people.” The Marathon Wild Bird Center has a variety of “education” birds that will have a chance WILD
to shine now that Betsy the Pelican (once featured on a Weekly magazine cover) is ready to retire. “The Marathon Seafood Festival was Betsy’s last public appearance,” said Kelly Grinter, executive director of the Marathon Wild Bird Center. How old is Betsy? “Well, we know she’s at least 20 years old, but pelicans can live to be 50 years old in captivity. For all we know, she’s 48 and just not saying.” Coming up through the ranks are a few other birds. Sweetie is an American Kestrel of Cuban descent who was raised as a pet by a well-meaning, but law-breaking, individual who deprived the migratory bird of natural survival skills. Sartore is a sandwich tern with some physical disabilities. Sartore was so named after famed National Geographic photographer Joel Sartore who recently stopped by the bird center to shoot his picture. Both of those birds are friendly and good with the public. as good with the public (she bites), but she still makes the rounds in a traveling habitat. “Bella likes to be out. She enjoys people watching as much as people like looking at birds,” said Grinter. “I don’t think you can train an education bird, more like feel them out for the position. Personality is key. You have to pick a bird with the right personality.” The cormorant has yet to be named, and the experts can’t tell if it’s a boy or a girl, but they are soliciting name ideas. hen her gas light came on while driving to Key West in her move from New Orleans, Katy Kennedy made a pit stop in Marathon to refill her gas tank and stop for a beer at The ‘Cane. “Honestly, it just kind of fell in my lap,” she said of her 11 ½ years bartending gig at the Hurricane Bar and Grille. “I just happened to walk in and have a beer with the owner, and he said he was looking to hire a bartender.” That family feeling is what has kept her in Marathon for all these years. “Working at the ‘Cane is great because we’re a family,” she said. “We are all friends. It’s a job, but it’s fun. It’s the perfect mom-and-pop place.” She has a couple favorites behind the bar. Her personal choice is a Woodchuck Cider, sometimes slamming it with a Goldschläger bomb. “Woodchuck is the best brand ever,” she said, adding that it goes great with the smokehouse burger. “It’s gotten really popular lately.” Another favorite is the Where the Eff Did I Park My Car? “It’s a lot of liquor, 11 ingredients in all, and tastes like a fruit punch,” she said of the shot that has some guests choosing a cab. “It’s not on the menu, so it’s really a local’s favorite.”

BRIEFLY Last cemetery stroll is this Saturday The last Key West Cemetery Stroll of 2016 is planned for Saturday, March 19 at 9:30, 9:50, and 10 a.m. departing from inside the Windsor Lane gate on 4th Ave. During the stroll, interpreters will tell stories of the deceased in brief monologues. Reservations are necessary, and can be made by calling 305304-1453. A donation of $10 is recommended. Retired and active military and students are admitted free with ID. The tour will take approximately 90 minutes. Participants should wear comfortable shoes and plan to walk more than a mile on uneven ground. Bottled water will be provided.

American exceptionalism sans actual intelligence
(Editor’s note: On this, the “morning after” the presidential primaries, John Bartus’ column on what ails this country seems appropriate. It was published in 2015.)

iami Herald columnist Leonard Pitts, a Pulitzer Prize winner (and remnant of what once was one of our great newspapers), once wrote a column called “Losing the Race for Intelligence.” In it, he compares America with a giant who, while strong and decent, somehow lost its intelligence. Here is an excerpt from the column: “Stupidity stole over the giant until it could no longer tell science from faith, or conventional wisdom from actual wisdom and in any event, valued ideological purity above them all. Stupidity snaked over the giant until science teachers shrank from teaching science, history books contained history that wasn’t history, late-night comics got easy laughs from people on the street who could not say when the War of 1812 was fought, political leaders told outright lies with blithe smiles and no fear of being caught and you would not have been surprised to hear that someone had fixed mathematics, so that 2+2 could now equal 17, thus preserving the all-important self esteem of second-grade kids.” Wow. There is so much truth packed into that paragraph, truth that should give all of us in modern society a reason to
pause and reflect. Let’s start with some of our historical religious tomes. The Bible. The Torah. The Quran. (Insert your favorite religious text here.) All of them are classic works, each containing nuggets of spirituality, wisdom, inspiration, poetry, and great insights into the hearts and minds of our ancestors. They’re not science books. They’re not to be used as reference texts for astronomy, paleontology, biology, chemistry, or physics. Yet millions of people in the USA still believe that the Earth is but 6,000 years old, carbon dating is a lie, that vaccines are evil potions, and that the fossil record was put there to test our faith. No matter how much you’d like to, no matter what was written down on 2,000-year-old papyrus from stories handed down the generations, no matter what you think, you can’t invent your own facts! Politicians, not educators or scientists or historians, often
determine what should be taught in classrooms. Society places less value on intellectual exceptionalism than it does on celebrity or athletic skills. A large amount of students don’t care, and why should they? Their parents couldn’t care less, either. And a lot of teachers have to feel frustrated as the importance of education keeps diminishing in the halls of state legislatures nationwide. And while we as a nation seemingly spend a lot on education, our students are ranked but 21st in math proficiency and 26th in science proficiency. So as we sit with one thumb on the remote control (you know where the other one is), other nations are passing us by. We may no longer be on the cutting edge of science and technology. After the last Space Shuttle flew, the United States has been totally without a way to get astronauts into orbit or to the Space Station, and there’s no rush for the USA to get Orion
project moving any faster over the next few years. We have to rely on 1960s vintage Russian Soyuz launch vehicles. This blows the whole concept of “American exceptionalism” right out of the water. Some commentators refer to the idea as if it were some kind of birthright, like just because you were born in the Lower
48 it means you’re better than everybody else on the planet. No, it just means you were lucky not to have been born in some other hellhole like Iraq or Somalia or Syria. This nation in so many ways is the greatest place in the world. We are, however, being threatened by forces both external and internal.

After some retail therapy, animal lovers are invited to head over to Key Colony Inn for a lighthearted “Coins 4 Critters” change drive Saturday evening. Live musical entertainment by John Bartus and delicious specials are on tap for diners and drinkers, and FKSPCA donation jars are to be on hand for collecting coins to empty your pockets and purses of loose change. Pet treats and food donations are also welcomed and appreciated. The fundraisers are a necessity. According to Florida Keys SPCA Director Tammy Fox, the Marathon shelter needs to raise an additional $72,000 above and beyond what it receives contractually from Monroe County to operate the shelter. More events are planned throughout the year to support some of the new programs instituted when the FKSPCA assumed control of the shelter in October. For instance, the “6/60” program offers free adoption of shelter animals over 6 years old to seniors over 60 years old. “Seniors can offer a calm environment for the pet to live out the rest of its years happily,” Fox said. The shelter has already started a pet food pantry, as well, in conjunction with KAIR. The public can drop off donations to the shelter on Aviation Drive and families or individuals in crisis can retrieve the cat food and dog food from KAIR. The FKSPCA also offers free shelter for the pets of domestic abuse victims until he or she is back on their feet. “We don’t want people to stay in a bad situation because their pet has no place to go. Sometimes a loved animal is the only thing keeping a person there,” Fox said. The FKSPCA shelter in Marathon is located at 10550 Aviation Boulevard.

s that a bird?” Passersby on Coco Plum Beach marveled at the sight of Shannon Aument of the Marathon Wild Bird Center working with a cormorant earlier this week. She waded out in the water with it and let it flap around in the seawater. Then she waded back to shore and the bird followed. “Absolute trust,” Aument said. “That’s our goal. The bird has to trust us completely.” The cormorant is auditioning for the role of “education” bird — used for Marathon Wild Bird Center’s traveling exhibits at fairs and schools. Because it has limited vision in one eye, and none in the other, it cannot be released into the wild. “Here, give him a scratch,” Aument said, offering the bird now perched on her arm, protected by a leather gauntlet. “He has to get used to people.” The Marathon Wild Bird Center has a variety of “education” birds that will have a chance WILD
to shine now that Betsy the Pelican (once featured on a Weekly magazine cover) is ready to retire. “The Marathon Seafood Festival was Betsy’s last public appearance,” said Kelly Grinter, executive director of the Marathon Wild Bird Center. How old is Betsy? “Well, we know she’s at least 20 years old, but pelicans can live to be 50 years old in captivity. For all we know, she’s 48 and just not saying.” Coming up through the ranks are a few other birds. Sweetie is an American Kestrel of Cuban descent who was raised as a pet by a well-meaning, but law-breaking, individual who deprived the migratory bird of natural survival skills. Sartore is a sandwich tern with some physical disabilities. Sartore was so named after famed National Geographic photographer Joel Sartore who recently stopped by the bird center to shoot his picture. Both of those birds are friendly and good with the public. She enjoys people watching as much as people like looking at birds,” said Grinter. “I don’t think you can train an education bird, more like feel them out for the position. Personality is key. You have to pick a bird with the right personality.” The cormorant has yet to be named, and the experts can’t tell if it’s a boy or a girl, but they are soliciting name ideas.
