Between the Navy and a seawall City ponders future of Truman Annex Harbor

t was difficult to determine whether it was Key West City Commissioner Richard Payne or revolutionary activist Thomas Paine at Old City Hall this past Tuesday evening. The former Key West judge passionately lambasted the Navy over rights to the Truman Annex Harbor — even receiving outward cheers of support from the audience throughout his fervent plea.

“Thank God for George Washington, Thomas Jefferson, James Madison and John Adams and others who had the sense to give us a Bill of Rights,” said Commissioner Payne from the dais. “And the Fifth Amendment, of which shrined the principle that private property cannot be taken by our government without first making payment of just compensation to the owner of that property. After all, we are not a communist or third world country where property can be taken without recourse.”

Since being elected to the commission last year, Payne has called for the Navy to grant the City access and usage of the Truman Annex harbor — citing a long-standing agreement that he claims is being neglected by an abuse of power. In recent months, Payne reached out to several Monroe County legislators, including U.S. Congressman Carlos Curbelo, asking them to intervene on behalf of the City’s interest.

Although the City is still awaiting a response from the Navy, the issue was ushered back into the spotlight at Tuesday’s City Commission meeting when an agenda item asked commissioners to approve a $150,000 grant.

The grant funds, plus another $50,000 of in-kind dollars, would be the City’s contribution for repairs on over 300 feet of dilapidated seawall around the Truman Annex harbor.

Commissioners Payne, Samuel Kaufman, and Billy Wardlow all expressed reservations. Payne argued the wall was solely the responsibility of the Navy — at least until a new agreement could be reached. Kaufman cautioned that approving the grant could hinder current negotiations between the City and the Navy.

“Fellow Commissioners, there is absolutely no benefit to the citizens of Key West to refurbish this [seawall],” said Commissioner Payne. “And as far as the City of Key West being a partner with the Navy and NOAA, what kind of partner gives you property and then shuts you off from going to and using it so they can have exclusive use of the harbor?”

City Manager Jim Scholl characterized the item as basic “house keeping” and cautioned commissioners that failing to repair the wall could lead to greater costs should the damages become significantly worse during hurricane season. The opportunity to accept the grant expires at the end of this month.

Commissioner Jimmy Weekley offered the compromise: postpone the item until the Navy formally responds to the overlying issue, which are the City’s supposed rights to harbor access.

Dissenting on the postponement were Commissioners Billy Wardlow, Kaufman and Payne. Scholl said the Navy has indicated they will respond to the matter by Friday, June 17.

Bubba Ancestry: 11th generation Conch. His ancestors are responsible for driving out the indigenous population from Key West in 1691, while introducing many of the simple luxuries the island still enjoys today (such as rum, cigars and dengue fever).

How did the Bubbas change your life? After last year’s win I decided to take a spiritual journey for perspective and enlightenment. A lot of people recommended places like Mt. Kailash and Machu Picchu, but I ultimately decided on Dollywood.

How did the Bubbas change your life? Although I live outside of the city, I finally received lifetime resident parking passes for myself and the entire family.

I also get a free piece of key lime pie at Kermit’s, rubberstamped building permits, a seat next to Mayor Cates in the Fantasy Fest parade, Coast Guard emergency escorts in the event of a hurricane and a free fade at Conch Cuts. Not to mention I don’t have to wait in lines at the DMV, the Whitehead post office and IHOP. LANDON BRADBARY: 2015 Bubbas: Won Best Bartender Bubba Ancestry: Although most are fully aware that Landon is in the witness protection program (he constantly blabs about it at The Porch), it is widely assumed that he is the illegitimate son of Bum Farto.

How did the Bubbas change your life? I actually ordered a Nile crocodile off the Internet with my winnings. I named him Spanky, but my girlfriend forced me get rid of him. He was way too big to flush down the toilet so I let him go free in the Everglades.

The second annual All-boat Fun Run happened last weekend.

More than 100 boats, full crewed, made the rounds … literally.

Players collected hands at such watery locations as Boca Grande and Snipe Key. The proceeds benefited the Boys Soccer Club in Key West and was hosted by Murray Marine and Two Friends Patio, where the first hand was played.

Secrets Revealed Annual mystery writers festival this weekend

t’s a common saying among musicians that you can “never have too many guitars.” Well, when you live on an island and space is limited, this may not always be the case. For New York native Daryl Brooke, the struggle was real. Having moved to Key West with his family in 2012, Daryl soon realized he was going to have to get creative if he was going to hold on to all his equipment.

So what did he do? He opened his very own music store, The Grateful Guitar.

Daryl Brooke was born in NYC and grew up in Long Island. He began his musical career playing the trumpet in the school band, but soon found a higher interest in the guitar.

Upon hearing Duane Eddy’s “Rebel Rouser,” Brooke took to the guitar at age 10 and hasn’t set it down since.

And when he witnessed Jerry Garcia play the pedal steel in 1970, Brooke began exploring the instrument himself and found a new passion for which he continues to study daily.

Taking lessons from the likes of Neil Flanz, steel player for Graham Parsons/ Emmylou Harris on the Fallen Angels tour and currently from John Ely, steel player for the band Asleep at the Wheel, Brooke is constantly learning, not only the steel but all facets of music and music production.

Daryl is also a very busy man.

Daryl Brooke: Man of Steel to managing the Ramble Room Studios, Brooke is very rarely sitting still for very long. As a production leader of the Sunday Ramble series, Brooke along with Nick Norman, James Whitehead, Jeff Clark and Derik Reay have successfully launched what has become an incredibly popular and acclaimed concert series at the Key West Theater, something that is a first here on the island, of which he is very proud.

“It’s Key West musicians supporting other Key West musicians to perform music they wrote in a world-class venue. The preparation, rehearsals, and contributions from everyone involved all make for a unique show,” Daryl said. “We are thankful for all the local and visiting fans that make the Ramble so special.”

Daryl is also a member of the Ramble Band, playing the steel pedal on each show thus far. Brooke has also become very active in the daily music scene, performing alongside Norman, Whitehead and a host of others in and around town.

artender Noah, born and raised in Key West, serves Caribbean-style food and drinks at the counter service joint that specializes in beer and wine-inspired cocktails at Simonton Beach. Noah moved back to Key West after graduating from Florida State University with an exercise science degree. “I love working here,” he said. “I make great money and you can’t beat this view.”

His specialty is the Pirate Rum Punch. “We sell a lot of them,” he said mixing up the rum wine cooler adding his secret special ingredients and topping it with a tropical umbrella. “You won’t find a drink like this anywhere else it town.”

The Key West High School class of ’09 graduate said he is almost always working, but when he isn’t, he can be found at the gym, specifically Old Town Fitness.

Noah said the drink goes best with the fish tacos. “We always use hogfish,” he said.

They also serve conch ceviche, shrimp quesadillas, and Cuban sandwiches, as well as rent out lounge chairs for beach use and have umbrella seats for their customers.

“I love the small town atmosphere of Key West,” he said. “I love knowing everyone and still being close friends with people I grew up with.”

‘DANCE AROUND’ Laney Jones and The Spirits play Key West

t 24 years old, Laney Jones has already been dubbed by Rolling Stone magazine as one of the “Top Ten Country Artists You Need to know” in 2016 and it’s obvious why. Listening to her sing echoes greats such as Emmy Lou Harris, Lucinda Williams, and Patti Griffin. Her voice is vintage, soothing, piercing and distinct.

Her songs are soulful and melodic, capturing your heartstrings with her ability to play the banjo, ukulele, guitar and harmonica. Singing since she was 10, it didn’t dawn on her to make it a career until she picked up a banjo one day in college. “It felt instantly right,” said Jones.

Jones has been on the musical fast track. Just three years ago, she started recording while studying at the Berklee College of Music in Boston. Since then she has worked with songwriting great Kara DioGuardi, sang with country superstar Allison Krauss, performed her hit, “Broken Hearts” at Lincoln center in New York and won the prestigious John Lennon Songwrit-

Her songs range from potential pop hits, Indie staples to country classics.

Jones recognizes it’s hard to stay in just one genre. “The difficulty I find is being attracted to a lot of different types of music such as jazz, old-school country, Latin grooves, ’70’s rock, hip-hop, and a plethora of other sub-genres. It’s hard to pinpoint the essence of why I like what I like. All of it influences me and I just try to write good songs.”

Her Indie hit, “Run Wild” is an anthem worthy of any movie-esque moment, and earlier hits like “Broken Hearts” take you to her country roots.

Her latest hit, “Allston (Dance Around)” is a catchy cross blend of pop genres that leave you wanting more.

The second best part, they agreed, is their customer base. “They smile and treat everyone good,” said 20-year patrons Stan and Cheryl of Joe and Michelle during the recent Kentucky Derby Party. “The whole staff is friendly, fast, and personable.”

As far as changes over the past couple decades, the eatery has more ceiling fans and added AC to the sailfish room, and the old beer cooler has been replaced. “The town gets busier year round, but we’ve stayed pretty close to our roots,” Joe said.

The MARC House raised more than $4,000 at last Friday’s happy hour event at Bottle Cap Lounge with tips from the event and a silent auction benefiting the nonprofit that serves adult clients within Monroe County who have developmental disabilities. There are still a limited number of Cuba bike tour raffle tickets available for $50 at the MARC House Plant Store located at 1400 United St. in Key West.

Mr. Whaley inspires me because he taught me way more than calculus. He cares for his students and teaches life lessons along with AP Calculus.

What class do you think has best prepared you for life after high school and why?

Mr. Smith’s T.V. Production class because no matter how good the program is, there is still a lot of pressure students need to learn to overcome. Also, we are put in front of a community with people we don’t know.

What is your favorite social media and why? Who do you follow?

My favorite social media is Facebook because there are always such funny videos on there. I follow a lot of people I know in town.

What are the biggest challenges facing the Keys? What would you do to meet these challenges?

The biggest challenge is the “Bubba System.” This system affects many adults and children only because they haven’t been here for a long time. Non-bubbas have less of an opportunity to stand out. To meet it, try going to games, events, and things in the community.

What are your plans after high school?

I would like to attend UC Berkeley and become a computer programmer.

Do you think you will make the Keys your permanent home? Why or why not?

In the future, yes, but I think I would like to take a break for a while after high school.

What are your plans for the summer?

ey West Rotary Club prides itself as being a volunteer club raising money for everything under the sun, but the annual casino night is the one time when most of the members can just sit back with a glass of wine and shoot some dice and play some cards.

“We work our butts off all year,” said Casino Night organizer and co-chair Jessica Cranney, who will be found with a stack of chips in front of her at the black jack tables this weekend. “This is a stress free event.”

Last year’s Mardi Gras themed event raised $17,000 for Rotary scholarships. This year, the money raised will be going toward Take Stock in Children Monroe County scholarships. Cranney, who has been a Take Stock mentor for the past three years, is a big supporter of the nonprofit.

“All funds are matched by the state dollar for dollar,” said Take Stock Program Coordinator Chuck Licis. “So everything this raises will be doubled for scholarships for Monroe County students. We are very appreciative of Rotary for doing this.”

Professional level casino games like black jack, roulette, Texas Hold Em, and slot machines will be available for guests 18 years and older.

The games are for entertainment only and all donations go to Rotary Club of Key West.

The Second Annual Rotary Casino Night “Denim and Diamonds” will be held on Saturday, June 11 starting at 7 p.m. at Key West Marriott Beachside. arge swaths of skinny waters between Islamorada and the Everglades are no longer the stuff of TDC photo essays.

The chocolately brown water is closer to the hue of Lake Erie and the faint sulfuric scent is clear evidence of the massive seagrass die off in the Florida Bay that has resulted in localized fish kills, extensive loss of marine life habitat and led to ideal conditions for a massive algae bloom.

“The trigger has already been pulled and it will happen,” says Capt. Xavier Figueredo. “We are probably looking at the worst algae blooms that this bay has ever seen because the grass die off this time around is about 40 percent larger than last time.”

Figueredo is a founding member of the new 501c4 Florida Bay Forever formed to “call on policymakers to take immediate action toward Everglades restoration.”

He joins Islamorada Councilman Mike Forster, Daniel Burkhart, Capt. Steve Friedman, Mark Gregg, Mindy Conn, Figueredo, Capt. Gary Nichols and Capt. Elizabeth Jolin — the group’s executive director and Figuerdo’s wife.

The seagrass die off has already affected at least 40,000 acres and as it continues to spread across the Bay, the group is concerned about spider web of adverse affects across the fragile Florida Keys eco-system.

“It intersects other bodies of water,” Jolin warns. “The reality is that this is critical to the coral reef. We talk about it as if it is a closed system, but it’s not.”

In a report released by the South Florida Natural Resources Center (SFNRC), last summer’s drought “resulted in an acute, catastrophic loss of seagrass.”

The findings also allude to the biological and economic impacts of the die-off, reporting “Florida Bay provides the nursery area for a multibillion dollar fishery and tourism-centered economy. When Florida Bay is unhealthy, the impacts are felt across South Florida.”

U.S. Congressman Carlos Curbelo and State Representative Holly Raschein recently toured the affected area with Florida Bay Forever agents. Rashcein told the Key Largo Chamber of Commerce that more help is needed at the federal level.

“Florida Bay is a critically important ecosystem in addition to being a vital component of our local economy. That is why it is crucial that we continue to pursue strategies to send more clean water to Florida Bay,” Raschein said.

“We should consider all available options to not only increase water quality but to complete projects like the Tamiami Trail that will help send more water south."

Curbelo has said that the state needs to purchase acreage south of Lake Okeechobee to build reservoirs of fresh water.

Puppy Prosthetics Pet orthotics give local ‘good boy’ mobility GABRIEL SANCHEZ

ike most puppies, Moon has an insatiable curiosity about the outside. His favorite hobby in particular is chasing lizards. The fivemonth-old beagle mix gets along with all the other dogs at the dog park, too. “He loves dogs, people, and life in general,” said Diana Bassett, a first grade teacher at Key Largo School and Moon’s foster mom.

But Moon is a little different. He has no paws on either of his hind legs.

“When he came to us, his paws were bloody nubs,” said Kat Spiegel, rescue coordinator at Marvelous Pet Rescue in the Upper Keys. “We had to clean up his wounds and focus on keeping his legs from developing infections.”

The cause of Moon’s physical condition is unknown to this point — Kat said it could have been a birth defect or an injury. After he was rescued, staff had to ask themselves some hard questions about Moon’s quality of life.

Three professionals recommended euthanasia as an alternative to a painful life of immobility. But Kat and Diana kept looking for answers while encouraging Moon in his “therapy” to keep him strong. Then they found veterinarian Marta Sanchez of the Animal Health and Rehab Center in Miami.

She has 11 years of experience in this specialized work of fitting animals with prosthetics.

“He had very strong stumps and the length was adequate enough to make him a good candidate for orthotics,” said Sanchez. “When he came to me, he was two months old. We had to wait on X-rays to confirm he had no protruding bones or fragments. The concern was pain he may have felt when putting weight on the orthotic.”

There was a sense of urgency for his new appendage to work.

“If he rejected the orthotic, we would have been left with minimal options. The day he put on his slippers he started walking around within moments. There were a lot of tears and excitement,” said Diana.

With the slippers working, Moon is “He had very strong now able to run and swim. For now, he stumps and the wears his “Rambo slippers” three times length was adequate a day for two hours until he’s acclimated to the prosthetics. Being a special needs dog will require attentive care from an owner.

Prospective families need consider medical expenses, have adequate time to care for Moon, and be willing to guide him through physical therapy.

“My goal is find him a forever home that’s ready to take on whatever comes with him. He’s fought his way to this point and he deserves a chance,” added Kat. For now Moon seems content to accompany his siblings Virginia and Bailey on daily walks, slippers and all.
