Lobster mini season is upon us. Prepare for busy waters, full coolers, bustling boat ramps, and tasty “bugs.” This year, mini-season begins at 12:01 a.m. on July 27 and runs through July 28. (The final Wednesday and Thursday of the month, as always). Once lobster hunters snag a bag full, it’s back to the dock, then the kitchen to cook. Because lobster can be served in so many delicious ways, the Weekly had to ask locals…

How do you like your lobster? Amanda Lavigne said, “I like my lobster broiled, with white wine, lemon butter, capers, and sautéed baby portabella mushrooms.”

he Monroe County Board of County Commissioners approved naming the U.S. Customs facility wing at the Florida Keys Marathon International Airport in honor of the late Marathon community leader Dick Ramsay. Ramsay, a resident of Marathon since the 1970s and the former mayor of the city, was a driving force behind the customs facility project. “Over more than the last five years, Dick and I worked together to bring this project to the Middle Keys,” Monroe County Commissioner David Rice said at the Wednesday BOCC meeting that was attended by many members of Ramsay’s family. “For those of you who have not worked with the federal government before … you have no concept to the detail and endless work that is involved.”

Rice said he could not remember one meeting that Ramsay did not attend. Both men are pilots and both thought a customs facility would be good for the economy of the Middle Keys. On April 20, their vision and dedication paid off with a ribboncutting ceremony to celebrate the opening of the $1.64 million, 4,200-square-foot, state-of-the art facility. On June 2, Ramsay died. “It doesn’t seem fair to me that after all those year of work, Dick never got to clear customs there,” Rice said. “But, I suppose, it only underlines the fact that he did it for his community and the Keys. … Dick just loved that airport.” — Contributed

Biscayne errors Biscayne National Park and its managers failed to earn the public’s trust in the development of a highly manipulated General Management Plan (GMP) worthy of an investigation by the Inspector General’s office. The plan was so misleading, Rep. Carlos Curbelo was granted a House Natural Resources Committee Field Hearing in August of 2015 in Homestead to address it. Park officials failed to produce any credible evidence to support their proposed actions and were severely chastised by the Florida Fish and Wildlife Commission and industry for out of date and misapplied science; catch/effort studies that insulted one’s intelligence; failure to abide by memorandums of understanding; and downplaying the impacts of a proposed closure certain to wreak economic havoc on small businesses and generations of commercial fishermen in South Florida and the Upper Keys. This prompted Rep. Ileana Ros-Lehtinen to sponsor legislation (HR-3310) preventing large-scale closures without appropriate scrutiny and approval of state jurisdictional agencies. That legislation has passed the House and Senators Bill Nelson and Marco Rubio have now introduced the Senate version (S-3099). The park does not have a fisheries problem. Key indicator species of snapper and grouper have all been formally assessed within the past five years and all have been rated good to excellent. The biggest impact to corals continues to be climactic change and diver interactions similar to what is happening in the Florida Keys National Marine Sanctuary. Despite a proven correlation between coral damage and the number of mooring buoys in a given area, the park plan would increase diver activity by increasing the number of mooring buoys in the proposed closed area. We need to rethink our priorities and take steps to address and correct the following: The continued dumping of billions of gallons of hot, super-saline, highly radiated water into nearshore waters by the Turkey Point Nuclear Power Plant; repeated sewage failures in Miami/Dade dumping hundreds of millions of gallons of raw sewage into Biscayne Bay; increasing law enforcement to prevent poaching and trap molestation, enforcing fishing regulations and diving activity. (There are three park service, on-thewater, law enforcement officers for all 173,000 acres bordering the eighth largest metropolitan area in the U.S.) Therefore, we fully endorse the legislative actions taken by Representatives Ros-Lehtinen and Curbelo and Senators Nelson and Rubio for the benefit of all South Floridians and the millions of visitors annually to Biscayne National Park. County, Islamorada pass resolutions asking for federal and state aide for Everglades Restoration SARA MATTHIS

n July 21, Monroe County passed it’s Everglades Restoration resolution, a plea to move as quickly as possible to increase water flow to the Florida Bay which is experiencing hyper-salinity. Those conditions have lead to a 50,000-acre seagrass die off and experts warn that an algae bloom, similar to that in the late 1980s, is imminent. The county’s move comes almost a month after the Islamorada Village of Islands passed a similar Everglades Restoration resolution, although the Upper Keys document is much more specific in its call for action. There are two acronyms on the lips of all locals — CERP and CEPP. CERP is the Comprehensive Everglades Restoration Plan passed in 2000 and is comprised of 68 specific projects to restore the historically correct watershed that flows south from Lake Okeechobee. However, in a 2014 review it was noted that only eight projects had been authorized and construction initiated on only four. The CEPP, Central Everglades Planning Project, is a component of CERP and provides an expedited plan to restore water flow in the Everglades. CEPP calls for water storage that would require land acquisition and deals primarily with the quantity and quality of the water distribution. Earlier this week, Dr. Stephen Davis of the Everglades Foundation addressed a group of Marathon businessmen and women. The Everglades Foundation is a 21-year-old nonprofit established during the late ’80s during the previous seagrass die off, comprised of scientists and lobbyists. “During the last die off, the Florida Bay experienced two decades of algae blooms,” he said. “We were just beginning to recover when the drought of last summer put the entire problem in motion again. We anticipate a large-scale algae bloom in Florida Bay.” Marathon is also working on a resolution to issue to state and federal authorities. On July 12, Islamorada Village Mayor Mike Forster addressed the council about the need for action. Marathon City Manager Chuck Lindsey said the entire council is committed to persuading the pertinent agencies to move as quickly as possible on projects that can alleviate the hypersalinity. Staff is currently drafting a resolution expected for the council’s review on Aug. 9.

Thirty-six kids came out for the two-night performance of “Willy Wonka, Jr.” for Marathon Community Theatre’s summer program. The program was designed to expose young students to the performing arts and discover talents of children who may not otherwise realize they have a propensity toward theater. There was a classroom and hands-on training for the children in stage production. Devin Clarke and Kara Pascucci were able to stage this production with a grant from the Community Foundation of the Florida Keys.

Bahia Honda State Park is set to host its fifth annual mini season event — Lobster Palooza on Tuesday, July 26 from 10 a.m. until 2 p.m. at the park. This money is to be used for tuition, books, or room and board. ivers Alert Network (DAN) will offer a series of presentations addressing lobster mini-season and risks associated with this two-day event. The series will start one week prior to this year’s mini season throughout the Keys and South Florida. Dr. Peter Buzzacott, director of Injury Monitoring and Prevention at DAN, and staff have developed a presentation that includes a review of accidents, identifies common hazards and tips for how to avoid them. Buzzacott, a native of Western Australia, said the opening of that lobster season bears many similarities to the Keys. “We have the same issues with recreational divers the first few days of season. It’s madness as people go after their limit,” he said. The seminars will offer practical information, Buzzacott said. “I have tips to reduce the cardiac work load while diving. For example, from a small boat I suggest heading down the anchor line and swimming forward into a slight current, rather than swimming willy-nilly everywhere,” he said. R

yana Gonzalez is a special education teacher at Marathon High School. Instead of waiting on a formal grant, or state funds, she’s taking matters into her own hands. On Saturday, July 23, she is hosting a community wide spaghetti dinner with the hopes of raising $4,000. “We want to be able to buy some kitchen appliances and a washer and dryer,” Gonzalez said. The goal is not only to teach the kids basic life skills, but also explore the idea of starting their own business. “We hope to start selling coffee to the teachers and those funds will keep the program going.”

The I-land Vibes reggae band returns for the annual Summer Bash.

What the program will be called, or even the business logo, has yet to be decided. The kids will decide on that when they return to classes starting Aug. 17. Initially, the class will be limited to 15 students on the more severe end of the disabled spectrum, but there’s room for other students as well. “I want the kids to develop it,” she said. The fundraiser is on Saturday, July 23 from 5:30 to 8:30 p.m. at the Marathon Elks Lodge. The meal — spaghetti, salad and dessert — costs $10 and the Middle Keys Booster Club will be selling raffle tickets for a 50/50 drawing and a “bucket of cheer.” To-go meals will also be available.

he seventh annual Summer Jam Reggae Beach Party is also set for Saturday, July 23rd from 6 to 9 p.m. at Sunset Grille and Raw Bar. The concert — featuring live music by I-land Vibes — is a fundraiser for Wesley House Family Services. In its seven years, the concerts has moved locales. It’s been held in Stock Island, Key West and, most recently, at Sombrero Beach. In 2016 it will be held at the Sunset Grille & Raw Bar in Marathon at the foot of the 7 Mile Bridge. “John Kotch has been fantastic,” said Leigha Fox, an event organizer and super volunteer. “With his help, we will be able to take over the entire pool deck where the public can listen to the I-land Vibe reggae group, play Twister and even limbo.” The $5 donation from adults includes three raffle tickets for cash awards ranging from $50 to $200. The money raised benefits The Wesley House Family Services. Its social services range from the BackPack program, which provides needy kids with food to last the weekend, to a fund for foster kids who need something extra such as a band uniform or sports equipment.

‘Stuff the Bus’ with United Way

Marathon Parks and Recreation is hosting a free ice cream social on Saturday, Aug. 13 from 6 to 8 p.m. at Marathon Community Park. There will be entertainment, special activities, and, of course, ice cream with all the toppings.

This summer, United Way of the Florida Keys will collect school supplies to distribute to more than 8,000 Keys students. Local companies can become sponsors of “Stuff the Bus” by pledging a minimum amount of $250 worth of school supplies through a supply drive with their employees or customers, or by making a contribution of $250 or more, or a combination of both. Supplies will be collected through the first week of September. oard President of the Friends of Old Seven, Bernard Spinrad’ s, contributions to the organization have been critical in its success. The semi-retired entrepreneur, turned community activist, also sits on the District Advisory Committee working to improve and grow the tourism outreach. As a resident of Marathon, he’s walked the Old Seven Bridge many times and has come to appreciate the value it brings to the community. As a globally recognized attraction, and one of the most valuable pieces of history in the Keys, Spinrad saw the Old Seven Mile Bridge was not only worth saving, but enhancing. While taking cues from another historic site, and using his experience as an economic and tourism development consultant, Spinrad was able to spearhead the community movement to achieve this. You have served as the president of Friends of Old Seven since it was incorporated in 2011. In 2013 the group accomplished its goal when partnership between the State Department of Transportation, Monroe County and the city of Marathon signed an agreement to repair the historical structure. What’s next? The Friends of Old Seven hope to work on behalf of the state, county and city to successfully manage the redevelopment of Sunset Park. This could be the middle Keys version of Mallory Square. Florida’s DEP recently closed the trailhead to the historic 7 Mile Bridge. This is the beginning of a $77 million plan to completely rehabilitate the popular tourist attraction. You spearheaded this movement as the president of Friends of Old Seven. What inspired you to take on this cause? The High Line in New York City. This railroad once served a great purpose, but had fallen into disrepair and was viewed as an eyesore and a liability. However, due to the ambitions of a grassroots movement, the High Line is now a beautiful, elevated pedestrian park that has revitalized that part of the city. The comparisons to the old 7 were numerous.

Bernard Spinrad Old Seven’s Best Friend stands out Who deserves credit for the preservation of this world-class attraction? This partnership was a community wide effort with many people providing essential input. People like our board members Mike Puto, Carolyn Caplan, Bettye Chaplin, Riet Steinmetz, and Jerry Chapman volunteered their time. Our Board of County Commissioners was very receptive from the beginning and we had full cooperation from the Marathon City Council and staff. Monroe County Administrator Roman Gastesi and State Rep. Holly Raschein helped us negotiate with DOT staff and have our voices heard in Tallahassee. Your background in developing Aruba’s tourism must have given you a unique perspective. What were some of the lessons you wanted to incorporate in the Old Seven project, and what were some things you wanted to avoid? My extensive experience in assisting the island government of Aruba in developing and implementing a successful masterplan for tourism development aided me in reaching a vision for Old Seven. Not just as

a restoration project, but as one that could be a world-class facility attracting hundreds of thousands of tourists. One of the key things in developing sustainable tourism is not only to build hotels, but to provide meaningful attractions that reflect values and historical significance of the area. The Middle Keys wants to be more than just a pass through to Key West. What advice would you give other groups reaching for lofty goals? I would tell them to have persistence, creativity, and an ability to bring new ideas to the table. Fight for what you truly believe in a constructive manner. Early in the lobbying process, FO7 commissioned FIU students for designs for the bridge and Sunset Park. Some of the designs were practical, while others were fanciful. Regardless of feasibility, which concept would you like to see incorporated into the restoration of Old Seven? I would like to see Sunset Park incorporate with Friends of Old Seven, and Pigeon Key as one entity. I’d like the park to be more extensively used and have amenities such as lighting, bathrooms, water fountains, and parking to accommodate visitors. More than anything, I would like to see an open air museum featuring key elements of Florida Keys history, with an emphasis on art. If you could have dinner with one historical figure, who would it be and why? It would be very interesting to have dinner with Henry Flagler or some of his engineers from the bridge, and ask them how they managed to achieve such an incredible feat almost 100 years ago. Where are you and your wife, Marianne most happy? Marianne and I recently celebrated 50 years of marriage. We’re happiest together in warm southern European climates like South Spain, South France, Italy, Greece, as well as the South Pacific. Who’s your favorite musician? I’m partial to Latin jazz. I have a colleague from Uruguay, Federico Bitos, that plays electric violin that I really like, and also the renowned Ed Calle. How many languages do you speak? Four languages — English, Spanish, German, and French. I’m partial to German, as I did part of my graduate study at the University of Gottingen, in Germany. Are you going to be happier when they break ground or when the bridge is complete? I’ll be happy when they break ground, but happiest when they finish. You have a very interesting accent. Where are you from? Montevideo, Uruguay. My parents were originally from Austria, but fled in 1938 to escape the Nazi Germany oppression. My father was a printer, so naturally I grew up working alongside him printing. Those skills I learned are what helped me work and study through college in California.

COUNTY SETS TAX RATE

Millage rate of 3.5244 proposed for FY 2017

T

he Monroe County Board of County Commissioners on Monday certified an aggregate millage rate of 3.5244 – expected to be the lowest in the state of Florida – for its proposed $457 million budget for Fiscal Year 2017. This rate is 5.4 percent less than last year’s rate, resulting in about $60 less in property taxes for a home with a taxable property value of $300,000. This rate also is .08 percent below rollback (meaning the rate is generating less total revenue for the County than last fiscal year). The certified millage rate will go on the Truth in Millage (TRIM) notices that will be sent to property owners over the summer. The final part of the process occurs in September, with the first public hearing Sept. 6 in Key Largo (to adopt a tentative millage rate and budget); a special budget meeting Sept. 8 in Marathon for BOCC discussion; and a final public hearing Sept. 12 in Key West (to adopt the final millage rate and budget). The millage rate cannot go up after these meetings, but it can go down.

During Monday’s special budget meeting held at the Harvey Government Center in Key West, Monroe County Mayor Heather Carruthers instructed County staff to look for any cuts to the proposed budget. “I just want to make sure that we are continuing to apply the kind of fiscal discipline today that we’ve applied during the recession, the downturn in the economy,” she said. “We, as an organization, should continue to look for efficiencies and savings.” Commissioner Danny Kolhage agreed, saying: “Sometimes we have a mentality that just because we are at rollback, that we can sort of gloss over [the budget]. We still have the responsibility that even though we are at rollback or a little below, to very carefully scrutinize this and look at areas we can be more efficient and as cost effective as we can without it too negatively affecting our service.” In the proposed budget, Monroe County’s general government expenses (administrative costs) make up only 12.72 percent. This is the fourth lowest of the 67 counties in the state. Only Bay, Franklin and Baker counties have a lower percentage. “We have worked hard over the past few years to streamline our operation to both cut costs and improve efficiency,” Monroe County Administrator Roman Gastesi said. “We eliminated eight senior executive positions and gave our department heads more responsibility. This has worked well.” The 673-page proposed budget, which includes $133 million for Capital and $324 million for Operating, is available on the County website in the archive center. — Contributed

very Tuesday and Thursday, locals meet at the Marathon Community Park to play pickup soccer games. Play usually begins at 8 p.m. and lasts two hours. The team sizes are typically 8 to 15 players — a mix of former Marathon High School players, local AYSO stars, foreign talent, and locals just looking to sweat a little. Though the play is competitive, the players do their best to play safely. There are no referees, so players call their own fouls. “We usually play on the smaller field, and use the big goals,” said Arno Silva. “We’ve been playing on and off for more than ten years. We first started over at Switlik and moved to the park once they finished it.” The congregation of soccer fanatics usually play for fun, but have now turned their focus to assembling a competitive traveling team. “Over the years we’ve formed teams to play the different competition in Key West. Come this fall, we hope to have a team ready to play and win,” said Silva. Just remember, when you’re on the pitch its fútbol, not soccer. — Weekly Staff report

“T

here’s no crying in sailing,” Captain Chris Anderson tells three slightly scared five-and six-year-olds on the first session’s morning class for kids eight and under. “Now pull in the sail, and let’s go to Mermaid Island.” Where is Mermaid Island, you ask? Well, it’s the floating docks at the City Marina at Boot Key Harbor, headquarters for the Marathon Yacht Club Education Foundation’s (MYCEF) summer sailing camp. “Captain Chris makes daily adjustments to meet the needs of the kids and life lessons happen along the way,” said Ruth Olsen of MYCEF, which sponsors the camp. He’s taught the ropes to 48 students (ages 5 to 18) this summer. When he isn’t teaching kids to sail, he’s captained tall ships, offshore supply boats and private yachts. He hopes to move his wife to the Keys from Arizona as quickly as possible. “We love it here,” he said. “We love this community.” “Captain Chris takes the responsibility of teaching the kids very seriously,” said Olsen. “He knows that sailing can bring joy into their lives for the rest of their life.” Capt. Chris said, “It’s really so much more than teaching them sailing – it’s problem solving, knots, spe2 cial awareness, giving them the tools to man their own ship. I wish I had this when I was a kid.” On Facebook, William Fox said his daughter had such a wonderful time with the small class size, new equipment, and top-notch instructors. He said his daughter was “sailing her own boat around the harbor fearlessly. Gaining confidence while dealing with responsibility and adversity.” This is MYCEF’s inaugural summer sailing camp in Boot Key Harbor, and sessions are already booked solid for the remainer of the summer. However, it plans to continue the program again next year, and possibly during the school year, too, with more instruction and racing clubs. The end of the summer sailing party will be held Monday, Aug. 8 for the young sailors at Marathon Yacht Club’s pool.

he Florida Keys, with its abundance of sea life and picture perfect blue-green waters are understandably an enchanting allure for boating and fishing enthusiasts. Unfortunately, the increased activity is sometimes detrimental to sea turtles. According to The Turtle Hospital in the Middle Keys, the number of sea turtles hit by boats or entangled in fishing gear is on the rise — a dozen incidents have been reported just since mid-June. The Turtle Hospital is reminding boaters and fishermen to take precautions. Captains should be constantly scanning the waters to avoid hitting a turtle. Also, turtles are opportunistic eaters, meaning they will eat just about anything. When they try to digest litter it often leads to an intestinal blockage, so dispose of litter properly ashore. That includes monofilament fishing line; it takes 600 years to decompose. If you fish, or if you see someone else’s discarded line, please dispose of it properly. Monofilament recycling bins are now located on fishing bridges, beaches and marinas throughout the Florida Keys. All five of the species of sea turtles found in and around the Florida Keys are classified as “endangered” or “threatened,” and are afforded protection under U.S. Federal Law. These students stand out amongst their peers and are recognized by the Marathon Weekly. What organizations and activities are you involved with at MHS and why are they important to you? This year I was part of the girls varsity Weightlifting team at MHS. I went on to compete in districts and regionals. It’s important because it pushes the boundaries of strength and physical conditioning, exposing the abilities that women are capable of demonstrating. Who has been your biggest inspiration at MHS and why? This is my first year at MHS and I have drawn inspiration from all the teachers. Each one has helped me become the best student I can be and reach my goals. What class do you think has best prepared you for life after high school and why? I belive that my AP Human Geography class has taught me to respect and understand different cultures, and it has given me a different world view on the world and the people in it. How is today’s world different than the one your parents or guardians grew up in? There are so many more technological advancements that facilitate our educational experience. However, we should not take for granted the sacrifices our parents made to provide this life for us. What advice would you give to a freshman entering high school? Work hard and study. Don’t let one bad grade get you down, just keep on trying and working hard until you achieve success. What movie character do you most identify with or would most like to be? I identify with Belle from “Beauty and the Beast” because she is a very genuine person who cares about people. I like to think of myself as a person who does similar things. What are the biggest challenges facing the Keys? What would you do to meet these challenges? The rapid growth of the tourist population could cause severe damage to our sensitive environment. I am deeply concerned with the amount of debris I see in our ocean and on the sandbars while I am out on the boat. I feel it is our responsibility as young students to speak up.

Tips for maneuvering a motor vehicle in Paradise

N

ow that it’s about time for my annual turn signal reminder column, recent events on the road have prompted a broad based comprehensive article. Please clip and save this one for reference as to how to drive in Paradise — here is The Weekly’s first complete Florida Keys Driving Guide. JOHN • Turn signals. The left lane is typically reserved for motorists who drive faster, while slower traffic is required to keep right. Obviously, this arrangement doesn’t work in the Keys. An egret or some other piece of scenic environment might require a driver to slow down or even come to a complete stop. Even if it’s on the hump of the Seven Mile Bridge and there is a pressing need to stop and videotape the sunset (I actually saw this happen years ago). Country Club’s special event benefits Olympians

T

his party was a six-hour affair. As evening turned to night, the families drifted away to be replaced by a younger set dancing and having fun until the wee hours. (The entertainment included DJ Fiji and Abstract Radio; the latter formerly known as Misery Loves Company.) The Florida Keys Country Club in Marathon was the host of the special event, which raised funds for Special Olympics of Monroe County — at presstime the event raised more than $4,000, plus $150 for the Marathon Youth Club. The funds will be used for the Special Olympians’ travel costs for sports competitions. “I am so grateful,” said Ruth Holland. More than 400 guests attended. The next full moon party at Florida Keys Country Club will be on Aug. 20. The Special Olympics of Monroe County is actively recruiting more athletes for its programs and activities. ummer in the Keys is synonymous with two things: heat and vacation. Ninetynine percent of residents will do just about anything to get “off the rock,” even if it means visiting the in-laws or flying 10 hours with a toddler, anything. But no matter where we go, inevitably we will all go to the same place, the mall. Malls are everywhere — except here because we are “mall” snobs and live in paradise. But admit it, we secretly binge on them the moment we are off the island. If only to serve the purpose to remind ourselves once again, we hate malls and we choose to live in a place with out malls. I grew up on a 70-acre farm in North Carolina. I don’t actually remember shopping for clothes until my teen years. Consumerism wasn’t on my family’s Top 10 activities; it just never took hold as a sport even though we were a household of women. I read and watched TV a lot, I wore my older sister’s hand-me-downs, and if I proclaimed I was bored my mother shot back, “Then you are boring.” The latest jelly shoe trend or neon stirrup pant was never as important as watching “Used Cars” or “Caddy Shack,” again. Fast forward to adulthood, I have accepted the mall is not my natural habitat. While everything is so spectacularly shiny, new, mmm pretty, 10 minutes into the adventure my eyes dilate, the fluorescent lights begin to burn and I feel like I need a horsegrade Xanax. It’s too much. Inevitably, I just hit a Mini Gap for the kids and call it a day, too overwhelmed. I see people dripping with shopping bags like Christmas ornaments and think, I don’t need any of this crap, get me outta here — or at least to the nearest Cheesecake Factory for a martini. I have found a lot of us have this affliction, convincing ourselves a trip to the mall is a good idea. Well, we know better now don’t we? Wait to get home to your Amazon Prime and enjoy your vacation, or at least a martini (or three) before you go back to the in-laws.

M

arathon High School’s class of 2006 celebrated their 10-year reunion at Faro Blanco Lighthouse Grill July 16. A decade ago, Marathon’s class of 2006 was the largest to date with 107 students. Alumni, families, friends, and a handful Marathon High School faculty members gathered to celebrate, take pictures, and ask “remember when?” “There’s nothing like returning to a place that remains unchanged. No one was older, just wiser,” said Carah Ranze. “It was a great night.” I am one of the students who graduated MHS in 2006. Reunions can be stressful, and as I approached the grass lawn, my sweaty palms and racing heart reminded me of that. It didn’t take long to recognize a familiar face, then two, then all of them. And no one confused me with someone famous. I realized I wasn’t going to fool anyone, especially friends of nearly 30 years. Marathon’s class of 2006 reunion was filled with firm embraces, clinking glasses, loud laughter, and nostalgia. Though the class in its entirety was not in attendance, the ones who did show up partied like it was 2006.
