COUNTY SETS TAX RATE
Millage rate of 3.5244 proposed for FY 2017
T
he Monroe County Board of County Commissioners on Monday certified an aggregate millage rate of 3.5244 – expected to be the lowest in the state of Florida – for its proposed $457 million budget for Fiscal Year 2017. This rate is 5.4 percent less than last year’s rate, resulting in about $60 less in property taxes for a home with a taxable property value of $300,000. This rate also is .08 percent below rollback (meaning the rate is generating less total revenue for the County than last fiscal year). The certified millage rate will go on the Truth in Millage (TRIM) notices that will be sent to property owners over the summer. The final part of the process occurs in September, with the first public hearing Sept. 6 in Key Largo (to adopt a tentative millage rate and budget); a special budget meeting Sept. 8 in Marathon for BOCC

discussion; and a final public hearing Sept. 12 in Key West (to adopt the final millage rate and budget). The millage rate cannot go up after these meetings, but it can go down. During Monday’s special budget meeting held at the Harvey Government Center in Key West, Monroe County Mayor Heather Carruthers instructed County staff to look for any cuts to the proposed budget. “I just want to make sure that we are continuing to apply the kind of fiscal discipline today that we’ve applied during the recession, the downturn in the economy,” she said. “We, as an organization, should continue to look for efficiencies and savings.” Commissioner Danny Kolhage agreed, saying: “Sometimes we have a mentality that just because we are at rollback, that we can sort of gloss over [the budget]. We still have the responsibility that even though we are at rollback or a little below, to very carefully scrutinize this and look at areas we can be more efficient and as cost effective as we can without it too negatively affecting our service.” In the proposed budget, Monroe County’s general government expenses (administrative costs) make up only 12.72 percent. This is the fourth lowest of the 67 counties in the state. Only Bay, Franklin and Baker counties have a lower percentage. “We have worked hard over the past few years to streamline our operation to both cut costs and improve efficiency,” Monroe County Administrator Roman Gastesi said. “We eliminated eight senior executive positions and gave our department heads more responsibility. This has worked well.” The 673-page proposed budget, which includes $133 million for Capital and $324 million for Operating, is available on the County website in the archive center. — Contributed

Biscayne errors Biscayne National Park and its managers failed to earn the public’s trust in the development of a highly manipulated General Management Plan (GMP) worthy of an investigation by the Inspector General’s office. The plan was so misleading, Rep. Carlos Curbelo was granted a House Natural Resources Committee Field Hearing in August of 2015 in Homestead to address it. Park officials failed to produce any credible evidence to support their proposed actions and were severely chastised by the Florida Fish and Wildlife Commission and industry for out of date and misapplied science; catch/effort studies that insulted one’s intelligence; failure to abide by memorandums of understanding; and downplaying the impacts of a proposed closure certain to wreak economic havoc on small businesses and generations of commercial fishermen in South Florida and the Upper Keys. This prompted Rep. Ileana Ros-Lehtinen to sponsor legislation (HR-3310) preventing large-scale closures without appropriate scrutiny and approval of state jurisdictional agencies. That legislation has passed the House and Senators Bill Nelson and Marco Rubio have now introduced the Senate version (S-3099). The park does not have a fisheries problem. Key indicator species of snapper and grouper have all been formally assessed within the past five years and all have been rated good to excellent. The biggest impact to corals continues to be climactic change and diver interactions similar to what is happening in the Florida Keys
National Marine Sanctuary. Despite a proven correlation between coral damage and the number of mooring buoys in a given area, the park plan would increase diver activity by increasing the number of mooring buoys in the proposed closed area. We need to rethink our priorities and take steps to address and correct the following: The continued dumping of billions of gallons of hot, super-saline, highly radiated water into nearshore waters by the Turkey Point Nuclear Power Plant; repeated sewage failures in Miami/ Dade dumping hundreds of millions of gallons of raw sewage into Biscayne Bay; increasing law enforcement to prevent poaching and trap molestation, enforcing fishing regulations and diving activity. (There are three park service, on-the-water, law enforcement officers for all 173,000 acres bordering the eighth largest metropolitan area in the U.S.) Therefore, we fully endorse the legislative actions taken by Representatives Ros-Lehtinen and Curbelo and Senators Nelson and Rubio for the benefit of all South Floridians and the millions of visitors annually to Biscayne National Park. unspire Health, a new addiction treatment program, has opened in Key Largo offering both in-patient residential and out-patient treatment. It’s one of 10 Sunspire treatment facilities nationwide. The for-profit organization provides clinical care and out-patient counseling services and will be available five days a week by this fall. The residential treatment setting is a home with high-end, “resort-like” amenities and the private location promises a pool, tennis and a yoga studio. Sunspire Health’s ribbon cutting hosted its open house and ribbon-cutting event July 14. It’s the tall green building across from the Key Largo Park, formerly the Atkins Engineering Building. The company’s website touts the facility as strategically located “to address the growing need for treatment in Florida and the surrounding region.” Director of Marketing and Communications Tamara Zachary said, “We are excited to be here and incredibly proud of the work that we do in Monroe County and specifically, Key Largo.” Michael Gillis, the chief clinical officer, had been planning this event for a long time. “I began scouting out the location three years ago and I fell in love with Key Largo and this place specifically,” said Gillis.

Gillis went on, ‘Location, location, location – Key Largo is centrally located to both the mainland and the Keys; that’s important for professionals and patients.” Currently, Sunspire Health has 20 full-time staffers including a full-time nurse and three full-time clinicians. “Everyone’s treatment is individualized and therapy is cuttingedge and university-taught,’ said Gillis. Gillis has 27 years experience in the mental health care field and he himself is a social worker. According to a company press release, drug addiction in Florida has seen skyrocketing. A reported 24 million Americans suffer from drugs or alcohol addiction nationwide, but only 10 percent seek treatment. Zina Rodriquez, director of operations, said she sees a lot of alcohol abuse here in the Keys. “Alcohol and alcohol-related injuries are double in the Keys compared to anywhere else in Florida. When polled, 25 percent of locals consider themselves binge drinkers.” Rodriguez, said the clinic already has three patients enrolled in the Key Largo Sunspire program, all from out of state. n July 21, Monroe County passed it’s Everglades Restoration resolution, a plea to move as quickly as possible to increase water flow to the Florida Bay which is experiencing hyper-salinity. Those conditions have lead to a 50,000-acre seagrass die off and experts warn that an algae bloom, similar to that in the late 1980s, is imminent. The county’s move comes almost a month after the Islamorada Village of Islands passed a similar Everglades Restoration resolution, although the Upper Keys document is much more specific in its call for action. There are two acronyms on the lips of all locals — CERP and CEPP. CERP is the Comprehensive Everglades Restoration Plan passed in 2000 and is comprised of 68 specific projects to restore the historically correct watershed that flows south from Lake Okeechobee. However, in a 2014 review it was noted that only eight projects had been authorized and construction initiated on only four. The CEPP, Central Everglades Planning Project, is a component of CERP and provides an expedited plan to restore water flow in the Everglades. CEPP calls for water storage that would require land acquisition and deals primarily with the quantity and quality of the water distribution. Earlier this week, Dr. Stephen Davis of the Everglades Foundation addressed a group of Marathon businessmen and women. The Everglades Foundation is a 21-year-old nonprofit established during the late ’80s during the previous seagrass die off, comprised of scientists and lobbyists. “During the last die off, the Florida Bay experienced two decades of algae blooms,” he said. “We were just beginning to recover when the drought of last summer put the entire problem in motion again. We anticipate a large-scale algae bloom in Florida Bay.” Marathon is also working on a resolution to issue to state and federal authorities. On July 12, Islamorada Village Mayor Mike Forster addressed the council about the need for action. Marathon City Manager Chuck Lindsey said the entire council is committed to persuading the pertinent agencies to move as quickly as possible on projects that can alleviate the hypersalinity. Staff is currently drafting a resolution expected for the council’s review on Aug. 9.

here’s plenty our Caribbean neighbor, Cuba, has to offer. Yansel Flores, of Habanos Oceanfront restaurant, would know; he’s from Varadero, a resort town in the Province of Matanzas. And while his Mojito is perfected, it’s his Cuba Libre that steals the show. Yansel makes his with light rum, Coke, a squeeze of lemon, and garnishes it with a lime. “The light rum is important for the taste,” said Yansel. Since his move from Cuba four years ago, Yansel has been busy mastering his mixology and working hard. “Vacationing to Canada to see family is the only time I really take off,” said Yansel. Eventually, he’d like to move to Calgary to be closer to them, but admits he enjoys living around the friendly locals. He sometimes misses watching Matanza’s baseball team, the Cocodrilos, but he’s excited about the Miami Dolphins’ chances next season. teve Venini started his musical career about 40 years ago as a blues harmonica player back in Oregon. He smiles when he recalls the ’70s — traveling across Washington, California and Idaho. “Basically the whole Northwest,” said
Venini. By 1980, Venini had landed in Key Largo. “Once I hit the flats with a fishing pole in my hand, I was done. I knew I had to stay and try to make a career down here. And so far, it’s worked out,” said Venini. Back in the day, he played at Jay’s, which is now Woody’s, when Gary Ellis owned it. Venini said he is living proof that it’s possible to earn a living as a musician in the Keys. He also said it’s an extremely supportive music community, always willing to help one another. “It’s been an honor to be a part of them,” Venini said. At his Monday night gig at Snapper’s, after he cooed out Van Morrison’s “Into the Mystic,” Jessica Simmons of Key Largo voiced her appreciation. “He’s really talented and he’s been around here for so long, he knows everyone,” she said. Venini also has a three-piece band with guitarist Chris Lute and drummer Luke Ptomey. According to Venini, “Chris is by far, hands-down’ the best guitarist up and down the Keys and Luke is super talented, you can’t find better than him.” As of late, Venini has taken more of an interest in production. His fourth studio album, “Still Standing” is due out by end of year. It’s being produced by Jessie Miller at Sessions Recording Studio and mastered by Dave Feder. Steve’s albums ‘Stone Soup Sessions,” “Now and Never,” and “Pamela Street’ are available for download through iTunes and Amazon. ivers Alert Network (DAN) will offer a series of presentations addressing lobster mini-season and risks associated with this two-day event. The series will start one week prior to this year’s mini season throughout the Keys and South Florida. Dr. Peter Buzzacott, director of Injury Monitoring and Prevention at DAN, and staff have developed a presentation that includes a review of accidents, identifies common hazards and tips for how to avoid them. Buzzacott, a native of Western Australia, said the opening of that lobster season bears many similarities to the Keys. “We have the same issues with recreational divers the first few days of season. It’s madness as people go after their limit,” he said. The seminars will offer practical information, Buzzacott said. “I have tips to reduce the cardiac work load while diving. For example, from a small boat I suggest heading down the anchor line and swimming forward into a slight current, rather than swimming willy-nilly everywhere,” he said. imberly Glenn has been married to Keys musician Luke Sommer Glenn for 18 years. The duo is well-know and widely-embraced by the community and they certainly do reciprocate the love. When there is a community benefit, Kim is the go-to contact for help. She organizes the whole gig from entertainment to food and every minute detail in between. She has stepped up to the plate to organize and orchestrate more than a dozen benefits for various Keys residents in need without asking for anything in return. “She does a good job, she gets the word out and draws a big crowd,” said Paige Prouty, a bartender at the Caribbean Club where the benefits are usually held. “She’s great at organizing these events.” What’s your motivation? I like to help people. Luke and I love our community and I'm really good at throwing a kick-a$$ party. How did you first get involved in the community? The first one was at Hog Heaven to aid Hurricane Katrina victims. At the time, the Key Largo Fire Department volunteers were driving up to New Orleans to help. I helped raise money and gather supplies — anything from a toothbrush to a pair of boots. What was the first thing you thought about this morning? I probably started thinking about weddings. My best friend Holly got engaged a few days ago and asked me to be the maid-of-honor. Since then, I’ve been totally consumed with planning it. I’m so excited. What did you do before you moved down to the Keys? Luke and I were living in Titusville and coming down here on the weekends. Luke had a gig at Holiday Isle and finally someone said to us, "Why don't you just sell your house and move down here?" And that was that, our

When did you last sing to yourself? I sing to myself all the time, constantly. I’m married to a musician, I sing all day long.
Where are most of these benefits held? They are all held at the Caribbean Club in Key Largo on Sundays. Always on Sunday. The Club sometimes raises their drink prices by a quarter to donate to the cause.
What is your favorite drink? Cabernet if I'm at home, or Stolichnaya and Sprite if I'm out.
Which one has been the best so far? That's a hard question, but I'd have to say Dale Henderson's. He was diagnosed with throat cancer but he's made it though and he's still with us. In fact, he's thriving and has a new appreciation for life and he is in a much better place. Who are some of your favorite people here in the Keys? I'd have to say Jimmy Hawkins. Actually, the whole Hawkins family. I miss Debbie, she passed away last year. They are all really good people.
What's your favorite food? Anything Italian, I'm Italian. My world revolves around food. More specifically? Eggplant parmesan. What's your favorite dish to cook? My meat sauce, it's an old family recipe and it takes 10 hours on the stove. What is your proudest accomplishment? I was an aviation or jet mechanic in the U.S. Navy for 10 years and two years on Reserve. From 1983 to 1993, I was one of the only female mechanics, which made me more driven to be qualified. But mostly, I am proud of having served my country. What’s your go-to outfit? Sarongs, I can tie them 1,000 different ways. I learned that while being based in Hawaii.
Who is your role model? It would have to be my mother-in-law. I've become a better person by just knowing her. Do you like the Beatles or the Rolling Stones? The Beatles! Come on, that's an easy one! What are your top three albums? Any Lynyrd Skynyrd album, a Boston album and a Tom Petty record. What’s your favorite thing to do? I'm a water baby. I'm usually on or in the water. I swam competitively from the age of five to about 16. Do you have any pets? T-bone. Everyone knows T-bone. He's a six-year old Boxador (Boxer and Labrador mix). He's the most mildmannered, loving dog. We got so lucky with him.

amp Director Monica Woll spent three weeks on the water this summer with a variety of campers learning to paddle — both teens and kids. The first day is about learning technique, then it’s back-to-back excursions to places like Indian Key. “Paddling is the hook,” she said, “but I also teach them about flora and fauna. I want them to be observant. It’s really a nature camp.” Woll said most of her campers are locals, but the vast majority are repeats who attend year after year. This year, Florida Keys Outfitters was able to offer seven scholarships thanks to a grant from Paddle Nation, administered by the Florida Paddling Trails Association. The grant, plus matching money from volunteer-hearted members, made the camp possible for a total of 42 kids statewide. This is the 12th year Florida Keys Outfitters has offered the special camp for paddlers. —Weekly Staff report

Tuesday Jam Night at the Safari Lounge could match the energy of a big concert venue any given day. The Coral Rock Jam Band, consisting of Billy Bob Mackenzie, Steven Miller, and Harry Teaford, lead the Jam and encourage newcomers to attend and participate. In addition to the good music, there’s some behindthe-scene improvements. “We expect to be done with renovations and have the kitchen open by Labor Day,” said manager David Ramia (also known as OV Dave).
