Other cities around the country have one, even several. Captiva and Sanibel have one. Card Sound Road has one. So why, again, don’t we have one? Every year we are faced with a growing traffic problem throughout the Keys. Bumper to bumper cars from Islamorada to Key West with a lot with out-of-state and Miami rental plates. The wear and tear to our roads, bridges, and highways is obvious and needs attention. Wouldn’t a little extra income be nice to fix our roads that so many others use? We asked locals …

Graham Shivers, sailing camp instructor, is against seceding from the Union, “No, a lot of people commute here for work, it wouldn’t be fair.”
“Hell yeah! I would charge $25 a head to get down here,” said Hank Janssen, of Ace Strunk Hardware, adding he’s a little tired of the buses.
Liz Mullen, at The Bobby Shop, said, “ Yes, even if people paid a dollar like Card Sound Road, it would add up.”
“Yes,” said Chef Martin Liz, a native Conch. “We could charge nonresidents and put one on each of the bridges throughout the county.”

t is difficult to define the creative range of local artist Michael Marrero. Some say his art can be defined as “life portraying a Conch,” while others maintain it’s “a Conch portraying life.” Regardless, the local artist, photographer, writer, producer, father and executive director at the Key West Theater has written plays performed in Cuba and New York, while his photography has been displayed around the globe. Yet before Marrero became one of the most celebrated homegrown artists in the Southernmost City, he was a young 20-year-old in the late 1990s — equipped with a 16mm camera and an artistic vision. Little did he know that 20 years later his family, friends and the public would be gathering to watch two of his earliest projects, “Southernmost Point” and “Square Grouper,” for a night of sentimental nostalgia and celebration at the Key West Theater. “You can definitely tell that I was in my early 20s when you watch the films,” said Marrero with a chuckle. “I had just returned

to Key West after traveling for a few months and was introduced to Independent film labels such as Sundance. ‘Indies’ were just taking off and the creativity was an alluring outlet.” Marrero says that even though he was a young artist at the time of the films, they still depict a unique history of Key West on the precipice of a tourism boom. The films contain footage of the old Houseboat Row, the former airport and rooster fights — all things that have since disappeared. “It was nostalgic and horrifying in equal measure,” Marrero said, laughing, as he described the feeling of
reviewing his old work. “The coolest thing was seeing how much Key West has changed since they were made … so many places that are no longer with us.” Marrero’s stern critiques of his own work aside, the night promises fun for the rest of us locals. The films will be screened on Monday, Aug. 8 and doors open before 8 p.m. Each film is just over an hour long, and a full bar and refreshments available. Tickets can be purchased at theKeyWestTheater.com. “It will be like a big reunion,” said Marrero. “Local faces like Michael Jolly, Benny Lowe and Ron Gage will be popping up on screen. And we even have Budlight and Crown and Seven specials to honor our Conchs.”
Note: Marrero is the creator of the acclaimed 72 Hour Film Festival in Key West (only a few weeks out at the Tropic Cinema) and will be debuting his new short, “Buzz Cut,” later this fall.

Hometown PAC questions primary candidates
A
panelist of local news editors and commentators asked tough questions at Monday’s first Hometown PAC candidate forum at The Studios of Key West. The candidates, who are in the primaries, went head to head in the fast paced question and answer set with their opponents in the event. Hometown PAC’s objective is to encourage qualified residents to run for elected office, to provide a platform for the candidates to explain their goals, and to encourage higher levels of voter participation in the election. To see the forum in its entirety, visit hometownkeywest.com. The next forum is Friday, Aug. 8 at TSKW. — Weekly Staff report KRISTEN LIVENGOOD/Keys Weekly 1. Carol Schreck and Tim Root take questions from the panel regarding Keys Energy Utility Board Group Three. A third candidate, Vidal, was unable to attend the forum.
3
2. Robby Majeska and Sylvia Murphy discuss political platforms for Monroe County Commissioner. Murphy gets a chuckle from the audience when Bill Becker asks her if she foresees any health issues arising in the next four years. She replied, “Well, how do I look?!”
4
3. Mosquito Control candidates Janet Wood, left, Larry Zettwoch, Brandon Pinder and Stephen Hammond listen intently. 4. Clayton Lopez, running to retain his District Six Key West City Commission seat, is given a few minutes to speak to the Hometown PAC audience. His opponent, Nathan Brock, who is in the military, couldn’t get permission in time to speak at the forum.
5
5. Key West City Mayoral candidates Randy Becker, left, incumbent Craig Cates, and Ed Krane discuss the future of Key West while answering questions posed by the panel. 6. Ed Russo and future panelist Jennifer Russo came by to listen to the candidates speak at the event. The next Hometown PAC forum is Monday, Aug. 8 at The Studios of Key West.

Katchen Duncan: Chief in Charge

here is an old saying: A boss says “Go!” and a leader says “Let’s go!” The Bahama Village Music Program is without question, run by a true leader. Sugarloaf Key native Katchen Duncan became the executive director in 2005 and you would be hard-pressed to find a better-suited leader for the program anywhere in this world. Katchen Duncan was born and raised right here in the Keys. Her grandparents, Lloyd and Miriam Cook, purchased the famous Sugarloaf Lodge, a Keys staple, back in 1964. Duncan, along with other family members continue to run the family business and still call Sugarloaf Key home. Duncan began her musical journey at the age of 6, learning the piano from teacher Lillian Van Hest. As she entered her teenage years, she began working with Robin Kaplan and eventually with the legendary Franko Richmond upon starting at BVMP. Duncan would go on to graduate from Key West High School and then spent a year studying Hotel and Restaurant Management at the University of Denver before discovering her

passion for teaching music. Duncan began her BVMP career as a student teacher at age 19 before becoming the director. Under Duncan, the program continues to thrive, offering free music lessons of all kinds to the children of the Keys. Having the opportunity to return to her native home and pay forward the joy of music to future generations has been a dream come true for Duncan. “Bahama Village Music Program is more than an after-school program, it’s made me who I am and inspired countless others,” she said. “We are not only creating young musicians, but we are also creating better people.” Musically, Duncan continues to play along with all her students on a daily basis, often learning the songs they wish to play. “We play everything from Guns N’ Roses to ‘Stiches’ by Shawn Mendez!” BVMP is currently running summer sessions, which will culminate with a performance on Friday, Aug. 5.
I always think, what type of 11th grader would I be if I was still at school? Or if I was home all the time, would I be at the gym 24/7? Would I be as good at guitar? I know I wouldn't be as mature as I am. — Shawn Mendes

artender Mark Barter adds his own twist to the mango margarita at Jack Flats on Duval Street. Taking a lesson from the “new” martinis that now feature vodka, instead of gin, Barter is also making changes. Barter said, “If they can change the martini, then I can change the margarita.” Made with mango rum, the margarita holds true to its roots (except the missing tequila). “The martini used to be gin, now people expect vodka,” he said. “I’m doing the same thing for the margarita.” It even comes topped with a salt or sugar rim. He also adds a splash of cranberry for a festive color. Key West is Barter’s hometown. With a few breaks to Boston, he always ends up back at home. The Key West High School grad loves Conch sports and the people he works for at Jack Flats He said the light, refreshing drink pairs nicely with the salads at Jack Flats. “They are meals within themselves,” he said, suggesting the Cobb salad. When he isn’t working he is taking care of my family and enjoys spending time with his wife and four kids. “And, I try to sneak in a little golf when I can,” he said.

What sport(s) do you play at Key West High School? Football and wrestling. Who has inspired you to be a better athlete? My mom, my older brother, and my coaches. Do you have a sports moment, or sports achievement, of which you are particularly proud? In wresting, I’m proud of becoming a state qualifier, and for football, in our conference, an all-state and first team offensive lineman. How do you balance sports and study? Right after football practice, I just go home and do my homework and try to make that a habit throughout the year. What are your plans after high school? I hope to go on and play football at the collegiate level and go to school to become a physical therapist. Do you think you will continue to play sports as an adult? Why or why not? I want to, but it all depends on what happens in the future. Finish this sentence: Playing sports has taught me ... ... that if I want something in life, I have to work hard to receive it, even though there will be trials. Everything you do in life is all mental, there is nothing in life you cannot do without putting in effort.

ince the late ’80s, commercial fisherman Adam Disson has spent July waking up early prepping his traps making sure all the loose ends are ready for Monday, Aug. 1, the first day traps can get wet for the lobster season opener on Saturday,
Aug. 6. “It really helps involve the community,” said Disson of the annual Blessing of the Fleet, hosted by Keys Marine Service and Supply at Stock Island Marina Village’s fuel docks. “The commercial fleets are very important to this community and have been around since before tourism was the main economic driver. This is a great way to get the family involved.” Disson brings his family and grandchildren to the blessing each year, he said during his preparations to ready the largest commercial boat in the Key West fleet featuring a 2-foot-high question mark and the name Second Destiny. “The luck part doesn’t hurt either,” he said. Keys Marine Service and Supply is hosting the blessing of the commercial fleet on Saturday, July 30 at 10 a.m. at Stock Island Marina Village’s Fuel Dock Pier. Pleasure boats and any captains are also welcome to be blessed. To sign up, call Keys Marine Services at 305-295-0101. Powell will be calling boats from VHF Channel 72 that morning. The public is invited to attend.
BLESSING OF THE FLEET
Keys Marine Service hosts service at Stock Island Marina Village
Father John Baker of St. Mary Star of the Sea oversees the blessing dockside and will usually have the Sisters and visiting priests to the event. He has also been involved for the past six years. “They used to do the blessing a long time ago out at Mallory Square, usually of the shrimp boats,” said Leticia Powell of Keys Marine Services. Her and her husband Steven saw the need to bring it back for any boat that wants to swing by Saturday morning. “The more the merrier.” Father Baker spends about one to two minutes per boat spreading good wishes on the boat and the family for the upcoming season. “After being blessed, a lot of the boats will stay in the harbor and watch the others get blessed, too,” said Powell. Twenty-five boats are signed up. “This shines such positive light on our fishing community,” said Disson, “the family side of it.”

To geaux Three Fine Cooks features home cooking with a NOLA twist KRISTEN LIVENGOOD kristen@keysweekly.com
T
he feeling hits, the tummy grumbles a little, you need some good home cooking but only have time to swing through a drive through for fast food. This is now a problem of the past with the opening of Three Fine Cooks To-Geaux at 530 Fleming St. in Key West. The boutique micromarket is prefect for lunchtime quick grabs and dinnertime single portions ready to, as they say in New Orleans, geaux. It also offers family-style dinners available for pre-order. Items include skinny chicken picatta, roast beef, porchetta, shrimp and grits, and more. Sandwiches, soups and salads are stacked side-by-side in the cooler. Owner Danni Becker, who has been catering in Key West for three years and worked as a personal chef in town for seven years prior to that, started Three Fine Cooks with her mom and a friend. Now she’s opened a storefront under the same name, but it’s just Becker. “Me, myself, and I,” she says with a smile. Born and raised in New Orleans, she packed what was left after Hurricane Katrina took her home and hit the road. She picked Key West for the fishing. Her love for food kept her grounded, she said, and Key West gave her enough breathing room to explore culinary creativity. What makes Three Fine Cooks different is the revolving menu. “Each week will be different dinners and lunches,” she said. “We want to give people a variety you can’t find anywhere else.” Family style dinners, numbering from one to 10, can be preordered on the website threefinecookstogeaux.com by Saturday nights for pick up during the week. “Let us know when you are coming, and we will run it curbside for you, so you never have to leave your car,” she said. And, if someone doesn’t know what they want right away, the cooler is stocked with single servings and a self-checkout. “It really is grab and go,” she said.
The storefront at 530 Fleming St. is the home to Three Fine Cooks To-Geaux, the perfect grab and go micro eatery.
The weekly menu rotates for variety. Customers can call ahead for family style meals, or stop in and grab something.
“Your LOCAL Internet Solutions Provider”
The NOLA muffuletta is a hot seller at lunch.
She also offers gluten-free, vegan, vegetarian, paleo, allergen-free and low glycemic meal options. Karen Moore has been looking forward to the grand opening for quite some time, especially because she follows a gluten- and dairy-free diet. “It’s a pain in the butt,” she said of her dietary restrictions. “I usually have to all my own cooking, now I can go somewhere and pick up dinner once a week for my husband and I and not have to cook. I know everything Three Fine Cooks does is 100 percent top notch and it’s fun food, not bland. I’ve added it into my weekly budget.” The micro market is open Tuesday through Sunday from 11 a.m. to 7 p.m. with daily specials. For more information, call Becker at 305-294-0082.

The making of a musician Miguel Perez is taking it one note at a time HAYS BLINCKMANN hays@keysweekly.com
M
iguel Perez is known in Key West by a couple monikers, “Mr. Miguel,” revered Montessori teacher or “MC Cous Cous,” local rapper. But that is changing, and now he will simply be called Miguel Perez, musician. After quitting his day job as a teacher, Perez is now taking the leap into being a full-time musician. He’s working on his first complete album in his new studio called, “The Studios of Key West.” Perez’s music blends his love of hip-hop with traditional songwriting. Not afraid to change up his sound, he blends reggae, funk with a little countrylike verse. All the while he is writing about issues and topics important to our island life. Songs like “Pollution,” while catchy in sound, raps about the damage being done to our reefs and waters. Or “Cafe Con Leche” which is a jingly tune we can all relate to about our morning need for Cuban coffee. Perez is making a musical documentary about Keys life to a young, fresh beat. Born and raised in Key West, Perez never imagined himself venturing out as a solo musician at age 37. Having spent his twenties in Gainesville, Perez used his passion for hip-hop to DJ, free style rap and make music on his computer. Returning to Key West in 2009, teaching was his gig and rapping was his past time as “MC Cous Cous.” But in the last year, Perez has managed to teach himself guitar and devote more energy into singing and songwriting. His lyrical passion wasn’t much of a stretch since his mother is local author June Keith. “The best lesson is playing live,” said Perez, who was thrust in the spotlight when playing at Blue Heaven with local musician, Sweet Matthew (Matthew Russell) and Russell had to go to work. Left alone on stage, Perez found his passion and said, “It was seeing the possibility and knowing if I push myself, something could happen.”
Miguel Perez was born and raised in Key West.

“Miguel is an Island Boy and that’s reflected in his music. It’s clever and laid back. Well, turns out people are listening. They want to hear authentic Key West music. It doesn’t get more authentic than Miguel. He’s at the forefront of the movement.” — Matthew Russell, Sloppy Joe’s Bar.
Still a teacher at heart, Perez will start music lessons for kids in the fall and has joined the Bahama Village Music Program. Check him out at www.miguelperezmusician.com or at venues such as Blue Heaven, Salute, Sloppy Joes, and Mellow Ventures.

Monroe County Supervisor of Elections
Going back to 1954, the highest recorded turnout in a general election in Florida was in 1992. The presidential election featured the contest between Democrat Bill Clinton and incumbent Republican President George Bush. Independent candidate Ross Perot secured nearly 19 percent of the vote — the highest percentage of any third-party candidate in a U.S. presidential election in 80 years. Clinton won.

A WELL-OILED MACHINE
Monroe County voters were moved from active to inactive due to address change. Voters can check their status by visiting www. keys-elections.org and clicking on the “My Registration Status” button.
The Supervisor Office is a well-oiled machine and doesn’t change hands often. W.M. Billy Freeman and Harry Sawyer both served 28 years. Joyce Griffin, above, was elected in 2012, but has been an employee of the office for 32 years.
Polling places In Florida and the Keys, polling places are pretty standard — municipal facilities, churches and high school auditoriums. Elections in other countries, however, feature some pretty strange places to cast a vote. During the “Brexit” vote earlier this year, British citizens cast votes in pubs, Laundromats and boxing gyms.
Teddy Roosevelt’s Progressive Party, nicknamed the Bull Moose Party, appeared after Roosevelt lost the Republican Party’s nomination to William Taft in 1912. Roosevelt formed a third party and entered the race. It was not enough, although Roosevelt received about 4.1 million votes — 27 percent. The party earned its nickname after Roosevelt was famously quoted saying that he felt “fit as a bull moose.”

Monroe County received new ballot machines in 2013 — 76 of them. The entire purchase cost approximately $600,000 including software, maintenance and licensing. This machine offers voters complete privacy — including those with disabilities. Hearing, sight, and physically impaired people can roll right up to the machine and use a combination of keypad and handheld remote to mark their choices.

‘The Best Party’
In 2010, a satirical political party in Reykjavik, Iceland, named the “The Best Party” won various seats of the local council elections with 34.7 percent of the city’s overall vote. Their founder, a comedian named Jon Gnarr, became mayor. The party had such fruitful results by assuring constituents they would not keep a single campaign promise. While campaigning, Gnarr had promised free towels at all hot springs and a polar bear for Reykjavik's zoo.

2,185,397
According to the Tampa Bay Tribune, voters in Florida have requested 2,185,397 absentee ballots. In the Keys, 13,000 ballots are being mailed. Once an after thought, now absentee and early voting results are crucial to the election process. “In 2014, for the first time, the combination of absentee and early voters in the state of Florida was higher than the number of voters actually going to the poll on election day,” said Monroe County Supervisor of Election Joyce Griffin. Absentee votes are opened over a specified period of time by employees of the office. They sign confidentiality agreements and can be charged with a felony if they leak information about the results.
A
re you socially liberal and fiscally conservative with libertarian sensibilities? There is relief. Monroe County residents have until 5 p.m. on Monday, Aug. 1 to switch their party affiliation if they feel strongly about a certain candidate running outside of their preferred political party. (Florida is a closed primary election state, which means registered voters can only vote for their registered party’s candidates in the primary election.) Republican voters will rule on the senate seat currently held by Marco Rubio, and several local races including Clerk of Court, County Commission, and two Mosquito Control districts. Democrats have the senate and congressional races and will decide which candidate will face state representative Holly Raschein (R) in the general election. Since there is no democratic challenger for County Commission, District IV, all voters will cast ballots on the race between incumbent Sylvia Murphy (R) and her challenger, Robby Majeska (R). And according to Monroe County Supervisor of Elections Joyce Griffin, this year marks the first time Libertarians will get their own ballot due to the candidates running for US Senate. Near the bottom of the form, applicants can choose between Democratic, Republican, no party afflation and a blank space to write in their preference. Griffin encourages applicants who consider themselves as “independent” to choose “no party affiliation.” “Most of the voters who consider themselves as independent are not independent of any party,” Griffin said. “They are members of the Independent Party of Florida.” Griffin said the bulk of the absentee ballot were mailed this past Tuesday and those requesting an absentee ballot should have them by Friday, Aug. 5 or request a new ballot. Early voting will begin Monday, Aug. 15. The primary election will take place on Tuesday, August 30 with polls open from 7 a.m. until 7 p.m. For more info, visit keys-elections.org.

Help ‘Stuff the Bus’ with United Way This summer, United Way of the Florida Keys will collect school supplies to distribute to more than 8,000 Keys students. Local companies can become sponsors of “Stuff the Bus” by pledging a minimum amount of $250 worth of school supplies through a supply drive with their employees or customers, or by making a contribution of $250 or more, or a combination of both. Supplies will be collected through the first week of September. Individuals can participate in “Stuff the Bus” by taking school supplies to a sponsor’s business, making a donation online at gofundme.com/StufftheBus2016, shopping at Publix and buying “Tools for Schools” gift cards at the checkout counter, or by bringing donated supplies to various community gatherings throughout the month of August, including the Key West Business Guild meeting on Wednesday, Aug. 3. Every dollar donated to the Stuff the Bus school supply drive will be used directly to purchase additional bulk supplies for children in Keys schools. KEY WEST WEEKLY / JULY 29, 2016
NATIONAL NIGHT OUT
Mark your calendars and have some fun!
O
Intermittent waves of rain didn’t squelch The Weather Channel “It’s Amazing Out There Summer Tour” team’s Key West expedition last weekend. Left to right: Bobby Brunelle, cameraman/audio; Matt Saffer, cameraman/editor; Jen Carfagno, meteorologist; Mark Elliot, meteorologist and Trish Ragsdale, producer, made multiple stops at famous Key West landmarks including the Key West Light House and Keepers Quarters, where they broadcast a live report from the top of the historic structure that is stewarded by the Key West Art & Historical Society.
n Tuesday, Aug. 2, the Sheriff's Office will sponsor National Night Out events in the Upper, Middle and Lower Keys. All of the events will feature food, refreshments, and a great chance to meet your neighbors, members of the Sheriff’s Office from a wide variety of divisions, departments and special teams and many others who are involved in the field of public safety here in the Florida Keys. The goal of National Night Out is to bring the community together to discuss how we can all make our neighborhoods cleaner, safer and more secure. The Sheriff's Office will have crime prevention information to share at the event. Community members will learn how to heighten their crime and drug prevention awareness. The Sheriff’s Office hopes to generate support for, and participation in, local anti-crime programs and strengthen neighborhood spirit and police-community partnerships. Everyone participating will send a message to criminals letting them know that Monroe County neighborhoods are organized and fighting back against crime. “This yearly event is an important one for our agency. We get the opportunity to meet the people we are charged with serving and protecting in
a less formal, more fun setting,” said Sheriff Rick Ramsay. “I hope everyone will take this opportunity to meet their neighbors, learn about crime prevention and meet the deputies who are out there patrolling our community and keeping it safe,” he said. • The Key Largo event will be Tuesday, Aug. 2 from 5:30 – 7:30 p.m. at Key Largo Community Park. Captain Don Fanelli and Lieutenant Al Ramirez want to invite the entire community to attend their free event. Members of the Sheriff’s Office will be on hand, along with others from the public safety community. • The Marathon event will be held on Tuesday, Aug. 2 from 5:30 to 7:30 p.m. at Stanley Switlik School. Captain Gene Thompson and Lt. Derek Paul invite everyone to join them and have some fun. There will be free food and refreshments, live music and residents will be able to visit many law enforcement, public safety and community groups at the event. • The Stock Island event will be at Sheriffs Headquarters Building, 5525 College Road on Stock Island, Tuesday, Aug. 2 from 5 – 7 p.m. Captain Don Hiller and Lieutenant Donnie Catala want to welcome the Lower Keys community to come on out for a great time. — Contributed

battle has rumbled in Key West for more than two decades, and there’s no sign of it ever letting up. Schooner Wharf’s Battle of the Bars will mark its 23rd anniversary on Sunday, Aug. 7. The battlefield: an outrageous relay race that challenges team members to make and serve the perfect margarita, sort recyclables, tap a keg and pour six draft beers before downing one. The combatants: teams of professionals from local watering holes. The strategy: bribing judges for a chance to advance to the next round. Seriously.
All bribe money and entry fees are donated to local charities, with Battle of the Bars having generated $301,587 for the Florida Keys community since it all started in 1993. This year’s proceeds will benefit the Boys and Girls Club and the local Habitat for Humanity. Registration starts at 11 a.m. on the day of the battle and games start at 1 p.m. To sign up, call Schooner Wharf Bar at 305-2923302, email schoonerwb@aol.com or visit schoonerwharf.com/special events to print the entry Form and drop it off. — Contributed
