Incumbent faces qualified challenger in Clerk of Court race HEAVILIN VS. MADOK

ncumbent Monroe County Clerk of Court Amy Heavilin is being challenged by a former employee of the same office. Kevin Madok previously served as assistant finance director under Clerk of Court Danny Kolhage. The county clerk serves a four-year

term.

Heavilin says she leads by example and wants to continue projects she’s started as Clerk, which include e-recording, e-notices, and more. “I have a unique set of gifts, talents and experience that exceeds my opponent’s for this job,” she said citing credentials such as State of Florida Certified Clerk and Comptroller, CPA, Certified Fraud Examiner, and Internal Auditor.

At a recent Hometown PAC meeting, Heavilin was asked about tension in the Clerk’s office.

“The transition has been very challenging,” she said about high turnover rates — 18 employees retired, and 17 moved to other county agencies, and others who relocated. “Sixty-eight percent of my staff turned over.”

To help with the turnover, she wants to offer employees defined career paths, competitive compensation packages, flexible scheduling, and professional development opportunities. According to the Clerk, she said there are only four vacancies in her almost 100-person staff.

Madok said the issue is leadership. “I wouldn’t be running if I didn’t think I could do a better job,” he said. “There is a lack of stability and predictability in the office right now.”

He said the issue with retention lies in employees being constantly repositioned to different roles within the office. “Most of the tasks require experience, and no one can get that when they are being moved around so often.”

Madok previously has been elected to Layton City Council and served on the Florida Keys Community College Board of Trustees. Currently, he’s in charge of strategic planning for Monroe County.

Heavilin said it’s easy to criticize until you walk a mile in the Clerk’s shoes. She cited the need to reopen the accounting ledgers to make adjustments to include wastewater assessments from previous years.

“This office impacts other county offices largely,” Madok said. “The Clerk’s office is the nerve center of the entire county and the Clerk’s role is to serve them.”

The Clerk of the Court effectively works as both the head accountant and head secretary for Monroe County — performing the accounting duties and managing the official record.

The winner of the Aug. 30 Republican primary will face Democrat Ron Saunders.

Republican candidates for Mosquito Control Districts 3 and 4 have been hard at work in recent weeks leading up to the Aug. 30 primary elections.

With cases of travel related Zika dominating local and national news, the spotlight on Florida Keys Mosquito Control measures and strategy has never been brighter. The winners of each race will face the Democrat candidates in the Nov. 8 election.

Mosquito Control Board District 3 represents old town Key West, an important district when battling infectious mosquitoes in an urban setting.

Candidate Brandon Pinder is a seventhgeneration Conch and has worked as the IT director for Singh Resorts for seven years. He is currently the technology project manager for the construction of a 175-room resort at Oceanside Marina on Stock Island. He owns Brandon Pinder and runs an IT consulting business, Conch Computing Solutions.

“My grandfather, Joe Pinder, served on the board for 17 years, so I was able to learn about Mosquito Control at a young age,” Pinder said. “I am also very concerned with the health and safety of our community, fiscal responsibility and accurately representing the voice of fellow residents.”

Candidate Stephen Hammond was an executive with Bellsouth, AT&T, Blue Cross Blue Shield and Hammond Investments, LLC Stephen Hammond for the past 12 years. Presently, he is a Realtor in Key West at Island Resort Realty.

“I am not a politician. I simply wanted to stop foolish spending and cease arrogant ways,” Hammond said. “This is the second time I have campaigned for this position when I garnered 49 percent of the vote.”

Pinder said his most pressing concern is the proposed cost of the Lower Keys facility. “The initial budget was approximately $2.5 million, and now we are looking at close to $6 million,” he said. “I believe that we can get closer to the original budget by eliminating some unnecessary design elements. This should lower the proposed tax increase to a more reasonable number.”

Hammond advocates for Mosquito Board term limits.

“I would propose limits of 8 to 12 years, this is not a lifetime appointment,” Hammond said. “These people get complacent after 20 years, they bring no new ideas. I will hit the ground running and we will start to see improvement immediately.”

The winner of this contest — Hammond or Pinder — will face Steve Smith, the incumbent, on the Nov. 8 ballot.

Candidates Larry Zettwoch and Janet Wood both have extensive records of public service and collectively bring decades of experience to Mosquito Control District 4.

Wood served as an officer in the United States Coast Guard Auxiliary for 15 years, is chair of the Achievable Housing Citizens Advisory Committee, and serves as a Guardian Ad Litem representing abused and neglected children in the Keys. “My experiences in public service have prepared me for this position, I am ready to continue serving the people. I am the candidate with decades Janet Wood of countywide service in health, safety and welfare issues,” she said. “I know how much work and time goes into holding these positions.”

Zettwoch served in the Kentucky Air National Guard and honorably retired from the United States Air Force Reserve, after 32 years, as a colonel. Zettwoch also volunteers as a fireman/paramedic on the Islamorada Fire Rescue, teaches CPR and first aid at the fire station, and is a member of the Port Antigua Property Owners Association.

“I want to serve the county in a position where Larry Zettwoch we continue to be the best in the world, but be fiscally conservative. My job is to kill mosquitos, which is our number one priority along with protecting the health of the community,” said Zettwoch.

Both Zettwoch and Wood are cautious on the subject of releasing genetically modified mosquitoes. Wood wants the data on the Nov. 8 referendum question before taking an official stance and said she does not support testing without public consent.

Zettwoch said he believes it’s safe, but wants scientifically sound data on its efficacy, plus careful tracking.

Wood said she supports spending on “delivery systems whether it be trucks, sprayers, helicopters, or any new ways to deliver mosquito killing technologies and chemicals.” Zettwock cites tax increases and said he would support spending on “things that kill mosquitoes. I will spend taxpayer dollars like my own.”

The candidate who wins the Republican nomination will face off against Dr. Stanley Zuba in the Nov. 8 general election.

BRIEFLY Second case of Zika reported A second case of Zika travelrelated infection in Monroe County was reported late Thursday. However, the individual was only visiting and has since left the Keys. At the direction of state officials, the local staff of the state Department of Health is prohibited from revealing the visitor’s locale in the Keys.

Bike riders welcome for ReMARCable Ride The ReMARCable Tour de Keys, a 100-mile Key Largo to Key West bike ride, is set for Saturday, Sept. 24.

The event raises money for MARC, a Monroe County nonprofit agency that serves adults with developmental disabilities. Riders are scheduled to leave Holiday Inn Key Largo at 7 a.m. and pedal over 42 bridges and breathtaking open-water views. Participants can ride solo or form teams of up to four people. The ride can be relayed, with the 100 miles split among team

members. Along with the registration fee, each rider is asked to raise at least $100 in pledges to be donated to MARC. Stops are planned at approximately 10-mile intervals on the way down the Overseas Highway and a finish line party at the Westin Key West Resort & Marina. Registration fee is $80 per person through Sept.

ounty Commissioner Sylvia Murphy has held the District Five seat for the past 10 years. She ran unopposed in 2012 and finds irony in that her prior two, and current, opponents have all served on the Key Largo Wastewater Board. This year, both she and fellow Republican Robbie Majeska, a Key Largo business owner, vie for the seat.

The Monroe County Commission election is a partisan race, but since both Majeska and Murphy are registered Republicans, and are the only two to qualify, all Keys voters, regardless of party, will cast a vote. Thus, the winner will be decided on Aug. 30.

“We are in the middle of so many things. We are catching up from things that should have been done 12 to 14 years ago, and then of course the recession hit us. My main thing is the roads that get flooded. Neighborhoods like Stillwright Point in Key Largo, Stock Island, and all the low points of the Keys. This is ruining people’s cars. We’re talking about $40,000 vehicles just being ruined from driving through the flooded area. This is the biggie,” Commissioner Murphy said.

Murphy has been a Tavernier resident for 62 years and before running for public office, she was a member of the Monroe County Human Services Advisory Board, and a member of the Upper Keys Health Care Taxing District, or Trauma Board. She volunteered with the Tavernier Volunteer Fire and Ambulance Corps since and is a current officer of the Tavernier Community Association.

Majeska moved to the Keys in 1998 to raise his family and open a small business in Key Largo, Keys Kritters. He was elected and served two consecutive terms on the Key Largo Wastewater Board, and said he’s proud of the board’s accomplishments. He said he’d also like to focus on Upper Keys’ traffic and the Florida Department of Transportation’s treatment towards Keys businesses.

Both candidates have strong opinions on affordable housing.

“Affordable housing in the Upper Keys should have been addressed 10 years ago when the housing allowance was reviewed. I do believe that the current commissioner let all the Keys money go to Marathon and the Lower Keys,” Majeska said.

Commissioner Murphy said, “I don’t know what we are going to do with affordable housing, that is an ongoing issue, but I’d like to accomplish that during my next term.”

The new term begins January 2017.

hen Judge Reagan Ptomey announced his retirement after 28 years on the bench, Sharon Hamilton and Rob Stober threw their hats in the ring. Hamilton resigned from her job in the judicial system in order to campaign, and Stober, a partner of the Hershoff, Lupino and Yagel law firm, has been attending events up and down the Keys.

Hamilton touts her court system experience. She has served as both the director of judicial case management and general magistrate for the 16th Circuit in Monroe County. Before that work, she was a private attorney for two decades “The general magistrate position is quasi judicial — I sat on the bench and presided over hearings and motions,” she said, adding that she wrote opinions on more than 4,000 cases that were then sent on to the presiding judge to sign off on. In layman’s terms, that job is akin to “assistant judge.” She said she can be effective immediately as she understands the inner workings of the judicial system. “I understand how all the pieces of the puzzle fit together — the court reporters, jail personnel and public defenders.”

Stober is a private attorney with 19.5 years of experience, and a graduate of the University of Miami School of Law. “What I bring to the table is well rounded experience — I’m a lawyer, a businessman, a member of the community and a family man,” Stober said.

Stober worked for a law firm specializing in admiralty and marine law, as a staff attorney for Geico and, in the Keys, a more general caseload of civil litigation involving all types of disputes.

Both Stober and Hamilton emphasize the temperament a judge should have.

“The most important thing a judge can bring to the bench is wisdom and an understanding of the community,” Stober said. “The right decision isn’t always the most popular one. It’s going to take courage to do this job.”

“As a judge, I would treat people with fairness, respect and dignity,” said Hamilton. “It’s often a judge’s job to deescalate the situation, not escalate the situation — especially in family court.”

Stober said his leadership skills are up to the task of assuming the bench.

“At 22 years old, I was in charge of a $450,000 budget and hiring and firing crew aboard a private yacht that I was captain of. I’ve managed a staff of legal assistants and hired experts. I am a partner in a law firm. Twice, I’ve been president of the chamber and for the Rotary Club I am the volunteer coordinator of 350 people who work the Nautical Flea Market. I have shown myself capable of handling any situation,” Stober said.

his Tuesday Monroe County voters will settle several longrunning debates when polling locations close at 7 p.m.

These contests will be the culmination of years of preparation for some, and months of hard work for most. For many of those on the ballot, their candidacy began long ago when they first moved to Monroe County, graduated from law school or passed the “Uniform Certified Public Accountant” exam.

The good people on these ballots deserve our gratitude for giving us the opportunity to practice one of the founding principles of our government — democracy.

While its easy to assume the campaigning began just a few months ago with cocktail receptions and bumper stickers, a number of these candidates began plotting their campaigns last summer.

And these endeavors can be expensive.

From the signs to the advertising, mailers and expenses a candidate can easily spend upwards of $50,000 to land a job where they might have to re-apply again in two, four or six years.

And then there is the windshield time. Time away from friends, family, dinner tables, soccer games and fishing.

Full blown, countywide contests require a tremendous time commitment because of the linear makeup of the Florida Keys. To win a race, candidates are expected — if not required — to attend multiple, weekly Rotary club meetings (there are seven in Monroe County), the monthly Chamber of Commerce’s After Hours and luncheons (there are five in the Monroe County), plus all the charity events, political forums and the regularly scheduled meetings for their perspective office. Monroe County candidates can easily put 100,000 miles on their cars in 12 months. This amounts to countless hours spent away from their work, too.

No matter which candidate you choose this Tuesday and again in November, please take a moment to thank them for keeping democracy alive.

These candidates have placed their personal and professional lives in full public view because they believe in public service.

The jobs, although they may seem glamorous, are most often not, and all the candidates deserve our sincerest appreciation.

Let’s show our appreciation by hitting the polls.

Hopes for Bayview Park in near future

ore than 200 Boys and Girls Club kids spent the summer taking field trips to Marlins’ games in Miami, and to attractions around town, whip creaming their teachers, and having a blast at the 1400 United Street Reynolds School locale. What they didn’t enjoy was the lack of air conditioning in this summer’s heat, an occasional rodent sighting, or swimming to camp in the rain.

“We need to get out of the Reynolds School,” said Dan Dombroski, CEO of the club, who is seeking to move the club to Bayview Park, a centrally located permanent home. “It’s been my dream to have a permanent spot, a nice place to go. We don’t need a palace, but somewhere safe.”

The Key West City Commission has put aside $500,000 from funds generated by the BP oil spill settlement. That will be used for renovations of the structure at the park. Dombroski hopes to bring in another $1 million through a capital campaign, grants, individual donations, and contractors donating skills to the project.

“We can do it in phases, but we need to get out of Reynolds School as soon as possible,” he said, citing the faults.

The Southernmost Boys and Girls Club, which includes the Key West location, and a location on Big Pine Key, provides summer and after school care for working families in the community. Stephen Bender, of Niles Sales and Service, said his children Victoria and Beau looked forward to going to the camp each day during the summer. “All the folks working there do a great job and the kids constantly told me how nice everyone was,” he said. “As parents, we also liked that they took care of so much for us. We didn’t have to pack lunch, and pickup times were extremely flexible. We will definitely be back next summer.”

The club teaches life skills, offers academic tutoring and help, but most of all, offers a fun, safe place for kids. The most important thing Dombroski stressed serving children. “We need to keep this affordable for all families,” he said. “We want to put the money back into the kids, rather than into rent.”

aggie Gutierrez was severely injured on Aug. 12 when a rogue wave swept she and her partner, Lisa Kaminski, into the ocean at Cabo San Lucas, Mexico. She later passed on at a California hospital. Gutierrez was a Key West attorney and supporter of many local causes, a well-loved friend, and an esteemed colleague. Kaminski, a hospitality executive, survived and is expected to return to the Keys soon. ­—Weekly Staff report Some of my best memories of Maggie were on the boat and at the sandbar relaxing for the afternoon — she loved being on the water — and our many happy hours or “Board of Directors meetings” as Maggie would call them. And Maggie was always a giver. Even after she passed she gave the precious gift of life through her organ donations to three people who otherwise might not have made it. A beautiful soul gone way too soon.

He served on the board from September 1, 1977 December 31, 1994. He was a real champion for the employees of the District. When he was chairman of the board he received a letter from the employees of the District expressing: “deep appreciation to Mr. Joseph Pinder, for his deep concern and dedication to improving the working conditions, as well as, the morale of the employees during his tenure as chairman of the board of commissioners.”

Festa and the Jettison Theory Band float on Mike Festa moved to Key West in 2008 and was working at Santiago’s Bodega as a chef. That was until a year later, one night, fellow musician Caffeine Carl asked Mike to fill in for him at Virgilio’s and play guitar. That was the end of Mike’s career as a chef and the beginning of his new life as a full time rock ’n roller.

Originally from Pittsburgh, Festa was raised in a musical family. His dad plays guitar and has been singing his entire life, and still does gigs every Saturday night at The Hofbrauhaus, just outside of the city. Because of his father, Festa found himself playing guitar as a hobby up North, but with the lack of venues hosting live music, it was nearly impossible to make a living out of it.

That changed when Festa moved to Key West, and found himself playing guitar and singing frequently with some of Key West’s most popular songwriter performers. In 2011 Festa formed the Jettison Theory band. With great original songs and rhythms and instrumentals, the band has become a mainstay in the Key West music scene.

Through the years, the band has gone through its fair share of changes, with two drummers and seven different bass players. Yet, Mike Festa and the Jettison Theory Band are still performing live all over Key West today.

Festa has also become known as a solid solo performer and he has been busy writing new songs. He’s anxious to get back in the studio to record his next full-length album that he hopes to

ith tropical disturbances brewing offshore, Jake is brewing up one of the best hurricane cocktails in town. “New Orleans doesn’t even have anything on the Hard Rock’s signature recipe hurricane,” he said at a recent fundraiser for United Way of the Florida Keys in the upstairs bar. “Hard Rock has perfected the recipe and it’s very good.”

He moved to the Keys eight months ago from Pittsburg after vacationing in the Keys with his family for the past 15 years. Triathlete, Special Olympics Coach, Farceur

S

harp, quick-witted, dedicated — those are easy words to describe Kathy Gilmour, operations manager of Lazy Dog, board member of the Key West Tri Club, and aquatics coach and training chairperson of the Monroe County Special Olympics. A former North Shore New Englander who worked as a whale biologist for 12 years in Gloucester and Boston, Gilmour knows how to be tough but also enjoy life. She discovered Key West while delivering boats such as the Yankee Freedom for winter use in Key West. Eventually Gilmour (and the boats) stayed for good. As she said, “I’m like a plant. I need to be outdoors in the sun.”

It is ironic that Gilmour helps run a company with the heading “lazy” because it is not a word to describe her. Gilmour trains six days a week for sprint triathalons and has completed 22 of them. Here’s the thing, she usually comes in last. “I participate in them,” she laughs, saying she studiously avoids the term “race.” To keep herself motivated and accountable, Gilmour started a blog, www.diaryofafatathlete, which she calls “my journey from fat to slightly less fat.” Hanging out with Iron men and women doesn’t phase her (“I operate my whole life on awkward,” she quips). But what she might call awkward, others would call inspirational.

Here’s what makes Gilmour truly special, 12 weeks out of the year, she trains 15 Special Olympic swimmers, ages 14-58, to compete. She is their coach, their mentor and helps them race at the county, area and state level. Coaching Special Olympics takes toughness, takes humor and takes dedication. In her own right, Gilmour is an Iron woman — not just participating, but winning.

4. If you could remove one person from any media contact, who would it be? Any celebrity in Hollywood.

5. Who is your celebrity crush and why? David Beckham. His views on geopolitics are ground breaking. Or, he’s super hot.

6. What is your pet peeve? Narcissism. But let’s keep this about me.

10.What is one thing that always, always makes you happy? My dog.

11.What was your first thought this morning? “Ouch, I’m too old.”

ayaking in the Keys has become a pastime as common as fishing or happy hour. It is an inexpensive activity for any age to hit our shallow waters and enjoy the Keys’ natural beauty. Like a lot of watersports enthusiasts today, kayakers are finding new ways and different adventures to enjoy shallow water.

A.J. Rising is one guide taking kayaking to the next level. Owner of the Kayak Kings, Rising has developed out of the ordinary experiences for the kayak enthusiast to see the Keys in a new light, literally. “My goal is for customers to say that’s the best thing I’ve done in Key West,” said Rising.

Rising has created the “Get lit Up” adventure where dive lights are strapped to the bottom of kayaks for a nighttime tour of the Mangrove mazes.

Rising said, “It’s like caving, you see everything.”

Sunrise is another favorite time. Rising refers to it as the most peaceful time in Key West and takes early morning tours out to Boca Grande Beach to watch the sunrise. If there is a full moon out, then all the better to get there before sunrise.

Or discover the backcountry of Snipes or the new sand at Mud Key. Kayak Kings is up for anything. Rising has taking clients out for catch and release shark fishing (but guests can also opt for the less dangerous snapper fishing). No tour suggestion is too extreme, and Rising himself is proof — he once kayaked around Key West in 30 mph gusts just to make sure he would be a good enough guide.

Resident Susan Horner has done all of Kayak Kings adventures. “A.J is very knowledgeable about wild life and astronomy — by far the most adventurous kayaking I’ve done. Seeing an eclipse, starting the day at Boca Chica — it’s worth it.”

When Lisa was seven months pregnant, something went terribly wrong.
