Borski cited “economic efficiency” as the biggest issue facing the village.

She said, “The council just set a millage/tax rate at 22 percent above last year’s rate.

“Nobody on council is a fiscal watchdog. Nobody demands that certain departments (building and zoning; planning) are self-supporting, and that our village enterprise funds, like the marina, is operated with funds garnered solely from the residents who live there,” said Borski.

Forster, a restaurateur, says the biggest issue facing the village is sustainability. “We need to do whatever we can to restore the Everglades and Florida Bay to normal, and that starts with us as a community, and State, solving the fresh water springs issue up North. We need to do whatever we can to keep it as pristine as possible,” said Forster, who added he wants to continue to educate the community about the issues facing inshore water quality.

The Nov. 8 election will decide which councilmembers will serve on the 5-seat council.

ime’s up. The Aug. 23 deadline to apply for the November race for Village of Islamorada Council has come and gone. And while all five councilmembers’ terms are up, only two seats have drawn challengers. Seats 1, 3 and 4 are unopposed: Deb Gillis will retain Seat 1, Jim Mooney will retain Seat 3 and Chris Sante will retain Seat 4.

Three candidates vie for Seat 2; both David Boerner and David Purdo, past councilmembers, and newcomer Cheryl Meads (see sidebar). Jill Zima Borski who previously served on the council is contesting incumbent Seat 5 councilmember Mike Forster.

David Boerner served as a councilmember from 2006-2010. He said he’s ready to get back to work. “I think we need to have a positive approach.

I’m proud of Islamorada, we’ve done a good job of keeping a united community,” said Boerner.

David Purdo who is seeking a third non-consecutive term said, “We need stronger representation in Tallahassee from Islamorada,” said Purdo of his goals. On local issues, Purdo has his sights set on addressing affordable housing concerns.

Cheryl Meads filed for the position last Friday, just days before the Aug. 23 deadline. Meads is an Islamorada business owner and she owns several other properties throughout Tavernier and Islamorada. She cited “economic disparity” and its impact on affordable housing as her primary targets.

Borski previously served on the Council from 2008 to 2010. She will face off against current Councilman, and former mayor, Mike Forster.

heryl Meads filed last Friday with the Islamorada Village Clerk for Seat 2.

This is the first time Meads has sought public office in Monroe County after moving here in 2010.

Since her arrival, she’s acquired properties from Key Largo to Marathon with the idea of “resurfacing” them to make them visually more appealing. She opened Bumby’s Raw Bar in Islamorada late last year and has plans set for at least one other restaurant venture in Islamorada.

“If I can employ at least 18 to 25 people and break even, or even below even, than I’m doing great,” said Meads.

Along with the food and beverage industries, Meads has tapped into affordable housing in the Upper Keys. She’s recently renovated a property in the Harry Harris section with the hopes of renting it out as “de facto” affordable housing.

She hopes to generate sustainable in-county jobs and housing.

“I struggle with the same things as other people do. I suffer when I see these big developers coming down here with their bulldozers,” said Meads. “I’m trying to keep the integrity of our community and culture while keeping locals employed.”

Meads credits her corporate background at GlaxoSmithKline with providing her the training to be an agent of change.

Celebration of Life Family and friends are invited on Saturday, Sept. 10, at 5 p.m. to celebrate the life of Theresa Maria Restuccia, of Key Largo, who passed away June 8, 2016. The celebration will be held at the Allen-Beyer Funeral Home at 101640 Overseas Highway in Key Largo. There will be a reception to follow at The Catch Restaurant at 102041 Overseas Highway in Key Largo.

Restuccia dedicated her life to helping others as a paramedic and firefighter for Monroe County, until her retirement in 2012. In lieu of flowers, donations may be made to the Key Largo Volunteer Fire Dept. and/or Key Largo Ambulance Corp.

BRIEFLY Bike riders welcome for ReMARCable Ride The ReMARCable Tour de Keys, a 100-mile Key Largo to Key West bike ride, is set for Saturday, Sept. 24.

The event raises money for MARC, a Monroe County nonprofit agency that serves adults with developmental disabilities. Riders are scheduled to leave Holiday Inn Key Largo at 7 a.m. and pedal over 42 bridges and breathtaking open-water views. Participants can ride solo or form teams of up to four people. The ride can be relayed, with the 100 miles split among team members. Along with the registration fee, each rider is asked to raise at least $100 in pledges to be donated to MARC. Stops are planned at approximately 10-mile intervals on the way down the Overseas Highway and a finish line party at the Westin Key West Resort & Marina. Registration fee is $80 per person through Sept.

Take Stock in Children scholarships available Applications for the 2016-17 school year are now available in Monroe County middle and high schools.

Students in grades 7 through 10 who meet the income and academic guidelines should apply for a Take Stock In Children college scholarship. Upon successful completion of the Take Stock in Children program, high school graduates receive a four-year college scholarship which may be used at any Florida public college or university.

Support History Florida Keys History & Discovery Center opened in January 2014 with a blank canvas of blue walls. Through a series of traveling exhibits and the sharing of personal collections, the Center began work on permanent exhibits, starting with Legends of the Line, a historical perspective on the beginnings of fishing in the Upper Keys and the resulting industry of tourism.

Fast-forward to August 2016, an aggressive development plan has resulted in additional permanent exhibits, including First People/Indians of the Keys, Pirates/Wreckers/Salvagers, and the Spanish Treasure Fleets, and a model replica of Indian Key, circa 1840.

In addition, a state-of-the-art 35-seat theater opened in May 2015. Coming this September is the most extensive of permanent exhibits yet featuring Stories of the Upper Keys, the history of the areas of Rock Harbor-Key Largo, Planter-Tavernier, and MatecumbeIslamorada.

Florida Keys History and Discovery Foundation, which operated the History & Discovery Center, is a 501(c)(3) not-for-profit organization formed in February 2013 by a group of residents who wanted to preserve and share the unique history of the community.

The mission of the organization is “to develop and maintain a world-class history & discovery center that will accurately reflect the history of our Florida Keys community in a multi-faceted and interactive environment.”

As with most not-for-profits, we rely on donations from individuals and businesses, annual memberships, and grants. As a young not-for-profit, we are still in the position of need for general operating costs, as well as projects such as additional permanent exhibits, cost of traveling exhibits, and scanning and cataloging artifacts, such as book manuscripts, newspapers and letters.

We hope you will support the Foundation as the Keys History & Discovery Center continues to grow and expand. We are looking to building out the Jerry Wilkinson Research Library, named for the well-regarded local historian, design and develop additional permanent exhibits focused on the unique environment of the Keys, and expand program offerings for all ages.

his past week, Invest 99L veered just South of Key West as the disorganized low pressure spread rain throughout South Florida and over Cuba. The slow moving system continued a Westward path, moving into warmer waters in the Gulf of Mexico. And on Aug. 31, at around 2 p.m., became Tropical Storm Hermine.

At presstime, the National Hurricane Center reported that Tropical Storm Hermine was located 135 southwest of Apalachicola. Its expected to make landfall around midnight. Florida Governor Rick Scott referred to TS Hermine as “life-threatening” and issued a State of Emergency.

He’s urging residents to prepare ahead of the storm as TS Hermine is expected to bring forceful winds and up to 15 inches of rain in parts of the state.

Aquatic golf tourney set for Sept. 24

even irons, a driver, four people and a boat is all that’s needed to join this year’s annual Conch Scramble set to take place Sept.

23-24. This is the on-the-water golf tourney’s eighth year with nine floating holes as the target and charity as the objective.

Proceeds from this year’s Scramble benefit two local nonprofits: Coral Shores High School Football Booster Club and Treasure Village Montessori.

“We’ve given away about $40,000 in donations for the last three years,” said Bernice Dion The Conch Scramble is inviting golfers from all over the world to reserve their spot in what has become one of the area's most popular events. It starts on Friday, Sept. 23 during the kick-off party at Sea Ranch, PRACTICE MM 83 on the Old Road in Islamorada. The Thursday, Sept. 8 at 6 p.m. open-bar event goes from 6 to 10 p.m. and is Snappers Restaurant graciously being hosted by Islamorada RealMM 94.5, Oceanside tor Patti Stanley. Guest numbers for that party Key Largo alone are expected to top 200.

Tee-off begins the following day 9 a.m. at Islamorada Fish Company, at MM 81.5 on the bayside. The teams of four will travel by boat from tee to tee, with a designated driver. Each player gets two shots from each tee venue.

The event tests golfers' skill, precision, and patience. Golfers must supply their own clubs and the golf balls provided are biodegradable and turn into fish food. After the golf event, there is an awards ceremony at the Oceanview Lounge with plenty of food and fun.

Spots in the Conch Scramble are limited and the event sells out quickly — the event is capped at 50 boats. General registration for a foursome is $500.

KEY WEST The Waterfront Brewery Justin Stine, Head Brewer Stine spent six years brewing at home before going pro at Cigar City Brewing in Tampa. The lure of head brewer and Key West soon brought his talents to Waterfront Brewery. He has a hand in everything beer-related at Waterfront —recipe design, cellar work, lab work and tending eight to nine 500-gallon batches of special brew. He even has a 15-gallon tank for unique flavors. When brewing, Stine goes for a balance that is “hoppy but still drinkable.” His preferred tastes are Belgium farmhouse ales or a pilsner.

But he likes to use local flavors, such as Key Lime and locally harvested honey, to create original beers.

here’s a more environmentally friendly option for locally sourced jewelry.

It looks better than faux tortoise shell and it’s good for the environment —

lionfish.

“Save the reef, wear lionfish jewelry!” is how REEF, an organization of divers and marine enthusiasts, bill the monthly lionfish jewelry workshops.

Held at REEF Headquarters, at MM 98, it attracts men and women interested in a couple hours of crafting with the added purpose of removing invasive lionfish from Keys waters.

The workshop provides participants with bits and pieces of prepared (no venom, no smell) lionfish tails and spines. Then an assortment of pendant shapes and earring forms are placed on the table. About a dozen ladies converged on a Tuesday night for the most recent workshop.

“We’ve had a really positive reaction from the public,” said Amy Lee, a REEF trip manager. “It’s a good way to engage with a broader audience who are not just snorkelers and divers. We get to reach more people and tell them why the invasive lionfish are a problem.”

After bits and pieces of lionfish are carefully placed within the forms, they are covered in resin and participants must carefully pluck away at the bubbles that try to form. Then the jewelry spends some time under a special curing light. After two hours, and a complementary beverage in a REEF keepsake glass, the participants are ready to take home the beautiful, Keysy bling.

“As the guests were making their jewelry, they talked about how this helps raise awareness about the lionfish problem in the Keys,” said Anneke Patterson, a Weekly Newspaper staffer. “A couple of women suggested

this should be a mobile seminar, held in various areas of the Keys.”

Part of the jewelry workshop includes a presentation on the lionfish invasion, biology/ecology, impacts and current research findings.

The cost of the workshop is $30 per person and includes materials.

he Coral Shores Hurricanes over powered the Marathon Dolphins in a 38-6 victory at home. The teams played out the first half until the game was called due to inclement weather. Nevertheless, coach Alponso Bryant is proud of how the Hurricanes performed in every phase of the game. “We really got a lot of production from our backs, they put up a lot of yards on offense,” said Bryant.

Coach Bryant says their quarterback, Juan Pablo Abbrrezco, managed the game well. Coral Shore’s Aiden Hawkins also had a big game, breaking for a 51-yard touchdown and recovering an onside kick. On defense, Cam Cameron intercepted Marathon’s Jackson McDonald deep in Dolphin territory for a touchdown.

“Depth in the lineup was a major problem for the Dolphins,” says head coach Anthony Davis of Marathon. After a nose injury to Stevie Sainz, the team had difficulty on both sides of the ball. “Since the preseason, he’s been the catalyst and leader that’s had everyone in line. It was big blow,” said Davis.

“They came out driving hard on the line and we had a hard time containing the pressure. We had to switch to a passing attack to adjust, which isn’t necessarily our style of play,” said Davis.

The Dolphins anticipated a heavy rushing attack from the Hurricanes, and after an early three and out, felt they could implement their game. The Hurricanes took advantage of poor tackling from Marathon, got in the open field, and the rest was history.

Coral Shores looks to continue winning, facing Miami Country Day School Friday, Sept. 2. The Dolphins look to bounce back from the defeat, facing Ransom Everglades School at home on the same day.

.D. Miller and the Revolvers are tearing up the South Florida country music scene and have their sights trained on the Florida Keys. Dave Miller, front man and electric guitar player, originally started the band with elements of his previous project, Los Bastardos Magnificos. His music has evolved from folky Americana to ‘honky tonk.’ The band is known to play in three piece and six piece arrangements.

“Our original stuff is more rock and country, with a little folk,” says Miller. When the band covers other artists, we typically play Merle Haggard, Buck Owens, Johnny Cash, and Waylon Jennings.”

The band is currently working on its first album, “Burnt Bridges and Broken Hearts,” and hopes to release it in November. The band has toured the East coast from Miami to Boston, as far West as Texas and Oklahoma.

“We spent nine months on the road, going back and forth between home and different states. We’ve even been able to pull off 29 shows in 30 days. We like to stay active, playing a lot in Miami,” said Miller.

One of their more famous songs, “Samael,” plays off the duality of the Dr. Jekyll and Mr. Hyde nature in people. “It’s one of those songs that came together really quickly and everyone likes it,” said Miller.

When it comes to song writing, Miller typically hashes arrangements out on a string instrument. He then brings the song to the group and everyone does what they do best. After some tweaking, the song is complete. “They add texture,” joked Miller.

Describing their first show last Saturday at Florida Keys Brewing Co., Miller said, “Our first time playing the Keys was a real good time.

The crowd response was nice, and for a Sunday show, it was very fun and relaxing.”

ty Bit” is an affectionate nickname for The Catch’s favorite bartendress, Holly Klaumenzer.

At 4-foot-11-inches, at times she has a hard time reaching over the bar and the top shelf liquor bottles overhead. What she lacks in vertical stature, she makes up with her beaming personality and potent drinks.

She’s been a mixologist since she rejoined the civilian world after leaving the U.S. Navy in 2003.

She moved to the Keys from Delaware two years ago with her faithful pup, “Russel” by her side.

She likes making margaritas, but she also sells a lot of house-made sangrias. “It’s laborintensive, but we make it really good here. It’s the cinnamon that makes it special,” said Klaumenzer.

When she’s on the other side of the bar, she likes a simple shot of Fireball whisky or green tea shots made of Jameson’s, peach schnapps and sour mix. It tastes like green tea, she said.

Off duty, Klaumenzer is an avid fisherwoman. She’s reeled in a sailfish, a 4-foot barracuda and plenty of decent-sized mahi, with pictures to prove it. She likes to swim and spend time with her family and friends. She’s also planning her upcoming October wedding.

2. USS VANDENBERG 24º 27.16’ N, 81º 43.59’ W The USS Vandenberg is an artificial reef and wreck site located seven miles off Key West and has a maximum depth of 140 feet with good visibility. The Gen. Hoyt S. Vandenberg is 520 feet long and 100 feet tall. Since 2011, once a year, the shipwreck is converted into an underwater art gallery showing the surreal works of Andreas Franke.

1. THUNDERBOLT 24° 39.48’ N, 80° 57.9’ W The Thunderbolt is an artificial reef purposely sunk off Marathon in 1986. It sits in 120 feet of water four miles south of Marathon. Although it was originally christened “Randolf” as a minelayer in 1942, it was acquired by the Florida Power and Light Co. to conduct lightning experiments in the ’60s, thus earning its wreck name. The lunatics at FP&L fired rockets with trailing conductive wires into thunderheads, forcing lightning strikes.

4. NUESTRA SEÑORA DE ATOCHA 35 miles west of Key West It’s an amazing tale. Mel Fisher, his investors and his colleagues recovered $430 million worth of artifacts after a 16-year long search. In order to appease the federales and the investors, they hired archaeologist Duncan Matthews. He was one of the first professionals to ever associate with treasure divers.

While the site of this sunken treasure is a matter of public record, it’s off limits to regular recreational divers. However, certified and experienced divers can sign up to dive the expedition as a member of Mel Fisher Expeditions.

3. THE WINDJAMMER 24º 37.41’ N, 82º 56.54’ W Wrecked in 1907 and identified in 1990, The Windjammer was a 261 foot, three-masted sailing vessel carrying lumber when it sank, probably during a storm.

It is one of the most popular wreck sites in the Dry Tortugas.

5. THE SANTA MARGARITA 40 miles west of Key West The Atocha gets all the modern day attention, but The Margarita was actually part of a 28-ship flotilla that left Cuba laden with goods collected from all over South America — most notably gold, silver and emeralds. When the fleet went down in 1622, the Spaniards were able to recover about half of the Margarita’s treasure in the ensuing years. They used a brass diving bell and slaves, and the operation was often lethal.

Again, divers must be part of a certified Mel Fisher dive in order to explore.

6. JOE'S TUG 24º 27.85’ N, 81º 44.27’ W Joe’s Tug is an artificial reef and wreck site with good visibility and a maximum depth of 65 feet located outside of Key West Harbor. It is an old steel-hull shrimper sunk in 1986. In 1998, Hurricane Georges tore the boat in two, and now the bow and stern rest separated by 30 feet.

There is open access to the wheel house and the aft deck and is surrounded by a variety of coral and marine life.

12. COFFIN’S PATCH, MARATHON: Coffin’s patch is a protect National Marine Sanctuary located roughly four miles off of Key Colony Beach and has waters that vary from 8 to 20 feet. This patch of beautiful reef is home to local nurse shark “Nessy” and three large sea turtles that have become local celebrities. It’s named after a barge loaded with coffins that sank on the spot.

7. USS DUANE: 24º 59.38’ N, 80º 22.89’ W She’s a 327-foot cutter built in 1936 and intentionally sank in 1987 near Key Largo.

She crests at 50 feet sitting upright at a maximum depth of 125 feet. She served escort duty during the Mariel boatlift, which brought thousands of Cuban Refugees to the Florida Keys in 1980. It boasts varied reef fish and squadrons of great barracuda that patrol the area.

This dive is an advanced level dive.

8. USS SPIEGEL GROVE: 25º 04.00’ N, 80º 18.66’ W She was launched in 1956 and intentionally sank in 2001. She is 510 feet long with an 84 feet beam, making her one of the largest artificial reefs in the world. Preparation to reef the ship was $1 million.

But for all the best laid plans … the ship sank several hours ahead of schedule on May 17, 2002 ending up upside-down on the sea bottom, leaving her bow protruding out of the ocean and her stern on the ocean floor. A salvage company rolled her onto her starboard side and she remained on her side until Hurricane Dennis came by and stood her upright in July 2005.

The Spiegel Grove’s deck is now at 100 feet with the top of the superstructure at 65 feet. It takes approximately six dives to circumnavigate her one time.

9. CAYMAN SALVAGER 24º 27.21’ N, 81º 45.97’ W Cayman Salvager is an artificial reef and wreck site with maximum depth at 90 feet. It is a 187-foot steel-hulled buoy tender built in 1937 and seized during the 1979 Mariel boatlift carrying Cuban refugees. Cleaned for sinking in 1985, it is still considered dangerous to first time or return divers. The location can be subject to strong currents but in the right conditions, it still makes for a rewarding dive.

10. ADOLPHUS BUSCH SR. 24º 31.84’ N, 81º 27.68’ W The Adolphus Busch Sr. was purposely sunk off Big Pine in December of 1999. The waters vary from depths of 60 to 110 feet. The Busch Sr. stands upright and is intact. This famous former freighter had been in use since the ’50s. The site is home to a few Goliath Groupers, one that weighs in excess of 350 pounds.

11. USS WILKES-BARRE 24º 29.09’ N, 81º 33.20’ W The Wilkes-Barre, which fought in World War II and received four battle stars, is an artificial reef in 210 feet of water, and at 608 feet long, it is the longest artificial reef in the Keys. (Spiegel Grove is second longest.) In 1972, it was used for underwater explosive testing, which broke the ship in half where it sank off of Big Pine Key. It is a fun shark fishing spot, and is recommended for experienced deep divers.

‘CALYPSO’ John Denver’s 1975 hit, "Calypso," is a tribute to JacquesYves Cousteau’s research vessel, a French pioneer of SCUBA diving.

The song was on the “Windsong,” album and the song reached No. 2 on the charts.

The wetsuit was invented by Hugh Bradner, a physicist at University of California at Berkeley physicist in 1952. He understood that the neoprene suit didn’t need to keep the diver “dry,” just trap water next to the skin that would then heat to body temperature. (The nitrogen bubbles in the neoprene help too.) He also worked on the Manhattan Project.

Sales of medallions are sold to offset the costs of sinking the Spiegel Grove.

4.3X FASTER

Sound travels through the water much faster than air — 4.3 times faster. This phenomenon makes it difficult for divers to determine the source of the noise.

1,090 FEET The world record for deepest dive belongs to Egyptian Ahmed Gabr.

He dove 1,090 feet deep off the coast of Egypt in 2014. Diver Guy Gurman lost his life in 2015 trying to beat the record off the coast of St. Croix.

ccording to the Monroe County Tourist Development Center, Keys tourism generates $2.7 billion dollars annually. And with 18 shipwrecks listed on its website, fla-keys.com, there is no doubt that diving and snorkeling contributes heftily to that figure.

“Monthly, we run one to two trips to the Spiegel Grove or the Duane, mostly the Spiegel Grove though,” said Jason Vogan, a captain at Quiescence Diving Services in Key Largo. He went on to list the wreck dives he’s been on throughout the Keys, but specifically cited the Vandenberg as his favorite due to all of its compartments.

“The Thunderbolt is definitely number one, we go there at least once a month right now during the slow season and during peak season, we go at least once a week. It’s a really great wreck, at 80 to 120 feet. There is a lot of marine life, a lot of barracuda and goliath groupers,” said Christina Arnold from Abyss Dive Center in Marathon.
